Permission granted to Captain Laurens Smit to remain here for some time. To consign our last respectful letters of 27 February last to the [illegible] and a further dispatch on 1 March following, which two vessels subsequently left this roadstead on the 4th of the said month of March; since then the outbound vessel de Hoop has also been dispatched to Ceylon, and departed from here thither on the 21st of the aforementioned month of March. The captain of the said vessel, Laurens Smit, on account of his indisposition, which often forced him to keep to his bed on the voyage hither, and finding himself unable to undertake the further journey, having urgently requested us by petition to be allowed to stay here for some time to recover his health, we found ourselves compelled to consent to this; and consequently to suspend his pay for that period; and the command of that vessel was assigned to Captain Lieutenant Anthonij van Rhijn, who was stationed on it, as commander, after it was first determined by examination by the Acting Equipment Master here that the said van Rhijn possessed the required experience to be safely entrusted with such a command, as well as the appointment of a sub-lieutenant to replace the officer post that had fallen vacant, we also promoted Cadet of the Navy Egbertus Weegenaar, who was stationed on the frigate de Meermin permanently stationed here, to Sub-Lieutenant as a capable subject, and placed him on the said vessel, with half pay amounting to ƒ18 per month. Arrival here of the private ship the Vrouwe Jacoba Maria en Lucia Theresia. The chartered ship the Jacoba Maria en Lucia Theresia arrived here on the 6th of the said month of March, and it appeared to us from the charter party of that vessel, among other things, that the said ship, after unloading here, could be loaded for the return voyage, which will be sent on again to Batavia, but could also otherwise be sent on from here to Batavia or Ceylon, of which written orders were to be given to the skipper within eight days. But pursuant to the letters of the Most Noble, Right Honorable Lords Directors of the Presidial Chamber, dated 17 July 1787, we were expecting any day now the private chartered ship the Agatha, which could not be sent any further, but would have to return from here to the Fatherland after taking on a cargo at this place; we took into consideration that if this government did not obtain in time a suitable number of leagers and other casks in order to send off a quantity of wines with it, it would be impossible to load that ship for the return voyage, for which reason it was also not deemed advisable to send off anything with the said ship the Jacoba Maria en Lucia Theresia that could still serve that vessel, and thereby subsequently be obliged to send the Agatha back completely in ballast. Having therefore deemed it best for the greatest service of the Honorable Company to let the said vessel the Jacoba Maria en Lucia Theresia proceed on its voyage to Batavia, since besides the chartered ship the Vlugge Trekvogel and five other private ships serving for the transport of the Meuron troops, which had already departed for Ceylon, the aforementioned vessel de Hoop was also destined thither, whereby the government there could easily find it impossible to provide all those ships with proper cargo, so that some ships would then have to return from there in ballast to the great detriment of the Honorable Company. Written orders were also dispatched to Skipper Dirk Peek on the 13th of the aforementioned month of March to proceed on the voyage with that vessel to Batavia, after having taken in here for the said Indian capital a quantity of wheat, and whatever else is ready and on hand to meet the demand received from there, as they are currently busy loading that vessel with it. It having since appeared to us from the highly respected letters of the said Noble, Right Honorable Lords Directors of the Presidial Chamber of Amsterdam that the said ship the Agatha is destined to convey to Ceylon the remainder of the regiment of Meuron that will have stayed behind here. Arrival of diverse noted ships on the side. Since the departure of our above-mentioned last respectful letters, the Dutch private ships Broeders Lust and Dordrecht, coming from Batavia and Ceylon, successfully returned here in good condition on 12 and 21 March last, of which the former sailed from Batavia on 13 December last year and from the Sunda Strait on 4 January of this year, and the latter departed from Punto Gale on 17 January of the same month; are

Furthermore, on the dates to be mentioned below, the outward-bound vessels to be named hereafter, both the Company's own and those chartered by the same, appeared at this government, namely: on the 28th of March Gatenisse, chartered ship, with 1 dead, 2 sick on the 29th ditto, the Geertruijd Petronella, with 17 dead, 70 sick on the 30th ditto, the Africaan, Company's ditto, with 11 dead, 18 sick on the same date, the Generaal Maatzuijker, with 10 dead, 70 sick on the 5th, Wirthlust, chartered, with [illegible] dead, 12 sick on the 2nd of April, Dregterland, Company's ditto, with 15 dead, 341 sick Just as the State's warships de Valk and the Diana arrived here in the roadstead in good constitution on the 22nd and 28th of the recently passed month of March. And on the occasion that His Honour was received by the full body of the council according to orders, the packet that had been held by His Honour for this government was handed over to us by Captain Kuvel, according to the contents of which we shall behave very strictly with dutiful obedience. Following the considerations of the High Government in their very honoured letter of the 6th of December last, pleased to note to us that upon the request made by the merchant and former Resident at Rembang, Ian Boers, Their High Honours had only permitted him to depart for this government with his own private vessel, named the Helena Louisa—the arrival of which here we brought to the notice of Your Right Honourable Nobilities by our above-mentioned humble advice of the 1st of March last—but that the further request made by the said Boers, to repatriate therewith in ballast, was left by Their High Honours to the disposition of Your Right Honourable Nobilities, to whom he could address himself for that purpose. Whereby Their High Honours, in the supposition that the said small vessel could at times be used with benefit for this government, at the same time suggested to us whether in that case it would be useful to take over the same from the said Boers for a fair price: And it having been made known to the undersigned governor by the oft-mentioned Boers that, in the event this Government could not see fit to permit him—as he had nevertheless flattered himself—to pursue the voyage to the Fatherland in ballast with that small vessel, as was his intention, since the intervening time to request such permission from Your Right Honourable Nobilities and await it here would cause him to suffer too much peril and disadvantage, both to the said vessel and in his further private circumstances, he was in such case resolved and inclined to surrender that vessel to the Honourable Company for a fair price. In which first-mentioned intention of the said Boers, to repatriate with the same vessel, this Government considered itself much less authorized to condescend than the High Indian Government itself, which had already raised difficulties therein; We have thought that we could only take into consideration whether that small vessel could and ought to be purchased for the service and benefit of the Honourable Company, and it being deemed necessary for this purpose to be informed beforehand by experts as to how the said vessel was constructed, as well as how far the same was suitable for navigation along these coasts, what burden it could carry, and whether a useful purpose could be made of it by this government, with the addition finally of how much such experts would value that vessel, together with the rigging under which she was found, and further equipage goods, munitions of war, and ship tools belonging to the same, of which the inventory had been handed over by the oft-mentioned Boers; For which examination and valuation were expressly commissioned the Captain at sea and Equipage Master pro interim Iohan Arnold Voltelen, and also the Captains at sea Christiaan van Veerden and Francois Duminij, with qualification to have themselves assisted for that purpose by the Master of the shipwrights, or others whom they should judge necessary for that purpose; by whom it was reported: That they, the commissioners, had found the said vessel the Helena Louisa built in all parts well and according to the rules of construction, of good teak wood (which has an extraordinarily durable quality), as well as properly provided with good European spars, together with standing and running rigging, being long over the stem 82½ feet, broad at her waterline 26 feet 4 inches, deep in the hold 11 feet, and high between decks 4 feet and 4 inches, Amsterdam measure. That the same vessel happened to be new, having only first been launched in the month of August of the previous year, and according to its construction very suitable to be employed with confidence for the benefit of the Honourable Company, not only along these coasts, but also for other voyages. the commissioners had furthermore found the cited vessel in general to be very fit to be employed for any suddenly arising and necessary expeditions, for which at present no vessel at all happens to be at hand here; the more so since assurance had been given to their commissioners by the aforementioned merchant Boers and the officers of the said small vessel regarding its good sailing qualities. And that the commissioners could lastly in good conscience testify that the same, according to the inventory thereof examined by them, was well worth an amount of 35 to 40 thousand guilders, Cape valuation. From which report it appears to us that, besides the sound quality of that vessel and the durability of the wood of which it is built, the same can be used with confidence not only along the coasts, but also elsewhere, for everything that one should deem useful to the Honourable Company. While the undersigned Governor has additionally made known that, although it appears from the said report that the same vessel, as it is presently fitted internally, if employed in the slave trade, could only carry between 80 and 100 slaves, the said Master of the Equipage had verbally assured his Honour that, with a few minor changes made to it, the same could be adapted to comfortably accommodate 150 slaves. Wherefore, it having been taken into consideration by us whether or not it would be useful and expedient for the Honourable Company's service to purchase the aforementioned vessel for the use of this government, we have in this regard, in the first place, observed the great embarrassment in which one has found oneself here for a considerable time regarding suitable vessels, so that if the Company's valuable ships along these coasts should meet with any misfortune requiring prompt assistance to be brought to them, one would be utterly unable to do so, in which case the Honourable Company may suffer considerable detriment from the lack of that assistance. Besides the fact that the permanent frigate the Meermin, as the only vessel that one still has at hand here, will next year necessarily have to be sent to the Fatherland in order to be put in a state to put to sea again, due to the capital repairs required on it, as experts assure, (since otherwise it will not even be usable for navigation to the various bays of this corner), one would then also find oneself destitute of any means to have the provisions for the Honourable Company's ships arriving in False Bay transported thither, other than at great expense by land, or else keeping those ships waiting there to the great detriment of the Honourable Company until the season again allows them to come to this roadstead in order to take in their provisions here themselves, which, moreover, cannot be made practicable at all with regard to the return ships; so that, since this year a large number of ships from Europe must still be expected in False Bay, and the late departure of the return ships from China must also be anticipated in that bay, the said frigate the Meermin will not be able alone, at the suitable time of the year, to transport early enough all the provisions and further necessities required for those ships to the said bay; and that if any unforeseen accident should still happen to that frigate on that voyage, or if it should meet with a great delay in its voyage, as has often been seen to happen, the Company's return ships might well be placed under the necessity of having to winter here; wherefore we have judged, for the service of the Honourable Company, even if it were only for this service alone, that it would be extremely useful to purchase the aforementioned vessel the Helena Louisa, while moreover one will then likely be able, instead of having the said frigate the Meermin lay idle in False Bay for any occurring necessary expedition, to still employ it for this year to bring hither a cargo of timber from Plettenberg Bay, of that which is already in stock and at hand there, and which likewise cannot be neglected to be fetched as much as possible, since the space in the shed is not large enough to store all the timber therein, and exposing the same longer to the open air must cause decay. that however, if it is only used for two or three voyages for the slave trade to Madagascar or Mozambique, should those voyages turn out even somewhat successfully, the entire amount of its costs can be profited, and the Honourable Company could then have useful service for this government from such a well-built and durable vessel for many years thereafter. While in the third place, if the circumstances of the Honourable Company might with difficulty permit supplying this government from the Fatherland with the requested ships for the time being, it will afford much relief to the Company to have obtained such a vessel on hand immediately in the meantime for the necessity of its use here, provided that the payment here takes place in paper currency and without burdening the Honourable Company in the Fatherland therewith; wherefore it was even advisable to effect that purchase as soon as possible, rather than to delay therewith and to await prior qualification for this from Your Right Honourable Worships, considering that, by lying idle here in the roads in that interim, the vessel must lose much of its soundness in this climate, without any service being able to be drawn from it in the meantime; and since also the High Indian Government itself has already suggested that purchase to this government, whenever such might be useful for the Honourable Company, it would therefore, by virtue of all these concurring circumstances strongly advising thereto, and the unexpected presentation of such an extraordinary opportunity which later might not easily occur again, by no means be expected that Your Right Honourable Worships would interpret such a step unfavourably: Concerning which latter point we have furthermore remarked in the fourth place, that, if for reasons which cannot be foreseen by us, this purchase might nevertheless not be pleasing to Your Right Honourable Worships, it will still always depend upon the pleasure of the same to cause that vessel to be sent back to Batavia in order to be sold there again for the profit of the Honourable Company, or else kindly to permit it to be relinquished to private individuals for the highest price, in order to send a cargo of the produce of this land with it to the said Indian capital, and to sell both ship and cargo there, in which case, and especially in the latter instance, we rest assured that one will be able to dispose of the said vessel again without loss to the Honourable Company, while in the meantime a great convenience will have been enjoyed by this Government. We therefore, after ripe consideration of all this, deemed that the purchase of the aforementioned vessel on the Company's behalf, provided that payment for the same were to take place in the manner aforesaid, ought by no means to be neglected; and consequently bought for the Honourable Company from the aforementioned merchant Boers that small keel, together with its rigging and whatever else belongs to it according to the inventory, for the sum of 12000 rixdollars or ƒ 36000 Cape valuation, payable in paper currency current here; and after it was taken over according to the order of the Honourable Company, provisionally allowed the Captain Lieutenant at sea Wijnand de Groot, who had served upon it, to continue as master in command of it, there being also placed upon it such men from the convalescents here on land as were required for the service and further report concerning the ship Avenhorn which has arrived from below Robben Island at the outer roads here. the guarding of the aforementioned vessel the Helena Louisa here in the roads for the time being. While we wish to hope, on account of the reasons alleged for the aforesaid purchase, to obtain Your Right Honourable Worships' favourable approval. Your Right Honourable Worships having also most obediently been informed by our aforementioned last letters of the 27th of February last of the conduct displayed toward us up to that time by the Colonel of the Luxemburg regiment, the gentleman d'Hugonet, and also of the measures which we had taken in relation to the ship Avenhorn, on account of the smallpox which had prevailed on board during the voyage hither, we now have the honour to report very respectfully further in that regard: that the said ship Avenhorn having on the 3rd of March, towards the evening thereof, returned from below Robben Island to the outer roads here contrary to our express order, the officers of that vessel have informed us that, due to the rising north-west wind and high swells, the buoy-rope had broken, and the ship thereupon, before a second anchor could be brought out, having swung to the small bower anchor, during the heaving in of the small bower cable to let drop a second anchor, the small bower anchor had also dragged, so that the officers had found themselves compelled, for the safety of the ship before the wind should blow at its strongest, to proceed from below the said Island to the outer roads here, with the request that, since the officers had found themselves forced to this by the said circumstances, this might be taken in good part and that they might be permitted to spend the remaining appointed days of the quarantine in the said outer roads. had observed, as well as that for the few remaining days of the quarantine, the precaution immediately taken thereupon to place a military guard on one of the country boats near the ship, in order to prevent all communication with the same except for the Company vessels under the direct supervision of the Equipment Master, could be sufficient, we have therefore thought to acquiesce in the aforementioned report and the accountability of the said authorities regarding the earlier arrival here than the order prescribed; However, appearing in the report sent in copy accompanying our above-mentioned letter from the appointed committee of the foremost medical practitioners of this government, among the precautions to make the aforementioned ship Aodhorn return to this roadstead, among others whether it were possible to allow the crew of that vessel to come ashore without fear of infection with the smallpox, that although the time for this was set around the middle of the said month of March, yet even then none of the crew or the passengers would be allowed to come ashore here, and that also all further communication with that vessel would have to remain cut off until such time as we should take other and further orders and measures regarding it; it was taken into consideration by us that cutting off such communication, as well as preventing the crew and passengers from coming ashore, would be very difficult to execute during the unloading and loading of that ship, besides that, if any other means for security and reassurance could be adopted on land, it always entailed a hardship for the said crew and passengers to find themselves deprived, without absolute necessity, of the freedom to come ashore here to refresh themselves, whereby they would have to be exposed to very detrimental consequences on the return or further voyage to Europe. And having therefore taken into consideration that the aforementioned authorities might well easily be able to declare under solemn oath that both the bedding and the clothes and linen used by the patients suffering from smallpox during the same illnesses had been thrown into the sea and destroyed, as well as that they likewise had taken strict care, and thus could also attest in the same manner, that all the dirty linen had been washed out on Robben Island according to the order, and all the remaining goods, as well as the clothes and whatever else might still contain any infection, had likewise been carefully aired and cleaned there by everyone without distinction, and also a proper cleaning of the entire ship inside had been observed; We thereupon gave this further into consideration to the aforementioned committee and requested from them a report and considerations on whether, since the said illness had already ceased inside the ship in the month of November of the past year, these precautions, if one were to obtain the said assurances regarding them, should not be held sufficient and adequate to give the aforementioned crew and passengers the freedom to come ashore here after the expiration of the aforesaid determined quarantine, or under what precautions such could otherwise be permitted to them. On the contrary, it was judged by the majority of the Council that departing from the advice and opinion of the aforementioned Committee was accompanied by too much danger for one to be able to pass over it, since very easily, in one way or another, some matter of the smallpox might still have remained concealed in the ship, which, through a freedom granted to the crew to come ashore, being introduced here, and the lamentable consequences arising therefrom which such must bring about in this Colony, this administration would then not be able to excuse itself of reckless conduct, taking into consideration that the often-mentioned Committee did not deem the crew's coming ashore to be of such necessity that they could not otherwise refresh themselves properly; and consequently the said French officers were not permitted to come ashore, except on Robben Island. The citizen firewarden Daniel Frederik Lehman having made known to us by petition that in the year 1786 he had remitted here into the Company's treasury to the Fatherland the sum of one thousand, three hundred, thirty-three P=l ducatons to be received by Geertruida Meijer, wife of the Sea Captain Hendrik Steedsel, at Amsterdam, and of which remittance the granted first and second bills of exchange were also dispatched by him with different ships to the Fatherland to the aforementioned Geertruida Meijer, whereas he has now nevertheless received tidings that the aforementioned Geertruida Meijer had received neither of the two bills of exchange, whereby she had thus remained deprived of the receipt of the mentioned remitted moneys; we have, therefore, upon the attached request made on that account by the said Lehman, taken the liberty to grant to him a copy of the receipt concerning the payment of the said sum, as well as an extract from the treasury book regarding this, respectfully requesting that it might please Your Right Honorable Worships, on account of the loss of the said bill of exchange, to allow the payment of the aforementioned 1333 p=s ducatons to take place upon the aforesaid proofs issued to the said Lehman. Respectful report concerning the determination of the sum of money that is to be accepted this year on bills of exchange into the Company's treasury. While we shall have the honor, with respect to the moneys that are to be accepted this year into the Company's treasury here for remittance to the Fatherland, provisionally to inform Your Right Honorable Worships that from the drawn-up lists of what each of the Company's servants as well as citizens, together with the church council and orphan masters of this place, as also the attorneys of those who have been recommended to this government by Your Right Honorable Worships and the gentlemen of the High Indian Government to favor the remittance of their moneys, has registered in the manner aforesaid; it having appeared that those registered moneys amounted to a sum of 709,700 ducatons, making a remittance of approximately twenty-four tons of gold, whereas on the contrary by Your Right Honorable Worships by honored orders dated 3 April 1778 this government has not been granted the liberty to draw annually more than up to a sum of three tons of gold; And it being also taken into consideration by us that, when in the past year, on account of the embarrassment in this regard among the inhabitants, we could not refrain from exceeding the said limitation in the hope that such would be favorably received by Your Right Honorable Worships, and then received up to one million guilders on bills of exchange into the Company's treasury, it appeared from the highly respected orders since received from the same; that however willing Your Right Honorable Worships were to accommodate as far as possible such persons as had made known their embarrassment, such nevertheless ought not to tend to too great a burden for the Company's treasury in the Fatherland, with the addition of further considerations upon which we already had the honor to submit our thoughts to the same on 3 January of this year; and that afterwards from Your Right Honorable Worships' highly revered letters of 20 June of the aforesaid past year, it was perceived how little the drawing of ƒ482,422-13, made from here in the year 1786, had pleased the Honorable Company, with the further [illegible] in this matter by to have a distribution made in proportion to their registered sums of money up to what could be received from each of them into the Company's treasury on bills of exchange, of which one half shall be payable after the conclusion of the autumn sale, and the other half after the end of the following spring sale; as also in the same apportionment to have particular attention paid to that which has been directed to this Government by Your Right Honorable Worships and the said High Indian Government in regard to the persons appearing on the aforementioned registration list; furthermore also that those who are interested herein should be assured that if it might appear from the expected orders of Your Right Honorable Worships that some further room beyond the aforesaid amount has been granted to this Government, afterwards, if the time of departure of the return ships should still allow such, a further distribution would again be effected from that excess. the liberty, under respectful demonstration of how it is less fitting or permitted for them than for others to make use of extraordinary means to transfer money to the Netherlands for the payment of the necessary provisions which they are obliged to have sent from there annually for their households, humbly to request Your Right Honourables that it may please the same, upon the proposition of the undersigned governor, to permit the members of the council to remit annually a sum of ƒ 3000, or as much as it shall otherwise please the same to determine, at the ordinary rate into the Company's treasury to the Fatherland. We furthermore find ourselves obliged to bring to the knowledge of Your Right Honourables, with regard to the completion of the New Hospital, of which, according to what was noted in our respectful letters dated 1 July 1786, a section or bay of the construction was contracted out to private parties in that year, and which work has since been properly completed; that it was made known by the undersigned Governor in our meeting of 4 September last, how, since the completion of the aforementioned bay or section, it has been found that the use which one would now have to make of that finished part for quartering the Württemberg troops already expected at that time, brought so much more necessity to hasten the execution of the instructions received from Your Right Honourables by dispatch of the presiding Chamber of Zeeland, dated 28 July 1785, to proceed for the present with the completion of the said Hospital; since on the one hand the defective lodging with which one has hitherto had to manage for the sick daily caused its very detrimental consequences to be felt, and one also continually met with a lack of space and storage in all respects for the rest, while it was not advisable to break off the workers, who are continuously employed on the most necessary fortifications and other works, from these and have them work on the said Hospital; and that on the other hand the pine timber, which had been received into stock for the repeatedly mentioned Hospital, having already had to remain exposed to the open air and continuously to the rain for about a year due to the lack of necessary storage space, would, if no use were made of it shortly, lose all durability for later employment in any buildings. That he, the Governor, having taken into consideration the necessity that the further construction of the repeatedly mentioned Hospital be resumed as soon as possible, both to obtain the lacking lodgings for the sick and the troops and to protect the Company from the damage it would have to suffer through the expected decay of the aforesaid timber, had entered into consultation in that regard with Colonel Gilquin as director of the Company's buildings and fortifications; and that the aforementioned director, having fully agreed with him, the Governor, regarding the aforesaid persuasive reasons for the further construction of the hospital, as well as that no workers could be broken off on the Company's behalf from the ongoing and further necessary works, the said Colonel Gilquin was also of the opinion that, since in contracting out the first part of the said Hospital, which has since been completed, it was found that the same work could neither have been performed on the Company's behalf with greater speed, nor with less expense, the durability of the same was therefore also encouraging to proceed on the same footing. And that he, the Governor, had also caused to be drafted by the said director the specifications and conditions according to which, for the completion of the main part of the repeatedly mentioned Hospital, the finishing and further building of the bay or section comprising the large portal or middle section, with the two rooms on the front facade, as well as the four large sick wards to the south-east of this portal, together making up the remaining still uncompleted part of the main building, would now have to be contracted out; which specifications and conditions he, the Governor, also submitted in order to take into deliberation, in view of the reasons strongly pressing thereto, whether and in what manner the said work should be proceeded with for the best interest of the Company. Which having been taken by us into serious consideration, we have remarked to that end that, although even in retrospect one is fully convinced that the interest of the Company could not have been better served than by the private contracting out of the first section, because the necessary work on the fortifications would otherwise have had to stand still, or one would now still have to delay undertaking the already completed bay for lack of workers; while in the meantime, if that bay could not now be used to quarter a part of the expected Württemberg troops, one would find oneself in the necessity of constructing an encampment of huts for the service of the said troops, or indeed of the Meuron Regiment which was still present here at that time, which practice was found during the last war with regard to the French auxiliary troops to result in enormous costs to the Company; it would nevertheless have been desirable that, before

We have therefore judged it to be in the greatest service and interest of the Honourable Company to contract out publicly to private individuals the aforesaid remaining unfinished part of that building, the main building of the hospital, likewise for construction; and which contracting out having subsequently taken place on 3 October of the previous year, the citizens Jacobus Johannes Vos, Jan Hendrik Vos, and Arend van Wielig have offered themselves for it at the lowest price, in conformity with which the oft-mentioned contracting out was then also awarded to the said three persons, and this for the sum of 49000 rixdollars, furthermore under the condition to deliver the ironwork required to be made for it at 11 stuivers per pound. In the hope that the aforesaid contracting out, on account of the necessity and pressing reasons put forward for it, may also carry the esteemed approval of Your Right Honourable Nobilities, we meanwhile enclose herewith an authentic copy of the conditions and terms upon which that contracting out took place, to which we in this respect further respectfully refer. We also take the liberty to present to Your Right Honourable Nobilities herewith a certain petition which has been presented to us by the Military Captain of this garrison, Carel Matthijs Willem de Lille, with an accompanying written request that the same might be submitted under the Company's papers to Your Right Honourable Nobilities, and at the same time supported by our recommendation, regarding his request made in that petition for restoration to the post of Major; in which respect we have understood that the forwarding of the said petition to the said de Lille could not be refused, but that the disapproval by Your Right Honourable Nobilities regarding his appointment to Major having taken place did not allow us to trouble Your Right Honourable Nobilities anew with a request conflicting therewith. Also, by the ordinary commissioners here, Johan Adolph Kuuhl the elder, Fredrik Godthold Holtzapfel, Hendrik Oostwald Eksteen Junior, and David Kuuhl, a petition has been presented to us, tending to request to forward their petition to Your Right Honourable Nobilities in order that, both on account of the more and more increasing difficulty of their service and the straitened living they come to enjoy therefrom, in contrast with the present dearness of foodstuffs, they might be favoured by Your Right Honourable Nobilities with the status and pay of junior merchants, and that this their supplication might also be accompanied by a favourable recommendation from this government. Upon which request it was taken into consideration by us that no example exists of anyone who has been promoted to junior merchant from the post of ordinary commissioner, and it would therefore be very improper to propose any request and recommendation for it to Your Right Honourable Nobilities; being certain that, just as the ordinary commissioners state in their said petition, through the increased volume of business of the government, their service has also become more difficult, but they, being unable to enjoy a subsistence from their ordinary salaries as constituting their sole income, are prevented from undertaking anything to find a proper living in the dearness of that which must serve for subsistence, which has increased over some years, and that the two first-mentioned of the aforesaid commissioners, having moreover spent the best years of their lives in the service of the Honourable Company and even in that office, could now very little flatter themselves with the hope of still obtaining any employment through which their condition might be improved; thus we thought it best, and therefore take the liberty to forward the said petition as it lies, with the addition of our above-mentioned remarks, now to Your Right Honourable Nobilities, in case the circumstances of times and affairs might cause Your Right Honourable Nobilities to look upon it with favourable regard.

A request in writing having subsequently been made to us by Benjamin Leijdzer, bookkeeper in the Company slaughterhouse, to be permitted to petition Your Right Honourable Worships under our favorable recommendation for the obtainment of the aforesaid rank and salary of junior merchant, and doing so as he claims both on the grounds that he, Seijdzer, was well informed of our granted concession to transmit the aforesaid request of the ordinary Commissioners and of the promise of a favorable recommendation made to them therein, as well as on account of the meager nature of his livelihood and that his seniority in the service, as well as that of the aforesaid Commissioners, could allow him to aspire to the said rank of junior merchant. Whereupon, it having been observed by us that not only did the said Seijdzer come to maintain very erroneously that he was reliably informed that what was requested by the ordinary Commissioners had been granted to them, but also that as little with respect to the function held by him as to that of the said Commissioners any precedent exists that the rank of Junior Merchant was attached thereto, and that the granting of the petitioner's request—with respect to whose office less ground and reason therefor appears than with relation to the said Commissioners—would consequently open the door for others who, being equal to him, would not fail to further importune this government and subsequently also Your Right Honourable Worships with similar solicitations; we have furthermore deemed it best to reject the request of the said Seijdzer, while nevertheless appending hereto an authentic copy of the same in all deference. The Noble and Most Honorable Gentlemen commissioners-directors at the Assembly of the Seventeen having pleased to instruct us that the aforementioned de Meuron regiment would have to be transferred to Trinconomale, as having been in the thought that the mentioned five ships would arrive in False Bay, and that the same thus could have departed from here to Ceylon again at the beginning of the month of September last. And also the Gentlemen Directors at the Presidial Chamber of Amsterdam, upon a further communication that the aforementioned ships would have to take in the de Meuron troops for the aforementioned transport not in False Bay, but in this Table Bay, having assumed that nevertheless, with the time of their departure from here, it would turn out in such a way that those vessels would have to turn the bow toward the aforementioned bay of Trinconomale, as well as having discerned from a still further letter from the aforementioned Gentlemen Directors dated 6 January 1787, written to the government of Ceylon and sent to us under flying seal, that the same ministers would also expect those ships in the bay of Trinconomale. We have therefore required from the Captain at sea and interim master of equipage here, Johan Arnold Voldelen, and other Captains at sea who are familiar with the fairway and the bays of Ceylon, their report and considerations whether the present season of the year still permitted that the aforementioned ships could put in at the Bay of Trinconomale. And it having been stated by the same that the bay of Trinconomale could indeed still be put in at, and what was to be observed in that respect regarding obtaining the pilots, but that because of the inconveniences and uncertainty which accompany this, it was deemed by them better and necessary that these ships first put in at Tuticorin in order to await and receive there the pilots and orders from the Ceylon government as to where the troops will ought to be disembarked, a copy of this report has been handed to each skipper of the aforementioned five ships, in order to serve for their information and guidance upon putting in at Ceylon, with an appended written order to turn the bow upon departure from here toward the bay of Trinconomale, or to such other bay, as the outcome of the voyage, or the circumstances of weather and wind, might permit them or make them deem advisable to put in at, according to the aforementioned information obtained here, in order to await the orders of the aforementioned government there. a written statement of various requirements for the aforesaid transport of his regiment, as well as of other points joined thereto which his Honour believed he could claim, as your Right Honourable Worships may see, if you please, from the said writing and its appendices themselves, which are attached hereto in authentic copy. After we had examined and inquired into how far we were or were not capable and authorized to comply with the requisition made, we took the following resolution regarding the distinct articles contained therein, to wit: That, since no stock of Flemish linen was at hand here that allowed it to be provided for the purpose proposed in Article 1, it therefore could not be complied with. That, in satisfaction of the second article, the medicine chests aboard the ships which brought the Württemberg troops here and were to serve for the transport of the same regiment to Ceilon, should be refilled from the Company's storehouse here in the presence of the Surgeon-Major of the said Meuron regiment, and provided as completely as possible with what is necessary. That instead of the seventy chests which, according to a list attached to the mentioned statement under Letter A, were to serve for the end and purpose given in the third article, since upon further consultation with the aforementioned Colonel Commandant it was agreed that instead thereof a number of forty-two was to be considered sufficient, these forty-two chests should therefore be manufactured for that purpose at the Company's artisans' quarter. That as extraordinary provisions for the soldiers on board ship, upon the question proposed in Article 4, a quantity of 300 lb of tobacco should be delivered gratis from the Company's trade warehouse here. That for notice and information on the fifth article, the aforementioned transport ships, for the benefit of the officers and privates of the frequently mentioned regiment, as far as could be reconciled with the present circumstances of the time, should be provisioned and supplied on the same footing as was done for the service of the Luxembourg regiment upon its departure from here to Ceilon; the care of which we thought fit to leave assigned to the undersigned Chief Administrator Johannes Isaac Rhenius. That also in satisfaction of the sixth article, the lists of victuals and provisions which, in the manner just mentioned, would be embarked upon each of the transport ships, should be handed over to the frequently mentioned Colonel Commandant. Yet, since regarding what the aforementioned Colonel Commandant believed he could claim and demand in the seventh and eighth articles with respect to the augmentation of 45 stuivers to the pay of the soldiers, and the repairing of the arms, we unanimously understood that no authority is possessed here, nor qualification obtained, to acquiesce therein, so the order in that regard would still have to be awaited and expected from your Right Honourable Worships, as well as from the Most Honourable Lords Seventeen themselves. We take the liberty to inform your Right Honourable Worships hereby of the demands made above by the said Colonel Commandant in the said 7th and 8th articles, together with the reasons separately presented by his Honour in that regard, and on the other hand also respectfully to show that we have in no way been able nor allowed to comply with them. As being, in the first place, your Right Honourable Worships' order contained in your highly esteemed letter of 18 December 1786, which the said Colonel believed to be too precise regarding the matter for him, as his Honour expressed it, to have needed to provide himself with another, was found by us to have to be made specifically relative to what was to be observed in order to allow the soldiers of the Luxembourg and Meuron regiments, who had fully served their time, returning to Europe, to enjoy the bounty of one hundred guilders. While this order concerning the bounty had arisen with your Right Honourable Worships from the consideration that both the mentioned regiments, pursuant to their respective capitulations, having the right to all the emoluments and benefits which the other troops of the Company enjoy, would also without doubt claim the payment of the mentioned bounty, just as it was paid to the soldiers upon their return to the Netherlands after completing their term of service. Without your Right Honourable Worships—although the enjoyment of the bounty for the soldiers who had served their term and were returning can be deduced much more closely from the 18th article of the capitulation of the Meuron regiment than that there could be inferred from the same article any right to demand the increase of the monthly wages for the soldiers, which in the 6th article were fixed at ƒ9 a month, to be paid from the Company's treasury at 20 heavy stuivers—having nevertheless thought fit to issue any special instruction for the payment of the claimed 45 stuivers for each soldier per month above their fixed pay. Notwithstanding that the said Colonel, in the reasons submitted to support this claim, testified that complaints had been made on that account in the mother country by the Colonel-Proprietor of the regiment, and that his Honour had also enjoyed indemnification in that regard from the Honourable Company. monies, as well as in all other matters which they were already enjoying, to place them on an equal footing with the other troops here, can presently not be regarded otherwise than as fully answering that purpose, just as the offer thereof, pursuant to the same resolution, having been made to the Colonel Propriétaire, His Honour accepted it on that footing and has since enjoyed it: And why we also did not find it advisable, without a special order from Your Right Honourable Worships upon finding yourselves fully informed concerning this, to deviate therefrom, because the wages of the other soldiers of ƒ 13 a month here are reckoned at 15 sts. per guilder, and to those of the Meuron Regiment the guilder is paid out of the Company's treasury at 20 st.: on the contrary, if to the soldiers of the said regiment, above the 195 stivers which they, in this manner, enjoy equally per month with the other troops, an additional 45 st. per month were to be granted, a privilege would be accorded to the former over the latter, not only contrary to the said 18th article of the Capitulation, which Capitulation it was ordered must be strictly observed, but also in every way apt to stir up murmuring among the other troops, when they thus came to receive a lower payment than others their equals: or also, as has repeatedly occurred among the soldiers of the regiment itself, whenever this increase should be granted to them, the Colonel Commandant (as His Honour claims to be able to do in his submitted arguments) regards the said increase as not being intended to make the soldiers of the regiment enjoy more money than those of the battalion, but rather to indemnify the Colonel Propriétaire in a fair and reasonable manner: without it furthermore being possible in this matter in any way to take into consideration what was adduced by the said Colonel Commandant in his frequently mentioned submitted arguments, as if the soldiers of the battalion receive their wages in the Netherlands, and there enjoyed the guilder at 20 st.: since generally the soldiers of the battalion obtain their pay here, and are then, as said, paid at 15 st. per guilder; while there are very few to be found in the battalion who, having the intention to return to Europe in due time, by extraordinary savings, by performing extra guards for their comrades, or by other small earnings, obtain the possibility of leaving their wages standing and receiving the same in the Netherlands, whereby, on the other hand, such men must go without their monthly pay for all that time, or at least one or two years, and upon receipt must undergo some deductions, which never allow that they can reckon the guilder to themselves at 20 st.: Furthermore, in the third place, that concerning the claims of those 1940: 1: 3, which the frequently mentioned Colonel Commandant also came to demand, a disbursement from the Company's treasury can by no means be claimed, not even with the slightest appearance of reason, as the said sum arises on account of the repairs of the arms of the soldiers over a certain lapse of time, namely from 26 June 1786; when, after representations had been made repeatedly to the undersigned Governor, both by the head of the militia, Colonel Gordon, in his official capacity, and by most of the Captains of the said regiment, that he might please give the necessary orders that the soldier be treated according to the Capitulation; and after all the members of the Council, as well as the Governor himself, had deemed that from the 18th article of the Capitulation nothing else could be understood than that the repairing of the firearms must not be at the expense of the soldier, but must be paid from the sum of money enjoyed by the Colonel Propriétaire according to the same article; in such manner as this was also previously understood by the Commission which had served to examine the administration of the frequently mentioned regiment, pursuant to their report submitted at the meeting of 19 June 1784, and the said Colonel Propriétaire of the regiment himself had admitted in his Memorial of Justification dated 24 April of the said year; because, moreover, on several points, and among others concerning the maintenance of the firearms, there was extreme murmuring among the soldiers, and the same constantly tended towards desertion, and Your Right Honourable Worships, by dispatch of 12 May 1785, as mentioned above, had given orders to pay strict attention that the frequently mentioned Capitulation be accurately complied with; the undersigned Governor, consequently, with the concurrence of our opinion, had deemed that he could and should no longer delay altering some points in the domestic affairs of that regiment according to the best insight by His Honour's order of the aforementioned date 26 June 1786, and causing them to be executed exactly. Since the complaints brought by the former Lieutenant Colonel de Sandol Roy concerning the administration in general were made directly to Your Right Honourable Worships, the orders and further declaration of the very same regarding all the aforesaid points were constantly awaited, wherein it was deemed necessary provisionally to acquiesce. that the entire arrangement of Colonel de Meuron with regard to the settling of accounts of the non-commissioned officers and soldiers, etc., mostly in accordance with the meaning and intention of his Capitulation and the customs among the Swiss regiments in France and the Netherlands, was fully approved, and that the commanding officer of the regiment was permitted to restore the same arrangement to its former footing, as the undersigned governor also testifies to have put into effect immediately after the arrival of the aforementioned dispatch, without your Right Honorable Worships adding anything further thereto. And it naturally followed, it having been decided that the repairs would always have to be done by the soldier, at least that the aforementioned sum should never be at the expense of the Honorable Company, but subsequently should be recovered from time to time out of their pay from those soldiers whose weapons over the aforementioned time have been repaired at the expense of the Chief. The aforementioned Colonel Meuron having subsequently presented again the following various requests to the undersigned governor by dispatch, likewise accompanying this in copy, tending: Firstly, that since on the aforementioned four ships no more than eight hundred men could be embarked, and thus about three hundred men of the regiment under the orders of Captain de Meuron Motiër would remain behind here, although a good portion of them were in the situation of having served out their engagement, yet the Colonel presumed that the recruits expected by his Honor on all the ships for the Chamber of Zeeland, if not augmenting that number, would nevertheless keep it complete; therefore, in order to give a structure to the depot before his Honor's departure, suitable lodging provided with a kitchen and two kettles might be established for them, with the addition of two slaves for this service. Secondly, to also be permitted to continue a hospital on the same footing as was then the case for the regiment. And thirdly, that because of the shortage of provisions existing on the island of Ceylon as learned by the Colonel, his Honor might transport on the ships serving for the transport of the regiment, for a sum of two thousand rijxdaalders which the regiment had in stock, grain or flour to be purchased from the Company's warehouse or from private individuals here. Which dispatch and the requests made therein by the aforementioned Colonel de Meuron having been submitted by the undersigned governor to our meeting for deliberation, with regard to the first point, the said Colonel was required to provide an accurate list of all the men who will not be able to proceed to Ceylon on the aforementioned four ships, with the addition of the time of their engagement and its expiration, in order to be able to send such of them whose contracted time has expired and who might not re-engage with the regiment, pursuant to the instructions of your Right Honorable Worships, to the fatherland by the first opportunity of a ship, and thus to prevent them from remaining wandering about here in the Colony; and that then, in proportion to the number of remaining men, according to the available accommodation, a suitable storage place would be established for them, with the provision of the necessities serving for that purpose; while the arriving recruits would be treated in the very same manner as has been observed hitherto concerning those of the Luxembourg regiment. That, regarding the second, since out of necessity use would have to be made of the dwelling currently occupied by the Meuron regiment as a hospital for the service of the Regiment of Württemberg, and also maintaining a separate hospital for the few remaining men of the Regiment of Meuron, absent absolute urgent circumstances attending thereto, would constitute an all too great and useless burden for the Honorable Company, consequently the sick of the said regiment would in the future be cared for in the Company's hospital here, just like the other troops of the garrison; while the Colonel was nevertheless left the freedom to have them attended there by the surgeons of the regiment who might remain behind at this place. And that, with respect to the third, since on the Company's behalf use might be made of the spaces that would happen to remain available on the aforementioned four ships Josephus the Second, the Vrouwe Johanna, the Drie Gebroeders, and the Fortuijn, in order to provide the Government of Ceylon with wheat, this taken precaution thus had to be understood as completely fulfilling the objective for which one would otherwise have to permit the said Colonel to make use of those same spaces. communicated to us on the 22nd of January last, and upon this the undersigned member and secretary Oloff Godlieb de Wet having made known, regarding the complaints made by the said Colonel de Meuron about the alleged slowness in the beginning of the aforesaid letter with which resolutions had been handed over to his Honor, that although he had immediately drafted the same resolutions, yet, in addition to the manifold matters dealt with and resolved upon at our meeting of the 19th of December last, the voluminous dispatches to the mother country that departed in the beginning of the month of January with the ship De Jonge Jacob had caused him, the secretary, such a heavy workload that it would serve as sufficient excuse if thereby a few days' delay had arisen in the dispatching of the aforesaid resolution, no extracts of this resolution having been able nor allowed to be dispatched by him until after its resumption and approval, for which purpose they were promptly and dutifully handed over to the undersigned Governor, without the said Colonel having shown the secretary De Wet the least desire for a speedier receipt of the aforesaid extract, and for which aforesaid resumption the undersigned Governor likewise declared that, owing to continuous difficult occupations, he had not been able to break away any earlier; we have therefore, at the request of the said secretary De Wet, seen fit, in order that the complaints of Colonel de Meuron might cause no impression contrary to the satisfaction which he has always been able to perceive was afforded to us with the speedy completion of the matters concerning his office, to make this note in the resolution; it being remarked, regarding the subsequent assumption of him, the Colonel, concerning the article of the 45 stivers and that of the repair of the muskets, that although during the deliberation held upon his Honor's written expose cited above both of these articles were indeed regarded as different subjects, we nevertheless considered them to amount to the same thing only in this respect: that the claim made by his Honor could be granted by us in neither the one nor the other. While we, furthermore, seeing that our resolution of the date 10 April 1781 did not concern the regiment of Meuron, and that consequently no extract thereof could be granted to the said Colonel, thought it best to send such an extract to your Right Honorable Worships herewith for your highest elucidation; an extract having been issued to him, the Colonel, of the resolution dated 4 March 1783, speaking of the surplus granted to the soldiers of the said regiment, insofar as his Honor found himself not yet provided with it. And regarding the reasons for which the claim made for the 45 stivers and the repair of the muskets could not be granted, it was judged that these same reasons should serve solely for an accounting which we owe for our actions to your Right Honorable Worships, and that therefore, before this accounting had come to the knowledge of your Right Honorable Worships, and thereafter also without your highest pleasure and approval, no overture could be made to others. We therefore also, regarding the repair of the muskets, after considering the remarks further brought forward in that regard by the said Colonel, still persist in our decision mentioned above. I hope, moreover, that Captain de Meuron will conduct himself in such a manner as to deserve your protection, to which I have the honour of recommending him. Following the decision of the Noble Directorate of the Chamber of Zeeland of 15 March 1787, the post of Lieutenant Treasurer of the Regiment being vacant, I have the honour to propose to your Excellency Mr. Charles Borel of Neuchatel in Switzerland, to perform these duties ad interim; I hope that your Excellency will approve this appointment with the salary starting from the first of November last. Having learned that there is a food shortage on the Island of Ceylon which could cause extraordinary expenses for the Company or place the Regiment in a state of suffering and distress, I believed that we had a means of warding off this inconvenience for some time, and perhaps effectively enough to be able to await the relief that will not fail to be brought to this interesting Colony. The economic fund for the workers and food having about Two thousand Rixdollars to the good, I come to beg your Excellency to grant me for this sum grain or flour from the storehouses of the Noble Company, or else permit me to purchase it from private individuals and transport it on the vessels destined to carry us to Ceylon. The Lieutenant Colonel and I have judged that we could not make use of this sum in a more suitable circumstance and one which responded better to the institution of this fund than by providing a very useful relief for the non-commissioned officers and soldiers with a stake in this fund. The moment of our embarkation being no longer distant, I have the honour to explain to your Excellency that the Regiment being very heavily burdened with duty and having need to press forward our preparations, it would be of great interest to me to be relieved of a portion of the duty that we perform; to this effect, I beg your Excellency to have us relieved from the posts of Hout Bay, small quarter, Amsterdam Battery, Fort Chavonnes, and the Mouille, and do me the honour of telling me at what time the other posts will be relieved in order to prepare the duties of the troops. The decision of the Noble Council of Policy of 19 December last was only delivered to me on the 5th of this month, and that of 8 January only on the 14th; this delay in the offices is all the more prejudicial to me because the time I have to spend in this Colony is very short, and because I need a suitable amount of time for the translation. The matters in question in the first being of consequence, I beg your Excellency to distinguish the article of the 45 livres which I claim again from that of the repair of the arms. The first is a consequence of the capitulation arising from articles 6 and 18 with a precision that no circumstance can alter; I beg your Excellency to have an extract of the resolution of 10 April 1781 sent to me, and as in the decision of 19 December last it is said that the Noble Council of Policy will send to Europe the reasons that I allege to solicit this sum, as well as the reasons for which it was refused to me, I hope that your Excellency will find it just that these reasons be communicated to me, in order to defer to them if they are conclusive, or to reply to them if they are susceptible to it. The other is a consequence of the order of 26 June 1786 which our Lords and Masters have not approved; I touched lightly upon this matter in my letter of 10 December; I thought that your Excellency would have appreciated the manner in which I made the request for it. If your Excellency deigns to cast an eye upon the nature of this claim, you will see that without the order of 26 June, I would not be in a position to make it, and that the Gentlemen Directors having pronounced on the principle, will not be able to refuse the consequence, especially when presenting it to them in the clear light of which it is capable. I have had an account rendered to me of the tools which are in the workshops, originating from the storehouses of the Company; I found seven armourer's vices in fairly good condition although old; one anvil which was given in place of one that remained aboard the vessel Le Fier; one iron pot for melting lead to replace one broken aboard Le Fier, the pieces of which were returned to the storehouse; one grindstone worn well down; one small pair of compasses; plus eight augers, nearly worn out. If these tools are necessary for the storehouse of the Company, I am ready to have them returned against a receipt stating that these items were furnished to us here by the Company, so that we may obtain them likewise in Ceylon. I shall have the honour to observe to your Excellency that when the Regiment of Luxembourg departed, it took all effects of this nature with it; if I obtain the same advantage that I solicit, I will make a receipt for it which will be sent to Ceylon to state that these items belong to the Noble Company. May I know if the soldiers will receive new blankets with the hammocks for embarking, or if they will take with them those they use in the quarters. I observe, in looking through the decision of the Noble Council of Policy of 8 January, that your Excellency makes no reply to me regarding the appointment of Lieutenant Treasurer ad interim, which I had the honour to propose to you in favour of Mr. Borel.
