235 months ago, so to speak, daily in the most troublesome manner made requests to the Lord Director that we would accommodate him with some gunpowder. The Lord van de Graaff has repeatedly declined this request, and sought to excuse himself from it in the best manner, but as the Nabab did not cease to persist continuously in this, the Lord van de Graaff finally caused the Nabab to be answered that, as it is always our steadfast custom to oblige the Government of this City in every possible way, His Honour was indeed willing to show this in this case as well by accommodating the Nabab, because he declared to be in the greatest embarrassment on that account, with a small parcel of gunpowder in proportion as our small supply would be able to permit, but that he (as he could not comprehend how the Nabab could have such a request made to him with so much empressement, since he could surely be abundantly provided with gunpowder by Your Honours, who together with him are concerned with the protection of the city) could not consent to this request of his otherwise than under this express condition, that the Nabab should bring it about that the Lord Boddam let him, Lord van de Graaff, know that it would be agreeable to His Honour if we complied in this with the Nabab's request. This is the true state of affairs of the case, and we thought, as we believe we may expect with much reason, that this conduct would give Your Honours satisfaction and serve as proof of our deference toward Your Honours in not wanting to engage in any matters of that nature without Your Honours having been informed thereof, and our being assured that it would not be disagreeable to Your Honours. Your Honours see from this that the Lord van de Graaff gave his word only conditionally. He has not only not revoked nor broken this, but has repeatedly caused the Nabab to be told that under the aforesaid condition he would accommodate him with the powder that we could spare without our own inconvenience. Your Honours remark, Gentlemen, that Your Honours think that the expression we used in our letter, namely that we requested that Your Honours would oblige the Lord City Governor to no longer prevent the bringing ashore of our powder, is very novel and unusual; and a style very different from that which previously and hitherto has ever been used by us; but if Your Honours please take the trouble to inspect our previous letters written to Your Honours on similar occasions, Your Honours will find that we have always made such requests to Your Honours in the very same terms, pursuant to the solemn assurance which was given to us first by the Lord Spencer 23 Spencer and his Council, by letter of the 18th of February 1754, and which was subsequently further repeated and confirmed by the Lord Governor & Council of Bombay, by letter of the 25th of January 1765, namely to preserve us inviolate in our privileges and ancient customs. Mr. Boddam to deliberate upon the most fitting means to clear away the dispute concerning the powder as much as possible, promptly and to mutual satisfaction; and upon the report he made to us of his proceedings, we trusted that the matter would have rested there. On our part, however much this turned out contrary to our expectations, we would nonetheless have let the matter rest upon what was already written, had not Your Honours remarked in your aforesaid letter that the Nabob would have an undeniable right, in case this city were attacked by an enemy, to command not only our gunpowder but also our artillery and even our personal services. With regret we have observed from Your Right Honours' said missive that Your Right Honours have misunderstood our aforementioned missive, as it was never our intention to interfere with such orders as Your Right Honours see fit to give to your servants, much less to question Your Right Honours concerning them. From the information we have received, and the orders given in question, we were compelled to conclude that malicious tales relating to us had been spread, which had caused Your Right Honours to proceed to such a singular step. Concerning this, and therefore only in so far as the reasons which gave rise to this concern us, we wished to be informed; and this is what we also believe we may and must repeatedly request, as we do hereby, in the most earnest manner. And as we are convinced within ourselves of the purity of our actions, and of the zeal that inspires us to preserve the good harmony between the two factories, Your Right Honours on your part will please consider how such an order as that of Your Right Honours, being particular to the Dutch nation, must have appeared exceedingly strange to us, besides the fact that it may also have very dangerous consequences, as being capable of inspiring ideas in the common mob which sometimes could not be prevented by the prompter means. In this letter, written on the 26th of February, we demonstrated anew to Your Right Honours how this right belongs indisputably to the Noble Dutch Company. We furthermore showed Your Right Honours what still needed to be done if Your Right Honours, notwithstanding the obviousness of this right, persisted in your resolution to request new instructions on the matter from the Gentlemen your Masters before settling this affair. Finally, we showed Your Right Honours the difficulties that must necessarily arise hereafter to determine the damages which our Company suffers by this interruption of this right, and we made the most equitable proposals to Your Right Honours to prevent them, without Your Right Honours having honoured us with any reply thereto up to now. We had greatly hoped, Gentlemen, that Your Honors would have had the goodness to explain to us the reasons for the order which Your Honors acknowledge having issued by your letter of 11 April, in case these reasons might concern us more or less, just as the aforementioned order of Your Honors' subordinate seems to indicate, seeing that our regard is certainly particular. Your Honors' silence in response to our letter of 6 May, in which we asked for these reasons for the third time in the most friendly manner, we cannot regard as anything other than a refusal; and since, despite the ignorance in which we have been left in this matter by Your Honors, one cannot assume, without insulting Your Honors, that Your Honors have taken this singular step without any reasons, Your Honors cause us to think, and all ingenious men must surely do the same with us, that further consideration has made Your Honors see that these reasons, whatever they may be, are manifestly too absurd to communicate to us; we consider ourselves all the more entitled to believe that, because we bear too much respect for Your Honors to suspect Your Honors of ill will, and finally, to speak without circumlocution, we notify Your Honors hereby that we shall absolutely hold it to be so if Your Honors persist in your reticence after the receipt of this. Before we conclude, we must still say a few words about a letter written by us on 22 November of last year to the Minister of the Court of Poona, Nanna Parnawies, which letter, translated from Dutch into Persian, is said to have been intercepted, or at least to have fallen into Your Honors' hands. That we were not informed of this sooner in such a manner that we could have conferred with Your Honors about it, arises from the fact that this letter was not sent as usual by express Cossids. A gentleman from Poona named Zalla Nehaaltjan, who had been in Surat for some time, had shortly before, accompanied by two other distinguished gentlemen of his nation, paid a visit to us, as he told us, pursuant to an order of the aforementioned Minister, who had commanded him to request an audience with us before his departure, in order to greet us on his behalf; and as he told us that he was now on the point of departure, we requested him to charge himself with this letter, all the more because, besides acknowledging the receipt of a letter from the aforementioned Nanna Parnawies, which contained nothing but some compliments and therefore required no further answer, it was solely intended to thank him for his aforementioned attention to us. If the aforementioned information regarding our said letter should not be true, then we beg Your Honors' pardon for this mistake, but if it is so that the same has actually fallen into Your Honors' hands, then we request Your Honors to return it to us, and that Your Honors will at the same time be so good as to communicate to us the reasons which have moved Your Honors to detain it until now, so that Your Honors may know with all the more certainty whether the letter which is said to have fallen into Your Honors' hands is the same one that we claim, we send Your Honors enclosed herewith a copy of our aforementioned letter, as it is entered in our registers, together with the translation thereof. nearly two years ago, Gentlemen, the aforementioned Jacob Goverts, who has been in the service of the Honorable Netherlands East India Company since the year 1769, requested by petition his discharge from us, or, if that could not be granted by us to him, that we would then grant him leave for some time. In consequence of this his petition, we submitted his request for his discharge to Their High Excellencies the High Government over the Netherlands Indies, and while the answer thereto was awaited, we then granted him a leave for the period of two years commencing on 23 January 1779. And since we have seen from the aforementioned letter from Mr. Boddam that the aforementioned Goverts has engaged himself in the service of the Honorable English Company, notwithstanding it is known that he is still in our service, we therefore reclaim him by this as such, with the request that Your Honours will be so good, Gentlemen, as to cause him to be surrendered to us. This amount will, as usual, be settled when the final accounting with the suppliers has been made, as linen to roughly that amount has been brought to the bazaar. of rupees 543 paid to him for double board money to the sum of rupees 172:39, and that which was provided to him in Colombo for emoluments retained as due to the sum of rupees 49:14, all of which entries were charged to this account in the books of 1779/80. 3. On the other hand, to admit as a charge to this entry rupees 5912:8, which according to 3 August 1777 were deducted from it and charged to the pay account of the Honorable Secunde Sluijsken, and which are now to be relieved from it again pursuant to the resolution of the 1st of this month, and 4. to allow the remaining rupees 34979 to continue in the books until further orders from their High Excellencies. On the Linen Bazaar Captain Heijdeman, and to the repatriated bookkeeper and former committee member at the above-mentioned place Willem Carit on account of 15 pieces of coarse Niquanias, which were allegedly found deficient at Malacca in the packs numbers 403 and 363, accounted for as compensation pursuant to the resolution of 7 December. The wooden revetment outside the North-East Land Gate of the Honorable Company's shipyard, rupees 6355:2, 76266 guilders 10 stuivers 8 deniers. The origin of this debit having been described very circumstantially in the recent memorandum of last spring which served at the session of 22 November 1779, I shall, for the sake of brevity, most obediently refer thereto. The repairs made to the Honorable Company's garden Zorgvrij, 3436 guilders 16 stuivers. In the recently or just-cited memorandum it was demonstrated how this debit of 4296 guilders 1 stuiver 8 deniers was caused; the same has since been reduced for two years by one-fifth, or 859 guilders 5 stuivers 8 deniers, which have been counted into the Company's treasury by the Director. 5. Pursuant to their High Excellencies' orders, the newly built stone frethoil warehouse in the Honorable Company's rented lodge within this city, rupees 3696:24, 4435 guilders 16 stuivers. The cited warehouse was, according to a certain specification made conforming to what was recorded in the resolution of 11 February 1779, contracted out for the above-mentioned amount to the Honorable Company's Modi Manik Dada, and the same having been completed conforming to the agreement entered into, the cited amount was, in fulfillment of the decision taken in council on 4 October following, paid to the said Modi out of the Company's main cash treasury. Accounts of contracting out, rupees 319688:32, 383626 guilders 8 stuivers. In the spring memorandum it was very extensively shown whereby this former Director, at the closing of the Surat trade books for the year 1778/79, was debtor for rupees 17492:14. Conforming to decisions taken in the Council of Policy on 4 December 1778 and 29 November 1779, this account was under the last-mentioned date, for reasons stated in the first cited decision, additionally debited to secret negotiations for the amount taken by his Honor out of the treasury on date 2 March 1774 and not accounted for, 21000 rupees. Total added, rupees 38493:14. will by the warehouse master Cornelis van Oilters, merchant and warehouse master, rupees 376:21. This is the redemption amount for 517 and a half pounds of Japan or Satsuma sapanwood and 10 pounds of elephant tusks, which were accounted for as deficient by the said warehouse master in excess of the percentages permitted for validation by the general regulation, and conforming to the decision taken in the Council of Policy on 14 October of this year, must be paid to the Honorable Company as such, the cash accounts having been closed and audited prior to the receipt of the extract decision, wherefore the warehouse master has been debited for the said goods. 271

By the ship etc. The Chamber of Amsterdam has been unable to comply with the resolution of the assembly of the 17th, whereby it was requested, after the conclusion of the sale, to send you a report on the findings regarding the linens brought in during the past year, because they were disappointed therein. These following pieces of information that were furnished to us serve, however, for guidance: That among the parcel of Jagannathpur cassas of 2¼ cobidos at the Chamber of Amsterdam, there were: 6 bales Letter A of the old sort, 1 bale Letter B. That all the other bales were not only much inferior in quality, but were mixed with another sort of coarse, hollow, and loose cotton amiertje and other Patna prints, heavily starched, yellow, and narrower than the other pieces. In each bale, 40 to 60 pieces of these bad cloths were found, and because of this, the merchants suffered significant losses on those purchases; thereby this article has also fallen into discredit, since everyone is afraid to provide themselves with it from the Dutch Company. The cassas at the Chamber of Rotterdam were indeed not assorted in that manner, but of such a quality that the merchants assure they were never brought in worse. That the fine Gendia cassas and the Jagannathpur ones were of such bad sort that they yielded 30 to 40 percent less than if they had been of the required quality. That the superfine terrindams of Santipur only deserve the name of ordinary fine; they therefore only barely fetched the purchase price. That the doreas satisfied neither in quality nor in assortments. We have many times given the necessary elucidation regarding this article, in the hope of obtaining improvement thereby, but the required sorts we only find among the goods that private individuals bring with our own ships, and among those brought to Europe by other companies. have been that the first and third sorts were of equal quality, some third sorts better than the first. That the Seer Sutkerhoff, although a very popular article, decreases from year to year both in quality and in colour, especially those of 30 Cob. long. That among the Guinees and Salempouris many bad pieces have been found, of which the first fold had the specified width, while those same pieces were much narrower in the middle and at the end. This now is extremely harmful to the merchants, because the printing plates, being wider than the cloths, caused much misprinting. That finally, with respect to the linens from the Madurese Coast, the Salempouris from Tuticorin and the Guinees from Manapad have been very bad, especially the latter. That the Guinees from Lonnecaal is little better than the quality for which it was previously excused. Already repeatedly we have complained about the little attention of the ministers at the linen-supplying trading posts in fulfilling the requisitions, both concerning the qualities of the goods and in their sorting; and since we perceive no improvement in that regard, we have resolved to send back to the Indies all linens that do not comply either with the requested qualities or in their sortings, so that the ministers and employees who gathered or sorted them shall be made to reimburse the Company not only the purchase prices, but also such profit in addition as we shall judge reasonable according to the circumstances of the times; and this shall take place with the return shipments that will reach us after our aforesaid resolution has been made known to the aforesaid ministers and employees. Regarding the goods that have been sent to us from the respective trading posts as samples, we cannot give our opinion until after the sale has concluded; and since it is again to be held somewhat late this year, we shall report to Your Honours the assessment of the return shipments in general and of the sample goods in particular upon the departure of the late ships, as has always been practiced for some years. Those reports can then also be given on firmer grounds, since it is likely that most goods will have been collected by that time.
