Reports concerning the Malabar trade books received in the year 1775. Received in Batavia in 1775. Bookkeepers Benning To the Right Honorable, Highly Esteemed, High Commanding Lord Adriaan Moens Extraordinary Councillor of the Dutch East Indies, as well as Governor and Director of the Malabar Coast with its dependencies. Right Honorable, Highly Esteemed, High Commanding Lord, What the Company, from the year 1745/6 to the year 1762/3 inclusive, actually lost through extraordinary means by way of the falsifications committed by Pieter Isaaks in the trade books, which have been indicated entry by entry in the extracts prepared by the bookkeepers Kellens and Benning, can be determined to some extent from the account of the General Office, except only for the amount of the profits on the missing goods, which ought to have been accounted for to the Company above the cost price. The original books kept here are certainly in other respects too corrupted to draw any conclusion from them alone, but the general accounts, which the commissioners Staal and Zimmerman have collated against the copy books sent to Batavia, agree with these copies according to their report of 2 February 1767, except for a few entries, which, although quite considerable in themselves, are nevertheless, with respect to the total sum and given that strict exactness is not required here, to be regarded as trifles; for as regards the improperly carried forward balances indicated therein, they amount to nothing when one sums up the receipts and shipments along with the profits and charges of all the years in question. That in the aforementioned copy books the goods and cash received from Batavia and other places not belonging to that commandery, as well as the goods and moneys dispatched outward, were entered and written off on the general account with their actual amounts, cannot be doubted; since all errors introduced therein would have been clearly discovered in the compilation of the Indian General Ledgers at Batavia. Proceeding on these grounds, I have drawn up the General Account marked No. 1 in the enclosures. In it, I have credited the Company for the general balances of 1746/7 according to the original trade books, which agree with the inventory reports under ultimate August 1746 except for a few trifles; further for the amount of all goods and moneys received in this commandery from Batavia and elsewhere since that time until ultimate August 1761, as well as for the amount of profits obtained from the sale of the trade goods, and finally for what the Company owed to various parties under ultimate August 1761. Against this, I have debited the Company for what it had to pay to various parties under ultimate August 1746, likewise for all goods and moneys that have been sent from this commandery to Batavia and elsewhere since that time until the last of August 1761, as well as for the expenses of all the Company's establishments in Malabar, after deducting what, according to a separate specification marked No. 2, was written off on the various expense accounts in excess of what was spent according to the cash specifications and borne by the Company, and finally for the general remaining balances under ultimate August 1761, which Isaaks in that year again caused to agree with the actual balances in the administrations, and which have been accounted for as such therein since. From this it appears that the Company was defrauded in moneys and goods (the latter calculated at cost price) to an amount of ƒ570895. Now, to know in what manner this was stolen from the Company, I believed that the best and likewise most suitable way was to treat the individual administrations more or less in the same manner as the General Account, in order to learn to what extent the goods and moneys received by each of them were accounted for to the Company. I took the shop in hand first, and because some papers from it are still in existence, I have, in the specification or statement marked No. 3, compared the balances of each year that should have been there, according to the previous balance and what was received from the cash treasury during that year, after deduction of the provisions according to the pay books, against what was actually accounted for to the Company, as far as can be gathered from the surviving papers of the shop, or where these are lacking, by reasonable deduction, and for the shortfall I have briefly indicated after each entry, as far as possible, how it arose from month to month. This specification amounts to a sum of ƒ76201. 5. 8 to the detriment of the Company, and that this amount was truly stolen from the Company, I think no one will doubt. That the ordinary provisions from the shop could not have exceeded what was distributed to the Company's actual servants for their monthly wages according to the pay books requires no proof. This and what was extraordinarily provided for the account of ships or otherwise thus constitutes the Company's debit. For this, I have discharged the shop, and whatever more was written off for provided moneys was without question charged too much to the Company. As for the receipts: the cashiers accounted for the funds administered by them according to their monthly accounts and not according to the trade books. Whatever the cashiers therefore wrote off to the debit of the shop in these monthly accounts was actually borne by the Company, whether the cashiers did not provide these entries in full to the shopkeepers, or

or that the shopkeepers accounted for less in their monthly accounts than they actually received from the Cash. It is not necessary to prove this, and it would even be reckless to assume that no errors at all crept into the monthly accounts of the cashiers, however much they have in their favor the presumption of having been drawn up according to the ordinances against which they were collated each month; it is sufficient to conclude that all the entries that were extracted in the Cash accounts to the credit or debit of Their Honors were indeed charged to the Company, that the carry-overs of each page, both of receipts and of expenditures, are correct if one pays attention to the entries falsified therein, and instead of them substitutes those which one can deduce from the extension of the accounts or from other reliable consequences to have formerly stood there, and that the carry-overs of each page and the balances of each month were correctly brought forward. Of this now, the commissioners have received a very accurate account: many cash specifications are missing, and what was written off too much to the debit of the cash regarding the entries handled therein cannot be verified; but that it otherwise fairly closely indicates the actual loss that the Company suffered on this administration, I conclude on the following grounds: The invoices of the goods brought in from outside were, as indicated above, properly entered, and what was purchased here I have taken according to the specifications of the Cash. It is therefore certain that the Debit contains everything that was turned over in this administration from the goods brought in from outside, as well as everything that the Company actually paid for the goods purchased here. As regards the disbursements: concerning what was taken from the Trade warehouse for household use, there is certainly nothing available from which one can deduce anything with reasonable certainty other than the notes found in the Trade books; likewise one has nothing other than these books to indicate what was sold at auction; but the disbursements for the Household, in comparison with the shipments to Cannanoor and other places belonging under this Commandery, and what was sold according to the Cash accounts, are of little importance, and certainly not large enough to have made it worth the trouble to search for it there; and at auction only linens, spelter, and similar items were sold, on which the shortages are not large in comparison with what was accounted for too little in spices, Japan copper, etc., items that were never sold at auction. As regards the sugar, this too was only very rarely converted by public sale. Of all such articles, consequently, apart from the small amount consumed thereof in the household and validated for permissible ullage, nothing could have been deducted except in these three cases: 1. in shipments abroad, and in the write-offs of these, as far as one can see from the general account, the invoices still available, and the booklets of the outer offices, no errors were committed; 2. in delivery on credit, as happened several times to the Jewish merchant Ezechiel Rabbij, whose account, as often as this was done, was properly debited for the goods received by him; 3. by way of cash sale. And what, after deduction of all this, was accounted for short, along with all that was additionally written off in the books as sold for cash beyond what was accounted for in the cash for it, was indisputably stolen from the Company. By what means Pieter Isaaks balanced the aforesaid goods accounted for less by the Storekeepers than they stood indebted for in the trade books, in order to make the balances in the Trade books under the ultimate of August 1761 agree with the actual balances of the goods, is easy to imagine: The discrepancies had risen to such a level that no other means remained for it than to close the goods with false balances, just as he did so with the Cash in the shop, regarding which indications have been made here and there in the specification of the administration. These falsifications have otherwise been pointed out in previous reports in such great numbers that it would be superfluous to wish to give any examples thereof. How much the Company lost through this dishonest trade has, apart from the profit on the goods, been indicated on somewhat acceptable grounds from the Account of the General Office, as I think, and what Cash and goods were purloined from the Company out of the shop and the Warehouse is evident from the specifications prepared for both these administrations; but with this alone, the main objective, namely to know who all enriched themselves with this and especially whether any indemnification is to be hoped for the Company, has advanced little or not at all. It is always very difficult, and in this case, on account of the defective papers, not feasible, to determine among several possible causes the ones that were the true ones; and the question of who

Who besides Isaaks were guilty of this is a question that, for the greater part, always remains between two people at least. Now, if the Company has not lost as much as the false debits charged against the Company indicated by the bookkeepers Kellens and Benning amount to, then it is apparent that a good part of these irregularities never had any actual consequence. These were, in my view, especially as far as both cash boxes are concerned, done by Pieter Isaaks with no other purpose than to determine the balances in the trade books as the circumstances of the times required, and when this was necessary, to make them more or less correspond with the actual balances in the administrations. From the statement of the shop drawn up by me, it appears, for example, that he now and then debited the cashiers for money provided to the shopkeepers by considerably smaller sums than they charged to the Company in their specification, and from the statement of the trade warehouse, on the other hand, that he debited the cashiers for sold goods far more than they credited the Company for them in their specification. Because of this, the balance in the trade books, in comparison with the balance of the cashiers in their monthly accounts, had to rise to an excessive height, which could not well be remedied other than by again favoring the cashiers' accounts with this or that fictitious disbursement. As proof of this can serve, among others, the annex marked No. 2, from which it appears that Isaaks, to the detriment of the charge accounts and for the benefit of the small cash box from 1746/2 to 1761/3, wrote off a sum of ƒ85429:9:8 above what the cashiers accounted for in their monthly accounts, which certainly could have had no other purpose than reducing the balances of the small cash box; for since the cashiers accounted for the monies administered by them according to the monthly accounts, neither Isaaks nor anyone else in the world could be benefited by this. Received in Batavia in 1775. With the large cash box, which likewise often had to serve in this matter as an aid for the small cash box, he was obliged for the same reason to act in the same way, and to be all the more certain that these false entries and write-offs of cash were never realized, one only needs to consider that if this avenue had been open to Isaaks, this means alone would have been sufficient, and that thus all side paths used by him to obtain money would have been unnecessary; whereby also, for a good part, the suspicions are dismissed that have sometimes arisen from these fictitious entries and write-offs as to whether the Honorable Commanders and Seconds, as guardians of the large cash box, might have had a hand in this work. The aforesaid statements drawn up by the bookkeepers Kellens and Benning run up to the year 1762/3, but I have ended my investigation, with regard to the shop, with the general transfer made by the Honorable Commander De Jong to the Honorable Commander Wijerman, and with regard to the trade warehouse, up to and including the year 1760/1; since the differences between the books from that time on are small, and consist almost entirely of calculation errors. I hope that with this I shall have somewhat complied with the order and purpose of your Right Honorable Sir, and that my daily occupations will excuse me to your Right Honorable Sir for having had to restrict myself for this time only to two administrations. If your Right Honorable Sir finds that in this manner the intention of Their High Excellencies, the High Indian Government, is answered to some degree, then I am very willing to proceed on that footing with all the remaining administrations, or else to make such changes in the method I have maintained until now as your Right Honorable Sir shall judge could serve to shed somewhat more light on this, especially toward the discovery of Isaaks' accomplices, which hitherto remains in such a state that one must almost fear.
