proposal of the said Lord Colonel to remedy this without causing the least expense to the Honorable Company, it was thought best by us to agree to it, and that therefore commissions of Captain Lieutenants might be granted by him, the Colonel, for the aforementioned service to the four senior Lieutenants proposed in the said memorial, van Stokhorn, van Mijlius, van Winckelman, and van Hugel, without, however, any increase in salary, and with the reservation of rank for senior Lieutenants of the same Regiment who are still expected with the second Battalion. Just as we have also granted to the said Lord Colonel, for the fair and well-founded reasons cited in the referenced memorial, permission to grant commissions of Ensigns to the two standard-bearers of the said First Battalion, Dobernis and Scharbleu, and this likewise without enjoying any higher salary. With the further condition that this promotion in ranks above the capacities that the same officers previously held shall only be considered to remain valid in the future insofar as it shall please Your Right Honorable Worships to approve the same. The said Lord Colonel van Hughel, having also demonstrated that the best non-commissioned officers of his Regiment had died on the voyage here, so that the lack thereof must cause the training of the soldiers to proceed very slowly, having strongly insisted on being allowed to re-engage in the Wurtemberg Regiment certain three sergeants discharged from the Meuron Regiment, which previously departed from here, on account of the completion of their contracted time, they being very capable subjects for the training of the troops, we, both because of the necessity thereof for the service of the Honorable Company and the savings that would thereby be achieved for the same, have likewise deemed it necessary to consent to this, as the aforementioned three sergeants were then also taken into his service by the aforementioned Colonel of the Wurtemberg Regiment. We have also granted the same Colonel, upon his request, permission to re-engage for five years under the cited Wurtemberg Regiment two soldiers who had also received their discharge from the Luxembourg Regiment due to the completion of their contracted time and arrived here with the ships de Paarl and de Jonge Frank from Ceylon, in view of their own voluntary offer made for this purpose. Furthermore, it having been requested by the repeatedly mentioned Colonel, since a very capable surgeon died on the voyage here, with regard to the large number of sick among his Regiment, to be provisionally allowed to employ for that purpose the soldier Johan Henrich Exter, who is in the Company's service, we have attached that person to the said Colonel for that purpose until such time as it should be deemed necessary to demand him back. And whereas the repeatedly mentioned Colonel von Hughel, in a memorial respectfully accompanying this, has further come to request that, pursuant to the Capitulation, suitable dwellings might be fixed for the accommodation of the sick of the Regiment, and this all the more since at that time the second Battalion was already expected daily; so have we, taking into consideration not only the large number of sick brought here with the First Battalion, but also that the Regiment was brought to 1800 men by the Capitulation, whereas the Regiment of Meuron consisted of 1100 men, and thus 700 heads fewer; for which latter Regiment a dwelling was rented for Rds 60 per month, in which there was nevertheless no more space than was useful for housing the ordinary number of sick of that Regiment; caused to be provided to the aforementioned Colonel, in proportion thereto, a sum of Rd 100 per month in order to rent therewith such dwellings in the most convenient places of this town as are required for the suitable accommodation of the sick of the Regiment. Furthermore, the frequently mentioned Lord Colonel van Hughel, in a pro memoria also respectfully attached to this, has made known to us the poor construction and condition of the field forge of his Regiment, so that he could make no use of it, with the attached request that he might be provided with another capable one in its stead. Whereupon it was thought best to have the aforementioned field forge examined further by such persons as might possess the greatest capability and knowledge for that purpose. And subsequently the Lieutenants of Artillery George Fredrik Ruchler and Hendrik Willem Routke, together with the Master of the Company's armory here, Johannes Fredrik Heijdenreich, and the bombardier and mechanic Pierre Dique, having been commissioned for that examination by the undersigned Governor, it was reported by them: That the construction of the cart of the said field forge was not good at all, that the wheels were too weak, the ladders were in pieces, and they had never been well made; that there was also no partition in the interior of the cart itself, due to the missing plate for the tools, the iron, and whatever else belongs to a field forge; that furthermore the furnace was too small and not well arranged at all, and the bellows did not hold wind and was found to be far too small.

Upon receiving this report and based on the aforesaid declaration made by the said Colonel that the field forge cannot be used, we were obliged to resolve to have another suitable field forge manufactured locally for the Regiment, and in the meantime to have the aforementioned unusable one preserved until we may have learned the orders and pleasure of Your Noble Right Worships concerning this matter; wherefore we now most respectfully request that it may please Your Worships to instruct us herein, while we hope in general to have proceeded and acted in accordance with Your Worships' esteemed pleasure regarding what has been treated hereinabove with respect to the frequently mentioned Württemberg Regiment. We furthermore take the liberty to let this be accompanied by a further requisition on behalf of the [illegible]. No. 1. Patria Per the Dutch private ship De Goede Intentie. To the Noble Gentlemen Directors of the General Dutch Chartered East India Company, at the Chamber of Middelburg. Noble, Firm, Right Worshipful, Most Wise, Prudent, and Most Generous Gentlemen! Commanding Gentlemen! Per the return ship Canton, which departed from here for the Netherlands on the 5th of this month of May, we had the honor to convey to Your Noble Right Worships our latest humble letter of the 30th of April prior; taking the liberty to refer to which, we shall now dutifully inform Your Noble Right Worships that also on the aforesaid 5th of this month the chartered ship Gaternisse departed for Batavia, whither Your Noble Right Worships' Chamber ship Bletterswijk was dispatched on the same day, and subsequently sailed forth likewise on the 11th ditto; while the private ship De Geertruijda en Petronella continues for the present to remain in this roadstead. Having, among other things, in our above-mentioned latest humble letter advised Your Noble Right Worships of the arrival here of the ship De Vrouwe Agatha, we have since seen, both from the esteemed communication received therewith from Your Noble Right Worships concerning its destination and from the charter party of that vessel, that it is destined to return to the Netherlands and not to Ceylon, but that the ship Rhijnoort shall serve to be employed for transporting thither the Meuron troops still remaining here; wherefore we shall dutifully take this and everything else Your Noble Right Worships were pleased to inform us of in the aforementioned missive as our guidance. Furthermore, having the honor herewith to present to Your Noble Right Worships an authentic copy of the declaration issued by the superior and deck officers of the above-mentioned vessel Bletterswijk regarding the cleaning and keeping clean of its keel, we also find ourselves obliged, with respect to the Swiss Regiment de Meuron that departed from here, further to inform Your Worships that, written requests having been made in our meeting of the 5th of February of this year by Captains Louis Henrij le Nieps and de Valmesnil belonging to the same, in order to be discharged from the said regiment for the reasons stated therein and to be placed with the troops under this Government, we judged that we ought to submit those petitions to Your Noble Right Worships; just as authentic copies thereof are also respectfully presented herewith to Your Worships, to the contents of which we refer, adding that the said Captains Henrij le Nieps and de Valmesnil have since departed with their aforesaid regiment for Ceylon. Copy To His Excellency, His Excellency the Governor of the Cape and the Most Noble Councilors of the Regency. The undersigned Colonel Commandant of the Regiment of Wurtemberg has the honor to represent to His Excellency that, by the departure of the Regiment of Meuron, twenty Captains are replaced by only ten from the two battalions of the Regiment of Wurtemberg, resulting in an overload of service for the Captains, which the undersigned begs His Excellency to be so kind as to remedy by granting the Brevet of Captain-Lieutenants to the four most senior Lieutenants, de Stokoin, de Mylius, de Winkelman, and de Hugel, with reservation of rank for their seniors who are arriving with the second battalion and for whom the same favor will be requested in due time. It is hoped all the more that this favor will not be refused to the regiment, as an increase in pay is not requested for them. It only remains to place before His Excellency's eyes the compatibility of this request with the Capitulation and Constitution of the Regiment. There were in the Regiment of Meuron four officers per Company: Captain, Captain-Lieutenant, and Sub-Lieutenant, that is to say two per Company who performed the service of Captain in the garrison, and two that of Subalterns. There are at the head of the Companies of Wurtemberg likewise four officers, with the difference that there is only one to perform the service of Captain and three for that of subalterns. If His Excellency therefore deigns to grant the requested favor, there will be, without costing the Noble Company anything, as in the Battalion of Gordon and the Regiment of Meuron, per each Company: 1 Captain Commandant, 1 Captain-Lieutenant, and two subalterns. The Captains will be relieved, and the Lieutenants will not be overloaded, given that there remain per each Battalion two more Lieutenants than there were in that of Meuron. The undersigned further dares to submit to the justice and discernment of His Excellency the following consideration: although it is forbidden by the Dutch ordinance for a sergeant to carry the colors unfurled, it happens nevertheless that those of Wurtemberg are carried only by two color-bearers having the rank of sergeants. It cannot but be distressing to the regiment to see less honor attached to an office everywhere so justly honored for the good of the service, and the undersigned begs His Excellency to be so kind as to grant the Brevet of Ensign to the two color-bearers, to equalize the Regiment with all those of the Dutch armies. The individuals for whom it is requested, Messieurs d'Obernil and Scharbleu, may aspire to it as much by their birth as by their conduct. Done at the Cape of Good Hope, 3 March 1788. As the Most Noble Company has deigned to grant the Regiment of Meuron for the rent of its hospital the sum of 60 rixdalers per month, the undersigned Colonel-Commandant of the Regiment of Wurtemberg has the honor to request from His Excellency an increase of 40 rixdalers, making one hundred rixdalers per month, given that the Regiment of Wurtemberg, once assembled, will be nearly half as large again as that of Meuron. His Excellency is at the same time begged to be so kind as to accelerate the resolution as much as possible, since the regiment must take charge of its sick on the 15th of the current month and have them transported to the premises in question, in order to clear the present one, which is necessary for the reception of the second battalion, of which ships may arrive daily. Copy 55 154 Copy Having been expressly commissioned by Your Right Honorable, Noble, and Respected Sir to examine a field forge belonging to the Artillery of the Regiment of Wartenberg, we have the honor to submit our findings as a humble report as follows: that the construction of the wagon is not good at all, the wheel axles and heavy parts being broken to pieces and never having been properly made, and also that there is no partition within the interior of the wagon itself, as there is no space for tools, iron, or whatever else belongs to a field forge. Secondly, that the furnace is too narrow and not at all properly arranged, and also that the bellows hold no air, and the same were found to be much too small. After the aforementioned ships Sparen and de Goede Intentie had received their dispatches under date of the 13th of this month, and were thus awaiting a favorable wind to leave this roadstead; while also the provisions ship Avenhorn and the brig the Helena Louisa were ready for their departure to False Bay, and work was also being done on the ship de Agatha, which was already unloaded, for its speedy return voyage, a storm from the north-west arose on the 16th of this month in the afternoon, so violent, which was accompanied by high and furious seas in this Table Bay, that thereby in the following night the ropes of the ship Sparen were smashed to pieces and its launch was carried away, this vessel having also lost one anchor and rope, de Goede Intentie two anchors, de Agatha two anchors and two ropes, and the Helena Louisa one anchor and rope; all of which vessels, however, through the speedy calming of that tempestuous weather, were still happily spared from further disasters; but we must with regret inform Your Right Honorable and Highly Esteemed Sirs that the ship Avenhorn alone met with the unfortunate fate of being driven onto the shore in that same night of the 16th of this month, after the loss of all five of its anchors and ropes, without it having been possible, notwithstanding the distress shots fired by that vessel, to bring anew assistance of anchors and ropes to the same; having however, through the precautions taken to have burning lanterns lit at the best stranding place, since the ship was steered toward them, arrived clear of the rocks and was still preserved from being smashed to pieces, and the crew was also, with the exception of one man, happily saved, although very little probability remains of being able to refloat that vessel, as it has worked itself from behind into the sand to a depth of eleven feet; in addition to which, as the water runs out through the sheathing, the same is presumed to be broken in the bilge. Meanwhile, having been taken into consideration by us in this matter, that the four other aforementioned ships anchored at this roadstead have all remained in place, and although the loss of anchors and ropes on that occasion was also common to all of them, none of them, however, lost more than two anchors with their ropes; and that also the mentioned ship Avenhorn presumably, through the open gunroom ports, immediately filled with water upon stranding from the seas breaking in at the rear, which caused a greater burden of pressure into the sand, and also for the spoiling of the goods loaded in that vessel.

and provisions; we have deemed it necessary to place the matter in the hands of the pro interim Fiscal of this government, and instructed the same to conduct a proper and thorough investigation as to whether and to what extent the aforementioned accident arose through any negligence or neglect of the officers or anyone of the crew of the mentioned ship Avenhorn, and whether the mentioned officers, for the preservation of the ship and cargo, could and should have exercised any care that might have been omitted in this instance; furthermore, also whether the same officers applied their diligence to be ready with the ship to depart from these roads by the appointed time of the middle of this month. And since an investigation of that nature particularly also requires the remarks and advice of maritime experts, we have likewise seen fit to expressly commission the Captain at Sea and pro interim Master Attendant here, Ian Arnold Voetelen, in order, alongside such other maritime experts as shall still be at hand, or are to arrive here in the meantime, and can properly assist in this matter, to be present at the said investigation to be conducted by the said pro interim Fiscal, and to supply therein the remarks, considerations, or advice that may serve the matter. We shall not fail, regarding the outcome of the aforementioned investigation, to forward the required information to Your Right Honourable Worships in due course as is our duty. The aforementioned vessel, having again been provided with a new pintle and further put into a condition to be able to depart tomorrow, while the Goede Intentie is already prepared again today for the journey, we hope that the same vessels, for departing these roads, will soon obtain the help of the wind, and may continue their journey further without mishap to the fatherland. Meanwhile, through the mentioned unfortunate incident of the ship Avenhorn, the destination of that vessel both to False Bay and to Mossel Bay having now been thwarted, to the end, as we had the honour to inform Your Right Honourable Worships in our humble letter of the 30th of April last, of fetching from there and transferring to Batavia the wheat and further grains delivered to the Honourable Company in the last-mentioned bay, and we thus being obliged, for the relief of the Honourable Company from the loss which would necessarily arise for it from those grains remaining lying there, to employ all possible means and care; this has brought us to a negotiation with [illegible] costing the same upon their embarkation from here to the Indies. Mossel Bay, there shall accordingly be paid on each of the two hundred and twenty lasts which constitute the size of the ship eight guilders per last, as well as two ten percent ordinary average for each of the said two months, to be enjoyed upon return to the Netherlands, and the said two months shall be considered earned upon the departure of the ship from Mossel Bay. If unexpectedly, and may God forbid, the ship should happen to be wrecked on the voyage from False Bay to Mossel Bay, the aforesaid freight moneys shall be considered to have been half earned and eligible to be enjoyed. The ship shall in False Bay, on behalf of the Company, additionally be provided with a heavy anchor and cable, in order to be able to make use of them, if necessary, in Mossel Bay, but the said anchor and cable may not be used except in the event that weather and wind might require the dropping of the third anchor; and in case this necessity should not arise, or if the anchor and cable should not happen to be lost through having been used, the anchor and cable must be handed over in Mossel Bay to the commissioners there. If it should happen that, contrary to expectation, the ship in Mossel Bay should be detained longer than the said two months for its aforesaid full loading, eighty guilders shall be paid to the skipper for each day that the ship shall have been detained longer. In addition to which it is also expressly conditioned that, in the event the owners or bookkeeper of the ship might deem it necessary to take out insurance on the ship for the said voyage to Mossel Bay, and the insurance premium in such cases should happen to be higher than the insurance premium for one of the domestic voyages for which the ship, arriving in the Indies, may be employed, that excess amount of the insurance moneys shall be credited or paid out by the Honorable Company upon return to the Netherlands to the said owners or bookkeeper. The lay days stipulated in the charter party entered into by the Honorable Company with the owners of this ship on 16 and 19 July 1787 before the Notary Pieter Galenus van Holen and witnesses in Amsterdam, shall be considered suspended from the day of the ship's departure from False Bay, and the same charter party shall in all respects resume its course on the day that the ship shall be fully laden in Mossel Bay. The aforementioned skipper Krygsman shall, with respect to that which is not specially conditioned herein, and also regarding the delivery and accounting of the cargo at Batavia, be obliged to comply with the general conditions expressed in the cited charter party. was that for a ship sailing thither, insurance could be obtained for an ordinary premium, it had therefore become necessary for him to stipulate such high freight charges and the other attached articles, so that from this the extraordinary insurance could be made good, and also a profit from the same voyage could remain for the underwriters; we pointed out to him, the skipper, that however high the insurance monies might run, Mosselbaaij, at whatever time of the year it might be navigated, could never be deemed more dangerous than the roadstead of Colombo, whither the ship might nevertheless be sent, and the present time of the year, on the contrary, makes the said Mosselbaaij little less safe than the Baaij Fals; on top of which this Government, before proceeding to navigate that bay, had had it accurately surveyed, and furthermore that, although the charts of that bay cannot yet be fully relied upon, Captain Francois Du Minij, having frequented the said bay, could well be ordered to put in there beforehand with the frigate de Meermin, which is about to depart for the Plettenbergsbaaij, and to lend all possible diligence and assistance toward the speedy loading of the ship de Johanna Jacoba, it is from all this by no means to be presumed that the premium of insurance would amount to more than that for the voyage from Batavia to Ceijlon, without in such and other cases any freight monies or average having been conditioned in the charter party. The said skipper Krygsman having reflected upon this, and we subsequently having entered into further negotiations with the same for an accommodation regarding the aforesaid conditions proposed by him, we, after a calculation made that because the wheat in the Mosselbaaij through deduction of the tithe for the lord's right, and ten per cent for the sea freight, currently costs the Honourable Company no more than Rd:s 18:- for the ten mudden, whereas the ten mudden of wheat sent from this bay to the Indies, upon their receipt in the Company's warehouses here, after deduction of the tithe, cost Rd:s 24:-, so that through the freight monies, average, and that which follows hereafter, no higher price than that of the latter will be added to the first-mentioned wheat, the quantity of which, as already noted in our missive of yesterday, will amount to at least 3000 mudden, in order furthermore to lose no time in this, had to resolve to agree and come to terms with the oft-mentioned skipper Krygsman in the following manner, namely: That the aforesaid ship de vrouwe Johanna Jacoba must be ready by the beginning of the upcoming month of June to proceed from the Baaij Fals to the Mosselbaaij to take in the aforesaid cargo of grains, in order subsequently to transport them to Batavia; That this journey to take in the cargo will be reckoned to last the time of two months, beginning on the day of departure from the Baaij Fals, and that on account thereof, for each of the two hundred and twenty lasts which constitute the size of the ship, eight guilders per last and ten per cent ordinary average shall be paid in the Netherlands for each of the said two months; That in the event (which God forbid) the ship should happen to meet with disaster on the voyage from the Baaij Fals to the Mosselbaaij, the aforesaid freight monies may be enjoyed for one half; That the ship will be provided in the Baaij Fals on the Company's behalf with a heavy anchor and cable, though not to be used in the Mosselbaaij except in case of necessity, and which anchor and cable, if not used or if lost by accident, must be returned to our commissioners in the Mosselbaaij; That for every lay day that the ship is detained in the Mosselbaaij longer than aforesaid, ƒ 30 shall be paid to the skipper; That also in the event the premium for the insurance that might be taken out on the said ship for the said voyage to the Mosselbaaij should happen to be higher than that for one of the domestic voyages to the Indies, this excess amount shall be reimbursed by the Honourable Company; That furthermore the lay days stipulated by the charter party in the Netherlands shall be reckoned to cease from the day of departure of the ship from the Baaij Fals, and that the said charter party shall in all respects take effect again on the day of full loading in the Mosselbaaij; And that finally the oft-mentioned skipper

Although no goods were found on hand here wherewith to provide a return cargo for the aforesaid ship Agatha, since the quantity of grain, which is no more abundant than necessary to provide for the Indies and to serve as a reserve for this government, did not permit sending a shipment thereof with that vessel; and we consequently found ourselves compelled to let the same return in ballast, we have nevertheless endeavoured, in so far as the casks on hand permitted, to ship therewith a quantity of wines, consisting of 100 leaguers, namely: 40 leaguers white steen wine 10 leaguers muscadel wine 12 leaguers ordinary rising white wine 20 leaguers red wine 6 leaguers Cape madeira 6 leaguers old seasoned wine 2 leaguers white muscadel of Rondebosch 4 leaguers red steen wine which are specified more at large on the bill of lading and invoice that is sent thereof to the presidial chamber. We have furthermore employed this vessel for the transport of such men from the Meuron Regiment and other common servants who have been discharged and released on account of their completed contracts, but for whose departure to the Netherlands no other suitable shipping space had yet presented itself, and of which men we are sending a proper specification, both to the aforesaid presidial chamber, for which the said ship Agatha returns, and to that of Zeeland, in so far as it concerns the Meuron troops. To submit to in this matter; so we have taken the liberty to grant to the said Cloete, solely on the conditions drafted on the occasion of the aforesaid request made by the said Van den Berg, and then proposed to the same Van den Berg, the shipment to the Fatherland of twenty-five to thirty leaguers of wines of this country, and have accordingly bound the same Cloete strictly to the said conditions that were prescribed to him, in order to conduct himself fully in accordance therewith. In conformity with which there have also been shipped by the said Cloete in the frequently mentioned vessel De Vrouw Agatha 33 whole and 4 half leaguers of Cape wines in varieties, and a bill of lading and invoice having been prepared thereof, whereon the same are specified in detail, we take the liberty of transmitting the same herewith to your Right Honourable High Esteems. And which report being also annexed hereto in copy, we likewise take the liberty to supply herewith in authentic copy to your Right Noble High Mightinesses the petition presented by the aforementioned Cloete. And whereas the conditions which we prescribed to the burgher van den Berg on the occasion of his aforesaid request made in the past year—when we at that time had the honor to submit the same request to your Right Noble High Mightinesses on the date 29 September, with our disposition and respectful considerations thereon—were also extensively set forth, we shall take the liberty, under your most favorable interpretation, to refer ourselves most submissively thereto regarding the one and the other. Having noted, among other things, in our above-mentioned humble letter of the 22nd of this month that we had ordered the provisional fiscal of this government to conduct a meticulous investigation concerning the conduct of the officers of the victualing ship Avenhorn at the wrecking of that vessel, and what further concerned their duty, we shall now take the liberty to report how we, having considered that with respect to the chief surgeon and under-surgeon of the said hull, Otto Hendrik Eenhuijsen and Samuel Ernst Diederik Morgenster, as whose function has no relation to the aforementioned case, the said investigation does not apply, have since declared the same chief and under master employable again in the service of the Honorable Company, and have to that end allowed their former wages to resume their course. A request having been made to us by petition by the local burgher Willem Strikkers to permit his daughter Maria Berendina Strikkers to depart for the Netherlands with the aforementioned vessel d'Agatha in order to join her nearest relatives there, we have granted the same to him. With due respect, your Right Honorable and Honorable Gentlemen's very humble and obedient servant Pieter Laurens Cloete, burgher and wine merchant, reverently makes known: That the petitioner, having been informed that the private Dutch ship the Vrouwe Agatha, which, pursuant to the charter party concluded between the Right Honorable Gentlemen Directors in the Mother Country and the owners of that vessel, must return to Europe with permission for a cargo for the account of the Honorable Company, is about to depart from here in ballast; That the petitioner would gladly take advantage of that opportunity to transport some Cape wines to Europe for his account, and so the petitioner takes the liberty humbly to solicit your Right Honorable and Honorable Gentlemen graciously to permit him to load a quantity of 25 to 30 leaguers of the aforementioned wines into the said ship, against payment of the freight charges in the Netherlands to the Honorable Company, in proportion to those stipulated by the aforementioned charter party, and under such conditions and terms as it pleased your Right Honorable and Honorable Gentlemen to prescribe to the burgher Jacobus Johannes van den Berg when he likewise made a request for the shipment of some wines in the past year. Furthermore, as the petitioner intends, with the pleasure of the Right Honorable Gentlemen of the Directorate of the Dutch East India Company, upon arrival there, to have the said wines further exported or transported to such place or places for which he has destined them, he further earnestly petitions your Right Honorable and Honorable Gentlemen graciously to propose this to the aforementioned Gentlemen of the Directorate, in order that this re-exportation may be granted to the petitioner; notwithstanding that the petitioner is in any case prepared to submit to whatever their Right Honorable Gentlemen might otherwise please to decide and prescribe to the petitioner in this matter.
