as noted in our session of the 5th of this month, we had to decline in the politest terms the request made by the frequently mentioned Nabab to the first undersigned, namely to be assisted by one of the small vessels, well-provided with cannon and further war ammunition, against the armada of the Damagie who are currently besieging Brootchia, until peace should be concluded, as we could by no means resolve to engage ourselves thereby frequently in a public dispute with the Marathas. As appears from the record of the Resolution of the 13th of March last, we received on the 27th of February news from the servants at this office that the city was besieged by the armada of the Marathas under the command of General Fattesing, and was so enclosed that the return goods lying in readiness there could not be transported hither, the river being blocked to such an extent that no vessel could sail up or down. We thereupon deemed it necessary, as we could not let the bearer of this depart without the return goods and there was no appearance that this blockade would be raised again so soon, to request at once the necessary parwanas from General Fattesing, and on that occasion to offer His Excellency a small present to the amount of 149:—:- guilders purchase and 393:3:— guilders sale value, as indeed apart from that very little can ordinarily be accomplished with the native princes. This then had the fortunate result that we obtained the requested parwanas, as the same are inserted in the aforementioned resolution, and thereby secured the return goods from there, hoping therefore that Your Right Excellencies will favorably approve the aforementioned gift made. Ahmedabad. On the urgent necessity presented by the lodge keeper there for making some repairs to the Company's lodge, we resolved on the 1st of June of the past year, for the reasons stated therein, to authorize the said servant to make the most necessary repairs, provided the expenses calculated for this did not exceed a sum of 300 rupees. The specification of this having arrived on the 31st of August last past, we have made such dispositions regarding it as we had the honor to inform Your Right Excellencies hereinbefore under the heading of Carpentry and Repairs, while on the said 1st of June it was approved to reject the request of the frequently mentioned vakil, tending to be accommodated with some merchandise. The Company's lodge there being inhabited by the aforementioned vakil, there are no other ordinary expenses chargeable to the Honorable Company here than the maintenance of 2 peons and a gatekeeper to guard the said lodge, for whose annual maintenance we remitted a small sum of 159 rupees by bill of exchange under the ultimate of August. And parting herewith from this abandoned office, and having nothing worthy of Your Right Excellencies' attention to report concerning Muscat and the Persian Gulf, we have come to the domestic matters, regarding which we take the liberty to submit the following respectful report to Your Right Excellencies, in the manner as they were dealt with in our resolutions: That on the 24th of April 1769 we were forced, for advances to the linen suppliers and other daily expenditures, to negotiate one hundred and fifty thousand rupees in the name of the Honorable Company, but for the account of the brokers who owed a considerably larger sum to the Company, as we had the honor to inform Your Right Excellencies in our previous letter. And although we would now be in a position to pay off this sum, we nevertheless thought it better to wait a little longer and first send off 100,000 rupees to the main settlement by the bearer of this, as we also have the honor to offer the same to Your Right Excellencies herewith, and also to make the contracted advance of up to 100,000 rupees to the suppliers, and after that to pay off this debt again, since the brokers have not yet settled their debit mentioned in our previous letter, but are still indebted for 156,422:45, and are thus obliged to pay the interest running on this negotiated capital; and we hope shortly after the departure of this to be able to make the aforementioned payment. On the same 24th of April we authorized the dispenser to hire a fifth water palanquin bearer for the service of the lodge, and on the 31st of August we passed a specification from him for payment on account of repairs made to the Company's first carriage and to the chairs of the council chamber, amounting to 692:31 rupees. Seeing ourselves forced by a lack of gunpowder to make a purchase thereof, we authorized the equipment overseer on the 14th of August 1769 to purchase a quantity of 1500 lb. The purchase money of up to 400:- rupees resulting from the Horrij de Brootroth sold at public auction by the head administrator has, as appears from the record of the resolution of the 14th of August, been counted into the treasury, as well as the 85¼ rupees yielded by the stale beers sold at public auction and brought by the ship Huis Ter Meije, as shown by our decision of the 5th of April last past. As appears from the record of the aforementioned Resolution of the 14th of August, the general muster under the ultimate of June was duly completed in proper form.

The annual price-current having been drawn up by the Equipment Supervisor and Dispenser and presented to our meeting on the 31st of the said month of August, we have granted the supply of the goods, at the prices stated therein which were reasonable and not set too high, to the said administrators, each as far as his administration is concerned, after we had previously summoned the Honorable Company's Moodiar into the meeting, and he declared that he was completely unable to supply the necessities for lower prices than the above-mentioned statement. Upon the report of the Head Administrator Sluijsken, as the same is inserted in our session of the 31st of August, we have, considering that the reduction of the rupee by sixtieth parts, as has been in use here according to the resolution of the 26th of July 1764, now that the Surat rupee—according to your Right Honorable venerated order of the 8th of January 1768 and the report of the Senior Merchants of the Castle dated the 31st of December 1767 annexed thereto—is calculated and handled in the trade books according to its intrinsic value at 24 Stuijvers, may give rise to confusion and errors, since the division of 24 into sixty, being the parts into which the rupee was so long traded at 30 Stuijvers is divided, has no correspondence, and yet the reduction of the said coin species by such or another number is but an imaginary calculation, approved to let the reduction of the rupees henceforth in all papers be made by 48th parts, being the same to 24 that 60 is to 30, and to make a start therewith in the book-year 1769/70, as also the price-current mentioned above was immediately changed accordingly and entered in our resolution of the following 26th of October. The said Head Administrator on the aforementioned 31st of August having submitted an account of receipt and expenditure of the instrument seals prepared and used in that book-year, examined and signed for approval by two judicial members as well as the Fiscal, we had the moneys derived therefrom counted into the cash chest, while we have acted in the same manner regarding the account for the last expired six months, recently submitted and entered in the resolution of the 13th of March. The memorandum or findings submitted by the Warehouse Master on the more frequently mentioned 31st of August regarding the merchandise brought in in the year 1768/69, together with an indication of the shortages occurred thereon, what was handed over for the King's toll etc., and what was weighed out to the merchant, having been entered in the resolution of that day, we have furthermore approved to store the notarial protocols under a register in the secret chest, in order thereby to prevent the abuse that may be made thereof when the clerks have free access thereto, and to transfer the secret chest to the residence of the Director, and to have it inspected annually at and during the inventory of the main chest. Upon the report of the two judicial commissioners together with the Fiscal, who examined the pound weights and balances in use according to the order of the last day of August 1769, as the same is entered in the resolution of the 26th of October following, we have approved to send the 4 pieces of unfit balances to the headquarters, and to have 4 others issued from stock in their place, the said unfit balances, properly sealed, having already been dispatched from here per the ship Huijs ter Meije. We also, on the 26th of October aforesaid, had an amount of 4000 Rupees disbursed from the cash chest to the Warehouse Master Holmberg, under proper surety, to be employed by him for the payment of the necessary expenses in the unloading and reloading of the Honorable Company's ships, and subsequently to be counted back into the cash chest upon the submission of his specifications. On the 23rd of November, having taken the resolution to have the incoming reports regarding the general inventory of the last day of August last sworn to by the commissioners before the Court of Justice, the same was duly carried out, as appears from the notes of our session of the 4th of December following. The outgoing Cashier and Invoice Master Heideman having made proper transfer of the small cash chest to his replacement, the outgoing Pay Bookkeeper Spierejee, as appears from our resolution of the 4th of December, the latter on the 14th of the same month again made a liquid transfer of the pay office to the newly arrived Pay Bookkeeper Huijsinga, which latter has also provided the necessary sureties. The aforementioned Cashier and Invoice Master Dirk Spierejee, who has departed from here to Batavia per the Huijs ter Meije, having made proper transfer of the small cash chest to the provisionally appointed Cashier Zimmerman here, as shown by our resolution of the 14th of December, the latter has also provided the necessary surety for this administration according to order, as the same is entered in the session of the 20th of December. Having been informed in 1769 that a certain consignment of wheat, sent from here in 1768 on the Huijs-om, was not only more expensive but also of poor quality, such that they could not dispose of it at the invoice price; they had taken the resolution, concerning the remainder of which their Honors sent us a sealed sample, that it should appear from specially appointed commissioners that this wheat was full of dust and worms, maintaining that it must already have been old and tending towards decay upon shipment from here, and that consequently its suppliers should bear the loss thereon; we therefore judged on the 30th of January last, before taking a final disposition in this regard, that the report received from the Ceylon commissioners ought to be placed in the hands of the Company's Moede Mannik Dada as the supplier of this grain, with orders to the same to give an account thereof at the earliest opportunity. And the report having been examined in our meeting on the 13th of March last, it appeared therefrom that, according to a notarial declaration by the two special commissioners who assisted at the weighing out, the said wheat was very good and deliverable according to the sample, and that at every weighing of five bags one of them was opened and always found to be very good, so that they could perceive nothing other than that it was of the best sort and of the latest harvest, just as it was also received to the satisfaction of the ship's authorities; and not only that, but in addition the remark made in the aforementioned report seemed to us by no means objectionable, namely that the Ceylon Ministry, had this wheat not been of a good sort or tending towards decay, ought not to have accepted it without immediately having an inspection taken of it, and that this would presuppose that the wheat was received and stored in good condition, but only spoiled thereafter and quite possibly after a considerable time; wherefore we have been satisfied with the said defense, and will give notice hereof to the aforementioned Ceylon Ministry at the first opportunity. All the remainders of the financial year 1767/8 having been weighed out to the merchant, we examined in our assembly on the 13th of March aforesaid a statement drawn up by the Warehouse Master Holmberg of such merchandise as still remained in the warehouses on the ultimo of August 1768 under the accountability of the then Warehouse Master and the late Secunde Bangeman, and which were weighed out to the brokers by the former Warehouse Master Sluijsken, and subsequently by the present Warehouse Master Holmberg aforesaid, showing what was successively weighed out from them, as well as what was subsequently found to be surplus and deficient thereon, and disposed thereof in the following manner: to have the brokers, who were already debited in the books under the ultimo of August 1768 according to the method of that time for the amount of all the merchandise, pay to the estate of the said late Chief Administrator Bangeman the amount of 76 lb of Japanese bar copper, 760 lb of Malacca tin, 11½ lb of camphor, 4358 3/8 lb of flat bar iron, as was weighed out to them in excess of what they stand debited for, and on the other hand to have the attorneys of the frequently mentioned Bangeman reimburse the said brokers for such 11781 5/8 lb of powdered sugar as the last-mentioned brokers received too little, as it has appeared to us from a contract drawn up by the present Chief Administrator with the deceased under date of 15 October 1768 that all these goods remained under the accountability of the latter. Furthermore, following the resolution taken in our session of the 30th of January of this year, we take the liberty very humbly to submit to Your High Excellencies how we are entirely unable here to maintain the Honorable Company's burial ground—even if only a small annual maintenance is constantly performed on it—solely from the monies of the collections in the church etc., as one will be obliged in these years to carry out various repairs on it, with the humble petition that it may please Your High Excellencies favorably to grant us permission to retain here the monies paid for the manumission of slaves, which according to the orders must be remitted to Batavia, and to employ them for the preservation of these memorials against time; while finally we have the honor to present to Your High Excellencies in original the report of the judicial members and the Warehouse Master, who in the presence of the Fiscal inspected and handled according to order the nutmegs packed in tobacco and received here as samples. And we must still report in concluding this section that here, from the 1st of September last to the ultimo of March of this year, a very considerable amount of approximately 700,000 lb of tin and 2788087 lb or nearly 6900 candy of powdered sugar was weighed out from the warehouses to the Company's brokers and collected by them. Concerning the purchase of houses and lands, we have nothing else to report in this regard than that it has hitherto been impossible for us to obtain a formal deed of sale, executed before the ecclesiastical judge, for the land immediately adjoining the Company's garden Zorgvrij in the village of Attuwa, which was taken over from the former Director and present Lord Governor and Commander of Malabar upon his departure. 149 113 Ceylon Ministers of 21 March 1769, have fulfilled the received requisition of wheat and some other necessities per the Huys ter Mije, and furthermore, according to the order, have dispatched thither with the aforementioned vessel a sack or 100000: rop:s. We have subsequently received from the Ministers there a letter of 25 October 1769 with a sealed sack of wheat attached thereto, upon which having subsequently resolved as stated in our resolutions of 30 Jan: and 13 March, both of this year, and as we have had the honor to inform Your High Noblenesses hereinbefore under domestic matters, we request permission to refer thereto here, taking the liberty to report further. That on 30 Jan: last, deliberating over a letter received from the Cochin Ministry of 29 9ber: 1769 with a requisition attached thereto. Requisition for that Commandery of 100000: Rupees, 150: p:s of bunting, 100: lb of best red sealing wax, and 2: packs of blankets, we have had to decide to satisfy the last-mentioned goods at the first opportunity thither, as the same have also already been made ready, but to dispatch the requested funds not thither, but to the Principal Place, in consideration that Your High Noblenesses in your most respected writing of 15 Aug:s 1769 were pleased to order once again to continue with the remittance of money following the order of previous years, and besides, it would run contrary to Your High Noblenesses' express command, namely that the ships that depart from here in April must even stay out of sight of the shore, and thus of the Malabar coast; while it seemed natural to us that the financial embarrassment there must not have been very 15 114 very great yet, as in that case the Ministers would certainly have made some mention thereof in their letters, and it is in any case to be thought that the said officials, if the scarcity were great, would certainly have lifted from that vessel the 100000: rop:s sent to Ceylon with the Huys ter Mije. In the same manner, on the 5th of this month, we deliberated on a letter also received from there of 10 Jan: last, whereby the same Ministry thinks fit to write to us regarding a certain palla belonging to the local ruler of Cannanore, Adi Raja, with its cargo, upon the request made by the said ruler to them, and to grant to the said ruler, or at least to promise, that those merchandises would be stored here in the Company's warehouses, and he would obtain the necessary advance payments of cash therefor out of out of the Company's treasury, with the addition at the same time that this ship could and also ought to be considered and treated as resorting under the Dutch flag, etc., in such manner as this and that is registered in detail in the said letter. And whereas the undersigned Director had indeed initially attempted to obtain permission from the regents for the discharge of this palla at our customary place, as the same was also granted at first, but immediately thereafter prohibited again, and subsequently to manage this affair in such a manner that this small vessel would be treated as belonging to a subject of the Company, but that the regents require that the goods be discharged and pay toll at the place where such must take place for all native merchants, and that under payment 115 133 payment of the customary toll of the Moors, with the declaration of otherwise never tolerating that the same be discharged, as it was very well known to them that the said small vessel did not belong to a subject of the Company, but to Adi Raja, just as the same had also appeared here in the roads under a Moorish flag, and that if they permitted such, all natives would gladly fly a Dutch flag in order thereby to be exempted from their customary toll; thus it came into consideration with us principally whether one should consider the said vessel as truly belonging to a Dutch subject of the Honorable Company, and treat and maintain it as such, or whether one should regard the same as a native vessel merely sailing with a Dutch pass and flag, and whether one should consequently leave the discharge etc. of the goods to the anakhoda anakhoda, and meanwhile afford him as much convenience as was compatible with the interest of the Honorable Company and our own tranquility. And in this regard, with the unanimity of all members, we decided on the latter, since the first, namely to cause the aforementioned vessel to be considered as that of a Dutch subject and to maintain it as such, appeared to us utterly impossible for the following three reasons: First, that the said vessel appeared here in the roads with a Moorish flag, and it is all too well known that the same belongs to Adi Raja, who may indeed be called an ally, but by no means a subject of the Honorable Company. 133 wishes to let the prerogatives of the Company in the payment of tolls be enjoyed, and it is maintained that our firmans in that regard are solely relative to the Dutch; and thirdly: because in case this small vessel had once been publicly declared to be a craft of a Dutch subject, and the government in its discharge etc. would not consent to it as such, as one was indeed reliably informed, one would then be forced to send the same back rather than permit that a public infringement of our privileges were committed thereby, and that one would then bring very little benefit to the aforementioned Adij Ragia; while we have subsequently resolved to show the Anachoda of the said Palla all possible help and assistance, but to furnish him from the Treasury no more than 5000: rop: upon his imported goods, 117 instead of the requested 20000: Rop:s, as one is informed that the entire cargo is worth no more than 12000: rop:s. — just as all this is described in more detail in the aforementioned resolution of the 5th of this month. However, since the notices and consignments of such vessels belonging to native princes, and especially to this Adij Ragia—as the same, as one is informed here, has lived in war with the English for a long time—bring us here nothing but broils and difficulties which can never be anything but detrimental to the interests of the Honorable Company, and moreover bring little profit and thus often an enmity with their owner, we shall, at the first opportunity, request the frequently mentioned Malabar Ministers, who have written to us concerning this small vessel in a rather commanding tone, to excuse us from such commissions henceforth; and we take the liberty humbly to solicit from Your High Nobilities such an order to the aforementioned Ministry, while we cannot sufficiently express our astonishment at how the frequently mentioned Ministry, and especially the titular Governor and Commander Senff, who surely is fully aware of what opposition one daily encounters here in maintaining the Honorable Company's privileges with regard to our own subordinates, could have resolved upon this, and in what manner Their Honors, in their abovementioned letter, can maintain that this ship could and should be considered as resorting under the Dutch flag and consequently ought to enjoy our privileges concerning the toll, since 157 118 it cannot well have slipped the mind of the said Governor and Commander, in the short time since His Honor departed from here, what disputes here concerning the private toll between the Nabab and our brokers are still smoldering beneath the ashes. Free Navigation and Trade: concerning this, having nothing else to report than that we, at his own request, have again taken into service the mate George Fredrik Zeijlinger, who had been loaned to the same by Your High Nobilities and had arrived here with the private vessel De wilhelmina, and have placed him upon the bearer of this in his former capacity with resumption of wages; as also that, the secunde Sluijsken having requested us on the 13th of the past month of March for a convoy for his ship departing for Mocha and Jedda, as far as 159 outside Cape St. Jan, we granted the same and for that purpose projected our smaller vessels; so we now proceed, with the permission of Your High Nobilities, to the Foreign Nations, and among them in the first place to the English: as appears from what was noted in our resolution of the 24th of April of the past year, we received a reply from the Bombay Ministry to our letter regarding the disbursement made at Ceylon for the benefit of the shipwrecked persons from the small vessel of the English captain James Stevens stranded there, as mentioned in our humble report of last year, and the said Ministry having replied to us therein: "That they had already written about this matter to their paymasters in England, and that they expected their answer shortly, but at the same time that 119 "in case one could not be content with that, the courts of justice at Bombay stood open to everyone." We judged, as this latter is a means of which one cannot well make use on our side, to let this matter rest for the present, until it should be seen in what manner the Directors of the English Company feel about it. And since one was informed that the ships expected from Europe had already arrived at Bombay, we renewed the aforementioned request for satisfaction of this claim by our letter of the 10th of October 1769, as this is entered in the resolution of the 26th of the said month; so that we have had the honor to bring all this to the high notice of Your High Nobilities in our previous humble letter of the 20th of December 1769, to:

to bring up, and to which having been replied by them that they have hitherto received no answer regarding this matter from their superiors, as appears from the note recorded in our resolution of 8 January 1770, we have left the matter as it stands for now, and shall not fail, upon the return arrival of any ship from Europe, to urge for a definitive answer. With regard to the affair with the heirs of the French free merchant Boucara, who was under English protection, concerning the auction debt to the estate of the former Surat Director Drabbe, we have from time to time looked forward to the answer to our letter of 18 December 1768 (erroneously dated in our previous writing as 22 February), and meanwhile have made various repeated demands to that effect, just as the undersigned Director, by a deputation on 5 October of the past year, caused said response to be requested from Mr Gambier, who was at that time presiding at the head of the English Council; and he having answered thereto that they would prepare the said reply as soon as possible, as we also reported in our humble letter of the repeatedly mentioned 20 December, we nevertheless deferred until 13 February, when we once again insisted upon the aforementioned answer by letter. And that reply having finally followed on the 26th of the past month of March from Mr Gambier, who is now, through the death of Mr Reijleij, presiding again over their assembly, and the Council, it is now clear to us that the frequently mentioned English Ministry has firmly resolved not to meddle with this matter, as they plainly state therein that it is beyond their power to take cognizance of this dispute, and they again refer us to their court at Bombay, where the examination and decision of all matters of property are said to belong. For which reason, having decided to make no further applications regarding this for the present and until we shall be provided with Your Right Excellencies' further orders in this regard, we request to be furnished therewith by your esteemed selves, although it appears to us, subject to Your Right Excellencies' wiser judgment, that little progress will be made with this ministry regarding this matter, and commencing a lawsuit at Bombay is often even more perilous. Taking the liberty, with regard to the letters exchanged with them concerning the stopping of the work on the new buildings, humbly to refer to what was reported in this respect in our previous respectful letter of 20 December 1769, as well as to what we have already had the honor to present to Your Right Excellencies hereinbefore under the heading of Carpentry of the New Buildings, it only remains for us to report that the undersigned Director, as evidenced by the note in our resolution of 14 August of the past year—when he had caused permission to be requested from the then Chief Mr Price for the erection of the new wooden pier in front of our wharf in place of the old one that was washed away, and the said English Chief replied thereto that if license for the construction of anything was desired, such had to be requested by a letter from us to His Honour and Council—dispatched a separate letter dated 27 July to Mr Price, as the same is inserted in the said resolution, and having demonstrated therein that such requests had never been made other than by the respective Directors alone to the Chiefs of the English Nation in their capacity as Governors of the Mogol's Castle, and that His Honour also could not renounce this right, this had such an effect that on 10 August thereafter the requested permission followed. to whom this commission had been entrusted, as well as the presented draft gift having been approved and agreed upon, to dispatch both as soon as possible; however, having meanwhile been informed that the said Prince Madurauw, being at war with the famous Haijder Allichan, also called Haijder Naik, had taken the field against him and had moved nearly 200 miles away from his capital Poena, we have repeatedly postponed the same until, as appears from the minutes of our session of the 13th of March last, we received a letter from His Highness, in which he defers the reception of this confidant until after his return to Poena; and we shall therefore likewise suspend this matter until we shall be informed of His Highness's return, the more so as the fortunes of war are uncertain, and it is currently reported that the said Prince Madurauw has allegedly been utterly defeated by the aforementioned Hayderallichan. have to answer in the margin of the same Extract from the Patriotic General missive written by the Noble High Honorable Gentlemen Seventeen, the Representative of his Most Serene Highness, the Lord Prince of Orange and Nassau etc. etc. etc. and the Directors at the Presidial Chamber of Middelburg in Zeeland, to their High Excellencies the Governor-General and the Council of the Indies, dated 7 October 1769, containing the matters concerning Surat. Concerning the Surat factory, whereby under the main heading of Ships and Vessels in the ministers' letter of 15 December 1761 it has come to our attention that the cargo of the ship Aschat, which arrived here, was heavily damaged by the leakage that, according to the report of the ship's officers, was discovered shortly after their departure from the Batavia roadstead, and was allegedly caused because that ship had not been properly equipped at the said roadstead, regarding which we do not doubt that you will have conducted the required investigation, and concerning which we shall subsequently await further notice from you. These orders are repeated annually upon the arrival of the ships, and have also produced the expected success. The orders that the ministers have established upon the proposal of Director Senff to prevent and counter the thefts and irregularities committed on the lighters and on the ships, as well as the arrangements they made to prevent the company from being fraudulently or unnecessarily burdened with ship expenses, meet with our fullest approval, as to our regret it is only too often experienced how necessary such provisions are. Relying on the continuous attention of the said Director in examining the specification of expenses that were submitted by the master of equipage Pleun van der Kuijl for the repair and maintenance of the vessels, we also fully accept the report that the ministers provided to you regarding the expenses of the year 1766. Furthermore, we are pleased that the ministers have returned the yacht De Vlieger to the aforementioned master of equipage, in order that he deliver a narrow-ship in its place under the agreed payment, in the expectation that the latter will serve better than the former, and that the said Van der Kuijl will henceforth give us more satisfaction in the execution of his office than he has done thus far. The use of Moorish seafarers becoming increasingly necessary, one must certainly have some indulgence toward them, and we therefore also approve the payment of full wages to those who were assigned to the wrecked ship Ghiessenburg. We must, however, observe in that regard that although those Moorish seafarers are not strictly bound by the Company's articles of war, this would not provide a sufficient reason, in the event of a shipwreck, to pay that crew the monthly wages they had earned on the vessel itself, since, as we trust, the custom accepted elsewhere also applies in Surat that, upon the total loss of ship and cargo, the ship's crew likewise forfeits their earned monthly wages. As the Moorish seafarers are very necessary, one is indeed forced to show all compliance toward them; not only that, but one is even unable to decline such payments if one does not wish to see oneself entangled in great difficulties with the native rulers, to whom the families of these people immediately address themselves, resulting in being unable to recruit any more of them in the future. Whereas, on the contrary, we now have the satisfaction of seeing the recruitments of these seamen increase for some years past, to which the orders established so salutarily by their High Excellencies in this matter, especially with regard to returning the crews every three years, have greatly contributed. While we take the liberty to inform and assure their Noble High Honorables that this custom has no place in Surat and cannot be introduced either. Regarding the narrow-ship that was built instead of the returned yacht De Vlieger, one can assure their Noble High Honorables that it has been constructed very firmly and strongly, as well as with substantial defense capabilities. But since it has too deep a draft for this river and is of little use in loading and unloading, it will be dispatched to Malabar, in accordance with the authorization granted by their High Excellencies, where it can be of great utility. With regard to the delivered cargoes, it is most pleasing to us that the imported goods, and especially the spices, have continuously been unloaded at the wharf, and we hope that this may also be done in the future without any hindrance. This takes place continually without any opposition. We cannot sufficiently express the satisfaction we feel when we see our proceedings thus crowned with the approval of Your Right Honourable Excellencies, and while we leave nothing unattempted to continually merit this high approval, the contracting of the returns is continued annually on the same footing. Regarding the linens, we refer to our demand for returns now departing, and express our satisfaction with the advantageous conditions that were stipulated in the contract for 1767, which, with proper execution, can be of great benefit. It was also very pleasing to us that those returns were dispatched in due time, and we expect that the ministers will make every effort to be able to do so in the future as well, in order to prevent the double disadvantage that can be caused by too late a dispatch of the ships. And since the timely dispatch of the returns depends greatly on the early arrival of the Batavian ships, we do not doubt that, in compliance with the request made by Director Penff in his separate letter of 20 December 1767, you will take as much care as possible that at least one of those ships departs from Batavia before the first of August and the remainder no later in the year than the middle of that month. Since all the returns for the Fatherland are being dispatched with the bearer of this, without a single piece excepted, we shall not fail to send the same from here annually at the appointed time. The sale of merchandise that yielded a considerable capital of f791653: 6: 8 or an advance of 152 1/4 percent in 1765/66 is an agreeable token of the improved state of affairs in this Directorship, and we therefore do not wish to refrain from expressing our satisfaction about that as well: for although some articles, and especially sugar, were sold at low prices, we nevertheless consider it well done that the ministers ceded the lot on hand for the offered price of 16: 10, since a longer retention of that lot would, in all likelihood, have been even more detrimental. We also understand, with you, that the selling price of sugar at Souratta depends greatly on the importation of that article into Bombaij and on other circumstances that cannot always be foreseen. We therefore also gladly concede that an absolute determination of its selling price could be detrimental, and that the ministers should consequently be left at liberty to cede the sugar below the fixed price according to findings. But for that it is also required, as could be done in this instance, that you may not rely with any ease of mind on the competence and faithful conduct of the ministers; for if they lacked sufficient competence, application, or zeal in the master's service, use could easily be made of that granted authorization contrary to your intention. But being certain in any case that the greater or lesser importation of sugar into Bombaij has a great influence on the sale of the Honourable Company's sugar at Souratta, you must above all take care that private traders cannot transport thither from Batavia such large quantities as they did again in that year, as appears from the list of cargo of the ships that arrived at Bombhaij in the year 1767. That this may meet with the high approval of Your Right Honourable Excellencies is hoped. Since for some years two to three private English ships have been sent annually from Bombaij to China, they have occasionally brought a small lot of this mineral here. The sale of Japan copper with a net advance of 148 1/8 percent is, in comparison with the price obtained for that metal at other factories, much too low, and we consequently expect that, if the lot of 50000 lb sent thither could not be disposed of at the price determined in your secret missive of 12 August 1767, the ministers will not have retained that small lot. This small lot of Japan bar copper in the year 1768 with an advance of 164 1/8 percent. Concerning the importation of Japan copper by the English, we have shared our thoughts under the preceding subject, and we are all the more strengthened in our views by the importation of a lot of 69000 lb of copper directly from Europe, as we cannot imagine that the English Company would trade for that copper in China and transport it to England in order to send it again from there to Souratta for sale.

that the provisional demand will henceforth be so arranged that in the formal petition no great increase or decrease will take place. The statement of accounts of this office in the financial years 1765/6 and 1766/7 presents a very pleasing appearance due to the considerable profits gained therein, but especially also due to the reduction of the burdens, which in the last financial year amounted to ƒ17853:7:8 less than what was set for it in the memorandum of economizing, whereby this Directorate has been brought into a more favorable state than it has been in several years. We express our humble gratitude for the approval with which we also this our transaction by Your Right Honourable [illegible] and we shall leave nothing unattempted that can in any way serve to increase sales and decrease burdens, and this latter point without allowing the Honourable Company's possessions to fall into ruin. The early dispatch of a provisional demand for merchandise will certainly be of great service in making the necessary arrangements for the laying on of ships etc., but the making of a formal demand would be of little use if, upon receipt of the provisional one, such arrangements were already made that could not conveniently be changed upon the arrival of the formal one, as seems to have taken place in the shipment of the 3000 canassers of powder sugar that were requested in the ministers' provisional demand for 1767/8, but in the formal one were reduced to 5000. Under the head of Carpenter's Works and Repairs, we cannot pass over unnoticed the conduct and treatment of the Dispencier Holmberg, who not only in his submitted account to the amount of 500 9/60 rupees for shifting the tiles and repairing the lodge and further buildings within the city had charged 200 rupees too much, but also in the monthly board money rolls had given up much more than he had truly furnished. We shall nevertheless acquiesce in the disposition that the ministers have taken regarding it, in the expectation that the aforementioned Holmberg as well as the Master of Equipage Pleun van der Kuijl will in the future better live up to the trust that you appear to have in them, or that you will take away from them the opportunity to line their purses in that manner at the expense of the Honourable Company. In this respect, the present Warehouse Master Holmberg, as former Dispencier, requests that he may come into favorable regard by Your Right Honourables as a result of Your most customary generosity. That the overcharge in this matter, namely 200:–: rupees on the specification of the shifting of the tiles etc., and the excess charged on the board money roll to the sum of rupees 23½ does not stem from any intention to profit from one or the other, but that with relation to the first-mentioned item of 200 rupees, the same was in truth expended for the most necessary repair of a very dilapidated residence occupied by him at that time in the Honourable Company's Lodge, which he had hoped would have been credited to him upon the favorable representation of his then Commander; but which he now, by aforementioned deduction, has had to pay out of his own pocket. And concerning the second item on account of the overcharged board money to the amount of Ro/a 23½, that the actual mistake in this case was no larger than ro/a 8, because instead of one common soldier less, one too many was charged; and which was caused by a simple clerical error in copying the board money roll. On which account he is imploring Your Right Honourables' forgiveness with the deepest humility, under the most sincere declaration that this occurred entirely unknowingly and without any self-interested aim. However, as regards the double board money charged on the aforementioned board money roll for the advanced sergeants and corporals, this was ordered of him in the name of his Commander by the officer, without him ever having understood the distinction of surplus or double board money as was shown in said demonstration in that manner. For which reason he also faithfully handed over the same double board money to the officer for further delivery to said military men, who also returned it after his condemnation; which he is prepared to confirm with a solemn oath, as well as that the officer ordered him to do so in the name of his Commander, without him knowing otherwise than that that man also understood it in the manner aforementioned. We have not wished to refuse the said servant to present this his justification to Your Right Honourables in the most favorable manner, the more so because said former Dispencier and present Warehouse Master Holmberg seeks to make himself worthy of Your Right Honourables' benevolence through zeal and loyalty, and gives the required satisfaction in every respect. The determination that you have made regarding the arrangement devised by the ministers concerning the persons who will be held accountable upon the discovery of shortages and defects in linens, drugs, etcetera, meets with our approval, and we likewise note as a sign of good order the penalty imposed against the storing of private goods in the Honorable Company's warehouses. With regard to the transactions with the foreign nations, we likewise fully approve the conduct maintained by the ministers with respect to the claim of the English to stamp the Company's linens, and it is pleasing to us that this matter has been brought to a good end. Desertion among the sailors and soldiers is, to our regret, still very prevalent, and it is to be feared that as long as the English find an advantage in it, they will not be disposed to renew the cartel that previously existed. Unable to express sufficiently our obligation for the circular order issued by Your Right Noblenesses, that the names of the Moorish seamen must be strictly recorded, and that proper declarations must be submitted to verify the desertion or decease of the Sarangs with the addition of day and place, as well as that the crews in service must return hither each time after the expiration of three years, as this salutary order will in the future spare us many embroilments with the families of these seamen, and indeed even with the Regents of this city; and we do not doubt that we shall be in a position to send over 200 heads, and possibly even more, with the three returning ships, while seventy-five are crossing with the bearer of this, who, as the Pay Bookkeeper and Equipment Overseer assure, are good and experienced men. With respect to the Sepoys who were to be sent in the previous year and have now returned, we have requested the report of our Pay Bookkeeper, and the same having come in on the 24th of this month, we take the liberty humbly to present that paper to Your Right Noblenesses among the annexes to this letter; while we have already issued orders that no more Moors shall be taken into service except in the presence of the aforementioned Pay Bookkeeper and Equipment Overseer. And hoping in the meantime to be freed henceforth from entering into such contracts with the families of the absent Moors who stayed behind, as we were compelled to do in the years 1765, 1763, and 1769, we cannot conceal how distressed we are to observe that Your Right Noblenesses have come to think that we did not proceed with proper circumspection and accuracy regarding the last payment in the previous year, as we can sincerely assure Your Right Noblenesses that we did not resolve upon the same until all means employed to satisfy these families had proved in vain; whereas, taking as our rule the payments previously made, which were favorably passed by Your Right Noblenesses, we had the good fortune to make the last-mentioned 1/8 less than that in 1766, when the whole was paid; our invoice keeper humbly begging pardon that in making the notations he mistakenly dated this payment on the 5th of December, whereas the funds for the same were only issued from the treasury on the 7th of December according to the warrant; and we shall not fail henceforth to have the payments of these Moorish seamen take place in the presence of two members from our council. Your Right Noblenesses' favorable expression regarding the sale and clearance of merchandise in the previous year encouraging us more and more to leave nothing untried that can serve to increase both the prices and the vent of the goods, we have the fortune to inform the same that in the past financial year there were collected from our warehouses and paid for 9114 cannassers or 3417755 lb of powder sugar, and 691159½ lb of tin, amounting together with the other cleared merchandise to a sum of 754967:8 rupees or 905960:12 guilders, and that we have thereby cleared the warehouses of the old remnants of tin and sugar, in such manner that no more than 32840 lb of the said sweetness remained at the arrival of the ships; and that we hope to be able to raise the price of sugar somewhat at the upcoming sale; while the Director and Chief Administrator will have the honor to attend Your Right Noblenesses in their secret dispatch regarding the Japanese bar copper. In compliance with Your Right Noblenesses' honored orders, we shall send back the sounding lead with the next ship, Asia, henceforth exercise all circumspection in drafting the requisitions, and not fail to order the gunpowder from the main station annually according to a properly prepared estimate. We offer Your Right Noblenesses our humble thanks for the sent spices, sugar, mace, lead, camphor, etc.; and referring here to the end of this letter regarding the delivered cargoes, we hope to be able to satisfy Your Right Noblenesses' expectation to withdraw again at the next contracting the increase granted in the previous year, and even, if possible, to obtain some further reduction of the previous prices, even should one undertake a contracting at Broach in the event of unwillingness on the part of the suppliers. And we take the liberty herewith to present to Your Right Noblenesses the original Batavia requisition dated the 31st of July 1768, from which the same will most graciously please observe that the 5 packs of cotton Patolas requested therein—surely through a clerical error of the copyist, as can now be seen in hindsight—were stated as Patolas of fourteen asta instead of four asta, of 500 pieces in a pack; and that we have complied with this literally, with the sole difference that, because the packs would otherwise have been too large, we packed 250 pieces in each, which makes the ten packs. to let us enjoy this right undisturbed and even, as a consequence of their promise and engagement made at the capture of the Castle, to maintain us against everyone and anyone who might see fit to cause any hindrance thereto, but also to have fully refuted the pretended reasons of the Surat Chief and Council and the unheard-of referral to the Nabab, so that every impartial person must be convinced of the inequity, breach of good faith, and thereby the conduct dishonoring humanity of these British gentlemen, we thus hope that this action of ours may be attended with Your High Noblenesses' high approval, while we shall have to await what Mr Hodges with his Council will see fit to reply to us, in order, if necessary and in case those gentlemen still remain unyielding, to formally protest against them as we have provisionally done. Yet from this reply, which we daily look forward to, we dare promise ourselves little good thus far and as long as Mr Hodges remains at the head of British affairs in this region, considering that this sullen and obstinate Englishman seems to care so little about the administration of justice and accounting for his actions that he no longer even deigns to enable the Surat Council to answer our requests. Ensign van den Busch appearing to us in all respects, aside from his rewarded bravery against the bassynder, to be a very capable officer who performs his duty extraordinarily well, thereby giving us the satisfaction due, we therefore hope that Your Right Noble Honours will favourably pardon us that we repeatedly recommend the same to Your utmost favourable remembrance, as something we cannot refuse to his merits. Meanwhile, while we leave nothing undone that can in any way serve to prevent desertion among the military and seafaring personnel, and while we ship the demanded 6000 lb of catechu for the fatherland as well as the complete requisition of linens and cotton yarns for this year, all of which are fulfilled without a single piece excepted, in the bearer of this for conveyance to Ceylon, we take the liberty, in this our humble answer to Your Right Noble Honours' more-mentioned revered letters, since the rest ordered therein required no special answer in this matter, and also since the positive orders and regulations received therewith, specially and point by point cited in our resolution of 11 December, shall serve for strict observance, to proceed, in conclusion, to inform Your Right Noble Honours briefly of what has occurred here regarding the vessels present; namely: That on 11 December, upon the submitted requisitions for necessities which contain nothing extraordinary, we granted to each of the skippers of the said 3 keels: 30 dockers for unloading and loading the repair of the sloops and boats ditto lanterns, binnacle and steward lamps ditto tinning of the galley ware mats and nails for lining the holds planks or else firewood in their stead for dunnage good months for the crew calkers, inboard and outboard, according to need. And moreover, in order that the same could be quickly unloaded and reloaded, we had to furnish to the ship Alkemade 30 dockers more than ordinary, together with 2 pieces of cross-trees for the main topmast as, according to the report of our master of equipment, most urgently required; and to the ship Azia a supply of an equal quantity of arrack, butter or ghee, vinegar, sugar, and tamarind as the skipper of that bottom issued on his voyage hitherward during that period of 3 months and 27 days for consumption to 22 Moorish seamen whom he brought hitherward in excess of what he was equipped and provisioned for; and furthermore a topsail yard in place of a broken one. The said keels, having been examined and inspected upon their arrival at these roads by express commissioners regarding their draught, according to the order, they served us with such reports as are inserted in our resolution of 11 December, which we have the honour to present to Your Right Noble Honours in original under the enclosures along with those received from Batavia, with and alongside the report of our fiscal, who, together with the skippers Blom and Molkenboer, and our equipment overseer, examined the journal of this bottom and found nothing other than that all seamanship for the furtherance of the voyage was observed, as the same report stands inserted in our resolution of the 24th of this month.
