Right Honorable Gentlemen, When on the 16th of January of the preceding year we had the honor of dispatching our last humble communication along with the returns per Trompenburg, we instructed the linen suppliers to proceed with the collection of what had remained unfulfilled from the contract of 1784. We did so in order to be in a better position this autumn to fulfill such requests as we might receive from Your Right Honorable Gentlemen; but when in the month of April the numerous and large orders placed here for the Portuguese and English caused us to apprehend that we would be unable to satisfy those requests at that time without conceding a considerable increase in prices, we proceeded to make a further contract for the same prices as have been paid in recent years. By this means we were able to prepare a cargo equal to the last requisition that Your Right Honorable Gentlemen made for the year 1782. The outcome has fully confirmed our apprehension, as the arrival of three Portuguese and two French ships caused the prices of linens to rise considerably. However, unfortunately, by the 20th of December last we still had no ship to transport these returns to Ceylon. For this reason, on the 22nd thereafter, we came to an agreement with the Portuguese merchant Minghuel de Souza to transport these goods on his ship, the Lady Hughes, to Punto Gale against the payment of 10 percent freight on the true purchase cost of the goods according to the invoice. The reasons that prompted us to this decision are circumstantially described in our respectful letter to the High Indian Government of today's date, page 174 et seq., which, together with our resolutions and other papers according to the order and the accompanying registers, we have the honor to present herewith to Your Right Honorable Gentlemen, in duplicate by the bearer of this, to be divided between two ships at Ceylon. And we hope and trust that these reasons will be found of such weight that Your Right Honorable Gentlemen will be pleased to approve our conduct in this matter, which has as its foundation nothing other than our zeal to serve well and to give Your Right Honorable Gentlemen the satisfaction due to you. And in this expectation, we have laden on board the aforesaid ship, to depart therewith tomorrow for Punto Gale, such goods as are specified in the accompanying invoice to a considerable amount of ƒ192581:4:-, in the hope that the same will be received to the satisfaction of Your Right Honorable Gentlemen. Right Honorable, Highly Esteemed, Far-Ruling Lord And Honorable, Right Honorable Lords. Your Right Honors will graciously gather from the general letter the step which we, although in vain, have taken with the Government of Bombay for the recovery of the artillery that was taken with the Directie. I therefore only take the liberty to submit for Your Right Honors' humble consideration whether it might be Your Highest Pleasure to send back here 24 iron cannons of 4 lb with the necessary carriages and ammunition. At first glance it may seem somewhat superfluous to have any artillery here as long as the English are masters of the Castle, both because one is thereby in no better position than at present to resist them in case of a rupture, and because, as long as they are lawful and fulfill their obligations, one must be considered sufficiently secure under their guarantee; yet upon a calm examination, it will perhaps appear that this artillery with the necessary ammunition can sometimes be of the highest importance and utility to the Company. The circumstances of the English Company require an abolition of all considerable burdening posts, and Suratte has belonged among these from the beginning when the Castle fell into their power; it could thus very easily happen that that Company resolved to dispose of it, and to give Suratte, or actually the Castle, away, as they did with Brootchia, or to sell it, as has sometimes happened with Geria, all the more now that the present sovereign of Brootchia, Rauw Scindia, who made himself master of the person of the Mogol in the capacity of Vizier of the Empire, claims from the English all revenues that they have drawn since the year 1759 when they captured the Castle. And in such a case, the one who has the honor on behalf of Your Right Honors to be at the head of affairs here should, above all things, attempt to regain that power and that influence in the administration of the city which the Company had here before the English were masters of the Castle, for which a respectable appearance is of extraordinary usefulness. Besides, it can be of the utmost importance to at least have this artillery against an unforeseen attack by the common people in case of tumult, or insurrection and looting, as recently occurred here among the English garrison. And even if all the aforementioned apprehensions were devoid of foundation, experience in the years 1775 and 1776 has nevertheless taught us that the English, when during the war with the Marhattas they feared being attacked unawares, all together with their goods withdrew into the Castle, leaving the city with its suburbs to care for themselves; and in such a case this artillery could at least serve and be necessary to ward off the attack of a wild and plunder-hungry crowd of Marhatta soldiers until one had the opportunity to speak with the commanding chiefs and enter into negotiation. Furthermore, if I can only obtain permission to continue building the wall mentioned in Section 53 of the general letter, one would be able to defend oneself for some time, whereby the Company could at once be preserved from losses and disadvantages, compared to which the costs of this artillery, which is not considerable, cannot bear the least comparison in years. If these my humble considerations, which I very respectfully submit to the known wisdom and penetrating judgment of Your Right Honors, might meet with Your Highest approval, and Your Right Honors should thus take the resolution to send the aforementioned artillery with the necessary ammunition here, I very humbly request that this may happen the sooner the better, because it is to be feared that, if much time elapses in between, one will afterwards be thwarted and frequently hindered from bringing the same onto the wharf. February of the preceding year, of which we have the honor to accompany this with the duplicate. And passing very respectfully to that by this letter, we make a beginning with the article of ships and vessels, and have only to report under the same that, in hope of your High Nobilities' approval, we have had a land boat built here, as one cannot be spared here since we are such a long way from the roadstead, both for conveying the Fiscal and deputies, as well as the equipment overseer, on board from time to time, and for taking the necessary daily orders on board. The specification of this boat, amounting in cash to rop:s 919:17: and from stock rop:s 38: 25: or together rop: 957: 42:, is entered into our resolution of the 11th of July 1785. And we request permission to refer to the reasons that moved us to deduct rop: 219: 17: from the same and thus pay with rop:s 738:35:, with the humble request that your High Nobilities please allow us to write off this cost of the aforementioned boat. Purchase or collection: as we took the liberty to bring to your High Nobilities' knowledge in our humble missive of the 16th of January A:o Po N: 62:, we not only let the usual linen suppliers proceed with the collection of the chintzes and other linens that had remained unfulfilled from the last contract for the fatherland, as well as the silk patolas for the Indies, but the numerous and substantial contracts which were made here in the month of April last on behalf of the Portuguese and English have brought us to the decision to extend this collection to equal the requisition for the Netherlands for the year 1782, the last which we received here, as appears from our resolution of the 9th of May last. A step which we, now that we lacked a ship for the transport to Ceylon, almost dreaded having taken, on account of the uncertainty as to how it will be regarded by your High Nobilities. But hoping to be able to show your High Nobilities that we were driven in this only by a hearty desire to serve the Company, without any private considerations whatsoever, and to give your High Nobilities the satisfaction so duly owed, we flatter ourselves that our conduct will earn your High Nobilities' high approval; regarding which your High Nobilities may please be informed that we decided upon this arrangement in view of: 1st. That from the numerous contracts of the Portuguese and English for Europe, we thought we might conclude that linens there were fetched at very good, certainly no lower, prices than before the war. 2nd. That we flattered ourselves that we would give greater satisfaction to the High Noble Lords Directors by procuring an entire cargo equal to Their Right Honorable Grand Lordships' last requisition, rather than by sending only a small part thereof. And 3rd. That by postponing the contracting, we would be unable not only to deliver the linens for the previous year's prices, but even to fulfill the demands, even if we were to receive the same as early as in the preceding year 1784, since the good fortune met with at that time is mainly to be attributed to the fact that upon the arrival of Trompenburg no contracts had yet been entered into by merchants of other nations; apart from the well-known fact that those linens woven in the rainy season exceed by at least 10 percent in quality those manufactured in the dry or cold season. While we may assure your High Nobilities that, in the last compelling reasons, the outcome completely corresponded to our apprehension, as the arrival of two French ships, Le Brabant and Le St. Esprit, and of three Portuguese /: besides the Gratitude which already departed for Lisbon early in the year with a cargo of 300,000 rupees, named Croix d'Ares and Grande Condestavel de Portugal :/, has caused the linens to rise more than 20 percent above the usual price. Bouwmandje Kautje, the adopted son and heir of Mandchergie Gorseedjen, has managed to escape the prosecution of his numerous creditors by flight, especially of those outside the protection of the Company, because those belonging under us had been expressly forbidden by the first-signatory to cause any trouble to the said Bouwmandjen for the time being. §: 17. Section 48. Thus we have also, in the hope of Your Right Noblenesses' approval on the aforesaid 9th of May, taken the resolution to have this burial place and tomb repaired as much as is absolutely necessary, and to have the costs thereof paid out of the treasury, in order subsequently to be reimbursed to the Company out of the fund of these graves, consisting of that which is collected in the church, of the fines, and that which is paid upon the manumission of slaves, in the same manner as Your Right Noblenesses were pleased to allow previously and for the last time by the cited letter sent hither of the 11th of November 1763. Section 49. Consequently, in our meeting of the 18th of June, we contracted out to the dispenser De Sille the repair of the grave tomb of the Right Noble Lord Van Rheede, Governor-General, for 835 rupees, of the gatekeeper's house standing thereby 65 rupees, of the water well 40 rupees, and of the ring wall around the entire burial place 345 rupees, or together 1285 rupees. As appears from the report of the specially appointed commissioners entered in our resolution of the 16th of November, the dispenser has duly fulfilled his obligation, and we have paid him out of the treasury to the account of the graves. Finally, in our meeting of the 11th of July last, we also resolved to have paid out of the treasury to the first-signatory, on account of repairs to Zorgvrij, a sum of 3578 rupees 36, which he had already advanced, principally for the restoration and preservation of the palisade standing before the garden, which otherwise ran the risk in this rainy season of being completely washed away and causing infinitely greater expenses. Section 51. To economize on what the outer walls of the houses in the shipyard repeatedly cost for the whitewashing and plastering of the same, at least once a year, we contracted with the modi on the 5th of August of the past year to paint the same red and point them in the form of masonry bricks for 294½ rupees, as has since been done, which will save the expenses of whitewashing and plastering for many years. Furthermore, we have validated and allowed to be written off to the Warehouse Master the validation permitted to him by the regulations, against which we have charged him in the meeting with a compensation of a quantity of 13,745 3/4 lb of powdered sugar which he delivered short over and above his permitted 2 percent loss of weight, amounting at buy-out price to a sum of rupees 1,786: 45.
