Right Honorable Sir and Honorable Sirs! Having received an Extract Resolution taken in Council of Policy dated the 15 November 1791 whereby Your Honors order that as soon as possible an exact general survey be conducted by two present Engineers, both of the state of the Fortifications in general, and of all the defects which may be found both in the Fortification works and in the buildings, whether they concern the Masonry or the earth- or Sod-work, in order subsequently to submit to this Government the Report to be delivered by the same Officers, which is desired to be as circumstantial and as detailed as possible, whereupon one will not fail to take into careful Consideration whether those repairs ought to be contracted out in one or more specifications, or whether the same could not be undertaken and completed at less expense and with proper speed by the remaining craftsmen who are still provisionally retained for the daily workload of this Government at the Craftsmen's quarter. Section 1. The Castle of Good Hope, consisting of Five Polygons with its Gate, sally port, Envelope, two Ravelins with their Counterscarps, as well as that of the Envelope, furthermore the Imhoff Battery facing the Sea side, which constitutes a part of this Envelope, and all the profile walls, Gates, sally ports, etc. This work, being the actual Main Fortress of this Government, is kept in a good state of maintenance, and in it no Considerable defects are yet to be discerned; the earthwork, however, as the most fragile, is subject to continuous repairs, and the rotted palisades must be replenished from time to time and the moats dredged out. Ditto This work in all probability was sufficient upon its construction for the Purposes that were then intended, yet it would nowadays not be able to resist for long against a powerful, well-disciplined European Enemy: both on account of its old-fashioned and disadvantageous construction and because it is too small, and dominated by the foot of Devil's Peak. 2nd. The Line along the Sea coast is an extensive work running from the Imhoff Battery to Fort Knokke; the same is maintained in good condition and consists entirely of earth and masonry, which latter is at times subject to some degradation from high Sea tides, just as it is presently damaged by the pounding of the Sea waves for a length of 13 to 14 feet and needs to be repaired; the earth- or sod-work must be repaired every Year in order to maintain it in good condition. This work presents a broad front against the Sea side and could greatly inconvenience the enemy ships that might come close enough under its fire; yet since the good anchorage of this roadstead is farther removed from this shore than from that of our left wing, it appears as if the Cannon that have been placed and can still be placed along this Line could not act as advantageously against the anchored enemy Warships as that of our Left Wing; which is therefore also the reason why along this Line, in proportion to its extent, less artillery is found. Meanwhile, this Line could serve in time of need, when we shall have obtained a considerable reinforcement of Garrison or Land Militia, to have a portion thereof encamp behind it, safe against the fire of the enemy Ships, whereby the same would always be at hand to be able to be used wherever deemed necessary. 3rd. Fort Knokke is a Star redoubt, apparently built as a point d'appui for the last-mentioned Line, and serving principally to close and delimit the same there; it is almost entirely [illegible]

De Linie langs de Zeekunt is een uitge„ strekt werk loopende van de Batterie Imhoff tot aan het Fort de Knokke, het zelve is in goeden staat onderhouden, en bestaat geheel uit aarde en metsel werk, welk laatste by hooge Zee vloeden somwylen aan eenige depradatie onderhieevig is, zoo ende gelijk thans door den aanslag der Zee golven ter lengte van 13 a 14 voer „ten beschadigd is, en hersteld diend te werden; het aarde of zoode werk moet alle Jaaren gerepareert werden, om het in goeden staat te behouden Dit werk presenteerd een uitgebreijd front teegen de Zee-kant, en zoude de vyandelyke scheepen, die na genoeg onder deszelfs vuur mogten koomen, zeer kunnen incommodeeren 20 - dog vermits de goede anker grond deeser rheed verder van dit strand als van dat onser linke vleugel geëloigneerd is, zo schijnt het als of Canon, dat men langs deese Linie geplaatst he en nog plaatsen kan zoo voordeelig niet zoud konnen ageeren tegen de ten anker leggend vijandelyke Oorlog scheepen als dat onser Linker Vleugel; het welk dan ook de reede i waar omme langs deese Linie in eevenredig „heid haarer uitgebreijdheid minder geschie gevonden werd. This work can rather be said to belong to the field entrenchments, and thus to the temporary rather than to the permanent fortifications, and must be considered a weak post because of its defective construction. 4th. The Batterie Intermediaire and the so-called new Batterie at the Zoute Rivier are temporary works thrown up from earth and sods, primarily serving to sweep the beaches upon which they are built with cannon fire. These have been considered by the Honorable Governor Van de Graaff as being situated too far from the main settlement to be vigorously defended, and of too heavy a maintenance in proportion to their importance, His Honor having seen fit to leave the same without maintenance and to employ their ordnance elsewhere. 5th. The line of sod and earthworks thrown up in haste during the last war between Fort de Knokke and the estate of Mr. Munnik named the Zonneblom has likewise, because of its minor importance and the high cost of its maintenance, been left without the same. 6th. Between the Castle and the Duyvelsberg one finds the begun Batterie Coehoorn. This battery was laid out by the Hon. Mr. van de Graaff to sweep the plain between the last-mentioned line and the Castle of Good Hope, and thereby to make the approach to the Castle difficult for an enemy who might come from the eastern side. The completion of this, like all other works in hand, was abruptly suspended by order of the Hon. Mr. Van de Graaff. 7th. A little higher than the last-mentioned battery at the foot of the Duyvelsberg one finds the Batterie Gordon, thrown up in haste in the last war and since left without maintenance. It was likewise laid out with the intention of sweeping the plain before the Castle by means of its cannon, like the preceding one, and thereby to make the Castle somewhat more respectable; but since this battery could easily be turned above its right flank by good infantry and taken from the rear, not much reliance can be placed upon it if we were to be attacked here by an enemy skilled in the terrain, who would probably use its cannon to force the Castle itself into a premature surrender. 8th. The battery in the Roggebaay is a new work laid out by the Hon. Mr. van de Graaff in order to prevent the approach of all enemy vessels by a grazing fire, and by means of its right flank to obtain a crossfire with the left flank of Batterie Imhoff, and thereby to secure the beach of our center between these batteries. This battery, consisting mostly of masonry and earthworks, will probably require little maintenance for the time being. 9th. To the left of this work one finds the Batterie Amsterdam, built on the left bank behind the good anchorage of this roadstead. It is casemated, whereby it can protect all the attendants and ammunition required for its ordnance against the inclemency of the weather. It is primarily laid out to be able to fire upon all enemy ships that would wish to come and anchor in the ordinary good anchorage of this roadstead by a heavy plunging and grazing fire, being able however also to defend the works lying to the right and left hand by a considerable quantity of heavy cannon, and to inflict great damage upon approaching small vessels. The maintenance of this battery is also not considerable, and will for the time being be confined principally only to the sod and earthwork. 10th. The Batterie Chavonnes is a considerable and well-placed work, which has recently been largely renewed and reinforced with two considerable wings. The purpose of this battery is to inflict all possible damage upon enemy ships sailing toward the roadstead by a grazing fire, and subsequently to enfilade the already anchored warships with its right flank and wing. One has not been able to complete this battery because of the order received shortly before the departure of the Hon. Governor van de Graaff to cease all labor here, and through this, this prominent part of our strength against enemy fleets has remained incomplete. It being, in the view of the undersigned, of the greatest importance to have this work completed as soon as possible by a separate tender, and to provide it with the necessary platforms for the ordnance. 11th. The battery at the Mouille is a temporary earthwork made in haste during the last war and provided with some ordnance. A battery was deemed necessary here because it frequently happens that ships wishing to sail toward the roadstead encounter calms within range of this work, during which they are exposed to the fire of this battery in a virtually defenseless state. The remaining temporary works thrown up here during the war, both in the Houtbaay and in the Kloof between the Table Mountain and Lion's Head, as well as between the Klipkuijlen and Kerkhooven, have been left without maintenance and are mostly dilapidated. It appears to the undersigned, subject to correction, that the maintenance of all the above works, with the approval of the specification presented to Your Honorable Worships, could be publicly contracted out to the lowest bidder as far as the masonry and carpentry are concerned; but that the earth- or sod-work could be contracted out by the piece or section successively, whenever any important parts thereof might happen to weather away and collapse.

be contracted out, and that the weeding and keeping clean of all the earthworks and turf works in general, by a few fortification workers and slaves to be kept for this purpose, just as is currently done with the approval of Your Right Worshipful Excellencies, could be performed to the greatest advantage of the Honourable East India Company. Having dealt with the fortification or fortress works, so far as we believe to be according to the intention of Your Right Worshipful Excellencies, we shall proceed to the Company's buildings, regarding which we shall observe the same order as was taken into account by us in the report of the first undersigned dated 25 March 1791, after which we shall take the liberty to add some remarks. We then begin again with: 1st The Government House in the Castle, although old, is in a good condition and is well maintained. 2nd The house or residence of the Worshipful Second is likewise old, but in a good condition. 3rd The residence of the Honourable and Valiant Commandant or Head of the militia is also in fairly good condition, although due to old age some defects are beginning to show in it. 4th The large Powder Magazine, having been repaired and put in order a few years ago, is currently in a complete condition. 5th The so-called Armoury, where the weapons of the garrison are repaired, is new and in good condition; however, the room above the large powder cellar, serving as an Arsenal for the Infantry, is poor and the beams are mostly rotted. 6th Of the Trade Warehouse, the doors and windows generally need to be repaired. 7th The small and large Cash Vaults have both been put into good condition a short time ago. 8th The various offices, such as the Secretariat, the Trade Office, the Justice Office, the Pay Office, the Orphan Chamber, etc., as well as the rooms destined for the provision store, are all more or less in a good and usable condition, but old. 9th The residences of the Military Officers are generally all in a habitable condition, but some require some repairs. 10th The Barracks for the Soldiers, the Main Guardhouse, the cooks' and jailers' quarters are also still very usable, but old, and therefore subject to continual repairs. 11th The Well and Cannonball Arsenal are in good condition, as are the other storage places for Artillery Ammunition. 12th The prisons or jails, of which some were recently newly built, are in very good condition. 13th Behind the Imhoff Battery below the Castle situated toward the sea side, is the residence of the Clerk of the Warehouses, recently renovated; the Blacksmiths', Carpenters', and Wagonmakers' workshops of the Artillery, as well as the lodgings for the Artillery personnel required at this post, further the Honourable Company's Bread Bakery, two Guardhouses, and a Powder Magazine; all of which buildings, although some are already old, are in a good and usable condition. 14th The large masonry Water Cistern near the Sea Jetty is well maintained. 15th The Train Oil House and the provost's residence situated opposite it are also in good condition. Outside the Castle: 16th The slaughterhouse is an old and practically dilapidated building, which is not worth any repairs, but will soon need to be renewed; the adjoining Bookkeeper's residence has been brought back into a state by the latest repair to endure for some time yet, although the beams are very poor; these buildings are under a thatched roof which is old and rotted. 17th The Timber Magazine standing next to it is also poorly constructed and requires repair shortly. 18th The Coopers' shop, standing partly under a flat roof and partly under a pitched roof, is also old and poor. 19th The three Wine Warehouses standing next to this are old and provided with thatched roofs, of which the roof trusses are rotted, which is extremely dangerous: the outermost one that stands toward the sea side was already propped up a few years ago, and cannot remain so for long, as it will soon need to be renewed. 20th The three adjoining grain warehouses are good and strong, but the wooden windows and gutters are mostly defective. 21st The Artisans' Yard is an old and poor building which can no longer be repaired except at great expense and therefore ought to be renewed. 22nd The Equipment Yard is mostly old, poor, dilapidated, and irreparable: the residence of the Master of Equipment is, however, still fairly good; the residence of the Boatswain and the sailmakers' warehouse are also not old, but the latter requires some repairs. 23rd The Court of Justice and the adjoining provost's residence and the Prisons were also built a few years ago and are well maintained. 24th The largest wine and 1 Grain Magazine next to the Lutheran Church, of which the ground floor serves as a Wine warehouse and the upper floor as a grain loft, is reasonably good, but the beams are somewhat too weak for the weight of the grain, they having recently been forced to reinforce them in places where they had already sagged. 25th The Menagerie and the so-called milk shed behind the Company's Garden are only in a tolerable condition. 26th The Pottery is also poor. 27th The Company's horse stable is an old and poor building which has been kept standing thus far with difficulty and continual repairs. The Governor's house in the Company's Garden and the gardener's dwelling there are in good condition, except for some subsidence in the foundations of the side wings, which could be of consequence if it continues to increase. 29th. The Slave Lodge, in which the Honorable Company's slaves are lodged, has been brought back into a tolerable condition by the repairs recently made to it, but the foundations of this building seem not to be the best in some places. 30th. The Corn Warehouse next to the Reformed church is very good and serviceable. 31st. The new Hospital, so far as it is completed, was taken on the whole to be very good, as were also all the small lodgings situated behind this large building; but under the two separate wings of the hospital, cellars have been constructed, the beams of which consist of pine wood and are laid on their edge, with small vaults turned between them; some of these beams are also located in the pilasters or piers that support this building, so that when any defects occur in these pine beams, which happens not infrequently, it is subject to continuous, difficult, and expensive repairs. These cellars are divided into six apartments, five of which serve as wine cellars for the Honorable Company, and the remainder as a timber store. This building has already been used almost entirely by the various auxiliary troops for lack of barracks since the beginning of the late war; however, it is now beginning to serve its actual and original purpose, the sick having already been transported into a part of the central section, and the remaining part of this central section is successively being further appropriated and made suitable. The projected pitch house, being a separate wing to the northwest of this building, currently serves as lodging or barracks for the artillerymen of this Government. For the complete finishing of this imposing building, a wing to the southeast and the front enclosing wall are still lacking. 32nd. The military corps de gardes or guardhouses situated in the Roggebaai; at the foot of the Duivelsberg in the advance work before the right flank of Imhoff; at the entrance of the Company's Garden; and near the stone quarries, are all recently built anew and are in a very good condition. 33rd. The Company's water mill, formerly called the barley mill, is still good and serviceable, but the other corn water mill situated behind the menagerie is very old and bad, and practically irreparable. 34th. The Parsonage, currently occupied by the Reverend Mr. Serrurier, is a fairly good and habitable dwelling house, but the front part is under a thatched roof, which recently had to be renewed. Buildings East of the Cape 35th. The Honorable Company's Limekiln, in which is located a small dwelling for the lime burner; the lime kiln, and a covered storage place for the lime: the remaining occupied grounds consist of a walled open yard for the storage of firewood, stone shells, and all kinds of materials and tools, which would otherwise be exposed to theft: these buildings are still in a serviceable condition. 36th. Several contiguous buildings along the Line, all of one single story, divided into various rooms and courtyards. The first room on the southeast side is used as a storage place for the artillery necessities of the Line; after that follows a small dwelling that was occupied by an officer of the artillery; furthermore a dwelling for the commanding officer of this post; next, a military guard; next to which is found the large room for the convalescent ordinary sailors and soldiers, and a ditto for the convalescent petty officers, as well as a warehouse, dispensary, galley, etc. All of which rooms or buildings are as yet in a reasonable condition, but the flat roof on the large convalescent room needs to be renewed and made higher, because it is subject to continuous leaks and, being only about 10 feet high, causes a stifling air when many people lodge in it, which can be nothing other than oppressive and unhealthy. 37th. A virtually new building next to the aforementioned, yet freestanding, being occupied by an officer of the artillery, some artillerymen, and fortification workers; it is in a good and serviceable condition and for the present requires no repairs. 38th. However, since it appears that Your Right Honourable principally desires to know which buildings run the greatest risk of soon undergoing major deteriorations or collapses, in order to subsequently have them contracted out in different specifications, or to have them undertaken and executed with the remaining craftsmen at the least expense to the Honourable Company, we take the liberty to point out to Your Right Honourable that the number of provisionally retained craftsmen is not only too small for this purpose, but that it has diminished to such an extent due to the latest discharge that in future no work of any consequence can be undertaken and brought to completion with them. We also consider it our duty to briefly enumerate to Your Right Honourable which fortifications and Buildings should be contracted out first of all by separate specifications, outside the ordinary maintenance, namely: 1st. The further completion of the Batterie Chavonnes with the small powder Magazine located therein, etc., because it seems necessary that such a considerable part of our defense against an enemy naval force should not remain neglected, but should be brought to completion as soon as possible. 2nd. The dilapidated buildings of the Equipment Yard, which are in the very worst condition. 3rd. The wine warehouses on the beach, which are in danger of collapsing, and on account of their deteriorated roof, are very exposed to the misfortune of fire. These three items, in the view of the undersigned, are indeed the first that should be contracted out by separate specifications, outside the ordinary maintenance, the projects for the necessary repairs and renovations having already been requested from the second undersigned, who will present them to the Honourable and Worshipful Government of this place as soon as they are in order, in the absence of the first undersigned. To the Right Honorable Cornelis Jacob van de Graaff Governor and Director of Cabo de Goede Hoop and its Dependency &a. &a. &ra. together with the Honorable Council of Policy Right Honorable Sir and Honorable Sirs By Resolution of this Council of 3 August of last year of which the undersigned on the first of the recently passed month of December received an Extract, Your Right Honorable and Honorable Sirs saw fit to place in the hands of the undersigned an Extract of the 36th, 37th, 38th, 39th, and 40th paragraphs of the very venerated letters of the Right Honorable High and Mighty Lords Seventeen dated 3 December 1789, together with copies of the documents mentioned therein, to the end of: Firstly, serving Your Right Honorable and Honorable Sirs with such elucidations as could be supplied to the Most Honorable Lords Seventeen regarding the remarks by which their Honors decided to send nothing for the money requisition made of them for the year 1789/90, but to completely deny it to this government; Secondly, to draw up the calculations of the money requisitions henceforth according to the Plan that their Right Honorable High Mightinesses were pleased to send over; and Thirdly, to also report at the earliest opportunity the quantity of paper money that has been made here since its introduction, what of it has since been exchanged or destroyed, and how much of it still circulates at present. The second part of that resolution will be answered as soon as the undersigned are enabled to do so by the extracts requested by them for that purpose from the Trade, Soldij, and Shop Books, as well as from the Cash Account; regarding the first part, it shall serve as elucidation that, in accordance with the calculated estimate which their Right Honorable High Mightinesses were pleased to append to the above-mentioned very venerated letters, their Honors arrived at the idea that as of Ultimo August 1790 a substantial sum of ƒ687053 in cash should still have remained here as a balance, which balance would indeed have existed if, as their Right Honorable High Mightinesses seem to have counted upon, following their own favorable dispositions on the previous money requisitions made from here since the year 1783, the dispatch of each chamber's quota by the respective chambers had followed, and this government had then, through that favorable distribution since primo September 1788, been allowed to receive a very substantial amount of ƒ866389 11, which amount was brought into computation in the said calculated estimate. Since through such a remittance, added to that which still remained in cash as of ultimo August 1788 to the amount of ƒ607124 7, together making ƒ1473513 18, after deduction of the calculated expenditure for 1788/9 amounting to 393230 9, one would have had on hand in cash as of ultimo August 1789 a balance of 1080283 9; and further, if the expenditure in anno 1789/90 assumed equal to that of 1788/9 amounting to 393230 9 were deducted from that balance, there even should have remained in cash as of Ultimo August 1790 ƒ687053. Then, since instead of having received from the respective chambers since primo September 1788 on the above-mentioned approved requisitions a dispatch to the aforementioned sum of ƒ866389 11 brought into computation in the said calculated estimate, on the contrary since primo September 1788 no more of it has been received than: Anno 1789 19 February per Demerarij ƒ 70463 12 Amsterdam 24 March per Nederlandswelvare 9743 19 Amsterdam 18 September per De Draak 64668 14 Zeeland 1790 22 April per de goede trouw 100905 — making together 245781 5 which, in the actual receipt of cash against that which was computed as such, makes a substantial difference of 620608 6; thus, that amount being deducted from that which was supposed by the calculated estimate to still remain as of Ultimo August 1790 (assuming that the expenditures in Anno 1789/90 were equal to those of the year before), no greater balance of cash could have been found at that time with this government than an amount of ƒ66444 14. But the few funds in cash with which one found oneself provided having necessitated the taking of every prudent measure so as not to find oneself wholly destitute thereof in unexpected events, through such economizing of silver coin in expenditures there still remained as a balance under the repeatedly mentioned date of ultimo August 1790 a sum of ƒ222520 10, including ƒ159128 6 in Spanish reals properly intended for the slave trade. With respect to the third part of the aforementioned Resolution, the undersigned provide below a specific statement of the paper money that has been made in this government from its introduction onward, what of it has since been exchanged or burned, that which remains as a balance in the respective money chests as of this date, and the amount thereof that presently circulates, as the same appears from the Trade and Cash Books, this statement being drawn up in Rijksdaalders at 48 stuivers each.
