Upon the request presented by the Lord Governor on behalf of the Captain of the Military Johan George Fornbauer to be transferred from here to Batavia or Ceylon, it was, after deliberation, approved and agreed to favorably propose the same to Their High Mightinesses in the now departing General Letter. It having been communicated to the meeting by the Lord Governor that many European soldiers whose contracts had expired in the last four years, but who had until now been detained on account of the war, were now urgently requesting their discharge, whereby, besides the already small European garrison, it would be significantly weakened, and that His Honor, in order to prevent this as much as possible and at least to keep the youngest and most able-bodied men in the country, had set a bounty of ten rupees upon entering into a new contract, whereby two grenadiers and four musketeers were persuaded to re-enlist under the customary increases and term of time, as appears from the roll of names of Captains Fornbauer and Gebhard of the 11th of this month; it was, in consideration of the fact that a recruit in the Netherlands costs the Company one hundred guilders, with the additional risk of dying on the outward voyage, approved and agreed by unanimity of votes to conform entirely thereto, and to have the bounty money advanced reimbursed to the said captains from the Company's treasury. Friday the first of July 1785, in the forenoon at ten o'clock, all present. Appointment of a captain, a lieutenant, and an ensign in the Eastern company. Report on the sold glassware. Due to the death of the Eastern Captain Abduela Zatoeakan on the 9th of May last, it was approved and agreed, upon the proposal of the Governor and the approbation of Their High Noble Excellencies, to appoint the Lieutenant of the said Company, Ciedient Rampong Batavia, as captain titular in his place; and in his place as lieutenant titular, the Ensign in that company, Oesoep Takatra; and in place of the latter, Sergeant Kamal Kampong as ensign. The Honorable Head Administrator Reinier van Harn having made known by a report that, pursuant to the earlier resolution of the 2nd of April last, the 24 glass decanters and 248 lamp glasses were sold at public auction and a loss of f 13:18.8 was incurred thereon, it was approved to authorize the said Head Administrator to write off that amount in the books, and furthermore agreed to insert the said report herein. Repeated urgent requests having been made by the Junior Merchant Iohan Adam Cellarius to be dismissed from the residency of Kranganoor, because continuous experience showed that his wife absolutely could not acclimate there, it was thereupon noted that his honor was appointed as Resident in the year 1778, according to the resolution of the 25th of May, on account of the perilous circumstances existing at that time, and that the High Indian Government only approved this extraordinary appointment for the sake of the same, but also simultaneously ordered to employ a bookkeeper there again in the future when peace should be restored, in which situation one currently finds oneself again. And accordingly, upon the proposal of the Lord Governor, it was approved and agreed to dismiss the said Junior Merchant from that post. Friday the first of July 1785. And whereas the petitioner has already reached sixty-three years of age, whereby and by the severe hardships endured during his last commission in the past year with the late Junior Merchant Abraham Jean Scipio, performed before the Nabob Tipu Sultan, he has so declined in strength that he cannot recover and finds himself no longer in a condition to properly perform his duties, being still bedridden with illness, he therefore takes the liberty very urgently and respectfully to request Your Right Honourable, in consideration of the aforementioned reasons, to discharge him, the petitioner, from his office, yet nevertheless with retention of his present salary, board money, and emoluments of Junior Merchant, under Consideration regarding the request. Following the example of the appointment made of the Pay Bookkeeper Seyffer in 1769, it was approved and understood to introduce into this council as a member, and to give a seat to, Johan Andries Scheidsz, appointed on the 28th of July past as provisional Pay Bookkeeper; and having been called into the meeting by the secretary, and having taken the oath before the members of the government, a seat in this council next to the secretary was assigned to him, of all of which it was decided to make this record. Opened and read were two European homeland duplicate packets with papers brought to Ceylon by the country frigate the Phoenix and sent overland from there hither, and found therein were the duplicates of the extract from the Letter of the Gentlemen Seventeen written to their High Mightinesses in Batavia on the 15: May 1784, and a letter written hither on the 27: November following, along with all the enclosures according to the registers annexed thereto, of which the originals have already been received and noted in the resolution of the 24: July past, whereupon it was understood to make this record thereof. The Ceylon Ministers having requested in their letter of the 19: July past to send them the vessel the Flying Fish, which was offered to them by letter of the 27: September 1784 but then declined because they could not use the same there at that time, it was approved and understood to send that vessel thither at the first opening of navigation, and in the meantime to have it repaired of the defects that are on it and are known from the report of the commissioners, which was inserted in the resolution of the first of July past. Read was the report of the annual census of the households of this city by two Ward and Fire Masters, together with a report of the Under-Surgeon Pieter van Wullen and the native physician Tanasa Zandiet, who went around with the aforementioned commissioners to conduct an exact inspection of the inhabitants pursuant to the resolution of the 13: August 1772, from which it appears that no one was found to be infected with the distressing disease of leprosy; and it was approved and understood to incorporate both reports here. Having been informed from Quilon by letter of the 28th of July last that the bastion Mallabaar, due to the continuous action of the sea, had collapsed over a length of 30 covidos, the report of the then Second, Mr. Van de Graaff, and other commissioners of the 21st of September 1772, submitted to the then governing Governor, the Honorable Mr. Moens, and sent by His Honor to Batavia with a separate secret dispatch of the 25th of March 1773, was now reviewed, in which report the incident was already foreseen, and regarding which the highly esteemed Mr. Moens, in his separate secret dispatch to the High Indian Government of the 28th of March 1774, proposed to let the same take its course, and should it come to that point, then to reduce the fortress on that side by a cutoff proposed by the said commissioners, the plan of which is annexed to that report; which proposal was approved by Their High Honors in a separate secret rescript of the 30th of September 1774. But since from the servants' letter it could not be perceived whether the plan just mentioned should now or could also be carried out without alteration, and the Lord Governor declared his intention to go to Quilon in the coming month to take ocular inspection of the defects there, it was approved and agreed to note this here, and to defer the final disposition until His Honor's return. Thursday the 18th of August 1785 land and the sea, the covered way with the batteries, bridges, and traverses, banquettes, and palisades constructed therein, the glacis and the outer moat, along with the palisade of coconut trees before the curtains and bastions along the river side, as each item is to be described in further detail in the continuation of this document, and they shall be handed over to the contractor under the last day of this month in perfectly good condition by commissioners whom the Honorable Lord Governor shall appoint, whereof a written report shall be submitted, which must be signed by the contractor for the takeover. 1. The fleche between Bastion Holland and the sea with its forward ditch and the guardhouse and further buildings standing therein, the lowered fortified passage to the covered 87 Thursday the 18th of August 1785 covered way, and the bridges of teak wood lying over that ditch. Note. The parapet of this entire outwork is lined internally with half coconut trees, but these rot quickly and cause continual repairs; the contractor shall therefore line this parapet internally with a stone wall at his own expense and at the same time have the banquettes built up of masonry, as he has calculated that these higher expenses, which he incurs in the first year, will be recouped in the following years through fewer repairs.
