Done at the Political Council In the Castle of Good Hope, on 21 April 1792. P. S. Upon reviewing these under the particular article of Financial Matters, our thoughts having turned to the fact that among other documents, still pertaining to the answering of Your Right Honourable Noble dispatches of 6 December 1789, and which were never brought before the deliberation of our Council, there was also found a report already prepared on 15 January 1791 by the undersigned Administrator and Cashier in answer to the 36th, 37th, 38th, 39th, and 40th articles of the aforementioned respected letters; thus we have deemed it necessary to still offer the same in authentic copy to Your Right Honourables. As this is being closed, the ship Oosthuijzen departs for Batavia, whereof we duty-bound inform Your Right Honourables herewith. For the rest, we respectfully let this serve as accompaniment, Commanding Gentlemen! of of the general report of affairs of this Government dispatched to the illustrious College of the Gentlemen Seventeen, together with the Trade and Pay records belonging thereto, to all of which we take the liberty to refer ourselves in all respect. Having received an extract of the resolution adopted in the Council of Policy under date of 15 November 1791, whereby Your Honors ordered that an exact general survey be conducted at the earliest opportunity by two present engineers, both of the state of the fortifications in general and of all the defects that may be found on the defensive works and on the buildings, whether they concern masonry or earth- and sod-work, in order to subsequently submit to this government the report to be issued by the said officers, which is desired to be as detailed and circumstantial as possible; whereupon one shall not fail to take into careful consideration whether those repairs ought to be contracted out in one or more specifications, or whether the same can be undertaken and brought to completion at less expense and with proper dispatch by the remaining artisans who are still provisionally maintained in the artisans' quarters for the daily workload of this government. Thus we, being the only two officers here belonging to the Corps of Engineers, have to report to Your Honors that we, having in the first place carefully examined the fortifications or defensive works, have found the same as follows: 1. The Castle of Good Hope, consisting of five polygons, with its gate, sally port, envelope, two ravelins with their counterscarps, as well as those of the envelope; furthermore the Imhoff Battery facing the sea side, which forms a part of this envelope; and all the outer walls, gates, sally ports, etc. This work, being the actual main fortress of this government, is in a well-maintained condition, and no considerable defects are yet to be detected on it; however, the earthwork, as the most fragile part, is subject to continuous repairs, and the rotted palisades must be replaced from time to time and the water moats cleared out. This work was probably sufficient at its construction for the purposes one had at that time, but it would not be able to resist a powerful, well-disciplined, and European enemy for long today, both on account of its old-fashioned and disadvantageous construction, and because it is too small and commanded by the foot of Devil's Peak. 2. The Line along the sea side is an extensive work running from the Imhoff Battery up to Fort De Knokke; it is maintained in good condition and consists entirely of earth and masonry, the latter of which is sometimes subject to some degradation during high ocean surges, just as the front face of the Helena Battery is currently damaged by the impact of the sea waves over a length of 13 to 14 feet and needs to be repaired; the earth- or sod-work must be repaired every year in order to keep it in good condition. This work presents an extensive front toward the sea side, and could greatly harass enemy ships that might come nearly under its fire; however, since the good anchorage ground of this roadstead is situated farther away from this beach than from that of our left wing, it appears as though the cannon that has been placed along this line, and can still be placed there, would not be able to act as advantageously against enemy warships lying at anchor as that [illegible]

that of our left wing, which is also the reason why, in proportion to its extent, less artillery is found along this line. Meanwhile, this line could serve, in case of opportunity when we shall have received a considerable reinforcement of garrison or land militia, to have a part thereof camp behind it safely against the fire of the enemy's ships, whereby it would be close at hand to be used wherever it might be deemed necessary. 3rd. Fort Knokke is a star redoubt, seeming to have been built as a point of support for the aforementioned line and serving principally to close or define the same there, being almost entirely of earth, made with some small and poor masonry, and is therefore subject to continuous maintenance. This work can rather be said to belong to the field redoubts and thus to the temporary, rather than to the permanent fortifications, and must be considered a weak post because of its defective construction. 4th. The Intermediate Battery, and the so-called new Battery at the Salt River, are temporary works thrown up of earth and sod, mainly serving to sweep with cannon the beaches on which they are built. They have been considered by the Noble Lord Governor van de Graaff as situated too far from the main settlement to be vigorously defended, and of too heavy maintenance with respect to their importance, His Honour having thought fit to leave them without maintenance, and to employ their artillery elsewhere. The line of sod and earthwork hurriedly thrown up during the last war between Fort de Knokke and the farm of Mr Munnek named de Zonneblom has also been left without maintenance because of its slight importance and the costliness of its upkeep. Between the Castle and the Devils Mountain one finds the begun Battery Coehoorn. This battery was laid out by the Noble Lord van de Graaff to sweep the plain between the last-mentioned line and the Castle of Good Hope, and thereby to make difficult the approach to the Castle for an enemy who might come from the east side. The completion of this work, as well as all other works in hand, was suspended by order of the Noble Lord van de Graaff shortly before his departure. 7th. A little higher than the last-mentioned battery at the foot of the Devils Mountain one finds the Battery Gordon, hurriedly thrown up in the last war and since left without maintenance. It was likewise laid out to sweep the plain before the Castle by means of its cannon, like the preceding one, and thereby to make the Castle somewhat more respectable; but since this battery above its right flank could easily be turned by good infantry and taken from behind, not much reliance can be placed on it if we were attacked here by a skillful enemy, who would probably use its cannon to force the Castle itself to a premature surrender. 8th. The Battery in the Rogge Bay is a new work laid out by the Noble Lord van de Graaff to prevent the approach of all enemy vessels by a grazing fire, and by means of its right flank to obtain a crossfire with the left flank of Battery Imhoff, and thereby to secure the beach of our centre between these two batteries. This battery, consisting mostly of masonry and earthwork, will probably require little maintenance for the time being. 9th. To the left of this work one finds the Battery Amsterdam, built on the left shore behind the good anchorage of this roadstead. It is casemated, whereby it can protect against the injuries of the weather all the personnel and ammunition required for its artillery. It is mainly laid out to be able to fire upon, by a heavy plunging and grazing fire, all enemy ships that would want to come to anchor on the ordinary good anchoring ground of this roadstead, being able, however, also to defend the works lying to the right and left hand by a considerable quantity of heavy cannon, and to inflict much damage on approaching small craft. The maintenance of this battery is also not significant, and for the present will principally be confined only to the sod and earthwork. 10th. The Battery Chavonnes is a considerable and well-placed work, which has been largely renewed along its length and strengthened with two considerable wings. The object of this battery is to inflict all possible damage by a grazing fire on enemy ships sailing to the roadstead, and subsequently with its right flank and wing to enfilade the already anchored warships. One has not been able to complete this battery because of the order received shortly before the departure of the Noble Lord Governor van de Graaff to cease all labor here, and through this, this principal part of our strength against enemy fleets has remained uncompleted; it being, in the view of the undersigned, of the greatest importance to have this work completed as soon as possible, and to provide it with the necessary platforms for the artillery. The Battery at the Mouille is a temporary earthwork made in haste during the last war and provided with some artillery; a battery was judged necessary here because it often happens that ships wishing to sail to the roadstead encounter calms within reach of this work, during which they are exposed to the fire of this battery in a virtually defenseless state. It appears to the undersigned, subject to correction, that the maintenance of all these works, in accordance with specifications presented for the approval of your Right Worshipfuls, as far as masonry and carpentry are concerned, could be contracted out publicly to the highest bidder; however, that the earthworks or sod works could be contracted out piecemeal or section by section successively, whenever any important parts of them might wash out or collapse; and that the weeding and cleaning of all earthworks and sod works in general could be performed, for the greatest benefit of the Honorable East India Company, by a few fortification workers and slaves to be kept for this purpose, just as is currently done with the approval of your Right Worshipfuls. Having dealt with the fortifications or defense works so far, as we believe, according to the intention of your Right Worshipfuls, we shall proceed to the Company buildings, regarding which we shall observe the same order as was taken into account by us in the report of the first undersigned dated 21 March 1791, to which we shall take the liberty of adding some remarks. We begin then again with: 1. The Government House in the Castle, although old, is in a good condition and is well maintained. 2. The house or residence of the Honorable Second is likewise old, but in good condition. 3. The residence of the Honorable Valiant Commander or Head of the Militia is also in reasonably good condition, but due to old age some defects are beginning to appear in it. 4. The large powder magazine, having been repaired and put in order a few years ago, is currently in a somewhat incomplete condition. 5. The so-called armory, where the weapons of the garrison are repaired, is new and in good condition, but the room above the large powder cellar, serving as an arsenal for the infantry, is bad and the beams are mostly rotten. 6. Behind the Imhoff Battery below the Castle, situated towards the sea side, are located the residence of the Commander of the Warehouses, recently renovated, the smiths', carpenters', and wagonmakers' shops of the artillery, as well as the lodgings for the artillery personnel required for this post; furthermore, the Honorable Company's bakery, two guardhouses, and a powder magazine, all of which buildings, although some are already very old, were found to be in a good and usable condition. Outside the Castle: 14. The large masonry water cistern near the sea jetty is well maintained. 15. The train oil house and the provost's residence opposite it are also in good condition. 16. The slaughterhouse is an old and virtually dilapidated building which does not merit any repairs, but will soon need to be renewed; the bookkeeper's residence adjoining it has been put back into a condition by the last repair to be able to remain for some time yet, although the beams are very bad. These buildings are under a reed roof, which is decayed from age. 17. The timber warehouse standing next to it is likewise poorly structured and requires repair within a short time. 18. The cooper's shop, standing partly under a flat roof and partly under a pitched roof, is likewise old and bad. 19. The three wine warehouses standing next to this are old and provided with reed roofs of which the roof trusses are rotten, which is extremely dangerous; the outermost one, which faces the sea side, was already shored up a few years ago and cannot remain so for long, needing to be renewed before long. 20. The three grain warehouses bordering this are good and strong, but the wooden shutters and gutters are mostly defective. 21. The craft yard is an old and bad building which can no longer be repaired except at great expense, and thus ought to be renewed. 22. The equipment yard is mostly old, bad, dilapidated, and beyond repair; the residence of the master of equipment is nevertheless still reasonably good; the residence of the boatswain and the sailmakers' warehouse are also not old, but the latter requires some repairs. 23. The Court of Justice and the adjoining provost's residence and the prison houses were also built a few years ago and are well maintained. 24. The large wine and grain warehouse next to the Lutheran church, of which the ground floor serves as a wine warehouse and the upper floor as a grain loft, is reasonably good, but the beams are somewhat too weak for the weight of the grain, it having recently been necessary to reinforce them in places where they had already sagged. 25. The menagerie and the so-called milk shed behind the Company's garden are only in a tolerable condition.

26th The Pottery is also in poor condition. 27th The Company's Horse Stable is an old and bad building, which has thus far been kept standing with difficulty and continuous repairs. 28th The Governor's house in the Company's Garden and the Gardener's residence there are in good condition, except for some settling in the foundations of the side wings, which could be of consequence if it continues to increase. 29th The Slave Lodge, in which the Honorable Company's slaves are housed, has been restored to a tolerable condition by the repairs recently made to it, though the foundations of this building appear not to be of the best quality in some places. 30th The Grain Warehouse next to the Reformed Church is very good and usable. 31st The new Hospital, in so far as it is completed, was on the whole found to be very good, as were all the lodgings located behind this large building. However, under the two separate wings of this Hospital, cellars have been constructed, the beams of which consist of common pine wood and are laid on their edge with small vaults turned between them; some of these beams are also located in the pilasters or piers that support this building, so that whenever any defects occur in these pine beams, which happens not infrequently, it is subject to continuous, difficult, and costly repairs. These cellars are divided into six compartments, five of which serve as wine cellars for the Honorable Company and the remainder as a timber warehouse. Since the beginning of the late war, this building has been almost entirely used by the various auxiliary troops for lack of barracks, but it is now beginning to serve its actual and original purpose, the sick having already been transferred into a part of the central section, and the remaining part of this central section is successively being further appropriated and prepared for that purpose. The planned Warehouse, being a separate wing to the NW of this building, currently serves as lodgings or barracks for the Artillerymen of this Government. For the complete finishing of this substantial building, a wing to the SE and the front enclosure wall are still lacking. 32nd The military guardhouses situated at Rogge Bay, at the foot of Devil's Peak, in the advance work before the right flank of Imhoff, at the entrance to the Company's Garden, and near the stone quarries, have all recently been newly built, and are in a very good condition. 33rd The Company's water mill, formerly called the barley mill, is still good and usable, but the other corn water mill located behind the Menagerie is very old and bad, and practically irreparable. 34th The Parsonage, currently occupied by the Reverend Mr. Serrurier, is a reasonably good, habitable dwelling house, but the front section is under a reed roof, which recently had to be replaced. Buildings east of the Cape 35th The Honorable Company's Lime Kiln, in which are located a small dwelling for the Lime Burner, the lime kiln, and a covered storage place for the lime; the remainder of the occupied grounds is a walled and open area for the storage of firewood, stones, shells, and all kinds of materials and tools that would otherwise be exposed to theft; these buildings are still in a usable condition. 36th Several connected single-story buildings along the Line, divided into various rooms and courtyards. However, since it appears that Your Honourable Worships primarily desire to know which buildings run the greatest risk of soon suffering major deterioration or collapse, in order to subsequently have them put out to tender included in separate specifications, or to have them repaired with the remaining craftsmen at the least expense to the Honourable Company, we remark that the number of provisionally retained craftsmen is not only too small for this purpose, but that the same has melted away to such an extent through the last held relief that in the future no work of any consideration can be undertaken and brought to an end with them. We also deem it our duty briefly to enumerate to Your Honourable Worships which fortifications and buildings ought to be put out to tender first of all by separate specifications, beyond the ordinary maintenance, namely: 1: The further completion of the Chavonnes Battery, with the small powder magazine standing therein, etc., since it appears necessary that such a considerable part of our defense against an enemy naval force should not remain neglected, but should be brought to completion as soon as possible. 2: The dilapidated buildings of the Equipment Yard, which are in a most wretched situation. 3: The wine warehouses on the beach, which run the danger of collapsing and, on account of their reed roof, are very exposed to the misfortune of fire. Tuesday the 27th of December, from calm to a stiff breeze from the southeast, dispatched a boat with military personnel and one with various goods to Huisduin, brought a boat with empty barrels from Texelstroom. Wednesday the 28th of the same month, southeast wind from light to a stiff breeze and storm, dispatched a boat with ropes to Roosenburg and a boat with water to Huisduin, and one with wheat to Zoutman, note: the first two had to take refuge at the battery, could not stay by the ships, and the latter remained for that reason lying at the sea pier. Thursday the 29th of the same month, wind and weather as before, sent the boat with wheat to Zoutman that was loaded yesterday, dispatched to Huisduin a boat with money chests and one with sheep, this last one remained to raise the small bower anchor, brought from Roosenburg a boat with spoiled bread and one with empty barrels, a boat with unfit anchors that had served as ballast from Zoutman. by which their High Mightinesses have resolved to send nothing upon the money requisition made from here for the year 1789/90, but to refuse the same entirely to this Government; secondly, henceforth to draw up the calculations of the money requisitions according to the plan which their High Mightinesses have been pleased to transmit; and thirdly, also to state at the earliest opportunity the quantity of paper money that has been made here since its introduction, what of it has since been exchanged or destroyed, and how much of it still circulates at present. The second clause of that resolution will be answered as soon as the undersigned shall be enabled to do so by the extracts, requested by them to that end, from the trade, pay, and storehouse books as well as from the cash accounts; and with regard to the first clause, it shall serve as elucidation that, in consequence of the calculative reckoning which their High Mightinesses were pleased to attach to the above-mentioned very revered letter, they have fallen under the impression that on the last day of August 1790 there should still have remained here in cash a considerable sum of ƒ 687053:-, which remainder would indeed have existed if, as their High Mightinesses appear to have assumed, according to their favorable dispositions regarding the previous money requisitions made from here since the year 1783, the dispatch of each chamber's quota by the respective chambers had followed, and that one had then, through those favorable allocations, been permitted to receive at this Government since the first of September 1788 a very considerable amount of ƒ 866329: 11, which amount was brought into computation in the said calculative reckoning, whereas through such an intake, added to what remained in cash on the last day of August 1788 to the amount of ƒ 608124: 7: -, making together ƒ 1473513: 18, after deduction of the calculated expenditures for 1788/9 to the last day of August 1789, one would have had on hand in cash a remainder of ƒ 1080283: 9; and further, from this remainder being again deducted the expenditures in the year 1789/90 (set equal to those of 1788/9) to ƒ 393230: 9, there even ought to have remained in cash on the last day of August 1790 ƒ 687053: -: -. Then, whereas instead of having enjoyed from the respective chambers since the first of September 1788, upon the above-mentioned granted requisitions, a shipment to the mentioned sum of ƒ 866389: 11 brought into computation in the said calculative reckoning, one on the contrary has received no more of it since the first of September 1788 than: Anno 1789, 19 February per Demerarij ƒ 70463: 12 Anno 1789, 24 March per Neerlands Welvaren ƒ 9743: 19 Anno 1789, 18 September per de Draak ƒ 64668: 14 Anno 1790, 22 April per de Goede Trouw ƒ 100905: - making together ƒ 245781: 5, which, in the real receipt of cash against what was computed as such, makes a considerable difference of ƒ 620608: 6; thus, this amount being deducted from what was supposed from the calculative reckoning to still remain on the last day of August 1790 (assuming that the expenditures in the year 1789/90 were equal to those of the year before), at that time no greater remainder of cash could be found to have been at this Government than an amount of ƒ 66464: 14. But the little cash with which one found oneself provided having caused all careful measures to be taken in order, in unexpected circumstances, not to find oneself entirely destitute of it, there has remained, through such management of silver money in the expenditures, on the repeatedly mentioned date of the last day of August 1790, still remaining a sum of ƒ 222520: 10, included therein ƒ 159128: 6 in Spanish reals, properly destined for the slave trade.
