We have the honour herewith to transmit to Your Right Honourable and Valiant Sir some papers in which we request such elucidations regarding the state of military affairs as we provisionally deem necessary in order to comply with the most respected orders prescribed to us by His Serene Highness the Prince Hereditary Stadtholder, and as it is our intention to depart within a few days for the Coast of Malabar in order to take advantage of the good monsoon, and having accomplished our business there to return back hither, it is our friendly request that Your Right Honourable and Valiant Sir will have the answers to these our requested elucidations prepared during our absence, so that we may carry out the commission entrusted to us with as much speed as possible. We also request that Your Right Honourable and Valiant Sir will be pleased to send copies of the accompanying documents to Trincomalee and Galle so that upon our arrival there we may also find the answers to the same. And however much we consider Colombo, Galle, and Trincomalee to be the three points upon which we must predominantly focus our attention, it is nevertheless necessary that we be informed regarding the military state of Jaffnapatnam and the further posts under Your Right Honourable and Valiant Sir's government, both on the island of Ceylon and on the mainland coast, wherefore we request that Your Right Honourable and Valiant Sir will provide us with the necessary elucidations in that regard, in order to deduce therefrom to what extent it will be necessary for us to conduct a local inspection of any of these places; and should it take too long Papers containing to hope that we might find them upon our return to Colombo, we request that we may then be informed at which of the two other places, Galle or Trincomalee, we shall await these, it being our plan to depart after mid-March from Galle for Trincomalee as agrees with the monsoons. Agrees Corns: Johannes: Balde sworn clerk Papers containing Examined The undersigned request hereby that the Right Honourable and Valiant Sir van de Graaff, Ordinary Councillor of the Netherlands Indies, etc., Governor and Director of the Island of Ceylon, provide them with the following documents. Article 1. Concerning the Troops The number of military personnel currently present here on the island, both Europeans and others. How the same are divided, whether into Regiments, Battalions, or Companies; where in garrison, and whether they are relieved and rotated at a fixed time. As well as from each Corps, both Infantry and Artillery, a specific statement of their administration, clothing, pay, recruitment, etc., arranged according to the model attached hereto under Letter A. Furthermore, the military regulations by which the abovementioned troops must govern themselves, as well as the Capitulations of such Corps that might have made them. A statement of the departed and arrived personnel in the last ten years among the national troops according to the model list under Letter B. The Instructions by which the head of the militia must conduct himself; whether armed citizens are also present here, how many in number and how composed; whether the same can be summoned from outside in time of war, and in what manner their maintenance and lodging are then provided for. Art: 2. Concerning the Fortifications What the strength of the Corps of Engineers is. Where they are garrisoned, their pay both in terms of board, service allowance, and other emoluments under whatever name they may be, as well as their instructions. How the expenses for the fortifications are applied, whether by day wages or by contract, and how those expenses are accounted for; Whether the workmen employed for this purpose are divided into a permanent corps, whether they are Europeans, free men, or slaves, in what manner their payment is made, whether by day wages or monthly, and how much this amounts to, as well as under whose supervision they perform their work. From where the materials for the construction of the fortifications are obtained, whether this island yields them all, and if not, which materials are lacking here and from which place they are ordered; What sum was spent on the fortifications from the year 1770 to 1780. Art: 3. Concerning the Artillery Train A specific statement of the ordnance located in each place on this island according to the annexed model lists under letters C, D, E, and F; As well as where the same is placed, according to the annexed model under letter G; Furthermore, of the number of carriages and limbers that are present, according to the model under letter H; And of the ammunition according to the model under letter I; and with respect to the gunpowder, how much can be stored in the magazines and how much of it can be manufactured annually on this island, and where these powder mills are located. The order maintained in the preservation of the above-mentioned, and whether arsenals for the storage thereof are also located here. The arrangement of the shops for the artillery or such workshops, if any are located here; what workmen are employed therein, their pay, and further emoluments; Whether this island yields the necessary wood and iron for this, and if not, from where such is then ordered; the order maintained in the preservation thereof, under whose direction, and how the accounting thereof takes place; The instructions of the chief of artillery, as well as of such persons who hold any direction over this; Furthermore, a specific statement of the state of the armory located in each place, under whose supervision and direction, and how many persons are employed therein, their pay, and further housekeeping. Concerning the Magazines How many magazines are located in each place for the storage of provisions, their size, and for how much time in supply can be preserved therein; Whether the said warehouses belong in property or in lease to the Honorable Company; whether this land yields enough provisions for that purpose and of what they consist, or whether a portion thereof must be ordered from other places, from where they are then obtained, and how large the quantity is that is received from such places; At how much the entire expenditure is calculated annually, and whether provisions are also sent from this place to other destinations; if so, where to, and at how much such is calculated annually, who is charged with the administration thereof, and how the accounting thereof is rendered; The quantity of ship timber, carpenter wood, and other wood and iron that is here in stock, from which place this is obtained, how the same is preserved, and at how much the entire annual expenditure for this amounts, by whom, and in what manner such is accounted for; With respect to the naval equipment stores, where and in what manner the same are preserved; the quantity thereof present in each place, from where these goods are obtained, under whose direction this is, how requisitions for these goods are drawn up, and how the accounting thereof is rendered; Lastly, what raw materials, both of wood, iron, hemp, stone, etc., this island yields, and in what quantity. Article 7. Concerning the Slaves Regulations for the same Who holds the administration and direction over the same; how many Surgeons and other persons are appointed to the service of the same, both Europeans and Natives and slaves; their pay, both in terms of wages and other Emoluments, under whatever name it may be; on whose orders the provision of food and other necessities occurs, and how this is accounted for; and what the food of the sick primarily consists of; How many sick are in the Hospital and from what illness they suffer, as well as how many sick can be accommodated therein and how large the space per man is then calculated to be; whether the sick leave their entire wages therein and whether they are granted any extra gratuity; How many men have died in the same each Year during the last ten Years; to what amount the debit item amounts annually during the last ten years. Article 6. concerning the Hospital How large the number of slaves is belonging as Property to the Honorable East India Company; how they are housed as well as with regard to their board and clothing and how much this amounts to annually; for what service they are used, as well as how many are purchased annually, from what place they are mostly obtained, and what average price is spent for them; lastly, whether there are also any orders and regulations of the Honorable Company in force in this regard, and who is charged with the direction and administration thereof; what other persons belong thereto; their pay both in terms of wages and other emoluments. Where the Men are lodged, for whose account, and when it is at their own expense how much they pay for it. 2. If they lodge in Barracks, in what manner the bedding and furnishings are supplied to them, and for whose account this is. 3. How their food is arranged, to wit whether the men form a mess, how large the number usually is then, how much they contribute to the mess, and in what manner this is accounted for. 4. Whether cooks or so-called mess masters are also appointed on behalf of the Government, and in what manner this arrangement then functions. 5. At what intervals the rations are issued, in whose presence this occurs, and whether the soldiers receive this in person from the Warehouses or magazines. Regarding the Recruitment 1. For whose account the maintaining of full strength of the men occurs. 2. From where the Recruits are obtained. 3. Whether the arriving men are also encumbered with transport costs, and whether they also incur any debts on the voyage, and how high these debts ordinarily run. 4. For how much time they enlist. 5. When they reenlist, whether they are then also given any bounty or Premium, and how much. 6. When the time of service of a man has expired, and there is no opportunity to depart for Europe, whether he then continues to serve with this Corps for that long and is sent to Europe on the first opportunity that subsequently arises. 7. Whether the Honorable Company pays the full establishment, or only the known present strength of the Regiment or Corps. Right Honourable, Stern Sir! On the following points concerning seafaring, we request to be further elucidated by Your Right Honourable Sternness. On the specific list of the seafaring personnel at Colombo handed over to us by the Master of the Equippage Andringa, it is stated that the sick in the hospital receive one parra of rice, whereas in the meantime it is reported to us in the requested elucidations of the hospital that the Company provides to the steward per man one-fourth lb of rice per day; thus we wished to know how we are to understand this. On the specific list of the seafaring personnel at Gale, not only does the same occur with regard to the rice, but in addition, it is further stated there that the sick, like the healthy, receive there 2 cans of arrack and the board money of 28½ stuivers; this we understand even less, as according to the statement made to us, the steward receives 6 stuivers for each man per day, for which he must provide the board; how can the sailor then, above that, still receive board money? The cans of arrack also appear to be not very suitable for the sick. On the specific list of the seafaring personnel at Trincomalee, the same as stated above occurs with two sailors who are said to be in the hospital; they are stated to continue receiving their ration of arrack and rice and 20 stuivers of board money. We would also gladly wish to know the specific reasons that exist as to why the sailors assigned to the other places under this government receive 20 stuivers less in board money than the sailors at Colombo, these being set at 48½ and those of the other places at 28½ stuivers; furthermore, we have noticed, for which we can also find no reason, that the sailors who are employed on the shallops and boats at Jaffnapatnam receive one parra of rice, 4½ cans of arrack, and 48½ stuivers board money, whereas the sailors assigned ashore only receive one parra of rice and 28½ stuivers without having a ration of arrack; at Colombo, the provisions and the board money are equal, according to the statement made to us, whether the sailor is employed ashore or on the vessels. With respect to the lieutenants a la suite, the undersigned find nothing mentioned, except only that the colonel-proprietor, in the above-cited letter to the gentlemen deputies in Paris, requests to grant a commission of lieutenant without pay to his two secretaries, as well as to those of the lieutenant colonel and of the major, which was also granted as such; yet according to a note from the paymaster of the Cape, they were granted the emoluments in that capacity there; to what extent this is well-founded, the undersigned shall not decide. Regarding the lieutenant quartermaster, the undersigned find nothing stipulated, except only that the colonel requests a commission of captain without pay for the quartermaster, which was also granted as such by the gentlemen deputies. With respect to the ensigns, the undersigned find nothing mentioned, except only what is stated regarding this by Colonel de Meuron, namely that they were granted by the gentlemen deputies for the reason that there are four colors with the regiment, although according to the 14th article of the capitulation only 2 colors belong to it. But the Governor van Plettenberg, according to the statement of the paymaster of the Cape, saw fit to allocate to these 12 officers the pay and emoluments of ensigns, which according to the statement of the Colonel Commandant de Meuron is continued here in such manner. Concerning the 12 sous-lieutenants a la suite, such is requested in the aforementioned letter of the colonel-proprietor in Paris to the gentlemen deputies there, namely to be allowed to appoint 12 officers a la suite to the regiment, of whom 2 to the staff, and further the 10 others one to each company, with the pay of sergeant, as was granted with Luxembourg; this being granted by the gentlemen deputies in Paris, provided they are all Swiss on sergeants' pay, and that they furthermore have no claim or any right to the pension. The appointment of a field chaplain was granted by a Cape Resolution of 30 September 1783, at the pay and emoluments of a lieutenant; yet according to an extract dispatch from the Gentlemen Directors of Zeeland dated 21 August 1782, in case of a vacancy this post must remain unfilled by this government, because the Company was burdened on its own authority with an office of that nature, and it can be left to the chief to fill it at the expense of the regiment. Regarding the 10 cadets, the appointment and payment thereof appears nowhere else than from the note of the paymaster of the Cape, in which it is stated that one cadet was granted there to each company with the pay of f 20 per month and sergeants' emoluments, instead of soldiers' pay and emoluments according to the capitulation. Regarding the 10 fouriers and corporals, the undersigned also find in the frequently cited letter written by the colonel-proprietor to the gentlemen deputies in Paris, that therein is requested by the same: 2 sergeants and 4 corporals for each company with the pay belonging thereto; regarding which the gentlemen deputies granted to appoint 1 supernumerary sergeant and 4 supernumerary corporals with the pay belonging thereto, on condition that after embarkation the ordinary sergeants' and corporals' places that became vacant would be filled by these supernumeraries, and that these last-mentioned would then no longer be replaced. Regarding the appointment of 16 musicians and pipers, as well as 10 provosts, the undersigned also find no authorization whatsoever here. When one thus compares these foregoing points regarding the alterations and increases which have been made to this regiment with what was granted in that regard by the Gentlemen Directors of the Chamber of Zeeland and the gentlemen deputies in Paris, the undersigned cannot fail to express their astonishment that Colonel de Meuron, in his reply to the requested elucidation, states "que tous ces changemens ayant eu le bien du service pour but ont ete aprouves en Europe, Et que les pieces Justificatives doivent Exister dans les Archives de la Chambre de Zeelande"; yet if that were so, it is surprising that no notification regarding this was made to the government. Furthermore, the observation arises that if the Cape government had adhered strictly to the determination made in that regard by the gentlemen deputies in Paris, these alterations and increases would not have been so large, and would also not have served to burden the Company's treasury so much; therefore it is of very far-reaching consequence to grant anything that is not specified in the capitulation, at least without receiving orders in that regard from the Netherlands, and thus not to fall into this except in the greatest necessity. that the private soldier as well as all officers, and non-commissioned officers, must receive the guilder at 20 stuivers, and that they also entered into their engagement on such terms. Colonel de Meuron says, in response to the requested clarifications: "When the Colonel negotiated his Capitulation, the Gentlemen Deputies made a concession via the 6th article regarding the exchange on species, which was to serve as compensation to the Colonel for the continual casualties to which he is exposed. The Regiment arrived at the Cape during wartime; there was no money, everything was paid in paper. Consequently, the Colonel could not find what exchange was due to him except by regulating himself according to the practice regarding the soldiers of the Company, who receive the florin at 15 stuivers, which he set at 16 for the prêt, making this difference of 24 stuivers on the 6 florins of prêt paid to the soldiers." The undersigned are compelled to declare that this response from Colonel de Meuron appears indefensible to them. They find nowhere that the aforementioned gentlemen deputies departed from the 6th article of the Capitulation, nor that any proposals to that effect were made by the Colonel Proprietor. Nowhere does it appear to them that any profit or agio on the exchange was granted to the said Colonel; but it is certain that the soldier, for the ƒ 6 which he is to receive into his hands every month, is entitled to 120 stuivers instead of 96, and that since the soldier loses 24 stuivers every month, this brings in to the Colonel an annual profit of more than ƒ 14000 across the 979 privates of which this Regiment consists, without yet mentioning that which the non-commissioned officers and corporals possibly also lose in this manner to the profit of the Colonel. The undersigned cannot disguise that this arrangement of payment to the soldier appears to them very arbitrarily devised and does not agree in the least with the above-cited article of the Capitulation, because if the Chief believes he has any right to claim any additional payment from the Noble Company, he must then address himself regarding this to the gentlemen Directors, and by no means deduct such from the pay of the soldiers; it being almost superfluous to remark how dangerous and how contrary to good discipline it is that the soldier must surrender something of his pay for the profit of his Chief. And although the Colonel, in the passage cited above, thinks that this should serve in some way as compensation for the risks to which he is continually exposed, the undersigned cannot well see what these would consist of, since: Firstly, the soldier pays for the uniform that is ordered from Europe with an advance of [illegible] per cent; Secondly, the undergarments are provided here at cost price from the Company's warehouses; And thirdly, he pays for and maintains his musket and weapons; and Finally, whenever a man happens to pass away, he is still paid for two months as being present (of which, however, nothing is mentioned in the Capitulation, yet this has already taken place at the Cape, according to a note from the pay bookkeeper). Thus, when one considers all this, the Colonel Proprietor will gain rather than lose, as will appear more fully from the following articles; not counting the ƒ 25000 annually granted by the Noble Company to the Chief, the surplus which the surgeons and musicians cost monthly being defrayed by the officers, non-commissioned officers, and privates. It is also surprising that if the Colonel maintains he has any right to withhold 24 stuivers monthly from every soldier, this right does not then extend to the officers, since the pay of the officers of the national company troops is likewise paid calculated at the guilder of [illegible] stuivers, and that if he believes he can adjust the method of payment of his regiment to that of the national troops, he would then be able to profit 5 stuivers on every guilder; but the article of the Capitulation is so clear and plain in this regard that, with respect to the manner of payment to this regiment, not the least doubt remains, namely to pay them out at the guilder of 20 stuivers. Turning now to the 3rd article concerning the higher emoluments which the officers, and especially the subalterns of the regiment, enjoy above those of the national troops, the undersigned can nowhere find upon what this is grounded. The 18th article of the Capitulation states only that the officers and privates shall enjoy the same advantages as the Company's troops; however, it cannot possibly be concluded from this that the officers of Meuron are to receive higher emoluments than those of the national troops. One could not even include the free-laborers money under this, because this fund (however unseemly it may be that officers owe part of their livelihood to the labor of the soldiers) comes out of the corps of troops and thus is not granted by the Noble Company. Notwithstanding this, the officers of the regiment Meuron not only have as many emoluments, but the subaltern officers have at least 6 rix-dollars a month more, as can be seen from the specific statement given above; and the officers of Meuron moreover have the advantage that their emoluments cannot be reduced as those of the national troops can.

the national troops, that if the number of free-laborers is not large enough, they must do without this money, as appears among others with Captain Fornbauer who, during the four years that he was on Ceylon, enjoyed no free-laborers' money (his company being in garrison at Trinkonomael) and thus during that time had 27 rixdollars per month less income than another captain. If one now, besides the uncertain income of the national officers, also takes into account that they must receive their pay when they take it up here at 15 stuivers to the guilder, whereas the officers of Meuron enjoy it at 20 stuivers, and that at present the lieutenants à la suite of Meuron, who according to what was agreed by the gentlemen deputies in Paris ought only to enjoy sergeants' pay, now receive more than the subaltern officers of the national troops; and since it is well enough known here how meager the livelihood of the national subaltern officers is, one would have to presume from this that the officers of Meuron did not have too much, but those of the Company's troops too little income. The 4th Article, concerning the under-clothing of the privates: however slight this may seem, it is yet difficult to explain to the soldier for what reasons he must pay half as much more for a waistcoat and breeches as one of the national troops, since what is required is supplied from the Company's warehouses to both corps at cost price; thus it would be necessary that a fixed regulation be made in that regard, in order that an equal price for the under-clothing be paid by the soldiers of the same garrison. Regarding the payment for the muskets and weapons mentioned in Article 5, the undersigned likewise cannot discover upon what it is founded that the soldier must pay for this. The 8th Article of the Capitulation says: "The noble Company shall pay, in addition to the sum mentioned in article 6, that of twenty-five thousand florins per year for the armament, the clothing which shall be renewed every two years, and all the recruits that shall be necessary to replace the dead and deserters to keep the regiment at full strength." And in the 9th Article following thereupon, it is said: "By means of these sums the proprietor shall maintain the sergeants, corporals, soldiers, and drummers, of the company, as is customary among the Swiss in France, etc." The undersigned believe they are very well informed that among the Swiss troops in France muskets and weapons are not charged to the account of the soldier. The Colonel proprietor himself seems to have been convinced at the raising of this regiment that this was for his account, since in the above-cited letter to the Gentlemen deputies in Paris, dated 12 February 1782, he requests an increase of this sum, and that in the following wording: "The modest sum of twenty-five thousand florins which you have allocated to me for the annual maintenance of the armament and recruits, will never enable me to provide for this maintenance, particularly with regard to the recruits whom I shall draw from afar, and who, delivered to the place of the depot that you shall fix, will cost me very dear." When one, in addition, is pleased to observe that the Colonel proprietor at the raising of this regiment received 300 livres de France for each man, it is surprising that the muskets and weapons, as well as the leather gear, are put to the account of the soldiers, that they must mostly pay for repairs thereof, and when new items are supplied to them, they must pay for them again; this arrangement seems to be devised solely for the profit of the Colonel, because the soldier at his engagement is always charged much more for his muskets, weapons, etc. than is refunded to him when he departs with a passport, he being almost always obliged to pay for the repair thereof; and when the regiment receives new muskets or leather gear, it is again put to his account, and the old taken over by appraisal. The undersigned have deemed it necessary to give these their remarks concerning the regiment of Meuron somewhat in detail, since it appears to them that the abuses taking place in the manner of payment and supplies to the soldier can entail very dangerous consequences, the more so as some soldiers of the detachment of this regiment at Cochin have already addressed themselves to the undersigned about this; they shall now proceed to propose their thoughts regarding the means of redress in that respect: Firstly: That the Capitulation and the amendments made therein by the gentlemen deputies in Paris be strictly observed; that the changes and increases of pay granted at the Cape and not ratified by the Gentlemen Directors should no longer serve as a guideline in the future; but since the immediate revocation of the higher pay that presently takes place with some officers would perhaps be subject to many difficulties, the undersigned dare not propose any change in that for the present; however, in the appointments that shall take place in the future on the basis of the above-mentioned Capitulation, it ought to be observed.

That to everyone of the regiment, both officer, non-commissioned officer, and privates, from now on the full amount must be paid out, reckoning the Gulden at 20 Stuijvers Courant, as is clearly specified in the Capitulation; without the Colonel, or whoever it might be, being authorized to withhold anything thereof for his profit; and that it must further be left to the Gentlemen Directors how to act regarding that which has already been withheld for some years by the Colonel from the pay of the soldiers, and to demand an accounting thereof from the said Colonel; while at the same time it remains open to the latter to submit his grievances whenever he considers that the Capitulation is not being fulfilled, without any right ever being able to be claimed hereby to recover such from the soldiers. Thirdly. That the officers of Meuron be assigned less, or those of the national company troops more in emoluments, in order to obtain thereby an equality in payment; since it is a great hardship that the last mentioned, being in the same garrison, must enjoy less in emoluments than the officers of the regiment Meuron. Fourthly. That regarding the goods which are provided at cost price to the national troops and to the regiment of Meuron, such arrangements should be made that the soldiers, being in the same garrison, paid an equal sum of money for their undergarments, in order to remove thereby all bad suspicions of the common soldiers against their officers. Fifthly. That the muskets and weapons, as well as the leather gear, be provided and maintained for the account of the Colonel; and thus by no means at the expense of the soldier; and that consequently that which he might already have paid thereon be given back to him, or credited to the account of the balance due; for the rest, the Colonel must remain accountable to the Gentlemen Directors for that which they have already enjoyed for that purpose. By putting these last-mentioned 5 Articles into effect, the undersigned are of the opinion that the discontent which presently exists among the soldiers of this regiment would be removed; since, furthermore, by bringing the same to the notice of your Right Honourable, they absolve themselves from the responsibility for the consequences that such discontent might cause; it being very difficult to understand why a regiment that enjoys the advantages of receiving its pay at 20 stuijvers to the gulden, and that, besides the ƒ 25000 which the Chief receives annually, the soldier enjoys his pay during the journey, and upon his death it is continued for another two months by reckoning him as present. That in such a regiment a soldier has a smaller income than one in the national troops. There is also, with the replies of Colonel de Meuron to the requested elucidations, handed over by him, a copy of an advisory report dated Vlissingen the 18th of March 1787, which is said to have been given by the Gentlemen Iacobi, Colonel of the regiment of Pabst and Commandant of Vlissingen, Pfister, Colonel Commandant of the Swiss regiment of Stockar de Neuforn, Zweifel, Captain Lieutenant of the same regiment, as well as Lieutenant Keyl, Town Major of Vlissingen, concerning a dispute that arose between the Government of the Cape and the Colonel proprietor, but this advisory report is not signed, which according to the statement of Colonel de Meuron was probably forgotten; the principal contents of the same entail that the internal administration and arrangements in this regiment

is approved by the above-mentioned Gentlemen, as well as the manner of settlement with the soldier regarding weapons, their repair, and clothing; which is in conformity with and customary among the Swiss regiments in the service of this state. Besides this advice, there was also delivered to the undersigned by the said Colonel de Meuron a document bearing the title Detail of an advice concerning the complaints of some Meuron officers against their ship and about some changes that according to them have been made by the government at the Cape of Good Hope regarding the internal management of the Meuron regiment. This document is dated Vlissingen, 22 March 1787, but is not signed; nor does it appear from it who the author was, though this seems to have resulted from the advice of the above-mentioned Gentlemen Jacobi & [illegible]. In this Detail of an advice, it is stated that the government at the Cape of Good Hope, misled by a sort of mutineer, wrongly misunderstood, disapproved, and changed the regulations of this regiment, and that consequently some articles, which are subsequently proposed therein, ought to be ordered. As this regiment is currently no longer at the Cape but stationed here in garrison, and since the undersigned are unaware of the differences that took place there between the Government and the Colonel Proprietor, as well as of the reasons that gave rise thereto; they cannot judge these two last-mentioned documents. Right Honourable, Stern Sir! We have the honour herewith to acknowledge the receipt of Your Right Honourable's most esteemed missive of the 10th of this month, containing the answer to our remarks concerning the domestic management of Colonel de Meuron's Swiss Regiment, as well as the reading of several papers for the further elucidation of the said answer. From these it has appeared to us that, pursuant to the missive from the Gentlemen Directors of the Zeeland Chamber dated 21 June 1787, Your Right Honourable is not authorized to make any changes in this management, at least as it existed prior to 26 June 1786, and that it must therefore remain on such a footing until further orders. We shall permit ourselves no remarks here upon the said missive. And as we are of the opinion that an agreed capitulation cannot be altered except jointly by the Gentlemen Directors and the Chief, we dare not involve ourselves in anything that would not agree with this system, and thus consider ourselves not competent to enter into Your Right Honourable's proposal not to fill 9 Captain-Lieutenant posts if they should become vacant, and from this saving to find the surplus which the Sub-Lieutenants enjoy, as well as to be able to appoint a fourth ensign, of which however nothing is mentioned anywhere, and to grant pay to the four secretaries, although we otherwise fully agree with Your Right Honourable's opinion regarding the non-filling of 9 Captain-Lieutenants. The 6th article of the capitulation does not appear clear enough to us to pay the wages according to it at the Dutch valuation of 63 stivers to the ducaton in order to be able to make any proposal in that regard; the more so since, in our view, the officers, non-commissioned officers, and privates should each then enjoy this advantage in proportion to their pay, and it would thus turn out not much to the profit of the Colonel. Regarding an additional allowance for the national officers, we hope to make a further proposal to Your Right Honourable in order to bring them, in that respect, onto an equal footing with the officers of Meuron. Yet, since the high left face of the latter is covered just as much by its faussebraye, which is raised approximately 27 feet above sea level, this high face of Middelburg will be seen only 10 feet below the cordon, or 16 feet below the crest of the parapet. If one takes into account the considerable distance of approximately 125 rods which the aforementioned face lies from the highest part of the Galle plain, which according to our measurements is approximately 24 feet high above the sea, and above which the faussebraye is raised three feet, one will find that if one wishes to direct cannon shots from there, they will not hit the high works lower than 8 feet below their cordon with any

will be able to hit with any success, and much less so the closer one approaches, since the height of the aforementioned practice ground then diminishes rapidly, on account of which we think that the advantage this Battery possesses by its elevation to command the terrain outside very freely can amply outweigh the disadvantage of being somewhat more exposed than certain adopted rules dictate; Mr. Vaubau himself leaves the cordon of some of his works exposed by 10½ feet. All the advantages that are inherent to elevated Batteries are united to an ample degree with respect to the Bastion Rotterdam; we are, however, also of the opinion that it stands exposed too far, but we have found this defect to be beyond remedy, so that little could be done to help it. Bringing all the works below the profile appeared to us very questionable; the ample command that the elevated bastions currently have over all the advanced outworks is thereby nullified; moreover, it requires a twofold operation, since the leveling of the French flats must be a consequence thereof. The means to remedy that defect have indeed been taken into consideration by us, and among other things that laying a French faussebraye before Rotterdam, just as before Middelburg, would give equal strength to both these bastions, that the elevated works would then also be better covered, and that the flanking of the main ditch could then also be considered very complete; but since the narrowing of the main ditch recently carried out, and the construction of a spacious place of arms, prevented this improvement, we believed that proposing this means of fortification would inevitably cause much controversy, because it would appear as if we were intentionally proposing means that entailed a destruction of recently constructed works. We have therefore also taken as much advantage of the said place of arms as possible, and since the same was constructed after many had already expressed their opinion in favor of the system of fortification with ravelins, we have chosen to make use of the place of arms constructed notwithstanding this, and therefore also refrained from proposing the aforementioned French faussebraye. The foot of Rotterdam being covered to a height of 18 feet is secured against those dangerous shots that shake the foundations and the foot of the works, and therefore we believe we can abide by what has been proposed by us. The alteration that we have proposed for the bastion Rotterdam certainly has the disadvantage that the ditch is less well enfiladed than before, but since these low works were considered too confined, we think that the proposed improvement will be found to be a notable advantage, since the present low flanks, on account of the defectiveness residing therein, were judged to be of virtually no use. become, we think that the discussion of the pros and cons of this change, which we shall submit with the requisite accuracy in our memorandum to His Serene Highness, will afford His Highness the opportunity, if he should not approve of our plan in this respect, to issue in good time such orders regarding it as he shall deem proper; and as no further questionable change to the main works has been proposed by us, we think that our design has the advantage that it can always be brought up to that standard whenever it may subsequently be deemed necessary, without thereby departing from the other part of the system of fortification adopted by us. With regard to the flanks of Rotterdam, which are placed perpendicular to the line of defense and are therefore very exposed, there is an inherent disadvantage that cannot be avoided, but which is in turn compensated for by the resulting advantages: that the very same battery which can be erected against the places of arms can simultaneously serve for the destruction of the right flank of Rotterdam is indisputably a disadvantage; but this is amply compensated by the fact that this said flank will then also fire upon such a battery to be erected with very great effect, and will be seconded therein by all the works of the front of attack. That the enemy, with a command of several feet from the heights of the execution ground, can fire upon the branch C: C: does not appear clear to us, when one considers that the distance at which this would have to take place is 125 roods, and that the angle formed at this distance by the lines of sight from an elevation of six feet will be very small, and the cannon certainly cannot be depressed below horizontal to bear, in which case one can no longer say that such works are commanded. The difficulty that arises—that an enemy who has silenced the fire of branch C: C: and of place of arms B: B: will find greater safety as he approaches the branches of the counterscarp, because through this approach he can be fired upon less from the main works—does not appear to us to be of such great importance, because it will always be the case, whatever works one may design, that when batteries suitable for defense are destroyed, the dangers for an enemy cease. The crossing of the palisaded outer ditch will, in our opinion, not be easy at all, and this passage can be made very arduous by musket fire; one need not fear that an enemy will erect a trench cavalier for its destruction, nor that he will entrench himself as he might do on a glacis, and thus rapidly overpower the covered way as usually happens. Regarding the ravelin Uitzicht, it appears to us that since it covers the works situated behind it to a height of 19½ feet, and thus leaves them exposed only about 6 feet below the cordon, this may be considered sufficient. Finally, we think that anything one might wish to construct to protect the causeway of the Galle Gate from enemy fire would at the same time mask the fire of the lower batteries, and an enemy would turn this to his advantage in order to approach with great safety. For all these reasons, we think we can safely abide by the project we have drawn up; it is far from our intention to consider it above criticism, but we nevertheless think that it is arranged as advantageously as a series of circumstances, which we have had to keep in mind regarding the improvement of the already fortified Colombo, will permit. If Your High Honorable Generosity would please take into consideration in this regard, that, since we have proposed not to make any disbursements from this fund to the officers, it necessarily follows from this: 1. either that the soldier receives more monthly, 2. or that the fund must increase. We are of the opinion that both cases would take place through this arrangement, and for the following reasons: Firstly, according to what we propose, the soldier receives monthly half of the sum which his comrades must pay for performing their turn of duty, which over the year will amount to much more than the coat now provided to him in the place will cost; thus, the extra that he enjoys is entirely to his advantage, and when this is brought to their attention several times during the reading of the Articles of War; thus [illegible] Secondly, since half of the guard-substitution money of all companies comes into the cash fund, this fund must increase sooner than at present, because, since the coats are then not paid out of it, no other expenditures occur other than to needy widows of officers, non-commissioned officers, and privates, and whatever further should be provided for the benefit of the soldier. Papers containing second would could take place, the company of Captain Koch and a detachment of Captain von Struve as well as the Grenadier Company being at present in Cochin; if the time now comes to have to supply new coats, this fund will indeed decrease sharply at once if all these men receive new coats for free, while the number of contributors is thereby reduced. If the coats are not provided to them for free, a kind of grievance arises from this, that by merely being detached they are deprived of this privilege. If the Grenadier Company alone enjoys this for free to the exclusion of that of Captain Koch, then the latter, also being Colombo companies, will find a kind of unreasonableness in this. The same would also take place when some companies from another place came to garrison in Colombo, as the same would claim to receive the coats for free, which again could be disputed by the others, as not having been in the garrison long enough for that; all of which we believe would be prevented if the arrangement according to the project took place. Regarding the proposal to pay the soldier 12 stuijvers instead for every guard duty he performs in excess of 7 guards in the month, we do not doubt in the least that Your High Honorable Generosity, examining this more closely, will agree with our opinion that this could have very disadvantageous consequences, as the soldier thereby seems to be brought to the idea of not being obliged to perform more than 7 guards in the month. Whereby a soldier who enjoys more guard substitution money in one company than the one in another company is also obliged to do more guards. Regarding the withholding of three rixdollars for each free worker, as is presently the custom here, instead of half of their income, we can see not the least inconvenience in this being continued on the current footing in accordance with the proposal made by Your Right Honorable Severe; just as can likewise be handled with regard to the monthly or weekly payment of the money, in order to act according to the findings of the cases, being able to carry this out weekly for those who show by their bad conduct that they abuse getting too much money into their hands at once. Concerning the appointment to Colonel of the present Chief of Artillery, Major de Paravicini, we are fully of one opinion with Your Right Honorable Severe that the long years of service of the said Chief, who has always served with great distinction, merits this. We would also have had not the least objection to propose this, so that through this the skills, zeal, and diligence of Mr. de Paravicini would be rewarded; had we not intended, in proposing project plans and other proposals, never to allow personal considerations to have a place. Yet since Your Right Honorable Severe seems to incline toward this appointment, we can find no objection at all to this taking place, provided that this shall lead to no consequence in the future and that whenever, upon a vacancy, a new head of the militia is appointed, the rank of senior Colonel will be given to the same at the same time. The change proposed by Your Right Honorable Severe with regard to the advancement of the sub-majors, we cannot but approve, with this exception, however: that a sub-major being, through seniority, next in turn for Captain, and becoming such, could then no longer remain a sub-major, and thus regarding the advancement, it would be handled in the same manner as with respect to the European officers in the native companies. Regarding the monthly payment of the men who lie in the hospital, this has only been proposed in order to have settled with the pay office every month, whereby it is prevented that afterward the same have any more accounts or clerks to deal with, while on the receipts that are given monthly to the said office it is clearly marked, as can be seen from the model, how much each man who lies in the hospital leaves of his pay to the Honorable Company; the remainder that is due to him being accounted for and thus settled in the credit balance made with his company, we having generally attempted with our proposed project plan to introduce that the troops could march directly upon the first order without causing any paperwork at the pay office, and that each soldier had a current account with his company, in which everything was accounted for, and such could be apparent at all times, and furthermore to keep the soldier provided in an orderly manner with his uniform pieces. Right Honourable Sir, Your Right Honourable's missive of 4 June last has reached us. We are of the opinion that it is best that the immediate execution of the design approved by Your Right Honourable, which we sent over concerning the troops, remains postponed until we have further determined our thoughts on the other fortifications of this island and communicated them to Your Right Honourable. Herewith we return to Your Right Honourable the drawings of the plans and profiles of Colombo, together with a drawing of our ideas concerning the barbette batteries. We have also added a parcel with various plans that we no longer needed, and those that we still required will be sent to Trinconomale or Jaffna. Finally, herewith is enclosed our project for the fortification of Gale, consisting of the plans and profiles, our reflections concerning the fortification of this fortress, and a copy extracted from the summary memorial, in which latter the contents and the reflections are contained, as well as the determination of the artillery arranged according to the ordnance located here and the demand for cannon based thereon, as well as of the required ammunition for this fortress, contained in three lists. We request to be honoured with Your Right Honourable's considerations on these matters, as well as with regard to the contents of the enclosed reflections of ours concerning the hospital and the gunpowder mills.
