Copy The Undersigned finds himself obliged, Gentlemen, to inform you of his concerns regarding the fate of three letters he wrote to Sieur van Blerc, an inhabitant of the Cape, with whom he formerly had friendly relations. His first dispatch contained a friendly letter for the said Sieur, with a request for wine and fruit provisions payable to the bearer, as well as a packet addressed to his correspondent in Bordeaux, which he begged him to deliver to Mr Monneron van Burkle in Vespae. His second letter contained one from Mr Monneron addressed to Mr de Sousa Lagé at his residence, with reproaches to the said Sieur van Blerc regarding his negligence in giving him news and in informing him to whom he had delivered his packet. His third letter contained new reproaches regarding his silence and his manner of acting, with a demand to return his packet to him if it was still in his hands, or else a declaration on his part to know by what means he had sent it away. The first packet of the undersigned was handed to Sieur Malet, Captain Lieutenant of the vessel, who told him he had dispatched it to his father at the Cape, begging him to deliver it to Sieur van Blerc. The second was handed to the Captain of the vessel, who himself addressed it to Sieur van Blerc in the presence of the undersigned. The third was handed to the Captain of the vessel, who dispatched it in the presence of the undersigned. There is therefore no doubt, Gentlemen, that the three packets were delivered to Sieur van Blerc, and that the said Sieur maintains silence without the undersigned being able to imagine the reasons for it. He expects from your decency and your justice, Gentlemen, that you will be so good as to have this man questioned and make him produce his letters. Copy 1788, the 24th of March Gentlemen, Although by the last reply I had the honour of giving you I had imposed upon myself the rule no longer to importune you with any of my writings, especially after the demand you made of me to that effect, I nevertheless find myself compelled to do so again in relation to a reply I received from the chargé d'affaires of my nation. He tells me that, following the depiction I gave him of my sufferings, he went to the Governor to ask him if it were possible to put an end to them, that the Governor replied to him that it was not, and that no one whomsoever could disembark at the Cape, given that a consultation signed by the principal physicians was opposed to it. As this reply is no longer ambiguous, and as it appears that you are determined, Gentlemen, to leave me in the state of suffering to which you have reduced me for two months, without being willing to procure me the shadow of relief, although my health permits me less than ever to continue my voyage before having worked to restore it, I am forced to beg you to be so good as to obtain for me a passage on the French packet boat which is here in the roadstead and which you proposed to Messrs de Bas and de la Roche, with a request on your part to propose it to me as well, which they have done. Copy From the Faculty of Medicine, upon whose opinion our preceding precautions to preserve this Colony from the contagion of smallpox were entirely founded, we have requested a further report and considerations as to whether the passengers and crew of the vessel Avenhoorn could not be permitted to come ashore here. However, this Faculty in its report of today still insists that these measures taken must be executed if one does not wish to expose this Colony to the most frightful misery; and since it is principally understood in these measures that as long as the vessel shall be here in the roads it cannot be permitted to anyone to disembark from it, we have dared not take it upon ourselves to deviate from them, thus drawing upon ourselves the most bitter reproaches and rendering ourselves completely blameworthy if, unhappily, in one way or another, something that may be hidden somewhere in the vessel should spread the contagion. It is therefore entirely impossible for us to sacrifice the well-being of the Colony to the desires of any individual, whatever regard we might otherwise wish to have for him, and however much we share in the unfortunate fate that befalls him. You ought to have seen and reflected upon these circumstances, as they are also communicated to you by us, as the true and sole reason for these measures, when you could have delivered yourselves from them by leaving the vessel Draak, for which there was enough time remaining; and on our part we would have granted all possible facilities. Certainly in that we have shown that we would respond perfectly to the purpose of your arrival with this vessel, as you obtained it from the High Government of Batavia, and as this was communicated to us by their Most Nobles, who were unaware that you would be obliged to stay here for some time No. 8. Gentlemen. for for your private affairs, which doubtless you would have also been obliged to communicate to them at that time. We do not wish, however, to place the least obstacle in your way in that regard, insofar as it can be done without failing in the obligation to preserve this Colony from the miserable consequences that are feared. At present, another opportunity presents itself to continue your voyage to Europe on a French vessel, namely the King's packet boat No 10, which arrived here in the roads yesterday, by which you will be able to end and prevent all the griefs that might result for you; and in case you do not wish to make use of it, or should the stay of this vessel be too short, or should it not be able to take you, which we leave rather to yourselves to investigate, we shall endeavor to procure you another opportunity upon the arrival of the first return vessels of our nation. However, since we do not have the freedom, as we have said, to permit you to land here, we leave you entirely free to choose whether you wish to remain on the vessel Avenhoorn or land at Robben Island and await there the precautions to be taken. If the latter proposal pleases you, we have given orders to the Commander of the island to give you the most comfortable lodging in his house, and to procure for you at your expense all other conveniences. We beg you to communicate this also to Mr. d'Hugonet and to his governor. The officers of the vessel Avenhoorn have orders to return with this vessel to Robben Island, and since they are obliged to have all the slaves carried ashore there, as will still be indicated to them by one of our chief surgeons whom we are sending expressly for this purpose. If any dispute should arise regarding the interpretation of these conditions or regarding the working of the materials, such matter shall, for the best of the work and with prior knowledge of the Gentleman Commissioners, be interpreted and decided by the Director of Fortifications. And if anything should have been forgotten that was nevertheless required for the completion of the work, the contractor shall be obliged to supply or have such made at his own expense, provided it does not exceed the sum of two hundred Rix-dollars, with the remainder to be satisfied on behalf of the Company pro rata according to the General Articles. The time of delivery of the entire work is set for the 1st of the month of August 1788, provided however that the flat roof and all exterior walls that are exposed to the daylight must be plastered before the 15th of May of the same year 1788. And the contractor shall be obliged, for the period of one full year after the delivery of this work, to keep its maintenance for his own account, and to have all damage that might occur to it during that time repaired at his expense, without being able to claim any compensation for this. Payment shall be made by warrant of the Right Honorable and Valiant Lord Governor, upon attestation of the Director of Fortifications, in four installments: the first when one-fourth part of the entire work shall be finished, at which time the contractor will be able to receive one-fifth part of his stipulated wage; the second installment when half of his contracted work shall be ready, at which time he will also be able to draw one-fifth of the total sum of his contract money; the third when three-fourth parts of his work shall have been brought to completion, at which time he will again draw one-fifth of his stipulated wage; and the fourth or final installment after completion and upon delivery of the entire work, at which time the remaining two-fifth parts of his contract money shall be paid to him out of the Company's treasury. Furthermore, it is granted to the contractor that, in the event he should find himself in difficulty due to a lack of ready cash for the purchase of materials or for the payment of wages and should desire any advance of money against his stipulated wage, he may address himself in this regard to the Gentleman Commissioners in order to make the necessary arrangements concerning this. The entire aforementioned work, with the supply of the specified materials and the supply of all the necessary ironwork to be made for it at 11 stuivers per pound, has been contracted in a single lump sum for an amount of forty-nine thousand Rix-dollars, by the citizens Jacobus Johannes Vos, Jan Hendrik Vos, and Arend van Wielligh, under the terms and conditions as stated above; for the fulfillment of all of which they bind themselves jointly according to law. Thus, the undersigned could cherish only the best-founded hope that Your Right Worships would have been graciously pleased to approve this promotion, which was fair with regard to his person and necessary with respect to the service of the Honorable East India Company. and Honorable to the High and Mighty Lords Majores at the Illustrious Assembly of Seventeen to be permitted to petition for the rank and salary of junior merchants, and that this request would be favorably granted by Your Right Honorable and Honorable Sirs to the aforementioned ordinary commissioners; that although the aforementioned ordinary commissioners have made the aforesaid request without any communication with the undersigned, and even without all those who, just as the undersigned according to their seniority and services, if not ahead of them, at least alongside them could have aspired to the aforesaid rank, the undersigned will nevertheless not attempt to investigate the grounds upon which said commissioners might imagine having more right to make such a request, as the undersigned, under correction, trusts that the contrary thereof will otherwise be sufficiently evident to Your Right Honorable and Honorable Sirs, but merely takes the liberty to respectfully demonstrate to Your Right Honorable and Honorable Sirs: That the undersigned, besides enjoying junior merchant emoluments, is also one of the oldest active bookkeepers in the service of the Honorable Company; that however much free housing and free meat are attached to his post, his office nevertheless yields not the least income besides these, but that the same, aside from the aforesaid meat and housing, brings him nothing other than the salary and emoluments, and consequently a very meager livelihood, from which, during the expensive times that have prevailed here for some time and still continue, however frugally managed, he has only been able to live very soberly; the undersigned notes, had he been blessed with children, in which case he would have had absolutely no sufficient subsistence in his office; the activity and scope attached to his service having nevertheless increased from time to time to such an extent that it now provides him with fully three times more labor than his predecessors ever had. Honorable, Valiant, Highly Esteemed, Highly Wise, Prudent, and Most Generous Gentlemen, High Governing Gentlemen. Having successively rendered to your Honorable, Highly Esteemed Excellencies our dutiful report on the matters that have occurred and were carried out or concluded in this government since our respectful general letter of April 21st of last year, the latest of which is contained in our humble letters of the 5th of the recently passed month of April, we take the liberty at present dutifully and also with the utmost respect and reverence to bring before the eyes of your Honorable, Highly Esteemed Excellencies the general report of the remaining matters that still concern this government, and thereby under the main section of Letters and Papers Departure of two private return ships and of some other vessels to the Indies to advise beforehand that our aforementioned respectful letters of the 5th of the past month of April were dispatched with the chartered private ships Dordrecht and Broederslust, which sailed from here on the 10th following thereafter, thus proceeding to whatever remains further to report concerning Ships and Vessels. Section 2. We have the honor to inform your Honorable, Highly Esteemed Excellencies that the State's frigate of war De Valk having departed from here for Batavia on the 13th of the past month of April, the State's brigantine vessel De Diana also left this roadstead on the 16th of the same month to pursue her voyage to Ceylon. While further also having set sail on the 20th ditto for the aforementioned principal seat of the Indies, the ships chartered by the Honorable Company De Vrouwe Jacoba Maria and Lucia Theresia, we have furthermore already dispatched thither on the 23rd following thereafter the Company's and chartered ships De Generaal Maatsuijker, Regt door Zee, Drechterland, De Afrikaan, and Wirthlust, as well as yesterday, the 29th of this month, the private ships Gatenisse and De Geertruijda en Petronella, but all of which keels are for the present still detained here in the roadstead by contrary winds. Reappearance here of the returning keels mentioned alongside Section 4. And furthermore, there have appeared here the following three Company return vessels, namely: 12 April: Neerlands Welvaren with 1 dead, no sick ditto: Canton with no dead, no sick 14 ditto: Sparen with 2 dead, no sick The first two mentioned having departed on the 26th and 24th of January from China, and the last on the 27th of the same month from Bengal. Whereof two have again been dispatched to the Netherlands. Section 5. Just as also on the 19th of April aforesaid there returned here from Batavia the passage ship De Goede Intentie, which left the aforementioned principal seat of the Indies on the 21st of the aforementioned month of January and sailed from the Sunda Strait on the 29th ditto. Of which three aforesaid Company ships, Neerlands Welvaren, Canton, and Sparen, the first two mentioned find themselves dispatched as of this date to depart together from here, but in which the ship Sparen has been prevented because the upper works are completely worked apart, which requires a repair with new knees, and the fore-rigging must also be completely renewed. officers who would be required for the service of that small vessel here in the roads, we can in this respect now dutifully further inform your Right Honorable Noble Worships that, having subsequently appointed to the said vessel as Lieutenant the Chief Mate Pieter Matthijs Klinkert, who arrived here with the packet ship Windlust, and also as Sub-Lieutenant the person of Johannes Henricus de Wit, who formerly served as a Lieutenant at sea in the Country's service, but returned a considerable time ago to this his birthplace, we furthermore, upon the proposal submitted by the Acting Master of Equipment here for the necessary manning of the said vessel, had to resolve that, besides the aforementioned three officers, its further crew shall consist of a Boatswain or Boatswain's Mate, two Quartermasters, a Cook or Cook's Mate, a Steward or Steward's Mate, and eighteen common seafarers. And whereas among the reasons which we took the liberty in our just mentioned recent respectful letters to present to your Right Honorable Noble Worships as having caused this government to resolve, for the greatest service of the Company, to purchase the aforementioned small vessel the Helena Louisa, the necessity thereof being noted, among other things, for the possibility in which we would then be placed to employ the frigate the Meermin this year again for fetching a cargo of timber from Plettenbergsbaaij; by which, however, the difficulty had not yet been removed regarding bringing the grain from Mosselbaaij hither, and for which we had continually hoped that in one way or another an opportunity would have presented itself, of which one however finds oneself destitute up to now; so that if the provisioning ship Avenhorn sent hither from Batavia were also to be reloaded here with wheat and other grains for that capital, the necessary stock here would thereby be diminished, without any means remaining at hand to be able to replenish such again by that which is at Mosselbaaij; and which grains in Mosselbaaij would meanwhile, to the great prejudice of the Honorable Company, have to be left to spoil, considering that one could not then make use of the same there. Which interest having been taken into consideration by us as to the best manner to extricate oneself from this predicament to the greatest service of the Company, we after mature deliberation hereupon had to resolve to dispatch the said provisioning ship Avenhorn to the aforementioned Mosselbaaij, in order, instead of conveying from here the wheat and further grains which we should still have had to send with the same to Batavia, to fetch those grains in the aforementioned bay, and therewith directly let its voyage be prosecuted to the aforementioned Indies Capital. Then, the same being obliged first to sail from the roads to Baaij Fals for the conveyance of necessary supplies, but since that bay cannot be touched before the month of June, and it is by no means advisable to let that ship linger in these roads until its proper departure thither, but the same will first have to proceed to Baaij Fals for that purpose, we have also seen fit to make that vessel depart at once for the last-mentioned bay, and therewith at the same time ship thither all such provisions and ship's stores as are still required in that bay, and which upon the departure from here of the aforementioned frigate the Meermin, presently already in the same bay, could not be loaded into the same; so that the aforementioned frigate, which would otherwise have to come back hither for that transport, may remain exempt therefrom, so as not to be set back from the above-mentioned projected voyage to Plettenbergsbaaij in the event of encountering adversities in sailing to and fro. And subsequently to be escorted to the aforementioned Mosselbaaij by Captain du Mini, placed in command on the frigate the Meermin for that duration; and whereas we furthermore, considering that neither on the Avenhorn nor on the Meermin among the officers was there anyone who had ever been in Mosselbaaij or Plettenbergsbaaij, and that likewise no firm reliance can be placed on the old sea charts of the same, have also judged it advisable for greater safety for both these vessels for that voyage to place the Sea Captain Francois du Minij, as having frequently visited the same bays, on the frigate the Meermin for that duration, and have the same at once escort the ship Avenhorn to Mosselbaaij, we shall to that end also make both these vessels sail together from Baaij Fals to the last-mentioned bay.
