49. Notice of such merchandise, provisions, and other goods as have been purchased here at this main office since the first of October 1788 until the last of August 1789, showing their quantity and prices, to wit: When you apply this to the aspect in which the Company currently finds itself to the west of the Indies, you will, as we trust, be sufficiently convinced that prudence provisionally dictates keeping within limits, carefully observing the undertakings of that prince whose inclination toward the Company is still so uncertain, and not entering into any close alliances with him, especially not when the same might have as their object the garrisoning or guarding of any garrisons of the Dutch Company, from which, even if done by the Ministers in the best faith, the most harmful consequences could easily arise. Section 60: The extract from the Fatherland having hereby been answered, we let follow below the further annual description, and begin with the main part on Ships and Vessels. Section 61: The ship De Schelde, mentioned in the beginning of this document, was measured upon arrival here according to orders, of which the report is annexed hereto. Section 62: According to a second report transmitted among the appendices, an investigation was also made as to whether the native sailors on the same were well treated during the voyage, who declared that they had no reason to complain. Section 63: Upon a written request submitted by Captain Christiaan Martensz, inserted in our resolution of the 12th of February last, two months' wages were provided to the crew of this ship. 50. 51. Continuation. Section 64: Upon a further petition submitted by the said Captain, we have had provided to that ship a hawser of 22 inches, in place of an unserviceable and overly shortened cable which, according to orders, was chopped to pieces and delivered to the shipyard here; furthermore also a mooring rope of 5 inches, three ditto of 4 inches, and two ditto of 3 inches, together with rations and medicines for four months; the request for iron hinges, clasps, and staples we have denied, and because there are no spars in stock here and they would have had to be purchased very dearly, the request for the spars mentioned in the report was referred to Ceylon, all more fully described in our resolution of the 21st of this month. Section 65: The frequently mentioned Captain Martens has also submitted yet another petition, containing a request for compensation for rations received short and spoiled during the voyage, as well as for wine, arrack, vinegar, and oil provided to the sick, and for rations provided during the voyage to Lieutenant van Manderen, two sergeants, and one soldier, for which they had not received [rations] at this main place. Section 66: We placed that petition in the hands of the Chief Administrator, and upon a report received from the same wherein it is shown that all the aforementioned requests are unfounded, denied the same according to the resolution of the 27th of this month. Section 67: From the said ship De Schelde, a sailor named Pieter Lichman from Bergen went missing on the 22nd of this month, who is suspected to have swum from his ship to another foreign ship in the roadstead. Section 68: This ship was further stationed on cruise before the sea inlet of Ayacotta together with our small craft De Verwachting, in order to prevent the Nawab Tipu Sultan, who has begun the war with Travancore, from landing on the island of Vypin with small vessels. Section 69: The ship Trinkonomale arrived here from Colombo on the 24th of November 1789 with some goods for this Government, and on a lower cargo of 3503 bags of saltpeter loaded at Porakkad: 530889½ lb pepper and 137½ candies. 52.

Upon the further request of Captain Paardekooper, as appears from the above-mentioned resolution, this ship was provided with another 2 months of European rations of pork and meat for 83 heads, since the ship has already been 4½ months out from Batavia and the Captain declared that he had received pork and meat there for only 6 months. § 80. The ship Vreedenburg, which we requested from the Ceylon Ministers in order to evacuate women and children from here should Tipu Sultan capture the Travancore lines and advance on this city, and in case he should retreat, to return a portion of the Ceylon troops, arrived here from Colombo on 9 March last, with which the Ministers have sent us one hundred forty-five lasts of rice, because the King of Cochin, owing to the hostile incursion of Tipu into his lands outside the lines from where the rice must come, has become unable to deliver the contracted requirement. § 81. At the request of the Servants at Tuticorin, this ship was sent thither on the 5th of this month to transport a cargo of paddy to Colombo, and according to the resolution of 23 March last, one month's pay was issued to its European crew, together with a hawser for the service of the ship in place of an unserviceable one, which according to orders was chopped to pieces in the presence of a judicial commission; but the further request of Captain Albert Coblijn for three months of provisions was refused on that occasion, because the ship had been provisioned at Batavia for nine months. However, since the said Captain made known by a further petition that he had departed Batavia more than eight months ago and had rations on board for only fourteen days, we had three months' rations issued for 74 heads, according to the resolution of the 1st of this month. The barks de Kreeft, de Jonge Willem Arnold, and de Gustaaf, together with the sloop Gale, arrived here from Colombo on 26 and 27 January last, and brought hither the reinforcement of soldiers requested by us from the Ministers. § 84. The bark de Kreeft loaded 228½ bundles of smoke-reeds at Kayamkulam and departed thence for Colombo on 7 February, returning here on 3 March with some cannons and ammunition requested by us, and was sent back on the 26th of this month. § 85. The bark de Jonge Willem Arnold was sent back to Colombo on 4 February with 21 lasts of Surat wheat, and in fulfillment of the Ceylon requisition with: 3 canisters of rock candy 2500 lb of wax candles 200 lb of raw wax This vessel arrived back here from Colombo on 4 March, likewise with cannons and ammunition goods, and at the request of the Ceylon Ministers was sent from here to Tuticorin on 21 March. § 86. We had the bark de Gustaaf depart again for Colombo on 14 February with thirty-five lasts of Surat wheat. § 87. And the sloop Gale departed back for Colombo on 21 March. The hoy de Verwachting has brought a cargo of pepper to Ceylon and was used for cruising. A new foresail was provided to the same. § 88. Upon the request made thereto by the Ceylon Ministers, we sent the hoy de Verwachting from Porakkad to Galle on 12 October 1789 with a cargo of 101,840 lb of pepper for the service of the early ship, with a dunnage of four hundred bags of saltpeter. The same returned here on 26 November following and was subsequently employed, as mentioned hereinbefore, to cruise off the inlet of Chetwai. § 89. According to our resolution of 8 January last, we had a new foresail issued to this vessel, as the old one, although having served not yet three years, was completely unserviceable and unusable according to the report received from the Captain and Captain-Lieutenant of the ship de Schelde, which was inserted into the resolution of the 14th of that month.

Continuation Schelde Section 100: Regarding the further goods indicated in that finding, we resolved to validate the permitted write-offs. Section 101: On the finding of the delivered cargo of the ship de Schelde, we disposed in the session of 9 March last and thereupon resolved to allow the 27 lb of cloves, which were found as surplus in eleven cases of nutmegs, to be deducted from the shortage of weight on the nutmegs amounting to 33.5 lb; to allow the 78.5 lb of cloves, which were found in excess in 446 cases, to be taken in; to allow the further shortage on the nutmegs of 6.5 lb, which was caused during processing by the flying off of dust and amounts to only 1/20 percent, to be written off; and also to validate the permitted wastage on the other delivered goods, and to reimburse the ship's officers at purchase price for whatever they delivered in excess thereof, and conversely to have the same compensate at purchase price for whatever was found short in excess on the linseed oil. § 104: of the bark de Kreeft. § 105: To the bark de Jonge Willem Arnold brought from Kolombo by the ship Vreedenburg, whereupon we decided to validate the shortage of two percent on the first and three percent on the latter, as being in accordance with the regulations. At the session of the 1st of this month, the delivered cargo of the bark de Kreeft from Kolombo was also disposed of, and it was decided to let the conveyors reimburse the unaccounted 6 carriage frames and 7 transoms, to validate the remaining shortages of iron as agreeing with the regulations, and to send an 8 lb cannon whose vent was burned out to 1 1/3 inches and therefore could not be used properly, with the unsuitable round shot found of 8, 6, 4, 3, and 2 lb calibers back to Kolombo, which was also done with the ship Vreedenburg. Under this head we have further the honor to report that sale of decayed among the spices unloaded from the ship Demerara 110: lb of worm-eaten, mite-infested and partly crushed nutmegs were found, according to the judicial report, entered into the resolution of the 1st of this month; since the same, if sent according to orders to Ceylon and from there in the autumn to the Netherlands, would completely perish, and the Company's merchants, given the absolute lack of that spice, offered six rupees per pound, with the exception of the entirely unusable dust and grit, we therefore decided on the aforementioned day to sell the damaged nuts to the merchants, after separating the dust and grit, the remaining one hundred pounds at the above-mentioned price of six rupees per pound. § 119 Private trade has this time not been conducted at all, due to the unrest that the Nabob Tippu Sultan has caused in this country, whereby all commerce and traffic inland is completely at a standstill.
