Copy Appeared before us, the undersigned Commissioners from the Honorable Worshipful Council of Justice of this Government, the soldier Johan Fredrik Roodhart of competent age, stationed on the ship 't Zeepaard, who, at the requisition of the interim Fiscal, Sr. Gabriel Exter, declared to be true: That the appearer, on the voyage hither from Europe, on a certain Saturday just after noon, about six weeks ago now, without being able to specify the exact date, having drawn up a bucket of water on the forecastle of the ship where the appearer is stationed, in order to wash a neckerchief of his, the ship's boy named Bukman had struck him, the appearer, in the face with a scrubber, as the appearer believes apparently done by that boy because an end of rope from the bucket may possibly have landed down upon the sailor whom the same boy was busy washing; that the appearer told the said Bukman to stop doing that, but that the same had repeated striking the appearer in the face with that scrubber up to two times and had at the same time assaulted the appearer, so that the appearer and that boy came to blows; that both of them had fallen down onto the cordage which happens to be in the pavilion of the ship, so that the aforesaid Bukman, having hit his head against the buttons of the appearer's uniform, an old wound covered with hair had thereby started to bleed again; That, this having been brought to the attention of the Boatswain who had the watch in the waist, the same took the aforesaid Bukman with him, and however much the latter did not want to lodge a complaint about what had happened, immediately had him go onto the deck with him, ordering the appearer to go along as well, whereupon the Boatswain substantially said to the Second Lieutenant van uyt den Bogaard, who had the watch on the deck: Look there, pointing at the appearer, there you have that damned bugger, the rogue, and so forth, adding that the bugger must now also get enough to make him stay down, which was left unanswered by the said Lieutenant, and the appearer, as well as the Boatswain and the aforementioned Bukman, were ordered just to go back below; That the said Bukman, having thereupon been bandaged by the second surgeon, and the same having thereupon given notice to the chief surgeon and this one in turn to the Captain, the Captain had said that he would deal with that matter during his watch; That just after four o'clock, the Captain having already taken over the watch and having first made the aforesaid boy Bukman and thereafter the appearer come onto the deck, the same had substantially said to the appearer, asking: Did you, beast, strike that hole into that boy's head? and the appearer having answered thereto: No, sir, that boy has had that hole for a long time already, for Haak, being a soldier, who cut the hair off when the boy got the hole, can testify to that; That the Captain, however, paid little heed to this; on the contrary, immediately thereupon had the appearer given about sixty-six lashes by two Corporals with rope ends; that the Commander of the soldiers having intervened and requested that they should please stop the beating, the Captain had refused this, and the aforementioned Commander had ordered the soldiers to cease beating; That the Captain and the Captain-Lieutenant of that vessel thereupon went into the Captain's cabin together, and the Commander also having been called inside, the same Commander immediately came outside the cabin door and went under arrest; That subsequently, the Captain having come onto the deck, the same ordered both Corporals to beat anew the appearer, who had previously been tied hands and feet to the so-called pispot, under the threat that if the Corporals did not strike hard, the quartermasters standing behind the Corporals for that purpose would beat them until they were, saving your reverence, damned; and the appearer then received as many as two hundred more lashes with rope ends; That the appearer subsequently, having been led and dragged from the deck, was brought below into the waist, where one of the under-surgeons opened a vein on his, the appearer's, right arm first, and thereafter on the left arm, from which opened veins, however, no blood flowed, and from which the appearer ever since, and still continuously, feels pain in the chest, the appearer since that time having had to take medicines three to four times a day, and having continued to do so for eight days. Copy Appeared before the undersigned commissioners from the Honorable Council of Justice of this government, the soldier Albitius Slot of Switzerland, assigned to the ship 'T Zeepaard, of competent age, who, at the requisition of the interim Fiscal Gabriel Exter, declared to be true: That, as the appearer believes, it is now nearly two months ago that on a certain afternoon, when his assigned vessel was on the voyage hither, he found the soldier Roodhard as messmate on the forecastle, busy hauling up water from the sea with a bucket, while a sailor named Pokman was busy scrubbing his bunk on the forecastle. That the rope of the bucket with which the soldier drew water having fallen onto the bunk of the sailor during the hauling up, the sailor thereupon struck the said soldier up to three times around the ears with the scrubber, and the sailor and soldier fell into a dispute of words over this, and subsequently came to blows, whereupon the soldier fell underneath and the sailor on top, on which occasion it happened that the plaster of a wound that the sailor had had on his head became loose, and thus the wound, which he had already had previously but was not healed, began to bleed. The appearer, having reported this incident to Corporal Overleytner who was on guard, the latter had notified the Commander thereof, and the appearer had subsequently seen that towards the evening the soldier Roodhart had received blows up to three times by order of the Captain. That the Captain had lived poorly with the crew during the entire voyage, always scolding them, and among other things calling them beasts and rabble; he having caused one of the sailors to be beaten so dreadfully that that sailor came to pass away six days thereafter. Declaring nothing more, the appearer gives as reasons for his knowledge as stated in the text. And spoke therefore in confirmation of the truth thereof the solemn words: So truly help me God Almighty! Thus passed, reviewed, and confirmed at Cabo de Goede Hoop, the 20th of June 1785, before the Honorable Lodewyk Christoph Warneck and Gerhardus Hendrik Cruywagen, members of the Honorable Council of Justice aforementioned, who have also duly signed the minute hereof along with the appearer and me, the sworn clerk. That as often as the undersigned has seen ship work performed on the quarterdeck, he must acknowledge that the Captain's conduct tended much rather to deprive the crew of all courage than to encourage them, over which the discontent among the crew could be perceived all too clearly. That this dissatisfaction also increased daily, and finally reached a high degree through a punishment by the Captain regarding a soldier who had had a dispute with a sailor, which was the cause of very great division among the ship's crew; which matter the undersigned trusts is sufficiently known to Your Honor. The undersigned finds himself obliged to bring to Your Honor's attention his apprehension that the greatest disasters will be the consequences thereof, and that the undersigned finds very great difficulty in trusting himself aboard the said ship, where the minds of the ship's crew are so agitated against the Captain. What gives the undersigned all the more concern, and with reason foretells bad treatment of his person, is an encounter with the Chief Surgeon of the ship, who saw fit, up to three separate times, to wish that the undersigned might still shed so many tears on the aforementioned vessel that he could wash his hands in them. The undersigned, who knows of no cause given by him for such a degenerate wish, would not gladly expose himself to its fulfillment, to which the Doctor's influence on the Captain could contribute very much, but turns respectfully to Your Honor with the humble request: That Your Honor may be pleased favorably to permit the undersigned to sail further to Batavia on another vessel, or to make such arrangements as Your Honor shall deem most appropriate. Copies contained, was to be executed the following day, and in consequence thereof, the command of 't Zeepaard was assigned to Commander Christiaan Stuur, so that he, Captain Swart, could therefore keep himself retired for that time, which was answered by him saying that he, regardless of this, would be present at the execution of the said commission. That the undersigned thereupon having gone aboard the ship 't Zeepaard the next day, read the commission both to the officers and to the entire crew of that vessel, and at the same time communicated that the undersigned had expressly come on board in order, pursuant to the contents of the commission, to transfer the command to Commander Christiaan Stuur, who was already present there as well, and to introduce him as such, with earnest recommendation in the name and on behalf of Your Right Honorable Sirs to acknowledge, respect, and obey the said Commander Stuur in the command entrusted to him. In 't meeuwtje have been left all the equipment goods that were laden therein for Batavia, and which are specified on the accompanying list; while the crew of this vessel has been brought to 95 heads, from which then conveniently 50 to 60 heads can be added to the ship or ships in need thereof, and thereto also from the crew of the meermin, without weakening the same too much, a number of 15 to 20 heads may be added, whereby you will then be fully able to properly provide the aforesaid ships with men, in which we assume their shortage will principally consist. Then, when all three ships shall have been found at Rio de la Goa, and put in condition to be able to steer hither, 't meeuwtje must immediately return hither in order to report thereof, but the meermin, to conduct the slave trade, whereof further mention shall be made hereafter, must proceed with the voyage via Madagascar to Mozambique. However, in case not all three ships, but only one or two of the same shall have been found at Rio dela Goa, you, after having put the same in condition to depart hither, must then sail with both ships from Rio de la Goa to the bay of Fort Dauphin on Madagascar, in order to obtain news there whether the missing ship or ships might be at St. Augustin or in one of the nearest adjacent bays; and finding the same there, 't meeuwtje must provide those ships with the necessary assistance, whether to come hither or to await further relief, and thereupon return Capeward with the utmost haste, but the meermin must continue her projected voyage via Madagascar to Mozambique. In case it might unexpectedly happen, however, that the missing ship or ships were not found in the bay of St. Augustin, in such case 't meeuwtje must steer Capeward with the utmost haste, in order to bring report of that which will have been discovered at Rio de la Goa, and the meermin must depart from Fort Dauphin to the east coast of Madagascar, in order, having provided herself there with the necessary rice for the slaves to be traded, to proceed onward to Mozambique. And since it could also well be that of the missing ships one or two of them were found at Rio de la Goa, but might happen to be in such a bad condition that, notwithstanding the help to be brought to them, they would be unable to put to sea, the same must in such case be put in condition to await the further necessary relief from here with tranquility, and the meermin and 't meeuwtje must proceed onward from Rio de la Goa to Fort Dauphin, in order to search for the missing ones there. And whereas, through the delay of the provision ship Zeeduyn, people here among others have also come into great embarrassment regarding the so highly required rice, and thus nothing thereof could be given along to the frigate De Meermin for the service of the slaves to be traded; Captain Duminy is hereby authorized, upon meeting the said ship Zeeduyn, to take in so much of the rice loaded therein for this government as he shall require for the aforesaid slaves to be bartered: which quantity the officers of Zeeduyn are then, upon presentation of this, ordered to deliver to said Captain Duminy; whilst the same officers of Zeeduyn, as well as those of De Harmonie and Overduyn, in case said Captain Duminy should also come to require some pepper from them for the aforesaid slave trade, shall have to deliver to him thereof the quantity of twelve to fifteen hundred pounds. As also, if, which God forbid, it should happen that, whether at Rio de la Goa or in the bay of St. Augustin, nothing will have been heard of the missing ships, and the speedy return of 't Meeuwtje is not so much required as it otherwise would be, the same small vessel shall then, together with De Meermin, have to proceed to the East Coast of Madagascar in order to trade a cargo of rice for the benefit of this government, whether at Fort Dauphin, St. Marie, or in the bay of Foulpointe, and to return hither therewith, for which purpose the sum of 4000 Mexicans has then been handed over to Captain Den Breem. Although the principal matter that must be observed regarding a slave trade consists in this: that the same be carried out and brought to an end with all possible speed, and a long haggling to obtain the slaves for somewhat less may very easily have the consequence that, as well by a disease and mortality arising among them as other accidents, more disadvantage than profit is brought to the trade. Seeing that we already, during Your Honour's previous voyage with the Meermin via Madagascar to the East Coast of Africa, relied upon Your Honour's acquired experience in the slave trade, and therefore left it to Your Honour to touch at such places for that purpose as Your Honour should judge best thereto, we have accordingly this time judged it even less necessary to restrict Your Honour in this regard, approving on the contrary that Your Honour, making use of the arrangements made in this respect with the Portuguese Governors at Mozambique, proceed directly thither and direct the trade, whether at that place itself or from there elsewhere on the aforementioned coast of Africa where the best sort of slaves are to be obtained. And whereas Your Honour believes that, in order to succeed better herein and to be able to conduct the trade there undisturbed, it is very necessary to be equipped once again with a passport from the said Governor at Mozambique, we thus qualify Your Honour to provide yourself again with such a passport, so as to be able to make two to three more voyages upon it. Besides diverse goods desired yonder and laden into the frigate under Your Honour's command, there is also given along to Your Honour an amount of 12154 Mexican pieces of eight for the slave trade, and 500 pieces of that same coin for the purchase of rice, so that the entire cargo comes to amount to the sum of ƒ 46212: 5. 8., just as such is specified at length in the bill of lading and invoice drawn up hereof and handed to Your Honour; While we have furthermore thought fit, for the keeping of the trade books, to place on the frigate under Your Honour's command the bookkeeper George Fredrik Goetz, to whom there must consequently be successively reported the number of the bartered slaves, with the cost of the same, as well as the provisions purchased, both for the crew and the slaves, likewise the expenditures that have had to be made to facilitate the trade, in order to be able properly to enter all of this into the aforementioned trade books. Right Honorable and Highly Esteemed Sir, and Honorable Gentlemen! Your Honors were pleased to place into the hands of the late Independent Fiscal, Mr. Jan Jacob Serrurier, an extract of a resolution taken in the Council of Policy, in the Castle of Good Hope, on Friday, 13 May 1785, whereby Your Honors saw fit to enjoin the aforementioned late Fiscal to conduct a proper investigation concerning the wrecking of the China return ship Breederode near Cape Anguilhas, as to whether and to what extent the aforesaid disaster was caused by any negligence or dereliction of duty by the ship's officers; it also being deemed appropriate to appoint the Master of Equipage Justinus van Gennep, together with the Sea Captains Christoffel Beem and Jan Siereveld, as well as the Skipper Christiaan van Veerden, to be present at the aforesaid investigation to be conducted by the aforementioned late Fiscal, in order to assist his Honor with their observations and advice. The undersigned, who currently has the honor to hold the post of the aforementioned Independent Fiscal pro interim following his demise, deemed it his indispensable duty to execute the aforesaid highly honored resolution, and to that end had the aforementioned maritime experts provide their observations and advice for the aforesaid investigation, in which Sea Captain Hendrik Swart had to be employed in place of the departed Captain Beem. And the observations and advice of the aforesaid maritime experts fully agree that, to use their own words, the accident that befell this vessel must have been caused solely by the strong deflection of the current, since the course according to the cross-bearing taken at sunset was set such that it ran 1½ to 1¾ miles outside the southernmost shoals situated at Cape Anguilhas, or else the shoals must lie further east and also further south than shown on the chart; that although it is true that their course, after taking the bearing at sunset, ran somewhat close along the shore, it nevertheless remained fully 1½ miles outside the southernmost point where they could suffer damage, which gives the advisors even greater certainty that the wrecking of that vessel can be attributed solely to the misleading current. Furthermore, the undersigned, having submitted the original report of the aforementioned ship's officers, to which they specifically referred and upon which the aforesaid advisors principally based their reflections and observations, had it sworn to in due form by the same signatories. As a result of this further close examination and the concurrence of the opinions of the aforementioned advisors, subject to higher correction, he believes that not the slightest signs of a lack of seamanship, and even less of any negligence or dereliction of duty on the part of the ship's officers, can be discerned, and consequently that there is not the slightest semblance of grounds to initiate any action ex officio against the same officers of the aforementioned wrecked ship Brederode. Wherewith the undersigned, hoping to have fulfilled the highly honored resolution of Your Honors, has the honor to submit this as a respectful report. Agreed ADorak CyClercq No 9 Copy The undersigned Captain at Sea and Equipage Master Justinus van Gennep, together with fellow Captains Jan Siereveld and Christiaan van Veerden, having been requested by an esteemed resolution passed in the Honourable Council of Policy under date of the 5th of this month of August to provide further in writing to the Fiscal pro interim Gabriel Exter their remarks and opinions as to whether and to what extent, from the sworn narrative given and executed by the salvaged Master Hendk: Mulder and the mates of the shipwrecked China return ship Brederode, it might appear that the wrecking of that vessel might have been caused by any misconduct or neglect of duty by those ship's officers; so have the undersigned, in dutiful compliance with that order, carefully examined the said narrative of the ship's officers, from which it appears: That on 3 May last, being the day before the wrecking of that vessel, at sunset, the course was such that, according to the bearing taken at that time, they found themselves N.W. by W. half W. five and a half, but by estimation a good 6½ miles off the shore from the southernmost point of Caab anguilhas, at a depth of 50 fathoms, hard sticking ground. That the wind at that time being East and southerly, they had steered after that bearing W. by S. along the shore. That, however, in the night at half-past nine o'clock, land which they presumed to be the south point of Caab anguilha was suddenly discovered again in the N.W. by W., and that having approached it by estimation to 2 and 2½ miles, they had remarked therefrom that the ship had in that time since sunset altered 3½ miles in the course W. by S., and thus had been set very strongly to the North. That hereupon, having attempted by force of sail to get out to sea to the South again, and thus being able to see no more land around 4 glasses, the ship nevertheless struck at around 5 glasses, without however any surf or breaking of the sea having been perceived beforehand, notwithstanding every precaution taken by stationing lookouts. Although it indeed appears from what has just been cited that the course after the sunset bearing was kept somewhat too close to the shore, it is nevertheless certain that, if one was not mistaken in that bearing, the same still ran well over 1½ miles clear of the southernmost reef lying there, and thus in such case clear of all danger or unforeseen mishaps for the ship. Wherefore the undersigned, taking all circumstances together, unanimously maintain that either the ship must have been set closer to the shore during the night than could be estimated, due to the strong deviation of the currents, or that, if one accepts the stated bearing, then the southernmost reef of Caab Anguilhas, or the rock situated there upon which the ship Brederoode struck and was wrecked, must be located more easterly and southerly than is indicated on the chart; to which concurring factors the undersigned therefore believe that the wrecking of the aforementioned ship Brederoode can be attributed. And herewith considering to have fulfilled the esteemed command, the undersigned submit this to serve as their report and opinion. At sunset, the Point of Caapf Aguillas bore N. by W. the flat mountain inland N. ½ E. the outer point or southernmost of Agrillas N.W. by W. 5½ W. According to this bearing, they were 5½ miles from the last-mentioned, though by dead reckoning they believed they were a good 6½ miles off. Sounded then a depth of 50 fathoms, hazy sticking ground. and made full sail, while according to the estimated drift since sunset they had altered course 3½ miles W, and from the bearing of the land it was found to be strongly set to the North. At four bells the shore could no longer be seen; they remained for the time being close-hauled, but around 5 bells the ship struck, and struck four times in quick succession, which was very heavy, and thereafter was found to come afloat. However, all hands had kept a lookout, but nothing had been noticed beforehand of surf or breaking of the sea. Furthermore, the rudder was found to be lost, and all at once six feet of water in the ship. Sounded immediately, and found the depth from 45 to 48 fathoms. Pumped immediately with 3 pumps, and bailed with buckets out of the powder magazine as much as possible, but seeing the water did not decrease, but was rising strongly against it, also made every maneuver to bring the ship with the stem toward the shore, in order if possible to run the ship aground in a good place, to salvage some things of the Company's cargo, but the head remained firmly pointed to the south. At midnight, the water having increased despite all efforts at the pumps to ten feet of water, resolved and put out the boat and skiff to save their lives, for if more water entered, one would, due to the listing, no longer have been able to get any boat or vessel launched. Continued however with pumping and maneuvers to bring the ship to shore, but all in vain. At 4 o'clock had 14½ feet of water in the ship; resolved unanimously with all officers to abandon the ship, while there was still weather to reach the shore with the vessels, and moreover foresaw an unexpected capsizing, while water was washing back and forth mostly through the gun ports. At around 5 o'clock abandoned the ship, and went with all hands into the vessels, but at daybreak saw signals being made on board the ship, from which it appeared that people were still on board, who had remained on board through their own negligence, while everyone was sufficiently aware of abandoning the ship. Saw no possibility to turn back again, as they were too far from the ship. Resolved, once these had been brought to safety, to go about again and fetch them if possible. At 10 o'clock in the forenoon came ashore with great peril to life, and found then in all 87 crewmen, thus 12 people remained on board, whom it was impossible to save, because the vessels were immediately washed high and dry on the beach by the heavy surf, and there was no possibility of getting them back into the water. With deeply bound humility shows your Honorable High Esteems' humble servant Hendrik Lodewijk Bletterman of the Cape of Good Hope, how he, the petitioner, arrived at this place in the year 1772 as a soldier at ƒ 9 per month on the ship 't Huys te Crooswijk, and on the 28th of May 1773 under his current contract was promoted to Assistant at ƒ 20 per month; afterwards, on the date of the 18th of July 1777, owing to the expiration of time, raised under a new five-year contract to ƒ 24 in monthly wages; subsequently, on the 2nd of March 1780, under his last-mentioned contract, appointed Bookkeeper and Sworn Clerk at the Judicial Secretariat at ƒ 30 monthly; and has recently been advanced to Landdrost of Stellenbosch and Drakenstein. Taking the liberty to enclose herewith the duplicate of our respectful letter to your Right Honorable Highly Esteemed Lordships dated the 23rd of the just past month of August, which having departed with the Prussian ship les quatre Freres that sailed from here on the 1st of this month, we hope that the same may safely have reached your hands; since then, what reports have come in regarding the robberies of the so-called Bushmen Hottentots in the far-flung fields, there was produced by the undersigned Governor, in our assembly of the 26th of the aforesaid month of August, a letter addressed to His Honor by two of the burgher inhabitants of the Hantam, containing the report that recently, in that area alone, of several of those inhabitants, more than 1,200 sheep and about 150 cattle were robbed and destroyed by the Bushmen Hottentots, one European servant and four serving Hottentots were murdered, and a musket and some gunpowder and lead were carried off from them, that already six families having fled from their places there, if no help arrived, the remainder would also have to flee from the Hantam and the adjacent Bokkeveld, whereby several inhabitants have already had to take flight all the way into the land of the Caffres, wherefore they humbly requested assistance. And on this, it was taken into consideration that not only in the aforesaid fields, but also in the Camdeboo, the Nieuwveld mountains, the Zwarteberg, the so-called Ruggens, the Sneeuwbergen behind Bruintjes Hoogte, and other districts exposed to the invasion of the Bushmen Hottentots, their murder and robbery have raged so severely for some time that, as one is reliably informed, several families have already abandoned their places, to counter which there is indeed no other means yet than the maintenance of regular burgher commandos, and have retreated across the Great Fish River into the country of the Caffres; that to these robberies must chiefly be attributed the continuous high cost of slaughter cattle, however much one had hoped and expected to see the price thereof decrease with the ending of the war; that although it is indeed true that many families in those fields are in a short time to be reduced thereby to lamentable circumstances, the only means of salvation, and to prevent such, meanwhile is this: that the regular commandos established among the inhabitants in those fields are constantly maintained, in order to set out continuously against those bands of Hottentots and pursue them; yet, for what reasons such also cannot be of the expected effect, that since this was found to be more and more neglected, partly because of the partiality that the Field-Wardens themselves display in commanding the inhabitants, and partly because of the lack of authority to properly correct the negligent; one indeed resolved to provisionally remedy such by appointing Field-Commandants over those districts, and conferring upon them the rank of Burgher Lieutenants and Ensigns, but that it was experienced that these also neither refrain from partiality, nor possess or can exercise the power to bring the unwilling to their duties, as they are located too far apart.

and the further detrimental consequences that were feared and foreseen to arise therefrom by the magistracies of Stellenbosch or Swellendam, under whose jurisdiction those districts fall: so that, in order to finally expect an end to those complaints, and to prevent the remaining inhabitants from those aforementioned districts from moving more and more into the land of the Caffres, thereby depriving the Honorable Company of the considerable revenue of the recognition money yielded by their loan farms, and also not to end up in the certain situation where the Caffres, driving those inhabitants out from there again, renew hostilities with this populous yet peaceful nation, hostilities which were waged against them in a cruel manner and have only recently come to an end; these reasons, besides others taken together, make it utterly necessary that in the Camdeboo, as it provides the best situation for it, a magistracy be established in the very same manner as at Stellenbosch and Swellendam, to which end the qualification of Your Right Honorable Nobles has already been requested, which was also proposed to Your Right Honorable Nobles upon the repeated petitions declared by those inhabitants themselves, accompanied by ample reasons and a request for qualification on behalf of this government; however, since Your Right Honorable Nobles, pursuant to the highly respected missive of 10 November 1780, did not reject that proposal, but for the time being suspended the decision thereon due to the then-existing views regarding the affairs of this Government, we must certainly trust that consideration of the further subsequent circumstances would bring the decision of Your Right Honorable Nobles to a favorable maturity, so as to allow the establishment of such an important Drostdy to proceed, and therefore grant us qualification thereto; in which case, however, it would prove difficult, upon receipt thereof, to immediately find a person possessing the required qualities to fill the office of Landdrost and to establish the magistracy in such a distant region, so that one thing and another would meanwhile require much time; for which the circumstances of affairs are no longer suited, we have therefore, after mature deliberation on all this, decided upon the first fitting opportunity, and when a capable subject for the service of Landdrost presents himself, to effect the establishment of the said Drostdy and magistracy in Camdeboo in such manner as was proposed to Your Right Honorable Nobles in our humble submission of 1 March 1779, under Your most esteemed approval; just as, having no doubt of this, we also take the liberty, for the elucidation of Your Right Honorable Nobles, to append hereto a copy of the aforementioned letter written to the undersigned Governor: meanwhile, the Landdrost of Stellenbosch and Drakenstein has been instructed and ordered provisionally to take such measures as may be possible for the aid and assistance of the persecuted inhabitants; despite the example of capital punishment executed two years ago for the counterfeiting of the paper currency introduced by this Government, more and more forged and counterfeit pieces daily continue to appear among the circulating notes, so that the fear of fraud increases the aversion to the paper money; and in order that one might thereby discover the evil of the counterfeiting, we have recently, over and above the reward of Rds 1000 previously established, also promised impunity should the person who makes the discovery happen to be a repentant accomplice, we rest fully assured that Your Right Honorable Nobles will approve these measures, to the end of having the necessary currency pieces stamped and signed here under these improvements, in order to be exchanged for those in circulation, which, being for the most part worn out, must necessarily be renewed shortly: 1 of 12 Rixdollars, 1 of 10, 1 of 5, 1 of 4, 1 of 3, 1 of 2, 1 of 1, 1 of 1/2. Copy Report given in the presence of the Honorable Commissioners of the Honorable Worshipful Council of Justice and upon the requisition of the Honorable Gabriël Exter, acting Fiscal pro interim, by the Sea Captain the Honorable Cornelis Cramer in 't Anker, commanding the Zeeland ship de Paarl, of competent age, reading as follows: That when the deponent had departed from Zeeland with his assigned vessel de Paarl, and had undertaken and continued the voyage hither, the sub-lieutenant George Laurens Caroes, also assigned to his vessel, had from the beginning of the voyage indulged daily in drink, and thus by that vice had been completely unfit for his duties; that the deponent, out of consideration, had indeed daily reprimanded the said Caroes and exhorted him to better conduct, without the same having had any effect, all of which, however, out of respect for his father, had been overlooked until they arrived at S:t Tago. That when the deponent with his assigned vessel, after having repaired his lost rigging at the roadstead of Porto Prayo, had intended to depart from there in the night between 2 and 3 March, the said Caroes had the watch that evening, while the deponent had allowed the crew, who had worked hard up to that point, to sleep for about four hours before his departure; but that the same Caroes, when the deponent came on deck at night and also departed from there with the ship at the hour of two o'clock, had been lying heavily intoxicated on the deck, and thus had been incapable of performing his duty. That the aforesaid Caroes had then moved, as best he could and as if staggering, from the deck to the gallery, and had remained sitting on the same until as late as ten o'clock the following morning; wherefore the deponent, in order to remove that spectacle, had seen fit to convene a ship's council, and in the same had proposed provisionally to relieve the said Caroes of his duties and thus have him perform no service, yet otherwise to let him remain in his further capacity, in order to see whether this might bring him to betterment, with which proposition the ship's council had also agreed. That the aforesaid Caroes, however, having subsequently continued in his way of life instead of improving, at least as long as he still had liquor; had furthermore not shrunk from going to the forward cabin, where the bunk of another sub-lieutenant named Erasmus Melander was situated, from which bunk the same Caroes had taken six bottles of wine and, accompanied by a hold-worker named Clement, had drunk them empty; about which the said Melander having complained to the deponent, the deponent had not wished to speak with the said Caroes about it, as it happened to be Sunday. That on that very same evening, as the deponent maintains, the aforesaid Caroes had ordered his boy to go above and fetch six bottles of wine from his bunk and also a knife, and that he should bring those six bottles of wine to him, Caroes, as well as the knife, adding that he would settle matters with the mate Melander; which order having been overheard by one of the other boys, that boy gave notice thereof to the chief mate; whereupon the often-mentioned chief mate, who just then had the watch, had ordered the aforesaid Caroes to come above, but the aforesaid Caroes had refused to obey that order; whereupon the chief mate having reported this to the deponent, the deponent likewise had the aforesaid Caroes ordered to do so, without the same, however, being willing to comply with that order, and thus he did not come above. That the deponent, seeing the disobedience and obstinacy of the aforesaid Caroes, had therefore ordered the commander of the soldiers to go below with two soldiers and bring the said Caroes above, as well as to place him under arrest in his cabin, which, as it was during the night, was duly done; whereupon the deponent had retired to his cabin to sleep, having, however, beforehand ordered the chief mate, besides the two sentries placed in front of the door, to also station a quartermaster and four men by the stairs, in order to be able to hold back the aforesaid Caroes if he came out of his cabin and wanted to go below. That as the deponent was lying and sleeping in his bunk, the aforesaid Caroes had made a great noise and uproar in his cabin, not only attacking and provoking in all manners the sentries who were stationed before his cabin, but also reviling in general as well as in particular the deponent with all kinds of insolent words; whereby the deponent having been awakened, the deponent had been forced to order that the said sub-lieutenant should be put in irons, which was done that very night. That as soon as it had become day, the deponent, having convened a ship's council and having informed it of what had occurred that night and the placing in irons of the aforesaid Caroes, the ship's council had approved the measures taken by him, and had at the same time decided to let the aforesaid Caroes remain in irons because of his bad conduct and wantonness until they had arrived at this Government, in order to then hand him over. Appeared before us, the undersigned commissioners from the Honorable Worshipful Council of Justice of this government, the young sailor Lambertus van Veldoven, aged sixteen years, stationed on the outward-bound ship De Paarl, who, at the requisition of the Fiscal pro interim, Mons:r Gabriel Exter, declared it to be true: That the deponent, having served as a boy to the Sous Lieutenant stationed on the aforementioned vessel De Paarl named George Laurens Kroese, was ordered by the said Kroese on the voyage hither on a certain evening, without knowing the exact day or date, nor wishing to be bound thereto, to fetch six bottles of red wine from under the bedstead of the fellow Sous Lieutenant Benedictius Erasmus Melander and to place them in the cabin of the said Melander, as well as a large Osnabrück knife in order to take leave of the repeatedly mentioned Melander; which, however, was not done by the deponent, but the same was made known by the deponent's fellow comrade Lourens van Oeke. Declaring nothing further, the deponent gives as reasons for his knowledge as stated in the text, being prepared to confirm the same under oath. That the defendant Sous Lieutenant, being stationed on the aforementioned Honorable East India Company ship De Paarl, far from showing the deportment, command, and subordination, 3. which are attached to his said capacity on that vessel as conferred upon him by the Honorable Grand Worshipful Lords Directors, 4. has, on the contrary, made himself guilty in more than one respect of far-reaching excesses and brutalities; 5. that the defendant, from the beginning of the voyage onward, indulged in drink daily, 6. and in such a manner that he, the defendant, was himself unfit to perform his duties. The said Captain Lieutenant sent word to the defendant that he should come above; 29. which order he respected as little as the command, given following the report made to the Captain, to appear before him without delay. 30. That the Captain, perceiving his obstinate disobedience, in the most natural manner for the maintenance of his authority and the avoidance of disagreeable consequences, 31. thus saw himself compelled to place the defendant under arrest by the Commander with some men, 32. and to secure his person by means of a guard appointed for that purpose; 33. that the consequence thereof was that the defendant took occasion thereby to abandon himself entirely to his unruly passions, 34. and to go so far as to revile his Captain in the most disrespectful and scandalous manner with a great noise and clamor, 35. and even verbally and physically attacking the sentry placed before his cabin; 36. thus compelling the Captain, by this most insolent conduct, 37. to have the defendant placed in irons.
