83 Paragraph 127: However, in order to guard as much as possible the preservation of the Company's privileges at this trading post and to keep open the way to a negotiation concerning the reestablishment of the same, should your High Excellencies see fit to approve it, the first undersigned dispatched on the 16th of April to the present sovereign of that city, Maha Raja Ran Scindia Bhadin, who has now made himself master of the capital of the Mughal Empire, Delli, and of the person of the Mughal, and has set himself up as vizier of the realm, the letter which is entered into our resolution of the 9th of May. Having received the answer of that prince, by which the reestablishment of the trading post is deferred until his return to his capital, Ujjain, the first undersigned wrote back to him on the 8th of June, as both letters are inserted in the resolution of the 18th of the same month. Number 128: However, before any answer thereto was received, the Governor of Brootchia thought fit to send back empty the hired vessels that among others had also been sent thither on the 19th of October to collect the return cargo destined for the homeland, and immediately prevented the export and shipment of the same, demanding that the tolls and dues be paid to him thereon just as is done by other merchants. Paragraph 129: This would have amounted to a considerable sum, even if the Company were treated on an equal footing with the most privileged merchants, and it would moreover also have closed the way to further negotiation. In order to prevent this, the first undersigned, as soon as he received news of this obstruction, dispatched a trusted person to the aforementioned Governor. Paragraph 130: And through his efforts, as well as through the promise of a gift to the Governor of equal value to the one sent in the spring, we had only just received the return cargo from Brootchia, Paragraph 131: when the first undersigned received, on the 28th of November from the said Governor and from his Dewan, the letters entered into our resolution of the 22nd of December, stating that he, having now received strict orders from his master Scindia Bhadur, could not tolerate this any further, since upon concluding the peace between the English and the Marathas it was agreed not to tolerate any other Christian nation, nor to let their goods pass and repass in such places as belong to Scindia. Paragraph 132: It is thus through the haste we made to retrieve the return cargo from there, Paragraph 133: that we have been so fortunate as to exempt the Company once again from paying the aforesaid tolls, and even from the customary gift that was previously given annually. However, from all the foregoing, your High Excellencies will please be convinced that this will no longer be possible for us without a Firman or Parwana for the restoration of the trading post from the sovereign himself. Paragraph 134: From whom the first undersigned received, on the 1st of November, the missive inserted in our resolution of the 16th of that month, wherein is also recorded a letter from the Khatri merchant Sivdas, whom the Commander employed to deliver his missives to the prince. Since this, as well as the entire conduct and well-known customs of the Marathas, shows that nothing can be transacted without gifts and that the Company must either proceed with this or abandon Brootchia, we pray that your High Excellencies may honor us in this matter with your highest commands. Paragraph 135: Regarding the Court of the Marathas and obtaining passes from the same for our shipping and vessels in order to be secured against the cruisers of these peoples, the first undersigned Commander received on the 25th of March from the Maratha prince and his prime minister the letters which are inserted in our resolution of the 28th of the same month, in answer to his missives of the 22nd of January mentioned in our respected missive to your High Excellencies of the 27th of February of the past year, paragraph 21. Paragraph 136: Deliberating upon these letters on the 9th of May, it appeared from their style of writing that the prime minister Nana Fadnavis, who virtually holds sole authority during the minority of the prince, expects some gifts from us, such as were sent in the year 1765 by the late Extraordinary Councillor and Director of Surat Senff, before he dispatches his orders to the naval officers and grants passes. Paragraph 138: Thus the first-signed once again attempted to see whether there might be any possibility to achieve the delineated purpose through friendly letters and various pretexts regarding the gifts, and so without expenditures to fulfill your High Noblenesses' orders given by revered letter of 10 August 1784 regarding the observation of what is necessary to obtain all possible security for the ships and vessels against the cruisers of these peoples; these letters are inserted in our aforesaid resolution of 9 May. Paragraph 139: However, the missives which the Authority received in answer thereto, both from the prince and from his First Minister, as they are recorded in our resolution of 5 August, show the disinclination of the Maratha Court to grant the passes and establish a recognition signal, and why we, being unable to proceed any further at present, had to decide on the very same day to let this matter rest for the time being, both so as not to show them our desire for these passes too clearly and thereby make them bold, and to test for once whether this Court, seeing our indifference, will also make some attempt to renew the negotiation; which might be possible, as the Agent of the Court in this city has informed the Authority that the passes would likely be granted if the equivalent were paid for them that was paid in 1774 to the then pretender prince Ragonath Rao. We take the liberty to request your High Noblenesses to be furnished with Your High Noblenesses' further orders regarding this, and merely add that the Marathas, as far as we know, respect very well their passes which they grant to native vessels, and that what occurred with the ship De Vrouwe Geertruyda, Captain Buijs, in January 1775 seems to have to be attributed to the troubles in the Maratha empire at that time, as the aforementioned ship was attacked by the party of the youngest prince, who had not granted the passes. Paragraph 140: The letters which the first-signed further exchanged with the prince of the northern or small Marathas, Fattesing, as well as with the Governor of Ahmedabad, served only to resume and maintain a good understanding with them, and all the translations thereof are recorded in the native letter book that is being forwarded to your High Noblenesses among the annexes. Paragraph 142: Gifts: we have had the ordinary annual gift delivered to the Nawab and other Regents of this city according to ancient custom; the same is inserted in our resolution of 17 May and amounted at purchase price to ƒ 5981:2:8 and at sale price to ƒ 6158:—:—, being less than what was last gifted in 1780 at purchase price by ƒ 176:17:8 and at sale price by ƒ 383:4:8; we nevertheless first tried whether there was any possibility to reduce this gift further, but in vain, as this is treated in detail in our resolution of the aforementioned 17 May, to which we take the liberty to refer here. 93 departure after his brother's death of five pieces of pommaries to the value of rop: 165:—: Section 149: Foreign Nations, and in the first place the English as Governor of the Surat Castle, we take the liberty, in order not to fatigue Your High Nobles' attention too much with regard to them, to refer to the translation book sent over among the appendices and to our successive resolutions, wherein are recorded the letters which were dispatched by us to the Council and by the first signatory to the Chief, all tending to the maintenance of our privileges and the old customs, regarding which we have been so well successful that we may assure Your High Nobles that no slightest detrimental change therein has been suffered or occurred. Section 150: We only request permission to quote specially from all the same here that on the 28th of March we received a letter from the Lord Governor and Council of Bombay, dated the 22nd prior, whereby they permit the flag of this Directorship to be hoisted again as before the beginning of the war, as indeed took effect that same day. Being informed that the government in Bengal, at the restitution of the Company's possessions there, also returned all ammunition and artillery that had been found in that Directorship at the capture, we resolved on the 6th of April, on the basis of this conduct of the Lord Governor and Council of Bombay, to request that they would likewise be pleased to restore to us in the same manner these pieces of ordnance with the ammunition which, at the capture of this Directorship, were taken from the wharf and secured in the castle. The letter for this purpose is inserted in our resolution of the aforementioned 6th of April, but they refused this request of ours by their letter of the 22nd of that same month, inserted in our resolution of the 9th of May following, on the basis that it conflicted with the 5th article of the Preliminary Peace. Section 152: On the aforementioned 6th of April we also sent a letter to the Surat ministry, by which we repeatedly demanded the return of the three books or Memoranda left with them at the restoration of the Directorship, but likewise in vain. They never wished to give us any answer on this article, notwithstanding that the Commission which handed over the papers along with the wharf had undertaken to restore these three Books or Memoranda as well. Section 153: 93 The custom at Surat has been for many years that the Dutch and English Chiefs, when they were preceded by the flags of their sovereigns according to the custom of the country and in imitation of the native Nabobs and Governors, rendered to each other, or to say better, mutually to the flags of the respective states, full military honors when passing the guards of either side. Section 154: This old custom was possibly not fully observed for some time, and after the flag of the Directorship was hoisted, the first signatory was also only saluted with three rolls of the drum while presenting arms. He let this pass unnoticed for a long time, convinced that such a mark of honor to the person of the Commander certainly cannot be of the very most special importance to the interests of the Company. Section 155: Yet seeing that the entire salute was gradually neglected, and not only that, but that the English Chief now and then took steps which seemed designed to curtail our privileges in general and to place us on the same footing as the French and Portuguese, he first wrote privately about this to the aforementioned English chief; and that being of no effect, we caused the letter of the 8th of August to be dispatched to the entire ministry, recorded in the resolution of the 27th following, while the aforementioned letter from the Commander and the reply of Mr. Day are inserted in our resolution of the 5th of the more-mentioned month, wherein also the reasons that moved us to this conduct are described in detail, and to which we respectfully request permission to refer here. Section 156: In the reply to this letter dated the 10th of the same month, which is inserted in our aforesaid Resolution of the 27th of August, the aforesaid Ministry did indeed undertake to render the same military honors that were given to Mr. van de Graeff, our former Director, to the present one as well—such are their words—yet it appeared that they nevertheless remained intent upon not changing their conduct immediately, under various far-fetched pretexts. Section 157: We therefore resolved in our meeting of the aforementioned 27th of August to dispatch once more the letter inserted in the resolution of that day, and thereby to persist in demanding full military honors, consisting of the salute and march according to the old custom. 105 § 173: Having had no deserters, it now only remains for us to bring to Your High Excellencies' elevated knowledge that, in the hope of Your very own approval and sanction, we came on the 20th of December of the past year to the decision, now that we ourselves have no ship at hand nor expect one so soon, to send on freight to Ceylon the return goods prepared for the fatherland, and that for this purpose, as shown by our resolution of the 22nd thereafter, we agreed and contracted with the Portuguese merchant Minghuel de Souza. § 174: That the said de Souza would ensure that his ship named Lady Hughes was here in the roads before the 5th of this month, as has since taken place, and that as soon as all the goods are on board, he will ensure that the ship immediately leaves the roads and, without calling at any places during its voyage, sets sail with all possible speed for Punto Gale in order to deliver the cargo again in a proper order and condition to the ministers there, and that we shall pay him for this as freight an amount of 10 per cent on the true cost of the goods according to the invoice, as appears from the contract inserted in our resolution of the 31st of December of the past year. And whereas it has thus appeared from a comparison of this with the previous register that among the secret papers missing are the Memoir of the late Councillor Extraordinary and Director of Surat, Senff, as well as all separate received and dispatched letters, etc., of the Councillor Extraordinary and also former Director of Surat, Van de Graaff (the testamentary memoir of the late Honorable Mr. Schreuder having been found again, and thus not taken along by the English), the first undersigned Commander very humbly requests Your High Excellencies that copies of the aforementioned separate letters of the Honorable Mr. Van de Graaff may be sent to him, since it is uncertain whether and when the English will see fit to return the originals, and in what condition they will then be, while in the meantime they might be of much service and utility to the Commander. Experience has for many, and especially in the last years, taught how detrimental it is to the interests of the Company that Parsees and other natives go to Batavia under the name of servants and return from there, since these people, who are completely master of the Dutch language, inform themselves so well concerning what the ships arriving here carry, and which are the most or least sought-after goods at the capital, that the same is often already known among all the merchants before the papers are ashore; which was also the reason that Your High Excellencies, already by letter to Surat of 30 July 1765, ordered to guard against this, and expressly commanded the skippers not to take them aboard their vessels. Yet since the said Parsees have since resorted to other places from where they sail with various vessels to the capital, and then sometimes come hither with the Company's ships under the name of servants of the Dutch or dependents of the Company, we very submissively request Your High Excellencies that Your High Excellencies' aforementioned order may also be made applicable to the other offices to the west, and that the skippers may be further ordered not to convey such Parsees or others hither under the name of servants, etc. We have commenced correspondence with the Western Offices as instructed, and upon the written notification from the Governor and Council of Cochin by letter of 27 October 1784, received by us on 21 January last, we have sent forty-five lasts of the best new wheat to the Ceylon Government on the private vessel the True Briton, at the cost of 120 2/3 rupees per last and the payment of 2 rupees per bag for the freight. As appears from what is noted in the Resolution of 22 January, the undersigned Commander has dispatched the letters inserted therein to the supreme ruler of the Marathas and his Prime Minister, in order to open the way to obtaining the necessary security for the Company's ships against the cruisers and other vessels of this nation, which increase daily. Concerning native affairs: In continuation of what we took the liberty to report in our previous humble letter of 16 January regarding the subordinate office of Broach, we find ourselves obliged to bring to the high knowledge of Your High Excellencies that the linen suppliers Behramji Sorabji and Kermanchand Ratanji, having made known to us by petition: That the Governor there now demanded from them the payment of export tolls as are paid by other merchants who have no privileges, notwithstanding that he had initially permitted the linens to be exported free, and this under the pretext that the annual presents which the Company used to give to the Government were not paid, as the broker had assured would happen; with the request that we, on behalf of them who had accepted the supply at the previous year's prices in the hope that Broach would also be restored and they would at least enjoy the Company's privileges there, would be pleased to intercede with the aforementioned Governor to thereby exempt them from the payment of the tolls amounting to as much as 3990 rupees on those goods which they supplied from there for shipment with Trompenburg, as appears from the petition itself which is inserted in our Resolution of the 17th of this month. We thereupon, on the aforementioned date, resolved that—however certain it may otherwise be that suppliers are obliged to bear the losses arising from their contracts just as they enjoy the profits thereof—to intercede in this matter on their behalf with the aforementioned Governor of Broach, in so far as this can be done without direct detriment to the Company; both because we bound ourselves thereto upon making the contract, and because it is to be feared that if the Company's privileges at this office were once violated, and the suppliers were obliged to pay the tolls just like all others, such a precedent could not easily be altered again, but in the end would be found very detrimental to the Company. concerning the re-establishment of the aforementioned office, we had to resolve to increase the gift mentioned in the Resolution of 14 December 1784 and our humble missive to Your High Nobilities of 16 January last, which amounted to ƒ244. 12. 8 purchase value or ƒ299. 8. – sale value, and which on the 22nd of the aforementioned month we had enlarged to ƒ260. 13. — purchase value and ƒ323. 8. — sale value, by adding 4 canassers of powder sugar and 2 canassers of candy sugar, without, however, consenting to the granting of any customary annual gifts. § 26. Foreign Nations, so have we, in accordance with what we took the liberty to inform Your High Nobilities of in our aforementioned missive of 16 January last past § 36 and 37, on the 22nd of the same month dispatched to the Lord Governor and the Council of Bombay the letter entered into our resolution of that day. § 27. We asked them in the same in polite terms what they wish to be understood when, in their letter of 6 January, after having previously mentioned that they resolved to follow the rules of conduct of the Lord Governor-General and Council in Bengal in returning the factories and warehouses belonging to the Dutch Nation, and restoring the same to their privileges, etc., they subsequently add this singular exception, "so far as local circumstances will permit," as this is not only completely improper, and local circumstances ought not to present any hindrance to the execution of a solemn Treaty, but also because we could not agree to such an exception in the least, and therefore found ourselves compelled to protest against it in advance. § 28. And while we await the answer of the said Bombay Governor and Council thereto, we hope that this conduct of ours will gain Your High Nobilities' favorable approval, as we proceeded thereto in consideration of the fact that such an exception might sometimes in the consequences and after the lapse of time be of the utmost consequence, if they should see fit to infer from it that they had returned the Direction with only those privileges which local circumstances permitted, as these would always depend upon the arbitrary pleasure of an obstinate Government. § 29. We have also caused the aforementioned missive to serve for the congratulation of the Lord Governor Boddam and the New Council which has been appointed pursuant to the latest Act of Parliament, of which Their Honours had given us notice by a letter of 11 January last past. § 30. Since here, for all structural alterations and repairs to the buildings which are situated close under the Castle along the riverbank, the permission of the English Government as Governor of the said castle is required, we have by missive of 22 January, likewise inserted in the Resolution of that day, addressed ourselves to the Chief and Council here, with a request to grant us the permission to carry out the necessary repairs and restorations to the buildings at the Wharf, as well as to the revetments and jetties in front of and on the side of the same, and also to drive some piles on the southwest side of the wharf, in order to prevent the further subsidence of the ground there. § 31. We simultaneously requested by the same letter an elucidation from what time we were to reckon the restitution of the Wharf, whether from the date of the Missive of the Bombay Ministry to us, or from that of the Surat Council, with which the first mentioned was transmitted to us; which we had to do in order to regulate ourselves thereafter in the payment of the export duties, because if the transfer, according to the first-mentioned position, had properly to be reckoned from 6 January, we would not have to pay for the entire shipment more than the old duty of 2½ per cent, whereas if the second position were maintained, and the transfer of the Direction not before the 15th... to have for carrying out all necessary repairs to the Factory or Wharf, which shall be needed for its maintenance and preservation, whether against the inhabitants or against the river. As soon as the guard of soldiers that the English had here in the wharf was removed on 15 January last past upon the return of the Direction, we were obliged, as appears from what was noted in our resolution of the 22nd thereafter, to resolve to enlist into service the native soldiers mentioned in our humble previous § 281, consisting of one Jamadar, two Havildars (instead of yet a second Jamadar), twenty-four Sepoys with one Drummer and one Piper. § 36. And we request Your High Nobilities that the commission for our Ensign Best may be sent to us, which we did not find among the papers received by the Trompenburg, unless it was still sent with the papers by the Breedenhoff, which we daily look forward to receiving. § 37. Finally, we are still so fortunate as to bring to Your High Nobilities' knowledge that the spices which still remained as a balance were on the 22nd of this month transferred from the rented warehouses in the inner city to the Wharf, without the same having met the slightest opposition from the Government. § 38. The Lord Governor proposing to the members that, through the letter received yesterday from Ceylon and the Malabar, as well as through several private letters received by His Honor from the headquarters, it is now established beyond all doubt that we are not to expect any ship from there this season, at least not so early that it can serve for the conveyance of the returns for the Netherlands to Ceylon, while misfortune would have it that the packets from Batavia, which were sent to us by the Ceylon ministers alongside their original letter of the 7th of November, of which only the duplicate has yet been received, remain delayed, so that one remains ignorant of the orders which Their High Excellencies may have set concerning the carrier of the aforementioned returns, meanwhile time is passing and one must come to an immediate decision, either to abandon all dispatch or to send the returns with a chartered ship on freight to Punto Gale if there is an opportunity to do so, he subsequently submitted to the meeting for consideration what course one should take in this delicate affair, where one is deprived of all orders from the High Government, to the greatest advantage of the Company. And this having been deliberated upon, it was considered, firstly, that the large purchase of linens by the Portuguese, whereby they have risen by fully 20 percent above the price the Company pays, and which readiness is proven by the quantities which the ships Caroa, Vianoz, and the Lady Hughes lying here in the roads, besides a cargo of nearly 300000 rupees with which the Gratitude has departed, are taking in, seems to indicate that the Suratta linens are currently at a good price in Europe, certainly not less than some years previously. Secondly, that keeping the linens here would in any case deprive the Company of those advantages which Their Honors previously had yearly on the Suratta linens in the Netherlands, and which one may safely estimate on average at 65 to 70 percent. And thirdly, that although these advantages must now necessarily diminish due to the freight that one must pay for the conveyance to Gale, it is nevertheless better to bear this than to leave the goods lying here and deprive the Company of the remaining profits. And it was consequently approved and agreed to enter into negotiations with the Portuguese merchant Minchuel de Souza, whose ship it is learned will shortly depart from Bombay along the coast, concerning the conveyance on freight of all the returns for the Motherland to Punto Gale. After which the Lord Governor made known to the members of the meeting that, according to what was resolved the day before yesterday, having entered into negotiations with the Portuguese merchant Mingkuel de Souza concerning the conveyance of the Motherland returns to Punto Gale, it was agreed and settled with him that the said de Souza shall ensure that his ship named the Lady Hughes, which currently lies at Bombay, shall be here in the roads before the 5th of January next; that he shall then immediately receive on board the same all such goods, packs, bales, chests, wheat, and rosemary as shall be sent to him; that as soon as these goods are on board and he has received notice thereof, he shall ensure that the ship leaves the roads and sets sail, without waiting for anything else, and that the officer commanding it shall subsequently make all possible haste to reach the port of Punto Gale, without being permitted to call at any places during his voyage or to delay anywhere, and deliver what was loaded to the ministers there again in proper order and condition; and that in return the Company, on the aforementioned conditions, shall pay for freight an amount of ten percent on the true cost of the goods according to the invoice. Whereupon having deliberated and considered that this agreement on the one hand is completely satisfactory and suited to the state of affairs, since, if the ship the Lady Hughes can leave the roads by the 10th of January, one may assume with confidence that it will arrive early enough before the departure of the Ceylon ships to the Netherlands

Gentlemen, We have had the honour to receive your Honours' missive of the 14th of this month through the Commissioners on behalf of your nation, Messrs. Lewis and Crokatt; we have also received back from the said gentlemen the Factory, warehouses, the garden, the papers, except for three books or memoranda and Persian writings together with the Firmans, for which we have granted them a receipt; and we request your Honours to kindly address the enclosed missive, by which we also notify the Governor and Council at Bombaij of the foregoing. We further request to be enlightened from what time we are to reckon the aforementioned restitution, whether from the date of the missive of the Governor and the Select Committee of Bombaij or from the date of your Honours' letter. We also find ourselves obliged to reiterate the request of our Chief for the restoration of the liberty to have the flag etc. in his retinue, and to enjoy military honours according to ancient customs, which was refused to him by your Chief Mr. Daij until the flag should fly. Furthermore, we take the liberty, Gentlemen, to request permission from your Honours for the necessary repairs and restoration of the buildings on the wharf, as well as of the pilings and piers in front of and on the side of the same, which were blown down by the storm of the 21st of April 1782 and have since fallen into decay, in order to restore them to the state in which they were prior to the latest disputes which are now so happily resolved. And since the heavy drainage of the river has caused the earth on the southwest side of the wharf over the course of four years to be washed away to such an extent that the foundations of the Director's House are exposed and the ground down to the stable has subsided and washed away, we request that your Honours also kindly permit us to drive some pilings there and fill them with earth to prevent further subsidence. Finally, we also request leave to acknowledge hereby the receipt of your Honours' missive of yesterday, with the letter enclosed therewith from the President and Council of Bombaij, for the forwarding of which we thank your Honours. However, since Your Honours in your aforementioned letter of the 6th of this month were pleased to mention that you had resolved to follow the rules of conduct of the Lord Governor General and Council in Bengal in the returning of the Factories and Warehouses belonging to the Dutch nation and the restoring of the same to their privileges, except in that of hoisting a flag, which shall not be permitted until they shall have been informed of the final execution of the Definitive Treaty with France by the Marquis de Bussy, and to that you add this singular exception "as far as local circumstances will permit", Your Honours will please not take it amiss that we find ourselves obliged to request Your Honours to be pleased to explain this exception to us. We have—we acknowledge it with pleasure—a complete confidence in Your Honours' assurances to be willing to cooperate with all in your power toward the continuation continuation of the harmony so recently restored between the two Nations, and we rely upon Your Honours' assurances by letter of 3 November 1784 that it is your most certain intention to return to us all rightful liberties and privileges which the Noble Company enjoyed here before the war; yet we cannot understand to what purpose this exception—which we can by no means grant, but find ourselves obliged to protest against provisionally—shall serve, since local circumstances can offer no impediment to the execution of a solemn Treaty, and it is in any case highly necessary that our High Superiors and we ourselves are informed in what cases the local circumstances would hold Your Honours back from restoring the Noble Company to all its privileges and liberties—the hoisting of the flag for the present excepted—which it had in Souratta before the war and in the undisturbed exercise of which it has been, and thus from fulfilling the Peace Treaty concluded between the mutual Sovereigns; and it is for this reason that we repeatedly request Your Honours to favour us with the requested explanation. These same military honors consisted mutually of presenting arms, saluting with the spontoon and standard when it was at the guard, and beating the march as often and at whatever time the Chief, 199 as stated, preceded by the flags of his Sovereign, passed any guard, as can be proven by all those Europeans who have been here for 20 to 25 years; and the undersigned members of our assembly Monte, Wiardien, Roeff, as well as the Commander himself, can solemnly declare this. For some time after the Directorate had been restored, the first undersigned was saluted with the presentation of arms and three drum rolls each and every time His Honour passed a guard; thereafter this was omitted at some guards and he was saluted only by day, until finally on the 1st of this month, when the first undersigned Governor proceeded to the Inner Party of Your Honour, all the guards failed to pay him the least Military honours, neither on his way there nor on his return.
