Per the Vrouwe Rebecca Jacoba It was on 14 November of the past year that, with the safe arrival of the ships Kroonenburg and De Vrouwe Rebecca Jacoba, we had the honour of receiving from the hands of the first signatory and incoming Director Your High Mightinesses' most revered letters of 2 July of the past year, together with the enclosures and further Papers, among which we found, to our utmost joy, the circular Dispatch of 14 June prior, serving to communicate the confirmation of His High Mightiness, the Right Honourable and Right Worshipful Lord Petrus Albertus van der Parra, as Governor General of the Dutch Indies. We From Surat, 5 January 1764 During the deliberations on the same on 21 November, we resolved to designate the day of the 29th of the said Month for the public Introduction, which also took place with all possible solemnity, and of which we have the honour to offer to Your High Mightinesses an originally signed Resolution according to the Regulations. We pray that His High Mightiness may be pleased to receive most favourably our no less humble than sincere wishes on this fortunate event, and just as the election by the Honourable and Right Worshipful Lords Masters is a result of the merits of His High Mightiness, so we beseech Heaven to pour out its rich blessing over his further administration, so that it may be in every respect happy and prosperous, to the welfare of our highly revered Paymasters and all their faithful Subjects. No less can we refrain from congratulating the Honourable and Right Worshipful Lord Mr Librecht Hooreman on his Honourable and Right Worshipful confirmation as First Councillor and Director General of the Dutch Indies, and wishing the aforementioned Honourable and Right Worshipful Lord Heaven's precious blessing in the further discharge of that very distinguished and important office of honour. From Surat, the 5th of January 1764: eminent rank of Ordinary Councillors, and the Right Honourable Gentlemen Pieter Haksteen and Mr Willem Arnold Alting with the appointment as Extraordinary Councillors of the Dutch Indies, most respectfully wishing to desire for Their Right Honours all blessings from Heaven. We must beg Your High Honours for pardon that the shortness of time and the heavy workload provided by the Commissions for the General Transport oblige us once again to deviate from the order and custom of answering Your High Honours' revered latest letters and the extracts from the Fatherland. And the first undersigned takes the liberty to demonstrate to Your High Honours in his respectful separate letter what other circumstances contribute further to this necessary deviation, after which we live in hope that Your High Honours will pardon this all the more, given our intention to let the Vrouwe Rebecca Jacoba follow the ship Kroonenburg, the bearer of this letter, as soon as possible, with which we shall have the honour to satisfy that ordinary requirement and to give a complete report of everything. The skipper of the last-mentioned ship, in our meeting of the 19th of the past month, submitted such a requisition of necessities for his vessel as we have the honour to offer Your High Honours among the appendices, along with an extract from that resolution, as well as a copy of a declaration from the ship's officers of that vessel concerning the loss of a heavy anchor in the Sunda Strait, for which we therefore had to have another one delivered to him, and furthermore, as most urgently needed, to supply 6 hooks and 6 thimbles of the required sort. Mats to line the hold, and Planks for dunnage, The repair of the dinghy and boat, Ditto of the lanterns, binnacle, and steward's lamps, Ditto and retinning of the galley ware, as well as a gang of 30 coolies to make greater speed in the unloading of that ship, and of whose stay on board we have the honour to offer Your High Honours an original declaration behind the expense account. The skipper having also represented the unfit condition of his vessel to transport packs of linen without being caulked, the first undersigned Director commissioned skipper Du Treé and the officers of the ship Kroonenburg to examine this, and it is only upon their written report of its absolute necessity that we proceeded in the same session to agree to the caulking, which we hope will meet with Your High Honours' favourable approval, as well as that, based upon the above-mentioned ship's declaration and the written report of the said Du Treé and his officers, which likewise accompanies this in copy, we have authorized the officers of the Rebecca Jacoba to write off from the inventory of their vessel an unfit rope of 68 fathoms, which had served as a messenger line, and at the same time resolved to discharge 40 fathoms of that rope to the shore to be employed for necessary services, of which, however, the skipper delivered only 25 fathoms, as according to his statement the remainder had been consumed for the caulking. We furthermore have the honour to present to Your High Honours the findings on the unloaded cargo of the bearer of this letter, with our decisions noted in the margin, which, however, contain virtually nothing other than what concerns the usual deficiencies as stipulated by the regulations. During the deliberations on Your High Honours' orders, we had also firmly resolved to send to Cochin, with the ship the Rebecca Jacoba, which at the same time was destined for Ceylon for the conveyance of the return cargoes, at least one lac of rupees, even if we were unable to meet the ordered two, but the cargo from Blijswijk having only been removed from the warehouses toward the end of November, the brokers have not yet been able to bring in so much money, because although according to the contract they had to collect those merchandise upon sale, they have not yet resold them because of the poor trade, which is almost completely stagnant. This is the reason why we have not yet been able to dispose of a single piece of the cargo brought by the ships Kroonenburg and the Rebecca Jacoba. We have therefore resolved not to let the last-mentioned vessel call at Cochin, and to postpone the remittance of cash until the departure of the next ship. The first undersigned respectfully takes the liberty to thank Your High Honours for his appointment as Director of this Directorate, and however much the circumstances both outside and inside present by no means a favourable aspect, he assures Your High Honours that he will exert all his abilities to manage affairs for the best of the Company in such a way that he may more and more merit Your High Honours' benevolence and the trust which Your High Honours do him the honour to place in his person and services. The second undersigned likewise expresses his humble gratitude for his honourable discharge from the administration of this Directorate, and his continuation in the same until the departure of the first ship, which, however, the poor state of his health and his increasingly declining strength have not permitted him to enjoy.

The outgoing Director would not have failed to depart from here with the bearer of this, in accordance with the contents of Your High Nobilities' honored letter, but both his domestic affairs and his continuing indisposition have prevented him from doing so, and he will, hoping for Your High Nobilities' favorable interpretation, follow on the ship Kroonenburg. Merchant Bosman, promoted by Your High Nobilities to Second and Head Administrator of this Directorate, also takes the liberty to express his gratitude for that benevolence, while he begs Your High Nobilities to be persuaded of the zeal and vigilance he will apply in the Master's service, in order to endeavor thereby to be worthy of your further favor. As this will also constantly be the aim of Junior Merchant van Ieger, appointed by Your High Nobilities as Secretary of Policy, who has the honor humbly to thank Your High Nobilities for the favorable reflection upon his person; which is also done most respectfully by Bookkeeper Nicolaas Holmberg, promoted by Your High Nobilities to First Sworn Clerk of Policy and Secretary of Justice. The first undersigned Director making a further report to Your High Nobilities by his separate humble letter, we shall merely mention here that, upon his arrival and after a stay of several days, having noticed that the management of the Company's treasuries had fallen into disarray, and having seen upon examination from a statement by the Cashier Oudenhoorn that the petty cash was in arrears by a sum of fully Rdps 41000:-, and that he himself was indebted to it for fully Rsps 22000:-, he presented this matter in our meeting of the 10th of the past month. We have not yet been able to investigate the matter properly, but shall have the honor to make a further report thereof to Your High Nobilities. Meanwhile, for the service of the Honorable Company, we deemed it unsafe to trust any longer a man who fell short by such an important sum in the treasury entrusted to him, and so on the said 10th we removed him from his post; and since he could subsequently not conveniently be detained here, it was decided to send him to Batavia at the disposal of Your High Nobilities, as he now crosses over to Your High Nobilities with the bearer of this, with pay written off according to the order; his effects having been sealed on the same day and thereafter sold at public auction for the benefit of the Company. We did not succeed, however, in dispatching this vessel on the appointed day, as only then was resumed in our meeting: the findings on the delivered cargo of that ship, which we have the honor to offer Your High Excellencies in copy, along with our dispositions thereon placed in the margin. From Souratta, the 31st of January 1764: to impose upon her. Following the disposition regarding the aforementioned findings, we have also resolved to send the delivered wax back with this vessel, as upon receipt it was found to be covered on the outside with many small shells, and on the inside to be very full of dirt and pieces of bamboo, after four cakes were ordered to be broken into several pieces upon the poor inspection. These fragments are being sent over separately, packed into a crate and sealed by specially appointed commissioners. On the 19th of December of the past year, the skipper of Kroonenburg, Jan Du Tree, handed over to us a requisition of necessities for that vessel, and we granted it to him, since it contained nothing that could give cause for any objection, and merely consisted of 1 new pump bucket, 2 parrel trucks, 2 hooks of various sorts, the repair and tinning of the galley equipment, and ditto of the dinghy boat, as well as of the lanterns, binnacle, and steward's lamps, item a set hammer for the cooper. We likewise had to grant him a gang of thirty coolies for the unloading of that vessel, and they were on board for 47 days, as appears from the original declaration annexed behind the expense account. The former cashier Oudenhoorn, who has departed for Batavia on the ship de Vrouwe Rebecca Jacoba, having informed the first-signed Director that he had been obliged to take some silk patolas in payment, or rather as a pledge, from a Banyan who owed him money and was about to go bankrupt, and that he had been left stuck with them until, in a moment of financial distress, he had pawned them to another Banyan, where they are at present still located; it was deemed during the session of the 2nd of this month that those cloths ought to be redeemed, and prevented from being sent to Batavia by private individuals, and since one did not dare to take it upon oneself to purchase them for the account of the Company as they were not of its assortment, they were relinquished to skipper Du Tree with a small profit for the estate of Oudenhoorn of f 1011:-, on the condition that he shall have to hand them over to the Company for a small consideration should Your High Excellencies require such and be pleased to grant it to him, or that he otherwise shall be allowed to keep them and deal with them at his discretion as his own property. This discovery giving the Director suspicion that, notwithstanding the severity of the edicts, trade was nevertheless still being conducted in those prohibited goods, caused him to investigate the matter closely and find that a considerable lot was still ready, manufactured by natives, to be transported to Batavia by private individuals. We considered it particularly to be our duty to guard against this, and weighed the matter attentively in the mentioned session, of the proceedings of which we have the honour to offer Your High Excellencies an extract alongside this, wherein at first glance there appeared the disadvantage that the Company suffers through that private trade, as it notoriously must cause the market in Batavia to fall through an opulent supply, and is the cause here that the requisitions cannot be fulfilled, and we thought we should test whether buying them up and sending them to Batavia might be a means to counter and prevent that prohibited trade, on which account we then also resolved to deal with that quantity in the same manner as we had decided regarding the lot found in the estate of Oudenhoorn, and instructed the Director to take care to secure as much as possible, who then also announced at the session of the 25th instant that he had acquired a quantity of 3014 pieces, and among them 111 pieces of the Company's assortment, demonstrating that the aforementioned patolas of the Company's assortment, including all expenses, still turned out f 2078:3:- cheaper than they usually come to cost here, and that both this lot and those that were not of the Company's sort, consisting of 1903 pieces, had been found to be of very good quality. We then resolved to persist in our decision taken in this regard, yet to purchase the Company's assortment for its own account, and have the honour likewise to offer Your High Excellencies an extract from the last-mentioned resolution, and to refer to those two papers regarding the further motives, requesting that this course of action may meet with Your High Excellencies' favourable approval, by virtue of the good intention that we aim at thereby. 35: From Souratta the 31st of January 1764: had a small parcel of lb 6000:-: of that root, for a lower price than the same was recently purchased by private individuals, but as it was not known whether sending it on the Company's account would be doing well or ill, and yet one cannot always obtain that commodity of the required quality in case of need, we have, as appears from the accompanying extract from the repeated resolution of the 25th of this month, decided to act with it as with the Pathoolen, and to transfer it on the same terms to skipper Du Tree. He has given us a written bond for the one and the other, which we have the honor to present to Your High Nobilities along with its appendices, also in original. The brevity which we must observe in this letter not allowing us to give a full account here of the circumstances which accompanied the termination of the cartel between the English gentlemen and us concerning the matter of deserters, made on date 10 November 1760, we shall merely mention here that desertion after that breach became so prevalent that it was apparent we would soon have been stripped of all our men. The first signatory investigated whether perhaps some mistreatment by the officers made the common soldiers refractory and moved them to run away, but finding that they made the pretext of being disadvantaged because they were no longer placed on the vessels that sail back and forth to unload the ships as before, thereby suffering a loss of one quarter of a rupee per day per man, which the incoming Director had abolished as a heavy but very unnecessary burden, it was judged, and not unjustly, that this was merely a pretext, and the decay 26: From Souratta the 31 of January 1764: the decay in military discipline was indeed the real cause of the men's insolent boldness, and that it was not without reason that some among the garrison were the instigators of this fire, wherefore it was found good to send already with the ship the Vrouwe Rebecca Jacoba five soldiers, whom one believed to be the worst, in the hope that this would be a means to calm the others down and to reduce the running away. This, however, has not had that effect, and the order among the men was so degraded that one saw no chance to redress it, wherefore it was decided at the session of the 15th of this month rather to send away the entire garrison than to see it enter the service of a foreign nation shortly; thus still retaining some who can be of good service elsewhere, where the door to desertion is closed to them. Pursuant to that decision, all military personnel who have kept garrison here are departing with the bearer of this, except 1 lieutenant, 1 sergeant, 5 corporals, and 22 privates, or together 29 heads, as appears from an extended short strength report appended hereto, showing that of this number only 12 privates perform guard duty. And as the shipyard, as well as the vessels when they must make voyages to Brootchia or other places, can just as little be devoid of crew, it was decided at the same time to take good native soldiers into service until such time as Your High Nobilities shall be pleased to see fit to provide us with new men, among whom one will be able to maintain a better military discipline. 27: From Souratta the 31st of January 1764: maintain. The extract from the resolution of the 15th of this month speaking of this, we have the honor to present to Your High Nobilities, and respectfully request Your High Nobilities' favorable approval in this matter. According to a rough calculation, the outgoing Director Drabbe has remained indebted to the Company for Rs 16000 and to private individuals for Rs 57800, without having been able to satisfy either; his creditors having excused him from present payment upon a notarial bond promising to satisfy them completely upon a change in his circumstances, and having let him depart unhindered. His Honor is now sailing to Your High Nobilities on Kroonenburg, his salary having been written off as of today. We have permitted His Honor at the session of the 15th of the current month to have the transfer of the Directorate made to the first signatory by proxies in his name, as the same was not yet in readiness nor could be brought about in such a short time, so that we cannot render any report of it to Your High Nobilities either. De kortheijd die wij ons in deese voorstellen niet toe laatende hier een volkomen detail te maken, van de Omstandigheeden die hiet ophouden van het Cartal, tusschen de Heeren Engelschen en ons op het stuk der Overloopers gemaakt in dato 10 November 1760: verseld hebben, zullen wij hier eenelijk melden dat de desertie na die breuke zo sterk in zwang is gegaan, dat het apparent was, dat wij eerlang van al ons volk zouden ontbloot geweest zijn, De Eerste teekenaar heeft onderzoek gedaan, of zomwijlen eenige kwade behandeling van de Officieren het gemeen baloorig maakte, en tot het wegloopen bewoog, maar bevin dende dat zij pretexteerden benadeelt te werden, om dat zij op de Vaarthuijgen die heen en weeder vaaren om de scheepen te lossen, niet als voor heenen wierden geplaatst, en daar door een quart Ropij 's daags de man schaade hadden, het geen de aankomende Directeur als een zwaare dog seer onnodige lastpost hadde afgeschaft, heeft men niet ten on„ „regten geoordeelt dat dit maar een voorwendzel, en het verval 26: Van Souratta den 31 Januarij 1764: verval in de militaire discipline wel de weezendlijke Oorzaak van 's Volks baldaadige stoutheijd, mitsgaders dat het niet buijten reeden was, dat eenigen onder 't Guarnisoen de stookers van dit Vuurtje waaren, en waar om men goed vond reets met het schip de Vrouwe Rebecca Iacoba Vijf soldaaten, die men meende de slimste te zijn, te versenden, in hoope dat dit een middel zoude een weesen, om de anderen tot bedaaren te brengen, en het wegloopen te doen verminderen. Ingevolge van dat besluijt, gaan met brenger deeses alle Militairen die hier hebben Guarnisoen gehouden over, buijten 1: Lieutenant, 1: Sergeant, 5: Korporaals en 22: gemeene, ofte zaamen 2.9: koppen, blijkens eene g'extendeerde korte sterkte, die hier neevenslegt, ter aantooninge, dat van dit getal maar 12: Gemeenen in de wagt dienst doen. But since this is an accident that no one could have foreseen, and we therefore consider it all the more necessary to give notice thereof to Your High Excellencies with the utmost speed, we prepare this brief letter, upon the received news that within a few days a small ship named the Succes Galeij is due to depart from Bombaij for Batavia, and we hope that it will still arrive at Bombaij early enough so as to be conveyed to Your High Excellencies on this occasion. Regarding the sale of merchandise, we had the honour to report in our last letter that it was practically entirely at a standstill. And this has since improved in no way. In From Souratta, the 9th of April of the year 1764. In the interior, the disturbances still continue. And by sea, everything from Bombaij is flooded by the English. Nevertheless, the brokers made a bid in the beginning of March for the recent cargo. But since we received the aforementioned news a few days later that we were to expect no more ships, and we flattered ourselves not without reason that once this became known the price of the sugar would indeed rise again, we gave the brokers an extension of nearly a full month, and meanwhile we also did our best to get other well-to-do merchants in hand. And thus, living in the hope that this requisition will not seem too large to Your Excellencies, we very humbly request its fulfillment, and only subjoin here our minor remarks on some varieties of the required merchandise. The quantity of cloves we have been obliged to reduce greatly this time, on account of the large quantity which the English, as appears from the accompanying notice, brought from Persia, Malabar, and Coromandel to Bombay and subsequently here this year. Those from the first two places were certainly bought from the Honorable Company, but the 9000 lb. from Coromandel, From Souratta the 20th of July Anno 1764, from Coromandel seems to us to be an entirely different variety, possibly brought with the warships from Manila. Concerning the powdered sugar, we also find ourselves obliged to request Your Excellencies that we, if possible, may receive only Batavian and no Javanese, for the merchants declare outright that they would rather pay somewhat more for the former than accept the latter at the lowest price. And that this is no mere pretext but their true opinion is shown not only by experience, but we also hope to be able to convince Your Excellencies further by the yield thereof, if we might for once receive none other than Batavian alone.
