Duplicate Our last humble letters to Your Right Honourable High Mightinesses were those of 17 and 27 August last and 8 of this month, September, with the Dutch private ship Josephus de Tweede, whereby we take the liberty of presenting to Your Right Honourable High Mightinesses the duplicates of our said writings herewith, as well as the original short invoice of the cargo laden at Batavia on the bearer of this, the Dutch private ship Jan en Cornelis, together with the copy invoices of the loadings of the aforementioned ship Josephus de Tweede, and those of the Geertruijda and Oudenaarden. The often-mentioned vessel Josephus de Tweede having set sail on the 9th of this month from this roadstead for the Netherlands, and the outward-bound ship the Nepthunus having set sail on the 7th previously out of False Bay for Batavia, while the ship Zeeland, having likewise been dispatched on the 5th of this month, is nevertheless still detained here by contrary winds. Having had the honour, by postscript of our humble letter of 1 August last per the country's ships Goes and Juno, to give Your Right Honourable High Mightinesses prior notice of the public sale of the land of the old hospital, and likewise of the two new blocks of land, all divided into house plots as was cited in our previous advices, and that from all those sold plots the following amount was realized, namely: from the land of the old hospital Cape guilders 118475. or rixdollars 39491: 32: from the block no 28 Cape guilders 27425. or rixdollars 9141: 32 from the block no 21 Cape guilders 14850: or rixdollars 4950: —: thus together Cape guilders 160750: or rixdollars 53583: 16: we take the liberty to refer in all reverence to that advice, and, with relation to the aforesaid sold plots, are now further dutifully bringing to the notice of Your Right Honourable High Mightinesses that, the often-mentioned land of the old Hospital having been divided into ten house plots with the inclusion of a street, one of those plots nevertheless remained unsold in order to serve, according to the proposal of the undersigned Governor, for the construction of a building for the use of the military nursery school; so that only the nine remaining plots of that land produced the aforesaid amount of Cape guilders 118475. That furthermore, having taken into consideration that in selling the aforementioned plots, the scarcity of ready money still generally prevailing among the capitalists would necessarily have to cause very great detriment to it, unless it were provided in a suitable manner so as to put the interested buyers out of embarrassment; we therefore, after having deliberated on this in our meeting of 19 July last, took the resolution to allow the buyers of the said plots who should be so inclined, to leave the amount of the first installments of their purchase moneys on interest on the Company's behalf, against the ordinary rent of six percent per annum, provided that, by judicial deed before the aldermen, in addition to the special obligation on the purchased plots, for greater security of the principal and the interest, they also furnish sufficient and well-landed local guarantors to our satisfaction; whereof then, prior to the sale, notice was given to everyone by posted bills, which was followed by the desired effect, and certainly was the means to which must also be attributed that the aforesaid sales succeeded so profitably. And we hope, therefore, that our conduct observed in this matter may obtain the esteemed approval of Your Right Honourable High Mightinesses. as well as both 16 feet wide, inside work, with a suitable dwelling house annexed thereto, all situated obliquely across from the warehouse and lot previously purchased on behalf of the Company from the burgher Jacobus Iohannes van den Berg, next to which last-mentioned lot there was also situated a piece of land measuring 100 feet square, which the said Gie had previously possessed by grant and provisionally had walled in, was already to be ceded alongside it; since both could be of very great use and service to the Honorable Company, especially on account of the lack of suitable warehouses, and the aforementioned profitable sale of the house lots provided us with a convenient means for this, we felt obliged to make use of that opportunity as well. — The aforementioned two warehouses and the house with their ground and the walled lot situated opposite, after having been examined beforehand by the Company's Master Carpenters and Masons and found to be well built, as well as appraised according to the present value of real estate at a sum of ƒ 45000:, were consequently purchased for the Honorable Company from the aforementioned Gie for a sum of ƒ 60,000: Cape currency; which purchase we hope, for the reasons alleged for it, may also be most favorably approved by your Right Honorable Worships. - In the postscript of our aforementioned humble letter of the 17th of the recently passed month of August, we also dutifully brought to the knowledge of your Right Honorable Worships how around the western point of False Bay a French small vessel or brig had been found wrecked, and about a quarter of an hour's walk from there between the rocks a small chaloup of four oars, without it having been possible at that time to discover whether any living soul had come off the ship, or whether any dead body was to be found upon it. - Since then, however, three persons having engaged themselves on the aforementioned ship Josephus de Tweede, while three others came to present themselves to the government to enter the service of the Honorable Company, while the conduct of those persons and the goods found with them caused much suspicion concerning them, for which reason also the first-mentioned three were taken off the said ship Josephaes de tweede again, and the other three having been apprehended, it was found upon examination of the same that the said six persons belonged to the crew of the aforementioned French brig; that the said brig, named la Rozelle, having been manned in total with 12 hands and commanded by the Master la Bordes, departed from Bordeaux on or about the middle of May last, and was destined for Isle de France. That having approached in sight of this cape therewith on Sunday the 13th of August aforesaid, two sailors of the crew, being brothers and named Tailjaico, natives of St. Remt, together with the carpenter, the cook, and another sailor of that vessel, on the night of the said Sunday, out of an alleged ill-treatment by the master, took the horrible resolution to do away with him, the master, as well as the other officers. That they also immediately put the same resolution into execution, and thus the master was murdered in his sleeping cabin by the aforementioned two Taljasios, each being armed with an axe. That likewise the boatswain, who had the watch, at the moment when he looked down because of the arising commotion, was killed in one blow by one of the aforesaid persons, and furthermore also the chief mate, lying asleep next to the boatswain's mate, was likewise murdered by them. That another sailor named William Thoma, a native of Boston, having awakened, as he says, by this violence, went above and became aware of the dreadful deed, whereupon by begging, pleading, and giving assurance of being in agreement with them, as well as under promise of revealing the act to no one, he saved his life. That a mate, named Boi, seeing that his life would also be at stake, was forced to call up the cabin boy, named Paris, and do away with him. That the corpses of the said five persons put to death were joined together in a sail by the remaining seven, tied to an anchor, and thrown overboard. That subsequently, after the said mate Boi had been forced to point out the most valuable goods of the cargo, and they had divided all of it among themselves, because he had concealed some letters and papers on his person, and thereby fell under suspicion of intending to reveal the matter, having been told by them to prepare himself for death, they also threw him alive overboard into the sea that afternoon and thus did away with him. - That thereafter, as they began to approach the shore closely, the carpenter was sent below and chopped a hole in the ship in order to make it sink, while the launch or boat was put out by the rest and left in the tackles until the plundered goods were loaded into it. That the six of them thereupon also got into it, and having rowed to the shore, upon their arrival there spent the night at the foot of a mountain; but the next day, the 15th of the aforesaid month of August, to their great astonishment they perceived that the ship abandoned by them, instead of having sunk, was as it were lifted over the rocks, and up to the

Since our respectful letter of the 17th and 27th of the past month of August, addressed with that vessel to your Right Honourable, High and Mighty Worships, which is currently still being detained here in the roads, there safely arrived here yesterday towards evening, also laden for the account of the Honourable Company at Batavia, the Dutch charter ship Oudenaarde. Pursuant to instructions received from the Right Honourable, High and Mighty Lords of the Supreme Indian Government, this vessel had already departed from Batavia on 27 November of the past year. However, having encountered severe sea disasters, it was forced to return thither, and since then had to be completely unloaded and newly repaired. It subsequently departed finally from the said Indian capital on 21 June last, and entered the Sunda Strait and the open sea on 3 July thereafter, bringing also the much-desired news that the ship de Resolutie, with a cargo of 200 lasts of rice for the relief of this place, had been dispatched by the well-aforementioned Lords of the Supreme Indian Government. And thus that vessel, alongside the chartered hooker ships the Vrouwe Jacoba Maria and Lucia Theresia, laden for the Netherlands, was to follow from there fourteen days after the departure of the aforesaid vessel Oudenaarde. Furthermore, the ships de Zeenim, which departed from here on 23 March, and the Gouverneur Generaal de Klerk, which departed on 6 May, had appeared in the Sunda Strait on 2 of the aforementioned month of July. Furthermore, with the private ship Good Intent, sailing under the Imperial flag, coming from Bengal and having anchored here in the outer roads on the night of the 6th of this month, the favourable and pleasant news was likewise brought to us that already ten days before the departure of that ship Good Intent from the French Island, where it had called, a ship laden with wheat for this government had departed from Mauritius, and was also to be followed by a second ship likewise laden with victuals. Thus we hope that by Heaven's blessing, in this urgent circumstance of scarcity, the mentioned expected relief may arrive speedily and safely. And we further take the liberty to present to your Right Honourable, High and Mighty Worships, enclosed herewith, the copies of the invoices of the lading of the aforementioned ship Oudenaarde. First, please recall that this brig was observed for two days, navigating sometimes to the south, sometimes to the north, and always with suspicious manoeuvres; and we know that during that period there was no weather capable of casting a vessel ashore. Add to this circumstance that this vessel came, so to speak, deliberately to run aground on a sandbank, and near enough to land that at low tide one could walk to it dry-shod, which gave me the hope of finding aboard the said brig either living persons or dead. And through the searches that I ordered to be made, both on board and along the coast, no corpse was found. the crew towards the officers; an official report found in the wreckage of the ship, drawn up on 1 June 1786 against an Italian sailor who had insulted and threatened to strike the second captain of the said brig, has considerably increased these suspicions; but what has just occurred regarding the three men who escaped from the brig without our knowledge seems to turn my suspicions into proof, for how else can we interpret the hasty and secretive flight of the four men who emerged from this shipwreck, the silence they maintained about the event during the voyage, their arrival at the Cape, their stay there among suspicious persons, and above all, Sir, their eagerness to embark secretly on one of your ships? Unless I am mistaken, all of this reveals guilty men, for had they not been so, would it not have been natural for them to present themselves to the King's representative, or to the heads of the colony, to receive the assistance they were entitled to claim? The choice of this course was reasonable and seemed to be the work of pure instinct; instead of conducting themselves thus, they remained hidden from the vigilant eye of your government. Of the four men who escaped from this brig, only three have been arrested by your order aboard the Dutch ship the Joseph Second, because the fourth is still at large. Upon the notice that you were kind enough to give me, I went in person to interrogate these three wretches, among whom is the Italian who was the cause of the official report I have already mentioned to you. They were interrogated alone, and despite these precautions, they varied little in their depositions; nevertheless, Sir, I believe I can affirm that they are criminals and guilty of having murdered the officers. I am all the more justified in believing this since nothing has been found to confirm that there was a single officer aboard when the ship was lost. I beseech you, Sir, to be so good as to consider how important it is that the men held in prison be closely watched, that they have no communication whatsoever with anyone, and especially not with those at whose homes they lodged during their stay at the Cape. I further request you, in my capacity as agent of the King of France, to be so good as to order that all proceedings be brought against them, and that they be handed over immediately to the justice of this colony. Since the dispatch of our last humble letter dated the 20th of the recently elapsed month of September, which we had the honor to address to your Noble Right Honorable Lords per the Dutch chartered ship de Geertruijda, which departed from here on the 25th of the same month, and of which letter we take the liberty of presenting the duplicate alongside this one; the Dutch chartered ship Oudenaarde, mentioned in the heading hereof, has once again been made ready for departure, of whose cargo we have the honor to transmit to your Noble Right Honorable Lords the original short invoices, likewise enclosed herein; while today the outbound ship Jagtrust is likewise dispatched from here, so that we hope and wish that both aforesaid vessels may happily reach their destined ports. And since the closing of the last dispatched account and memorandum of supplies provided to the Navy's frigate Juno, dated the 16th of this month to your Noble Right Honorable Lords, the same vessel had to be supplied again in False Bay with such necessities as are stated in the further prepared account thereof, we furthermore take the liberty to transmit the same account to your Noble Right Honorable Lords, alongside an attached receipt, enclosed herein, accompanied by another memorandum of rectification regarding an error made in the expense account of the Navy's ship Wassenaar, which was also present here this year. In our humble letter of the 1st of July last, addressed to your Noble Right Honorable Lords with the return ships 't Slot ter Hooge and d' Africaan, notice was given, among other things, that owing to the scarcity and lack of grain, an agreement was reached, upon the offer of the French Agent residing here, Mr. Percheron, with the Captain of the French ship le Fabius, then present, for the transport of a cargo of wheat, rice, etc., we can now report to Your Honors to our particular satisfaction: that the said ship le Fabius returned here from Mauritius on the 29th of the recently elapsed month of September with a cargo of wheat and rice, and that on the day before, or the 28th of that month, another French vessel named le Consolateur also appeared here in the roads, which is likewise laden with wheat and rice for the account of private shipowners, and which vessel was likewise sent hither for relief by its shipowners with the approval of the Governor and the Intendant of the French Islands upon receiving information regarding the scarcity in this Government. If one may, meanwhile, draw a conclusion regarding its harvest from the present appearance of the grain standing in the fields here, we may flatter ourselves that the same will be very abundant; but experience having often taught that the crop between the state in which it currently finds itself and its full ripeness is subject to many kinds of spoilage, by which the best expectation can still be disappointed, the final outcome remains uncertain; we have, meanwhile, all the more reason to hope and fervently wish that it may please Providence to bless the next harvest with an abundant plenty, as, alas, the distressed circumstances, from whose extremity we were saved just in time by the arrival of the above-mentioned two ships from Isle de France, have caused us to observe of what importance it is that one keeps at least a year's supply ready in the Company's warehouses for this Government, just as we shall not fail—in the event that the forthcoming harvest, through Heaven's further blessing, enables us to do so—to take all possible measures to that end, in order that the Honorable Company may likewise be exempted in the future from such enormous costs as had to be incurred on account of the aforesaid shortage. With the previously mentioned French ship le Consolateur, we also received a letter from the Captain of the ship de Zeenimph, Johannes Noordhoek, dated Port Louis the 18th of May last, alongside a copy of the official report concerning the coffee beans that remained at Mauritius from the cargo of the return ship de Morgenster, and for the transport of which to Batavia the aforementioned ship de Zeenimph was dispatched from here to Mauritius in accordance with the advice in our humble dispatch of the 22nd of March of this year, sent via the Dutch chartered ships Willem en Jan and de Vrouw Johanna Jacoba; which papers, as well as those of the French officials relating to the cargo of the ship le Fabius, we shall not fail to provide to your Noble Right Honorable Lords by a subsequent shipping opportunity. Pay Memorandum Captain Hans Claassen, commanding the chartered Dutch private ship Oudenaarde, having stated by petition that his crew lacks a number of eight hands, and without having these replenished would not be in a position properly to prosecute the voyage, with the request that he might be assisted therewith on behalf of the Honourable Company; so it is that, pursuant to a resolution of the Council of Policy of the 19th of September last, that request was granted on condition that the owners shall pay to the crew members with whom he will be assisted the same monthly wages as they earned with the Honourable Company, with the usual premium having been granted, by pleasure and approval of the High and Mighty Lords Masters for Patria, to such as have served their contracted time, but with respect to the others, the granting or not granting of that premium being deferred to the highest mentioned Lords Majores; and consequently, the undermentioned persons have been placed upon the aforesaid vessel, who, having remained here from the stranded warship Holland, accordingly have nothing to claim from the Honourable Company, of which notice is most respectfully given hereby.
