The aforementioned goods are indicated in still greater detail in the trade papers, which we have the honour to present to Your Right Worshipfuls, together with the further documents of this ship, according to custom, in two separate packets, marked Letter A and B; and to the long invoice is attached a declaration from the Captain of this ship, Simon Lourentius, and the commissioners of the hold, regarding the conveyance of the chest of sample pepper taken from the cargo of this ship and given to Captain Lourentius, in accordance with the order of the High Indies Government in Batavia. We also add a declaration of seaworthiness and a declaration of the full lading of this vessel, both affirmed by Captain Lourentius and by the Captain Lieutenant Cornelis van Eps, as well as the reports of the commissioners who had the chests of the persons now repatriating branded, of which two copies, according to the twenty-fifth article of the General Article-Letter, were delivered to Captain Lourentius in unsealed packets, to be handed over to the captains of the State's warships cruising for the return vessels upon encountering them. Helena Anna Abo, Robert Christiaan Nicolai Abo, Elizabet Abo, Cornelia Maria Abo, all children of the said Captain Abo. Barend Aleman, former Chief Surgeon of the Colombo Dutch Hospital, with retention of rank, salary, and baggage. Cornelis Jacobus and Theodorus Cornelis, both children of the Lieutenant and Commandant of Caliture, Johannes Theodosius Rudolph, and Benjamin Bernard, adopted boy of the aforementioned Chief Master Aleman. To the Cape of Good Hope: Pierre Lardy, Captain of the Regiment of Swiss de Meuron, for the solemnization of his marriage, and Jean Charles de La Harpe, Captain Lieutenant of the said regiment. The transport and board money for Mrs Kraijenhoff and the young son of the late Colombo Dessave Billing have been paid into the Company's treasury here, and those for the wife of Captain Abo have, by order of the Ceylon Government, been placed on the salary account of the said Abo; however, the payment of transport and board money for the children of the said Abo, the young sons of Lieutenant Rudolph, and the adopted boy of the former Chief Surgeon Aleman, all of whom are travelling without expense to the Honourable Company, has been left by the Ceylon Government to the high, benevolent pleasure of Your Right Worshipfuls. Also departing on this ship as an incurable is the soldier Gerrit Jansz:, from Zaardam. The entire crew of this ship consists of 110 seafarers, 26 military discharges, and one incurable. The Ceylon Government has permitted the Minister at Colombo, Willem Rudolph Godfried Kauwertz:, to send with this ship to the Netherlands a chest of books, 4 feet long, 1½ broad, and 4 feet high, addressed to his agents Niedermeier, Voogd, and Bousquet in Amsterdam. Captain Lourentius has been provided here with one hundred thirty-three Mexican dollars, to be used on the voyage, specifically upon calling at any foreign port, for the purchase of refreshments and other necessities.

The Government of Ceylon has notified us that the Honorable former Administrator of the Hall Kraijenhoff must pay into the Honorable Company's treasury at Colombo or at Gale the sum of his obligatory security, amounting to eight thousand Rijksdaalders, to remain with the Honorable Company for four years. The Honorable Kraijenhoff has consequently already paid four thousand Rijksdaalders into the Honorable Company's treasury here, and, in accordance with the request of the Honorable Kraijenhoff and the authorization obtained thereon from the Government of Ceylon, we shall subsequently receive the remaining four thousand Rijksdaalders into the Honorable Company's treasury from the merchant and administrator here, Mattheus van der Spar, who in the meantime has provided proper security for it. The aforementioned Government of Ceylon has granted permission to the repeatedly mentioned Honorable Kraijenhoff to take eight slaves with him as far as the Cape of Good Hope without paying transport and boarding costs, provided that they remain at no expense to the Honorable Company during the voyage. The said Government has also permitted the wife of Captain Abo to take a female slave along to Europe, for whom the transport and boarding costs, by order of that Government, have likewise been charged to Abo's pay account. Furthermore, the repeatedly mentioned Government has directed us to allow the captains of the Ceylon return ships henceforth to take two slaves, and the captain-lieutenants one slave, to the Cape free of the specified transport and boarding fees, provided they remain at no expense to the Honorable Company. In addition, the captain and captain-lieutenant of this ship are also taking three slaves to the Cape, specifically with the obtained permission of the Government of Ceylon, but at no expense to the Honorable Company, for whom the transport and boarding fees must be paid in the Netherlands if it should please Your Right Noble Worships to require it. All the aforementioned slaves have been carefully examined by a committee from the Gale medical staff and found to be in good health and also to have passed through the childhood disease. A copy of the report submitted by the aforementioned surgical committee is hereby also presented to Your Right Noble Worships, together with a copy of the report from the naval captain and master of equipment here, Lucas Aems, stating that this ship, after its loading, draws 22 feet aft and 20½ feet forward, and thus 21½ feet throughout the whole body. Furthermore, there are transmitted herewith two notes submitted by the head of the cinnamon peelers, the junior merchant Theodorus van Teylingen, indicating the places where the cinnamon is said to have been peeled on account of the large and small harvest; the invoice charging the postage for the private letters being sent with this ship; and the duplicate of our respectful letter of January 31 of this year, dispatched with the ships Trinkonomale and Huisduin. Resolution taken in the Council of Policy at Gale. Saturday, the 6th of November Anno 1790. Surplus / Deficit Dutch sail twine According to the Bill of Lading of the 22nd of December last, 2- and 3-strand: 300 skeins. According to the Report of the 3rd of this month, the same: 300 skeins. According to the said Report, 77 skeins among that lot were found damaged by worms and unusable. These sail twines damaged by worms and found unusable are to be sent back to Colombo after permission has been requested and obtained from the Honored Government, as they were not accounted for here upon receipt. 14 Tar. According to the Bill of Lading: 20 barrels. According to the Report: 20 barrels. According to the said Report, those barrels were found to contain: 3 pieces of 2 inches each: 9 cans. 12 pieces of 3 inches: 84 cans. 4 pieces of 2 1/2 inches: 20 cans. 1 piece of 3 1/2 inches: 9 cans. Total shortage: 122 cans. By Colombo missive of the 23rd of December last, 2 per cent spillage is permitted: 38 2/5 cans. Leaves to be compensated by the officers with 2 capital advances: 83 2/5 cans. These barrels having been received at Kolombo without bungs and accounted for here with these less accounted for 83 2/5 cans of tar, to be made good by the officers with two capital advances. 12 Pitch. According to the Bill of Lading: 8 barrels. According to the Report: 8 barrels. According to the report, 23 hoops were found missing from the said 8 barrels. The missing hoops to be further accounted for. Sail and bolt ropes. According to the Bill of Lading: 9 pieces. According to the Report: 9 pieces. According to the said Report, 1 piece thereof was found totally damaged by worms and unusable. To give notice hereof to the Honored Government of Ceylon and to request their authorization to send back to Kolombo the one piece of sail and bolt rope that was found totally damaged by worms and unusable. Iron hawsers. According to the Bill of Lading, namely: of 12 pairs: 1 piece. of 11 ditto: 1 piece. of 10 ditto: 1 piece. of 9 ditto: 1 piece. of 7 ditto: 1 piece. of 5 ditto: 1 piece. This deficit arises because 54 1/4 lbs was set down in the Bill of Lading instead of 54 1/8 lbs. Deficit: 1/8 lb. This deficit of one-eighth of a pound of verdigris, being caused by 54 1/4 lbs being stated in the Bill of Lading instead of 54 1/8 lbs, is to be recalculated back to Kolombo, and to hold this as communicated. 35 Harpuis. Today, the 1st of February, in the Year 1791. Appeared before me, Johannes Hendrik Brechman, bookkeeper and sworn clerk at the secretariat of Policy and Justice here, in the presence of the witnesses to be named hereafter, The Honorable Johannes van der Plas, commander, and Adrianus Lourens Kanters, captain-lieutenant, both appointed to the return ship the Leviatan lying here in the roads. Who, together and each of them individually, declared it to be true: That the said vessel under their command has been provided here with necessities according to the circumstances of the time, and has been so repaired and put into good order that they have not the slightest hesitation in taking with them with peace of mind the Company's goods, which they testify to have received on board in good condition; as well as that the said vessel is sufficiently provided with drinking water and provisions, in proportion to the crew sailing thereon; the appearers further promising that they will properly administer all such ship's supplies, provisions, ammunition of war, and furthermore everything else that belongs thereto and is recorded both in the inventory and in the expense account, of which the latter, specifically those of Colombo and Gale, report what has been furnished or provided for the voyage to the fatherland for the benefit of the ship and the crew sailing thereon; just as the appearers also promise and undertake to take good notes and keep proper books, not only of what is furnished or otherwise becomes unusable and is lost in the Company's service, but also especially and distinctly of the consumption of the victuals and provisions, of which the appearers have now, to that end, been handed a list and consumption book drawn up according to order, which book they, the appearers, upon arriving in the fatherland, shall hand over to the Right Honorable, Highly Respected Lords Directors of the General Netherlands Chartered East India Company at the Chamber of Zeeland, for which the ship is destined, or to those whom their Highly Respected Honors shall be pleased to qualify for that purpose, together with the necessary steward's chits for the daily distributions by the boatswain, boatswain's mate, and gunner, as one of them must be present at the distributions, verified alongside the remainders of everything, nothing excepted, and the stowage diagram or stowage list of the entire cargo in the aforementioned vessel, which has been drawn up and signed by the second appearer and is now also handed over to the first; for the fulfillment of all of which the appearers bind themselves, each in solidum, their persons and the monthly wages due to them from the Honorable Company, along with all their further property, both movable and immovable, actions and credits, nothing excepted, submitting the same to the constraint and submission of all Lords, Courts, Judge, and judges. Jan Blondeel, Bookkeeper, with retention of rank, page, and baggage. Hendrik Gerard and Willem Fredrik, young sons of the Junior Merchant Johan Fredrik Conradi, and Chevallier de La Raitrie, discharged Lieutenant of the Regiment of Meuron. To Cabo de Goede Hoop. Jean Pierre Chevallier de Meuron Bullot, Lieutenant Colonel of the Regiment of Meuron, for the benefit of his health, together with his wife Elizabet Allemand, and children Anna and Samuel, and The exile Johan Emanuel Roena, who was brought here from Cochin with the ship De Gouverneur Generaal Mossel. We have ordered the commanders of these ships, in the unexpected event that they might not call at Cabo de Goede Hoop, to deliver the letters and papers given to them for that Government to Your Right Honorable Nobles, and we therefore humbly request Your Right Honorable Nobles hereby, in that event, to kindly forward the aforementioned letters and papers to Cabo de Goede Hoop, together with the following goods that have been loaded into these ships for that Government, namely: In the ship Berkhout: 8 half aams of coconut oil and 154 packs of linens. In the ship De Leviathan: 8 half aams of coconut oil 126 packs of linens 3 ditto shirts 1 chest with stockings and canvas 2 packs of guinees for the Depot of Meuron, and 15 packs of private linens. The Ceylon Government has permitted Mrs. Huijsken to take two slaves to the Netherlands, and the young son of the undersigned Commander one slave boy to Cabo de Goede Hoop, for all of whom the transport and board money has been paid. The said Government has also permitted the child of the Honorable Kraijenhof to take along two slave maids for his care, Lieutenant Colonel de Meuron Bullot eight slaves, and Captain D' Legrevisse two slave boys to Cabo de Goede Hoop, all without payment of transport and board money, provided they remain at no expense to the Company. The said Government has further granted the Junior Merchant Conradi permission to send along with his young sons one Malay slave boy, for whom the usual transport and board money for the outward and return journey has been paid. The aforementioned Government has likewise granted Lieutenant de La Raitrie permission to take an indigenous servant. In addition, four more slaves are traveling on these ships to the Cape, exempt from the payment of transport and board money and at no expense to the Company, namely: two belonging to the Captain and one to the Captain-Lieutenant of the ship Berkhout, and one belonging to the Captain of the ship De Leviathan. All the aforementioned slaves have been carefully examined by a committee from the Galle Medical Service and found to be in good health, and also to have survived smallpox. Due to a lack of saltpeter, both of these ships have been ballasted with unserviceable goods and small stones, by order of the Ceylon Government. On these ships we have further placed the sailors Jozeph Collet and Jan Hendrik Host, who, according to the sentence enclosed with the other documents, are to be sent to the Netherlands for their board, namely: Collet on the Berkhout and Host on the ship De Leviathan.
