Furthermore, the servants at Gale, by their resolution of the 28th of December last, have resolved to allow some equipage goods and other necessities requested by the officers of this ship to be provided to it, and we take the liberty to offer an extract from the said resolution, which has been approved by us, to Your Right Honourable in the enclosures of this letter. Likewise, the ship de Leviathan was inspected at Gale by express commissioners, the reports of which are inserted into the servants' resolution of the 7th of December last, whereby they have resolved to have the repairs and provisions deemed necessary carried out on it. This resolution has been approved by us, and is transmitted as an extract in the enclosures. The mainmast of this ship was found here to be affected by white ants, and we therefore ordered the servants at Gale to have it inspected carefully. According to an incoming report, a copy of which accompanies this, the wood was found to be sound and good, and the mast, with a slight repair, judged fit to make the voyage to the Netherlands. We have therefore, according to our resolution of the 30th of 9ber last, ordered the servants at Gale to have the repairs specified as necessary in the aforesaid report carried out on it and on the other spars of the said ship. Furthermore, the servants at Gale, by their resolutions of the 30th of December and the 8th of this month, resolved to allow some equipage and other goods requested by the officers of the ship de Leviathan to be provided to that vessel, and we have approved these resolutions, extracts of which are added to the enclosures of this letter. The chief surgeon of the ship Berkhout, stutzer, went on leave for a brief journey to koetsiem, under the promise that he would return in time to be able to repatriate with this ship; but as according to a report from the servants at Gale he had not yet arrived there by the 21st of this month, we ordered the servants that if he does not return by the 26th or at the latest the 27th of this month, to remove his wage account from the ship's books, with cancellation of wages, and to place in his stead on Berkhout as chief surgeon the qualified surgeon there, van Alken, who has been examined by chief surgeons and found competent for that purpose. In place of the boatswain of this ship, Fredrik Swarts, who, due to a sickly condition, remains behind here for the present with cancelled wages according to his request, we have transferred to Berkhout the boatswain Jan Gerritsz: Wolsgaaff, who remained ashore due to indisposition from the packet boat de Expeditie, with his earned wages, but without a bounty. On the findings regarding some goods unloaded here from the Batavia cargo of the ship Berkhout, we decided at the session of 15 November last, and take the liberty to present herewith to Your Right Honorable Worships an extract from our resolution adopted on that matter. Your Right Honorable Worships will kindly see from it, among other things, that in 5 crates 519 pieces of porcelain were found broken, notwithstanding that the crates were delivered in good condition; and as the ship's officers, by a sworn statement that has been sent to the Honorable High Indian Government, have proven that these crates were carefully handled on board, we have decided to let the amount thereof be charged back to Batavia, subject to the esteemed decision of Their High Honors. In the 4 crates that were transshipped into this vessel from the Amsterdam cargo of the ship Oostzaandam, 47 hats less were found, although the crates were all in good condition. Besides what has been noted above, this calculation also rests on many results that are not all certain. We shall therefore, as soon as the Colombo trade servants can provide us with the returns that were lacking in this, not only have the same amended accordingly, but we shall also at the same time send a clear statement of what we truly think we need both for maintenance and separately for the paying off of the borrowed funds, which latter currently does not have such great urgency, unless your Right Honourable themselves should wish it to take place. We shall provide this further statement, which we hope to send with the packet boat in coming May, particularly to your Right Honourable because, however much it is to be wished on the one hand that this government may constantly be provided with the necessary funds, on the other hand it certainly would not be the intention of, nor would it suit your Right Honourable to have overly large capitals on Ceylon that might perhaps be employed elsewhere with greater utility. The candidate minister in the Dutch Reformed congregation and rector of the Seminary here, Christiaen Camp, has requested by a petition, a copy of which is included among the annexes, that we propose him to your Right Honourable, in order to be peremptorily examined here according to earlier precedents, and to be admitted to the administration of the Holy Sacraments. and, pursuant to our resolution of the 24th of August 1779 upon the nomination of the Colombo Church Council, was admitted as a proponent, and this because he submitted sufficient testimonials that he was accepted as a proponent by the Classis of Walcheren on the 20th of November after prior examination; and as during his presence here, both in the preaching ministry and in the administration of the Seminary, he has always acquitted himself to great satisfaction, we have recommended his appointment to the Noble High Indian Government, in order that, with their highest pleasure, it may be brought to the attention of Your Right Honorables. The Dessave Faetz has shown us proof that he has acquired in full ownership a share in the Amsterdam Chamber of three thousand guilders capital, and this proof is forwarded herewith in copy among the appendices. We also have the honor to present to Your Right Honorables the original declaration signed both by the first undersigned Governor and by the aforementioned Dessave concerning the unencumbered ownership of the shares purchased by him. Aboard the ship Berkhout, the former titular alderman Jan Jacob Meijer arrived here from Batavia in order to repatriate via Ceylon, and Their High Honors have since written to us by dispatch of the 30th of December last that they desire that the said Meijer must repatriate directly from Ceylon and shall not be permitted to remain behind, in compliance with the instruction concerning him issued by Your Right Honorables. Even before receiving this further instruction, he requested of us by a petition, which accompanies this in copy among the appendices, that on account of his sickly condition, which does not permit him to undertake the voyage to the Netherlands at present, Negombo, 28 January 1791. he might be permitted to remain here until a further opportunity; and although this petition was signed by our Surgeon-Major, who thereby confirmed the condition of the said Meijer, we nevertheless had him further examined by the chief master of the Dutch Hospital and the aforementioned Surgeon-Major, with very express orders to investigate the petitioner's condition with all diligence. Their report, for which the government warned them that they must be prepared to take an oath if necessary, is also forwarded in copy with this; and as it is declared therein that Meijer is presently not in a condition to make a sea voyage without evident danger of losing his life, we were obliged to permit him to remain here until the next further opportunity. the Amsterdam Chamber. Furthermore, the packet boat Maria Louisa departed on 20 December for the Cape of Good Hope, and we take the liberty of presenting to Your Honorable Excellencies herewith the duplicate of our letter sent therewith, dated the 19th of the said month. The ships Berkhout and the Leviathan, appointed by the Noble High Indian Government as return vessels via Ceylon, arrived here on 26 September and 7 October last, and were subsequently sent to Galle to be made ready for the homeward voyage. We have designated Berkhout for the Amsterdam Chamber and the Leviathan for the Zeeland Chamber, and as we have been unable to obtain any saltpeter this year, we have ordered the officials at Galle to have these ships ballasted with rocks and the available unmarketable goods. Apart from the coffee and sappanwood sent from Batavia for these two ships, we count on so much return cargo that each ship will be able to be loaded with more or less 400 bales of Surat and Madurese linens and cotton yarn, and 1200 bales of cinnamon; and we further take the liberty of referring in this regard to the report that the Galle officials will have the honor of submitting to Your Honorable Excellencies concerning this. The ship the Leviathan was inspected at Galle by specially appointed commissioners, the reports of which are inserted in the officials' resolution of 7 December last, whereby they decided to have the repairs and provisions deemed necessary made to it. This resolution has been approved by us, and an extract thereof is included among the annexes. The mainmast of this ship was found here to be affected by white ants, and we therefore ordered the Galle officials to have it examined carefully. According to an incoming report, a copy of which is enclosed herewith, the wood was found sound and good, and the mast, with minor repairs, was judged fit for undertaking the voyage to the Netherlands. We therefore, according to our resolution of 30 November last, ordered the Galle officials to have the repairs specified as necessary carried out on it and on the remaining spars of the said ship. Furthermore, the Galle officials, by their resolutions of 30 December and the 8th of this month, decided to have some equipment and other goods requested by the officers of the ship the Leviathan supplied to that vessel, and we have approved these resolutions, extracts of which are attached among the annexes hereto. Upon the incoming report from the Galle administrator Van der Spar concerning the examination of the consumption account of the aforementioned ship the Leviathan, the Galle officials made dispositions by their resolution of the 13th of this month, which has been approved by us and attached in extract among the annexes hereto. On the packet boat the Zeemeeuw, at the request of its commander, various repairs and provisions were made at Galle, as appears from the officials' resolutions of 23 and 25 September last, extracts of which are attached among the annexes hereto, together with copies of two reports submitted by him, both regarding the outbound voyage and the trips made in this Government. In place of the boatswain of the ship Berkhout, Herman Fredrik Swarts, who on account of a sickly condition remains behind here for the present with discontinued pay, according to his request, we have transferred to Berkhout the boatswain Jan Gerritsz Holsgaaf, who had remained ashore due to indisposition from the packet boat the Expeditie, at his earned pay, but without a bounty. At the request of the chief surgeon of the ship the Leviathan, Dirk Haiting, we have permitted him to remain behind at Galle with discontinued pay until a position on one of the ships becomes vacant again, and in his place on this ship, pursuant to the request made by him to that effect, we have transferred Petrus Maas, the surgeon of the packet boat the Expeditie who had remained behind there, to serve as chief surgeon at his earned pay and with the rank of chief surgeon during the homeward voyage, but without a bounty. On the aforementioned ships, we have granted passage to the following persons, namely: The wife of the Surat Director Mr. Sluijsken, together with their little daughter, taking with them a male slave and a female slave, for all of whom the customary transport and boarding expenses have been paid.

We therefore sent this vessel to Tutucorin for that purpose, but when it was inspected there, it was found that the copper sheathing was completely decayed and beyond repair, and that the seams of the hull all needed to be caulked. And since the copper that the said packet boat brought along from the Cape, together with all that we still had here in stock, was by far not enough for a new sheathing, the Tutucorin servants, in consultation with Captain Steffers and other experts, have had this vessel properly caulked, and coated on the outside with a mixture of pitch and resin; and it returned here from Tutucorin on the 14th of this month. We are now sending it to the Cape of Good Hope, with a cargo of [illegible] lb of cowries at Maldives, and we have requested the ministers there to act, in the further destination of this vessel, according to the orders that their Honours might have in that regard, or according to the condition in which this vessel shall find itself upon arrival there. that Your Right Honorable, Highly Esteemed Sirs might find, which have moved Your Right Honorable, Highly Esteemed Sirs to inflict upon me this dishonor of my disapproval, whereas on the contrary I had expected to obtain a reward for my faithful services, thus making me very distressed and despondent; yet if such has been done by Your Right Honorable, Highly Esteemed Sirs, as I now discover to my utmost regret, as the blame for the absence of the Parruas fishermen from the district of Mannaar being attributed to my doing and laid to my charge, then I now find myself obliged in good conscience to bring briefly to the attention of Your Right Honorable, Highly Esteemed Sirs the opposite thereof by this present writing. That in the year 1786, when the present Lord Governor made the circuit and arrived in Mannaar, he asked me why there was no fish lease in the district of Mannaar and whether the same could not be introduced, since in Jaffenapatnam, under whose Commandment Mannaar falls, there was a fish lease, and it therefore ought to be introduced in Mannaar as well; whereupon I then had the high honor to reply to the said Lord Governor that the fish lease could indeed be introduced, as I could by no means see that it would cause the slightest oppression to the Parruas fishermen, since no burden of Company services was imposed upon them, and they performed little or nothing, and that those of them who sailed on the cruising dhonies and were employed in loading and unloading vessels enjoyed more maintenance than other Company servants, and they thus mostly derived an ample means of livelihood daily from the fishing, whereby they were also estimated to be the richest and most well-to-do of the Company's subjects in those regions; thus this fish lease could easily be introduced, and which would also serve to the great advantage of the Company; nevertheless, I simultaneously informed the said Lord Governor that the Parruas fishermen were very insolent people and that this introduction of the fish lease might possibly provoke displeasure among them, which could again lead them to take the bad step of leaving the country, as they had good opportunity for that, since they all lived on the shores and could thus very easily cross over with their fishing boats to the opposite coast, which is located only three miles from the district of Mannaar, just as they had previously attempted to do on several occasions; but hereupon it pleased the said Lord Governor to tell me that he did not believe that they would nowadays still be so bold as to undertake such a thing, and thereupon ordered me that I should merely endeavor to introduce the fish lease as soon as possible, and to that end to draw up conditions according to those of Kolombo and Jaffenapatnam, and which conditions I should simply request on behalf of the Company from Kolombo and Jaffenapatnam; this order of my superior I have obeyed, and according to the conditions of the aforementioned places I drew up the conditions according to which the fish lease of Mannaar was to be introduced, which immediately after completion I sent to the said Lord Governor in Trincomale for review, in order that in case any changes ought to be made therein, such could then be done by His Most Esteemed Honor; but His Right Honorable, Highly Esteemed Honor, having fully approved the same, sent them back to me from Jaffenapatnam, with instructions to hold the fish lease before his return to Mannaar, which was also immediately executed by me, and that three days before the return of the said Lord Governor to Mannaar, and such, as it seemed, also without any displeasure on the part of the Parruas fishermen, since not one of them showed the slightest dissatisfaction in this regard; so that Your Right Honorable, Highly Esteemed Sirs will be able to see perfectly from what has been set down that I have done nothing in this matter other than carry out the orders of my superior, which I as a subject was obliged most obediently to follow, so that with justice and fairness nothing can be charged against me in this, since the same was not proposed by me, much less have I misled the Ceylon Government with this proposal. complied with these, had they not been incited by the Roman priest to oppose them, whereupon, since they are all Roman Catholics and attach great faith to priestly counsel, they departed with their thonies for the opposite shore, without my knowing the slightest thing about it, and thus I also found myself utterly unable to prevent them from doing so. And as they were all fishermen who went out to sea daily with their thonies, I could not have formed the slightest idea that they would resort to this insolent step of desertion, with the further respectful notification that this was not the first time they had committed such an impertinent escapade, for in the year 1780 they also undertook this, because the Right Honorable and Highly Esteemed Governor Falck (of blessed memory) would not, according to their desire, immediately dismiss their chief from his post upon the false complaints brought forward by them, whereupon they also immediately and unanimously absented themselves from the Mannar district. However, this did not become so widely known, because through adverse winds they had the misfortune of not being able to carry out their designs, so that instead of reaching the opposite shore, they were driven by counter-currents to Jaffanapatnam, whereupon the well-mentioned Governor Falck (of blessed memory) wrote to the Jaffanapatnam ministry ordering that 22 of the principal ringleaders, who were to be indicated by De Lannoy, then Chief of Mannar, be sjambokked and placed in chains, and the remainder be warned that if they did not immediately return to Mannar and showed themselves unwilling to do so, they would then likewise all be chained, with further orders not to hear their complaints at all, since they had presumed to flee the country in a most improper manner and had acted against their oath and duty. Had the ringleaders now remained longer in chains, they would perhaps not have presumed, on account of the introduced fish lease, to absent themselves from the country again in a completely unprecedented and insolent manner. Nevertheless, I am assured that they would have returned of their own accord (without it having been necessary to repeal the fish lease), since they had left all their wives and children behind in the greatest poverty, and what they had taken with them was already consumed on the opposite shore, and they could find no further protection or livelihood on the opposite shore, because the fishermen living on the opposite shore would not tolerate any foreign and displaced fishermen there to pursue their trade, so that they would thereby have been forced to return again to their households and families, who are great in number. The above-alleged I now leave to Your Highly Respected, Noble and Most Honorable Grandeur's own wise consideration, and whether the blame for this can be attributed to me, or whether I have done anything further in this matter than to execute the orders of my superiors and seek to serve the Company's interests. And if this should also be judged as such by Your Highly Respected, Noble and Most Honorable Grandeur, then Your Highly Respected, Noble and Most Honorable Lordships will easily be able to consider that this disapproval must cause me the utmost anguish and heart-rending grief. And had I been to blame for the departure of the Parrua fishermen, and were I convinced of it, I would rather have wished that I had been given my direct dismissal from the Company's service than to have to atone for it by the rejection of my proposed merchant's rank. Furthermore, I am also assured that the blame for this has never been, nor could have been, attributed to me by the revered Government of Ceylon, since the Right Honorable and Highly Esteemed Governor van de Graaff, together with the other members of the revered Council, are fully convinced of the contrary, of which I also hold sufficient proof in hand to be able to demonstrate it completely. These are also the reasons why I must now find myself with a wife and 5 innocent children in such a straitened condition, for had I been inspired by other ideas, I would certainly now be in a much more prosperous circumstance, as my administrations offered ample opportunity for this. will lead to the holding of higher offices, as it is a natural conclusion that faithful servants deserve reward. One experiences this daily in this region, even with slaves, as a master, if he has experienced faithful service from his slave, declares him free from that relationship, whether upon his departure for the Netherlands or by testamentary disposition; how much more then should a faithful Company servant not have firm prospects of being rewarded by his Lords and Masters for his faithful services. I have always kept this in view, as the way has otherwise been offered to me more than once to attain the greatest fortune with foreign nations. Furthermore, this rejection by Your Honourable, Valiant, and Highly Esteemed Sirs causes me great sorrow, as even my father held the lucrative post of Dessave of the Colombo Lands in this region with the greatest praise, and who during his administration demonstrated many advantages to the Company regarding the pearl fishery in the years 1746 to 48, which can be adequately gathered and proven from all the old documents of the said years. Thus it is also a natural desire of a well-meaning son, who has already toiled for 26 years in this region, to gladly follow in the footsteps of his father and to be placed in a service equal to that held by his father, of which the hope and good prospects are now entirely taken away from me by this disapproval. It serves as an extraordinary pleasure to us that Your High Nobilities, in the secret letter with which we were favored by the highest on the 30th of September, have been so good as to take some satisfaction in our conduct on the occasion of the hostilities by Tipu Sultan against the King of Travancore, and whereby Cochin also could have been in very imminent danger, while we still await the further outcome of these matters, we take the liberty to refer to the reports that the Noble Cochin Ministers will have made to Your High Nobilities by now. Paragraph 2. It seems until now not too certain whether the arrangements introduced by the English Government in all the lands of the Nabob Muhammad Ali Khan, and especially in the lands of Madurai, whereby he is for the present outside of all administration, will stand, and we shall therefore see to keeping all things that are not urgent somewhat in suspense until one has more certainty on that matter. The exchange of the ratification of the contract, which remained postponed until we should be informed of Your High Nobilities' pleasure regarding the further demands of the Nabob, we shall also for that reason, if it can be avoided, not bring up for discussion with the English for the present. Paragraph 3. That which appears in the Nabob's letter against the Resident of Mannar, the Junior Merchant Ebell, are nothing other than blatant and shameless slanders, and the silence of the Nabob upon the serious summons made to him regarding this is a clear proof that he was ashamed to speak of it further. That Mr. Buchanan also took up that matter in his letter, as if something of that sort had likewise come to his ears, may reasonably be attributed to an all too great obligingness toward his master, to recommend himself to him by showing the Nabob that he had supported his writing with us. Paragraph 4. In order not to enter into an unpleasant official correspondence with Mr. Buchanan over this letter of his, the Governor only addressed him about it in a private letter, an extract of which is annexed hereto, and with which was sent to him a copy of the letter dispatched to the Nabob. Paragraph 5. Because, however, after the dispatch of this letter, a servant of the Nabob named Abdul Kader made himself very suspect as being the one who had submitted such wickedness to his master, the Governor wrote to Mr. Buchanan the official letter that also accompanies this in copy, so that he could bring it before the eyes of his master. Paragraph 6. Mr. Buchanan never replied to these matters, as he certainly would have done had he not been very convinced that these accusations against the Resident of Mannar were pure fabrications and false disseminations, seized upon by the Nabob merely to bring forward another pretext to press his claims to also have his commissioners present at the inspection of the Mannar pearl banks. Paragraph 7. We shall nevertheless, since Your High Nobilities desire it, have the Resident of Mannar, Ebell, answer to the aforesaid accusation, and have the strict investigation ordered of us carried out among those who conducted and attended the inspection regarding the conduct of the said Resident during this inspection. Paragraph 8. That we have not done this and that earlier is because, apart from all other considerations, it appeared to us that having that investigation carried out into such scandalous untruths could notably serve to lend a kind of credit to such malicious rumors, as if we ourselves could assume the possibility thereof and were consequently in doubt whether those things could indeed be so. Paragraph 9. It occurred solely by mistake that in our letter of the 7th of May last no mention was made of the transcript of our secret resolution of the 29th of December 1789 sent to Your High Nobilities therewith, which ought to have been sent as an annex with our respectful secret letter of the 27th of January 1790.

Section 11. But in writing to Your High Nobilities that we until now did not know the true causes of this rebellion, we did not mean to speak of the olifants, both signed and unsigned, which in these first moments... Section 12. We only meant to say that the true instigations of such a wicked enterprise were unknown to us. No complaints had ever come before us concerning the Dessave van Angelbeek, nor concerning the native chiefs subordinate to him.
