From the Orphan Masters we have accepted into the Company's treasury the sum of nine thousand rix-dollars, and from the Bookkeeper General Ian Vermeulen an amount of two thousand rix-dollars, to be reimbursed to the holders of the drafts forfeited upon Your Honor. Furthermore, if any Chinese should still be found there from the ships that have departed successively, then they must no longer be detained, but on the contrary must be sent back here at the first opportunity. Your Honor is also ordered to detain the crewmen and equipage goods received there from the Netherlands for the service of the National Squadron under the command of Mr. Braam until its return there, unless Your Honor could reasonably assume their delivery to Ceylon by the month of October, in which case they must be sent thither, together with another 30 to 40,000 lb of biscuit, if a plentiful harvest should permit such, and moreover 125,000 lb of biscuit must be kept in readiness against the arrival of the aforesaid squadron at that place. If anyone had had something to say about the conduct or service of the petitioner, or if anything had ever been, or had already been, brought against the same, it would, Right Honorable and Esteemed Lords, have already happened then with the Lords and Masters, and they would not have deigned to favor him with that post with which they honored him, to cross over once again to their territories and hold the same there. The petitioner has now reached the age of 60 years. In 1781, with the first rumors of the war between England and the States General of the United Netherlands, it pleased Your Honors and Esteemed Worships, as the senior Lieutenant, to promote him to the rank of Captain-Lieutenant. Although we were preserved from enemy attacks here, the petitioner nevertheless performed the service alongside the other effective Captains and in that same capacity with that love, diligence, and honor that become him as an old officer and are also natural to him. As the petitioner stated at the beginning of this, it pleased Your Honors and Esteemed Worships to honor him in this year with the quality of Captain and to benefit him with the pay thereof. After all the kindnesses which Your Honors and Esteemed Worships have been pleased to show the petitioner, it grieves him that his ambition and necessity compel him to complain to Your Honors and Esteemed Worships. Namely, that having heard with surprise that Mr. Buissini, formerly an Ensign of the military under the jurisdiction of Your Honors and Esteemed Worships, now sent back hither as Captain by the Lords and Masters from the Fatherland, would take rank above the petitioner. The petitioner believes that it is an old custom of the Honorable Dutch East India Company that all those who depart from the Fatherland hither in rank begin their seniority from the time that the ship on which they are located sets sail, just as the pay also begins only from that moment. Captain Buissini, like the other recruiting officers of the Company, made an agreement with the Lords Directors to supply one hundred men for a certain determined sum per head; and when the same were complete, he would be Captain. If he had not been able to assemble those one hundred men, the agreement would have lapsed. And since, at the undertaking of his enterprise in 1781, he certainly did not yet have the one hundred men; and secondly, since Mr. Buissini was paid as a Lieutenant by the Lords Directors throughout the entire time of his recruiting, the petitioner cannot think that his seniority as Captain should be counted from that time, and that the petitioner would have to serve under Mr. Buissini.
