We herewith respectfully present two unsealed letters addressed to the Honorable Colonel de Capellie. For the rest, we profess to be with all sentiments of high esteem, was below, Right Honorable High- Commanding Lord, Your Right Honor's humble and obedient Servants, was signed, B: S: Raket, C: F: Schreuder, G: Frankena, I: Nagel, P: S: van Tylingen, I: B: Tijken, and I: C: v: Sprang, in the margin, Jaffanapatnam, the 5th of January 1792: We herewith respectfully present to Your Right Honor copies of two letters that we have received from Trinkonomale, together with the declaration cited therein, and we most humbly report to the same that immediately after the receipt thereof we have ordered the Honorable Dessave Schreuder, the Captain and Land Regent of the Wannij the Honorable Nagel, the Chief of Manaar the Honorable Ebell, and the Residents of Kaits and Punto Pedro, under the transmission of copies thereof, to have a very close watch kept on the going and coming people, and to inspect the goods that they take with them and bring. Furthermore, we most humbly report to Your Right Honor that this morning the gold chest mentioned in Your Right Honor's highly respected letter of the [illegible] was delivered here, and for the rest we remain with all respect, was below and signed, As before, in the margin, Jaffanapatnam, the 10th of January 1792, lower, P: S: We attach hereto a letter that we have received for Your Right Honor per catamaran from Nagappatnam. We have notified Captain Weerman that he and Captain Bellon, according to their request, have been permitted to exchange garrisons with each other, provided, however, that each must go to his garrison at his own expense. He will hand over his Company to Lieutenant Luurs to be administered by him until the arrival of Captain Bellon, and will depart thither on the 21st of this month. And we herewith present to Your Right Honor two original daily Registers of the Cruising Tonys. We have, to the Ensigns van Essen and Goederlee, who enjoy the pay up to their former rank from the 1st of December last, had disbursed from the treasury the amount lacking up to the pay of ƒ 40 per month, and that supplement will be reported to the pay Office there. We very humbly urge Your Right Honor to provide us with such vessels as the Honorable Nagel has indicated in his letter to be used for patrolling the coasts, for the boat Ceilon No. 1 has been sent to Kolombo by the Honorable Chief Ebell, and we now have no more than the boat Ceilon No. 2 and the cruising tony that is presently cruising, while the boat Texel is entirely unsuitable for this purpose. We also very humbly urge Your Right Honor to dispatch to us the four European Sailors requested in our humble letter of the 11th of August last, together with an additional 8 European Sailors, to place on the above-mentioned boats and cruising vessels, and thus to man them according to the advice of the said Honorable Nagel, as we have no suitable people here for the duty of quartermaster, and there is no more than a single European Sailor here. To the same as before We have granted to the soldiers and lascars the pay mentioned in our letter of the 27th and Resolution of the 30th of November of the past year, partly to encourage them to execute your Right Honorable's highly respected order, and partly because, being stationed in the country and thus far from their homes, they needed it for their subsistence. However, in accordance with your Right Honorable's order following the advice of the said Honorable Nagel, the allowance of the Postholders has been withdrawn, and that of the lascars will be withdrawn as soon as soldiers are placed at the posts instead of them. We have authorized the Honorable Major Francken to have 152 muskets with iron ramrods and 197 muskets with wooden ramrods repaired, and to hire a stockmaker for that purpose. We profess, moreover, to be, with all sentiments of high esteem, below stood and signed: As before. In the margin: Jaffanapatnam the 27th of January 1792. Lower: P.S. We hereby present to your Right Honorable two original daily registers of the cruising tonies. We accept for our information that the arrangement regarding the monthly deduction for the uniform pieces, mentioned in your Right Honorable's resolution of the 9th of October of the year 1791, has been revoked and restored to the old footing; that the Chiefs of the Ceylon militia and Artillery have been ordered to give the necessary orders to that effect to the Commandants here, and that the field allowances to the officers of the detached troops must no longer be paid from the first of January onwards. From the report of the Master Attendant Brochet respectfully accompanying this, the reason appears why the cruising boats Ceylon No. 1 and 2 were not sent to Moeletivoe sooner, and what the sloop Ceylon has accomplished during the past year. We most humbly inform your Right Honorable hereby: That the Captain of infantry Weerman and the Cadet Weerman departed from here by sea thither on the 29th of January last. That the Captain of infantry Everard Brohier arrived here from Manaar on the 28th of January, very sick and weak, and That the remaining gunpowder in the month of December past consisted of 9744¼ lb. We also enclose herewith a letter for the Honorable Colonel De Capellie and an original daily register of the cruising thony. To the same as before The Captain and Land Regent of the Wannij, the Honorable Thomas Nagel, has written to the first signatory of this and requested to commission Lieutenant von Meybrink, whenever he could find the leisure, to verify whether the cruising of the beaches is properly carried out. The first signatory of this has also done so, and Lieutenant von Meybrink has departed with an Instruction which the said Honorable Nagel drafted, a copy of which accompanies this. According to the plan of the said Honorable Nagel, the first signatory of this has had the boat Ceylon No. 2 manned with a corporal and 4 sepoys, and ordered to cruise between Kaits and Delft. We enclose herewith three original Daily Registers of the cruising vessels, and a flying letter addressed to the Honorable Colonel De Capellie. We respectfully bring to your Right Honorable's notice that the Lieutenant of the Company of Jaegers Bartels, 2 Sergeants, a Surgeon, 3 Corporals, and 15 Privates of the Regiment Württemberg arrived here from Manaar on the 18th of this month on account of indisposition, for further departure to Trincomalee; and that because we could obtain no vessels here to transport them thither, we have requested the officials at Trincomalee to send us a boat promptly in order to convey the said Bartels and men with their baggage thither. The two Württemberg Companies destined for Trincomalee have departed from Manaar through the Wannij for Trincomalee, and we have informed your Right Honorable by our humble letter of the 23rd of February last that on account of indisposition only 2 Sergeants, 1 Surgeon, 3 Corporals, and 15 Privates had arrived here. We have ordered the Honorable Chief Ebell to report to us what has been done thus far by the bombardier Roos on the repair of the fort at Manaar and the reasons why no more has been done to it; to give notice to the Lieutenant of Artillery Du Perron, who is currently at Manaar, that your Right Honorable Worships have entrusted the execution of that work to him; and to have delivered to him a copy of the instructions that your Right Honorable Worships granted to him there on 25 April past, a copy of which was sent to Manaar along with your Right Honorable Worships' highly esteemed letter of that same date, as well as a copy of the report of the survey of the defects that must be repaired. Furthermore, sending a copy of the extract from your Right Honorable Worships' resolution of 12 April 1791, we have ordered the aforementioned Chief to provide to the said Du Perron monthly, for as long as he is employed at that work, fifteen rixdollars, and on the other hand to have the gratuity of fifty-five rixdollars a month, which your Right Honorable Worships granted him in his commission on the limits, cease as soon as this commission shall have been ended by him. We have, according to your Right Honorable Worships' esteemed order by letter of 24 February, provided Captain Lieutenant of Artillery Brochet with 60 rixdollars a month for salary, and ordered that whatever amounts to more than his regular salary be written off to the account of fortification, and that the gratuity granted to him by your Right Honorable Worships' resolution of 25 October 1790 be made to cease. We respectfully offer to your Right Honorable Worships herewith: Copies of an account and a report submitted by the Captain and Land Regent of the Wannij, the Honorable Nagel, concerning the patrolling of the beaches and the established guard posts to prevent prohibited correspondence, with the humble notice that we will have the contents thereof strictly complied with. Since the demolition of the redoubt the Elephant, and the construction of a new warehouse for storing the Company's paddy, and a dwelling for the Adigar, will cause many expenses to the Honorable Company and consume much time, we maintain, subject nevertheless to your Right Honorable Worships' wiser judgment, that the redoubt must not be demolished, and that the repairs indicated by the Captain and Land Regent of the Wannij, the Honorable Nagel, in his letter of the 3rd of this month, an extract of which accompanies this, must be carried out on it. We respectfully offer to your Right Honorable Worships herewith an extract from the Manaar missive dated 30 March last, containing a report of what has been done by the bombardier Roos on the repair of the fort there, and the reasons why no more has been done to it, and the reports cited therein, with the humble notice that, on account of the fever that has been prevailing, we have not been able to send masons and stonecutters to Manaar, and that we will send the same as soon as the fever ceases. We humbly offer to Your Right Honourable and Worshipful Sirs herewith a report of a military inquiry served by the Honourable Major Scheede, whereby the arrested Corporal Louies De Berche, on account of insubordination and bad conduct, has been sentenced to be deported and transferred as a sailor, and on which we await Your Right Honourable and Worshipful Sirs' highly respected pleasure. The Major Scheede, in view of a vacancy among the Malabar sepoys of the company of Captain Bapasat, has proposed to us as sergeant, in place of the sergeant Sequiira discharged from the service, the serving corporal named Doel of Colombo, and in place of the last-named corporal the soldier Vakier of Kochim. Furthermore, in place of Corporal Senedien of Kochim, likewise discharged from the service, the soldier Ahammat of Ismaran, and this upon the favourable nomination of the Ensign and Commandant of the said company Vrijstman, on which account we request Your Right Honourable and Worshipful Sirs that they may also be promoted as such and provided with warrants. We offer to Your Right Honourable and Worshipful Sirs herewith a petition from the ensign of the eastern military personnel serving among the invalids at Mature named Draman van Paggerman, which was sent to us by the Lieutenant Dessave van Schuler with the notification that the petitioner had presented himself to him in the most lamentable manner and begged to forward the same with a favourable recommendation. In our respectful letter of 20 February last, we had the honour to present to Your Right Honourable, Right Respected Sirs the recalled Capitulation of the Regiment of Württemberg, and we now wish to receive in its place the improved version promised to us. Pursuant to Your Right Honourable, Right Respected Sirs' order by letter of the 7th of this month, we have transferred the soldier Gross—who was accepted into service as a sailor from the Regiment of Württemberg according to his transmitted deed—onto the ship Indus, to depart with it for Batavia in that capacity. In place of the said Gross of Kleintamtslingen from Baden-Durlach, whose first name is George, and which we had filled in on his said deed, Colonel Hügel pointed out the sailor Johan Fredrik Groose of Frankfurt am Main, who requests to be discharged from the Company's service. But in order to discharge him, we must inform Your Right Honourable, Right Respected Sirs that his formal account is not maintained here, and that the pay clerks await the further approval of Your Right Honourable, Right Respected Sirs, should the last-named Groose still be on a debt account with the Company, as is probable. Captain-Lieutenant of Artillery Paul Cher de Rachard having departed this life during the past night, we cannot fail to give the necessary notice of this death to Your Right Honourable, Right Respected Sirs. In accordance with your Right Honorable, Highly Esteemed letter of the 8th of this month, we have the honor to report that the sailor Johan Fredrik Groose of Frankfurt am Main, earning f9, who arrived on the ship De Maria Cornelia on the 5th of March last and, due to illness, has remained in the hospital here. On the 9th of this month an accident occurred at Tangale which, according to a report from Lieutenant Nicolaas Leu to the Lieutenant Dissave van Schuler, happened as follows: The bombardier Arendsz, having come out of their room in the evening drunk with the gunner Liefhebber and having drunk even more, the assistant Mentsz, who had fetched lamp oil to light the lamp and for which purpose he had brought a piece of firewood with embers from the galley, came along. After lighting the lamp, as he wished to leave again, the gunner Liefhebber took the piece of wood out of his hand and threw it into a half-barrel containing loose cartridges that stood in the said room, which however did not catch fire, but by fanning it with the hat, which the bombardier Arends did, it finally caught fire. The assistant Mentsz, being the closest standing by the barrel, was most horribly burned, as was also the bombardier Arends. The former died the next morning at five o'clock, and the latter on the 11th thereafter. The gunner Liefhebber, who is said to have stood outside the door of the aforesaid room and held it shut, was, upon the accusation of the deceased, sent by Lieutenant Leu to Matara, and whom we subsequently have summoned hither with the evidence in order to have the matter further investigated according to the circumstances by the Honorable Fiscal, which we hope may meet with your Right Honorable, Highly Esteemed approval. We have also immediately detached another from here to Tangale in place of the deceased bombardier, and also sent a gunner and an assistant thither. For he leaves it to the enlightened judgment of your Right Honorable, Highly Esteemed to assess whether it is even likely that he would have received a letter from Colonel Drieberg dated 29 December 1791 concerning the drillmasters in question, since he only proposed to Colonel Drieberg on the 9th of January last to transfer the drillmaster Zwenselberg to the company of Captain Singo Sarie, and in response to this received an answer from Colonel Drieberg dated the 24th of January that his Honor would write further about this after having previously conferred about it with the Right Honorable Lord Governor. Had the transfer of Zwenselberg and the summoning of the two other drillmasters to Colombo occurred to the undersigned Major by the letter dated 29 December 1791, according to the assertion, this proposal of his would have been pointless, and the answer would not have squared with the previous directive. the report which had been received, namely that the drillmaster Zwen Letberg had been placed as such with the Company of Captain Singo Sarie, whereto in answer was received in a P.S. of a letter of 26 April: It was stated long ago, but forgotten to be written, that Zwen Lebberg was placed with the Company of Singo Sarie as drillmaster, and that the two other drillmasters must come hither; may Your Right Honourable Sirs now be pleased to let this happen. Trusting that he would have received this order on the Company's behalf and not in a private letter concerning service matters, if His Honour the Chief had not judged that the recalling of these two drillmasters was internal, His Honour accordingly sent the order to his inferiors just as he had received it from his superiors. By this foregoing, the Honourable Major Scheede hopes it will be sufficient to convince Your Right Honourable Sirs that he was not well able to act otherwise than he has done, and thus also did not deserve the reprimand meted out to him, which has been particularly sensitive to him as a man who strives to serve his paymasters faithfully and honestly, and to satisfy his superiors in every manner becoming a man of honour. The Lieutenant Dissave Van Schuler writes to us that from the Magampattoe, both by the Resident Brinkman and the Commander Behm, it has been written to him that according to general rumour the Candians living there near the limits are inclined to settle in the Magampattoe and place themselves under the protection of the Honourable Company, and he requests firm instructions as to how he should behave in such an event. We therefore request that Your Right Honourable Sirs will be pleased to honour us with Your high honoured pleasure regarding this. The said Lieutenant Dissave has today sent hither a vagrant sent under arrest by the Postholder Smits of Kattoene and apprehended at the Lascarin post at Hillelle, concerning whom there was great suspicion that he steadily travels back and forth from the Company's to the King's country by covert paths, for which reason, having recently come from the King's country, he was apprehended at the aforementioned Lascarin post. Upon interrogation, this vagrant testifies that he is a slave boy of the Korle Mudaliyar Don Joean Alvis, and made himself absent from here a year ago, and has resided all that time in the village of Hakkroewelle in the Mature district, and served as a coolie with various people. At the request of the said Korle Mudaliyar, we shall, in confidence of approval, have the said slave of his put in chains and set to work on the public works here.
