To the Honorable Pieter Haksteen Esquire Councillor Extraordinary, Governor and Director for affairs of the Dutch Company on the Coast of Coromandel and to the rest of the Council at Negapatam. Honorable Sir and Sirs, Our Chief at Masulipatnam having directly informed us of the correspondence which has lately passed between him and the agents for your Company at Palicole and Jaggernautporam relative to the annual tribute for the factories to the Circar or supreme government, we observe that the non-payment of the said tribute is owing to your not clearly understanding the right we have to demand it. When we took possession of the Circars in 1766 by virtue of a firman from the Great Mughal, we published the same at Masulipatnam and throughout the Circars, and we have now the honor to enclose a copy thereof. The original firman is deposited here and will be shown to any person you may choose to appoint for that purpose. In the meantime, we request you will be pleased to give directions to the agents for your Company at Palicole and Jaggernautporam that the usual tribute may be paid without further delay. We have the honor to be, below was written, Honorable Sir and Sirs, your most obedient humble servants, was signed, Jos. We have been honored by the receipt of your letter of the 22nd ultimo, wherein you are pleased to inform us that you have given orders to your Chiefs at Palicole and Jaggernautporam concerning the acknowledgement which has been usually made for those factories to the Circar or supreme government, and which you say has always been a free gift on your part, in consideration whereof certain privileges were granted you in return, and which privileges are enumerated in your said letter. We shall always carefully avoid interfering with your established rights, and the friendship subsisting between the two nations will doubtless entitle you to every indulgence which we can consistently grant; but you must be sensible that between rights and indulgences there is a most essential difference, and that in order to grant the latter with propriety, the former must be clearly ascertained. We have been very candid with you on this occasion and have freely communicated to you the right by which we hold the Circars. We request that you will be equally explicit in pointing out to us the extent of your possessions and rights in those Circars, by what tenure you enjoy them, and how we may obtain a sight of your original grants should it appear necessary. Upon your compliance we shall not fail to give orders to prevent their being infringed in any shape whatever. We have the honor to be, below was written, as above, signed, Jos. Honorable Sir and Sirs, Finding ourselves honored with Your Honors' agreeable letter of the 12th of this month, and it being evident from that as well as from the copy of the firman from the Mughal Emperor received therewith that the lands of Chicacole, Ellore, Rajahmundry, and other districts situated to the north were ceded to the English, we have likewise found not the slightest difficulty in allowing to be delivered to Your Honors' nation the gift money with which it was customary to present the Nawabs of Ellore and Rajahmundry annually as a voluntary gift. To that end, we have dispatched the necessary orders to our Chiefs at Palicole and Jaggernautporam, and we trust in the meantime that Your Honors will likewise send the necessary orders to your Chiefs and other subordinates in those lands to afford all facilities and protection to the trade of the Dutch Company and its servants, both in the import and export of textiles and further operations, by granting the necessary dastaks for free passage, etc., in the manner that we have always had by virtue of our prerogatives from the Moorish Nawabs, and with which purpose alone the aforementioned annual gift has been delivered to them. Your Honour had regarding the possession of the circars, with just as much equity and satisfaction we have the honour to lay before Your Honour the right, and the freedoms arising therefrom, upon which our establishment and trade in those circars and the further lands of the Mughal domain are founded. We therefore send Your Honour the copy of the great firman granted by the Mughal emperor Orangseep in the 35th year of his reign, or 24 October 1698, to the Dutch Company in the name of its ambassador to the Mughal court, Mr Johannes Bacherus, as well as the firman from the successor in the Mughal Empire, the Emperor Schaan Daarsja, handed over in the year 1712 to the Ambassador Mr Johan Josua Ketelaar to confirm the privileges, which are therein amplified and specified in many articles. We flatter ourselves that these two documents, being firmly based on many old firmans of the Golconda kings acquired by the Company before the conquest of that kingdom by the Mughals, will sufficiently and satisfactorily demonstrate to Your Honour the privileges of our Company. The Company's rights consisting primarily of general toll-freedom everywhere; the freedom for everyone to trade with the Company; the detention of debtors and the right to collect debts; the exemption from poll tax for all dependents of the Dutch Company; the hiring into service of as many people as are needed; the extradition of deserters; and the exemption from all road tolls and boat dues; along with several other privileges added thereto from time to time, and successively granted and confirmed by the Imperial Chancellors, Field Marshals, and other high and lower officials by virtue of those firmans. The original documents are kept among the archives in our secretariat here, and we are prepared, should Your Honour desire it and deem it necessary, to allow inspection thereof to those whom Your Honour shall be pleased to authorize for that purpose; while, in accordance with Your Honour's promise, we expect from Your Honour's fairness and justice the free exercise of those acquired and possessed privileges, honouring those rights just as when the circars were ruled by the Moorish regents, and to that end the necessary orders may be dispatched to Your Honour's subordinates. Agreed, Baucquet De Jan, First Clerk To the Right Honourable Sir, Pieter Haksteen, Extraordinary Councillor of the Dutch East Indies, Governor and Director of this Coromandel Coast with its Dependencies, etc., etc., etc. The undersigned, in dutiful observance of the honoured orders of Their High Mightinesses contained in the letter of 22 May 1770, and the further explanations demanded of the subscriber by this Council by resolution of 6 September of the same year, to show and clearly elucidate what is the cause of the large difference between the Cash Accounts as of the last day of August 1762 and 1763 and the trade books of said years, with respect to the balances of the Petty Cash, since according to the former they amounted to pagodas 25420. 21. 20 and pagodas 43425. 5. 50, but according to the latter only pagodas 14231. 1. 50 and pagodas 27272. 14. 70 respectively, being less in the trade books than in the Cash Accounts by pagodas 11189. 19. 50 and pagodas 16152. 14. 60; whereupon, in all respect, the following is submitted as an opening. Right Honourable Sir, The Cash Book, or otherwise stated the Cash Account, was closed on the last day of August 1762 with the above-cited sum of pagodas 25420. 21. 20. Against this, Cash in the trade books appears as follows: Cash under Francois Crucius: pagodas 14231. 1. 50 Cash under Paulus Looman, see Journal page 266: pagodas 11189. 22. 10 The total balance of the Petty Cash in the trade books was thus: pagodas 25420. 23. 60 And thus shows an insignificant difference of: pagodas 0. 2. 40 Which difference arises mostly from disbursements made here, both to vessels that do not belong to this government, and in particular at that time the recruitment of various personnel and their dispatch to Ceylon, as can be seen in the Cash Book in the months of September and October, and which disbursements are sometimes accounted for 2 to 3 months after the date, from which sometimes a small surplus or deficit arises, especially in the smallest fraction, or in the cashies. The reason, therefore, for the large difference from the Petty Cash Book, or Cash Account, which in balance amounted to pagodas 25420. 21. 20, Carried forward.

The causes of this discrepancy are these: The Trade books not only report the Remainder of the Cashier Johannes Haselkamp, which was at that time pr/o 27272. 14. 70. but also show separately, page 278 Journal, the debit of Paulus Looman, which continued with - - - - - 12500. 18. 30.
