Copy Interests submitted to the Honorable, Valiant Sir Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and the dependencies thereof, together with the Honorable, Worshipful Council of Policy of this Government, etc., etc. Honorable, Valiant Sir and Honorable, Worshipful Sirs! With due respect and submission, we, the undersigned petitioners, the burghers Johan Michiel Elser, Johan Jacob Meyer, and Jacobus Arnoldus van Reenen, the last-named authorized hereto by his brother Wilhelm van Reenen, contracted butchers of the Honorable Company in this matter, show how we come to find that, pursuant to the respected dispatch from the Honorable, Grand, Worshipful Lords Seventeen, dated 8 Jann: 1788, and in consequence of the Council of Policy resolution here, dated 10 Juny last, the undersigned would provisionally have to reimburse into the Honorable Company's treasury, pending their highest further order, a sum of one hundred and eighty-two ducatoons and four stuivers, or one thousand and twenty-three rix-dollars and four stuivers, being such moneys as were paid to the undersigned for 49108 lb of fresh meat delivered on various dates at one stuiver per pound, which was delivered by the petitioners to the passing warships of the State: Goes, Juno, Holland, Lynx, and the Beschermer. However, the petitioners consider themselves aggrieved herein; reasons why: whereas the petitioners strictly adhere to the determined literal contract of p:mo febr: of the year 1784, together with the edict posted for that purpose, both of which dictate nothing other than to deliver the meat and live livestock solely to the passing ships of the Honorable Company here, at the prices stipulated and accepted therein, just as the petitioners are also bound and obliged to satisfy the same, consequently in opposition thereto, we petitioners maintain, under wiser correction, to be able to persist that the aforementioned contract may also be fulfilled by the Honorable Company. The petitioners presume, Honorable, Valiant Sir and Honorable, Worshipful Sirs, that the Captains of the State's warships, both at the present time here and before the Lords Majores in Europe, had complained unanimously about this, then the petitioners must also maintain that in the year 1786, at the present time when the aforementioned ships were lying anchored in both bays, both in Table Bay here and in False Bay, a resolution must certainly have been taken or arranged that the meat, since the petitioners were in no way obliged to deliver the fresh meat at the price agreed thereupon with the Honorable Company for the Company's ships, and further still for several reasons, while in the said year 1786 a great scarcity of provisions came to result, and also at the aforementioned time the livestock, along with the transport and loss hither and around, increased in costs and remains standing up to the present; so it is also certain and sure, the petitioners being assured, that it must have been disposed by this Honorable, Worshipful Council that the aforesaid delivered meat had to be paid from the Honorable Company's treasury at three stuivers the pound, since it lies in reason and is clearly contained therein, that the Honorable Company would have made no payment thereabout up to three stuivers the pound in case no disposition had taken place. And finally, as proof that the petitioners have never wished to deviate from the literal contract, Your Honorable, Valiant and Worshipful Sirs will directly be able to perceive, from a certain petition dated 27 dec: 1784, exhibited in this Honorable, Worshipful Council of Policy, wherein the petitioners had already complained about the private Dutch and other foreign-flagged chartered and freight-carrying ships or vessels, whereby the petitioners were informed by the then Noble Lord Governor, now repatriated, Mr. Joachim van Plettenberg, that everything that was outside the contract would be paid extra to the contracted butchers, as would best take place accordingly; it has also appeared in the aforementioned year 1786 aforesaid, that the Honorable Company, for lack of bread, supplemented the garrison instead with meat, and paid for it out of the Honorable Company's treasury two and a half pounds at six stuivers, which upon further agreement was calculated at two stuivers per pound, although between here in the town and False Bay there is a marked difference, since the public and the inhabitants and residents of the bay itself have paid three stuivers for the pound of meat from the year 1784 until date, and then there is still a great difference between the extra delivery to the Honorable Company, which we petitioners consider, and to those who are excluded from the contract.
