convincingly demonstrated; that we consider it unnecessary to explain ourselves further on this matter, and accordingly we also approve that your Honour has caused half of the rent credited and paid at Batavia to be refunded by the Director and the members of the Political Council who gave their consent to the hiring of that vessel. The ministers, in their answer to the extract of our missive of 5 October 1772, maintaining that the convoying of the vessels of the brokers and other private persons residing under the protection of the Company ought to be continued, when they are sent to Jambaeser and Brootchia to collect the linens gathered there for the Company, in order not to make the English entirely masters of the trade, we leave it to your Honour to dispose in this matter as your Honour shall deem proper. It appears to us meanwhile, from the reasons which the ministers have adduced in demonstration of that pretended necessity, that this protection to private vessels is not granted gratis. For such convoys, which have been very rarely granted, nothing has ever been paid, and at present they do not take place at all except for the Company's own vessels. And we therefore also judge it only fair that when the Company's small vessels are employed for such convoy, adequate escort money must be paid to the Company for it. With stated, to which Director van de Graaff, appointed by Their High Nobilities, will leave nothing unattempted. Regarding the small sales of merchandise, Their High Nobilities have demonstrated the causes in the letter now departing and accompanying this one, to which one takes the liberty to refer, only noting here that in the last expired financial year 59,638 1/4 lb of cloves and 13,775 lb of nutmegs were fetched, while one has well-founded reasons to expect that trade will now again be restored to its former prosperity. With the sale of trade goods in this directorship it is very poor, the decreased consumption of spices the ministers attribute in the aforesaid reply to our missive to the small quantity of sugar that they have had on hand, while they maintain in that same letter that in order to vend the sugar, goods are needed that cannot be obtained from others, and therefore insist most strongly upon the fulfillment of their requisitions for Japanese bar copper, but not intending to express ourselves further on these contradictory assertions, which we must regard as proofs of ignorance and inattention, we shall adhere to what we have said on this subject on previous occasions. As we shall not explain ourselves further on the sale of sugar at these offices for the reasons just cited, we also consider it unnecessary to enter into any demonstration of how incorrectly the accounts have been arranged which the ministers of that conducted trade have drawn up from the year 1766 to 1772/3 inclusive, and of which, if necessary, by comparison with those which were formed by your order under the Visitor General, full evidence can appear. We have meanwhile had to wonder that the ministers wished to dish up the sale of Japanese copper at an advance of 140 per cent as something that would not be displeasing to your Honour. For when we consider that, as shown by the note in your letter of 26 October 1773, in Bengal, on Ceylon, Coromandel, and Malabar, that copper yielded an advance of 170 1/8, 200 5/5, 227, and 175, and in 1772 at Surat 165 7/8 per cent, we must rather regard it as disadvantageous, and therefore also judge that the ministers would have acted much better for the interest of the Company if they had sent that parcel to one of the said offices, than to surrender it at so low a price out of a conceived fear that by the import at Bombay of 4,000 maons of European copper the price of the Japanese would fall still further. The reasons which your Honour has given us for the higher charging of the pitch, white lead and wax sent to this office in 1769 are indeed sufficient to show the cause from which that higher charge arose, but whether those goods ought to have been purchased at such high prices, and whether it was advisable to send such wares, which must serve for trade, to an office where, purchased at those prices, they could yield no profit but must cause a loss, we prefer to leave to your own consideration. We acknowledge that those goods had been requested by the ministers, but not having been able to expect that the same would be charged to them at so much higher a price than previously, they are in some measure to be excused on that account; it is nevertheless no less true that, as your Honour has rightly noted with regard to the requested quicksilver and the Japanese camphor, noted, the requisitions of this office are often formed without any deliberation or well-founded prospect. We encounter new proofs of this in the ministers' formal demand for 1773/4, and your Honour can easily understand how displeasing it must be to us that at an office which is maintained primarily for the sake of trade, where one daily has to struggle with powerful and domineering competitors, with greedy rulers and other adversities, which often require more than common management and circumspection, the governance of commerce and the further

123 Presently 100000: Ropias are going to Ceylon, and in the past book year the management of affairs remains entrusted to people who, far from having given such tangible proof of their skill and vigilance in the service of the Company that Your Honours could have relied upon them with peace of mind, have on the contrary handled the interests of that Company with so much negligence, carelessness and dereliction of duty, that Your Honours have had to make the sharpest reproaches to those ministers concerning this, and even declare yourselves with respect to the chief director in such manner as Your Honours have done by separate letter to the same dated 31:st December; that reproachable administration in this Directorate has thus also Regarding this matter, one also requests to be allowed to refer to that which is imparted in this regard by this document to Their High Noblenesses. of the negotiated funds of the company. that the condition of this Directorate, which in Anno 171½ still appeared to be ƒ 42120:—, will since have changed noticeably for the worse, while meanwhile the Company became more and more burdened with various houses and other buildings, for the maintenance or repair of which great expenses were incurred. As was done, among other things, with respect to the stone stairs on the river to a sum of 50260:— Ropias, although previously estimated at only 17500: Ropias. From the report submitted in that regard by the English engineer Makniel and from what was further set forth in the ministers' resolution of 30th August 1773 127 1773, it does indeed appear that since the calculation made of 17500: Ropias the dilapidated work had deteriorated noticeably, and an incomparably larger sum was required for its repair. But we had nevertheless not expected that Your Honours, on the mere statement of the ministers, would have passed those so exceedingly increased expenses without further investigation. Indeed, we find no reason to place so much trust in the administration of the ministers that we could assume solely on their affirmation that the expenditures charged to the Company were spent to the greatest advantage and that the specifications submitted thereof were valid. We can just as little rely on the protestations they make each time of their zeal and attentiveness toward the observance of proper economy. The funds spent for this have partly been paid back into the cash account by order of Their High Noblenesses, and partly debited to the pay accounts concerning such council members as were unable to make actual payment due to their insolvency; this charge is nevertheless generally very painful and burdensome, which is why the interested parties have once again, by letter of 30th April 1776, taken the liberty of requesting Their High Noblenesses to be relieved at least in part thereof, and regarding which they are awaiting a favourable decision from the utmost generosity of the same. The pomp and splendour with which, according to what they say in the letter of 17th December, the joyous birth of the Lord Hereditary Prince was celebrated there on the 22nd of November, and what further appears in their resolutions regarding this, makes us much rather believe that in doing so they completely lost sight of the fact that all public ceremonies ought to remain within certain bounds without turning into squandering or excess. 129 These papers are now sent in duplicate to Your Right Honourable Worships. And however much we do not disapprove of, but rather praise the showing of a proper joy over that happy event, we nevertheless do not presume that the arbitrary and inappropriate expenses which the ministers might have incurred on that occasion will be suffered at the expense of the Company. The minutes of what occurred with respect to the repair of the aforementioned stone stairs, cited in the ministers' letter of 30th April, nor the report of the second Cluijsken regarding his negotiations with the government in Bombay concerning the retention of the factory in Brootchile having reached our hands, we shall continue to await those documents along with those further relating to that work, in order to be able to make use of them here if necessary. Meanwhile, we cannot pass over without mention the erroneous reports that the ministers have given Your Honours, both regarding what occurred with the Nabob and of what was transacted with the government in Bombay. is not found that the Nabob, among other violent proceedings, had prevented the repair of that stone staircase at the Wharf, nor that the ministers of that place had asked the city governor for permission to be allowed to begin with the renovation of the said staircase. This was nevertheless posited by the Ministers in their letter of 30th April 1773, and must also have happened in order to be able to account for the 15000: Kop: that were charged to the Company for obtaining that requested permission, without any sufficient evidence of that expenditure appearing in the Ministers' resolutions. But what was actually to be done in the meantime was not so much merely to repair this stone staircase, as primarily to be allowed to place piling to the north of it on the Nabob's land for the preservation of this staircase, and especially to prevent the Company's wharf on that side from suffering damage by the outflowing water, and for this purpose these 15000: Rop:s were actually spent by the former Director Bosman, at least as far as can be traced and seems probable to us, especially from what was communicated in that regard to Their High Mightinesses in a separate letter of the 1st October 1773. Exchange. We must consequently also conclude from this that the retention of that factory will be treated further. And being unable to imagine that the Ministry at Bombay will have waived the demanded exhibition of those Firmans, we await the outcome of that matter, as we must also do with respect to the resumed negotiations with the ruler of the Marrhettas for obtaining safe-conduct letters for the Company's ships. In accordance with Their High Mightinesses' command, no more gifts are given to the Marrhetta Court and thus no further applications are made for obtaining the passes; only the Director maintains the friendship through amicable letters. The expenditures incurred for this purpose in the meantime already amount to a considerable sum, and we fear that, notwithstanding this, the outcome of those negotiations will answer the purpose little or not at all. We hope that Your High Mightinesses will not hold it against us that we must still postpone our General Description this time until the very next opportunity, because with the arrival of the undersigned Director the trade books had not yet been brought far enough for that purpose. In the future we shall take care that it is always sent with the ship departing from here via Ceylon for conveying the annual returns. Solely sending this accompanied by the concluded General Respectful Letters dated 30th April of this year, which have been retained until now in the absence of an opportunity, and the enclosures cited therein. And subsequently to submit with the requisite respect to Your High Mightinesses regarding the compensation ordered by Your High Mightinesses for the ship Walcheren, which was stranded on the sea banks here in the year 1773: That however unfortunate and innocent this in all respects oppressive tax may be, it was nevertheless decided on the aforementioned day provisionally to debit each of the partners present here on account as soon as the current account drawn up by the Honorable Visitor General, mentioned in Your High Mightinesses' cited letters, shall have been received with the expected ship Ouwerkerk. Yet the interested parties, believing that they can advance well-founded reasons for their discharge and moreover demonstrate in the clearest manner that at that time a formal resolution to detain Walcheren beyond the appointed time could never have been taken, nor that the same ever occurred, since that vessel, both due to the prevented transport of provisions and crew, and without which she could not possibly make the voyage, could not be regarded otherwise than as being in actual detention; furthermore, that these violent hindrances and obstacles that took place at that time are by no means to be imputed to their conduct, nor that they failed to employ every humanly possible means, representations, and protests, both to maintain the Honorable Company in its precious prerogatives and to cause all impediments and violence to cease, just as immediately thereafter not a day, indeed not an hour, was neglected to dispatch the ship Walcheren at the very earliest, they have taken the liberty on that account to address themselves in a respectful petition to Your High Mightinesses, which is transmitted among the enclosures in originali. We most humbly solicit Your High Mightinesses that it may be Your High Mightinesses' most favorable pleasure to take a favorable view of its tenor, and consequently, according to Your High Mightinesses' customary magnanimity, graciously to relieve the petitioners of this in all respects unfortunate and oppressive burden. On the elucidation demanded by Your High Mightinesses regarding the expenses on the Mosselschulp between the 20th and 25th December 1774 and the use of the goods supplied to it from stock, as well as the necessity of the supplies further requested on the 3rd July 1775 for the benefit of that small vessel, a report was demanded from the Master Attendant pursuant to the Resolution of the 4th November, and we shall consequently have the honor to answer that by the next opportunity. The Director, being unable to judge the solvency of the brokers on account of his short presence in this place—which by many is not considered too great—has for that reason, although promising to employ all possible means for its collection, had to withdraw himself from all claims concerning this, and has therefore notified the secunde Sluijsken at the cited session of 13 August of Your High Noble Honors' order, contained in the secret letter of 26 July, according to which the former Director Bosman and the said secunde were instructed to pay the arrears of the brokers into the Company's treasury, in case there is the slightest apprehension regarding them. The secunde Sluijsken thereupon requested, at least until it shall have been seen what can be recovered from the brokers, to be allowed to suffice with placing his person and property—which he promises in no way to alienate—at the disposal of the Company, to which, in hopes of Your High Noble Honors' highly esteemed approval, we have consented. He also requested to be permitted in the meantime to address Your High Noble Honors directly concerning these debts of the brokers by further written representation. We have furthermore resolved, in hopes of Your High Noble Honors' highly respected approval, of the 30000 Rops. that still run in the account of secret negotiations, to write off 15000 Rops., and for the other 15000 Rops. to charge the account of the former Director Bosman. Furthermore, upon their request made to that end, we have provisionally allowed the members who are to take part in the provisional deposit of 35000 Rops. ordered by Your High Noble Honors, according to what was communicated by secret missive of 26 July last, of which communication was made by the Director at the meeting, regarding the costs of the new piling work, to suffice with the obligation of their persons and property, until the said work shall have been further examined by the engineer ordered hither from Ceylon, and Your High Noble Honors' further orders shall have been obtained. Meanwhile, the members van der Sleijden, Heijdeman, and van Citters considered that they could not be drawn into this matter, as not having been present at all those resolutions in that regard, namely van der Sleijden not at that of 20 September 1774, where the specifications were approved, and Heijdeman and van Citters not at that of 30 August 1773, where the second plan of the English engineer Macniel was submitted and the increase specified therein was granted. Lastly, for the charge that might arise from the price increase on the linens granted by resolution of 14 August, we have allowed the secunde to suffice with the aforesaid general obligation of his person and property, because he, seeing that such considerable compensations already rest upon his account, declared himself entirely unable to provide sureties for it, of which we were all fully convinced. But as this cannot help much toward the aforesaid arrears, the cashier Willem Lodewijk Contag has been called upon to pay the surety bond of 16000 Rops. which he, together with the secretary Kroll, undertook by notarial deed of 21 November 1772, as nothing more of the estate of the said Kroll is to be found here. All these Resolutions were for this reason only signed by the Secunde and the other members of the assembly after the arrival of the present Director, and we hope that Your Right Noblenesses will be pleased favorably to consider that this neglect is not to be imputed to the Secretary, who in our humble opinion cannot really do more than present the Resolutions for signature when they are prepared, or cause them to be presented. On account of this uncertainty, we have permitted the owners of the aforementioned private goods to import the same for the time being and until Your High Excellencies' further orders without paying the aforementioned dues, and we take the liberty hereby very humbly to request Your High Excellencies to honor us with your further highly respected orders regarding the aforementioned question. Furthermore, we request that in case these dues, anciently collected here, should still remain in force, Your High Excellencies will then be pleased to order that the same may be collected from the owners of the goods now passing over at Batavia, and that the amount thereof may be credited to this office.
