The general amount of the Capital of the Church a ship and two persons; the obscurity of this report prompted him, the Landdrost, to closely interrogate a Bastard Hottentot who had delivered the aforementioned note to him, and from whom he had only been able to learn that, very stormy weather having occurred in those parts on Wednesday and Thursday the 3rd and 4th of this month, the aforementioned Iohan Michiel Hen and he, the Bastard Hottentot, had the following day seen a ship under full sail, showing a white and blue striped flag, sailing along the mouth of the aforementioned small river, which ship had subsequently fallen away around a point there, without their having perceived or heard anything further of that ship that day. That on the following Saturday, he, the Bastard, having gone in the morning to the mouth of the aforementioned small river, had found on the beach two boats and two dead persons, while the ship had drifted ashore and lay in the sand with its masts facing down, and some The general amount of the Capital of the Church barrels had washed ashore. That the aforementioned Iohan Michiel Hen had also thoroughly investigated around there whether any tracks could be discovered in the sand, from which one might deduce whether any souls from that vessel had come ashore, but nothing had been learned of that. Trusting to have properly fulfilled our duty hereby, we let this serve as a humble report. Below stood: In the Castle of Good Hope the 8th of May 1784 Signed: S: v: Echten, A: v: Sittert Agrees. Sworn Clerk F: Saemel Copy Orders and Regulations for the Officer of the military post at Mossel Bay, by which he shall have to govern himself under all occurring circumstances. 1. The commanding officer shall have to take care that the men under his command are always kept under good and strict discipline, and that they properly keep their watches, to which end their arms, powder and lead shall frequently be inspected, so that the same may always be found in good condition; and with regard to discipline, he shall further have to act according to such orders as shall be provided to him in due time. 2. He shall at least twice a week, or if possible daily, on the heights where such can best be observed, reconnoiter and observe what transpires in the nearby inlets or along the coasts, so as to send a report hither as speedily as the importance of the matters may require, or otherwise by the ordinary way, regarding whatever may occur there. 3. A careful lookout shall also have to be kept for the ships that pass along or in sight of the coast, so as to state in the report, as often as opportunity arises, on what date such ship or ships passed there, and what has been observed and distinguished concerning them. 4. If one of the Honorable Company's ships should come to anchor in the bay, it must be permitted that the commander of that ship, for the service of the same and the crew, provides himself with such accommodations as may reasonably be enjoyed according to the circumstances, with the rendering of all possible assistance by the post. And the commanding officer shall immediately have to inform himself very carefully of the reasons there were for putting into port with that ship there; furthermore also of the condition of the ship and the crew, from where and when it sailed, whither destined, what encounters it had on the voyage, and whether it has also heard of other ships, and can share any news; of all of which, as well as how long the ship is to remain there, together with the report that the Commander of the ship himself will have to send hither, a report shall have to be made by him by an express with all haste to the undersigned Governor. The very same information shall also be taken, and a report of it shall have to be made with the same speed, whenever any ship or ships of foreign nations come to enter the bay there, stating, if it is a warship or frigate, the number of cannon and the crew. 6. The Commanding Officer is earnestly enjoined and ordered not to permit foreign nations of any kind to take refreshments there, except in great distress, and in all cases then to watch and prevent with redoubled attention that none of them venture further from the beach than where the guardhouse is located; just as, in order to prevent such, an armed guard shall always have to be placed where they might come ashore with the vessel in the presumed distress, to take in refreshments or water. 7.

8. In order the better to prevent the inland movement of those strangers in case such a ship should find itself in the circumstances of being unable to put to sea again except after receiving some refreshments, the Commanding Officer shall personally inspect what they will require of these to be able to proceed further to False Bay or Table Bay; the quantity of which must also be proportioned solely to that purpose, and of which the Commanding Officer of the Post shall subsequently cause communication to be given to the nearest residing inhabitants by a dragoon, so that, if they are inclined to make delivery of the same, they may come down in order to negotiate over it in his presence, as well as to make the delivery on the seashore. 9. When more than one ship comes sailing into the Bay, the aforesaid officer shall hastily dispatch a verbal report thereof hither, stating the number of ships and the flag they display; and when they subsequently anchor, at the first appearance on land, all the information specified herefore regarding those ships must also be taken, in order likewise to send further report of everything hither with the utmost speed, on which occasion that which has been recommended herefore with respect to the ships of foreign nations must also be observed most strictly. 10. If it should happen that any persons from foreign nations' ships should attempt by force to go further inland than the limit established herefore, such shall be resisted and prevented by force. 11. If any foreign ship should happen to anchor in Plettenberg Bay, otherwise called Bay Content, the Commanding Officer, upon the first news that such a ship apparently intends to stay there longer than eight days, or that assistance is required there, must proceed thither with twenty men of his garrison to keep watch alongside the troops stationed there, and to observe our orders set forth herefore. To which end he shall hurry ahead to the post in the Outeniqua Land in order to prepare the wagons and whatever else will be necessary for the further transport of the troops, who in the meantime will have to march thither; and in such case this Post in Mossel Bay must in the meantime be left to the care of the Sergeant of the garrison, giving him such orders as will be required. 12. That to these Garrisons shall be added some Dragoons, who must primarily serve to convey from there to the Drostdy of Swellendam all reports hither that require any speed, and the dragoon dispatched for that purpose must be provided with two saddle horses to change as often as necessary until Swellendam, where he must hand over his report for us to the Landdrost, or in his absence to the Secretary, who will take care to cause the same to be sent further hither with equal speed. 13. The Dragoon whom the Commanding Officer dispatches for the aforesaid purpose, in order not to be delayed in his dispatch, shall convey to the Landdrost only a verbal report of what has happened; but if it should be that any help is required from there, the request to that end must also be made by a letter to the Landdrost in addition to the verbal report. That meanwhile, on the occasion of the aforementioned war, the road from the aforementioned place behind the Lion's Head, being deemed a dangerous access for the enemy to the Cape, was judged necessary to be totally destroyed, which has also remained in that condition until now, without anyone having been able to make any use of it since; and the opportunity has been cut off for the petitioner to transport the produce of his place to the Cape and to turn it into money, whereby the same place has become entirely unfruitful for him, in addition to which, furthermore, during the aforementioned war, commanders were billeted on the petitioner's aforementioned place for a considerable time, both of country folk who came up here for the defense of the country, and of Hottentots also commanded here for that purpose, in order to keep watch on the seaside for ships coming into sight there, meanwhile having caused no small disorders and neglect on the petitioner's property. That both his, the petitioner's, place and the road leading from there to the Cape having continually remained in a desolate condition (which, through lack of proper supervision and neglect of petitions for means of redress, has become increasingly worse), it happened that he, the petitioner, as said before, came to return here in the past year; he then had to behold this with much astonishment and sorrow, and saw himself deprived of the only means of subsistence which he, returning here again from Europe, had still promised himself and imagined he would find at this corner. That he, the petitioner, thereupon has already several times taken the liberty to bring forward his complaints and solicitations on this matter to the present Honorable Lord Governor, both verbally and in writing, but that for reasons judged by His Honour, no decisions have yet been made thereon to the petitioner's satisfaction, he, the petitioner, has now decided to sell his repeatedly mentioned place—which is already devastated in many parts and in any case, even if one were to employ all possible means for its repair and the restoration of its revenues, yet cannot yield any usufruct as long as the produce thereof cannot be transported by cart to the Cape—and, after obtaining permission from Your Right Honorable and Honorable Worships, to proceed to Europe again with the proceeds thereof. Having granted to the naval captains Willem Jacob Andriesse and Foger Abo, upon their request and petition submitted to us, to transfer with the private ships Elizabeth et Lophia and Johanna Iacoba to Your Honour's Government, in order to repatriate from there with a suitable opportunity; we therefore order Your Honour not only to assist those naval officers therein, but in the event of a vacancy on the ships repatriating from Ceilon, Bengale and China, to employ them and place them in command, or if this opportunity does not present itself, then to place them as Second Captains on the aforesaid ships with continuation of their pay. sworn Clerk. No. 37 Copy We, the undersigned Willem Jacobus Kudde Captain Lieutenant at sea, Nicolaas Fredrik Threnstrom Lieutenant, Frans van Vlaanderen sub-Lieutenant, and Christiaan Besch Boatswain, all appointed in the said capacities on the Company's ship de Twee Gezusters, declare at the request of the Honorable Wouter Jacobs Captain at sea commanding the just mentioned vessel, to be true and truthful that from time to time during the voyage hither from the Fatherland the tween decks were properly cleaned, smoked with gunpowder and sprinkled with vinegar, and also that when passing the Line during the greatest heat the ration of water, which was never reduced during the entire voyage, was distributed and provided in such a manner that the ship's crew had an ample sufficiency, and about which no complaints have ever arisen. All the foregoing of which we are at all times prepared, if required, to confirm with a solemn oath. Done on the ship aforesaid, anchored in Table Bay, the 15th of April 1786. Was signed: W. J.
