Right Honorable Most Worshipful Gentlemen, We cannot fail hereby to bring to the most respected notice of Your Right Honorable Worships, that the Honorable Supreme Indian Government has favorably pleased to discharge the first undersigned, at his repeated request, from the management of affairs here, with a transfer to the Malabar Coast, under the title and rank of Governor and Director, whither he today is indeed also to depart on the Jonge Lieve, after having first made a liquid transfer of the Directorate to his replacement, the former Second Martinus Joan Bosman, to whom the aforesaid Supreme Indian Government has seen fit to entrust again the Directorate, and having left a memorandum according to order, the copy of which accompanies this, as well as various other papers, and among them especially two complete sets of our resolutions of the year 1768, together with an equal number of copies of the general and secret letters sent during this year until the date of this letter to the Honorable Supreme Indian Government, all specifically noted on the accompanying register. While the outgoing Director most humbly thanks Your Right Honorable Worships for the continued satisfaction shown by Your Right Honorable Worships regarding his actions in Surat, the incoming Director, who also embraces this opportunity to most humbly solicit his confirmation in this post from Your Right Honorable Worships' particular generosity, cannot fail to assure most sincerely that he will apply himself no less in all his actions to obtain the high approval of his highly esteemed masters, and thereby render himself increasingly worthy of their high benevolence. the 29th of July prior, we have the honor in all respect to reply thereto, that we have caused the contract in question to be deposited here as well in the secret chest, in order to be able to make the necessary use of it on occurring occasions. Also, the crew members have enjoyed the freedom granted to them by your High Noblenesses to sell their permitted cargoes wherever they wished; but as they found the highest market among our subordinates, the preference was also given to the same by them of their own accord, whereby all consequences that might have been drawn therefrom by the English, in case they had been buyers, have lapsed of themselves. And which conclusions, especially with regard to the Company's merchandise, the Director in particular can have the honor to assure your High Noblenesses, that he will endeavor to the utmost of his power to make all such chimeras constantly vanish into smoke, whether the competitors become masters of the private goods or not. And in the same manner, with regard to the old order, not renewed by your High Noblenesses, not to admit any native rulers into trade, and to make the same applicable to the English as well, he will in case of such encounters always, according to the terms of your High Noblenesses' honored intention, observe that which can take place without harmful consequences to the greatest benefit of the Honorable Company. We have cited in our general missive, as if in passing, the poor prospect that existed for obtaining acceptable prices for the powdered sugar, and what reasons we had for it. And now, speaking somewhat more specifically of the sale, we must inform your High Noblenesses with regret, that whatever trouble and efforts we have made to persuade the brokers to make a reasonable bid for that brought by these ships, they have nevertheless not been moved thereto for the present. After having been unable to accomplish anything with those people, we spoke about the same subject with the most prominent and wealthiest merchants of the city, but they, as well as the brokers, are so apprehensive on account of the considerable quantities of sugar that the English (besides our own stock) have brought here, to Bombay, and into the Gulf, not counting a ship that they according to their saying still expect daily from Batavia; that they, seeing no good outcome whatsoever in buying from us, do not even dare to venture a proper bid; and this is then also principally the reason why we, in our currently departing provisional demand of merchandise for the year 1750, have demanded no more than 4000 canassers. We do not wish to hope that these obstacles will occur at the departure of the last Ship, yet should it so happen, we will do our utmost to prevent all innovations, which however slight they may be, in a country like this, in the course of time must become harmful, as here ancient customs are regarded as immovable Laws. Resolutions of the 19th of November and 10th of December, to which we in this respect behave as well, in the hope of a favorable interpretation, as regarding the further trifles that this ship only needed. Meanwhile, the goods brought by this vessel have all been delivered reasonably well, except for the sugar, of which 7 canassers were completely empty, and 378 so damaged brought ashore that most had to be poured into sacks, and the shortage found consists of an extraordinary quantity of 63896 lb of powdered sugar and 2341 lb of candy sugar. We summoned the skipper to our meeting and asked him for the reason thereof. And he having shown thereupon, with an extract from the logbook, a declaration executed on board on the 30th of August, and a report from special commissioners who inspected the ship here in the roads, that this shortfall was by no means attributable to his neglect, but truly and solely to the aforementioned severe leakage, caused because the ship in the roads of Batavia had not been properly caulked and provided for by the carpenters, he very urgently requested, on that ground, also not to be held liable for the fault of another, but on the contrary to be exempted from compensating that extraordinary shortfall, or if such was not possible in respect of the whole, that he might then at least suffice with only having to forgo one-fourth or at most half of the 4 per cent ship's shortage allowed to him, and that the other half be credited to him, and that what was further still missing might not be demanded from him at all; since his loss would otherwise be too great and impossible for him to overcome; all the more so now that he found such a bad market here for the little that was permitted to him, so that he likewise would enjoy no profit on it, but suffer actual loss. These reasons having been considered by us, we found them by no means unacceptable, especially taking into account that the fault of another cannot well be charged to him, and that on that ground it would fall all too hard upon him if he were not permitted to enjoy at least half of the permitted shortage—which after all is effectively granted as a douceur to the ship's officers—but would lose the same entirely and, in addition, would have to pay the buy-out cost for 23601 lb of powdered sugar and 650 lb of candy sugar. Yet, since we are not at liberty to pass a positive judgment on such matters, we have only resolved in our meeting of the 10th current to refer him with his request to Your Right Honorables: as is respectfully done herewith. While the aforementioned three documents, with an extract from our resolution in which everything is stated in full detail, are enclosed herewith. And furthermore, having acted according to order with respect to the delivered cargo, we have the honor in that respect to report: Firstly: that the spices were brought and stored in sound sorts and very well-conditioned, in conformity with the invoiced gross weight. And that the camphor was likewise received in good condition, only with a slight difference of 7 lb gross on 54 bales. Secondly: that for the permitted shortages, according to the regulations, there have been validated and written off: 122 lb or 4 per cent on the alum 225 lb or 6 per cent on the Malacca tin 41½ lb or 6 per cent on the Japanese copper 1691 lb or 4 per cent on the candy sugar 40295 lb or 4 per cent on the powdered sugar 480 cans or 13 1/3 per cent on the arrack 13 cans or 6 2/3 per cent on the Dutch vinegar 5½ cans or 10 2/3 per cent on the olive oil 1 bottle or 2 2/3 per cent on the Dutch anise, and 1 bottle or 2 2/3 per cent on the Dutch distilled waters. Thirdly: that the ship's officers have been charged by buy-out on account for: 650 lb of candy sugar 23601 lb of powdered sugar 8 cans of arrack, and 4 bottles of Dutch distilled waters. Fourthly: that the officers, on the other hand, have been credited for: 41 lb of white Chinese alum. And Fifthly: that we find ourselves compelled to send back the 3 pieces of grapnels brought by this ship, along with their cost, because the same, according to the report of the equipment overseer, although not unfit, are nevertheless far too long in the shank to be used without danger in this shallow river on hard grounds. Furthermore, we have the honor to bring to the knowledge of Your Right Honorables as a rather unusual, yet very good thing: That up to this day not a single man has deserted, neither from the ships nor from our garrison. And as the bearer of this now already departs from here with 100 heads of Moorish sailors, so Landskroon not only also has approximately the same number, but we also believe we may assume that Veldhoen will take along no less. Yet we cannot possibly send cash with this ship to Ceylon. Because sales this year have been extraordinarily bad, and thus also little money has been brought into the treasury by the brokers, we have had difficulty getting enough together so that the collection of return goods could be vigorously continued.

However, we hope that this will be able to occur within a few days, and that we will also be able to dispatch with Landskroon, if not two, at least 100,000 Rupees for Ceylon; as it appears that sales will now pick up speed again. And aside from this, His Honour the Company's interests here are, thank God, in every way well situated. We have thus far encountered no hindrance in the progress of the work. Fourthly: that against this it avails nothing that the old remainder has been bought by the brokers and they have been debited for it under the ultimo of August last, 49 3 since, the same not being collected, so great a quantity as is in stock is thereby in no way diminished, while the brokers do not pay for the sugar before it has been collected, from which 26 Fifthly it must follow that the Honourable Company, when its capital must thus lie interest-free for so long, certainly has damage to expect. Wherefore the undersigned Secunde, being entirely unable to conform with the aforementioned requisition of sugar, would be of the opinion that (although one could manage very easily in the coming year even if no powder sugar were requisitioned, since in November 1768 one will still have a remainder of 10000 canassers, wherewith one would very well reach before November 1769), one nevertheless, to be completely certain, ought to requisition 2000 (say: two thousand) canassers, and no more. Extract of the General Letter from the Fatherland, written by the Noble High and Honorable Lords, the Representative of His Serene Highness, and the Directors delegated from the General Dutch East India Company at the Assembly of the XVII. To Their High Nobilities, the Governor General and the Council of the Indies in Batavia, dated Amsterdam the 6th of October 1766. Containing the matter of Surat. 61 Surat. The Director can desire no greater satisfaction than that his Most Worthy Masters express their contentment with the care and zeal that he has devoted to this Directorship. Thus, he offers for this special honor his humble gratitude, and respectfully referring to the successive separate and general letters sent from here, he hopes that Their High and Honorable Nobilities will already have had the pleasure of finding therein convincing proof that his actions thus far have been crowned with the Lord's blessing, for the Honorable Company's interests are in every respect in a good state of prosperity. The displeasure which, as shown by our general reply of the 4th of October of the past year, we had conceived regarding the confused state in which this Directorship was found upon the arrival of the present Director Senff, is not a little increased by the reports received since then, from which, to our particular dismay, it has further appeared that, through the misconduct and the far-reaching outrages of some servants, affairs there have almost fallen into total ruin. We therefore find all the more reason to express our contentment with the care and zeal of the said Director, by capable and adequate means, not only regarding the past, to keep the Company indemnified as far as possible, but also, in the future, to return this factory once again to its former flourishing state, and from which we hope, under the Lord's blessing, to experience the desired effect. Meanwhile, we have seen with pleasure that the sales in 176 2/3, taken in general, turned out fairly well, but we cannot pass over unnoticed the sale of 2881 1/8 lb of iron with a meager advance of 21 3/8 percent, and although at a following sale the iron was disposed of with 45 3/8 percent and the nails with 40 3/4 percent, that advance is nevertheless not proportioned to the volume of those goods, and corresponds, especially with regard to the nails, in no way to the great fuss made by the previous administration about the profits that would supposedly be obtained from the sale of the same. Iron has always been here, and is still, an article of trade upon whose selling price and yield one cannot rely. For although now and then a good prospect presents itself, it is nevertheless seldom of any duration, because the English and Portuguese import this mineral so irregularly that at times it cannot be had at all, and then again all at once it is so abundant that it scarcely finds buyers and cannot be sold except at a loss. But the nails, as they usually come from the Netherlands, are not in demand here at all, because the natives in all their shipbuilding are accustomed to clench them, which these nails cannot endure on account of their brittleness. Otherwise, nails would yield good profits here. And since not only in this Directorate, but also at other Western Offices, complaints have repeatedly been made about the supply of bad sugar, it is pleasing to us that you have provided this Office with better sugar, and we furthermore also expect that, with a proper execution of the orders which we placed upon the trade in this article in our letters of 10 October 1764, no other than sound varieties will need to be accepted. This return consisted merely of a rough indication of the profits that the merchandise was expected to yield if they were relinquished for the bid made, in order to be able to pass judgment with all the more confidence in the meeting concerning the bid itself. And since camphor remained excluded from the sale at that time, this article should also have been crossed out in that return, or else the necessary notes in that regard should have been made beneath it. But this not having happened, and on the contrary the return having been dispatched just as rough as it was, we therefore very humbly request forgiveness on that account as an oversight, for which we have ordered the Trade Bookkeeper to take care in the future. The sale of the parcel of long pepper from Timor, sent to this Directorate as a trial, having turned out even more disadvantageous than that upon which reflection was made in our letters of 10 October 1764, we still adhere to that which we wrote to you in this regard in our aforesaid letter. If these lands were governed according to the laws of justice and equity, the Director would raise no difficulty in also admitting city regents into the trade of the Honorable Company. But now he has deemed, as well as all the most vigilant men among his respective predecessors, that he must employ all his powers to keep them out of it, and above all to take care that they might not make themselves masters of the Japan bar copper, since they know no guideline other than that which their covetousness and greed suggest to them. And this is properly the foundation upon which the reasons rest which he has brought forward to demonstrate that it would be dangerous to hold a public auction of the copper. Indeed, upon that same foundation he requested of Their High Mightinesses by secret letter of 15 April in the year 1767 to make the old and so often renewed order, not to admit any regents into the trade, also applicable to the English gentlemen; since their Chief here holds the entire power of the city in his hands, and consequently can injure the Honorable Company's trade far more than the native regents have ever been able to do. While for the rest regarding this article we respectfully adhere to our answer, placed in the margin of the latest spring Home Extracts, which are inserted with our general letters of 10 April and 30 December 1766, and completely demonstrate that one may attribute it solely to the reduced selling price that 600,000 lb. were disposed of in one year, whereas previously the entire sale ordinarily consisted of only 1, 2, or at most 300,000 pounds. We nevertheless leave it to the good discretion of the Director to act in this regard according to findings, and we shall await what effect the price reduction of that copper will have on its sales. Whenever the English bring cloves here, inquiries are made as to where they come from. And often it has also been discovered that they were actually bought on the Malabar or Coromandel, yet frequently one cannot find this out, especially when the import takes place in barrels or large cases, differing from those in which they are ordinarily shipped on behalf of the Company. And then one certainly cannot assume otherwise than that it must be stolen or smuggled goods, which were brought with small vessels from the East to some place in or near the Strait of Malacca, and collected from there by them. Meanwhile, however this may be, it is nevertheless certain that the English can very easily dispose of them with some profit. For at Bombay the export, if we are not mistaken, We have observed with attention that considerable parcels of cloves have been brought to this office by the English from various places, but it seems very questionable to us that those cloves should for the most part have been bought from the Company; for it not being to be presumed that the English would be able to sell those spices in Surat at a higher price than they can be obtained there from the Company, they would be able to make little profit with the bringing of those cloves, unless they had bought them second-hand at a lower price than they were first sold for by the Company, as has taken place with respect to some merchandise on the Coast of Coromandel. The request made to you by the Director and Chief Administrator, to treat by separate letters the special orders and information which you should judge necessary to give with regard to commerce, does not seem unacceptable to us, and we do not doubt is entirely free, and here in Surat the native regents also dare to demand nothing from whatever the English sell; whereas on the contrary the 100 lb bought by a native merchant from us for ro/a 350.- comes to stand at more than ro/a 390.- due to heavy duties, before they are brought outside the city gates for shipment. And from which it then clearly appears that it turns out not more disadvantageously, but in some respects even more advantageously for a merchant here, when he pays an Englishman 390 Rupees for something that he can get from the Hon. The damage incurred on these returned parcels of wax was, if we are not mistaken, compensated to the Hon. Company. that you will also have given the necessary reflection thereto; but since by that request it was made known not indistinctly that among the Company's servants in this Directorate there are persons found who make a punishable abuse of that which you write to the joint ministers in the general letters, we recommend the Director to keep a watchful eye on the conduct of such servants as might be suspected of being guilty thereof, in order, upon discovering such abuses, to send them to the capital, to be subsequently corrected by you according to merit. It is furthermore of our complete approval that the ministers have sent back to Batavia the parcel of wax that was received with the ship Kronenburg and found to be of bad condition, and that you subsequently have caused the Company to be compensated for the disadvantage that would have been caused by the acceptance of such defective goods.

This assessment has resulted in an equal state. The requisition of returns for the homeland has this time been so completely satisfied that not a single piece is missing from it. Also, [illegible] were suffered; we further expect that Your Honors will have acted in like manner with the other lots that were found to be in equally poor condition and were for that reason also sent back, since it would not be reasonable to burden the Company with the damage caused by the inattention of its servants. The reasons which the ministers have put forward to ostensibly excuse the detention of the manufactures, which were afterwards sold at a loss and, in accordance with Your Honors' orders, had to be reimbursed to the Company at a 50 percent advance, are far too frivolous for it to be necessary to enter into any discussion of them; and trusting that these alleged reasons have also been considered as such by Your Honors, we cannot doubt that Your Honors will have finally rejected the requested exemption. With regard to the collection of the returns, and especially concerning the procurement of linens, conforming ourselves to what was said in that regard in our requisition now departing, we further recommend that the ministers dispatch more promptly the ships conveying the returns for the homeland to Ceylon, in order to prevent the detriment caused when those goods are brought there too late, as happened recently with the cargo of the ship the Barbara Theodora, to which the late dispatch of that vessel contributed not a little. We had exerted our utmost efforts to send the ship and treasure that departed with it for Ceylon from here on December 15th, according to the orders of Their High Nobles. But it was nevertheless not possible for us to give the officers their dispatch earlier than the 20th, for the reason stated in the secret letter of the Director and the Second to Their High Nobles, dated December 20, 1767, a copy of which having been offered to Your Right Honorable Excellencies via Ceylon, we take the liberty of referring respectfully thereto. Because the Director kept the requisitions secret until he had mastered the required quantity, he succeeded, without much trouble, in obtaining so much putchuck. And this must certainly always be done if one wishes otherwise to succeed well in one's design, not only with respect to this, but also all other articles of trade that are not contracted out but purchased privately. For the entire supply of these goods, and especially of the putchuck, is ordinarily in the hands of only 1 or 2 persons. And if it becomes known beforehand what is needed, either those people themselves keep their merchandise at so high a price, or others make procurement so difficult by means of forestalling, that it is no wonder at all that the previous ministry, not having made use of that maxim, was able to satisfy the requisitions with such difficulty, and even proceeded to propose a means which the Director would not dare undertake to carry out, on account of the great dangers and heavy expenses inevitably attached thereto. That Director Senff was able to completely satisfy the required quantity of putchuck for Japan, we have seen with pleasure, the more so because so many difficulties in this regard were raised by the previous ministry that, to secure that product, they had even proposed a special dispatch to Sindh, whereas now, without the employment of such unusual and no less costly means, even more than the requested quantity has been provided. This is observed carefully and as far as possible, and the Director believes he may attribute the aforementioned remarkable reduction in expenses to that alone. Over the improved state of this Directorate in the financial year 1762/3, we express our pleasure, the more so because that improvement is also partly to be attributed to a reduction of expenses, for the further reduction of which we cannot sufficiently recommend to the ministers to employ all possible means. If the improved state of this Directorate, and especially the reduction of expenses for the year 1762/3, served to the satisfaction of Your Right Honorable Excellencies, we rest assured that the statements of accounts sent since, and especially those of the recently closed financial year 1767, will please Your Right Honorable Excellencies even more. For while the expenses in the aforementioned year 1762/3 still amounted to 126,153 guilders, 7 stivers, 8 pence, they have now dropped down to 101,646 guilders, 12 stivers, 8 pence. time to time were brought forward on account of repairs done and provisions made, as having been otherwise necessary and expended in the service of the Company, to the end that, upon finding the contrary, the unnecessary or excessively charged expenses might be immediately reimbursed, as the Ministers have done to our satisfaction with regard to the Specification that was submitted for the carpentry and repair of the vessels by the Master Attendant Clinkaert, who has since absconded. We are, furthermore, also willing to be satisfied with their disposition concerning a further specification by the said Master Attendant, although it is otherwise not beyond reflection that from the sum of f 2911: 12: 8 mentioned therein, the rigging of the country boat could have been left over. It appears nonetheless from those decisions taken, and from the complaints made since by the commanders of the vessels, how completely irresponsibly the said Master Attendant has conducted himself in the performance of that post, and all this serves redundantly as further proof of how little the previous Director cared about the conduct of the subordinate servants, since with proper supervision the unfaithful actions committed by the repeatedly mentioned Master Attendant could not have remained hidden for so long, and for which he ought rightfully to have received a well-deserved punishment. It has therefore also surprised us that the present Ministers have discharged the repeatedly mentioned Cinkaert from the service of the Company, indeed that they did not try to secure his person long before his desertion, since the finding of the aforesaid specifications submitted at their Resolution of the 7th of February ought to have given sufficient cause to suspect him of deliberate unfaithfulness. The ships that are to transport linens from here must necessarily be calked: And in this has also mainly consisted the sheathing done to the vessel mentioned in the margin. We therefore also conform to the orders that Your Honours, the Ministers, have given in this respect, and are otherwise satisfied with the means they have employed to compensate the Company, from his intercepted and sequestered funds, for the damage which the same would be found to have suffered through his committed malversations. That the Ministers, upon the representations made by the Skipper of the ship the Rebecca Iacoba regarding the unfit condition of the aforementioned vessel for transporting linens without being calked, and after a proper investigation of its unavoidable necessity, had decided to allow that repair to proceed, meets with our approval, since certainly not too many precautions can be taken to preserve the loaded goods from all leakage and decay, reach, so that he has had the honour to give notice thereof in his separate and secret letters sent successively to Their High Excellencies, to the contents of which he respectfully refers in this regard. yet since it has not appeared to us that the unfitness of the said vessel arose from storm or other sea disasters during the voyage, we do not doubt that Your Honours will have had a further inquiry made into the cause of that unfitness. Although it would not be advisable directly on behalf of the Company to make such a notification to the English Ministry here as was proposed in the secret missive from Director Senff dated 31st December 1764, we nevertheless judge that it will not be unserviceable to make that nation feel indeed the consequences that they have to expect from their unreasonable treatment; and the abuse that many of them make of the ease with which they find means to provide themselves at their pleasure from the Company's trading posts with what they claim they need for use, provides a double reason to execute the Director's proposal immediately. Having learned with regret of the violent actions of the English Governor Hodges on the occasion of the protection granted to the absconded Equipage Master Clinkaert, we would indeed have wished that more emphatic measures than protests could have been employed against it; but the state of our affairs there not permitting such, we must also let this incident pass, in the hope that Director Senff, by a The Director strictly observes this instruction careful answer of unfounded delays, but to which the Director had to leave the reply suspended at that time, because matters had in the meantime improved somewhat, and he gladly wished to seize that opportunity to achieve the aforementioned great objective, which was also attended with good success. That the guarantors of the former Cashier Oudenhoorn, by virtue of their guarantee, should not be liable at all for the arrears of the said Cashier, is a proposition that, considered on its own, we can in no way agree to, since on the contrary we judge that they are absolutely obliged to pay the amount of their guarantee, however much more money than was proper had been entrusted to the said Cashier. We are nevertheless satisfied with the disposition that Your Honour has made concerning the arrears of the said Cashier, and furthermore approve the arrangement made by the Director concerning the provision of cash to the Petty Cashier, of which we recommend the strict observance with all emphasis. Furthermore, proceeding to Your High Honours' aforementioned esteemed missive of 12th August, we express in the first place in general our humble gratitude for the favorable approval with which all our arrangements and actions in the Master's service have generally been crowned. We had also wished to be able to dispatch with that ship already, in accordance with Your High Excellencies' order, a lakh of rupees or ƒ150'000:-:- in cash for Ceylon. But this likewise having been impossible on account of the bad state of our treasury, this amount now goes with the bearer of this letter; though also not from our own supply alone, but by the assistance of the brokers, who have once again advanced close to 40,000 rupees. And provided that the sale of merchandise only continues a little, as it has begun to do for some time now, we shall by no means fail to send the other 100,000 rupees along with the last ship as well, even if it were the case that the same could not be delivered on the way, but had to be conveyed over to Batavia. Yet with respect to the Moorish seafarers, we have succeeded better in fulfilling Your High Excellencies' desire. For while 125 were dispatched with the A- Schat, 135 heads are going with the bearer of this letter, the Landskroon. And we estimate that the Veldhoen will take along an equal number, if not 150. Toward obtaining such a considerable number, the authorization granted by Your High Excellencies greatly helps, allowing the accounts of the returned crews to be settled, even though no accurate lists of them have been received; in such manner as, according to the minute of the resolution of the 19th of November, has again been done with some groups, who have allowed themselves to be satisfied with one-eighth less than they previously stood in the books. For the survivors as well as the heirs of the deceased thereby getting some money into their hands, this certainly encourages many others to try their fortune as well. The procurement of 3 horses for the Emperor of Japan and 2 for the King of Candy having been entrusted to the Secunde Bosman, he had much difficulty in succeeding therein according to wish. However, this has finally succeeded, and the same are now going over with the bearer of this letter, in the hope and expectation that Your High Excellencies will be pleased with this our performance. The amount paid for them of 4000 rupees for those of Japan and 2630 rupees for those of Ceylon seems at first glance somewhat high. But we trust that it will already be known to Your High Excellencies that one must pay a great deal of money for horses here, especially if, as in this case, one wishes to have something good. And so that they may remain in so much the better condition and not become unsightly on the voyage through strange and unusual fodder, we have thought it best to provide along with them the usual fodder for a whole year for those of Japan, in such manner as is noted on the invoice, both the entire quantity and how much must be given daily. We have also stationed 2 grooms with them to attend to them all the way to Japan, on this condition, that each shall enjoy 100 rupees in hand, and subsequently the board of a sailor, and 5 rupees monthly in cash, of which what they have due upon the reappearance of our ships will be paid to their wives and children, but the remainder upon their return to themselves. And we request Your High Excellencies that these men, as soon as they are no longer needed, may return hither again. The merchandise sent to us with the present ships has all, but especially the spices, been received sound in its kind and also in good condition, except for the sugar from the A- Schat, of which the packaging, as shown by our previous letter, was somewhat heavily damaged and unsightly. And being unable to doubt that we shall be fully able to dispose of the Japanese bar copper and the camphor at the established prices, we also hope to negotiate such acceptable prices for the sugar and other merchandise that Your High Excellencies will be able to take satisfaction therein. While for the ample authorization granted in that respect and the trust that Your High Excellencies are pleased to place in us, we not only offer our due gratitude, but also assure in all sincerity that we find ourselves thereby so much the more obliged to exert all our powers, in order to give convincing proofs of our zeal and loyalty in attending to the Company's interests in general, but in particular in the matter of trade. And setting our honor in promptly complying with Your Right Noblenesses' order, we shall also by no means fail in the future, when drafting the price current, to give preference to the administrators over the moedij if they agree to deliver the goods for the very same prices as he. Yet we cannot refrain from bringing to Your Right Noblenesses' knowledge that at our meeting on the 19th of November last, a dispute arose concerning the true meaning of this order. The words thereof contain in substance the following, namely: "Yet although it is approved that the price current shall henceforth be drafted on the first of September, the administrators must nevertheless be given preference over the moedij with regard to the supply, if they can deliver the necessities for the same prices as he; whereupon, consequently, the Rop.s 8000: - disbursed by them to the moedij shall also lapse, as everything must then remain on the same footing as it was advanced to them from the treasury; while it is deemed proper that the same, however it may be, shall continue to enjoy the prAto 5. R= assigned to them." And from this, the secunde Bosman believed it to be plainly evident that the execution of this order should not be postponed until the first of September next, but that it ought to be carried into effect at this very moment, by taking the supply of the goods and the funds advanced to him away from the moedij and transferring both to the administrators. The director, on the other hand, testified that he could not find such a positive stipulation in those words at all; but that, on the contrary, the entire context thereof, and particularly the expressions "henceforth," "if," and "however it may be," clearly showed that Your Right Noblenesses' intention was by no means that the supply had to be given permanently and always to the administrators, but that they were to bid against the moedij, and in case of an equal bid, they should have the preference. That since this latter had not occurred at the drawing up of the latest price current, this order of Your Right Noblenesses could not be made applicable to it; that for this reason it would be no less inequitable than it would tend to the disgrace of our assembly if one were now without reason to breach a solemnly concluded contract, and force the moedij to renounce it to his considerable detriment, since one could well understand that he had already made purchases of many necessities and would thus be left stuck with them; and that if one wished to proceed to that after all, one should not handle it in a harsh, but in a gentle manner, by asking him for what percentage, by way of forfeit money, he would be willing to renounce the concluded contract; and in case his demand were not unreasonable, as the director believed he might assume that he would be satisfied with 3. or at most 5. per centos, that these should then be paid out to him by the administrators, against which payment they would not be able to object anything if they were confident that there was a considerable profit on the delivery of the necessities. But the secunde having rejected all of this, for the reason, as he said, that the moedij was a servant of the Honorable Company and on that account was obliged to submit without contradiction to the pleasure of Your Right Noblenesses, this matter was put to a vote, and the cashier Sluijsken alone voted in his favor. But the remaining members, the warehouse master Bangeman, fiscal van Harn, and secretary Huijsinga, preferred the opinion of the director. And thus it was resolved by majority vote in the future, as has been said before, to comply with Your Right Noblenesses' esteemed order, but for the present to maintain the contract with the moedij as it was concluded with him on the 31st of August last and recorded in the resolution of that day. We also had a dispute on the same day about the true meaning of Your Right Noblenesses' further order concerning the provision of medicines, which is contained in the following words: "And on this occasion we also order that the provision with the accounting of the required medicines, katjoe, etc., be assigned to the head surgeon stationed over there, as in former times." For the director, having remarked upon this that he could not understand what this order referred to, or why it was properly given, since during his presence in this directorship he had always assigned to the head surgeon the purchase and provision of all medicines that were requisitioned for Europe as well as the Indies, and that it would therefore be best simply to answer this by stating that in this matter one had already always acted according to the intention of Your Right Noblenesses, and would also not fail to comply with it further, the

But it is not his fault that he has not been able to enjoy that good fortune during the last year of his residence in this place as well. And therefore, living in hope that Your Right Honourables will not take amiss the foregoing lengthy detail, we at the same time very humbly request to be supported by Your Right Honourables' further pleasure concerning the procurement of the aforementioned trade goods. We also believe that this is not a matter that belongs before justice or an ordinary judge, but one that must necessarily be settled through politics. The reasons on which this our opinion rests are described in detail in the letters dispatched regarding this subject to the English gentlemen, which lie herewith in a separate bundle. And deferring respectfully to their contents, but especially to the last of the 26th of May 1767, we very humbly request concerning this to be fortified at the first opportunity with Your Right Honourables' further approval; while we shall meanwhile seek to keep this dispute alive until that time only by a further memorial that the Director will prepare, as soon as he has his hands a little freer after the departure of the ships present.
