number of Firmans, and especially by those which we have attached in copy to our letter addressed to your administration of Surat, and which we have the honor to send you also enclosed; Shah Aurangzeb, Shah Jahan, and Muhammad Shah, all of which we possess, granting an eternal prerogative and power to trade throughout Hindustan and principally in Surat, upon paying customs duty of 2½ percent on all import and export goods, with this express privilege, that nothing more than these 2½ percent, once paid at Surat, shall be taken by anyone whomsoever, and in any manner whatsoever; and furthermore forbidding that any claim be made or any new burden be placed upon our trade, which previously no ruler has ever undertaken to do. And this, when consideration is given on the other hand that by levying such a tax, the trade of our Company is directly overburdened, and could in the future be so oppressed by the levying of ever newer taxes, that it would be impossible for it to continue there any longer. For the rest, in all this it matters little by what name this new tax is called, because any imposition whatsoever is expressly forbidden with respect to us, and consequently it is never binding upon us, however just it may be with respect to others. And it is not a reason for us to abandon this opinion that which your Chief and Council pleased to put forward in their letter of the 2nd of June, in these exact terms, that they did not know why we should not pay this imposition as well as the Armenians, Mughals, and other merchants; especially since payment thereof had already been granted by the other European nations; because the Mughals, Armenians, and the rest of the inhabitants and merchants of this city are all natural-born subjects of the Mughal, subject to the ordinances and customs of the country, and who have never been favored with any special privilege. As for the European nations, it is not within our province to know to what extent their rights and privileges reach, and what reasons the representatives of those nations think they have to give them up. But what admits of no contradiction, Gentlemen, is that the incompetence or complaisance of others can never serve as an example for us, nor induce us to yield and sacrifice the precious privileges of the Company to the arbitrary discretion of this one or that one. And appealing to the integrity of your judgment, we ask you, what good would the requested and obtained privileges serve us, if they were susceptible to losing their binding force as soon as the Governors and Rulers, obliged by their very position to protect everyone, had the power to annihilate them? Furthermore, your Chief and Council of Surat, in their capacity as Governor of the Mughal Fortress, cannot excuse themselves, without doing us a great injustice, from maintaining the noble Dutch Company in its rights and privileges. And we beg you, Gentlemen, to allow us to remind you that you bound yourselves according to all principles of good faith, very solemnly, by the letters of Mr. Spencer and his Council of 18th February 1759, when you besieged and took the Fortress; you assured us then that all your proceedings and your expedition against the Fortress would in no way tend toward the infraction of our privileges or to the slightest diminution of any rights enjoyed either by the noble Dutch Company or ourselves. And you yourselves also promised us, Gentlemen, authentically by your letter of 25th January 1761, that you would always make every effort to maintain inviolably the privileges of the European nations at Surat. Who will not believe now, Gentlemen, that our privileges are quite secure here, and sheltered from any infringement or violation, when all these public promises, assurances, and engagements are taken into consideration? In your capacity as Governors of the Castle of Surat, in your capacity as friends and allies with whom our sovereign States have had, for more than a century, a happy peace and good harmony, in your capacity as men of honor and good faith, we hope that you will defend and support us effectively in all our privileges; and it is in this conviction that we very earnestly request you to be so good as to recommend to the Chief and Council of Surat to oblige the Governor of the City to desist from the new tax which he wishes to impose upon our trade and to leave us in peace, as before. We do not doubt, Gentlemen, that in accordance with your prudent equity, and the solemn promises and guarantees that you have given us, you will promptly satisfy our requests; and it is in this confident expectation that we have the honor to be with particular esteem, Honorable Sir and Gentlemen, Your humble and very obedient servants, Surat, this 3rd of July 1775. Referring to that which we mentioned to you on the 14th of October of last year in making our Demand of Returns, we now proceed to that which we thought necessary to bring to your attention on the occasion of formulating the Demand. The findings of the cloths for each [illegible] which arrived in Zeeland during the year on the ship Borselen at the Ministers in Suratta. Right Honorable Gentlemen. We had scarcely seen ourselves honored with your Right Honorable Lordships' annexed petition for 1775, when we were already looking out for means to satisfy the same, at a time when here on this side of the Deccan and all around Souratte all lands and places were filled with armies, which reciprocally laid everything waste with fire and sword; but whatever means of persuasion we might employ thereto, neither the Company's nor any other merchant could be persuaded to take charge thereof, as our Resolutions of the 28th of February and 11th of April bear witness, until the suppliers finally, as evidenced by our decision of the 14th of June, came so far that they would undertake the delivery at their own risk if we granted them a price increase of 20 per cent; but although this was immediately declined by us, we were nevertheless obliged on the 14th of August, when lingering longer was impossible, to decide either to leave your Right Honorable Lordships destitute of all the requested goods, or to grant a considerable increase of prices up to 18 per cent on such goods as are manufactured far from Souratta in Brodera, Oeklisser, etc. and by

Having repeatedly detailed the origin of this debit in previous reports and state-accounts, I shall most obediently conform thereto and only report here that they, pursuant to the resolution of the Political Council of the 23rd of February of this year, for less received than qualities for which their account was debited, among others, in the books of 1767/68, pages 197 and 198, are now credited for ƒ 354:13:—. In conformity with the previous report, the above-mentioned brokers remained in debit at the closing of the trade books of this Directorate on the ultimo of August 1773 for the merchandise sold to them on the 11th of March 1769, 13th of March 1770, 15th of February 1771, 5th of March and 8th of December 1772, also 6th of January 1773, among others, and successively fetched in excess of what was paid. These funds shall be settled by the Bombay Commission at the coming ultimo August, when the same, in accordance with the High and Mighty Orders of Their High Excellencies conveyed by missive of 18 August 1774, will be partly reimbursed and partly written off to the debit of the Company.
