In margin: Souratta the 10th of March Anno 1790 John Griffith Esqr My Dear Sir! I express to Your Honour repeatedly my sincere thanks for the arrangement regarding the Juarij. Every day I receive as much as is sufficient in the manner in which it is distributed. However, since the other grains cannot be obtained in the Bazaar in any quantity, I find myself under the necessity of applying to Your Honour, my Lord, for Your Honour's assistance. Allow me therefore to enclose a List of the people belonging to the Dutch Company and of the provisions which the European servants with their Families, excluding any native people, need or consume in the course of a month, with the request that Your Honour will be so good as to make the necessary arrangements and orders that these grains may be delivered to me for the entire Directorate at the beginning of every month or every 14 days at the Bazaar price. I even have no objection to paying somewhat more, or paying the price that will be set at the end of the Month, since I know that the Merchants are unwilling to give or sell any quantity at once, thinking the price will rise every day; if Your Honour knows a way or method which Your Honour thinks most convenient and reasonable, I shall gladly embrace it. I am truly embarrassed to cause Your Honour so much trouble, but as there is no other way open to me to obtain the necessary maintenance for the Company's Servants, I hope that Your Honour will forgive me and do me the justice of believing that I will always preserve the true sense of the obliging assistance which Your Honour will provide to me for our Directorate. With the List Your Honour will please observe that the European Gentlemen with their families and other European Servants consume and need every month, besides the Rice for their Tables or Commood rice which we can obtain at the Bazaar and the Juarij with which we are accommodated daily, the following which we cannot obtain in any quantity: 87 Maan slave or common Rice 25 Maan daal or hitzerie 82 Maan Tjenne or gram 25 Maan Moth 40 Maan Basserie 60 Maan Erret. When I took the liberty on the 29th of September last to address myself to Your Honour, pursuant to which Your Honour was so obliging as to grant me Your Honour's assistance and to provide our Factory with grains for the current month, I was in hopes of finding an opportunity to obtain some grains from the surrounding places to provide us for the future. However, as the export of grains is forbidden in all the surrounding places of the Mahrattas, and the Merchants of this city, infected with a very shameless greed, are unwilling to sell any grains for a reasonable price according to circumstances, other than in very small quantities for a quarter or a half Rupee at a time, notwithstanding the general rumour that there is a provision of grains in the city sufficient for two Years. I have no other recourse left than to trouble Your Honour again for your assistance, and to request Your Honour to be so good as to use Your Honour's influence in the Durbar or in such manner

To the Right Honorable Sir, The Governor obtained would have obligated himself never to grant any freedom to the Dutch Nation to conduct trade there. Gentlemen, In accordance with the latest peace Treaty between Great Britain and Holland, the Factory at Brootchia must be returned, and when, in obedience to the orders of our sovereign, we made the required claim for the restoration of the same to the Right Honorable Governor and Council of Bombay, they answered us by letter from Their Honors dated September 18, 1786, that the Honorable Governor General and Council in Bengal had notified them that they would refer our claim for the reestablishment of our trading post at Brootchia to the Court of Directors in their first letters to Europe; and we have recently been informed by our superiors that this dispute would constitute one of the points in the negotiations commenced this year concerning the Commercial Treaty between Great Britain and the Republic in Europe and the Indies. And as it may be of great consequence to the Dutch Company that Their Honors be provided with these goods which are now being detained at Brootchia, and since we have been instructed to send back the ship lying in the roadstead with all possible speed, we request Your Honor to give the necessary orders to your Resident at Brootchia in order to persuade the aforesaid Governor ad interim to permit the goods to be exported and to cause no further hindrances until the orders and arrangements of our mutual high superiors in Europe shall be known to us. At the same time, Gentlemen, we find ourselves compelled to repeat here the protest that we made in our letter to the Governor and Council of Bombay dated October 5, 1786, against all damages which the Honorable Dutch Company may further suffer in this matter. This order, which out of respect for the Mayor's Court we are willing to presume was obtained through sub- and obreption, is of such a nature that it would at once destroy all privileges and prerogatives to which the said Dutch Company at Surat and in the dominions of the Mughal is entitled, and which it has possessed and exercised for one hundred and seventy years, as well as by Your Honors

To the Right Honorable Sir Your Honor's superiors, the Governor and Council of Bombay, most solemnly guaranteed by letters of 18 January 1759, 25 January 1765, and 16 January 1785. We have therefore not been able to delay for a moment addressing ourselves to Your Honor in the capacity of Governor of the Castle, and requesting the same to maintain us in these our privileges which have been guaranteed to us, urgently insisting that the same will make such provision that the persons of these our brokers, not only, but also their goods and effects situated in the territory of the Mogul under the jurisdiction of the Surat Durbar, remain free from all violence and nuisance, according to our firmans, among others from the years 1618, 1627, 1633, 1645, 1662, and 1712, and a constant, undisturbed ancient custom, the brokers, suppliers, and all who are in the pay of the Honorable Company are generally under its protection, yet the brokers and suppliers so particularly for their persons and goods that the Nabob is not permitted to make any claim thereon, and they are considered as Hollanders themselves, who through their engagements with the Honorable Company are entirely detached from their original sovereign; and how, after all, Gentlemen, could the Honorable Company entrust such large sums of money to people who would daily be subjected to persecutions from natives, who could be brought before a foreign judge, and whose possessions lay exposed to being seized and arrested not only by a foreign but even an incompetent court of justice. In order, however, that through this our privilege justice is not obstructed, and that the subjects of the Republic and dependents of the Honorable Company may be prosecuted at law, and if they make themselves guilty of crimes, be punished, our sovereign has established a court of justice here, which in civil cases pronounces judgment subject to appeal, and this in matters of meum et tuum, and in all criminal cases administers justice in the highest resort and without appeal; and this court of justice is open to anyone who believes to have been injured by and to have claims upon the servants and dependents of the Hollanders at Surat, to obtain justice, and it is there that those must apply who have misled the Bombay Court of Justice through false representations; without which, saving the respect which we profess to have for that venerable court of justice, we cannot comprehend how the Mayor's Court presumes to adjudicate between subjects of the state of the United Netherlands and dependents of the Nabob in a Mogul city, whereas its jurisdiction is confined solely to British subjects and dependents of the Honorable English Company, so long as Surat shall not have been declared to belong to the possessions of Great Britain. No 18 Extract from the Demand for Returns from the Indies for the year 1790, determined on the 13th of December 1788. Received here on the 23rd of October 1789. Respectful Reply to the adjacent Extract from the Demand for Returns from the Indies for the year 1790. Received here on the 23rd of October Ao 1789. High Honorable and Most Worshipful Gentlemen. Demand for Souratta. From Souratta we have de novo demanded 6000: - pounds of Caatchouw and 25000: -. pounds of Cotton Yarns. Having nothing particular to reflect on either matter, there remains nothing more for us to add here, than to recommend in the strongest terms to the ministers at this Office to pay all attention to the Qualities of the various cloths we are requesting when contracting, in order that our Demands will not need to be reduced in the future, having brought the same Today to 48200. – pieces. The Slave Trade and the increased Commerce to the Coast of Guinea, which in peacetime are more extended than in times of War, provide the opportunity for it; if our expectations are met through an increase in attentiveness during the collection, we shall not only continue with this, but also cause it to increase even more in the future. Especially when we shall see that we are served with judgment and knowledge; then it will be worth our trouble to perpetuate the Extension that we have given to Trade in every way. Just as all our efforts will always be directed toward giving Your High Honorable and Most Worshipful the due satisfaction in the so important matter of the collection of the returns, we consider ourselves fortunate that, notwithstanding the price of kapok this year has been rather higher than lower, we were again able to induce the Contractors in our meeting of the 22nd of March of this year to make the Delivery for the previous year's prices and on the same Conditions, which are recorded in our resolution of that day, to which we take the liberty to refer, and that consequently the entire Demand, except for One bale of Neginapaats No 15:, can now be sent to Galle by the ship Voorschooten, to proceed from there to Your High Honorable and Most Worshipful. Having the Honor to answer the said Petition as written below opposite each item, we request permission beforehand to bring to the knowledge of Your High Honorable and Most Worshipful: —. regarding the requested 1600:- pieces of Bherms broad, Long 19 to 20 cubits 1 3/8 wide, as 1000: – pieces fine 600: — " ordinary that we, when concluding the aforementioned Contract with the Contractors, had contracted the first-mentioned kind, which had never before been requested by Your High Honorable and Most Worshipful nor, as far as we know, carried by Any other Nation, at the corge for ƒ187:—:- or the Bale ƒ 585:—:—; but that in our meeting of the 28th of April following, taking into consideration that this new kind of Bherms broad fine would come to cost ƒ24:19:3 for each Corge or ƒ 124:16:-: for each Bale, and thus fully 27 1/8 per Cent more than the ordinary Bherms which have always been requested, that the superior quality of these appeared to us not to equal the aforesaid higher price, notwithstanding that the Contractors declared they could not Deliver them for less, and that we thought we might assume that Your High Honorable and Most Worshipful could have no knowledge of this when the Demand was made, and consequently decided we would do best by first sending Your High Honorable and Most Worshipful 400-. pieces of these fine Bherms for testing, and on the other hand having 1200: pieces of the ordinary Bherms manufactured to fulfill the entire requested quantity, until it may please Your High Honorable and Most Worshipful to decide otherwise about this for the future.
