Having had the honor to receive Your Excellencies' always venerated separate missives of 12 November as well as Secret. 30 and 31 December 1773, the latter in duplicate, and of 18 August last, I ask permission to reply thereto according to their contents, in so far as this has not been, or could not have been done in the general letter going to Your Excellencies today. That I, with regard to the Company's farmans, shall act according to what Your Excellencies have been pleased to order thereon, as soon as the banyas, who have kept quiet since the settlement of the recent disputes and have made no further applications for the same, might de novo insist on them with unyielding persistence. the troubles that have arisen between the English and the Mharettas, the first of whom have already made an incursion into the island of salset and are making preparations to besiege the key to the empire of the Marhetras, namely Bassijn, cause me to fear once again that this will cause much obstruction to that trade, although I shall not fail to encourage it by all mercantile means, and at the same time try to economize expenses in every possible way, in order to be so fortunate as to satisfy Your Right Noble Lordships' well-founded desires in this matter also. It greatly honored me that Your Right Noble Lordships were pleased to approve my conduct with the Marhetras, and I shall also try to follow that same course annually, as soon as it has been decided which of the two contending parties will remain master of the government, now that the prince Ragoe Rawa, otherwise also named Roegenaat Rouw, has been driven out of the capital Poena, and has had to abandon his government in flight, leaving it to the party of the hereditary prince, son of the previously murdered prince Narrenrouw. And although we have always striven here to do everything possible to cultivate good relations with both parties, so as to remain constantly assured of the goodwill of both, and shall also persistently continue to do so without interruption, I must nevertheless take the liberty of petitioning Your Right Noble Lordships, until these disputes are cleared out of the way and the Empire is restored to peace, to recommend and order the skippers of the ships coming thither to be well on their guard in all cases and not to be trusting, all the more now that, as already mentioned, an open war has finally broken out between the same nations in the Butsen. I shall further not fail to present annually to Your Right Noble Lordships a list, as accurate as possible, of the sugar and arrack brought both here and to Bombaij, as well as to take for my obedient observation all further orders and arrangements arising from Your Right Noble Lordships' last honored missive of 18 August, to which end, to avoid duplicate recounting, I respectfully refer here to the general letter sent today to Your Right Noble Lordships and our resolution of 7 December. However gladly I would have postponed making any expenditure for the invaluable privilege of free unloading at the wharf until I could be provided with Your Right Noble Lordships' orders, and how much I wished to be able to avoid it at all times, especially in these times, I have nevertheless considered that the entire business of the Company is brought together and transferred to the wharf, and all merchandise is stored there in the warehouses, which is of far too great importance to the company to see this latter not confirmed and secured forever by Phirmans or consent of the government, than that I could have let the opportunity to obtain it pass by, and possibly be lost forever. And to this I was all the more inclined by the considerations: 1st. That all efforts have been exerted thereto by many of my predecessors, particularly by the late Lord Extraordinary Councillor Senff, who, out of a complete knowledge of its importance, did everything possible to obtain consent for it forever as an indisputable right, without His Right Honorable ever being able to bring it further than a daily temporary permission, which had to be requested annually and was only granted each time by verbal permission for that year; and 2nd. That experience has shown me how the government, at the slightest disagreements, has repeatedly availed itself of the demand to have the merchandise stored in warehouses inside the city, as clearly demonstrated by the demand of the Nabab of 10 February 1773, inserted into the resolution of the 24th of the same month, Article 10; and that for fear the government might one day proceed to this decision and force us by violence to transport the spices and other merchandise again from the wharf into foreign warehouses inside the city, one is sometimes forced to comply with the most unreasonable demands, or to settle them to the satisfaction of that same government. For all of which reasons I believed I could answer neither before Your Right Noble Lordships nor before myself if I let this opportunity pass by until I should be provided with Your Lordships' orders. And thus, at the time Mr. Gambier, who has now been appointed Chief, held the authority ad interim, I found an opportunity to obtain from the Governor, for an acknowledgment of 30,000 rupees, a written Parwana, letter of grant, or consent, by which His Excellency, under his own hand and seal, grants the right and

and allows the spices and other goods from the ships of the Dutch Company to be unloaded henceforth and forever into the Pattijs in Gingie-Bander, without anyone being able to hinder it therein, just as the Farman itself shows, of which the copy with its translation is annexed hereto. We deeply hope that these actions of mine will be to Your High Nobilities' satisfaction, since the Company has now thereby obtained a right that is perpetual and cannot be revoked, to unload its precious spices and other merchandise on its own territory into good warehouses, where they are secured against all spoilage, thefts, and robbery, without needing anyone's permission for it again, whereas we were previously forced first to store those goods, and especially the spices, within the city in strange and rented warehouses, scattered now here, now there, and to keep and guard them there in places where they could be weighed only poorly and thefts could not be prevented, and furthermore were forced to ask for that permission annually, and in case of refusals to place them one year here and the other there again, and in addition to this, a right which before it was obtained made the residence of us all upon the wharf unstable and very uncertain, as it would beyond dispute be very imprudent and irresponsible to live there when one was forced to entrust the spices far into the city to warehouses, frequently of Banians, old and dilapidated, and thus to expose them to the greater danger of fire, rapacity, spoilage, and thefts, whereas the Company can now entrust these precious trade goods with full security, and over time expect a certain advantage from this good storage, while it must be attributed solely to the same that the spices in recent years here have yielded no short-weight, even with what was granted. And accordingly, humbly requesting Your High Nobilities to pass the aforementioned spent sum for write-off, I hope besides that the obtaining of this letter of favor, and the utility, security, and advantage thereby brought to the Honorable Company, may be regarded as a proof of the zeal with which I find myself animated for its interests, and which I, under Heaven's blessing, shall ever seek to serve Your Honor with all my capabilities. Finally, with respect to the Japanese copper, I must note that only with the greatest trouble in the world and through all possible arguments of persuasion have I persuaded the brokers to assess that article at the fixed advance of 180 per cent, yet to their certain loss, as the same is currently far below that price, since a considerable quantity was recently brought in again with the French ship Le Duc De Duras; we have thus been compelled to excuse the said copper in the outgoing demand, if it may not be sold for 140 and impossibly 150 per cent advance, and since among all the pressing arguments that I presented to the brokers I found none of greater power than that these frequent satisfactions of Your High Nobilities' pleasure, whereby they showed that they were also inclined, even to their own detriment, to assess the goods at a single price, would cause the same most highly to decide to send more sugar hither in the coming year, the Directorate very humbly requests this, as this article contributes not a little to a greater and better sale of the spices and other trade goods. While in conclusion of this, I must humbly and most urgently implore Your High Nobilities' favor for the relief both of that which I find myself forced, in accordance with Your Highest order contained in the dispatch of 18 August 1770, to pay back into the Company's treasury, which was imposed upon me for compensation on account of a gifted diamond ring and various liquors to the Bombay government on the occasion of sending a commission thither, to an amount of rupees 3798:144:-, as well as of the rest given as gifts, in consideration of the fact that those presents were made not only on the occasion of or to facilitate the Bombay commission, but also chiefly as an acknowledgment to those persons who had previously been willing to lend themselves to obtaining for the Company the permission and freedom to build stone buildings upon our wharf, which permission had previously been obtained by me without giving any presents to this Governor of the Surat Castle, as I in conscience believed myself obliged to give some small presents to these persons in order to show my gratitude for services rendered, and to persuade them in the future to exert themselves a little again, and to take the interests of the Honorable Company to heart according to justice and equity.

Good baskets for the ship's crew. The caulking of the ship, both inside and outside board. Mats and nails for matting the hold. Glass panes for the windows of the cabin and state-room in place of those broken on the occasion when shots were fired at some pirates. However, before proceeding to the formal disposition regarding the aforementioned unserviceable heavy cable, we had the ship's declaration submitted on that matter sworn to before the Honorable Council of Justice of this factory in accordance with the regulations, as appears from the extract minute exhibited at our meeting of 17 March, while the unserviceable cable itself, measuring 80 fathoms long and 18 inches thick, in accordance with our resolution of 18 November, was entered into the administration books of the master of equipment to be used for the service of the vessels and daily housekeeping. The condition of the vessels belonging to this place having been examined upon written order of the Director, and the defects and requirements on them having been checked against the specifications of the Equipment Overseer, and the report thereof having been received at the meeting of 15 June, we, ruling thereon, have deemed proper: Firstly, to have the required provisions and repairs specified by the commissioners carried into effect. Secondly, to sell to the highest bidder at public auction the covered horrij Lastdraeger, built in A:o 1741 and, according to the unanimous testimony of the ship's carpenters, entirely worn out, after the removal of the equipment, ammunition, and all other serviceable goods, and in its place, as well as in place of the Horrij de Uijtwinner, likewise retired and sold in A:o 1772, to have two new covered horrijs built, as they cannot be dispensed with here and are in all respects far to be preferred over an open one; and Thirdly, to have a new shore boat built instead of the old worn-out and unserviceable shore boat, and to sell the old one publicly along with another unserviceable horrij boat. In consequence thereof, the said Lastdraeger, after all the goods related thereto had been removed from the same by the Equipment Overseer and two express commissioners, and concerning which was disposed of in our meeting of the 2nd of July in the margin of the report submitted in that regard, was sold to the highest bidder for ro/a 832:—, as well as the aforementioned unserviceable shore and horrij boats for Rosas 230:—, which funds, according to the resolution of 23 July, have been duly transferred into the Company's treasury by the Chief Administrator Sluijshen; furthermore, two specifications having been received in our meeting of the 17th of March, namely one for the repair of all the vessels amounting in cash to Rop:s 2332:30:— and from stock ro/a 1470:9, or together ro/a 3802:39.—, and one regarding the expenses incurred in the building of a new horrij (which is named Dordrecht) amounting in cash to Rop:s 9871:9. and from stock ro/a 2257:12., making together a sum of ro/a 12128: 21.—, we, deliberating upon this on the day aforesaid, approved the first, being fully ro/a 408: 46. less than in the preceding year, as well as the second, for although it costs fully R/a 1016: 47. more than the Mosselschulp built in A:o 1756, and this appearance at first glance seemed very disadvantageous, on the other hand it was again taken into consideration that this newly built vessel, measuring 53½ feet long on the keel, 21 feet wide at its waterline, and 9¾ feet deep, and thus compared to the aforementioned Mosselschulp is 3 feet wider and ¾ ditto deeper, and moreover is built so flat-bottomed that with a cargo of 276 cannassers of sugar it draws only 7 feet of water and at the lowest water can even navigate back and forth over all the shallows, which sort of vessels are here increasingly of the highest necessity and indispensable due to the continuously increasing shallows in the river, whereas against this the aforesaid Mosselschulp, carrying only 154 cannassers, draws fully 9½ feet of water, while the Director, under whose own eyes the aforementioned construction took place, has taken care that the aforesaid vessel is so solid and strong that, barring unavoidable accidents, it can serve the Honorable Company for a long series of years. On the occasion that we sent the smalschip De Jonge Petrus together with the open horrij De Merwe in the month of April last to collect the returns lying in readiness to Brootchia, we were compelled to let the latter vessel winter there, because due to the strong winds its mainsail was blown out of its bolt-ropes and to pieces upon returning back here, and after having been properly repaired there and having stayed the entire bad monsoon, it only returned here on 25 October following, in company with the smalschip De Jonge Petrus. The remaining voyages have been and consisted of the following. On 5 October the smalschip De Jonge Petrus departed for that place to collect returns and for the transport of the Warehouse Keeper Holmberg, who, as will be mentioned hereinafter, was sent on a commission to Brootchia. On 9 January the aforementioned smalschip together with the horrij De Merwe was dispatched again thither for the aforementioned purpose, as also again on the 26th of the same month. And on 11 March the smalschip De Jonge Petrus, the decked newly built horrij Dordrecht, and the horrij De Merwe departed once more for Brootchia to collect the returns. Further having the honour to note that the number of vessels currently present here consists of two smalschips De Jonge Petrus and De Mosselschulp, one decked horrij Dordrecht, three open ditto, De Merwe, De Hardlooper, and De Hoop, and one shore boat, while pursuant to the resolution taken on the aforementioned 15 June, a start will be made as soon as possible with the construction of a second decked horrij in order to have the so highly needed number of these vessels complete according to the authorization granted by Your Right Honourables' secret resolution of 2 May 1769; we proceed to the main section of Write-Ins and Write-Offs. Regarding which, with respect to the ordinary annual ones, upon a report submitted by the Head Administrator Sluijsken in the session of 30 August, annexed with findings submitted by the Warehouse Keeper Holmberg of the spices brought in in the year 1770 with the ships Achemade, Asia, and De Jonge Thomas, and at that time weighed out completely, we have decided to write off to the Profit and Loss Account the under-accounted: 946 1/8 lb or 1 1/4 percent on the cloves, 483 lb or 1 7/8 percent on the nutmegs, and 136 1/4 lb or 7 1/16 percent on mace. While we, pursuant to Your Right Honourables' highly esteemed order of 14 August 1772, have excused the judicial commissioners who assisted at the successive weighings from taking an oath for their faithful handling, since the aforementioned small shortages sufficiently convinced us thereof. 7 54 our resolution of 4 January; Furthermore, with respect to the extraordinary matters, at our session of 14 December, upon the communication given by the Director that your High Noble Honours, by secret letters of 17 August last, had been pleased to grant qualification for the writing off of the amount of Rop.s 15627 15/16 accrued on the account of secret negotiations, having resolved to balance the same to the General on the books of 177 2/3, this has accordingly taken effect. Likewise, such entries of charged compensations, also taxes and remissions as are recorded in our resolution of 27 October and the humble missive dispatched to your High Noble Honours on 17 December last, and to which we take the liberty to refer here. Regarding the purchase or collection of returns, that of the year 1772 has reached its conclusion, as we, in our meeting of 15 June, upon an indication submitted by the Secunde Sluijsken showing that the suppliers, on account of goods delivered in excess of monies received, were due a sum of Roas 7735: 41 or ƒ9283:8, thought fit to disburse this amount to them; and that of the year 1773 will also be settled directly after the departure of the bearer of this letter. Concerning that for the year 1774, the first-undersigned had at first intended not to enter into any negotiations before the private small vessel De Wilhelmina should have returned from the main settlement, in order to ascertain whether your High Noble Honours might have given further orders in this regard; however, he had to abandon this intention, because the presence of three Portuguese ships and some other vessels in January last, which had transported a considerable quantity of linens, as well as a French ship and a fourth Portuguese private ship still present, which, according to the tidings obtained, were to be followed by yet a second French ship; not only that, but the exorbitant high price of cotton this year, caused firstly by the scarce rains that fell in the recently passed bad monsoon, and secondly by the monopoly that the English gentlemen have introduced into the trade, both in Broot Chia and here, had driven up the price of linens in general to such an extent that he, having considered this together with the general high cost of provisions—which notoriously would entail an increase in the daily wages for the labourers if they were not to perish from hunger—and judging that no longer delay could be permitted, had finally entered into negotiations with the suppliers; and these suppliers having at first insisted on a price increase, they nevertheless subsequently agreed so far that they were willing to accept the entire contracting of all the linens, silk cloths, etc., according to the Homeland and Indian requisitions for the year 1774, at the prices of the latest preceding year, as indeed took effect in our meeting of 17 March, under such conditions and obligations as are specified in the contract concluded and inserted with them there, although it was only with great difficulty that they could be persuaded to deliver, namely, the Homeland and Cape goods by 1 December, one half of the Indian returns on 15 ditto in order to still be able to dispatch the same with the first ship via Ceylon, and to bring in the other half by 15 March next; The memorandum of this contracting, whereby it appears that the total amount of the same yields a capital of ro/a 197566 3/18, having been inserted in the aforementioned resolution, we take the liberty to conduct ourselves in all respect according to it, and we hope that these actions of ours, which had as their aim the greatest interest of the Honourable Company, will be favoured with your High Noble Honours' high approval. Brokerage thus he considered it necessary not to postpone the sale any longer, but to strike the deal, and this chiefly, first, because the import of sugar by private individuals, both here and in Bombay, had caused the price of that article to drop sharply, to such an extent that there was no prospect of an increase, the more so because another private ship was expected from Batavia; and secondly, because the heavy import of Swedish copper, which is cast by the English into the form of Japanese copper and is here not undesired by the natives at the prices paid for it, likewise leads one to expect a decrease rather than an increase, while the remainder of the spices was still so large, and the consumption of that all-important article was so small, that the brokers had testified that they would rather remain excused from purchasing it. And the said Director having given notice of this at the meeting of 4 January, we judged, for the reasons alleged there and briefly specified above, and especially also because the price of the copper agrees with that of the previous year, and the candy sugar, although somewhat less, the powder sugar on the other hand is again somewhat more, presently yielding fully 74¾ percent, it to be most advisable to strike the deal in the manner aforesaid, with the exception, however, of the camphor, the quicksilver, and the vermilion, considering that for the first two articles even less has presently been offered than in the preceding year, and the bid for the vermilion of roa 155 per 100 pounds gross was likewise deemed unacceptable. But before formally proceeding to this, we had the brokers enter the meeting in order to test whether they could be persuaded to any increase through further urging, but they positively declared it impossible to give the required satisfaction in this regard, having done all that the duty of faithful and honor-loving servants demanded of them; we have then ceded the copper, the sugar candy and powder, as well as the tortoiseshell against the offered prices, on such conditions and engagements as stand specified in the contract that is inserted in the aforesaid resolutions, and to which we, requesting to be permitted to refer ourselves, only note that although the aforesaid brokers have thereby obligated themselves to receive all the other articles before the ultimate of December next, they would not bind themselves to any time with respect to the fetching of the spices, alleging in that regard that they presently had little opportunity for their sale, now that this year's supply concerning the two most desired articles of copper and sugar was so small, while by means of a larger and more ample stock they would frequently be better able to dispose of the desired along with the undesired, on which account we most humbly and emphatically solicit Your Right Excellencies favorably to accommodate us with the quantities presently being requested. And although the first undersigned, as appears from what was noted in the resolution of 17 March, indeed tried another time to persuade the brokers to make an acceptable bid for the camphor, the quicksilver, and the vermilion, they nevertheless would not proceed thereto, nor was it possible for them to induce any other merchants to accept them, while these merchants' prices did not even equal those of the brokers, for which reason we, willy-nilly, were once again compelled to let the same remain unincreased in the warehouses until such time as we shall be reinforced with Your Right Excellencies' orders in this regard. We also live in firm confidence that this our conduct will be crowned with Your Right Excellencies' high approval, and have the honor most humbly to offer under the enclosures the rough return drawn up and submitted at our session of 25 January regarding the aforementioned sale, whereby it appears that after deduction of all expenses on a supply of ƒ17349:1:8 a capital has been gained of ƒ348795:13:8, or rather 196¾ percent. to cause the Regent to prevent it, penetrating very well that this hindrance would be sufficient to force us of our own accord to abandon our wharf and buildings, and thereby be compelled to take up our entire residence again inside the inner city, as no more than a small number of years would be needed to see the costly revetment and dwellings, with all that belongs thereto, swallowed up by the force of the currents. We nevertheless resolved on the aforementioned day, very first, in order if possible to forestall the English with their instructions to be given to the Nabab through a speedy execution, to solicit from that Regent the required permission, and toward the obtaining thereof to leave no means untried; and the Director, who had taken the execution thereof upon himself, after much sustained effort, notwithstanding the machinations put into effect by certain ill-disposed persons who applied all their power to prevent it and thereby achieve their aims, finally by surprise against all our expectations was so fortunate as to have obtained in writing from the said Lord City Governor the requested license for the construction of the necessary work, as appears from what was noted in the resolution of the 23rd of July. At the session of the 23rd of February, a petition was presented by the Assistant Wolff, belonging to the establishment at Malabar, who has been here for some time to recover his health, as evidenced by a license document also produced by him from the Extraordinary Councillor as well as Malabar Governor and Commander Moens, requesting that, since he notices a marked improvement in his health here, he may remain at this Office and perform his service at one of the writing offices; we have accordingly granted this to him subject to the approval of Your High Nobilities, just as we are also imploring Your High Nobilities' approval to that end by forwarding the petitioner's written request itself, and we shall give the necessary notice thereof to the Malabar ministry at the first opportunity, with the request to send hither the final account of the said Wolff so that it may be entered into the books here.
