The finding of over- and underweight on the merchandise weighed out in the year 1758/9 having been submitted to our session of the 11 8=ber passato, we decided, after its confrontation against the regulations, to pass all of the same, and to have refunded to the Warehouse Master from the Company's cash what was due to him after deduction of the same, according to a demonstration also submitted, to be found in the resolution of that date. Also, at the session of ultimo December 1759, we decided, subject to Your High Excellencies' honored approval, to have written off on the general account all the artillery, ammunition, and equipment goods that were running on the horrij De Broodkruim when it had the misfortune of overturning and drifting to sea, according to the books and the inventory, besides the heavy rope that it held for the Jonge Jacob, and which was also lost through that accident. 97 From Souratta, the 9th of April 1760 The salary bookkeeper Wargaren having credited the Junior Merchant Willem Blaauwkamer ten months salary too few, we have, upon his request, resolved to have him credited for it in the current salary books. The examination of the books for the year 1758/9, both by special commissioners and in the Political Council, has ended without finding anything improper, except only an over-distribution of salaries to various persons to the amount of ƒ16: 14:—, which the salary bookkeeper has been instructed to recover from the beneficiaries at the next distribution of earned months, and to take care thereof in the future. By the Captain Lieutenant at sea and currently outgoing Master of Equipment Ian Warnar Falk, it having been made known in a petition submitted at our meeting of the 24th of April 1759 that he had learned that, according to an extract of the Batavia salary memorandum dated the 17th of September 1758, his account of earning monthly wages should be debited for ƒ214: 5:19 on account of debt from the Drie Papegaijen, although the cargo of the said vessel with which he arrived here as Lieutenant was duly delivered at this place, and he, the petitioner, subsequently remained here as Master of Equipment, he requested that this debit might be stayed until the matter should be investigated; so we have thought fit to order the salary bookkeeper once and for all, until Your High Nobilities further orders, not to obey any orders from the Head of the General Salary Office regarding debits on the salary accounts of servants assigned to or present in this directorship, unless the same emanate from or are founded upon a resolution of Your High Nobilities or an ordinance of debit signed by the Right Honorable Director General, as it is unknown to us that this may take place otherwise. 107 From Surat, the 9th of April 1760 the settling of his estate after deduction of the deathbed debts, crediting the rupee at 30 stuivers, and on the other hand debiting it for that which he was in arrears to the Company, with recording of the known creditors of the estate and of their claims; and on the 11th of August, upon a second report from the said officer containing that he had further discovered in the said state of the cash an error to the disadvantage of the said estate of 6000:—:— florins, which was inserted into the Resolution of that date, and whereby the cause thereof was most clearly pointed out, it was resolved to allow the said six thousand florins still to be credited to his estate, so that the deceased had fallen short by only 2301:14:8 florins in total on the administration of the small cash, and the Company was not only fully indemnified from his estate, but his estate is even fully solvent, if one does not count the debts in the fatherland. By the departing equipage master Falk and head surgeon of the directorate Kummer, From Surat, the 9th of April 1760 Kummer having served on the 19th of May of the past year with the required written accountability, with a comparison of the expenses of the year 1757/8 and against the memorandum of management on account of some entries concerning their administrations, we have therefore, after examining the same, resolved to consider the requirement of this meeting as met in so far as that is concerned, but nevertheless established once and for all that no European equipage goods shall ever again be purchased by him, unless he shall previously have been expressly qualified thereto in case of necessity, and also prohibited that servant from placing mats under the ballast of the ships, as an innovation which he introduced at the request of the ship authorities of Kievitsheuvel, Amerongen, Schoonen, and Ruijteveld, upon their representation that otherwise the fine ballast might sink below the ceiling and thus disable the pumps. The Company's 109 From Surat, the 9th of April 1760 The Company's palanquin having been found in a poor condition as of the end of August of the year 1758, and it having therefore been approved to have that conveyance renewed, the director nevertheless made shift with it until the middle of the year 1759, when this was finally effected at a cost of 666:12:8 florins, as appears from the specification submitted and passed on the 11th of August last, as also on the end of the very past month, another on account of the manufacturing of two new fly whisks made of feathers of birds of paradise instead of the old ones, which could no longer be used without shame, amounting to 227:9:— florins. Upon the opening of the outer warehouse number 2 on the 18th of August of the past year, a large hole having been found on the south side of that warehouse, through which a small boy could easily crawl, and that the warehouse master, fearing that a theft of great importance might perhaps have been committed, had the same closed again immediately and addressed himself to the director, with the request that this might be investigated, the more so because a similar case had occurred here during his tenure, but thereof because one From Surat, the 9th of April 1760 could not discern, according to the own report of that servant, that anything of note had been stolen, no record having been kept with his consent, he, the warehouse master, had subsequently, upon the emptying of the same, discovered the contrary to his considerable damage, against which he would gladly be protected this time, as it was not possible for him to prevent such break-ins from outside by night and untimely hours; whereupon the director immediately went in person to that warehouse, assisted by the fiscal and two specially appointed commissioners, whereupon it was found that not only the report of the said administrator was conformable to the truth, but also that the bamboo fence had been forced and that a plate and several bars of Japanese copper lay on the ground near the hole, and not far from there a gunny sack completely empty, without one being able to suspect or trace who the perpetrator was, although one had to conclude from all circumstances 111 From Surat, the 9th of April 1760 that it was not a stranger, but a known thief; of which notice having been given by the director to the meeting at the next session, we have, out of consideration for the impossibility of being able to discover the quantity of the stolen goods without reweighing all goods resting in the aforesaid warehouse, which in this country, where coolie wages run so high per piece, cannot be done without terrible costs, resolved not to proceed thereto; yet nevertheless, at the request of the warehouse master, resolved that if extraordinary shortweights should be found on the goods resting in that warehouse, to give fair consideration thereto, since these are incidents for which no one can reasonably be required to be held accountable. From Surat, 9 April 1760 filled, and to place it against it, so that if the Regents might doubt the necessity of that work and the truth of what happened, since such incidents are far from being as common here as in other places, to be able to convince them with the evidence, it was also thought proper to request the city regents to be allowed to raise a wall or wooden fence from the northeast gate of the wharf up to the powder house, and in the event of a stubborn refusal, to protest against it, and to leave all the consequences that had already resulted and were further to result therefrom to the detriment of the Company to the account and responsibility of those who prevented us from using the necessary precautions against it. All of which was then done, but fruitlessly, because the English gentlemen absolutely wished to compel us to address ourselves to them, as occupying the Castle on behalf of the Mogol. From Surat, 9 April 1760 to address, to which we were at long last, willy-nilly, compelled to proceed, with the success that a written permission was procured for us by the then chief, Mr. Spencer, to complete the enclosure around the wharf with sufficient beams and planks, with which, however, we have not yet been able to start since the necessary timbers for it have only recently arrived with the last ships, and Surat timber is far too frightfully expensive to dare think of using it for that purpose. The correspondence with the other western offices has been properly maintained, but yields no material that has not already been dealt with in these other main sections or on previous occasions. The English gentlemen still remain completely masters of the game here, although the present chief, Mr. Price, is indeed skilled in languages, but must have no talents to make himself loved by the native, or is very unfortunate in his efforts in that regard, if he applies himself to it. It is said that they have concluded a contract with the Prince of Rajapour, who was recently in person in Bombay, to surrender the Castle of Sensiera to the English Company under certain conditions that are not yet properly known, but of which the two principal ones would be that he would first be paid four and a half tons of treasure for it, and furthermore be granted a most considerable annual income from the revenues of the Admiralty of the Mogol Empire; however, this news still requires confirmation. Vice-Admiral Pocock, upon the news of the hostilities that occurred in Bengal between his nation and ours, has resolved for the present to remain in India, and therefore the Governor of Bombay, Mr. Bouchier, repatriated in the beginning of March with the English Company's ship The Clinton, and a few days thereafter all the warships, except the admiral ship Yarmouth and two others that were not yet seaworthy but are to follow in a few days, departed for Madraspatnam under the command of Rear-Admiral Stevens, while the said Vice-Admiral, on receiving the report that an accommodation has been reached regarding the disputes in Bengal, has returned to his first resolution to repatriate, for which purpose he made use of the aforesaid Yarmouth, which is reported to have left Bombay yesterday, the first of this month. In the aforementioned vessel Leckerland only two hundred thousand silver rupees were shipped, or thirty thousand less than we had intended, since the state of our treasury did not permit a larger consignment, due to an advance of fifty thousand rupees made in the meantime and having been necessary to the Surat suppliers on the new contract, which we did not dare to postpone for fear that this might be taken as a pretext for a late fulfillment. Of the twenty pieces of chantar dherriabadis and coarse dherriabadis, both raw and bleached, commissioned to the suppliers for delivery, together with an equal quantity 137 From Souratta, 16 April 1760 of each type of cloth that the English trade here Pro Patria, according to what was communicated in the separate letter of the first two undersigned of 17 December last, only 19 pieces have arrived because they were foolish enough to count the samples as well, and in addition, among the Surat fine Niquanias of 10 wiesas long, 14 wide, 1 5/16, eight pieces were found so far below the sample that we considered it unadvisable, although contracted only for trial, to accept them as good quality. My longing for the news of the nomination of a successor in the management of the Company's affairs at Souratta having finally been fulfilled on 14 March last with the arrival of the ships Leckerland and Cattendijke, I immediately set the wheels in motion that could not have been spun earlier in order to profit as quickly as feasible from Your Right Honours' favorable license to travel up to India's capital place, to the end of having the honor to assist in your illustrious assembly, and therefore the general transfer of the directorship as well as the particular transfers of the subordinate administrations by the outgoing to the incoming ministers was pre-fixed on the ultimate of the same month, under which date, as evidenced by the papers sent over, it duly took effect, just as also, after the other Senior Merchant Jan Drabbe was first publicly introduced to the Company's servants and subordinates as their authority, his Honour departing from there on 16 April, I actually handed over the authority and on the 19th came aboard my transport vessel, wherewith on the same day leaving the Souratta roads, 141 From Souratta, 15 July 1760 roads, we have by the goodness of God's never sufficiently praised name arrived safely and in a desired state of ship and crew in Sunda Strait on the 14th of this month, alongside the ship Sparenrijk coming from the Netherlands, closely followed by a large ship flying an English flag, though whose destination is unknown to us; all of which I judged to be my duty to bring respectfully to Your Right Honours' notice herewith. 143 From Souratta, the 15th of July 1760 Seeing the uncertain state of affairs in Europe according to the latest reports received in Souratta, I believed I would do no wrong by tacking back and forth to the Malabar main comptoir to ascertain whether perhaps any news from Europe had arrived there from Ansjengo or elsewhere that would make it advisable to join with Cattendijke and remain combined, which, however, had not been received there. The chief surgeons of the aforesaid ships, Pieter van der Sprenkel and Jan Josua Stegman, having exchanged vessels with each other in Souratta upon mutual request, and having mutually agreed that each of them would take along the medicine chest he had signed for, the one from Leckerland, upon being transferred to be brought to Cattendijke, slipped through the sling and fell first against the vessel lying alongside and subsequently into the water, whereby some medicines were spoiled and wasted, in place of which others had to be purchased, which to the best of my recollection cost ƒ56.-:- From Souratta, the 15th of July 1760. or thereabouts, and according to the council resolution of the 10th of April, if I remember correctly, were provided for the account of the chief mate Fred.k George Valert, who fell overboard and drowned on the return voyage, and who had dispatched the said medicine chest without the order or prior knowledge of the Skipper Johannes Sigismundus Hoeve, reserving his right of recourse against the deck officer or petty officer who had been stationed at the tackle, as the lateness of the hour did not permit detaining Cattendijke until the necessary attestations regarding the circumstances of that matter could be obtained, which I had immediately ordered to be gathered in order to better judge upon whom the compensation was incumbent; of all which, due to haste, I omitted to make mention in the Souratta letters, which I hope Your Right Nobilities will favorably be pleased to accommodate, if it pleases the same to consider that only a good month elapsed between the arrival of the ships and my departure, and that I was therefore, especially in the final days, as if overwhelmed by business. 145 From Souratta, the 15th of July 1760 Examined In order not to detain Your Right Nobilities' esteemed attention too long, I shall conclude this with a humble expression of my heartfelt wish that I may be so fortunate as to wait upon the eminent head and all the other gentlemen who help compose the High Government of these Lands within a few days in perfect health, and to succeed in my endeavor to convince the very same, head for head as well as the entire world, that no one can be with greater veneration and a more perfect devotion in their service than I have the honor to remain.
