Middelburg Right Honorable, Firm, Highly Respected, Highly Wise, Foresighted, and Very Generous Gentlemen! High Ruling Gentlemen, On the 25th of October of the year just past, we took the liberty to address our latest humble letters to your Right Honorable at Middelburg per the private ship Oostzaandam mentioned in the heading of this letter, which, having departed from here on the 27th of the aforementioned month, was overtaken the following day by a heavy storm from the north-west, which caused its stem to come loose, the partner to be displaced, and the bowsprit also to work loose, in order to repair all of which damages properly the Skipper de Vries took the resolution to return to these roads, where that vessel arrived safely on the 9th of November last. appointed to examine the state in which it and its cargo were found, and we respectfully offer Your Right Honourable an authentic copy of the report submitted to us by the said committee, from which Your Right Honourable, if it pleases, may observe that although that vessel had sustained some damage, the cargo nevertheless remained free from it and was in very good condition, wherefore we, solely in accordance with the charter party, have granted the master de Vries all the assistance requested by him, and his vessel is now once again in a state to undertake the voyage to the Netherlands, where we hope and wish that it may arrive as speedily as it does free from disaster. Upon the return of the aforementioned ship Oost-Zaandam, we demanded all the dispatches given along with it from the master de Vries, and handed them over to him again, as there was no earlier opportunity to do so, in such manner as they are recorded in the register accompanying this. With respectful reference to all that we have taken the liberty to communicate to Your Right Honourable concerning the measures taken by us to have the ship de Sterrenschans serve for the conveyance of a cargo of wheat to Batavia, we shall now respectfully inform Your Right Honourable that we have learned with no small surprise from the undersigned Storekeeper how it was reported to him by the officers that their vessel, into which only 2886 mudden of wheat, rye, and barley had been laden, could take in no more wheat or other grains, as it was fully laden, with the added request that, since it appeared to him highly suspicious and incomprehensible how a ship 137 feet long, 34 5/6 broad, and 20 1/4 feet deep, which moreover was expressly built for cargo and was therefore laid on for Batavia under the assumption that a considerable quantity of domestic products could be dispatched with it in satisfaction of the Batavian requisitions, alongside the few casks of pickled vegetables and small goods to be sent with it, could load no more than the aforesaid small number of 2886 mudden of grain, whereas the small vessel de Meermin, which has a length of only 115 feet stem to stern, is 31 feet wide and 19 feet deep, had in the past month of August carried hither from Mosselbaai a much larger quantity of 2987 mudden of wheat, rye, and legumes without having been anywhere near fully laden, a careful investigation might therefore be made as to what it could be attributed that we found ourselves so greatly disappointed in this our expectation; and as it appeared to all of us, as well as to the undersigned Storekeeper, of the utmost importance that it be properly clarified why a ship expressly laid on for Batavia for the transport of so notable a quantity of wheat as it was estimated by ordinary calculation to be able to contain, could not accommodate the wheat thus calculated to make up that cargo, we appointed a committee of sea captains to inspect precisely, in the presence of the officers of the said ship Sterrenschans, how far apart the bulkheads stood within which the grain was dumped in the ship, how wide the hold was, and to what height the grain was loaded therein, as well as to report whether and what reasons there were why that ship, so much larger in dimensions and infinitely better built for cargo than the frigate de Meermin, could have taken in less grain than the last-mentioned vessel. However, since the aforesaid commissioners, in the report of which we take the liberty to offer Your Right Honourable the authentic copy, excused themselves for not having been able to fulfill this our order, and we are thus rendered unable to judge whether no other wheat than the aforesaid 2886 mudden had been loaded into the often-mentioned ship, we have requested the High Indian Government, upon the arrival of that vessel at Batavia, to ensure that no wheat is privately unloaded from it which might possibly have been illicitly loaded therein. We found ourselves all the more obliged to make this request to Their Right Honourables because Captain Lieutenant Christiaan Smit, to whom we entrusted the command of that vessel in place of Captain Lieutenant Jan Valkenburg, who requested his discharge from us, and about which we shall further elucidate Your Right Honourable in the continuation of this, made a request to us by petition to be allowed to load the ordinary permitted lasts on his own account, and we permitted him to ship eight lasts for himself and his vessel, provided that the shipment of the Company's own goods would not thereby be prejudiced, nor the provisions of the amendment to the regulation established in the year 1743 lost sight of, and moreover under the express condition that among the products of which the exportation is free and which could be used to fill the said permitted lasts, no wheat might be included, to the end that

in order thereby to prevent the healthy and new wheat, which we had loaded into that vessel, from becoming mixed with the old, poor quality, and mostly weevil-infested wheat, which could have been purchased here or there in haste from private individuals, so that upon discharging at Batavia, should it be discovered that fraud was committed in this matter, the High Indian Government might act in that regard as their honors would deem proper. The ship Sterrenschans, after thus having been fully loaded with: 2682½ muds of wheat, 148 muds of rye, 30 muds of common barley, and 25½ muds of fine barley, and also having embarked 130 men of the Regiment of Wurttemberg, began its voyage to Batavia on 30 November, whither also departed, on the dates named alongside them, the following of your Right Honorable ships, namely: On 30 October, the packet boat 'T Haasje, On 9 November, the Arend and Houtlust, as well as on 17 November, Java. We may also have the pleasure of reporting to your Right Honors the safe arrival in this roadstead of the following three outward-bound ships, namely: On 22 November, the Jongevrouwe Sybilla Antoinetta, with 0 dead, 26 sick, On 30 November, Huisduinen, with 3 dead, 14 sick, On 22 December, Roosenburg, with 6 dead, 15 sick; and as these vessels were otherwise found to be in good condition, the first two mentioned were successively dispatched from here to India's capital on 16 and 30 December, for which the ship Roosenburg will also be enabled tomorrow. We also cannot refrain from dutifully communicating to your Right Honors that on 12 December and the first of this month there also arrived safely at this corner the Batavian return ships: Texelstroom, with 2 dead and 5 sick, De Eenparigheid, with 2 dead and 10 sick, of which the first-mentioned still belongs to the return of last year, and the last-mentioned happens to be the advance ship of the fleet which, under God's guidance, we expect here in this newly begun year. With regard to the ship Java, we find ourselves obliged to bring to the notice of your Right Honors that upon the arrival of that vessel, it was reported by the officers that they had sustained some damage to the mainmast, wherefore the undersigned commander immediately appointed a committee of nautical experts in order to examine with all possible accuracy the aforementioned defects and to specify the manner in which the same could be repaired most expeditiously; and your Right Honors will, if pleased to do so, be able to observe from the authentic copy of the report of that committee accompanying this letter that the cheeks of the aforementioned mainmast were found to be water-soaked and decayed on both sides under the top, and that, in order to allow the ship Java to continue its voyage to Batavia, a fish had to be applied against the back of the mainmast, which fish was taken from the stores of that vessel. The provisions ship Zoutman having discharged its goods brought for this government, a committee of nautical experts was likewise appointed by the undersigned commander in order to investigate with all accuracy the defects that were present on that vessel, and to state the manner in which the same could be repaired most expeditiously; from which committee we have received a written report, of which we respectfully include an authentic copy with this, and from which it will be evident to your Right Honors that, although the defects on that vessel were not found to be as great as had been imagined upon its arrival in False Bay and at this roadstead, they nevertheless came to require considerable repairs, and principally a new bowsprit, a new foreyard, a new trestletree, and new tops; all of which repairs, along with those that the commissioners further specified in their report, we are having carried out with all possible speed, in order thereby to enable the aforementioned ship Zoutman to be able to take in the cargo of wheat and other Cape products which, in compliance with the requests made from Batavia, we intended to load into it. Along with the aforementioned report, we also take the liberty of presenting to your Right Honors, in authentic copy, the list drawn up by Captain Nicolaas Acker regarding the equipment goods required for the repair of the ship Zoutman, which list was placed by us into the hands of the Master of Equipage Cornelis Cornelisz, in order to examine whether the requisitioned goods necessarily had to be supplied; and he having reported to us that, on account of the long voyage of that vessel from Batavia to False Bay, and the long passage from there hither, the necessity of the required supplies was justified, and nothing of all that was requested could be spared in order to put that vessel in a state of voyage-readiness, we accordingly authorized the said Master of Equipage for the supply of the goods petitioned in the aforementioned list. having stated that, due to the successive extraordinary provisions made of various assortments of cooperage, both to the ships that were not planned in the Fatherland for the transport of troops, but were nevertheless fitted out and employed for that purpose here, as well as to the aforementioned ship Sterrenschans, not only has the stock of leggers and aams that this Government had on hand been completely exhausted, but that we were even forced for the aforementioned purpose to unload a quantity of 78 leggers from the ship Zoutman, which necessarily, after the said vessel is again prepared for its return voyage to Batavia, ought to be returned to it, while in addition we also ought to be provided here again for the general turnover, we were further obliged to proceed with unloading from the cargo of the ship de Sijbilla Antoinetta: 100 whole legger staves and up to 50 whole aam staves; to be used for one and the other purpose. The shortage of the most necessary articles from the Fatherland increasing more and more in this Government, we have for some time found ourselves obliged to purchase the necessary paper and pens from private individuals at exorbitant prices, until, upon opening the invoice of the ship Rozenburg, we discovered that some paper was shipped in the said vessel for Batavia, of which we therefore unloaded: 30 reams of large format and 20 reams of small format, with respectful notification to the High Indian Government of both this and the previously mentioned unloadings, and an assurance that upon receipt of those articles from the Fatherland we shall not fail to replace them in equal quantities. With relation to the aforementioned ship Ter Elstroom, we shall take the liberty to bring respectfully to the notice of Your Noble High Mightinesses that upon its arrival it was reported by the authorities that the rudder of that vessel was damaged and that during the voyage a leak was also discovered at the stern, wherefore we immediately appointed a committee to make a careful inspection of these damages, and we also offer enclosed to Your Noble High Mightinesses an authentic copy of the report submitted by them to us concerning their findings, from which it appears that this vessel ought to be provided with an entirely new rudder, and that it is also required to caulk the ship completely before it can be dispatched from here; we have therefore ordered the Master of Equipage to carry out the specified repairs as quickly as possible and at the same time demanded of him a specific list of the timbers and other articles necessarily required for this, as well as to what extent they might be on hand both in the Company's equipment warehouse and in the timber yard, in order that what is lacking may be unloaded in time from one of the outward-bound ships, or, in case such goods should not be found among their cargoes, might be purchased from the foreign vessels present, or from private individuals. The specification thus demanded from the Master of Equipage having been provided, it appeared to us from the reports also accompanying this in authentic copy that, besides the articles needed for the aforementioned repairs and on hand with the Honorable Company, there was also principally required a round timber of 24 palms for the rudder stock, alongside a cheek, and that the said round timber was to be found neither in the Honorable Company's warehouses nor in any of the ships present, but that the required cheek was in the ship Huisduinen, so we once again found ourselves obliged to unload the same from it and to authorize the Master of Equipage to purchase the required round timber. Since, pursuant to the revered orders of Your Noble High Mightinesses, the entire Regiment of Wurttemberg had to be forwarded from here to the Indies, we consider it our unavoidable duty respectfully to report to Your Noble High Mightinesses that those orders were dutifully obeyed, and we offer enclosed to Your Noble High Mightinesses a specific list of all the men belonging to that corps who have been sent from here both to Batavia and Ceylon, whereby there now remain here from that regiment only 54 men, including officers, non-commissioned officers, and privates, of whom, according to the certificate from the surgeon residing here accompanying this, besides the 2 lieutenants and 2 privates already placed aboard, no others can be sent to Batavia per the ship Rosenburg, as the remainder all find themselves incapacitated for that purpose by illness. The High Indian Government having repeatedly communicated to us the shortage of seafarers in which Batavia found itself due to the enormous mortality prevailing there, we have not failed to make every effort in our power, both on account of the strict orders given to us by the aforementioned Government, and out of conviction of our heavy obligation to help secure substantial returns for the Noble Company, to gather all the able seafaring people who were present here, and in the

Having given respectful and dutiful notice to Your Noble Right Honourables in our separate secret letter of the 5th of July last that we had deemed it our unavoidable duty to enable ourselves to send Your Noble Right Honourables some further and more positive reports concerning the state of the accusations appearing in the document submitted to our meeting by the Burgher War Council and already supplied to Your Noble Right Honourables against the Independent Fiscal Iohan Nicolaas Steeven van Eijnden, who has departed from here, and therefore had placed the said document of complaint in the hands of the Fiscal ad interim, Mr. Iacob Pieter de Neijs, in order properly to investigate the depositions submitted therewith, to cause the deponents who were still present in this country to appear before commissioners from the Court of Justice, and properly to re-examine and swear in all these documents insofar as they were not yet sworn, as well as to conduct a proper inquiry into some accusations appearing therein against certain persons, and furthermore to act and proceed therein as according to the findings and according to the duties of the office whose functions have been entrusted to him he should find proper, we find ourselves now in the necessity respectfully to inform Your Noble Right Honourables that the Commander of the permanent hooker ship the Sterrenschans, Ian Valkenburg, mentioned in the said document, made a request to us by petition on the 14th of October last to permit him to depart from here with written-off wages, and that we then, in consideration of the fact that the said Fiscal had not yet served a report in that regard, decided provisionally to grant the requested discharge to him, Valkenburg, and before deciding upon his further request, to give notice of this provisional discharge to the cited Fiscal with orders to inform us as speedily as possible whether the accusations against the Commander Valkenburg contained in the document of the War Council required him ex officio to initiate any proceedings, so as not to allow him to repatriate before the same proceedings should have been terminated. The aforementioned Fiscal ad interim having, pursuant to this order, submitted to us on the first of November last a representation, of which we take the liberty of presenting to Your Noble Right Honourables the authentic copy herewith, from which representation it appeared to us that the accusations militating against the Commander Valkenburg were found to be truly substantiated, and that he, the Fiscal, was to summon the same ex officio before the Court of Justice of this Government on that account, we then declined the permission to repatriate requested by him, Valkenburg, to the extent that he would first have to await the outcome of the aforesaid proceedings, in order that we might thereafter make such further disposition with respect to his aforesaid suit as the nature of the matters and the circumstances should come to require. Your Honors will be able to see that the proceedings which the ad interim Fiscal, Mr. Jacob Pieter de Neijs, had intended to initiate against the commander Ian Valkenburg had resulted in a settlement, with the approval of the Council of Justice, concluded for Two thousand Rijksdaalders for the benefit of the officer. After the aforementioned representation had been read in our meeting, it was proposed by the undersigned Commander that, since it appeared from that representation that the action against the said Valkenburg had now completely ended and was terminated, he, Valkenburg, should therefore, pursuant to his reiterated request, now be permitted to depart with the bearer of this letter; on which proposal of the Commander the present Members of the Council gave the following opinions, namely: The undersigned Colonel and Commander of the Honorable Company's Militia: that Valkenburg could not depart from here, although he had settled with the ad interim Fiscal for two thousand Rijksdaalders; that he would also not only now, but at all times, regard such high pecuniary settlements as extremely detrimental to the maintenance of the laws and the deterrence of crimes, the sole happiness of a well-ordered society; that he thus protested against all these doings, and insisted that the petition of Valkenburg might be rejected, or at least that it be delayed until the arrival of the daily expected Lords Commissioners from Europe, declaring at the same time his expectation that all the documents of these proceedings, which have served both for the accusation against Valkenburg and for this settlement, shall be supplied to us for our further and full elucidation. The undersigned cellar master: that he agreed with the proposal of the Commander, on the condition, however, that the documents should be demanded in authentic copy, in order to be transmitted to Your Honorable and Right Worshipfuls. Then, since the undersigned Cashier, both on account of the objection made by Colonel Gordon and because he believed he had functioned in this matter as president of the Council of Justice, had excused himself from advising in this case, the majority of our council has permitted him, Valkenburg, to depart with the bearer of this letter, taking with him his wife and child, together with a female slave named Dina van Batavia, to the Fatherland, provided he comes to an understanding with the skipper of that vessel regarding the transport and board money; so that, as the storekeeper van Reede van Oudshoorn has been unable to attend the meeting today due to indisposition, we shall, at the next meeting of the council when all Members will be present, take the representation of the ad interim Fiscal under reconsideration once more, in order to take such further disposition, both with respect to the same and with regard to the elucidations which we consider ourselves obliged to supply to Your Honorable and Right Worshipfuls concerning the aforesaid conducted proceedings against the Commander Valkenburg, as the matter in its nature and circumstance may require; so as to make a respectful and dutiful report thereof to Your Honorable and Right Worshipfuls at the very first opportunity of a ship. We take the liberty herewith to offer to Your Right Noble and Highly Respected Honours the duplicate of our latest respectful letters addressed to Your Right Noble and Highly Respected Honours under date of the 3rd of this month per the private ship Oostzaardam, which with that on the 9th of that month undertook the voyage to the Fatherland. Meanwhile, we have once again been permitted to see safely arrive at this roadstead the following outward-bound ships, namely: On the 9th of this month the Castor, with 2 dead, no sick; On the 12th of this month the Geertruida & Petronella, with 1 dead, 20 sick; On the 15th of this month the Trinconomale, with 4 dead, 52 sick; On the 17th of this month the Verwachting, with 4 dead, 11 sick. The three last-mentioned ships being destined for Batavia, we shall dispatch them thither with the utmost speed, and meanwhile respectfully communicate to Your Right Noble and Highly Respected Honours that the ship Rosenburg undertook its voyage to the said capital of the Indies on the 5th of this month. Having received per the aforementioned ship the Castor no other papers than the bills of lading and invoices of its cargo taken on for this Government, we find ourselves uninformed as to whither Your Right Noble and Highly Respected Honours have been pleased to destine this ship. And since in the extract of the dispatch written by Your Right Noble and Highly Respected Honours under date of the 4th of January of the past year to the High Indian Government, it likewise does not appear whither it has pleased Your Right Noble and Highly Respected Honours to destine this vessel, we have on that account requested information from Captain Jan Topst Droop, who has declared to us that he is destined for this Cape, in order to set sail from there back to Patria. We have, however, deemed that for the present we should make no decision concerning this important matter, and shall await Your Right Noble and Highly Respected Honours' respected orders in this regard, hoping that the same may reach us before that vessel shall be entirely unloaded. recent letters gave the requisite notice, being ready to undertake the voyage to the Netherlands, we allow this to serve as an escort for that vessel, and we offer herewith to Your Right Honorable Excellencies a bill of lading invoice of different leagers of ordinary Cape wine loaded therein at this government, together with the brief invoice of its Batavian cargo, and the list of persons repatriating with it, among whom are: Captain-Engineer Sebastiaan Willem van de Graaff, who has requested of us by petition to be permitted to repatriate, and to take with him his wife A: C: van Linden and their nursing infant, as well as an adopted child named Coenradina Cornelia Geertruida Besten, an enslaved boy named July of Ceylon, for all of which persons repatriating with Captain van de Graaff, the stipulated transport and board money has been paid by him into the Company's treasury, as well as for an enslaved woman of the Honorable Company named Kilumpisaffi of Mozambique, whom we, under the highly favorable approval of Your Right Honorable Excellencies, have permitted him to take with him to the Netherlands to attend to his wife and children on the express condition that immediately upon his arrival there, every care shall be taken by him that the same enslaved woman be returned hither by the first shipping opportunity at no expense to the Honorable Company, and in case the said enslaved woman should happen to pass away on the outward or return journey, or indeed in the Netherlands, he shall then reimburse the value thereof to the Honorable Company, for the fulfillment of all of which sufficient security has been provided by Captain van de Graaff, as well as the stipulated bond of Rds 1000 for his former administration of the Company's stables. Secondly, that the members who were present in Council when on June 10 of last year the continuation of the enjoyment of those emoluments was supposedly granted to the aforementioned Lord Governor by a majority of votes, and which members would have had to constitute the aforesaid majority since His Honor and the undersigned Commander were the contesting parties, declared in our meeting that they never intended to concur in such a decision whereby the determinations of Your Right Honorable Excellencies were anticipated, but that they were on the contrary of the opinion that the ruling on the raised dispute between the aforementioned Lord Governor and the undersigned Commander ought to be left deferred to Your Right Honorable Excellencies, as is also most clearly evidenced by the opinions delivered by the same members of the Council and recorded in the minutes, as well as verbatim incorporated into the above-mentioned resolution. Enclosed we take the liberty of presenting to Your Right Honorable Lordships a certified copy of the declaration submitted to us by the officers of the bearer of this letter, from which it appears that on the 20th of this month, during a heavy squall from the southeast, they happened to lose their launch and boat, as these were driven out to sea without the stormy weather permitting those vessels to be recovered; and to remedy the deficiency in which that vessel found itself through the loss of both these craft, we ordered the commanding officers of the ship de Castor to deliver their ship's boat to the ship de Eenparigheid. To this declaration we attach a report from the commissioned artillery officers who examined the gunpowder aboard the bearer of this letter, from which Your Right Honorable Lordships will be able to see that of the 56 barrels of 50 lb each which were aboard that vessel, 8 barrels have been completely spoiled and rendered unusable by seawater, and 2 others, although also wet, might yet be remilled; we have thus caused the 8 barrels of completely spoiled and unusable gunpowder to be thrown into the sea, and we shall dispatch the 2 other barrels to Batavia at the very first opportunity. The ship Java having arrived here in a very poor state of health, the Assistant Leonard Maximiliaan de Rochemont, destined for Batavia by Your Right Honorable Lordships, made a request to the undersigned Commander, presenting a certificate issued by the chief surgeon of that vessel, to be permitted to stay here for some time to recover his health. The Commander declined this request, but permitted him to go ashore for a few days to try whether the country air would bring about any favorable change in his debilitated condition. The said Rochemont, far from experiencing any improvement on land, having on the contrary been seized by repeated hemorrhages, saw himself thereby rendered unable either to attend the muster of the ship Java or to depart with it for India's capital; consequently, he had to let the vessel to which he was assigned sail without having obtained any permission to remain behind here. And whereas the pitiable circumstances in which the frequently mentioned Rochemont continually finds himself cause him to view this climate as very unfavorable both to his physical condition and to the recovery of his health, and he fears that the climate of Batavia would be even more harmful to both, whereby he would thus find himself unable to be of any service to the Honorable Company, he has submitted a petition to us requesting to be allowed to return to his fatherland with the bearer of this letter, under such conditions as we might see fit to determine. In the deliberations on this request, we have on the one hand taken into consideration the reflections made by Your Right Honorable Lordships in your highly revered letter of 4 January of last year concerning the permission granted by us to the Assistants van der Does and van der Sande to return from here to the Fatherland, as well as the orders established in the said dispatch in that regard; but on the other hand, having considered how little interest the Honorable Company can have in maintaining someone in its colonies at its expense from whom it can never expect any service, we believed it best to accord with the interests of Your Right Honorable Lordships to permit the frequently mentioned Assistant de Rochemont to return to the fatherland with the bearer of this letter, under the cancellation of his earned monthly wages and an obligation, upon his arrival in the Netherlands, to make such compensation to the Honorable Company as Your Right Honorable Lordships shall deem appropriate, in order to indemnify the Honorable Company for all that was expended and spent by it to transport him, Rochemont, hither on one of its ships. The undersigned, having been instructed by Your Right Honorable by an extract resolution of 29 July last to have the foul-smelling and damaged goods from the cargo of the ship St. Laurens buried, and to have the affected coffee beans dried, as well as to sort the spices that might still be found among the damaged and affected goods and to submit a written report thereof to Your Right Honorable, have the honor to report to Your Right Honorable in dutiful obedience that they have immediately had the damaged goods buried and, with respect to drying the usable portion, have done everything they deemed feasible. However, Right Honorable Sirs, they find themselves obliged to inform Your Right Honorable that the drying has not only been of no effect, but on the contrary, considering that the coffee beans became dry in fair weather and wet repeatedly in damp weather, they have progressively degraded into further decay. Wherefore they deem the shipment of the same to Europe (under correction) to be utterly detrimental to the Honorable Company, and therefore take the liberty of proposing to Your Right Honorable to have the same sold, as being most advantageous to the interests of the Honorable Company, as well as the few remaining other (if necessary, usable) goods. Very few nutmegs and cloves could be sorted from the damaged goods, since this was impossible both due to the vehement stench and because it has gradually turned to dust, and the selected spices are of little potency or value. The undersigned, having been instructed by an extract resolution of 13 July last to have that portion of the coffee beans that were only very slightly damaged dried, so that Your Right Honorable could make a further and final determination after the execution thereof, the three undersigned (due to the indisposition of the junior merchant and fellow commissioner, Jan Hoets) take the liberty of presenting to Your Right Honorable as a pro memoria that, in their report submitted on 8 June of the current year, they gave notice that a portion of the coffee beans unloaded from the ship St Laurens were entirely damaged and foul-smelling; wherefore they also took the liberty at the same time to make a proposal to have them buried. And since in Your Right Honorable's resolution of the 13th above-mentioned, only the slightly damaged beans were disposed of, they very humbly request Your Right Honorable to authorize them to have the damaged ones buried, of which a sample is presented herewith to Your Right Honorable, since, the longer and further it progresses into decay, it not only gives off a very foul odor, but also, through heating, produces a vapor or smoke that could very easily turn into a fire, and thus cause very bad consequences. In the meantime, they shall not fail to obey Your Right Honorable's orders regarding the spices and slightly damaged coffee beans, although they cannot fail to note that these beans have also worsened since the unloading, and they dare not assure whether drying in this season of the year will not turn out worse rather than good; they shall nevertheless exert their utmost duty, and remain with the deepest respect. In fulfillment of this very esteemed order, we, the undersigned, roasted, ground, and brewed approximately a quarter of a pound, and after exact inspection found it to be impregnated with alkali or salty parts, and also to possess a musty taste; thus the same can absolutely no longer be shipped to any benefit. In our aforesaid latest humble letters to Your Noble High Mightinesses, having dutifully reported on our arrangements to fetch the grain on hand from Saldanha Bay, we cannot fail to communicate to the same that the ship De Verwachting departed thither for that purpose on the 13th of this month, in order, after having taken in the supply of wheat there, to head directly for Batavia; for which capital place the ship Trinconomale departed from here yesterday. Cape of Good Hope is scheduled to undertake its voyage to the Fatherland, with and alongside the ships the Zwaan and Texelstroom, and the packet boat the Kraaij, all of which vessels we ardently wish may land safely and without misfortune at the place of their destination. The aforementioned three return ships have thus, on account of the delay of the expected return ships, had to constitute the first consignment, and we have appointed as Commodore over them the Captain of the ship the Swaan, Marinus van Vlaanderen. Enclosed we offer Your Right Honourable the bill of lading invoices for 15 leagers of ordinary Cape wine, of which 5 leagers have been loaded into each of the three aforementioned ships. With these invoices we take the liberty to add the expense accounts of what has been supplied to those vessels and the lists of persons repatriating therewith, to which we shall also respectfully refer ourselves. Enclosed we take the liberty to offer Your Right Honourable in all submission an authentic copy of a written ordinance issued by the High Indian Government to the authorities of the packet boat the Kraaij upon their departure from Batavia, from which we have perceived with the utmost surprise that the said Government had been informed by private reports that a tumult had supposedly arisen among the inhabitants in this Colony. It is impossible for us to inform Your Right Honourable from where these private reports originated, as we have received no letters from the High Indian Government with the aforesaid packet boat, having learned of these same reports solely from the said order. However, since we dare assure Your Right Honourable in the most solemn manner that thus far, far from any tumult, not the slightest signs of discontent have been detected among the residents and inhabitants, and on the contrary they display all signs of confidence in the present Ministry and bear it all due obedience, Your Right Honourable will naturally feel the indignation with which this rumor, entirely devoid of truth, was received by us, and which has caused very great sensation both among us and in the minds of all inhabitants, and certainly will not fail to fill Your Right Honourable, whose paternal cares both for this establishment and its inhabitants have so often been evident, with indignation. Immediately after the undersigned Acting Governor was informed by Captain Cederborgh, who had anchored off Robben Island, of Your Right Honourable's aforesaid order by missive, he informed him of the peaceful state of this Colony and at the same time ordered him to come up to the roadstead; while, in order to prevent as far as possible that this mendacious dissemination should cause any delay in the arrival at this roadstead of the respective further expected return vessels, written orders have been issued by the undersigned Acting Governor so that, whenever the arriving ships can be hailed by a shore boat or launch before their anchoring at Robben Island, these orders may be handed over by the Equipment Master or a trusted person on his behalf to their commanders for perusal; or, the weather not permitting this, or if they are already anchored at the said Island, they may be communicated to them there by the resident Sergeant Postholder, both to reassure them thereby and to command them to sail directly to this roadstead. We further take the liberty to offer Your Right Honourable herewith an invoice of account received via the packet the Kraaij from Batavia regarding such goods as were delivered short at the said Capital from the ship Ystroom, with instructions from the High Indian Government that, in case that vessel had already departed from here before the arrival of the said packet boat, to send that invoice by the first available opportunity to Your Right Honourable, in order that, upon the arrival of that vessel in the Netherlands, these amounts may be charged to the salary account of Captain Barends.
