it has had to be stored outside the gunpowder cellars; he has had the tool rooms of the Amsterdam battery used; from which, however, the greatest danger could arise. Since ammunition of war nevertheless had to be conveyed on every opportunity by ship, the necessity arose from this to store it outside the magazines manufactured for that purpose, and for which purpose the Lord Governor was caused by the clerk of the magazines to employ the tool rooms located on the Amsterdam Battery. Yet since the still continuous supply of gunpowder would soon make storage entirely impossible, and the clerk of the magazines even pointed out to us the danger to which the costly Amsterdam Battery might be exposed if its cellars were heaped with gunpowder and one should have to make the intended use of that fortification, we have decided—both from the awareness of the danger to which not only the aforementioned Battery, but also all works and the entire Cape settlement would always be exposed through such a storage of gunpowder, notwithstanding all possible precautions, as well as in the firm assumption that through the reduction of the garrison a reduction in the supply of gunpowder will also be ordered by Your Right Worships, and it thus being unlikely that Your Right Worships will order the construction of magazines—to escape the aforesaid apprehended danger, to send all gunpowder stored outside the magazines intended for it, as well as that which might still be brought in, to Batavia or to Ceilon, where we believe, in view of the circumstances in which this government finds itself, that its arrival will not only be agreeable but also useful; with which a beginning has already been made. In consequence of this resolution, which we hope may meet with the honored approval of Your Right Worships, we have already dispatched to India's Capital in the ship de Pollux: 1600 lb. coarse gunpowder in 16 barrels 400 lb. fine gunpowder in 8 barrels. We have found ourselves all the more compelled to proceed to this, because if Your Right Worships unexpectedly were to disapprove of our conduct in this matter, or if we ourselves afterward, in default of further supply of the necessary powder for the service of this Government in proportion to the reduction that will be brought about by daily use, should fall into embarrassment, the same can then be remedied by unloading from the outward-bound ships such quantities of the gunpowder destined for Batavia and Ceilon as shall have been sent by us to both places respectively; and to which unloading we shall then proceed if necessary, in the hope that such will not result in Your Right Worships' disapproval. Section 44. Not yet finding ourselves honored with Your Right Worships' order regarding the destination of the ship de Castor, we have had it make a trip to Baaij Fals. As we do not yet find ourselves honored with Your Right Worships' orders regarding the destination of the ship De Castor, we thought, while awaiting the same, that we should make useful employment of that vessel for the service of the Honorable Company, especially with regard to such expeditions as those for which the vessels permanent to this Government are otherwise usually used; and therefore, before the small frigate De Meermin had yet returned, we employed the said ship De Castor to transport to Baay Fals all such articles as will have to be found in supply there in the coming winter both for provisioning and for repairing the Honorable Company's outward-bound and homeward-bound ships, and to be loaded from there again with the goods that were brought there for this Government during the past bad monsoon by the successive outward- and homeward-bound vessels that called there; with which it then also safely returned to this roadstead on the 4th of this month. Section 45. And since we have not been informed by Your Right Worships about the destination of the Minister Manger, we have provisionally detained him here. As we have not been honored with Your Right Worships' orders concerning the Minister Iohan Heinrich Manger, who arrived here on the private ship De Geertrui en Petronella, and have not found his destination stated on the muster roll of that vessel, we learned from the said Manger that he had been sent out for this establishment, and specifically for the Colony of Graaff-Reijnet; and therefore, considering that if he were detained here, and it were subsequently found that he was destined not for the Cape but for Batavia or any other Company station of the Indies, there will always be opportunity to have the said Manger forwarded from here, whereas on the contrary a very considerable time would have to elapse before he could return from the said Capital to this government in case, having traveled onward, it should appear afterward that he should have stayed to carry out his ministry here, not to mention the hardship that would reside in making such a fatiguing journey back and forth for nothing and contrary to his made declaration and affirmation.

Enclosed we take the liberty to present to Your Noble Right Honourables a representation from the School Commissioners concerning the improvement of the schools, and pursuant to the same, we have decided to undertake, under the highly favourable interpretation of Your Noble Right Honourables, provisionally to retain here the frequently mentioned Reverend Manger with the enjoyment of his salary, awaiting the orders or information which Your Noble Right Honourables shall be pleased to give us in this regard. The School Commissioners of this town having submitted to us some weeks ago a representation accompanying a plan for the improvement of the schooling system in general, and for the foundation of a good French and Latin school in particular, already drafted by them in the year 1790 and offered to us for approval, but at that time and since then kept outside the deliberations of our council by the repatriated Governor van de Graaff for private reasons; we now take the liberty to present to Your Noble Right Honourables both of the aforementioned documents in authentic copy, and since we have found the drafted plan in all parts best arranged according to the local situation of this country, we believe we should not omit most humbly to request Your Noble Right Honourables to deign to honour the same with your highest approval. Qualified for the receipt and administration of the monies for which has already been subscribed. — Secondly And permitted to make a beginning with the institute itself. Honour, and we have, pursuant to the request of the School Commissioners, resolved: Firstly, to qualify them for the collection and administration of the monies for which has already been subscribed towards the establishment of the aforementioned institute, in order to render account thereof annually upon the submission of the accounts of the Poor Fund in the same manner as takes place in an entirely satisfactory way with respect to the monies belonging to this Fund. To permit them to make a beginning with the institute itself, and for that purpose to nominate to us such persons as they shall consider to possess the required abilities to be able to provide the necessary instruction in the first rudiments of the aforementioned languages. Together with being qualified to appoint authorized agents in Europe. — Thirdly To grant them qualification, pursuant to their request, to be allowed to select and appoint 2 to 3 competent men in Europe, in order to look out for the necessary subjects whom one will in time require for the further instruction of the youth, should the plan meet with the approval of Your Noble Right Honourables, and to propose the same to Your Noble Right Honourables. And, while we have deferred the rank of the teachers to Your Noble Right Honourables. Fourthly To defer to Your Noble Right Honourables the rank that the Rector, Corrector, and Masters shall serve to hold, but at the same time very respectfully request that your honours be pleased to pay particular regard in this to the proposal of the School Commissioners, since the ranks proposed therein would be most compatible with the distinct ranks into which both the servants of the Honourable Company and the principal citizens in this government are classed. And Finally And further deferred to the School Commissioners to devise the necessary means for the increase of the fund. — Finally, for the increase of the already existing Fund, to leave deferred to the frequently mentioned School Commissioners, both now and in time, to devise and propose to us such suitable means as they themselves shall deem most appropriate for achieving the proposed purpose; having meanwhile reserved to ourselves in all this, when the aforementioned institute shall have been set in motion and one shall have learned through experience to what ameliorations it is susceptible, together with what changes will be necessary to be able to effect those improvements, then to make such further dispositions in this regard as the circumstances and the nature of the matters arising shall require. Respectful notification of the arrival of the aforementioned ships from Europe arrived here: — § 47. We have also ordered Colonel Gilquin, upon the oath taken to the Company upon the acceptance of his offices as Director and Chief of the Company's Fortifications and Inspector of the Buildings here, to surrender all maps and plans of fortifications and buildings with the explanations belonging thereto concerning this government, both those that have been carried into execution and those that exist only as projects, in whatever manner the same may have come into the hands of him, Colonel Gilquin, consequently without distinction as to whether they were designed by himself or by others, which extradition was made to the undersigned Colonel and Chief of the Company's Militia, whom we have qualified not only to receive the aforesaid plans and maps under inventory from Colonel Gilquin and to transfer them to the secretariat, but also to examine and inspect the same accurately alongside those which are already at the secretariat, in order subsequently to report to us in writing to what extent the plans and maps which one can trace successively to have been formed, both with respect to the fortifications and the buildings, are found to be present here, of which we shall therefore also respectfully report to your Right Honourable Worships at the very first opportunity. At the request of the Senior Merchant Sinkelaar, we have permitted him to await a further ship opportunity with his wife and two children. And supplied the necessary provisions and crewmen to the aforementioned States' ships. Paragraph 52. The Senior Merchant Cornelis Sinkelaar, having arrived here from Batavia on the ship Horssen, having requested of us by petition to be allowed to await another ship opportunity here together with his wife and two children entrusted to their care for the recovery of their health, we have readily condescended to that request. The States' frigates of war De Thetis and De Bellona having arrived here on 18 February, as well as the States' brig De Mercuur on 7 March last, are ready to undertake the journey to the Fatherland, and since Mr. Staringh, commanding this squadron, has requested of us some provisions and necessities, as well as to assist his Honour with some crewmen, we have, in accordance with your Right Honourable Worships' honoured orders, complied therewith, and let these be accompanied by the accounts of those provisions and a pay memorandum concerning the crewmen from this government placed on the ships De Thetis and De Bellona. On this occasion we shall also bring to the notice of your Right Honourable Worships that successively on 28 March and the 4th of this month, the States' ship of war De Scipio and the brig De Comeet have arrived at this corner, of which the first stayed at St. Jago from 23 January until 1 February, and the last-mentioned from 7 until 12 February, without having met there the States' ship of war De Amazone, on which we have learned with deep pleasure that the Right Honourable Lords Commissioners-General for the Dutch Indies had set sail. Detail of the reasons which prevent us from supplying to your Right Honourable Worships the resolutions of our Council beyond the end of December last. Paragraph 55. departure of the ships Christophorus Columbus and Alblasserdam, dutifully given notice of everything that has occurred, been performed, and handled in this government since our respectful general dispatch of 25 October of the past year, of which the latest is contained in our humble letters of the 14th of this current month, and we now find ourselves able to bring before the eyes of Your Noble Right Worships the general report of the remaining matters that still concern this government, and will, under the main section of Letters and Papers, first advise that our aforementioned latest humble letters were placed on the ships Christophorus Columbus, Blitterswijk, and Alblasserdam, which therewith on the 16th of this month began the voyage to the Netherlands. Reasons why the aforementioned secretarial papers could not be prepared alongside them. § 3. The multiple orders and instructions which Your Noble Right Worships have been pleased to prescribe to this government for observance have not failed, both by their very nature and through their execution, and the subsequent manifold duties arising therefrom, to increase the paperwork in this government in general, but especially at the Political Secretariat, to such an extent that, despite all applied efforts and continuous labor, we have found it utterly impossible to prepare both sets of copies of our Resolutions required annually until now, nor the copies of the outgoing letters and the Daily Journal kept here. In whose dispatch, however, all possible haste will be made. We have nevertheless made every effort possible to comply therewith, but could achieve no more than to produce one set of the aforesaid Resolutions and address the same via the ship De Mentor to the presiding chamber. We trust that the volume which these Resolutions contain will fully convince Your Noble Right Worships of the impossibility in which we found ourselves to fulfill our bounden duty to Your Noble Right Worships in this regard for this voyage, and thus we also hope that Your Worships will kindly not attribute this to any negligence or omission, while we shall not fail to have the still missing secretarial papers prepared with the greatest possible haste to be furnished to Your Noble Right Worships. we have decided to include all preferential sums in the fixed amount of 500000 guilders, to whom Your Right Honorable Excellencies have been pleased to grant such a preference, and thereby committed to include all the preferential sums in the fixed amount of 500000 guilders which we are qualified to accept annually. And this because we have assumed, from the preference granted by Your Right Honorable Excellencies, that we could and must infer that it might have been acting contrary to the intention of Your Right Honorable Excellencies if we, in consideration of the inhabitants of this Colony, had wished to include the aforesaid sums belonging to households in the Netherlands outside, and consequently also accept above, the just-mentioned amount. Colonel Gilquin having submitted to us two specifications drawn up by him, in order thereafter to be able to contract out the maintenance of the fortification works for the period of six years. Regarding the Main Heading of Fortifications and Timber Works: § 14 We shall take the liberty to inform Your Right Honorable Excellencies that the repatriated Colonel Gilquin, pursuant to what was demanded of him by our resolution of the 15th of February of last year, drafted and submitted to our meeting of the 15th of November two specifications for contracting out, in order to contract out according to the same the maintenance of the carpentry and masonry works of the fortifications and buildings of the Castle and its envelope, as well as several buildings, for the period of six years. However, considering how costly such a contract would turn out to be for the Honorable Company, notwithstanding the good deliberation and order that shines through in these specifications, and how very embarrassed we would find ourselves if, such a contract having been made for so long a time, the Right Honorable Gentlemen Commissioners-General, already expected at that time, should not approve the same, but might find it contrary, as will very apparently be the case, to the plan of preservation which Your Right Honorable Excellencies intend to introduce everywhere for the restoration of the Honorable Company's decayed affairs, we deemed it necessary to postpone that contracting out until the arrival of the said Gentlemen Commissioners-General, in order to await their orders thereon. § 15. But since, possibly both on the fortifications and on the various buildings, due to deterioration, some unavoidable works might have been required that could brook no delay, and it was therefore important that we be informed as accurately as possible of the state in which both the said buildings and fortifications were to be found, both with regard to their construction and in relation to their defects, in order to know which completions or repairs ought first to be ordered and taken in hand to prevent collapse or further damage, and which others could bear delay, we simultaneously demanded of the same Colonel Gilquin to have an exact general survey made by two of the engineers then present, both of the state of the fortifications in general and of all the defects that might be found on the fortifications and on the buildings, whether concerning masonry, earthwork, or sod work, in order that we might be enabled to take into careful consideration whether those repairs should be contracted out in one or more specifications, or whether they could be undertaken or brought to completion at less expense and with proper speed by the few craftsmen who are still provisionally retained for the daily business of this Government at the craft quarter. We take the liberty of hereby presenting to Your Right Honorable Excellencies the report submitted by him in this regard. § 16. Colonel Gilquin having complied with this order by an ample and detailed Report, which we take the liberty of presenting to Your Right Honorable Excellencies herewith in authentic copy; and since in the same report it is stated at the end that such separate specifications for the completion of the Battery Chavonnes and the alteration of the naval equipment wharf as well as the wine warehouses standing on the beach, which should be taken in hand first, both because of their importance and their dilapidated state, have been demanded from the Lieutenant-Engineer Thibault, and that it would therefore be advisable, before taking any final disposition on this, first to await the same specifications in order to examine whether the proposed method of contracting out would turn out to be advantageous for the interest of the Honorable Company, rather than undertaking the construction of those works by its own craftsmen, and to that end leaving the craft quarter according to its old establishment and nature; we have therefore also decided to postpone the disposition on the said matter, as far as concerns the proposed general contracting out of the maintenance of all the fortifications and buildings in general according to the project of Colonel Gilquin, until the expected specifications from Captain-Lieutenant Thibault shall have arrived.

Transmitted list of the meat supplied on behalf of the Honorable Company in the past year in this Government. Section 24. Furthermore, pursuant to the orders of Your Right Honorable Worships, we annex hereto a list of the meat that was supplied here during the past year for the ships of the Honorable Company that called here, to the hospital, the slave lodge, and the further establishment in this place. Under the title of Pay Books. Section 25. Likewise concerning the pay books, we shall inform Your Right Honorable Worships that the same, having been properly closed and examined by specifically appointed commissioners, are being dispatched with the bearers of these presents to the respective chambers of the Noble Company. Reasons why the requisitions of necessities for this Government could not as yet be supplied to Your Right Honorable Worships. Section 26. Section 32: With regard to the account of the poor fund of the Drakenstein church, we must respectfully inform Your Right Honorables hereby that upon its resumption we found that in the said fund's account the magnitude of the borrowed capital was not made known, for which the interest had already been calculated in the expenditures for years past, whereby it was brought about that the essential state of that poor fund could only be gathered in a very deficient manner from the aforementioned account, whereas it is meanwhile very necessary that the surplus or deficit of that poor fund there be recorded and brought under the eye of Your Right Honorables just as distinctly and clearly as that of the other churches. Wherefore we have also returned the account submitted to us by the Drakenstein Church Council to the same, in order to rectify it and arrange it in such a manner that one will be able at a glance to discover the favorable balance or the entire debt of the poor fund; to which end we have sent to the said Church Council a model according to which the same will have to regulate itself both now and for the future, and we shall not fail to supply the account, which is still expected from the same in proper form, to Your Right Honorables as soon as possible. Section 33: With this account we still take the liberty, according to custom, to supply Your Right Honorables with the account of the Orphan Chamber closed on the ultimate of December last, from which you will please to see that the capital of the orphans administered there amounts to a sum of 888351:37: rixdollars. Section 34: Upon resumption of the above-standing account of the Orphan Chamber, in our meeting of the 6th of March last, it was made known to us by the undersigned cellar master Le Sueur, as President of the Orphan Masters, that having occasion to make an opening to the aforementioned College—when the joint members, both outgoing and incoming, were about to examine the books in order consequently to be able to make the transfer of the Chamber—of the Memorial produced at this table by the Lord Governor van de Graaff on the 24th of June of the past year, and according to which His Honor desired that a Commission should be dispatched in order to put the points contained therein into execution, the same members were highly sensitive about the insinuation of misconduct and wrong management in the handling of the affairs of the orphans entrusted to their care, which they believed resided so palpably therein; and in his capacity as president of that College they had unanimously requested and deputed him to declare to us that, however much they were convinced in themselves that they had always, as much as was in their power, watched over a careful promotion of the orphans' interests, of which the continuing credit and growth of the Chamber provided the most eloquent proofs, they were nevertheless always prepared to lay open their actions and the administration of the Chamber to everyone if necessary; and to that end they came to solicit us to appoint a Commission from our midst, in order for the said Orphan Masters to render account and justification anew to it concerning the state of the Orphan Chamber with its appurtenances. So, however much we are convinced that the Orphan Masters have always discharged their oath and duty in a conscientious manner to the utmost of their ability, and that such a Commission as the repatriated Lord Governor van de Graaff has prescribed, or as has now been solicited by the Orphan Masters themselves, consequently becomes superfluous in itself; nevertheless, seeing the necessity that even all semblance of suspicion on the conduct of the Orphan Masters in the management of the affairs of the Chamber, which might be elicited by the public from such an inquiry as aforementioned having been ordered by the Lord Governor van de Graaff, be removed, so as thereby to restore public confidence in the said College, we have indeed resolved to put into effect such a Commission of members from our Council for the revision and examination of the administration of the Orphan Chamber. Seeing that the far-reaching murderousness and rapacity of the wandering Bosjesmans Hottentots in the remote Colony of Graaff-Reinet, far from diminishing, have increased more and more to such an extent that many of the residents, leaving behind their property and livestock to save their lives, have had to flee from them, and others have been miserably murdered by that wandering people, it has appeared to us to be more than time to devise means to curb the far-reaching murderousness and rapacity of these savage natives; and in order to do so with the greater hope of good success, we already required in the past year from the Landdrost and Military Officers of the said Colony of Graaff-Reinet their considerations as to how this might be undertaken in the best and most economical manner.
