It is understood that the head of the artillery shall be ordered, as he is hereby ordered, to act in the same manner with regard to the required limbers, mortar beds, devil carriages, ammunition wagons, powder chests, and whatever else belongs to the train of a well-ordered artillery; however, they may not do so without first having requested and received the agreement of the head of the Ceylon artillery. It has been approved and agreed to instruct the head of the artillery, as he is instructed hereby, as far as Colombo is concerned, to draw up an exact inventory of everything relating to the artillery, both of the ordnance, such as cannons, mortars, and howitzers located in this fortress, arranged according to the model lists mentioned alongside here, and of the different sorts of gun carriages, mortar beds, limbers, devil carriages, etc., likewise divided into three parts, as is written here adjacent. In every Department, an exact inventory must be formed of everything relating to the artillery, both of the ordnance, such as cannons, mortars, and howitzers located in each fortress, arranged according to the model lists handed over upon our arrival, and also of the different types of gun carriages, mortar beds, limbers, devil carriages, etc., likewise divided into three parts containing: 1. Those that are serviceable and do not require repair. 2. Those that must be repaired, and what that repair must consist of. 3. Those that are unserviceable and why they must be condemned as such. Furthermore, it is understood that upon the death of the Chief or any artillery officer, both here and at the subordinate military departments, a committee from the Council of Policy shall separate from the deceased estate everything that pertains to the artillery of this island or any place of the Company; and that whenever an artillery officer, from the Chief down to the most junior officer inclusive, obtains his discharge from the Company's service, he shall be obliged to hand over to the Government everything relating to his post, and to declare under oath that he retains nothing more concerning it in his possession. concerning the administration and the layout of the new arsenal; and are thus relative to the Plan that I have prepared for that purpose and submitted to Your Honours. Your Right Honourable and Most Worshipful will find cited therein and proven by examples how incomparably more advantageous it is that everything belonging to the artillery train and equipment, as well as that which relates to the armoury, provided this establishment is manufactured and made within the arsenal; and compare the prices that are stated solely for wages by the Master of the wagon and gun-carriage makers' workshop, whose calculation accompanies this, and wherein it must also be taken into consideration that the workshops, materials, and craftsmen, although the two last-mentioned items are for the Master's account, ought to be furnished by the Company and consequently does not reduce the equipment in the least, but increases the paperwork over so many various individual items, however trifling, that are made and must be paid for according to the agreed prices. These and other inconveniences to which such contracts are subject, and which will reveal themselves best over time, I have deemed necessary to present hereby to Your Right Honourable and Most Worshipful, while I otherwise have the honour to be with due respect. It has generally and successively been entrusted under the supervision and direction of the Commandant of the Ceylon Artillery, although formerly other artillery officers have also been appointed to this administration. Its importance is too great not to dwell upon it earnestly and, with a skilled, calm, and mature counsel, to devise the most suitable means which, according to their nature, will suffice to be followed as fixed determinations established upon good regulations. For as this administration, just as all others, can be subject to various abuses, there arise besides very many other precautions that must not be neglected, but must be arranged under the strictest provisions and consequently according to the most rigorous regularity. The first thing that is to be done, and should be done as speedily as possible, is the establishment of a good arsenal that is spacious and capable of preserving at least all the principal artillery goods under one roof, and to which shall be attached all the necessary carpenters, gun-carriage makers, blacksmiths, locksmiths, brass founders, coopers, and furthermore all such workmen as shall be found indispensable. The location and arrangement for an arsenal I have already demonstrated in a Plan and submitted to Your Right Honourable and Most Worshipful, with the observation that the same is suitable for making use, in the most economical manner, of the old orphanage standing on that site. The space is large enough, and in the explanation of the ground plan the repair is indicated in accordance with the artillery equipment, to which alone I believed I ought to direct myself, in order to save the Company so many expenses. In accordance with the intention of the Gentlemen, their High Mightinesses' commissioners for the examination of fortifications and military affairs, in their High Mightinesses' clarification of the project plan for Colombo, it has been approved and resolved to have the old orphanage mentioned here in the margin rebuilt according to the plan previously submitted by Colonel Paravicini some time ago. Only regarding the armoury, which Colonel Paravicini judged could also be transferred to this arsenal, it was approved and resolved to abide by the resolution of the month of February last, by which it was resolved to place the armoury in the old ammunition house, where according to this resolution the laboratory for the Artillery shall also be placed.

Quoting verbatim: that their Right Honourable and worshipful Sirs propose to form out of the present number, after deduction of the unfit who belong to the class of Invalids, two companies, each of which would consist of 200 European heads. Regarding this different arrangement, compared with the provisional draft plan of their Right Honourable and worshipful Sirs, in which each company is stipulated to consist of 400 Europeans and an equal number of natives, their Honours are pleased to give as reason the small likelihood there is of obtaining the officers and non-commissioned officers required for the direct establishment of several companies on such a footing; and that for that reason the Europeans are only placed there until such persons are found who have the necessary knowledge; in which case, according to the draft plan, one could then recruit a squad for two subaltern officers and four non-commissioned officers, taking the required ordinary Europeans from these two companies, which are again replenished with natives, until they are on the footing according to the plan; by which means one would gradually bring this corps to the fixed, established footing in time of peace, and so forth.
