To the Honorable Most Highly Esteemed Gentlemen. On the 15th of that month set sail for Ceylon. To these, for us so agreeable reports, we shall add the arrival on 27 May of the country's warships Zephire, Havik, and Bellona, with which there has arrived here the military Commission for the investigation of the State of defense in the Indies and at this Government, to which Commission we, pursuant to Your Honorable Most Highly Esteemed orders, are successively handing over all such documents as are required for the execution of that which has been entrusted to it. In dutiful compliance with that which Your Honorable Most Highly Esteemed, in your aforementioned Missive of 2 January, were further pleased to order us, we have unloaded no Goods from the ship Doggersbank that were loaded therein for this Government, but sent to the High Indian Government a bill of lading of all such provisions as were shipped therein, namely: 200000 pieces of grey clinker bricks 20000 clinker stones 1500 whole leaguer hoops 1500 half-leaguer hoops 3000 half-hoops 18 Anchors of various sorts 10 Anchor stocks 1 cask of rivets 3 Eye bolts 138 Bars of Iron 30 Hoeden of smith's coal 9 packs of Sailcloth 1 Cask of lock plates 15 Casks of cement 2 Casks of lime 2 Casks of chalk 15 rolls of Lead And we have added to that bill of lading a copy of the Invoice by which those Goods are calculated, and at the same time rendered a dutiful account to the High Indian Government of the orders received by us from Your Honorable Most Highly Esteemed. We find ourselves obliged regarding the aforementioned ship Doggersbank to communicate to Your Honorable Most Highly Esteemed that on board the same, on 17 March last, a fire broke out in the gunner's room, caused by the breaking of a case of vitriol oil belonging to the Chief Surgeon Eldert van Santen, which generated an alarming smoke and heat throughout, as Your Honorable Most Highly Esteemed, if you please, will be able to see from the accompanying authenticated copy of the statement given by the officers and petty officers upon the requisition of Captain Christiaan de Eerf, from which Your Honorable Most Highly Esteemed will also be able to perceive how the Commander of that vessel, in order to prevent all further accidents, had decided to throw overboard the Gunpowder, both for the ship's use and for transport to this Government loaded therein, and this, according to the note annexed to the aforementioned statement, carried out to the amount of 9656 lb, among which was found 5000 lb destined for this Government. The aforementioned revered orders of Your Honorable Most Highly Esteemed were the reason that the undersigned independent Fiscal declared to us that, regarding this incident so harmful to the Honorable Company, he could undertake nothing, since the inquiries he would have had to make would certainly have entailed a longer stay of that vessel, and it might thereby perhaps have missed its voyage; with the request that an authenticated copy of the aforementioned statement might be supplied to the High Indian Government, in order that Their Honorable Most Highly Esteemed, upon the arrival of that vessel at Batavia, may cause such an investigation to be made there by the Fiscal Office as Their Honorable Most Highly Esteemed shall deem proper. Furthermore, we respectfully submit this for dutiful communication, that yesterday in Simon's Bay there arrived safely at anchor the Country's warship Amphitrite returning from the Indies, and the chartered ship Eensgezindheid destined for this Cape for the Amsterdam chamber; and furthermore that on 5, 8, and 15 of the recently passed month of June there entered the aforementioned Bay, successively, the private return ships from Batavia, Paternisse, Geertruida en Petronella, and Vrouwe Johanna Jacoba, all of which will tomorrow be in a state to undertake the voyage to the fatherland. We take the liberty to accompany this with the original and copies of the short invoices of the aforementioned ships, for the dispatch of which no other opportunity presented itself, and which have therefore been divided by us among the three ships. The two first-mentioned repatriating for the Zeeland chamber, we considered that we could make use of that opportunity for the dispatch of such of the Luxembourg Troops as were present here and in a condition to be able to depart, and consequently, with the gracious approval of Your Honorable Most Highly Esteemed, caused to be embarked upon those ships: 2 Lieutenants and subordinate officers as well as Privates, thus together 40 Men, regarding whose pay and further treatment we have, by our respectful letter of today, pursuant to the respected orders of Your Honorable Most Highly Esteemed, rendered an account to the presiding Directors of the Zeeland chamber. With regard to those Troops, we shall further take the liberty to inform Your Honorable Most Highly Esteemed that no more than 13 Men thereof happen to be at this Government, consisting of: 1 Lieutenant Colonel 1 Captain 2 Sergeants and Corporal and Privates whom we shall also endeavor to dispatch at the first suitable opportunity, in order to relieve the Honorable Company of the payment of

To the Right Honorable, Highly Esteemed Gentlemen. Monthly list of men who perform no service in their employment. The Junior Merchant Gualterus Petrus Theodorus van Rossum, having arrived here from Batavia with the wrecked private ship 't Drietal Handelaars, and having submitted to our meeting a petition accompanied by a certified extract of a resolution taken in the Council of India on 19 November 1788, by which petition he came to request of us permission to repatriate on the ship Paternisse, as Your Right Honorable, Highly Esteemed Worships will be able to see, if desired, from the authentic copy accompanying this, the undersigned Governor informed us during the deliberation on that petition that he deemed himself obliged on that occasion to communicate that he had recently received a private letter addressed to him by the Supreme Indian Government, concerning the aforementioned Junior Merchant van Rossum, in which Their Excellencies were pleased to write to him that, whereas the said van Rossum had departed from Batavia with the said vessel without Their Excellencies' special permission and despite the skipper of the wrecked ship Het Drietal Handelaars having been ordered not to take him aboard, he, the Governor, was authorized not only to conduct an exact investigation into the manner in which the said van Rossum had departed from Batavia on that vessel, and whether its skipper had taken him aboard by order of anyone other than Their Excellencies, but also, if such an order had been given, to obtain copies thereof and, by forwarding them both to the High Governing Directors at the Amsterdam Chamber, for whom that return ship was laden, and to Their Excellencies, to give notice of the result of that investigation at the earliest opportunity; and in this respect we have taken into consideration that this instruction merely contained an investigation into how the said van Rossum, without special consent from Their Excellencies, had presumed to undertake the voyage to the Netherlands on the frequently mentioned ship 't Drietal Handelaars, without Their Excellencies giving us any order or authorization to detain the aforementioned van Rossum here, much less to send him back to Batavia; to which was added that if the unfortunate accident that befell that vessel here had not occurred, the said van Rossum would not have needed to apply to this Government to obtain permission to continue his voyage on another vessel; and after everything had been taken into close consideration, the majority of our Council judged that one was in no way authorized to halt the undertaken voyage of the aforementioned van Rossum on account of the aforementioned instruction, and therefore resolved to grant him passage on the chartered ship Paternisse, provided that regarding the transport and board money he complies with the charter party of that vessel. We take the liberty to present enclosed to Your Right Honorable, Highly Esteemed Worships the petition of the soldier Jan Jacob Wehelen, addressed to Your Right Honorable, Highly Esteemed Worships, whereby he humbly beseeches Your Worships to grant permission to his wife and daughter to cross over here on one of the Company's ships; and as that man, through his blameless conduct and diligence, has not made himself unworthy of that high favor from Your Right Honorable, Highly Esteemed Worships, we believe we should not fail to request Your Right Honorable, Highly Esteemed Worships humbly to look favorably upon his submitted petition. To the Honorable, Highly Esteemed Gentlemen. These serve for dutiful communication that successively on the 5th and 6th of June, the private ships Paternisse and the Geertruijd en Petronella from Batavia arrived safely in Simons Bay, and were announced for your Honorable, Grand Esteemed Chamber as return vessels; which vessels find themselves today in a condition to undertake their voyage to the Fatherland, as your Honorable, Grand Esteemed Gentlemen may, if it please you, discern from the accompanying short invoices showing which goods were laden into those vessels at Batavia. After the remaining troops of Luxembourg were partially restored in health, the undersigned Governor made every effort to dispatch them as quickly as possible to L'Orient, and for that purpose entered into negotiations with the Marquis de Grasse, who, with the French King's ship Le Marsouin, undertook the voyage from here to Brest in the month of May; but since the manner in which the Marquis de Grasse declared himself willing to transport those troops would have entailed a great deal of trouble and inconvenience, we had to abandon that plan. In the meantime, we requested Messrs. Trijkenius and Meurer, captains of the naval vessels the Beschermer and the Lynx, to be so good as to transport said men, who were also quite willing to consent thereto. However, since upon the aforesaid proposal made by the undersigned Governor to Lieutenant-Colonel de Raymond, the latter produced a written protest, in which, pursuant to the 8th article of the capitulation, he insisted that those troops be transported directly from here to L'Orient; we thus had to abandon that plan as well, hoping that with the passage here of a French private ship bound for L'Orient, an opportunity would present itself to fulfill the wishes of Mr. de Raymond and the contents of the capitulation. Upon a Request of the junior merchant Gualterus Petrus Theodorus van Rossum that the decision of this government of 31 October last might be withdrawn, whereby he was ordered, on pain of correction, to answer directly all such questionnaires as the fiscal office should put to him concerning his propositions appearing in the report submitted by him at the session of the 18th of that month regarding the examination and findings of the cloves in the west-side trade warehouses, it has been resolved, on account of the said van Rossum's disobedient conduct, to send him to the Netherlands on one of the Company's ships departing in the near future, with the cancellation of his salary from this day forward, and notwithstanding this disposition, to order him to comply immediately and without any further delay with the aforesaid resolution of this Government of 31 October, and consequently to answer all such questionnaires as regarding the matter aforesaid shall be put to him by the Fiscal. Having dutifully reported to Your Right Honorable Lordships on the unfortunate stranding of the private ship het Drietal Handelaars, of the measures devised and executed by us for the salvage of its cargo, as well as what has been salvaged from that vessel, we shall take take the liberty hereby to inform Your Right Honorable Lordships that we have transshipped onto the bearer of this twenty-seven crates of walking canes salvaged from the said vessel, together containing 50626 pieces, fully specified on the accompanying bill of lading, to which have been added the expenses incurred here for the repair of those crates. The skipper Harmen Luuras, commanding the bearer of this, having submitted a petition requesting us to be allowed to engage as many experienced sailors as he had lost during the voyage from Batavia hither and was forced to leave behind due to sickness, we granted him permission to do so according to the charter party, but were informed by him that neither among the convalescents at the lines nor in the hospital were there to be found found such crew members from the passed return ships from whom he could engage the nine experienced sailors he lacked, with an urgent request to allow him such a number from those stationed at the equipment yard, in which we had to concede, and pursuant to the charter party, by express order, caused to be transferred nine sailors who, although although not having fully served their contract period, were willing to undertake the home voyage alone; on the condition that they would enjoy their full premium, whereof thus according to the orders given in Your Right Honorable Lordships' dispatch of 20 June 1787, half will be borne by the Noble Company and the other half by the owners of that vessel. We also deem ourselves obliged to inform Your Right Honorable Lordships of the safe arrival in the Cape roadstead on the 13th of the recently past month of August of the vessels the Duifje and the Jonge Frank, which previously departed on the 16th of June from False Bay, arrived on the 20th thereafter already in Plettenberg Bay, and were fully laden there so quickly that on the 3rd of August following they undertook the voyage hither. These ships, bringing the cargo from the ship the Maria wrecked in Plettenberg Bay, are furthermore fully laden with various sorts of native timber, and thus upon the arrival of those keels we did not fail to issue immediately the necessary orders for the unloading of the Jonge Frank, in order to have that ship proceed on its destination to Batavia as soon as possible; though the rough weather has been an impediment to us in this until today and has made the roadstead continually unnavigable, we shall nevertheless lose no time in dispatching that vessel from here as quickly as possible. Honorable Gentlemen: As this was being closed, we received news from Simon's Bay that the national war brig the Mercuur arrived there today, having departed on the 22nd of May from St. Jago together with the national war frigate the Thetis and the brig the Zwaluw, from which it was separated four days ago, and we considered that we could not fail to give your Right Honorable Worships dutiful notice thereof. Meanwhile, on the 10th of this month, Your Right Honorable Worships' chamber ship Juffrouwe Johanna arrived safely in False Bay, which had to stay at St. Jago from the 25th of March to the 3rd of April, and lost three men of its crew during the voyage. The arrival of this vessel was followed on the 11th of this month by that of the packet boat the Vlijt, which, in accordance with the established orders, was mustered on the 18th and on the 20th undertook its voyage to Batavia, whither the Juffrouw Johanna is also due to depart within a few days. With the aforementioned ship and packet boat, we had the honor to receive Your Right Honorable Worships' most respected missives of the 1st and 30th of March last, to the contents of which we shall adhere in all obedience. However, we find ourselves obliged to bring to the knowledge of Your Right Honorable Worships that the chest marked R.S.H. No. 21, containing ropes for the Regiment de Meuron, was not unloaded into the packet boat, as appears from the authentic copy declaration of the ship's officers which we have the honor to present to Your Right Honorable Worships concerning this matter. Clercq Copy The Right Noble and Honorable Cornelis Jacob van de Graaff, Governor and Director of Cape of Good Hope and its dependencies, etc. etc. etc., having been pleased expressly to commission the undersigned to proceed to the beach of Muizenberg, where the private ship 't Drietal Handelaars was wrecked, and there to salvage and take into their custody as much of the cargo of the said vessel as could possibly be saved, to keep record thereof, and to send those salvaged goods hither with wagons expressly dispatched from here for that purpose; so we declare that, in execution of this honored order, we proceeded thither and performed the same, and successively sent Cape-wards from time to time, to the members expressly commissioned here for the receipt from the Honorable and Worshipful Council of Justice of this government, Salomon van Echten and Rijno Johannes van der Riet, as well as the junior merchant Jan Fredrik Kirsten, the following goods discharged, but mostly washed ashore there on the beach, all of which were wet, consisting of the following, namely: 7 bales of diverse Guinea linen, both washed ashore and fished up in the ship. 105 pieces of diverse Guinea linen and morees, washed ashore loose. 2 bales of betilles, fished up in the ship. 158 pieces of betilles, washed ashore loose. 3 bales of diverse rumals and pulicats, fished up in the ship, as well as 859 pieces of salempores and chelas, washed ashore loose. 600 defective pieces and fragments of diverse linen, washed ashore. 40 2 bags 113½ 2 bags, filled with diverse loose, washed-ashore patches and torn rags of linen of various sorts. 1 small box, washed ashore open and defective, containing a remainder of wet indigo. 295 bags, filled with the washed-ashore sappanwood. 27 chests with walking rattans discharged from the ship, in which according to the inscriptions were 50,700 pieces, of which one chest was washed ashore open and defective, marked 950 pieces, from which 876 pieces of walking rattans were fished up, thus 74 pieces short. 116 bags, filled with the cloves scooped up in the ship, which were also wet. 40 bags of the cloves washed ashore on the beach and collected together, mixed with coffee beans, some pepper, and shells. Of the remainder of the cargo, nothing further has been salvaged nor washed ashore, except only some burst and torn empty coffee bales and empty saltpetre bags, while the greatest part of the cloves, pepper, coffee beans, and other goods, because the cargo at the rear of the ship—where the vessel was open down to the keel—was knocked out, must have been carried seaward mostly by the ebb tide, and thus scattered far and wide into the sea and entirely lost. Trusting hereby to have fulfilled the highly honored intention of Your Right Noble and Honorable Sir, the undersigned let this serve as a humble report. Most of these salvaged and washed-up linens being entirely wet and soaked with sea water, we, upon the first report thereof, appointed the members of the Council of Justice Salomon van Echten and Rijno Johannes vander Riet, together with the Junior Merchant Jan Frederik Kirsten, in order that, as those linens should be salvaged, they take receipt of the same under the supervision of the undersigned Head Administrator, and have them properly rinsed or washed; and bring them into such a state as to be able to be transported, and which commissioners have also made all their dutiful efforts toward that end. But whereas during the night between the 13th and 14th of the recently elapsed month of July, the said ship Het Drietal Handelaars was smashed to pieces by the high-running seas, unusually heavy breakers, and sea surges, with the falling overboard of the mizzenmast and the breaking of the other masts, and successively, piece by piece, the largest part of the wreck was driven ashore, we had to abandon all hope of being able to salvage anything more of the cargo of that ill-fated vessel, and therefore granted permission to the skipper Jan Kleijn to sell publicly, for the account of his shipowners or those whom it may concern, the far and wide scattered pieces of the wreck, together with whatever of the equipment of that vessel was salvaged, with the exception of the salvaged artillery, which we have taken into good safekeeping in order to have the same transported and to make a further report of its condition to Your Right Honorable Excellencies: — this sale having taken place on the 31st of July last, the skipper Jan Kleijn addressed himself to us today by petition with the request that he, together with his remaining crew, might depart on the aforementioned three private ships, in which request we thought proper to condescend, on the condition that he, both for himself and his crew, shall make the necessary arrangements regarding the transport and boarding expenses with the skippers of those ships. — After we had received the news that the frequently mentioned ship Het Drietal Handelaars had been smashed to pieces, and thus the presence of that skipper and crew was no longer required on the shore, and they had proceeded towards the Cape, we expressly appointed and qualified the Master of the Equippage Cornelis Cornelis, together with the Sea Captains Christiaan van Veerden, Laurens Smit, and Tobias Criperus, to investigate and look into accurately, upon the requisition and in the presence of the undersigned Independent Fiscal, the reasons to which the unfortunate stranding of the frequently mentioned vessel was to be attributed; to examine to that end with the utmost accuracy whether and to what extent the skipper Jan Kleijn and the other mates, who had to present themselves for this examination before the commissioners from the Council of Justice according to the terms of the charter party, each in his own capacity, conducted themselves in accordance with the instructions established and devised by Your Right Honorable Excellencies for ship's officers; consequently, whether everything had indeed been observed by them that could have served in any way for preservation or salvage, or whether any negligence or dereliction of duty had occurred in that regard. For which investigation the aforementioned commissioners sat accordingly on the 28th of July in the presence of two members from the Council of Justice, and declared that whereas the ship's officers were prevented by the thick weather from being able to take attentive soundings, prudence had thus required of them, after they estimated having passed the rocks of the southwest point of the bay, to tack more westerly, in order, since they could have no fixed bearing, to anchor at a proper depth under the western shore, and that thus the stranding of their vessel must be attributed to the opposite course of action by the ship's officers, as Your Right Honorable Excellencies will be pleased to see from the accompanying authentic copy of the interrogatory deed drawn up thereof, which we felt obliged to present to Your Right Honorable Excellencies, so that such use may be made thereof as Your Right Honorable Excellencies shall deem fit. Appeared before us, the undersigned commissioners from the Honorable Worshipful Council of Justice of this Government, the Captains at Sea Christiaan van Veerden and Laurens Smit, who, together and alongside the Captain at Sea and Master of Equipage Cornelis Cornelissen and the fellow Captain at Sea Tobias Cuperus, having been qualified and commissioned pursuant to a written commission from the Honorable, Right Honorable Lord Governor dated the 20th of this current month of July, in order to, as nautical experts in the presence of the Independent Fiscal of this Government, the Honorable Worshipful Lord Johan Nicolaas Steven van Lynden, accurately investigate and examine the reasons to which the unfortunate stranding of the private ship 't Drietat handelaars, which occurred in the night between the 16th and 17th of May last near the so-called Black Rock, is to be attributed, in order to examine with the utmost accuracy whether and to what extent the skipper Ian Kleyn and the other mates of that vessel each conducted themselves in accordance with the Instructions established and designated by the Honorable Company for ship authorities, and consequently whether everything that could in any way tend to the preservation or rescue of the ship was observed by them, or whether any negligence or misconduct took place in that regard, on the one hand; and Skipper Ian Kleijn alongside the mates Cornelis Adriaansz and Jacob Jacobs submitting themselves to examination in this regard, on the other hand. And the said nautical experts, in the presence of us, commissioners, as well as at the requisition of the Honorable Worshipful Lord Independent Fiscal, put to the examinees the following questions drafted by them, alongside the aforementioned Master of Equipage Cornelis Cornelissen and Captain at Sea Tobias Cuperus; just as the examinees gave in their defense such responses as are noted next to each question: Question: Whether the examinees, upon sailing into the bay at around five o'clock in the evening, when the last bearing was taken, had thick or clear weather. Answer: Answered that they had thick weather at that time. Question: Whether they are certain that this bearing of the west corner of the bay was taken properly. Answer: Indeed of the southeast corner, but as for the west corner of the bay, we only had to guess because of the thick weather. Question: Why the examinees, after they estimated that they had passed the rock, did not steer their course further westward in order to make for the West Corner and anchor there in the dark weather at a proper depth, in order to await the daylight. Answer: We wanted to run in a little deeper, and if our bearing had been correct, we would have been able to anchor in proper water. Question: Whether they had sighted the Malagasy Island before they came to anchor. Answer: Answered not to have sighted the Malagasy Island before, furthermore [illegible] Question: And whether, after they lay at anchor, a proper watch was kept by the examinees themselves. [illegible] Question: Why the examinees did not veer out more than half a cable, since it is noted in the journal that a heavy swell was running from sea, in order to be able to ride at anchor better on one anchor. Answer: We intended, whenever the wind came through, to set the staysail and then cut away somewhat so as to be able to drop the bower anchor, and from the same bower anchor the half cable, as well as veering out the remaining half of the cable, likewise to lay on about one and a half cables more or less on one anchor shank, in order then still to be able to present the third anchor. Why the examinees have not veered out more than half a cable, since it is reported in the logbook that a heavy swell ran in from the sea. Whether they also discovered during the voyage that their compass was good. Answer: At that time, no change was detected in the compass. Whether they, during that time when they salvaged the guns and some ship's stores, have been able to salvage any Company cargo. Patria To the Noble, Highly Honorable Gentlemen Directors, Commissioned to the Illustrious Assembly of Seventeen, representing the General Dutch Chartered East India Company at the Presidial Chamber Amsterdam. Per the packet boat the Daan. Noble, Valiant, Highly Honorable, Most Wise, Provident, and Very Generous Gentlemen, High Ruling Gentlemen. We take the liberty to refer respectfully to the enclosed duplicate of our latest humble letter, dated the 6th of this month, addressed to Your Noble High Mightinesses per the private ship the Jan en Cornelis, which on the 14th of this month undertook its voyage to Patria, whither on the 7th of that month also departed the private ships the Jonge Jacob en Albertus and the Dapperheid. In the meantime, on the 18th and 19th of this month, there successively arrived at the Uithoek from Batavia the Honorable Company's packet boat the Daan, with 1 dead and 4 sick, and the private ship Derkshooven; the former consigned to the Chamber of Amsterdam and the latter to the Chamber of Delft. The aforementioned packet boat, as well on account of the necessary repairs that had to be done to it, as due to the continual fierce northwesterly winds during the course of the past week, could not be made ready to sail earlier than today, as Your Noble High Mightinesses, if you please, will be able to perceive from the accompanying authentic copy of the equipage master's declaration. We respectfully allow this to serve as accompaniment to that vessel, and take the liberty of presenting to Your Noble High Mightinesses the summary invoice of its Batavian cargo, together with the account of expenses for the provisions made to it in this Government. We consider ourselves obliged to inform Your Noble High Mightinesses of the safe arrival at the Cape roads, on the 13th of this month, of the ships the Duijfje and the Jonge Frank, which having departed from False Bay on the 16th of June, already arrived in Plettenberg Bay on the 20th following, and were fully laden there so expeditiously that they commenced the voyage hither on the 3rd of August. These ships, bringing the goods from the ship the Maria wrecked in Plettenberg Bay, are further fully laden with various types of indigenous wood, all specified in detail on the authentic copy of the bill of lading which we take the liberty of presenting herewith to Your Noble High Mightinesses. Upon the arrival of those ships, we immediately gave the necessary orders to unload the Jonge Franck, in order to let it proceed, as quickly as possible, to its destination to Batavia. Necessity having required us to dispatch the ships the Juffrouwe Johanna and the Eensgezindheid with the utmost speed to Batavia, we have, under the favorable construction of Your Noble High Mightinesses, left therein the following goods brought therewith for this Government, namely: 30000 pieces of gray bricks 30 hoeds of forge coal 6 whole bundles of staves 14 tin blocks 1 sheet of wainscot 1 barrel of bacon 1 barrel of butter together with the following necessities, shipped therein for Ceylon, namely: 100 barrels of beer 10 leagers of wine 2 leagers of vinegar 4 half-aams of brandy 1 half-aam of Spanish wine 25 half-aams of olive oil 5 cellars of brandy 7 cases of assorted wine 125 assorted bundles of staves 20 barrels of meat 20 barrels of bacon 15 barrels of Frisian butter 1 case with corks 2 barrels of green soap and 1 barrel of chalk and added thereto 11 barrels with shrouds for Batavia and 47 ditto with copper doits for Ceylon, offloaded into the Juffrouwe Johanna and now transshipped. We have not failed to give notice of this our course of action to the High Indian Government at Batavia, enclosing the copies of the Fatherland invoices of those goods; with an humble request to Their Noble Great Mightinesses to send the goods destined for Ceylon thither at the first convenient opportunity, and to please return to us the masonry bricks and forge coals which we were forced to leave in that vessel, or to supplement them with an equal quantity, on account of the embarrassment in which we find ourselves regarding both those articles. was shipped in Batavia on that vessel, together with a bill of lading invoice for 33 loads of ballast stones that the same happened to require here, and two expense accounts for what has been provided to that ship at this Government, both for the account of the Honorable Company and for that of the shipowners. With those papers, we take the liberty to add an account chargeable to the Admiralty for fourteen pieces of oars provided to the State's brig De Mercuur. Captain Cornelis Promp having passed away on board during the voyage hither of the ship Rhijnoord, he was succeeded, pursuant to the charter party, by the chief mate Carsten Hans Bleijk, who addressed us by petition concerning the entirely improper conduct displayed by the mate Ulke Thieros Klein toward his commander in writing a letter to the undersigned Governor, with the addition of a declaration signed by him and various petty officers and sailors, requesting that he, Klein, might be removed by us from that vessel. Whereupon, for the maintenance of good order on board that ship, we deemed it necessary to condescend, and consequently in place of said Klein have transferred to that vessel Lieutenant Anthonijn Wijmeren, letting this be accompanied by authentic copies both of the petition submitted by Captain Bleijk and of the letter and declaration sent by mate Kleijn to the undersigned Governor. At our meeting of October 20th last, the undersigned Governor proposed to the same that in the Company's dispensary, according to the written report of the undersigned dispenser, no more than 1778 mudden of wheat was found, and the rice had been almost entirely provided both for the customary rations and to passing ships; that the scarcity of wheat was due to the small quantity of that grain delivered into the Company's warehouses in the previous year, for which the private individuals and bakers paid more directly after the harvest than the price at which one is accustomed to receive wheat for the Honorable Company; that the high price, far from falling in the present season, which is also suitable for the carting of grain, had risen to such an extent that at that time for a load of wheat for which the Company received rixdollars 24, rixdollars 42 was paid by the bakers; that on this account one could by no means flatter oneself that any wheat would be delivered by the farmers to the Honorable Company without their being forced thereto by measures that one ought only to employ in the most extreme necessity; that he, the Governor, nevertheless held himself assured by the obtained information that one had to fear no bread shortage in this place, since the bakers, through the proper maintenance of the prohibition placed on the export of flour, find themselves as it were overloaded with sifted flour, for the sale of which they can find no possible opportunity, and moreover their lofts are provided with a sufficient stock of wheat; that the scarcity of rice, notwithstanding everything having been purchased for the use of the Honorable Company that could be obtained, owes its origin to the extraordinary provisions that have had to be made both to the ships De Eensgezindheid and the Juffrouwe Johanna, and to various outbound ships which, instead of for nine months, have been provisioned for only six months; that however the aforesaid stock of 1778 mudden, being distributed as usual, could not reach further than until November 8th, and one would thus fall short for more than one and a half months if timely provisional measures were not taken and carried out by us through which the garrison of this place could, on the customary footing until the new harvest, be provided with the indispensable bread that must be furnished to them on behalf of the Honorable Company. Upon which proposal, having been deliberated by us with due attention, and having thereby especially taken into consideration that although the stock of wheat on hand on behalf of the Company was not sufficient to be able to provide the ordinary ration of bread to those who must be fed by it here, one could nevertheless rest assured that the stock stored with the private bakers was sufficient to be able, besides the inhabitants, to feed the garrison partly therefrom as well; and we have therefore resolved to fix, from the said date onward, the weekly bread ration of 7½ lb for each head at half, or at 3¾ lb, and to cause the remaining half of that ration provisionally to be provided in money to the respective heads of the corps stationed here as a garrison, the head surgeon of the Company's Hospital, the overseer of the slave lodge, and other persons charged with the housekeeping of the Company's servants, and for that purpose to have paid weekly from the Company's cash 3½ stuivers per head, for which the missing portion of the usual ration has hitherto been obtainable from the citizen bakers; which measures have appeared to us to be the only way to prevent, without losing sight of the precious interests entrusted to us, all grounds of discontent among the agricultural inhabitants, which would naturally have arisen from the execution of suitable means to obtain supplies. expected new grain harvest of an adequate stock of wheat could be provided, both for the supply of the ordinary rations of bread and flour and to satisfy the demands that one is to receive from India's capital Ceylon and other establishments, and having considered therewith that, since the continuous rains in this already advanced season, thank God, assure us of a very abundant harvest, the farmer would consequently not be unwilling or negligent to present and deliver his wheat to the Company at the reasonable price of 8 Cape guilders per mud which has been granted to him for it, the more so because the strict supervision that neither grain nor flour is shipped off by the burgher bakers must make it impossible for them to purchase all the grain that will be brought towards the Cape by the agriculturalists; and we have therefore decided to order the grain-growing inhabitants of this colony by the posting of notices, as has been the constant custom previously, but has been neglected by them for some years, to give up at the Trade Office from the beginning until the ultimate of January next the quantity of wheat, rye and barley that they will be able to deliver to the Company, and this in such a manner that reliance can be placed thereon, in order to be able to judge early on whether those quantities will allow the abovementioned Indian demands to be fulfilled; while furthermore, departing from the resolution taken on 14 November 1769 in the Council of Policy in this Government, the delivery of the grains will commence with the beginning of the harvest, the storehouses suitable for their delivery will be open daily with the opening of the barrier until sunset, and the delivery will take place in the lower floors of the storehouses, in order not only to remove from the deliverers, who have been notified thereof by the aforementioned notices, in all respects all grounds for dissatisfaction, but also to afford them all possible facilities; and we have recommended the undersigned storekeeper to keep an exact record of all the wheat that will be brought in by the respective farmers before the statement will have been made, in order to have the same validated in deduction of the quantity that they will come to state for delivery.
