In the first of these, the Honorable Major Scheede proposes that Sergeant Cornelis van Ingen, who was demoted to soldier a few months ago, be severely punished for bad behavior and continuous drunkenness, and as a person of evil disposition, and subsequently be transferred to Sailor in order to be sent from here to Batavia when the opportunity arises. The said Lieutenant Dissave van Schuler also informs us that, having been ordered to raise a fourth Company of Sinhalese, he has intended to take for this purpose half fishermen and the other half Chandoes, each under 1 Mohandiram, 2 Aratchies, and 4 Kanganies of their own caste. The Honourable Major Scheede has proposed to us to request of Your Noble Strict Honourable Mightinesses, as we hereby do, that instead of the currently serving garrison clerk Loose, the Sergeant and Quartermaster Johan Paul Buauker may be had in his place, with retention of the latter's rank of Sergeant, since he understands writing and arithmetic well, and has now already performed this service to the Major's satisfaction for over a year, whereas the first-mentioned Loose is less suited for it and is not competent in writing or ciphering, although otherwise nothing can be said against his conduct, and that he may therefore be transferred as a corporal to Company No 7. That His Honour cannot yet state the supply of salt in the salt pans, because the commissioners sent thither for the survey have not yet returned. Regarding the salt, I find myself obliged to represent to Your Right Honourable and Highly Esteemed Sirs that the same has hitherto been bought for consumption first at 4 stuivers and subsequently at 8 stuivers per parra, and I will therefore inquire after today why it must now cost 13 stuivers. That the addeponaars together with the oedepankareese thonie people refuse to recognise any ordinary or extraordinary voyages, but for every voyage, as in the Puttalam district, demand one rupee per day thonij hire, and otherwise refuse to provide their thonies, just as they have also refused to undertake the present voyage of the 2 thonies which His Honour maintains to be an ordinary voyage, and he was thus compelled, since without qualification he did not wish to proceed to coercive measures, to provide 16 stuivers per day in thonij hire to them, further requesting orders as to how he is to conduct himself in this regard in the future, as they positively refuse, upon the calling up of the oede pankare, to send thonies without the receipt of 30 stuivers thonij hire; and whereas by Your Right Honourable and Highly Esteemed Sirs' respected letter of the 30th December of last year it was ordered that only when the thonies are impressed extraordinarily into the Company's service, 7 and a half fanums hire shall be paid, and to the crew sailing thereon half a canum and a quarter measure of rice each per day, but that in ordinary cases nothing for hire but only maintenance must be provided to the people sailing on the thonies, I therefore request Your Right Honourable and Highly Esteemed Sirs' esteemed order in this regard. That at the guard post at Mellewe two Sinhalese were apprehended with karwaat, and one of them brought under arrest to Chilaw, whilst the other with the karwaat is arrested at the guard post at Mellewe, and that the one brought to Chilaw pretends to have intended to go with the karwaat to the King's territory for the barter of nelij, and since such was partly connived at and permitted by the Company's letter, and on the other hand a 5 rupee bounty was set for the apprehension of anyone with such goods, and the lascars of the guard post desire capture money, His Honour therefore requests orders regarding this. However, since by extract Resolution of the 1st of this month no mention is made of any fine upon the apprehension of karwaat, but only upon the intercepting of salt, I therefore request Your Right Honourable and Highly Esteemed Sirs' highly respected order as to how to act with the two arrested persons and their karwaat, and whether the requested bounty for the apprehension of those persons may be paid in full or in part. I also have the honour to accompany this with an extract letter from 2 letters dated the 9th of this month written to me by the Chief of Negombo and Chilaw, containing: That the 2 companies of Sinhalese arrived there on the evening of the 8th of this month, but will not be able to march to Tabbowa before their rations are sent thither, of which the necessary communication has been given to Lieutenant the Honourable Sierbach. That among the 4,000 rixdollars last sent thither was a large quantity of lead duiten which have not yet been disbursed, and at Chilaw there will also be a quantity, and thus the difficulty being great to exchange the lead for copper coin, since there will scarcely be as much money in the treasury there as is required for the disbursements, the Chief therefore requested to be assisted as speedily as possible with 7 to 8,000, namely 3,000 rixdollars in copper duiten, and the remainder in other coin species. That of the aforementioned 4,000 rixdollars sent thither more than half were lead duiten, and of which well over half has been disbursed to the military, who have spent the same both to the renter for what they owed for drink, and otherwise, and that the renter, before the receipt of the bills, paid his rent mostly in lead duiten, and also about 200 rixdollars were returned by the Company's Moors at Mutwal, and if one wished to have the lead duiten still among the people sorted out and not accepted at full value, a great commotion could arise, as also that there is nobody to sort the good from the bad duiten, and that the military testify to have received the lead duiten as good from the warehouse, and thus desire that they must also be accepted again as good. I have thereupon written to the Chief to take back from the military the lead duiten which they still have in hand from what they received from the Honourable Company for this month, and to give them other money in place thereof, exactly as is done at Colombo, which I trust will meet with Your Right Honourable and Highly Esteemed Sirs' esteemed approval. While I further also request a few money-counters from the treasury to be sent to Chilaw and Negombo in order to pick out the good lead duiten from the false ones. Shortly thereafter, the Honourable van Ranzow received a letter from Lieutenant Thierbach, stating that an inhabitant from the Chilaw district had informed His Honour that, having been near the boundaries to buy some rice, he had learned there that the said Mohandiram from the Kandyan territory was a spy, since along the road by which he came into the Kandyan territory he had been supplied with addukkus and batlindes; that they had been the two of them, but that he had made the other remain behind in order to carry out his business all the better. Upon my interrogation, the Kandyan declared that he belonged near Kurunegala and had been appointed mohandiram for the payment of 150 larins, of which post he was relieved again after the expiration of a month; but upon his grievance in that regard, the fairness thereof was acknowledged by the dissave, and against the payment of another 250 larins he was placed in another mohandiram's service. And since many injustices were subsequently done to him, he had sought an opportunity to come over into the Company's territory under the pretext of inspecting the guard posts and Company's boundaries, with a request for protection. He says further that the dissave of the 7 Korales and his mohottiyars etc. are of one accord, and cause the inhabitants much violence by making them supply provisions and extorting much money from them; that there had been some movement and ammunition had been distributed when our military lascorins occupied the guard posts on the Company's boundary in the Chilaw district; that the dissave of the 7 Korales was having elephants caught, that he had already obtained 4 tuskers and 3 aliyas; that the paddy crop had succeeded very well and there was an abundance of grain; that in the upper country there was no lack of salt, because most inhabitants had provided themselves therewith in time upon an order to lay in a supply for 7 years, but that in the low country salt was scarce; that the order of the Court was that the Kandyans should not fire first on the Company's people, but when fired upon by the Company's people, they should then fire back. Because this mohandiram testified that he was tired and weak, as the headmen in the Company's territory had not given him food to eat, so that he had only had to manage with young coconuts, I have had him taken to the room of my mohandiram on guard duty, with orders to provide him with food. The roll of these sepoys, signed by their commander the Ensign the Honourable Handerka, also accompanies this, from which it appears what they still owed on their uniforms which they took with them, and that they took no weapons with them. But that his Honour assumes there must be an error on one side or the other, or that a mistake was made when the first Easterners arrived there in the month of February 1790, and that the pay and rice they enjoyed there on the last of that month should have been applied for the month of February. However, his Honour was under the firm impression that all native troops, since they receive no board money, receive their pay as well as their rice in advance, or else that this recently received list contained an omission and should have stated that they were provided with both pay and rice until the last of April. That nevertheless, the Colonel's further clarification in response to his Honour's question confirmed that his Honour was mistaken, and thus was short by an entire month of pay for these Easterners. That this error arose because on the list sent with the Easterners by Adjutant Oppenheimer it was not stated how far they were provided with pay and rice, nor was this written to me by him. Wilwerie is a small village in the province of Kattoekolompattoe, situated four hours' travel to the northwest of Trinkonomale. We dispatched that same evening a detachment of 6 sergeants and 36 privates under the command of Sergeant Major Bluine and Lieutenant Zowel, with orders to surround the deserted sailors by surprise and to attack them with the bayonet if they refused to surrender. The officers partly accomplished their mission, as appears from the accompanying report. Sixteen men were brought in by the detachment, among whom seven were wounded because they put up resistance. On the 20th we sent a patrol of 1 sergeant, 2 corporals, and 12 privates into the province of Kattoekolompattoe to overtake those who had escaped. Since then, four have been captured by the Vannia of Kattoekolompattoe, one by Resident Aubert, and one by the inhabitants of Trinkonomale, so that three are still missing. Those who were apprehended have been handed over to the captain of the ship. To prevent them from deserting again, we have stationed the boat Suffren by the ship. Concerning the distribution of salt in the Company's lands, and the prevention of transport to the King's lands, we take the liberty, regarding the arrangements made on both matters, to refer to our humble letter of the 24th of October of the past year. In the province of Kattoekolompattoe, salt is produced in the coastal villages of Nilaweli and Komberpitti, and in some years also at Koetjewali. In the province of Tamblegam it is produced in the village of Samblegam. In the past year, because of the rain that fell in the otherwise dry season, no salt was made in any of these villages. To the inhabitants, and even from the Company's warehouse here, no salt is issued except upon signed chits. In the upcoming month of March, we shall, through the same commissioners who took the inventory of salt in the month of September of the past year, have the same inventoried again in the province of Kattoekolompattoe, and compare the lesser quantity that will be found against the chits. Further, in compliance with your Right Honourable order, we have instructed the Senior Merchant and Dissave of the Colombo lands, the Honourable D: T: Fretz, the Residents of Kottiari and Tamblegam, as well as the Wannia of Kattoekolompattoe, to allow no household more salt than it needs for one month. Fair promises brought Stephen van Gelderen to confess that he, along with Nettelen and several other accomplices, had stolen gunpowder, sulfur, saltpeter, etc., at various times, and had sold it to several natives outside Trinkonomale. The named accomplices were immediately arrested. The fiscal being ill, we entrusted the investigation to the two members of the Landraad, the First Lieutenants of the Artillery Burgoro and Diederiksz, who have since arrested a freeman Clement Adriaansz, a coolie Waijrewen, a Malabar smith Mailen Konen, and a coppersmith Wies Oewenaden. Two of the most guilty natives have fled. Nine accomplices were found to be materially complicit in the theft of ammunition goods. To take stock of the actual remaining balance of the artillery with the greatest accuracy, we have commissioned Captains Malle and Karuman; they have already found a deficit of 99 lb of refined saltpeter, 333 lb of unrefined saltpeter, 40 1/3 lb of sulfur, and 114 lb of nails. On account of the rains, the gunpowder cannot be surveyed before the month of June, at which time we shall be in a position to report to Your Right Honorable Worships how much is lacking in the artillery inventory. Because a single officer cannot supervise the fortification works at Trinkonomale and at Oostenburg at the same time, we humbly request that it may please Your Right Honorable Worships to make provision for this. On the 5th of March, Private Christiaan Maier of the Regiment Meuron went missing, and on the 13th, the sailor Ian Willem Taneken, without it becoming known where they have gone. On the 14th, Lieutenant Bartels arrived from Iaffanapatnam with the boat Sto Thomas, together with: 3 sergeants 1 corporal 1 surgeon 3 lance corporals 19 privates of the Regiment Wurtenberg. To the same as before Whenever the garrison of Trinkenomale becomes somewhat considerable, there is a lack of living quarters for European officers and soldiers. The shortage arises primarily because there are several private individuals living in the fort who are not inclined to rent out their houses. The first, named Paykier, has been put in chains for the period of one year, subject to the approval of Your Right Honourable Sir, and the second, Assena Poele, having gone along only as far as Keelij, for the period of six months to work on the public works. I also have the honour to send herewith to Your Right Honourable Sir under No 29 an affidavit from the people of the heathen temple situated at the Konrige Pang near Battikaloa, from which it appears that a strange vagrant or yogi named Nadedansie intended on the 12th of this month to stab a young man named Sinne Samie with a dagger hidden under his clothes, had the witnesses not rushed in and prevented it. Concerning the complaints raised on that account, it was found that the vagrant Nadedanshe recently came down into the country from the Kandyan territory via Nadergamma, and the act committed by him having been proven, the aforementioned vagrant has likewise, subject to the approval of Your Right Honourable Sir, been put in chains for the period of one year as above.
