One volume Register of the Letters and Papers which under today's date are sent from here, both to the Right Honorable Gentlemen Directors and Deputies from the Meeting of Seventeen, and to the Honorable Gentlemen Directors of the respective Particular Chambers, per the State's Frigate of War Juno, namely: No. 1. Original Dispatch by the Honorable Governor Cornelis Jacob van de Graaffe and the Council of this Place, consigned to the highest-mentioned Illustrious College. No. 2. By the above-mentioned, directed to the Honorable Gentlemen Directors of the particular Chambers marked in the margin. No. 3. By the well-mentioned Governor van de Graaff and the Secunde Pieter Hacker, directed separately to the Right Honorable Learned Mr. Fredrik Willem Boers, First Advocate of the General Netherlands Chartered East India Company, wherein is enclosed a dispatch to the Gentlemen of the Secret Committee. To the Right Honorable Gentlemen Directors, deputed to the Illustrious Meeting of Seventeen, representing the General Netherlands Chartered East India Company, at the Presidial Chamber Amsterdam. Right Honorable, Valiant, Highly Respected, Most Wise, Prudent and Very Generous Gentlemen: High Commanding Gentlemen. The State's Frigate Juno mentioned in the heading, under the Command of Captain de Wit, lying ready for departure to the Netherlands, we avail ourselves of that opportunity to advise Your Right Honors of the departure from False Bay of the Company's return ships 'T Slot ter Hoge and the Africaan, which took place on the 8th of this month of July; and with which two ships our recent humble letters of the 1st previous were dispatched to Your Right Honors. Three days after the departure of those two Return ships, or on the 11th of this month, the ships the Meermin and Catwijk aan Rhijn dispatched from here fortunately appeared in False Bay, both of which vessels, due to continual storms and contrary winds, having been driven from sight of the said Bay out to sea four and five times, were thus unable to make the said Bay any earlier; whereas the outward-bound ship Holland, having already obtained its dispatches on the aforementioned 8th of this month, could nevertheless, due to contrary wind, not leave that bay earlier than the 18th thereafter to assume the voyage to Batavia. As the ship the Draak, of which mention was also made in our aforementioned humble dispatch, has not yet appeared at this lookout, we suspect, indeed we wish to hope for the best for that Vessel, that having likewise been hindered from heading for False Bay by the North-West storms—which, besides the aforementioned Frigate the Meermin and the Hoy Catwijk aan Rhijn, various other foreign ships that arrived encountered along these coasts and here off the shore—it may have continued its voyage further to Ceylon. The undersigned Governor having communicated in our meeting of the 14th of the past month of June that it had been made known to His Honor by a dispatch from False Bay by Commander Silvester, as Commander of the State's Squadron in the Indies, how the Gentlemen Captains of the repatriating State's ships Goes and Juno, pursuant to an order which they supposed had been given everywhere by Their High Nobles, the Gentlemen of the High Indian Government, came to claim the Table money for their further voyage home, and that since the 20th of April last, up to which time they had been paid in this regard by the Government of Ceylon; which the said Governor accordingly submitted for consideration, in order to resolve thereupon as should be deemed proper. Whereupon, it being taken into consideration by us that regarding this matter no instructions had been given by Their Right Honorable High Mightinesses the Gentlemen of the High Indian Government, nor had any information been provided by the Government of Ceylon to this Government, while from a List or Memorandum left behind here by the repatriated Commander van Braam it could only be deduced that there was due to the aforementioned Gentlemen Captains, calculated for three months until the 20th of July of this year, a sum of 600 Rds. each, we informed the well-mentioned Commander Silvester of this by Dispatch, with the addition that the lack of the necessary authorization rendered us unable to go further, but that we were found ready to comply with the request of the aforementioned Two gentlemen Captains, insofar as we could be furnished with a decision of the High Indian Government tending thereto, or else that the said Gentlemen Captains would otherwise be pleased to advance such reasons as might necessarily require that one proceed beyond the stipulation in the aforementioned List of Commander van Braam.

The answer of the aforementioned Lord Commander Silvester to this also stated that Captains Stavorinus and De Wit found themselves without a resolution from the High Indian Government concerning table money, which their Honors wished might be granted for as much longer as their voyage to the Fatherland would take compared to that of the two ships that had already passed through, Utrecht and Wassenaar; and that the well-esteemed Lord Silvester was nevertheless of the opinion that, since Lord Commander van Braam had been under the firm impression that the three remaining naval ships returning from the Indies, Goes, Princes Louisa, and Juno, would have appeared during his Honor's presence here, his Honor could not in fairness have requested more table money, as he would have done had he been able to foresee the contrary; and that from this no difficulty should follow as to why the aforementioned Captains Stavorinus and De Wit should not be allowed to apply to obtain that which, as the well-esteemed Lord Silvester was pleased to express, the High Indian Government granted to their Honors during their presence in the Indies as well as on their return, and which had been disbursed at all offices as well as at Batavia since the resolution of 20 March 1784. From the comparison of that answer with the left-behind list or memorandum of the aforementioned Lord Commander van Braam, one remained in uncertainty, without being able to deduce anything else other than that the aforesaid table money ought to be paid only up to the 20th of the aforementioned past month of July, although on the other hand it could not or should not be doubted that there must be a resolution from their High Excellencies in existence upon which Lord Commander van Braam founded his memorandum of claim, notwithstanding that the same memorandum clearly states that those table monies were to end with the 20th of the said month of July, whereas the said Lord Commander van Braam otherwise could have declared in a few more words that the same table money ran for the time calculated that the ships would need to arrive in the Fatherland. We have therefore, after consideration of all this, for the time being understood nothing else than that the repeatedly mentioned table money might only be issued until the 20th of this repeatedly mentioned past month of July, and therefore, since Captains Stavorinus and De Wit continued to insist on the further payment thereof, offered by written reply to the well-esteemed Lord Commander Silvester to provide the same table money to their Honors also for the further time proportioned to the longer voyage, insofar as the aforementioned Captains would be willing to engage themselves to make restitution to the Honorable Company at all times upon the first demand thereof in the Fatherland, in case it should subsequently be found that this additional provision did not correspond with the resolution or the disposition of the Lords of the High Indian Government. And this offer made having been accepted in that manner by the said Captains, there was accordingly paid out of the Company's treasury to the Captain of the naval frigate Juno, Lord De Wit, for six months' table money at 200 Rds. per month calculated from 20 April past to the 20th of the upcoming month of October, the sum of one thousand and two hundred Rixdollars, in the manner and under the promise aforesaid, as appears from the warrant and receipt of the payment sent herewith in authentic copy; we therefore hope that our conduct in this matter may obtain your Right Honorable and Most Respected approval. And since the Captains of the naval warships subsequently also unanimously complained that, whereas their Honors had to employ a larger quantity of fresh meat to find the necessary refreshments for the crews due to the lack of bread, and pay for this out of their own private purses, the price of that meat was charged by the Company's contracted butchers at three stivers per pound, and not at the price paid on behalf of the Company, insisting that the necessary arrangements should be made in that regard for their Honors' indemnification; and this having been deliberated upon and taken into consideration in our meeting of the 19th of this month of July, that the Company's contracted butchers, by the conditions of the lease of the meat concluded in the year 1784 for the term of five years, are not placed under the obligation to deliver the fresh meat provided for the naval ships at the price agreed upon in that respect for the Company's ships, and that on the other hand, since the said naval ships, due to the lack of bread, could not obtain the ordinary refreshment thereof, compensation in that regard ought in fairness to be granted to the repeatedly mentioned Captains, the more so because all kinds of provisions are sold in the aforesaid Bay at a much higher price than at this main settlement; we have therefore had to decide to have the stiver per pound of meat supplied to the repeatedly mentioned naval ships, charged higher than is ordinarily sold to the inhabitants here at the Cape, paid out of the Company's treasury. strictly determined for the west of India, yet if news of such a nature should reach this Government from India that, on account thereof, it were deemed necessary that the aforementioned Squadron, either in whole or in part, instead of heading to the west, should steer towards another part of India, that this could then take place in accordance with the Instructions of the aforementioned Commander. We therefore find ourselves obliged on this account, as a respectful response to the aforementioned letter, dutifully to bring to the knowledge of Your Right Honourable Noble Lordships that, having received not the least news or report here from the capital or from other establishments of the Honourable Company in India from which one might even suppose that the presence of the State's Squadron were needed elsewhere for the service of the Company, the aforementioned Commander Silvester, also having been unable to be informed by us regarding this matter, has determined to continue the voyage with the ships of his Squadron to the West of India, whither he is now already prepared to depart, and the Frigate Scipio likewise steered forth from here on the 26th of May last. And ending this herewith, we commend the highly esteemed persons of Your Right Honourable Noble Lordships, as well as the Company's weighty interests, to God's protection, and remain with dutiful respect, Right Honourable, Respected, Highly Esteemed, Most Wise, Prudent, Most Generous, and High Commanding Lords! The Dutch private ship Jan en Cornelis, by which we had the honour to direct our last humble letter of the 11th of this month to Your Right Honourable Noble Lordships, having continued its voyage to the Netherlands this morning, and the Company's outbound vessel Zeeland having likewise departed from here for Ceylon at the same time, the State's frigate of war Juno mentioned in the heading now also lies ready for departure, which, according to what was advised in our respectful letter of the 17th of the recently passed month of August, after having already departed from False Bay on the 4th of that month, had put in again the following day due to leakage; that keel now being completely repaired from the said leak again, and in proper condition to be able to leave the aforementioned False Bay with the first fair wind. On which occasion we have the honour dutifully to advise Your Right Honourable Noble Lordships that Captain at Sea Jan Siereveld, who came out in the past year 1785 with the ship 't Slot ter Hoge and was commissioned on that vessel, to whom upon his request made by petition at that time, as stated in our humble letter of the 12th of May of the aforementioned year 1785, permission was granted to remain at this place for some time to recover his health with discontinued pay, having now recently requested of us again by petition that, since his private affairs and interests required his presence in Europe, he might consequently return again to the Netherlands by the first available shipping opportunity, retaining his status as Captain at Sea under discontinued pay, together with his wife and family; we have granted the same request to the said Captain Siereveld accordingly, and that he is now repatriating together with his aforementioned wife and family on the aforementioned State frigate Juno. We further take the liberty of enclosing herewith a further memorandum and expense account of what has been supplied at this place to the aforementioned frigate of war Juno since its return to False Bay. Thus have I, as in duty bound, immediately after the receipt of the well-mentioned Missive, complied with the revered Orders of Your Right Honorable Worships in all seriousness, and contributed all that was in my power to prevent all further estrangements; so detrimental to the Country's service, especially in an Establishment such as this, and in particular also especially in a time when so many heated minds, which had only just begun to calm down, were still to be found. It was not the first time that I have placed before Director Gilquin his misstep committed in this matter against the Head of the Militia, and of which I had also repeatedly foretold him the consequences, exactly as they have come to pass. In this regard, I also further take the liberty to assure Your Right Honorable Worships that that matter has not only been settled with complete effect, but that I can have the pleasure to say to Your Right Honorable Worships that the wound which had been made between these two officers has already been considerably healed; and that even all that which Your Right Honorable Worships, by Your very own Letter addressed at the same time to the Governor and Council with respect to the orders of the service and other points relating thereto, which henceforth would have to be strictly observed and exactly complied with between the Head of the Militia and the Director of Fortifications, I have managed to direct in such a way that it was immediately likewise complied with, in the same manner, without hesitation or even the slightest reluctance. The orders given to me concerning the aforementioned point with regard to Secretary Bergh I have not been able to execute, as he had already passed into Eternity. Concerning the second point contained in Your Right Honorable Worships' aforementioned honored Missive, regarding the request made by Colonel Gordon to Your Right Honorable Worships by missive, to the end that, for reasons cited therein, with the abolition of all Emoluments, there might be allocated to him a good and reasonable Salary, suited to the rank and dignity of his Post; I have then, pursuant to Your Right Honorable Worships' most respected Orders, the Honor humbly to report to Your Right Honorable Worships that, owing to the absence of Colonel Gordon, it was only very recently that I was able to enter into conference with him concerning the said request made, in order to obtain from His Honor some further Elucidation in that regard. May it graciously be permitted to me, in the first place, to be allowed to say frankly to Your Right Honorable Worships that the aforesaid salary and Emoluments presently enjoyed in that distinguished post, in a Country where foodstuffs have risen to such an exorbitant price, are not half sufficient, and it is thus utterly impossible for the Head of the Militia to maintain himself any longer on that footing according to his status with any distinction, but he must even live with a very straitened household in order not to see himself overwhelmed with debts in a few years. The aforementioned Colonel Gordon has then, upon my requisition, frankly given me a statement and demonstrated that his entire income, such as Salary, Emoluments, service money etc., counted one year with another, can by no means be calculated at six thousand guilders. And, having spoken amply with him about this, it has appeared to me, subject to respectful correction, that it might perhaps be best for the service in the course of time to leave the Salary and Emoluments granted to the Head of the Militia of this Establishment on the footing as it presently is; However, considering the particular distinguished Military skills, the praiseworthy zeal in this his important entrusted Post, and the long service of the present Head of the Militia to the Honorable East India Company in this Government toward a remuneration, as well as considering the present grievous expensive times in this Country, there ought to be granted to him annually, by way of a gratuity above that which he presently enjoys, a sum of six thousand guilders Holland; whereby I then hold myself assured that the zeal of this distinguished Officer (whom, speaking without flattery, I dare quietly recommend to Your Right Honorable Worships as a Man of many merits) will not only be even more aroused by this favor, if possible, but that he will likewise hold himself completely satisfied therewith. In order, then, further to comply with Your Right Honourable Nobilities' esteemed resolution, I have the honour to present herewith respectfully to Your Right Honourable Nobilities two memoranda, marked with the letters A and B, containing a true and in all sincerity drawn-up statement of expenditure which the undersigned has been obliged to make consecutively here, and will thus continually have to disburse in cash in the future. Included therein, however, are also the interests on the money of the capital sums (with which I remain burdened) negotiated in Amsterdam as well as here on behalf of the retired Governor Van Plettenberg, who has been kind enough to transfer to me on a bond some absolutely indispensable household goods, without which I would otherwise have found myself in great embarrassment upon my arrival. And the other memorandum contains the statement of the income of the Governor of this establishment, likewise stated therein in all sincerity and according to truth. I may add, as a man of honour, that I do not know that the Governor can ever expect a single stuiver more in an honest way, except only the breeding of cattle or horses, if at the time a Governor has a fondness for it and can find time to apply himself to it; while I am told that, over the course of the past 10 expired years, at an uncommonly profitable public sale of the cattle and horses of Mr. van Plettenberg, calculated for each year, this would have amounted to more than two thousand guilders. But I do not think that either the circumstances of this Colony or the changes that have since taken place in the public system of the world will ever again allow a Governor, if he wishes to observe and look after his masters' service here with all his power, to concern himself ever again with such domestic profits of his own. From the two aforementioned documents it appears, Noble, Right Honourable Sirs, in what a state I find myself with regard to the financial aspects of this government, since the expenses that I have had to incur monthly have amounted to more than f 700 more than my income. This distresses me greatly, especially when I fix my eyes upon man's frail life, and in what a sad condition I, worn out by a restless life, would then leave my then poor widow and orphans, not only without any means of subsistence, but moreover overburdened with debts, and thus in a most deplorable condition. My prayer is therefore all the more fervent, but my hope is therefore also all the greater, that this condition of mine will especially touch Your Right Honourable Nobilities, and that you will be pleased to grant me help in this regard. I hope that through virtuous and upright conduct I shall be able to make myself somewhat worthy of this, and that in time Your Right Honourable Nobilities will be somewhat satisfied with my actions, which I hope, under God's blessing, will not be entirely unworthy, and thus that I shall see myself honoured once again with your esteemed approval, so dear to me. On the 24th of the just passed month of July we had the honour of addressing to Your Right Honours our last respectful letter, with the Navy Frigate Juno, which however still remaining at False Bay, and the bearer hereof, the Navy ship of war Goes, having meanwhile also become ready to depart, gives us the opportunity to send Your Right Honours therewith, alongside this, the duplicate of our above-mentioned last humble writing; while we duty-bound further note herewith that the Right Honourable and Valiant Mr. Captain Willem Silvester, with the Navy ships the Beschermer and Ceres under his command, on the 29th of the said month of July continued the voyage to Ceylon. Pursuant to the advice in the P.S. of our above-mentioned respectful letters, the account and memorandum of what was furnished to the Navy Frigate Juno being enclosed in a separate packet, addressed to Your Right Honours, and handed over to the Captain of the said Frigate, Mr. Cornelis Michiel de Wit, for delivery, we take the liberty to present enclosed herein to Your Right Honours the duplicate of that account and memorandum, with that of the provisions to the bearer hereof, the Navy ship Goes, as well as an authentic copy of the warrant and receipt of the paid table moneys, which were granted to the Captain of that ship, Mr. Jan Splinter Stavorinus, in the same manner as to the aforementioned Mr. Captain de Wit, and likewise come to amount to a sum of 1200.- rixdollars. In the Castle of Good Hope, the 17th of August 1786. Your Right Honorable Most Respectable Sirs, Your very humble, faithful, and obedient servants. Postscript. While signing this, a dispatch was received from the Resident in False Bay, reporting that it was reported to him that around the west point of that bay, not far from the place where the national ship Holland was stranded, a two-masted French ship was allegedly lying upside down. Upon which received news, the said Resident, having personally gone thither, reports by a further letter that it is a two-masted brig of about 70 to 75 feet long, lying over on her port side between the West Point and the so-called Blaauwberg, about one hundred paces from the beach, with the lower sails clewed up, hanging in the buntlines, and the spanker tied fast. That about a quarter of an hour's walk from that vessel, a small four-oared chaloup had washed ashore undamaged between the rocks, from which, as well as from several washed-ashore casks of wine and a white flag also found there, nothing else could be concluded but that the stranded vessel must be a French craft, without, however, perceiving any sign or trace of any living creature, nor having any corpses of the same washed ashore thus far. That the said vessel had indeed sagged or broken in the middle, but the upper deck was still completely intact and undamaged, and one being able to reach it on foot at low and slack water, it was thus hoped that most of the goods are still in the wreck and could thus be salvaged. Upon these reports being received, a person having been immediately sent thither by the French Commissioner here, Mr. Percheron, to attach the said wreck and goods, we have furthermore taken care to place a guard there in order to maintain proper supervision over the said goods. After the signing of this, on the 20th of August, the Dutch fluyt ship Jan en Cornelis, mentioned among others in our respectful letters of the 4th of this month, appeared here in the roadstead, having sailed from Batavia on the 17th of May last and from the Sunda Strait on the 30th thereof, and this in company with the private ship Geertruijda, also mentioned in the aforesaid dispatch, from which, however, it became separated on the 14th of June at the south latitude of 31 degrees 2 minutes and longitude of 56 degrees 22 minutes. Furthermore, with the aforementioned vessel Jan en Cornelis, the news was brought to us that the Company's ships Schoonderloo, Horssen, and Vrouwe Catharina Johanna, which successively departed from here on the dates of the 27th of February, 2nd, and 6th of March of this year, arrived safely in the Sunda Strait on the 26th of the aforesaid month of May. Whereas the private chartered ship Josephus the Second, returning for Your Noble and Highly Esteemed Chamber, is still waiting for a favorable wind for its departure, and it has meanwhile been discovered that three persons, having belonged to the crew of a French brig found wrecked near the western point of the bay, had engaged themselves aboard the aforementioned vessel Josephus the Second and sought to escape to Europe with it; and that three other persons from the same crew sought to be engaged by the government here for the Indies; while a seventh person who likewise belonged among them is still known to be hiding here locally; and that all these aforementioned persons have made themselves guilty of mutiny, the murder of the captain and further officers and petty officers of the said brig, and the plundering of its most important goods, insofar as these consisted of valuables and jewels and could be transported by them; Thus we take the liberty to give Your Noble and Highly Esteemed Sirs prior notice of the above narrative, with the very humble request that—since the agent of His Most Christian Majesty has requested that every possible judicial investigation be carried out concerning the course of this matter, and the said three persons have already been aboard the aforementioned vessel Josephus the Second for several days and may have had the opportunity to dispose in one way or another of jewels and other valuables which it was observed were aboard the aforementioned French brig and were plundered—it may please Your Noble and Highly Esteemed Sirs to devise means whereby, upon the discharging of the crew of this vessel Josephus the Second, a careful examination may be made as to whether one or another of these jewels or other valuables, if they should still be on board, might be discovered and recovered, in order to return them in due time to the rightful owner. Having on the 16th of this current month of September last had the honour to write to Your Noble and Right Honourable Worships per the National frigate of war Juno, still lingering in False Bay, we take the liberty to refer thereto in all respect, and to offer Your Noble and Right Honourable Worships enclosed herewith authentic duplicates both of the aforementioned last letter and of our submissive missive previously already dispatched on the 11th of this month per the Dutch private ship Jan en Cornelis. Furthermore, yesterday the Company's outbound vessel Rosenburg arrived safely at this government, and that in a rather poor condition with regard to the crew, having had 36 deaths during the voyage and brought 61 sick persons here. While, among others, Captain Hendrik Lange also passed away on the 20th of July.
