Honorable, Valiant Sir and Honorable Sirs. Pursuant to the resolution adopted by your Honor and the Honorable Council on 2 September 1774, the undersigned, having heard and interrogated the officers of the outward-bound ship Zoutman, lying anchored in False Bay, in order to ascertain whether each of them individually had properly complied with the honored orders of their Right Excellencies the Lords Seventeen, established by resolution of 2 April of the preceding year, and consequently had, during their voyage, taken care for the preservation of the ship's crew as well as the recovery of the sick, and whether the measures ordered in the said resolution had been used: the said officers declared that, as shown by their ship's resolutions kept on board and delivered herewith, they had neglected nothing that could in any way serve for the preservation of the healthy and the recovery of the sick; and therefore, so far as weather and wind permitted, fresh air had been brought on board by means of the ventilator and the wind-sail, and in a word, everything was performed that they in conscience could think might be of the greatest benefit to the crew. All of which, however, had not had the desired effect of preventing the diseases prevailing among the ship's crew—consisting mostly of persistent low fevers, which subsequently turned into putrid fevers, the primary cause of which, according to the chief surgeon's declaration, must be attributed to their long voyage and the rough weather—whereby the number of dead had risen to 72, while they had brought a further 140 sick persons here. The chief surgeon having lastly declared that he had received from the captain, without any reservation, not only everything he demanded for the restoration of the sick, but had even had free disposal, for the benefit of the sick, over the provisions and delicacies brought along by the captain for himself; and furthermore, in applying the medicinal remedies, he had not been able to discover any particular peculiarities, except only that he had generally found the greatest benefit in acidities. No. 16 left its anchorage and on the 15th following made this roadstead. Upon its arrival we immediately took the necessary measures to undertake its remasting, and expressly commissioned the sea captains Willem van Groningen and Laurens Steenboom to inspect accurately, assisted by the master shipwright Meindert van Eijk, in the presence of the Equipage Master Cornelis Cornelisz, and in the attendance of the sea captain Ian Craaij, the defects found on the foremast, main yard, fore yard, main topsail yard, fore topsail yard, and spritsail yard, all of which, according to the written report submitted to us by the said commissioners, of which we take the liberty to present an authentic copy to Your Honorable High Mightinesses, are so rotted and decayed that they must necessarily be renewed; which remasting will accordingly be carried out with all possible diligence, and thereby that valuable vessel will be enabled to undertake its voyage whenever the revered orders of Your Honorable High Mightinesses permit it. Having in our said respectful letter dutifully reported to Your Honorable High Mightinesses on the arrival and loading in Mossel Bay of the chartered ship the Johanna Jacoba, we will now add thereto that that vessel left its berth on the 30th of July to sail for Batavia. The packet ship the Meermin, having departed from Mossel Bay at the same time, arrived in Plettenberg Bay on the 1st of August, departed from there again on the 24th of the aforementioned month, and arrived at this roadstead on the 4th of September with a complete cargo of timber, of which we take the liberty to present the authentic copy of the bill of lading to Your Honorable High Mightinesses. No. 16. We also take the liberty to present to Your Honorable High Mightinesses an authentic copy of a missive written to us, dated the 17th of August, by the sea captain Francois Duminij and the storekeeper Egbertus Bergh, commissioned to Plettenberg Bay for the loading of the Meermin, from which Your Honorable High Mightinesses will, if it pleases you, be able to perceive how, by a special dispensation of Providence, on the 13th of that month, the chartered ship the Maria, which had departed from Galle on the 2nd of April of this year with orders to bypass the Cape, came to anchor outside the said bay; that upon the distress shots being fired, the commission decided to render the necessary assistance at a distance of 3 to 4 miles out to sea, in which it succeeded so far that on the 16th following, that vessel was happily brought to anchor within the aforementioned bay, but in a most deplorable condition, as out of 40 souls who formed its crew upon its departure from Galle, 21 men had died during the disastrous voyage and the remainder were so afflicted by scurvy that only the skipper, one sailor, and three boys found themselves able to do any service; that on the ship all the seams above water had worked open and the pumps were choked, with the water standing 6 feet high in the hold, while all the standing and running rigging was so disabled that with the slightest wind the masts were in danger of falling overboard, whereby the skipper Pier Seskes had already been forced to make the decision to run the ship aground at the first rough weather or loss of anchors; that since this had been happily prevented by the aid brought in that pressing emergency, they were solely intent on means to further secure that vessel and its precious cargo, and to enable it to proceed on its voyage to this capital; that to that end they had placed on the Maria a lieutenant, a surgeon's mate, and 20 common seamen, all belonging to the crew of the Meermin; that they had ceded to the Maria the heavy anchor and cable provided by us to the ship the Johanna Jacoba for its expedition to Mossel Bay and taken over there by the Meermin; all under the condition that for the assistance rendered, such compensation shall be made by the owners as we should find proper; that the aforementioned crew would be employed to caulk the hull without any loss of time, to repair the rigging, and further to put everything into such order that that keel could undertake the voyage to this roadstead with peace of mind, which, according to the opinion both of the commissioners and of the skipper, could have taken place on the 1st of the past month of September. However much we considered ourselves fortunate upon the receipt of that news, that our expedition to that bay had given occasion to the preservation of a precious return cargo for the Honorable Company, and to the rescue of a number of unfortunate people who, without that assistance brought to them, would certainly have become a prey to the waves, we were just as deeply affected by the reports that soon followed this pleasant news, contained in a missive addressed to us under date of 26 August by the aforementioned Commissioners Duminij and Bergh and in one by the skipper Pier Seskes, as well as a report made by the commander of the Meermin, Arij Stijn, upon his arrival here, all of these accompanying in authentic copies.

how much of the salvaged goods belongs to each of those chambers, of which we shall in due time dutifully render an account to Your Right Honourable Worships, hoping that our actions in this matter may be crowned with the approval of Your Right Honourable Worships. Upon the arrival of the aforementioned committee members Duminij and Bergh, they delivered to the Political Secretariat eleven packets and letters addressed by the Ceylon Government both to Your Right Honourable Worships and to the Most Honourable and Right-Reverend Lords Directors of the respective chambers, sent via the ship de Maria and handed over to them in Plettenbergs Baaij by the skipper of that vessel. We have deemed it necessary to take advantage of this opportunity to dispatch the aforesaid packets and letters to Your Right Honourable Worships, and have formed from them a separate packet and register. One of these letters having been delivered completely damaged by the skipper, this is separately attributable to the confusion that prevailed at the stranding of his vessel and the eager haste to secure the Honourable Company's papers. Having in our frequently mentioned respectful letter of 15 August dutifully reported to Your Right Honourable Worships concerning the prejudice caused to the Company by the extreme malversation and theft of the former First Sworn Clerk at the Political Secretariat Johannes Marthinus Alvrar and the assistant Quist Mollerstrom, we now take the liberty to inform Your Right Honourable Worships that both have been summoned by the Council of Justice for the fourth time ex super abundanti by the ringing of the bell, without appearing before the said Council, or anyone being able to discover where they are residing or whither they have fled. Meanwhile, the Council of Justice caused the goods and effects of the said Alvrar and Mollerstrom to be sold successively at public execution on the 2nd and 3rd of September and 1st of October to recover the Company's damages from their proceeds, and we shall not fail, as soon as the documents belonging to that case reach us, to make a comprehensive report thereof to Your Right Honourable Worships. The leasing out of the public revenue having taken place as usual on the 30th of the month of August, it is our particular pleasure to be able to report to Your Right Honourable Worships that the same has yielded ƒ216800 Indian valuation, and thus ƒ23000 more than the past year; assuring Your Right Honourable Worships that we shall leave nothing unexamined that, in these so alarming times for the Company, can in any way serve to increase the country's revenues. The Lords of the Supreme Government of the Indies having informed us in their esteemed letter of 3 March that Their Most Honourable Worships had permitted the military captain Leclerc to cross from Batavia hither, the said Le Clerc has accordingly also arrived here with the China return-ship Voorschooten, and shortly after his arrival presented to us a petition, of which we take the liberty of offering the authentic copy to Your Right Honourable Worships, tending to be employed here in his aforesaid capacity in the Company's military forces, but finding ourselves authorized thereto by no orders, we rejected that request, as well as the one that followed, contained in a similar document and attached hereto in the same form, for obtaining copies or extracts of some letters concerning him addressed to us by the aforementioned Lords of the Supreme Government of the Indies, as well as written privately by His Excellency the Governor-General and the Governor of Ceylon to the undersigned Governor; as we deem no one entitled to demand of a governor copies or extracts of a correspondence existing between the supreme ruler of the Dutch Indies and him, any more than a governor is obliged to grant them or, as Captain Le Clercq seems to believe, a body of the government could be compelled thereto: we have merely allowed him to depart for Europe, and shall grant him the requested written permission when the opportunity presents itself, hoping that our actions regarding the said Leclerc may carry the approval of Your Right Honourable Worships. The frequently mentioned Lords of the Supreme Government of the Indies were also pleased to inform us in their aforesaid missive of the dispatch of the general report of affairs for the presiding chamber Amsterdam and the two chambers of the Northern Quarter via the China return-ships Barberstein and Voorschooten that arrived here, with orders to discharge from those vessels the chests containing the same, and to transship those chests via a ship bound for the presiding chamber Amsterdam or another inward-bound for Texel, which we shall dutifully execute at the first opportunity. We also consider it our duty to bring to the knowledge of Your Right Honourable Worships that on the 16th of this current month there have appeared in the Bay the five following French King's ships, namely: The frigate La Nimphe, commanded by the Monsieur de Fournoul, rear-admiral The flute La Proselite, commanded by the Monsieur Marquis de Graafse The flute Le Marsoin, commanded by the Monsieur de La Tullaije The flute L'Etoile, commanded by the Monsieur Tourand The frigate La Penelope, commanded by the Knight de Brace Of which the last, in an unusual manner, was run aground by its commanders near the Honourable Company's post Muzenburg.

Likewise with a main topmast which is rotten and decaying in several places, both lower trestletrees of the mainmast being likewise broken, the main cap rotten and perished, the long cross-trees of both topmasts broken, as well as the main yard and main topsail yard, which are likewise broken as well as decayed and rotten; besides some small spar timbers, etc., with which this vessel must be provided. The main, fore, mizzen and topmast shrouds are so battered that almost an entire renewal thereof will have to take place, the running rigging also being in the very worst condition. The greater part of the sails torn to pieces and tatters, and blown away, so that this keel will also have to be provided with nearly a completely new suit of sails, in order to be able to continue the voyage to Europe with peace of mind. The wales below and above the sheerstrake, into which the chain bolts of the lower shrouds are driven, both on the starboard and larboard sides, being not only broken in several places, but primarily under the load in such a state that none of the aforementioned bolts upon which the entire rigging relies are secure, so that these wales must also be renewed. Both orlop beams, those under the quarterdeck as well as the forecastle, broken right off and rotten against the side, which must also necessarily be renewed. Furthermore, a knee under the quarterdeck broken right off, the ship worked apart from above entirely, the covering boards and waterway seams open, which is the cause that, lying anchored here, this vessel must pump several times a day; which, by placing some knees on both sides inboard to support the sides, a good caulking and seam-filling is to be restored again. Copy Right Honourable Sirs, The Honourable Lord Governor and Council at Cape of Good Hope, the misfortune that has befallen me will, upon receipt of this, be already known in part to Your Honours, after we departed from Punto Gale on 2 April 1788, having first struggled for a long time with many calms and thereafter much bad weather and head winds until within sight of Cape Agulhas, and being driven from there to the east again by bad weather, and I was forced to seek land wherever we could best ride at anchor because of the daily increasing sickness of the crew, of whom 22 men had already died upon arriving here in the bay, having then no more than one sailor and three boys healthy, and the rest of us, both officers and sailors, in a very poor and powerless condition, of whom some are still sick; the most recent illness mostly began with swollen legs and shortness of breath and loss of strength, which very quickly rose upwards until death ensued; in addition, due to the bad weather, prolonged struggling, and powerlessness of the crew, the ship became very leaky, and through rolling and straining all the seams opened up from above, and all who could still do anything were exhausted from pumping, while the pumps were constantly choked by pepper and saltpetre, and the water stood seven feet in the ship when we arrived here before the bay; with the help of the gentleman Steyn we came to anchor in this bay, being unable to steer the ship ourselves any longer, but with the storm from the south-east to east so much water entered the ship again that we thought we could no longer keep the ship afloat, and were finally forced to run aground in order not to sink in the middle of the bay; the ship is completely wrecked; the crew afterwards got off with great difficulty at the risk of their lives; very little of the cargo and ships gear is being salvaged. I request Your Honours whether you please to permit, after the salvage of the ships gear consisting of anchors, cables, sails, blockwork, and running and standing rigging, boat, skiff, pumps, and some ironwork and whatever more of that nature may be, for the benefit of the shipowners or, if such applies, the insurers, to hold a public auction here and sell those goods, because not much of the ship is being salvaged and in my opinion the expenses to have it transported to the Cape or elsewhere cannot be borne. Thursday the 14th ditto, the undersigned went with the launch accompanied by some men back to that vessel, and cleared the pumps, but the water decreased very little; had no opportunity that day to enter the bay. Friday the 15th ditto, brought the ship inside the bay, and sent the carpenters along with the sailmaker to it. Saturday the 16th ditto, the ship was moored with two anchors, and we sent still more men to it to pump. Sunday the 17th ditto, learned that the pumps were constantly choked again and the water decreased little, owing to the continuous rolling of the ship. Monday the 18th ditto, Sub-Lieutenant Fredoux and 6 men went to the aforementioned ship to put everything in good order if possible. Tuesday the 19th ditto, pumped continuously yet gained nothing. Wednesday the 20th ditto, as before. Thursday the 21st, caught a heavy storm from the south-east; saw that a cable of the fluyt-ship broke, but having dropped another anchor, it held; had at that time no more anchors on the bow. Friday the 22nd ditto, sent at the request of the captain of the aforementioned vessel our bow anchor and a new cable of 17 inches on board there, laid it out, and moored the ship again properly; still pumped continuously, yet could gain nothing.

Hereupon the undersigned immediately went on board there himself, and found the hold almost full of water, although both pumps were pumping well, and water was being bailed with tubs and buckets; after which the undersigned went ashore to make a proper report of what had occurred to Captain Francois Duminy and the shopkeeper Egbertus Bergh, being there as commissioners, who immediately dispatched him to the Maria, with orders to ask its skipper what he intended to do in this extreme emergency. Which skipper, as well as the second mate, could find no other means to save the people and a portion of the cargo than to run the ship aground, since otherwise it would have had to slip its anchor, and in that case not only the entire cargo, but also likely the crew would have been lost; they therefore let the anchors drag and ran it aground, after which the undersigned departed again to his vessel, to set sail that same night and continue the voyage to the Cape. Since the colored linens, if merely dried, run very great danger of rotting again when packed in that manner, the undersigned judge that these will likewise need to be washed like the white linen, all the more so because once having lain in seawater, it never becomes dry. 3rd. It will be useful that the linen is once again laid out in the sun to dry for a few hours before it is folded and packed, as experience has frequently shown that if this is not done, or if the slightest moisture remains, the packed linen quickly begins to rot. 4th. Care must be taken that the goods are carefully sorted, packed type by type, to prevent all confusion in that regard. 5th. The damaged, salvaged linen should be employed for the inner packaging, and the same must, just like the good linen, first be rinsed out in fresh water before it is used for the aforesaid purpose. 6th. After the packages have subsequently been bound with rope or cord, the outer packaging must be made of the gunny in which the linen was washed ashore; placing the old marks on the inside, one can then mark the numbers of the packages, the quantity, and the assortment of the goods on the clean or outer side. 7th. If among that mass there should be linens unknown to the gentlemen, a small piece of linen must then be taken from each package, and the same being marked like the package, be kept with the invoices. 8th. Since it is not apparent that one will have as much gunny on hand as will be needed in proportion to the quantity of linen for packaging, the deficit could very easily be supplemented from the sails of the wrecked ship, which, if not running too high in price, could be purchased for the Company for that purpose; and this could likewise be observed with regard to the old, untarred cordage for binding the packages. 9th. The new sailcloth and cord are only provided to be used in case of utmost necessity, and if not used, or if a part thereof remains, they must be returned to the Cape.

at four o'clock, in order thereby to prevent that which was brought out of the warehouse for drying, being placed back damp inside as would otherwise be the case, and the time and labor would thus be fruitlessly spent. Upon the occasion of this redrying, to sort the piece goods not only by their types, but also to separate the damaged from the good, and to stack both the one and the other loosely upon one another just as they are now found, and to let them remain thus until Your Right Honorable and Honorable Sirs shall have finally disposed of the use which shall be made of them. If it is resolved by Your Right Honorable and Honorable Sirs to have the entire quantity of the aforesaid linens packed and transferred hither, receiving the orders thereto, to follow literally in this matter everything prescribed in Art: 5, 6, 7, 8 and 9 of the above-mentioned Instruction of observance, merely observing in this regard that the outer packing of the packs or bales be preferably made from the gunny that served for that purpose, and the binding likewise be done with the same coir rope that had been employed for it, which, like the gunny, was expressly saved for the aforesaid use; and this because the gunny lets through less moisture than the sailcloth, and the coir rope cannot cause as much discoloration as the rope of the Fatherland, so that the packed linen thus conditioned will be best preserved against all damage. Yet if it is resolved to sell a consignment of those linens in Plettenberg Bay, since it is apparent that, consisting mostly of such sorts as are very much in demand among the country folk, they will yield ready money there, then first and by preference to pack the finest, best, and undamaged portion; and when this has been done, should it be found that more remains than the quantity determined for sale by Your Right Honorable and Honorable Sirs, subsequently also to pack the coarser and damaged ones, making in both cases the packs no larger than 30 pieces each; since the shipment of everything that must be kept from getting wet is accompanied by very many difficulties in Plettenberg Bay, because one is at present still poorly provided there with all necessities; which difficulties would become considerably greater if one wished to make the aforesaid bales contain their previous volume again, as their volume would then cause them to be loaded dry from the shore into the flat-bottomed vessels, and from there further into the sloops and boats, only with the utmost difficulty. To carry out with all accuracy the inspection of the warehouse in rainy weather ordered in Art: 10, not only when the packing has taken place and the packs have been put in order, but also now immediately, since the stacked loose linen deserves quite as much attention as the packs could, and must therefore be observed with equal care; and upon discovery of any leak, by shifting the place of the linen as well as by employing other suitable means, to prevent the damage in time. For the security of the warehouse, only to continue those measures which the undersigned themselves specified and put into effect, the doors having already been placed under lock and a portion of the necessary military guard having been present and active long before their departure from there. 9: To incur no needless expenses, but to observe the greatest economy in everything, since the unavoidable outlays and expenses will already weigh heavily enough upon the Company, and consequently not to proceed with the construction of sheds or other buildings, as that part of the timber warehouse which has been partitioned off for the storage of the linens is not only sufficient for it, but even large enough to contain all that has already been salvaged or shall yet come to light of other articles that must be kept under cover; while for lodging the military guard, which, with the reinforcement that departed from here, consists besides the officer of only a sergeant and 8 privates and is provisionally sufficient, the undersigned have purchased for the aforesaid use on account of the Honorable Company, for the small sum of 30 Rixdollars, the small wooden house that belonged to the burgher Tarling and stands by the aforesaid warehouse; wherefore, in the opinion of the undersigned, the authorization granted to the commissioners in Art: 11 of the Instruction ought then also to be revoked. Copy No. 13 To the Governor-General and Councilors forming the Council of Government of the Cape of Good Hope Governor and Gentlemen, The Sieur Leclerc, Captain-Commandant of infantry in the service of the Noble Company in its national troops and commissioned by the Sovereign Chamber of the Seventeen, has the honor to represent to you that he came from Batavia here to take up active service, having obtained it from the High Government of that chief seat of the establishments of the Noble Company; and that he sees with the greatest surprise and grief that he is threatened not only with not obtaining it here at all, but even with being deprived of the salary and emoluments attached to his post; he says more, of the means of existence of which the Noble Company is very far from wishing to deprive any of its servants, and that because the High Government of Batavia allegedly forgot in its letters certain terms the better to show its intentions. The Sieur Leclerc dares to flatter himself that, in such a case where he will have to wait a long period of time before the receipt of other letters from the High Government, the Council of the Cape of Good Hope will take into consideration his word of honor and of an officer that he gives, that he only came here after having obtained from the High Government permission to come serve the Noble Company here. If then on this point, Governor and Gentlemen, it is not found as clearly determined in the ministerial and private letters that you have received as you assert it ought to be, it is to be thought that the High Government believed it had explained itself clearly enough. The Sieur Leclerc therefore begs you, Governor and Gentlemen, to be pleased to allow him to enter upon his military duties, and is all the more eager to petition you as rumors of an imminent rupture are being heard, and he would grieve all his life at having been prevented by his superiors themselves from showing his zeal for the service of the Noble Company and from sharing the glory of his comrades. Whatever resolution you may please to take in this regard, Governor and Gentlemen, the petitioner flatters himself that you will grant him to draw the pay attached to his rank, the letters from Batavia having to contain that the Sieur Leclerc is traveling to the Cape of Good Hope without pay, and not in order to be without pay, which is absolutely different; for he is not unaware that the regulations of the Company state that an officer who desires to change posts can obtain it, but that he is suspended from his pay until his arrival at the destination that was granted to him; may it please you to observe, moreover, that the mere character of Captain in the petitioner makes him a guarantor for what he will draw, so that consequently the Noble Company will never be able to risk a single sol of loss in this, and that, distant as the Sieur Leclerc is at this moment from Holland, Batavia, and his family, the Noble Company will certainly approve that the Council of the Cape prevented the embarrassment in which this officer would find himself through no fault of his own, but through a single omission of the Government of Batavia, if he should experience a refusal.
