Letters and Papers Cape Of the 12 May 1787. per 't Hof ter Linde 21 and 24 May 1788. dated 15 June per Governor General De Klerk Secret No. 23 1170 1 1052 2. with both the ships A.Z. Register of the Letters and papers being sent under today's date, both to the Right Honorable Lords Commissioners, Directors, and Plenipotentiaries to the Assembly of the Seventeen, and to the Honorable Lords Directors of the respective particular Chambers per the return ships Zoutman and 't Hof ter Linde, namely: No. 1. Original Missive sent by the Right Honorable Lord Governor Cornelis Jacob van de Graaff and the Council of this place to the aforementioned Illustrious College. 2. By the same aforesaid addressed to the Honorable Lords Directors of the particular Chambers indicated in the margin. 3. By the well-mentioned Lord Governor and the Second Person, the Lord Johannes Isaak Rhenius, addressed separately to the Right Honorable, Highly Esteemed Lord First Advocate, Mr. Fredrik Willem Boers, in which is enclosed a missive to the Lords of the Secret Committee. No. 4. Authentic copy of Instruction, whereby the officers of the ships mentioned therein were forbidden to call at this corner, with an annexed Resolution taken on the ship 't Hof ter Linde, concerning the necessity of calling at the Cape roadstead. 5. Petition of the Captains Le Laurille and Voltelen in order to be permitted to let the 6 allowed chests of the late fellow Captain at Sea Paulus Bast be burnt here, together with an affirmed declaration in this regard granted by the two aforesaid Captains. 6. Under date 24 of the last past month of April, we had the honor to provide Your Right Honorable Lordships our humble general letter per the return ships Texelstroom, Schoonderloo, and Straalen, with which latter two ships also two advices were sent, dated 28 and 29 of the said month, whereby dutiful notice was given of the successive arrival at this Roadstead of the outward-bound ships De Vlissinger, Barbelstein, and Pollux on the aforesaid dates, so we take the liberty to refer to that. The aforementioned three return ships Texelstroom, Schoonderloo, and Straalen having sailed forth from here to the Netherlands on the 2nd of this month, meanwhile the bearers of this, the Ceylon and China return ships 't Hof ter Linde and Zoutman, have also been brought into a state to continue their voyage, which two keels have been dispatched today, and thus lie ready to sail in order to undertake the voyage at the first convenient opportunity; there having been shipped here at this place in the ship 't Hof ter Linde 5 Leaguers of ordinary Cape wine, according to the Bill of Lading and Invoice made thereof and transmitted. itself to rig and provide with the necessary sails, and which vessel accordingly towards the end of this month will likewise be in a condition to depart. The officers of the aforementioned Ceylon return ship 't Hof ter Linde have handed over to us a printed Instruction, drawn up by the High Indian Government on 30 Septb:r 1736, whereby the officers of the return ships of the Second dispatch, or those turning their prow from Batavia, from Punto Gale, from the Ganges, and from Canton towards Europe after primo Januarij, were not only permitted to sail past this corner of the land without calling at any of its bays, but were even expressly forbidden, except in unavoidable necessity for the preservation of crew and ship, to seek any of these harbors any longer; but rather, according to the sailing orders given along with it, to set their courses so as to be able, when tacking towards S:t Helena, to call at that island if necessary: with the addition that whoever in one way or another should presume to go against these absolute orders would be punished for it, according to the findings of the matter, and that furthermore, whenever dire necessity might have compelled calling at this corner of the land, the urgent reasons would have to be demonstrated and mentioned, not only in the ship's journals, but also in a Resolution that would have to be taken in that regard in the broad council, or in default thereof, in the ship's council, in order to then be handed over upon arrival here to the Governor and Council. Wherewith the aforementioned officers of the ship 't Hof ter Linde have at the same time exhibited a resolution of the ship's council, dated 22 April last, containing the reasons they had for calling at this corner of the land, among which it principally appears that the crew was very much afflicted with the scurvy and other diseases, that on the ship, on account of the deflection of the wales, the breaking of some knees, the opening of the main and other seams, alongside other defects caused by the heavy working upon the reef of Anguilhas, a repair of all the same was required, as well as that sufficient provisions for the further voyage were lacking, and the drinking water had become foul. Yet although this Government finds itself for the present still devoid of any missive from the High Indian Government with respect to the aforementioned newly established order, we nevertheless deemed, with respect to the ships that might already be provided therewith, that we must conform to that order; and therefore, having taken into consideration the aforementioned circumstances of ship and crew, and the consequences which experience has taught may arise therefrom at the end of the voyages, judged the reasons alleged by the ship's officers in their said resolution, of which, as well as of the aforementioned further order, we take the liberty to attach copies herewith, to be considered so completely urgent for the preservation of ship, crew, and cargo to have had to call at this corner of the land, that we, subject to Your Honorable High Mightinesses' favorable interpretation, could acquiesce therein. On the provisions ship de Batavier, laden from Batavia for this government, which is currently still present here, besides the Sea Captain Ian Iansse Laurits, who commands the just-mentioned vessel, the fellow Sea Captains Ian Arnold Voltelen and Paulus Bast were also found assigned with retention of their rank and pay and alongside their permitted baggage from the aforementioned capital of the Indies, very probably with the intention of the High Indian Government to have the two aforementioned Captains Voltelen and Bast, for lack of space on the return ships that were immediately about to depart from Batavia, find passage from here to the fatherland on one of the return ships that would call at this corner of the land; but the aforementioned Captain Bast having died on the voyage hither, the aforementioned fellow Captains Laurits and Voltelen, in their capacity as administrators over the goods of the said Captain Bast left on board the aforementioned vessel de Batavier, have addressed us by Petition, and stating the purpose of placing the same Captain Bast on that vessel, namely to be able to have him find his further journey home from here on one of the return ships, requested that such four chests of goods as are permitted by the Regulations to homebound servants of that rank, and which were found among the estate of the aforementioned Captain Bast, since the same, as was very well known to them, and which they also undertook if necessary to confirm by oath, had already been filled with his goods at Batavia, and that the branding of the same chests could not have taken place there solely because it could not be known on which vessel the same would be placed with their owner here, might be branded here for the benefit of the surviving widow and heirs of the aforementioned Captain Bast, and placed on one of the homebound ships. Upon which we, having taken into consideration the aforementioned circumstances adduced by the petitioners, and especially also that if no lack of space on the return ships at Batavia had prevented being able to have the said Captain Bast repatriate on one of the same, but he on the contrary had been placed on such a ship, and having then died on the voyage hither, his aforementioned chests, which

which in such a case would also have been branded at Batavia, would have had to remain within the vessel upon which he was situated there; thus we thought we could not turn down the aforementioned reasonable request of the petitioners, but have, subject to Your Honorable High Mightinesses' favorable interpretation, permitted that the aforementioned chests, after the petitioners have declared under oath that the goods contained therein belong to the often-mentioned deceased Captain Bast and to no one else, provided also that the same goods are not found to be prohibited articles, for the benefit of the widow and heirs of the said Captain Bast or others of his rightful claimants, would be branded, and placed upon one of the present return ships, as the same, upon the aforementioned oath rendered by the petitioners, have indeed been branded and loaded into the aforementioned return ship de Vrouwe Catharina Johanna, which is soon to follow. We have further, under Your Honorable High Mightinesses' respected interpretation, granted to Laurens de Selle, the former Master of Equipage at Galle, who is repatriating from Ceylon with the return ship 't Hof ter Linde, upon his request made here by petition, because of the indisposition of his wife who is with him, due to the hardships suffered on the voyage hither, permission to remain here for some time together with his said wife and other family members with him until a further shipping opportunity arises: Whereby we shall also dutifully note that the outward-bound ships present here, Stavenisse, the Leviathan, Voorschoten, Barbestein, and Pollux, together with the provisions ship the Batavia, are to be dispatched from here to their destined ports in the Indies next Saturday, the 12th of this month. When in the past year we were informed of the discovery made by the Surgeon Major of the Luxembourg Regiment in Ceylon, François de Salis de Maraval, regarding the preparation of a mixture with vinegar, by which, sprinkled in a room filled with infected air and foul vapors, such a room could be cleaned and purified of all that harmfulness with the utmost speed, we, understanding what a beneficial use could be derived therefrom, especially in the hospital here, then immediately requisitioned a quantity of that mixture, or Esprit de Vinaigre antipestilentiel, with the vinegar of Ceylon for the service of the Company's capital, and now received it with the aforementioned ship 't Hof ter Linde. Yet, because on the aforementioned vessel there was present as a passenger the former Surgeon Major de Maraval himself, and the undersigned Governor thought it necessary to make use of this opportunity to have tests conducted with the aforementioned vinegar in the hospital in his presence, in order to be closely informed of all the benefit that could be derived therefrom for the hospital; a commission was appointed for that purpose consisting of the First and Second Head Surgeons of the hospital here, as well as the Surgeon Major of the garrison and the Head Surgeon of the hospital in False Bay; who, after executing this commission, reported that: that after the aforementioned Surgeon de Maraval examined the half leaguer of mixed vinegar received for that purpose from Ceylon, he found that the mixture no longer possessed the required qualities, but that the barrel being largely deficient, whether due to that deficiency or due to other concurrent causes, much of the strength and spirit of the mixture had evaporated. That therefore the said Surgeon de Maraval, having taken two spoons from a bottle of Esprit de Vinaigre antipestilentiel brought along by himself, which he mixed into three bottles of vinegar from the said half leaguer, conducted the test with these three bottles in the interior room of the hospital where the most stench and foul air was present, which room was filled with such an excessive stench that the commissioners were restrained thereby from stepping inside, but that when the said Surgeon de Maraval went inside and poured out the three aforementioned prepared bottles therein, the stench was immediately dispelled to such an extent that: that one could no longer perceive anything of it at all from everything that was still present in that room, so that the air inside immediately after this application was entirely purified. Ganges and from Canton heading towards Europe, were not only permitted to sail past this cape without calling at any of its bays, but were even expressly forbidden, except in cases of unavoidable necessity for the preservation of crew and ship, to seek any of these harbors any longer, but rather, according to the sailing orders provided, to set the courses so as to be able, while tacking towards St Helena, to call at that island if most necessary, with the addition that whoever should dare in one way or another to act contrary to these absolute orders would be punished for it according to the findings of the case, and that furthermore, should pressing necessity have required calling at this cape, the urgent reasons would have to be evident and recorded, not only in the ship's journals, but also in a resolution that would have to be taken in that regard by the broad council, or in its absence by the ship's council, in order then to be handed over upon arrival here to the Governor and Council; whereby the aforementioned officers of the ship 'T Hoff ter Linde have simultaneously exhibited a resolution of the ship's council, dated the 22nd of April last, containing the reasons they had for calling at this cape, among which it principally appears that the crew was severely afflicted with scurvy and other diseases, that the ship—due to the giving way of the wales, the breaking of some knees, the opening of the garboard and other seams, alongside other defects arising from the heavy working on the Reef of Anguilhas—required a repair of all the same, and moreover that sufficient provisions for the further voyage were lacking, and the drinking water had become foul. But although this Government finds itself for the present devoid of any written notice from the High Indian Government regarding the aforesaid newly established order, we have nevertheless considered it our duty, with respect to the ships that might already have been provided with it, to conduct ourselves according to that order; and therefore, taking into consideration the aforesaid circumstances of ship and crew, and the consequences which experience has shown can arise therefrom towards the end of the voyage, we judged the reasons alleged by the ship's officers in their said resolution (of which, as well as of the aforementioned further order, we take the liberty to enclose copies herewith) to be so thoroughly urgent for the preservation of ship, crew, and cargo as to justify calling at this cape, so that we, under your Right Honorable Worships' favorable interpretation, could acquiesce therein. The aforesaid return ship 'T Hoff ter Linde being now ready for the continuation of the voyage to the Netherlands, there have been shipped aboard the same at this place 5 leaguers of ordinary Cape wine, as shown by the bill of lading and invoice drawn up for it and enclosed herewith, to which are also appended such muster rolls of diverse ships as are specified in the accompanying separate register of the pay bookkeeper, together with a list of the persons who are departing from this Government on the repeatedly mentioned ship 'T Hoff ter Linde, among whom, besides five soldiers of the Swiss Regiment de Meuron stationed here in garrison, who have obtained their discharge from the same, there is also the naval cadet Gerard Rijnier Tijssen, who, having arrived here from the Homeland with the ship Berkhout and remained behind on account of indisposition, upon his petition submitted here in that regard, having been proven to be incurable according to the submitted certificate, has obtained permission to return to the Netherlands with his wages written off. Furthermore, it was granted to the former resident of Joana, Rutger Reijnier Keijzer, repatriating on the said ship 'T Hoff ter Linde, upon his request, to be allowed to take along with him, to look after the children he has with him, a slave girl named Patra, for whom the usual transport and board money has been paid here into the Company's treasury. Likewise, upon the request of the Surgeon-Major of the Regiment of Luxembourg in Ceylon, De Ratis de Maraval, crossing over on the aforementioned ship 'T Hoff ter Linde, permission was granted, under payment of the required transport and board money, to take along with him for the service of his wife and child a free person named Catharina van de Caab; whereas on the other hand, under your Right Honorable Worships' esteemed favorable interpretation, we have granted to the former Master Attendant at Galle, Laurens de Sille, repatriating on the said vessel 'T Hoff ter Linde, upon his petition submitted in that regard, to be allowed to remain for some time at this place with his wife and further family, on account of the hardships suffered during the voyage hither. Copy On this day, 22 April Ao 1787, Captain at Sea Arij Pylhart, commanding the aforementioned vessel, having convened the undersigned members of the ship's council, the instruction regarding the sailing past the African corner was read to us by the same (as president) and submitted for consideration whether we deemed it advisable to call at the Cape or not. Thus, after careful deliberation, we found that the following difficulties prevented the further continuation of our voyage, and indeed necessitated our directing our course to the said Cape anchorage: First, to deliver there the Ceylon cargo and papers destined for the Cape. Secondly, to nurse our crew there, who were severely afflicted with scurvy and other illnesses. Thirdly, to have our ship repaired at the Cape (the wales of which had parted, several knees were broken to pieces, and the main and other seams were completely open and leaky, besides other defects that we sustained from the heavy working on the Agulhas Reef). Fourthly, to re-shoe some of our pumps there or have them put in order, as they were poor and our ship is not very tight. Resolution taken in the ship's council of the ship 't Hoff ter Linde. Fifthly, to request there some timber, bolts, and nails for the ship's use, as we could repair nothing, and could not even properly secure our parted wales with pieces of wood or bolts, because there were none of these materials in the ship. Sixthly, to provide ourselves at the Cape with the provisions still lacking, which were partially supplied to us for only four months. Seventhly, to exchange our drinking water, which was very foul-smelling and unhealthy, for fresh water at the Cape, and to refill the emptied water casks. And lastly, to request in exchange there some spars and sails that had become unserviceable, to repair the sails and rigging, to renew some worn-out and unserviceable rigging, and to repair our ship from even more minor defects, and properly attend to everything. Consequently, for the preservation of the Company's valuable vessel, cargo, and crew, we have jointly approved and resolved with unanimity of votes to call at the Cape in order to clear away the above and aforementioned difficulties, as we (if some haste were made with it) could still easily be properly provided with everything before the middle of May. Wednesday the 9th of May 1787. Extract from the Minutes held before the Gentlemen Commissioners. Today appeared before us, the undersigned commissioners from the Honorable Worshipful Council of Justice of this Government, the valiant sea captains in the service of the Honorable Company, Jan Janse Lourisz, commanding the supply ship the Batavier, and Jan Arnold Voltelen, appointed as second captain on the said ship, acting as administrator over the property left behind on board the said vessel by the deceased fellow sea captain, the valiant Paulus Bast, in order to take such oath as has been imposed upon them by the Right Honorable Valiant Lord Governor and the Honorable Worshipful Political Council, by Resolution dated the 7th of May last: namely, that certain four chests found among the estate of the said Captain Bast, which for reasons could not be branded at Batavia, together with the goods contained therein, belong to the repeatedly mentioned deceased Captain Paulus Bast and to no one else, and that the same goods shall also not be found to consist of prohibited articles. Thus, it was declared by them that they could take this oath with a clear conscience, and each of them individually, to confirm the truth thereof, spoke the solemn words: So truly help me God Almighty. The undersigned, having been commissioned in writing by Your Right Honorable Valiancy to take accurate information from the former Surgeon Major of the Luxembourg Regiment, Francois de Lolis de Maraval, presently here on the return ship 't Hof ter Linde, regarding the use and application of such mixed vinegar prepared for the dispelling of stench and foul vapors, as was received with the said ship 't Hof ter Linde from Ceylon for this Government, and in the presence of the said Surgeon Major de Maraval to take the customary instructions thereof, and by means of the tests taken and the manner in which the same was done, as well as the effect found thereof, to make a proper report in writing. Thus, in order dutifully to carry out this aforementioned commission, the half-leaguer containing the aforementioned mixed vinegar received from Ceylon was first of all examined by the said Surgeon Major de Maraval; but since he found that the mixture no longer possessed the required qualities, but that the barrel being to a large extent deficient, To the Right Honorable Valiant Lord Cornelis Jacob van de Graaff, Governor of Cabo de Goede Hoop and the dependencies thereof, etc. etc. etc. whether through that deficiency or through other occurring causes, much of the strength or spirit of the mixture had evaporated. Therefore, the same Surgeon de Maraval took from a bottle of Esprit de vinaigre antipestilentiel, which he himself had brought along, two spoons and mixed them into three bottles of vinegar from the aforementioned half-leaguer, with which three bottles the test was taken in the inner room of the hospital arranged for the natural relief of the sick, because there the air had to be filled with the worst stench, which room was also so stinking that the undersigned were deterred thereby from stepping into the same. When the said Surgeon de Maraval had entered inside and had poured out the three aforementioned bottles into the same, the stench immediately disappeared entirely to such a degree that one could not even perceive it any longer from a multitude of the tubs that were in that room and were all nearly full, so that the air inside immediately after this application was found entirely pure. Herewith, because of the shortness of time, hoping to have satisfied Your Right Honorable Valiancy's honored intention, the undersigned let this serve for a humble report. Also on the 17th of this month, the English Company ship the Barrington, commanded by Captain Thomas Ley, coming from Madras, anchored in the said Bay, on which vessel is Sir John Macpherson Bart, former Governor General of the English possessions in Bengal. By which English Captain Ley it was reported that on 28 April last, having hailed a small American vessel, he learned from the same that this small vessel had encountered at sea near the Line the English ship the Valentine coming from China, whose Captain related that he had previously, on the 2nd of the said month of April, been aboard a Dutch ship coming from Ceylon, which had lost all its masts and had approximately 10 to 12 feet of water in the hold, though neither the name of the ship nor the place where it was encountered in that state could be distinctly specified. Regarding which report, one will endeavor to obtain more certain information from the Captain of the English ship the Valentine himself, in the event he should arrive here, in order to then give a further report thereof to Your Right Honorable Excellencies. Meanwhile, the said Sir John Macpherson testified that the Captain of the aforesaid English ship the Valentine is known to His Honour as a person who would not have failed to render all possible assistance to the aforementioned unfortunate ship, and that since, had the ship been in an utterly hopeless state, he would certainly have rescued the crew, it must be trusted from this that there was still hope aboard that vessel of being able to reach one port or another. While we have further learned from the aforementioned Captain Arense that, having met on the 13th of the last passed month of April at 27 degrees south latitude and 71 degrees longitude the English ship the Valentine commanded by Captain Wall, the same had stated to him that the Dutch ship coming from Ceylon which, pursuant to our last of the 21st of this month, had suffered the maritime disasters, was the return ship the Draak, and that that vessel had lost all its masts in a heavy storm on the 26th of March and had 11 feet of water in the hold, whereby all its provisions and the cargo, mostly consisting of saltpetre, had dissolved; that he, Captain Wall, had provided that ship with a main topmast and yard and had further assisted it so far that when he parted from it, there were only three feet of water at the pumps, in which state that ship was to proceed to Mauritius to undergo further repairs there. Of the three Returns drawn up by the chamber of Amsterdam, none corresponds with the consignment, as in that of the year 1780 there were entered 8 aams of red and 5 aams of white wine from Cloete, as well as 3 aams of red from Colyn, whereas the first-mentioned, according to the list of each consignment, delivered 8 aams of red and 8 aams of white, and the last-mentioned 8 aams of both sorts of wines for shipment to Amsterdam: from the return of that chamber of the year 1783 Your Right Honourable and Honourable Sirs will observe a sale of 16 aams of red and 16 aams of white wine from Colyn and an equal number from Cloete, which sale can in no way be reconciled with the list of the consignment, especially when those wines, as the said Return dictates, belonged to the return fleet of 1780. The third Return of the chamber of Amsterdam of 1784 shows a sale of 13 aams of white and 13 aams of red wine, but as it is not provided with the marks that are customarily used to distinguish the suppliers, one cannot trace whether the sold wines were delivered by Cloete or Colyn, since wines from both of them were sent to that chamber in that year. From the one and the other of the lists attached hereto, Your Right Honourable and Honourable Sirs will observe, not only that apart from the two returns of the chamber of Rotterdam, none agree with the consignment, but also that the largest part of the returns of the chamber of Amsterdam and all of the consignments to the chambers of Middelburg, Delft, Hoorn and Enkhuizen are missing, and one has thus been, and still remains, unable to comply with the request of the proprietors of Constantia. In order, however, to pave the way for this, the undersigned will request Your Right Honourable and Honourable Sirs to transmit a copy of this, together with and alongside copies of the submitted lists, to the High Governing Lords Masters, with the most respectful request that it might please the same to demand the missing Returns from the respective chambers in accordance with the list of the consignment and to send them hither, as well as that their Right Honourable Worships might simultaneously see fit to have the returns of the chamber of Amsterdam provided with the marks of the suppliers and the names of the ships with which the wines arrive, as the only means to be able to liquidate the rightful claims of the suppliers Cloete and Colyn, and henceforth to continue those payments on a regular footing.
