Upon the request made to that end in our meeting of the 21st of November last by petition from the pay bookkeeper, we have authorized the same to issue here to the families of 81 Moorish seafarers, who were living at Batavia under the ultimate of June according to the lists received, the two months' annual remittances, in fulfillment of what was promised to them upon their engagement and the old custom. As the remaining behind of the list of the second months' remittances of the last six months of 1787/8, for which the accounts of these seafarers will have been debited under the ultimate of July last at the main place for issuance here, must likely be attributed to the earlier departure of the ships, while the list whereby the accounts of these Moors were debited under the ultimate of January last for the first month's remittance of the same year, in the ship's logs of the Princess van Oranjen and of Ouwerkerk, has been received here. Considering that if, through lack of trade goods, we become unable to pay off the negotiated capitals from time to time, the Company will eventually lose the credit that we have hitherto been able to maintain, and we shall become unable to fulfill the demanded goods, whereby the Company will then be deprived of the profits obtained on the returns, which in the Netherlands at the spring sale of 1787 were still 70¼ percent. Proceeding herewith to the Domestic Appointments, we have on the 26th of January of this year, in place of the departed Junior Merchant van Eijk, appointed as Member in our Council of Justice the bookkeeper and Bazaar Commissioner Nicolaas Fredrik Wolff. Paragraph 108. While in place of the said van Eijk we have appointed as Orphan Master the Junior Merchant and Cashier Gerrit Piper. The verdict passed by the Council of Justice against Robbert Robbertsen of Shields in Newcastle and Dominicus Rismunde of Venice for the crime of desertion on the 15th of August last, and pronounced following prior approval of the Director, we take the liberty to transmit among the appendices hereof. As appears from what was noted in our Resolution of the 17th of September following, the instrument seals were inspected by a Judicial Commission, and all the Company's weights were examined and calibrated according to annual custom. We hope that this arrangement will meet with Your Right Excellencies' approval, as the small number of ordinary Europeans in this Directorate does not seem to require that one assign any fixed sum to the Head Surgeon for the prescribed cures and supply. No 8 113 Respectful Reply to the Accompanying Extract from the Demand of Returns from the Indies for the Year 1788, Received here on the 26th of November 1787. Right Honourable Gentlemen, In our meeting of the 24th of March of this year, we concluded the contract with the Company's customary linen suppliers, entered into the resolution of that day, whereby we have once again assigned to them the procurement of the linens and cotton yarns requested in the accompanying demand. We have had the pleasure of persuading these servants for this time again to make the delivery at last year's prices, notwithstanding the high cost of the kapok; and they have undertaken to ensure that the chintzes on Dorrogesjes and Natruunam are better than those previously supplied, that the fine short as well as the long Niquaniasses are woven somewhat finer, and that the Chelasses are, according to old custom, packaged in paper. And we therefore hope that the goods now being dispatched will be to the satisfaction of Your Right Honourable. While we have the honour to answer and fulfill the demand in the following manner: Demand for Returns from the Indies for the Year 1788, determined on the 14th of December 1786. The aloe under the name of Aloe Succotra has previously been demanded from the Cape of Good Hope, but from there comes nothing but the lowest sort of aloe; the genuine kind is said to be found in the west of India, and specifically around Surat, wherefore, in order to make you acquainted with what is desired of us, we send to you under letter B a report. We have added thereto two samples in two separate boxes marked A: S: No 2. And because you will also provide us with the Gum Opoponax of the genuine sort, we refer to the accompanying report that has been delivered to us thereof; this report is also among the enclosures and entitled letter C; moreover, you will receive two samples of that gum marked C: O: No 5. Finally, the item of the linens well deserves that something be said of it here too. Through your care and attention in being willing to cooperate with us, we have already noticed before the year 1780 some improvement in the execution of our orders at the linen-producing offices, whereby the Company has also achieved more profit on that item in the space of 6 years, namely from the year 1774 to 1780, than in a period of 12 to 15 years prior. It is therefore of the utmost necessity that at the linen-producing offices, one should above all be observant that the chiefs employ for the purchases and the contracting of linens persons who are knowledgeable in that item; and that this now requires more attentiveness than previously, one must necessarily agree when one considers how, due to the war, through the private merchants residing in Bengal and on the Coromandel Coast, that trade under foreign flags has been entirely diverted to other markets. Furthermore, we have added here below under the heading of each linen-producing office the assessment of the various cloths that have recently been sold at the Chamber of Amsterdam. Intending now only to add in conclusion that our entire demand for linens for the various offices amounts to: From Surat: 36600 pieces. Aloe Succotra: 4 to 5000, that is, four to five thousand pounds. See further under the heading of [illegible]. Of the requested Aloe Succotra, according to and in conformity with the received sample, sent for conveyance to Punto Gale on the 8th of January of this year per the ship Alblasserdam: 1776 lb in 4 boxes, No 11 to 14. The remaining 3100 lb are now going thither with the ship Berkhout, packed in 10 chests, No 5 to 14, the first 9 chests with 300 lb and No 14 with 400 lb. Total: 4876 lb. Gum Opoponax: 1500 to 2000, that is, fifteen hundred to two thousand pounds. See the heading. Yet of the genuine gum opoponax it has not been possible for us to obtain anything, which we must attribute to the continual troubles in Persia, where it is found. Gum Myrrh: 5000, that is, five thousand pounds. We recommend that the ministers at Surat not only ensure that the purchase thereof is not made too high, but that the quality of this medicine is of the right sort; and so that this could be the better fulfilled, the Company is sending a sample via Ceylon to Surat to serve for instruction. is desired from the Cape of Good Hope, we demand 4 to 5000 lb of it, and specifically of the sort of which we have sent a sample to Your Honour and to the ministers at Souratta. Of the Sourat cotton yarn we have requested 20000 lb of various sorts. That received with the Huisduin is very good in its kind and sold at good prices. We now present the findings on the Sourat linens, which were sold in these days at the Amsterdam Chamber. This is all the more necessary because the Chiaboutria, Natriunaems, and Amed Abad Chintzes are worn here in this country and also go in large quantities to Brabant, as do the white Savogesjes, upon which handkerchiefs are printed here in this country. For the rest, the largest part of the Sourat goods, especially the patterned goods, is used for the slave trade to the coast of Guinea, for which the blue Perampaats are also taken. The Brouwles with and without silk go mostly to the Gold Coast, according to [illegible] as that trade is more lively, to the extent that this sort of good has more demand; and since we foresee that efforts will be made here in this country to further encourage the trade in exchanging slaves, we desire all the more that we be enabled not only to have on hand annually for sale what we request, but especially that what we receive be of good quality, each in its kind; all the more because in the absence of good qualities, or if the prices of this sort of goods become too expensive, people prefer to supply themselves with the imitations that are manufactured in Europe, and principally in Rouen, from Smyrna cotton. Finally, we shall now add something in conclusion under Souratta because this directly relates to the increased cost of this sort of goods. Having seen from the Missive of 9 January 1786 from the Ministers at Souratta that for the linens, which amounted altogether to f 192580:-:- and had been dispatched to Punto Gale on an English ship, a freight of 10 per cent of the true purchase amount of these goods had to be paid, and that in addition 3 per cent had been spent on insurance money for the securing thereof, we must provisionally remark that both have appeared quite exorbitant to us. Your Honour shall therefore write to the ministers that such incidental benefits, which could indeed recur annually, must no longer be granted to foreign nations; indeed, they must be avoided if possible. Such operations not only burden the trade in linens, on which ordinarily only between 36 and 50 per cent is gained, too much, but moreover, it gives too many advantages to foreigners, which ought to be enjoyed by, or favored upon, our Company itself or its subordinates.
