Register of the Letters and Papers which under today's date are dispatched from here, both to the Right Honorable Lords Committee of Directors and plenipotentiaries of the Assembly of Seventeen, and to the Noble Lords Directors of the respective separate Chambers, per the chartered private ship de Jonge Jacob, namely: No. 1 Original Letter sent by the Noble Lord Governor Cornelis Jacob van de Graaff and the Council of this place to the said Illustrious College. 2 Ditto sent as above to the Noble Lords Directors of the separate Chambers indicated in the margin. 3 Duplicate ditto sent by and as just mentioned under date of 19 October last to the Illustrious College of the Lords Seventeen. 4 Authentic Copy of the Report of medical experts regarding the precautions observed concerning the ship de Batavier. To the Right Honorable Lords Directors appointed to the Illustrious Assembly of Seventeen representing the General Netherlands Chartered East India Company at the Presidial Chamber At Amsterdam. Right Honorable, Valiant, Most Respectable, Most Wise, Provident, and very Generous Lords! High-Commanding Lords. We take the liberty of respectfully referring to our last humble letters under date of 19 October last, addressed to Your Right Honors per the Company's packet boat de Snelheid, of which the duplicate accompanies this, with the dutiful communication that said small vessel also undertook its voyage to the Netherlands on the 20th of the said month. The ships de Gouverneur Falk and de Gerechtigheid, of whose arrival we have dutifully informed Your Right Honors, having successively undertaken their voyage to India's capital on 17 October and 2 November of last year, we cannot fail to communicate this to Your Right Honors. Meanwhile, we have again been able to see the safe arrival in these roads of the following two outward-bound vessels, namely: on the 5th of this month the ship d'Indus with 4 dead and 7 sick, on the 11th ditto the packet boat de Luchtbol without dead or sick. Both of which hulls will be put in condition by us by tomorrow to undertake their voyage to Batavia, from where on 18 December of the past year and the 8th of this month have successively arrived here the private ships de Jonge Jacob and Noordholland, chartered by the Honorable Company. Having reported in our aforementioned respectful letter to Your Right Honors that smallpox had appeared aboard the outward-bound ship de Batavier, as well as the measures we took to remove that bottom from these roads, and thereby, as much as lay in our power, to free this Colony from the destruction which that disease has more than once caused in the same; and also that we had appointed a medical commission to indicate to us the precautions under which the goods loaded in that bottom for this government, and the passenger Mr. Ryk Le Sueur who came over with it, could be placed onto the ship 't Duifje; so we shall now take the liberty of presenting to Your Right Honors in authentic copy the representation submitted on that matter to our assembly by the surgeons Johannes Leeuwer, Johan Gottlieb Mader, and Jan Martin; which having been deliberated upon by us, we resolved to cause the goods which were loaded in the ship de Batavier, both for the Company's and private account, to be transferred into the ship het Duifje under the precautions mentioned in the aforementioned representation, which ship to that end, as long as those goods were not discharged from the same, remained deprived of all access from land as well as from other ships; and we sent someone on our behalf thither for the taking over of those goods and for attending to the marks that might be damaged by the removal of the packaging, and gave the necessary notice thereof to the public; and the aforementioned

the aforementioned passenger Mr. Ryk le Sueur transferred under the stipulated precautions to the ship 't Duifje, and from there, after the expiration of 14 days, as in that intermediate period no signs of infection appeared, came ashore here. After taking that resolution, we handed over an extract of the same, together with a copy of the aforementioned memorial of the medical officer, to the Master of Equipage of this government, in order to keep the necessary supervision accordingly and to offer all possible assistance; however, the undersigned Secunde and Dispencier were of the opinion that the term determined for the stay on the ship 't Duifje of the repeatedly mentioned Mr. Ryk Le Sueur was taken somewhat too long, and considering that he had had the smallpox many years ago in Europe, he could very safely, after prior proper washing with vinegar and change of clothes, as well as leaving behind his used clothes, be admitted ashore after the course of one or two days. After the aforementioned goods were transshipped into the ship 't Duifje under observance of the stated precautions, and the often mentioned Mr. Ryk Le Sueur had stepped over onto that vessel, the ship the Batavier, having been provided with all necessary requirements, departed on the 2nd of November last from off Robben Island for Batavia, where we hope and wish that the same may arrive as speedily as it is free of disaster. We may meanwhile rejoice to be able to report to your Right Honourable Worships that the precautions used by us in that case have had the desired effect, and this country has remained free from all infection. We also let this serve as dutiful communication that on the 8th of this month the Honourable Company's packet boat the Expeditie arrived safely here, having departed on the 19th of November of the past year from Punto Gale, bound for Europe, whither the same will depart within a few days. With the aforementioned ship the Indus we were privileged to receive the missive wherewith your Right Honourable Worships were pleased to honour us from your illustrious assembly on the 11th of May last, and we, dutifully following the orders given therein, shall leave its reply postponed until the same missive shall have been resumed in our council, and since we within a few days shall respectfully answer the missive received from your Right Honourable Worships in the past year, and thereby dutifully report on all such matters as have occurred in this Government and must be brought to the knowledge of your Right Honourable Worships, so we shall otherwise let this serve to accompany the aforementioned private ship the Jonge Jacob, which is ready to depart from here, offering to your Right Honourable Worships the original short invoice of its Batavian cargo, together with a bill of lading for 10 leagers and 12 aams of wine, shipped on freight in that vessel by private individuals. Herewith concluding this, we commend your Right Honourable Worships' highly respected persons, together with the interests of the Honourable Company dear to us, to the sole safe keeping of God; and subscribe with the deepest respect. Batavier should perform quarantine at Robben Island, was observed upon their arrival here after their recovery, and should be put into effect, we the undersigned, having carefully taken into consideration all the points just mentioned, are of the opinion that those goods which have been kept in the hold during the voyage should be stripped of their packaging, as the smallpox contagion could cling or adhere to woolen or hair-like textures and thus have evil consequences; these, having been washed with vinegar, may safely be disembarked in the Duyfje; the chests and wardrobes which were kept elsewhere and have not been opened could likewise be stripped of their packaging as well as the former goods, placed in the open air for about four days, and washed with vinegar before their disembarkation. Mr. Le Sueur having previously also been washed with vinegar, new linen and clothes having been sent from here thither and put on, could, it seems to us, safely transfer; his Honor's goods and clothes that have served for daily use must be left behind, and the chests and wardrobes must also be exposed to the air for 4 days and washed with vinegar before disembarkation; and should anything packed or covered with rough hide be among them, carefully remove it and throw it overboard. The period of stay of Mr. Le Sueur could safely come to an end with another 14 days from today, if in the meantime nothing appears, and he may come on land, and after this successively the goods. The sick, after their recovery, leaving their goods behind, having their bodies cleaned, washed with vinegar, and upon proof from the doctor who treated them on Robben Island of having noticed nothing of the childhood disease or epidemic during their illness, could come hither 40 days after their recovery. With which we hope to have complied with the very honored order, which with the utmost respect we take the liberty to address. Right Honorable Valiant Sir! and Honorable Worshipful Sirs. likewise on the 28th of January and the first of this month undertook their voyage to the capital of the Indies. We may now once again have the pleasure of informing Your Right Honourable Noble Worships of the safe arrival in these roads of the following two return ships, namely: on the 2nd of February, the packet boat De Faam with 3 dead and [illegible] sick; on the 5th of the same month, the Gouverneur-Generaal De Klerk with 13 dead, 5 sick, 11 [illegible]; and that on the 6th of this month, there safely appeared here the outbound ship Willem de Vierde with 3 dead and 28 sick. Furthermore, we take the liberty of letting this serve as an escort to the brigantine vessel the Helena Louisa, wherein, for the account of the Presidial Chamber of Amsterdam, 50 leggers of ordinary Cape wine have been shipped here, duly accounted for in the bill of lading and invoice accompanying this letter. With respectful reference to all that we have taken the liberty dutifully to report to Your Right Honourable Noble Worships concerning the aforementioned vessel the Helena Louisa, we shall now have the honour to present to Your Right Honourable Noble Worships, in authentic copy, two reports made to us both by the master of naval equipment and master carpenter of this government, as well as by the officers placed by us upon that vessel, concerning the defects that were discovered on that vessel in Saldanha Bay, and which have been duly repaired. Lieutenant in the service of the State of the United Netherlands Cornelis Coomans having presented to us a petition, of which we take the liberty to present an authentic copy to Your Right Honourable Noble Worships, whereby he came to request permission to convey the frequently mentioned vessel the Helena Louisa from here to the Netherlands without any receipt of wages or premium, provided that his wife, married here, were granted free passage to the Netherlands; that petition having been deliberated upon in our meeting, the undersigned Governor, Secunde, and Independent Fiscal were of the opinion that one ought to seize so advantageous an opportunity, but the undersigned Cellar Master was against it, as he was of the advice that Lieutenant Breugeman, whom we had left on that vessel after the departure of Commander Stol, ought to remain upon it; whilst the undersigned Cashier believed that since there was an order that no State officers might be placed on the Company's ships, one could consequently not accede to the request of Lieutenant Coomans if one could manage with the Company's officers; and the undersigned Dispenser has lodged against the removal of Lieutenant Breugeman from the aforementioned vessel such a protest as we take the liberty to present in authentic copy to Your Right Honourable Noble Worships. The votes thus being balanced, the undersigned Governor, in consideration of the advantageous conditions proposed by the aforementioned Lieutenant Coomans, and while there was not a single Company officer at hand here of that rank and of that trust to be able to confide the command over that vessel, found himself compelled to conclude with the opinion to place the same Lieutenant Coomans on those terms in command of the frequently mentioned vessel the Helena Louisa, in order to bring the same first to Saldanha Bay and, having returned from there, to convey it to the Netherlands, taking along his wife on this last-mentioned voyage, for whom the exemption from the ordinary transport and board expenses has respectfully been left deferred by the majority of our Council to Your Right Honourable Noble Worships. The aforementioned protest of the undersigned Dispenser having been read in our meeting, the undersigned Governor declared that he was extremely sensitive to and affected by the contents of that writing exhibited by the junior member of the Council, whereby he, the Governor, had to experience that virtually every point of the Governor's conduct was reprimanded and criticized, and whereby his character and authority, placed into his hands by Your Right Honourable Noble Worships, have thus been assaulted; and although such a manner of proceeding and the motive for the same are obvious, and he, the Governor, will in due time obtain certain satisfactions regarding this, he nevertheless reserved the right, pursuant to the favourable permission granted to him in his instructions, to justify himself in a separate letter concerning his conduct in this matter both to His Serene Highness the Lord Prince of Orange as Supreme Governor-General and Supreme Director, and to Your Right Honourable Noble Worships' illustrious assembly, with a humble request to maintain him in his character and authority, and favourably to provide against such conduct for the future; upon which declaration the undersigned Dispenser requested to know in what respect he had assaulted the character and authority of the Governor, and to this it was answered by the undersigned Governor that he would explain himself regarding this directly to Your Right Honourable Noble Worships. With the packet boat De Luchtbol we have had the honour of receiving Your Right Honourable Noble Worships' most venerated letter of the 1st of October of the aforementioned year, and in anticipation of the disposition that Your Right Honourable Noble Worships will favourably impart to us by a secret letter, we shall dutifully observe in all parts the orders given in the aforementioned letter from Your Right Honourable Noble Worships concerning the dispatch of the Regiment of Württemberg garrisoned here. Copy To the Right Honorable and Valiant Lord Cornelis Jacob van de Graaff, Governor and Director of Cabo de Goede Hoop and the jurisdiction thereof, etc., etc., etc. Right Honorable and Valiant Lord, Pursuant to Your Right Honorable and Valiant's Political Council resolution, dated 15 June last, it having been resolved that the brigantine vessel Helena Louisa, before being able to undertake a voyage to Europe with security, should be sent to Saldanha Bay in order there, according to custom, under the direction of the Master of the Equipage, to be rebuilt and repaired by the master shipwright; thus the undersigned, in compliance with this resolution, proceeded thither, and have in this the honor to report to Your Right Honorable and Valiant that having come on board the aforementioned vessel in Hoetjes Bay on the morning of the 23rd of the recently past month of July, they directly made a start with the execution of this commission, and on the morning of the following day careened the ship over port, with the starboard side upwards, and and found that the keel of the ship was undamaged, but that on the seam of the garboard strake, at the lower and upper side from the sternpost forward up to near the mainmast, it was nailed over with three battens, of which one was above the garboard strake and two below next to each other, with a piece of sheet lead underneath. The uppermost batten was nailed in an insecure manner; as far as could be determined, there were only three nails that had held the batten and sheet lead above, and driven into the wood by a good inch at the most. This batten having been removed, the sheet lead was taken off between the lowest batten by the Right Honorable and Valiant Lord C. Coomans with his hands, without using much force, and as far as could be determined, no nails had been in it, but there were indeed holes to allow nails to be driven through. The lowest batten of all was nailed in such a manner that one could thrust one's hand everywhere between the ship and the batten. The uppermost one, for approximately 1½ feet toward the front, had not been nailed over the sheet lead, and as far as the lead was exposed, so far had it also yielded from the ship and stood protruding transversely, so that in all probability, if the ship had unfortunately remained at sea, she would have lost this batten and sheet lead, and with that being off, the ship would have had to sink, for the seam of the garboard strake stood open, and Collated. and furthermore found a triangle ten feet long placed in the garboard strake, which filled or enclosed two hooks, with the upper side having yielded by approximately an inch, and the seams all around open. The aforementioned Right Honorable and Valiant Lord Coomans thrust his hand into the seam everywhere around that piece and the seam of the garboard strake. Subsequently we drove some branch-bolts into the garboard strake to prevent further displacement of the garboard strake; careened the ship with the other side with the keel upwards, found the seam of the garboard strake displaced as well, drove small branch-bolts into that as well, caulked and clamped the ship where it was necessary, and subsequently payed it, so that after this repair the ship can safely undertake her voyage to Europe. Hoog Edele Gestrenge Heer Ingevolge uw Hoog Ed Gestr: E: Achtb:s Politicque raads besluit, de dato 15 Juny l: E: geresolveert zynde, dat het Brigantyn Scheepjen Helena Louisa, alvorens eene reise naar Europa met securiteit te kunnen ondernee„ men, na de Saldanha Baay zoude gesonden worden, om aldaar volgens gewoonte, onder directie van den Equipagiemeester, door den baas der scheeps timmerlieden te werden vertimmert en gerepareert; — zo hebben de ondergetekendens, in opvolging deeser Resolutie, zich derwaarts begeeven, en hebben in deesen de Eer uw Hoog Ed Gestr: te be„ „richten, dat zy 's morgens den 23 der Jongst afgelopen maand July, in de Hoetjes Baay aan boord van opgem: scheepje gekomen zynde, maakte directe éen aanvang met het uitvoeren deser Commissie, en 's morgens 'S daags daar aan haalden het schip over bakboord, met de stuurboorts zyde boven en en bevonden, dat de kiel van het schip on„ beschadigd was, maar dat op de naad van de Landstrook, onder en boven kant van de ag„ tersteeven na vooren toe, tot by de grote mast bespykert met drie latten, waar van een boven de zandstrook zat, en twee onder naast mae „kanderen, daar onder een stuk platlood. de bovenste Latt was gespikert op eene onsecuure wijse, daar waaren, zo verre men konde nagaan, maar drie spijkers, die de Latten platlood boven gehouden hadden, en op zyn grootst een groot duim ingeslagen in het hout; deese lat afgenomen zynde wierd het platlood door de WelEdele Gestr Heer C: Coomans, met de handen, zonder veel force te gebruiken, afgehaald, tusschen de onderste Latt uit, en zo veel men heeft kunnen nagaan, heeft daar geen spijkers ingeweest, maar daar waaren wel gaaten om spikers te konnen doorslaan; de aller onderste latt was zo gespykert, dat men de hand over al tusschen het schip en de Cat konde doorsteeken. — De bovenste was op Circa 1½ voet na aan de voorkant niet over het platloot gespijkert geweest, en zo verre als het lood bloot was, zo verre was het ook van het schip afgeweeken en stond dwars uit, dat na alle waarschen lijkheid, wanneer het schip ongelukkig in zee gebleeven was deese latt en platlood zoude verlooren hebben, en dat daar af zynde zoude het schip hebben moeten zinken, want de naad van de Zandstrook stond oopen en Coll: en vonden nog een driehoek, lang tien voeten in de Zandstrook gezet, die twee haaken op: „vulde of opsloot, met de bovenkant wel Circa een duim uitgeweeken, en de naaden rondon copen: de voorm WelEdele Gestr: Heer Coomans heeft over al rond om dat stuk en de naad van de Zandstrook, zyn hand in de naad gestoken Vervolgens hebben eenige takbouten in de Land „strook geslagen om verdere omsettingen van de Zandstrook voor te komen; het schip met de andere zyde met de kiel boven gehaald, bevonden de naad van de Zandstrook ook ontzet, sloegen daar ook takboutjes in„ Callevaaten en Clamaayden het schip, daar het nodig was, en vervolgens gesmeerd, zo dat het Schip na deese reparatie gerust na Europa zyne reise kan onderneemen. the bottom one was not attached to the keel by an inch, and therefore was of no use at all. Upon removing the upper batten to which the lead was secured, nine nail holes were found in the same batten, but from which only three nails had held, the remainder apparently having broken due to the hard wood, with the deepest of the three nails just mentioned driven no more than an inch deep into the sheathing. After the said batten was removed, the lead was found to be entirely loose, having had no firmness other than by the above-mentioned three nails. And on the port side, the garboard strake was found displaced, and two planks above each other had yielded over a length approximately as before. assumed, has approached the Right Honorable, Rigorous Lord Governor to request passage for himself and his aforementioned wife on the Honorable Company's small brigantine ship the Helena Louisa, which was recently brought off the beach, in the event that the same might be dispatched on a voyage home. That on that occasion the well-mentioned Lord Governor made it known to him, the petitioner, that for lack of qualified subjects they found themselves very embarrassed as to whom to entrust with the command of that vessel, and therefore could not yet determine its departure. That thereupon the petitioner, who will always count it a special honor to be of any use or service to the Honorable Company, replied to the well-mentioned Lord Governor that, if this were the difficulty that would delay the departure of the aforementioned vessel, he, the petitioner, in that case offered his person to bring the same over to the Netherlands. That, this offer having been accepted with favor by the aforementioned Lord Governor, the petitioner thereupon requested permission from His Right Honorable Rigor to be allowed to address himself by petition to Your Right Honorable Rigors and Right Worshipfuls on that account. Coomans Agrees Goetz First Clerk Duplicate The undersigned, having protested in the last-held meeting of the 2nd of July 1790 against the removal of Captain Lieutenant Brugman from the brig the Helena Louisa, and through that having been unable to approve the appointment of the Lieutenant of the land forces Coomans as commander of the same, under reservation of stating the reasons for such in further detail in due time, now making use thereof, states the same to be the following, namely: Firstly, because the shortage of officers on the ship the Pollux, on which the aforementioned Bruggeman has been placed, could very easily be supplied by placing thereon the Lieutenant of the packet boat De Aar, which is to remain with this government, together with the Sub-Lieutenant of the ship 't Meeuwtje, who were judged knowledgeable enough by Captain Van Straaten to hold the posts of Captain Lieutenant and Lieutenant on his bottom, while provisionally either a cadet or another knowledgeable person fit for it, of whom there are enough at hand here, could then be promoted to Sub-Lieutenant on 't Meeuwtje; which arrangement the undersigned preferred all the more because, Captain Lieutenant Bruggeman being taken from the brig, that vessel was left to a single Sub-Lieutenant of the navy, whereas if the Lieutenant of the Star and the Sub-Lieutenant of 't Meeuwtje passed over to the ship the Pollux, there would still always remain on that bottom two, or indeed the complete number of officers entrusted with the watch. Secondly, because in the report of the Maritime Commission, directly contradictory to that submitted in council by the undersigned and Mr. Le Sueur, no payment was made to the contractors of the refloating of the vessel the Helena Louisa, and he, Bruggeman, having examined with the undersigned the defects incurred by that small keel through its stranding, and having found them to be such as were stated in his report submitted with the aforementioned Mr. Le Sueur, the aforementioned Bruggeman moreover had held the undersigned responsible for all further defects that might befall the brig beyond the effects of storm and tempest; which having now been unable to be fulfilled by the same, the undersigned protests once again in the most solemn manner against all damage that might befall the ship during the voyage to Saldanha Bay or during its careening there, declaring that, of whatever nature the incoming reports concerning the condition of that vessel may be that would in the least contradict the submitted report also signed by the undersigned, he, by virtue of having been prevented through the setting aside by the Right Honorable Rigorous Lord Governor of the resolution on

By the privately chartered ship Noord-Holland, we took the liberty to address our latest humble letter to Your Right Honorable Lordships, under date of the 23rd of the last-passed month of February, and we respectfully accompany this with its duplicate, with the dutiful communication that said vessel undertook the journey to the Netherlands on the 25th of that month. We have the pleasure to report to Your Right Honorable Lordships the safe arrival on the 1st of this month of the return ship Thijlingen, with 18 dead and 10 sick, and furthermore that on the 3rd of this month the outbound ship de Ylstroom arrived here in good condition with 3 dead and 50 sick. To this report concerning Your Right Honorable Lordships' ships, we shall dutifully add that the ship Willem de Vierde on the 8th of this month, and the ships Bletterswijk and de Zwaan on the 9th of this month, undertook their voyage to Batavia, and furthermore that the ships de Gouverneur-Generaal de Klerk and Regt door Zee are being mustered today in order to be able to undertake the voyage to Europe. With respectful reference to all that which we, in our consecutively dispatched letters, have taken the liberty to communicate to Your Right Honorable Lordships regarding the stranded ship de Zeenimph, we consider ourselves obliged to report to Your Right Honorable Lordships that the undersigned Governor has issued a commission to the Sea Captain Christiaan van Veerden and the Captain-Lieutenant Ian Valkenburg, in order to inspect and examine closely, in the presence of the Resident in False Bay, Christoffel Brand, and the Master of Equipment of this Government, assisted by the Master of the Shipwrights, when the aforementioned ship de Zeenimph should be careened for its heaving down, what defects that ship had sustained both to the keel and to the rigging by its stranding, whether the same were repairable or not, and if so, what the expenses to be applied thereto would amount to by estimate. That thereupon a report concerning their findings was delivered to him, the Governor, by the aforementioned nautical commission, whereto were annexed two lists, one from Captain-Lieutenant Courtse and one from the Master of the Shipwrights Meijndert van Eijk, concerning the necessities both for the re-rigging and for the timbering of the ship de Zeenimph, of which report and enclosures we take the liberty to present to Your Right Honorable Lordships the authentic copies. That the undersigned Governor, in order to be able to judge with greater foundation regarding the costs which ought to be applied to the further repair of the above-mentioned ship de Zeenimph, had calculated at the Trade Office what the items stated in the aforementioned lists would amount to; that according to this calculation, which we also take the liberty to present to Your Right Honorable Lordships in authentic copy, the same would come to amount to a considerable sum of over ƒ 20000: -. The undersigned Governor declared that, since these costs appeared very high to him, especially at a time when the Honorable Company had given orders to cause all of its ships present in the Indies to repatriate, he had required from the aforementioned commission a report whether, should circumstances demand that one ought to await further orders hereupon from Your Right Honorable Lordships, one could then leave the aforementioned keel and the situation in which it presently finds itself lying with complete peace of mind, without fear that the same, whether through rot or through any other damage, might result in a loss to the Honorable Company. That thereupon a written report was again submitted by the very same commission, which we also respectfully present to Your Right Honorable Lordships in authentic copy; that this matter was deliberated upon at our assembly, and it was agreed to place copies of the aforementioned calculation of expenses into the hands of the aforementioned nautical commission, in order to provide their considerations as to whether the aforementioned keel of de Zeenimph was still found to be in such a condition that it was worthy of the aforementioned expenses, such that, these having been expended upon it, the ship would still be of a long and lasting service to the Honorable Company. nimph the inventory of that vessel point for point, that the undersigned Dispencier has declared in these respects to be unable to conform to the aforementioned sentiment of the majority of our council, but to be of the opinion that since a beginning had already been made with the rebuilding, one ought to proceed therewith, provided Captain Lieutenant Koertze and the Master Shipwright should confirm under solemn oath for the goods that they were in indispensable need of the provisions and repairs specified for the aforementioned vessel, and that they could not possibly carry out that work with less; that the undersigned Cellar Master was furthermore of the opinion that the Master Shipwright should state more specifically for what purposes the different articles demanded by him would have to be applied; that after we had deliberated further whether one ought to proceed with the aforementioned rebuilding, or whether it would be more in accordance with the interests of the Honorable Company and the circumstances that the said keel should remain lying in the state in which it currently finds itself, in order to await thereon the further orders of Your Right Honorable Nobles, we have in this matter read the report requested by us from the repeatedly mentioned Nautical Commission, which we accompany herewith in authentic copy; that from that report it became evident to us that, although the aforementioned commission judged this keel and the expenses to be applied to its rebuilding fully worthy, they nevertheless made the utility or non-utility of that vessel upon return to the Fatherland depend on circumstances about which we could furthermore by no means judge; whereto it was also further taken into consideration that, according to the declaration of the undersigned Head Administrator, we were in very great want of cordage here because the requisitions for that item have not yet been fulfilled, so that we necessarily had to preserve the cordage still on hand, in order to supply therewith in case of need the richly laden return vessels that are expected; that this shortage was further explained to us by the Equipment Master of this Government; and that we have therefore resolved that, even though we had judged it best for the Master's service to let the aforementioned rebuilding proceed immediately, we had to decide to supersede therewith until we shall be honored in that regard with the final orders of Your Right Honorable Nobles. And since the ship Het Duifje, according to the honored orders received by us, must return to the Netherlands, we have provided the same at this capital place with everything necessary for the voyage and let it depart for False Bay, where it has taken in with the utmost speed the salvaged cargo of the repeatedly mentioned ship De Zeenimph, wherewith it is now ready to undertake its voyage from False Bay to the Netherlands. We therefore respectfully accompany this with the bill of lading of the goods that were shipped into that vessel in False Bay, to which is added the short and long invoice of the Batavia cargo of the ship De Zeenimph, and an invoice of account regarding the expenses incurred here for salvaging that cargo. To the aforementioned bill of lading and invoice are also added five leagers of ordinary Cape wine shipped in the bearer of this, together with some wagonmaker and cabinet timber brought here from Plettenberg Bay, which we, in order to fulfill the honored orders of Your Right Honorable Nobles, have loaded as samples. Copy To the Right Honorable Stern Sir Cornelis Jacob van de Graaff Governor and Director of Cape of Good Hope, and the jurisdiction thereof, — etc. etc. etc. Right Honorable Stern Sir, Your Right Honorable Sternness having expressly pleased to order the undersigned to state accurately whether, during the time that one would have to await the orders of the High Governing Lords Masters, the Company's ship, the Zeenimph, could be left lying with complete peace of mind in that situation in which it currently finds itself, without any fear that the same, whether through rotting or through any other damage, would come to cause any detriment to the Honorable Company, the undersigned are of the opinion (subject to correction) that the aforesaid ship the Zeenimph cannot rot under water in the period of eight months so much that the same would become unable to repatriate, although it is certain that the ship above water suffers damage through the severe dryness; but nevertheless, that the ship, as far as it is above water, could be tarred, and the stern frame maintained with oil and paint undercoat, with the officers and a portion of the crew serving to remain on board to maintain the same, and daily, in the morning and in the evening before sunrise and after sunset, to have it rinsed or doused with seawater; it is also certain that the Honorable Company will incur the expenses of having to provide more heavy ropes to that keel during that time than those that have already been requisitioned, and finally that certainly in all bays the ships run the risk of being driven ashore by severe storm winds (which God forbid), for which neither the undersigned nor any other human can vouch. Wherewith the undersigned believe to have complied with the honored intention of Your Right Honorable Sternness, they let this serve as a respectful report. Copy The undersigned, all in the service of the Honorable Worshipful East India Company on board the packet boat the Maria Louisa, currently lying anchored in Table Bay, declare at the requisition of the Honorable Lord Governor and Council of the Cape of Good Hope that the said vessel has not been able to depart at the time appointed for it, for the reason that it required a new mainmast, sail, and rigging, and furthermore, as was reported to the government here, was deficient, and was furthermore delayed by weather and wind as well as the taking in of cargo according to the extract from the logbook annexed hereto. In witness of the truth, we deponents have confirmed this with our customary signatures, being prepared, if necessary and being requested to do so, to renew and strengthen this with a solemn oath. Below was written: On the packet boat, and at the place mentioned at the head of this document, the 30th of March 1791. The 4th of March: Received the foremast back on board, which has been fitted with three iron hoops around its top. In the meantime, the carpenters had repaired the washboard and railing. Per private ships the Eensgezindheid and Broederslust. Read the 15th of September 1798. Patria. To the Noble Gentlemen Directors of the General Netherlands Chartered East India Company at the Chamber. Noble, Honorable, Highly Esteemed, Most Wise, Prudent, and Very Generous Gentlemen! Commanding Gentlemen. With respectful reference to our latest humble letters of the 14th of March last addressed to Your Noble High Mightinesses per the head of their Chamber of Middelburg, the ship the Gouverneur Generaal de Klerk, we let this serve for the dutiful communication therewith that that vessel has undertaken the journey to the Netherlands on the 17th of this month; as well as that there have safely arrived here again the following two return ships for Your Noble High Mightinesses' Chamber, namely: on the 2nd of this month the St. Laurens with 18 dead and 17 sick; on the 12th of the same the Leviathan with 1 dead and 15 sick. The first-mentioned of those ships departed from Batavia on the 22nd of November, but only sailed out of the Sunda Strait on the 25th of December, where it lost two anchors and cables, as well as its boat with rudder and oars, and its main yard happened to break. The last-mentioned of those ships, having departed from Punto Gale on the 2nd of February, is, due to the decease of Captain Visser, commanded by Captain Lieutenant van der Plas, and is in very good condition. Herewith concluding this, we commend Your Noble High Mightinesses together with the weighty concerns of the Honorable Company to God's safe keeping, and call ourselves with all respect, Noble, Honorable, Highly Esteemed, Most Wise, Prudent, Very Generous, Commanding Gentlemen, In the Castle of Good Hope, the 15th of April 1791. The ships St. Laurens and the Africaan having now been made ready to sail again, we respectfully let this serve again to accompany those vessels, and respectfully present enclosed to Your Noble High Mightinesses the invoices of 5 leggers of ordinary Cape wine shipped here in each of those vessels, together with the expense account of that which has been provided to those vessels here, and the lists of persons who are repatriating therewith. We may also have the pleasure of dutifully communicating to Your Noble High Mightinesses with this that on the 18th of this month the hooker ship the IJstroom departed from here for Batavia, from where on the 21st the ship Beverwijk arrived here safely with 14 dead and 15 sick, which vessel on the 4th of February last, in heavy irregular seas and weather, lost its entire fore-rigging and main topmast with all its appurtenances, and thus will have to be provided here with various spars and other necessities. We shall not fail to do everything possible to repair the said vessel with all vigilance, and thus enable it to undertake its voyage to the Netherlands as soon as possible. We furthermore take the liberty respectfully to solicit Your Noble High Mightinesses to be pleased to accept, as well as after the conclusion of the autumn sale of this current year 1791 to cause to be paid to the persons named therein, the following bills of exchange, the amounts of which, in conformity with the regulations, calculated at the value of ducatoons at 67 stuivers each, amounting to the sum of 99,522 ducatoons, making 138,916 rix-dollars and 6 stuivers, or 333,308 florins and 14 stuivers Dutch Current, paid here into the Honorable Company's treasury, namely:
