with their considerations regarding the instruction given here by the gentlemen committee members, they take the liberty of referring to its contents, and shall now have the honor to present to Your Right Honorable and Honorable Sirs an exact list of the linens, aloes, cinnamon, cotton, and other goods left behind at the said Bay under the supervision and responsibility of the military ensign Hans Aboé, consisting of 2221 pieces of linen packed in 502 bales cases of gum myrrh case of aloes red earth not known in the invoice of the ship Santa Maria 7 cases of cinnamon 11 ditto of cotton yarn 1 pipe of coconut oil 86 bundles of sappanwood inside While the purchased effects, specified in detail in the annexed list, have been handed over to the overseer Jan Fredrik Meding, as he has custody of the other equipment goods. Since through the washing the usual distinctive marks, such as paste folds and otherwise the names of some varieties of linens were obliterated, they, in order not to make any mistakes in this regard—the more so as they could perceive nothing from the invoice sent to them, as it was merely an extract in the manner of a short invoice in which neither length nor breadth nor any other characteristics were known—took out one single piece of each variety of which a certain quantity was on hand, and brought to the number of 32 pieces back here, which they showed to the bookkeeper of the trade warehouse, Arend de Waal, as being the expert, whereby they are now enabled to state the various packed varieties of linens, just as they also cut off small sample pieces from those varieties of which only very few were salvaged, which however the said De Waal was unable to recognize, wherefore they are designated by the name of various linens on the annexed lists. All the linens are together packed in 232 gunny and 270 canvas bales. The gunny, which with much effort had been collected from all sides, having contrary to expectation by no means reached as far as had been imagined at the beginning, and of the purchased old canvas after the linens were packed, which could only be accomplished with very great difficulty—the said inhabitants in that vicinity having assisted the undersigned, when towards the end they also began to experience a lack of this material, from their own means with sailcloth under promise of restitution—nothing more remaining, there was consequently nothing left to pack the cinnamon and cotton in sailcloth or gunny; and considering that such could just as well, properly, and less expensively be stored in cases, they purchased from the inhabitants over there a lot of 1-inch planks, since those lying in the timber shed were too thick to be used for such boxes, in order to make cases for storing these two items. However, for lack of proper weights, one was unable to determine how many pounds each case contains, and had to be satisfied with merely specifying the number of the cases. The cinnamon having lost very much of its value and contracted a salty taste from the water, which is also the case with the cotton, which, because the flat roof of the warehouse, after a long and continuous rain of more than three weeks, became so thoroughly soaked that it began to leak so quickly and violently that all means which could possibly be employed to prevent the leakage were in vain; the moisture having penetrated the cotton dissolved the saline particles, and it became again as wet as if it had just been drawn from the sea; they were compelled to have it washed, which also resulted in that which the undersigned had reasonably feared and which they had the honor to mention in their respectful letter of 19 December of the past year. With regard to the aloes and myrrh, which gums have suffered very much from the seawater, on which account the old cases were too poor to be used for making new ones, they had cases made of 3/4-inch yellow-wood planks taken from the Company's timber shed. The bales as well as the cases are all marked [symbol] ship Maria, St. Helena Bay; the bales are marked from No. 1 to 502 and described with as many pieces as each of them contains, and in case Your Right Honorable and Honorable Sirs should please to decide to send the linens directly from there to Batavia, the undersigned could, at your highest pleasure, provide the military ensign Hans Aboé with a list, according to which the same could then be documented, which however will not be necessary if they are brought here, at which time the marking can be done here. Among the same packages are found some filled with torn pieces and rags of both white and blue linens, which cannot endure the voyage to Europe, as well as some heavily spotted and moldy, clearly made known on the annexed invoice. The cases from No. 1 to 24 are described with their contents, except the case of red earth, which the undersigned did not know and merely marked No. 6. It was decided to construct a wooden lean-to of about one foot over the bales and boxes, which were piled up in pyramid fashion, using for this purpose yellow-wood planks of 1¾ inches from the Company's stock, without the woodwork running any risk of suffering any damage, as it was only tied together with rope yarn. This was all the more necessary because the flat roof, being especially prone to heavy leaking, would have made restacking the bales in case of leakage impossible and futile, whereas they now lie secured against moisture. In erecting the wooden lean-to, every care was taken to make it watertight, as it was also observed during rainy weather that it answered its purpose. Shortly before the departure of the undersigned from there, it was reported by the burgher Thomas Ignatius Fereira that on the beach of the Zitzikamma, about eight days further than Plettenberg Bay, some barrels belonging to the cargo of the Maria had washed ashore; offering at the same time to take over the same for the sum of Rds 50:—, which the undersigned did not accept, but instructed him to have the barrels appraised by two impartial persons and to pay the assessed amount into the Company's treasury to the satisfaction of the Honorable Governor, after which he would be permitted to take possession of the same. officers, although their presence here must be judged utterly necessary by everyone who knows and keeps in mind the true interest of the Honorable Company, furthermore still remain deprived of the lawful salary that has of old been allocated to their ranks with as much economy as necessity; and it seems to me that this totally conflicts with the known equity of our Lords and Masters, and I would therefore dare to hope from their highest justice, and presume not without cause, that if Your Right Honorable would provisionally please to grant the ordinary salaries and emoluments to these recently promoted artillery officers, subject to the subsequent approval of the highly mentioned Lords Majors, such would be followed by a desired approval. The artillery corps here having already grown to the considerable strength of 300 common men and still increasing daily, it will in time be able to fully fulfill the beneficial purpose for which it is intended, so good order and, be it said with respect, humanity itself seem to require that timely care be taken to extend certain and prompt assistance to all its personnel in case of need, when through the constant and manifold dangers to which they are exposed in the performance of their service, even in times of peace, they are brought into unfortunate circumstances and meanwhile cannot do without assistance. The ordinary personnel of the hospital here being constantly burdened by a considerable number of sick, which will likely not decrease in dangerous times, and being prevented from performing their duties in extending the necessary relief in time to all detached posts of the artillery with the promptness that circumstances frequently require, it would be unmerciful and cruel to make the preservation of wounded artillerymen depend on the uncertainty of such assistance, and willfully see those perish for lack of it who have already shed part of their blood in the service of the Honorable Company; therefore I once again take the liberty to petition Your Right Honorable, while the opportunity presents itself, to remedy this presumptive deficiency here by nominating to Your Right Honorable the person of Pallas, who is currently out of employment and, according to the testimonies of everyone who knows him, is regarded as very capable in surgery, in order to appoint him, pending the high approval of our Lords and Masters, on a suitable salary as Surgeon-Major with the artillery of this government. could neither nor should withdraw himself, upon the express and definitive election of his person by the present Lord Governor and Council of Policy here, first as adjunct to the aforementioned Senior Merchant Bergh and, a few months later, spurred by a sense of his obligation to, and as he flatters himself to have at all times shown, faithfulness and zeal for the service of his Lords and Masters, to enjoy the honor of being fully committed to the said post of secretary, subject to the highly favorable approval of Your Right Honorable Worships; and at the same time, following the example of his predecessors, likewise to be appointed a Member of the said Council of Policy, subject to the same high approval: which simultaneous appointment as Member and Secretary, however, was found in the following year 1786, from Your Right Honorable Worships' most venerated missives, to be contrary to your disposition taken in the year 1785. The flattering hope, however, that Your Right Honorable Worships might graciously deign to take into account that this, the petitioner's appointment, had already taken place before your most highly respected order on that subject had been received, caused the petitioner to take the liberty, on the foundation of the proposed order concerning the qualification and rank for the Members of the Council of Policy here, to address Your Right Honorable Worships by humble petition in the said year 1786 and, under favorable recommendation of the Government here, most respectfully to request that he might be so fortunate as to be approved by your good selves in his aforementioned appointments, and to be favored with the qualification and salary of Merchant and rank of Senior Merchant. While the petitioner has until now continued to await the disposition on this, his most humble petition, with the utmost respect and submission, he has meanwhile had to experience that his daily increasing severe attacks of headache, and the weakening of his memory perhaps caused thereby, to the degree which was necessarily required for the performance of that office of Secretary if he did not wish to be the cause of prejudice to the Master's service, compelled him, when in the beginning of the past year 1788 the office of Cashier fell vacant through the death of the titular Senior Merchant Gerhardus Hendrik Cruywagen, to request the same; to which he was subsequently provisionally committed, subject to the highly favorable approval of Your Right Honorable Worships, with continuation as a Member of the Council of Policy. May it be permitted to the petitioner, who may enjoy the pleasant sensation of having served the Noble Company in the various offices held by him, according to his solemn obligation, by exerting his utmost abilities, with all faithfulness and zeal, most respectfully to implore the high favor and protection of Your Right Honorable Worships and to be fully assured thereof. Right Honourable, High Commanding Lords, It is with the utmost respect that Your Right Honourable Excellencies' most humble and faithful servant, Christoffel Brand of the Cape of Good Hope, takes the liberty in the most submissive manner to bring to the attention of Your Right Honourable Excellencies: how the petitioner on the 14th of January 1755 was accepted into the service of the Honourable Company here as a soldier at the pen at 9 guilders per month under a five-year engagement, and on the 2nd of September of the same year was promoted to assistant at 20 guilders monthly; being as such, on account of expiration of time, raised in salary to 24 guilders per month under a new engagement of five years on the date of 16th September 1760; and thereafter, namely on the 15th of October 1765, advanced with a third engagement of three years to bookkeeper at 30 guilders per month; as well as subsequently on 25 April 1774 advanced to Postholder in False Bay, and that with the rank of Junior Merchant; while the petitioner, having also been appointed in that post through the favour and goodness of Your Right Honourable Excellencies in the aforementioned year 1774 to effective Junior Merchant at 40 guilders per month, now finds himself, pursuant to Your Right Honourable Excellencies' venerable instructions, retaining rank and quality, discharged as a member of the Council of Justice, to which he had been appointed by resolution of the Lord Governor and Honourable Council of Policy of this Government, dated 13 July 1775; so that the petitioner thereby also obtained the title and rank of Merchant, with which Your Right Honourable Excellencies were pleased to favour the members of the said Council of Justice. That the petitioner thus, having now already had the honour to serve the Honourable Company for over 34 consecutive years in various employments, during that long time many matters, concerning both the administration of the colony in general and the service of the Company in particular, have passed through his hands, so that he, under Your Right Honourable Excellencies' favourable interpretation, dares to flatter himself to have obtained the required experience and capacities to be able to properly serve his highly revered Lords and Masters in a superior office as well: while, with respect to the satisfaction he has always given to his respective rulers, the petitioner takes the liberty to refer to the favourable reports and recommendations, which were presented and supplied to Your Right Honourable Excellencies by the Lord Governor and Honourable Council of Policy, both upon his appointment as Resident of False Bay and at the time of his promotion to member of the Council of Justice. and motives which the petitioner finds himself compelled to lay before Your Honorable High Mightinesses for favorable judgment, in support of his aforementioned contention, consisting in this: That the petitioner, as has been cited beforehand, having been in the Company's service since the year 1755, and consequently belonging among the oldest servants in this Government, has therefore served the Company over eighteen years longer than the aforementioned Mr. van Oudtshoorn; since the said Mr. van Oudtshoorn was only appointed Bookkeeper by Your Honorable High Mightinesses in the year 1772, and arrived here in that capacity in the following year 1773: That the said Mr. van Oudtshoorn, having been employed after his arrival by the then Governor van Plettenberg as his private secretary, on that account (as the petitioner is informed) thought that he held a position of Junior Merchant before the petitioner and thereby obtained precedence over the petitioner; which is, however, very erroneous, seeing that Your Honorable High Mightinesses, after the decease of the Junior Merchant Nicolaas Leij, never granted the status of Junior Merchant to those who served as private secretary, as being by no means applicable thereto; it being, on the contrary, a proven truth that when the petitioner was promoted to Postholder in False Bay, the title of Junior Merchant was conferred upon him, so that from that time onward he already held and also maintained that rank above Mr. van Oudtshoorn, when it pleased Your Honorable High Mightinesses, upon favorable recommendations from the Government here, to favor the petitioner at the same time as Mr. van Oudtshoorn with the rank of Junior Merchant with the accompanying salary; but, in relation to the often-mentioned Mr. van Oudtshoorn, out of special consideration, as appears from Your Honorable High Mightinesses' much-revered Missive written under date of 19 October 1774 to the said Government; whereas, on the other hand, it nowhere appears that any objections arose with Your Honorable High Mightinesses to promote the petitioner to Junior Merchant following the example of his predecessors, who always held that rank; from which aforesaid matter it clearly appears that the status of Junior Merchant is in no way attached to the post of private secretary, the petitioner therefore maintains that, since in the year 1765, pursuant to the regulation framed concerning the advancements of the Company's servants, having then served out his two terms of contract, he was appointed Bookkeeper in the provisions store with f 30 per month, Mr. van Oudtshoorn can consequently in no way equate himself in rank with the petitioner, since he only arrived here 8 years later, namely in the year 1773, as Bookkeeper, and that with a salary of only f 24 monthly, so that Mr. van Oudtshoorn barely held the rank above an Assistant of the second class, who upon entering into a second contract comes to enjoy the wage of f 24 per month, and thus remained Bookkeeper until finally, at the same time as the petitioner, as has been said above, he obtained the status of Junior Merchant. The petitioner could cite even more grounds in demonstration of his contention, but while he flatters himself that what has been set down herein is sufficient to show that he is in every respect a much older servant than Mr. van Oudtshoorn, and—be it said with the utmost respect—ought therefore in the present case to have been advanced before His Honor; he takes, in order not to hinder and fatigue Your Honorable High Mightinesses' weighty occupations and attention with superfluous repetitions, most humbly the liberty to turn by these presents to Your Honorable High Mightinesses with a humble prayer, that in consideration of the petitioner having served the Company not only 18 years longer, and that in far more responsible and difficult posts than the frequently mentioned Mr. van Oudtshoorn, with all zeal, loyalty, sacrifice of his health, and the least self-interest, but that he has also, without interruption, both as a subordinate and as a commissioned servant, always held seniority over Mr. van Oudtshoorn, it may graciously please Your Honorable High Mightinesses to favor the petitioner, who finds himself burdened with a wife and eight children, with the aforesaid office of Provisioner, together with the seat in the Council of Policy and the associated title and rank of titular Senior Merchant, adding the salary and emoluments of an effective Merchant.
