transport would have had to be employed, and which were already destined for sale, would be in every way detrimental to the interests of Your Right Honorable Nobles; that it was also utterly impossible to have the required number of wagonloads driven by private individuals within a few weeks; and even if the possibility to do so existed, this transport would come to cost no less than Two thousand Rixdollars, because the contractor of the wagonloads to Braijsals was not bound to drive thither any earlier than the first of September next, and he, as well as other private individuals, would take advantage of the embarrassment in which one found oneself, and for each of the wagonloads to be transported to Baaisals, would demand no less than 25 to 28 Rixdollars, which is paid to them by foreigners; we have thus, in order to transport the aforesaid goods in a manner that, without exposing the ship Zeeland to travel delays, could deliver the Noble Company from enormous losses or great expenditures, and in consideration that the permanent hooker ship the Sterreschans had already arrived in Baaijsals from its voyage out of Plettenbergsbaai and was ready to turn its prow hither, decided to employ that vessel for the transport of the goods belonging to the regiment of Wurtemberg that had to be unloaded into the ship Zeeland, and subsequently resolved to likewise have the goods that were to be embarked in the ship the Erfprins in the same manner conveyed to Baaisals by that vessel. The aforesaid hooker ship Stervenschans having departed Baaisals on the 17th of the past month of August without appearing at the time, namely 4 to 5 days, at which one ought to have expected it here, the undersigned Commander submitted for consideration at our meeting of the 31st of August whether it ought not to be inferred from the staying away of the repeatedly mentioned ship the Stervenschans that this vessel, due to the heavy westerly winds which had blown unbrokenly for some days after its departure up to that time, had been carried so far from this coast that one had to abandon the hope of seeing it appear in the Cape Roads within a few days; and whether the uncertain early arrival of the ship the Sterrenschans and the obligation to have the ships Zeeland and the Erfprins proceed as swiftly as possible to their destination to Batavia did not require having the goods that were to be embarked in both last-mentioned vessels transported with all speed to Baaisals in another manner; whereupon we took into consideration that the contracting of the wagonloads to Baaisals—of which we respectfully reserve the right to report to Your Right Honorable Nobles at the very first opportunity, namely by the packet boat the Zeemeeuw—which had been done at very moderate prices, was about to commence on the first of August, and therefore decided to have the goods belonging to the regiment of Wurtemberg that had to be embarked in the ships Zeeland and the Erfprins transported thither by axle, with which a start was indeed made on the following day. The outcome has shown us that this arrangement had been made by us in time to prevent a longer delay in the departure of the ships Zeeland and the Erfprins, as the ship the Stervenschans arrived in the Cape Outer Roads only on the [illegible] of this month, without having been able to reach the usual anchorage up to now because of the persistent southeasterly winds which have blown incessantly in such a manner, and still continue, that in this time of the year few or no examples thereof have been seen. However much we regretted encountering so many obstacles in the speedy dispatch of the ships Zeeland and the Erfprins, we were equally pleased to be able to find that possibly the long stay of those vessels at this corner of the earth, far from causing any detriment to the interests of the Noble Company, may on the contrary serve to its benefit; for while employing all appropriate means to accelerate the departure of the aforesaid ships, we received by the packet boat the Zeemeeuw a secret dispatch written to us by the Governor and Council in Ceylon under date of 8 July last, whereby they gave us notice that their Government was threatened with an impending hostile attack from the side of the King of Candia, which court, with its hostile intentions, seemed to have nothing less in mind than to place itself again by force of arms in possession of the lands which it ceded to the Noble Company in the year 1766 by a solemn treaty, and that one had thus been forced in Ceylon to place oneself in a posture for war, with the request to be assisted by us, over and above the relief requested from Batavia, with as many soldiers as could possibly be spared, up to a number of 500 men, with the further request to employ for their transport the ships that are destined from here for Batavia, insofar as there might be no ships at hand destined for Ceylon itself, since according to the advice of the Master of Equipage at Colombo, Olke Andringa, as appears from the transmitted

the said copy, the voyage of those vessels via Ceilon to Batavia could take place without noticeable delay or loss of time. Sensibly affected by such momentous news, and considering that since the Honourable Company has always attached the utmost importance to the possession of the island of Ceilon on the footing as the same has been possessed by it since the last peace with the Candians, it could consequently not be otherwise than entirely in conformity with the intention of Your Right Honourables, if we, deferring to the request of the government of that island, came to cooperate by a combination of means to maintain the Honourable Company in its right of possession, for which we happened to have both the opportunity and the necessary men at hand, since of the regiment of Wurtemberg, destined by Your Right Honourables for the Indies, there were still between 800 and 900 men, a good portion of which were also in readiness to be dispatched with the ships Zeeland and the Erfprins, we decided to grant the requested relief of troops in such manner that, namely, the ship Zeeland with an entire company of fusiliers shall have to set sail immediately after the 15th of this month; that subsequently the Erfprins, having taken on board the entire rifle company instead of the half company of artillerymen projected for the same, will have to follow that first ship as soon as possible, while we thereafter shall dispatch from this roadstead the Meeuwtje with as many recruits of the regiment of Meuron as can be placed upon it, and the Maria Cornelia with the remainder of those recruits, together with another entire company of Wurtembergers, in order to steer from here all together to Ceilon to disembark the military personnel they carry, or not, according to the circumstances of the time and the discretion of the Governor and Council there, after which the same vessels, with or without the aforementioned military personnel, shall subsequently have to pursue their voyage from there to Batavia as speedily as possible, at such time and along such routes as we shall request the Lord Governor and Council at Ceilon to prescribe to them. We have considered ourselves all the more authorized, Right Honourable Sirs, to grant this relief to the Ceilon Government, because before the arrival of Your Right Honourables' orders to dispatch the Regiment of Wurtemberg to Batavia, the High Indian Government, having demanded from us by missive of 24 October of the past year two companies of that regiment, excused the sending thereof by letter of 31 December following, because affairs in Java being settled and the disputes amicably resolved, one no longer needed the aforementioned demanded troops; and that nevertheless, pursuant to Your Right Honourables' respected orders, the greater half of that regiment and thus a considerable military force has been dispatched to India's capital, upon whose appearance they will certainly not have calculated so soon there, and with whose quartering they will apparently find themselves in no small embarrassment in the first instance. We also flatter ourselves that what we have done in this matter may receive both the highly respected approval of Your Right Honourables and that of the High Indian Government, and that with the dispatch so soon of such a considerable corps of troops, which, not counting the Meuron recruits, will consist of approximately 540 regular troops, it may be trusted that the request of the Ceilon government and the service of the Honourable Company will have been fulfilled, while furthermore, in order to show the Ceilon Government in every respect those willing services that could ever depend on us, besides the complete fulfillment of the requisition of provisions already received before, we shall also allow to be dispatched everything that can possibly be loaded on the subsequent requisition now come in, into the ships destined for the transport of the troops. Having, by our latest humble letter of 29 July last, dutifully reported to Your Right Honourables the unseaworthy condition in which the bearer of this, the ship Schoonderloo, had arrived here, and that we had appointed a committee of maritime experts for its examination, of whose report we take the liberty to offer Your Right Honourables the authentic copy. The repairs to that vessel having been pursued with all speed, it has already been in readiness for some days to be dispatched from here, and we consider it our duty respectfully to communicate to Your Right Honourables that the Captain of that ship, Hendrik Antonij Stoete, has presented to us an ample petition containing his reservations about undertaking the voyage to the Netherlands with the vessel under his command in the present season of the year, of which petition we likewise take the liberty to offer Your Right Honourables an authenticated copy, with the dutiful notice that, before deciding upon it, we placed the aforementioned petition into the hands of the Master of Equpage Cornelis Cornelisz in order, together with and alongside

together with the Sea Captains Christiaan van Veerden, Francois Duminij, Jan Arnold Voltelen, and Wietse de Boer, assisted by the Master of the shipwrights Meindert van Eijk, having examined and investigated whether the objections—both on account of the condition of the ship itself, and the danger of making that vessel continue the voyage to the Netherlands in the present season—presented by Captain Stoete, were or were not of such weight and validity that the dispatch of that keel, if Your Right Honourable worships' orders did not run contrary to its departure, should therefore be detained until until the middle of November next, subsequently to provide us on both these matters with their considerations and advice. This advice having been received, we take the liberty also to send an authentic copy thereof to Your Right Honourable worships, and considering that the frequently mentioned ship Schoonderloo fell within the terms that there should be made applicable to it the permanent order to cause all return ships, except for the Ceylonese, Chinese, and richly laden Batavian ones, to proceed on their journey from here to the Netherlands in all seasons of the year, we have resolved to conform to the opinion of the aforesaid nautical experts, and therefore to have the ship Schoonderloo put in condition to undertake the voyage as soon as possible, so that, in the event of a fortunate voyage, by appearing off the Dutch coast before the months of February or March, it may thereby escape the storms that are usually encountered in those waters during the aforesaid months. We thus respectfully let this serve to accompany the frequently mentioned vessel, presenting enclosed to Your Right Honourable worships the lists of the persons who are repatriating therewith, and the accounts of what has been furnished to them here. Regarding the ship De Drie Gebroeders, we find ourselves obliged to bring to the knowledge of Your Right Honourable worships that its captain has submitted to us a regulation on the distribution of rations delivered to him by order of Your Right Honourable worships, together with a resolution taken by the ship's council of that vessel, from which it appeared that the seafarers employed for transport to Batavia were unwilling to content themselves with what was due to them according to that regulation and distributed by Captain Jan Roelofse de Groot, whom they had compelled to furnish them with more bread, groats, and other side dishes than are stipulated in the aforesaid regulation, and at the same time declared that with the provisions remaining on board, although these ought to have lasted for nine months, they could not undertake the voyage to Batavia, as more than two-thirds thereof had been consumed in the four months he had spent on the voyage from the Netherlands hither, with a request that this shortage might be remedied. With respect to that request, we have on the one hand taken into consideration the necessity of investigating most strictly the conduct of the sailors mentioned in the aforesaid resolution, in order rigorously to punish, as an example to others, those who might have given cause for this evasion of due obedience; but on the other hand we have considered that the aforesaid vessel, through the good condition of both ship and crew, will within a few days be put in a state to continue its voyage to Batavia, and that one ought not for any reasons, however weighty, delay the relief of seafarers which it will transport thither, and have therefore resolved properly to supply the lacking provisions of bread, groats, etc., in order to serve until Batavia, where Captain de Groot will have to account for the same, and at the same time handed over to the ad interim Fiscal the aforesaid regulation and resolution, in order, as far as time permitted, to investigate accurately what was true of those complaints, and to what extent the seafarers stationed on the ship De Drie Gebroeders in the service of the Honourable Company had made themselves guilty of disobedience. The report of the ad interim Fiscal on this investigation having been received, we respectfully accompany this with that authentic copy, whereby we in like manner send Your Right Honourable worships the frequently mentioned resolution, while we shall dutifully make a report on all this to the High Indian Government upon the dispatch of that vessel. sent per the return ship Schoonderloo, which therewith on the 20th of this month has undertaken the voyage to the Netherlands. By this we may once again have the pleasure to inform Your Right Honorable Worships of the safe arrival at this roadstead of the following two returning vessels, namely: On the 14th of this month the packet boat De Vruchtbaar, with 1 dead, no sick On the 16th of this month the private ship Oostzaandam, with 3 dead, 5 sick as well as that on the 24th of this month departed from here the private ship De Drie Gebroeders destined for Batavia. Furthermore, we let this primarily serve to bring to the knowledge of Your Right Honorable Worships that, although news was brought to us with the ship Beverwyk from Batavia that the ship 't Slot ter Hooge had already been made ready in the month of January to undertake its voyage to the Netherlands, and that the same since then was actually spoken on the 15th of May last at the southern latitude of 31 degrees 30 minutes by the Imperial ship the Prins Kaunitz, which arrived in False Bay on the 4th of June, as being in a very bad condition with regard to its crew, yet as of now it has not landed here nor has anything further been heard of it. For that reason we have long considered that this vessel, taken at best, whether through the dying off of its crew or other suffered disasters, may perhaps have been forced to take shelter in the first and best harbor, and thus will have put in either at Rio de la Goa on this east coast of Africa, or on the island of Madagascar in the Bay of St. Augustijn, as has frequently happened with other return vessels, without being in a state to send any report of its condition either to this place or elsewhere. As soon as the long delay of that vessel made us fear for its fate, we considered means to have it searched for, but found ourselves placed in the impossibility of doing so because both permanent ships belonging to this Government, the Meermin and the Sterkschans, had been dispatched respectively to Mossel and Plettenberg Bays in order to collect the stock of grain and timber gathered there according to annual custom and transport it to this roadstead. While we awaited the return of the first-mentioned permanent ship from Mossel Bay to employ the same in search of the ship 't Slot ter Hooge, we received news from False Bay that on the 13th of the recently passed month of August the French ship Le Bengal had arrived there, which along with two other vessels of that nation had been dispatched hither by the Government of Mauritius to load wheat, in order to serve as relief in the upcoming bread shortage which was feared there. The ship the Meermin having returned here from Mossel Bay on the 17th of August, bringing a cargo of 3282 mudden of grain gathered there, the undersigned Governor gave into consideration at our meeting of the 23rd of that month whether, for the search of the 't Slot ter Hooge, the said ship the Meermin could not suitably be employed, since that small vessel, having completed its winter expedition, had no further employment to expect from this Government for the entire upcoming summer in the absence of extraordinary and unforeseen events; and whether, in sending the Meermin for the aforementioned purpose, one ought not also to profit from the opportunity in which our abundance of wheat on the one hand, and the lack which the French at Mauritius had of that indispensable food for sustenance on the other hand, placed us, to make a commercial venture on this occasion while reciprocating the accommodations sometimes enjoyed from that nation under similar circumstances, from which not only the expenses of the aforementioned expedition could be recouped, but also at the same time a considerable benefit could be obtained for the Honorable Company by loading into it as much wheat as the remaining space would permit, after having first taken in the crew supplies and victuals with which the said vessel would have to be provided for the relief of the repeatedly mentioned ship 't Slot ter Hooge. Upon this, we took into consideration the favorable circumstances to cause the expedition for the search of the ship 't Slot ter Hooge to result in the Masters' benefit if matters were combined with deliberation, since a cargo of grain of 3000 mudden calculated at 10 rixdollars the mud, to which the same had already risen at Mauritius upon the departure of the ship Le Bengal, would yield an amount of 30,000 rixdollars, and consequently, after deduction of the purchase cost calculated at 8 guilders per mud, yield an important profit of 22,000 rixdollars, besides the advantage that could be obtained on the returns in Bourbon coffee and ebony; and therefore, pursuant to the unanimous resolution taken in that regard, to cause the frigate ship the Meermin to be discharged of its brought cargo as speedily as possible and reloaded with all such victuals and ship's necessities as it will come to require, besides for its own use, also for the relief of the 't Slot ter Hooge in case of meeting, and moreover to cause it to take in 3000 mudden of wheat in order therewith to execute the aforementioned undertaking in the following manner, to wit: That the same, departing from here, should first sail to the island of Mauritius in order, having arrived there, to sell to the highest bidder the aforementioned [illegible]

also given wheat for speculation, with the provision however that payment for it must be made in Spanish reales, or by way of barter in Bourbon coffee at at most 7 st:s per lb and in black ebony wood, provided that 100 lb. does not exceed the price of 54 st:s, unless the market should turn out so favorably that one could negotiate a higher price for the grain than rd:s 10. - per mud, in which case we have left the authorities the freedom, if necessary, to also pay pro rata one or two stuivers per pound more for the coffee to be purchased than the regulation given to them dictates; but if unexpectedly there should prevail at Mauritius such a scarcity of all these articles that the proceeds of the wheat could not be realized there in each of them separately or in all of them together, we have authorized the Sea Captain Francois Duminij, to whom, with the addition of the Assistant Andries Stockenstroom for his help, we have entrusted the principal direction and conduct of this enterprise, to then cross over in the second place to Bourbon in order to attempt whether he might succeed better at that island, so as in such case not only to convert the entire proceeds of the wheat by preference into coffee, but moreover also to make every possible effort to fill the remaining space in that same vessel with that product up to the complete loading, by purchasing what is lacking thereto at the price of 7 st:s per lb and making payment in bills of exchange on this Government, in order, upon presentation here, to be satisfied to the respective holders in Spanish reales, calculated according to the exchange rate thereof at Mauritius at ten livres tournois a piece; that the said ship subsequently, whether it succeeds in its undertaking at Mauritius or must head to Bourbon for that purpose, as soon as the laden grain shall have been disposed of and the articles demanded in return shall have been received in its place, shall then with the greatest speed have to continue the voyage to the island of Madagascar, calling at Fort Dauphin in order to inquire there whether the missing ship 'T Slot ter Hooge might have arrived in the bay of St. Augustijn or in any other inlet of that island, and finding such to be the case, to proceed thither immediately in order to bring to the same all help and assistance that shall ever be possible to put that vessel in a state either to undertake the voyage to this corner, in which case the frequently mentioned frigate ship Meermin shall have to accompany it and remain with it, or at least to be able to await the further needed assistance from here; in which latter case Captain Duminij with his aforementioned vessel shall have to return from there hither at the earliest in order that, having obtained the necessary report concerning the said vessel as speedily as possible, such measures for its assistance may be taken and put into effect as circumstances shall come to require. Yet if, after having undertaken all possible searches at Fort Dauphin, nothing is heard of the aforementioned ship 'T Slot ter Hooge, the frigate ship de Meermin shall then have to continue its course further to the Bay of Rio de la Goa situated on the east coast of Africa, and there, upon meeting the missing vessel, the same must be observed as has just been said of Madagascar. We have also ordered Captain Duminij to carry out the measures of which we have respectfully reported to your Right Honorable Worships in the foregoing, also in the same order, if—however little likelihood there is of it—it should please Divine Providence to have granted the Meermin the fortune that it, in its searches for the frequently mentioned ship 'T Slot ter Hooge, should also happen to meet the return vessel Rotterdams Welvaaren, which had already set sail from Batavia in November 1789, which vessel likewise to this day has been heard of nowhere on these coasts or in the neighboring seas, much less having arrived in the Fatherland according to the latest incoming news, which has therefore either been wrecked or possibly, taken at best, will have arrived here or there in a helpless state. But if unexpectedly matters at Mauritius should have changed before the arrival of the ship de Meermin in such a manner that the aforementioned Captain Duminij and Assistant Stockenstroom shall find no possibility to dispose of their cargo of wheat on board there calculated at least at rd:s 6: the mud, they shall then, without delaying longer than will be required to make the necessary inquiry of that Government whether perhaps anything concerning 'T Slot ter Hooge or the aforementioned ship Rotterdams Welvaaren might have been heard from time to time through the French ships that sail to and fro from there to Madagascar and at this last-mentioned island, have to continue the voyage directly onward to Ceylon, in order to unship the wheat on board there in satisfaction of the demand both of the said Government and of Cochin, and subsequently, being laden with such goods as the Government of that island shall provide for it, both for this corner and for further forwarding to the Fatherland.

the Fatherland, and could have it taken in with all haste, to return hither again as soon as possible, in such a manner, however, that because the route must then be taken in accordance with the Instructions of the Honorable Company through the Channel of Mozambique past the Bay of Rio de la Goa—in which we assume that the ship Het Slot ter Hooge, as being closest at hand and having lain to leeward at the time of its hailing, will preferably have retreated—the said ship De Meermin will also have to call at the aforementioned Bay of Rio de la Goa in passing, in order to make the necessary searches for the remaining ship Het Slot ter Hooge, and upon discovering the same, or Rotterdams Welvaaren, to observe all that we have respectfully submitted to Your Right Honorable Excellencies in this regard. We have accordingly handed over proper Instructions to Captain Duminij and [illegible] Assistant Stockenstrom, so as to conduct themselves in one and the other according thereto, and may have the pleasure of informing Your Right Honorable Excellencies that the aforementioned ship De Meermin departed from here on the 12th of this month. We have handed to Captain Duminij a letter addressed by us to the Ceylon Government, with the request that if that vessel should appear there, not only not to detain it, but on the contrary to dispatch it back hither as quickly as possible, so that if that ship, on its return journey, should have the good fortune to meet Het Slot ter Hooge at Rio de la Goa or elsewhere, it might still return here in time enough to be able to send the required relief to the aforementioned distressed vessel before the expiration of the suitable monsoon season. On this occasion we have also turned our deliberations to the useful service that could likewise be made of the hooker Sterreschans, when the same, after having completed the transports that must still be made to and from False Bay, will find just as little occupation as De Meermin; and considering on the one hand how—after the High Government of the Indies has so often and in such strong terms expressed their displeasure over the non-fulfillment of the annual requisitions of wheat for Batavia—it would be irresponsible if we now, when through the undeserved blessing of Divine Providence the abundance of that grain is so great that we can not only satisfy without inconvenience all the requisitions for the Indies in general, but also supply from our stock to foreigners in ample measure, were to leave Batavia (which annually has come to our aid with the necessities for this Government, and which we on the other hand have for a series of years only partially accommodated) in further embarrassment; especially now, when without the aforementioned High Government of the Indies having been able to prepare for it, there have partly already been sent, and are still to be sent from here thither, a multitude of discharged men of various capacities stationed in this Government, together with the entire Regiment of Württemberg, amounting together to between 2,000 and 3,000 eaters; while on the other hand it would fully accord with the intention of Your Right Honorable Excellencies if we, by making such employment of the permanent vessels kept here, were to assist in enabling the High Government of the Indies to provide this remote corner annually with its necessities, without having to dispatch an express provisioning ship for that purpose any further. For that reason, we have unanimously resolved to lay on the aforementioned hooker De Sterreschans for Batavia as soon as it shall have been unloaded of the timbers brought hither from Plettenberg Bay on the 16th of this month, and shall have transported the goods that must still be collected from False Bay, in order to send thereby to the High Government of the Indies as much wheat and other local products as we, upon recalculating what has already been sent and deducting what the provisioning ship Zoutman is still to take in on its return, shall find still to be lacking for the complete fulfillment of the requisition of the High Government of the Indies for the year 1791. We dare not flatter ourselves, however, that this dispatch can take place as promptly as we might have wished, since the ship De Sterreschans, on the voyage hither from Plettenberg Bay, suffered some leakage, as well as damage to its rudder and the cheeks of the masts; which defects will first have to be repaired before we can dispatch that vessel to False Bay to collect the goods located there. request that on account of his feeble condition he may have someone appointed as adjunct to him, and be relieved from his seat in the Council of Justice, and we have, as much on account of the man's long years of faithful service as for the well-being of the orphans, decided to attach to him, and therefore to appoint as Adjunct Secretary of the Orphan Chamber, the titular merchant Ryno Johannes van der Riet, as he, having no administration, will be able to help direct the affairs of the orphans without any, the least encumbrance to the Honorable Company during the indisposition of the said Ronnenkamp, whilst we have not as yet decided upon the first part of that request. The Secretary of our Council, Mr. Cornelis van Aerssen, having passed away on the 22nd of the past month of August, and the office of Secretary, as well as that of vendue master which had always been attached to it, having fallen vacant, we have now provisionally assigned both those offices to the titular merchant Egbertus Bergh, previously appointed by us in order to act in the said Secretary van Aerssen's office during his indisposition. We hope that this appointment may carry the highly favorable approval of Your Honorable Lordships and have left the said Bergh at liberty to make a request concerning this to Your Honorable Lordships. The office of Shopkeeper having fallen vacant through this, request has been made to obtain the same both by the merchant and interim fiscal Mr. Jacob Pieter Deneijs and by the titular merchant Constant van Nult Onkruijt by petition; however, on the grounds that we had provisionally assigned the acting performance of that office to the Junior Merchant and First Sworn Clerk George Fredrik Goetz by resolution of our Council, we have now also decided to persist with the aforementioned resolution, and therefore provisionally assigned the office of Shopkeeper to the said Goetz, retaining his office as First Sworn Clerk, subject however to the highly favorable approval of Your Honorable Lordships, while to the said Goetz himself, as well as to the merchant Deneijs and the titular merchant Onkruit, we have also left the liberty to send over their respectful applications to obtain the aforementioned office under the Company's papers. the undersigned Colonel Gordon having requested us to bring the aforementioned to your knowledge for his discharge. Paragraph 2 account of Carpentry and repairs, and that of Fortifications, corresponds completely with the investigation conducted, but also in what manner the Expenses of this Government as a whole have risen to such an extent that Your Right Honorable Excellencies have found yourselves obliged to make the necessary reduction therein yourselves. Upon resumption of the aforementioned Report, it having appeared to the members of our meeting that therein is specifically set down from Year to Year the amount of the mess allowances, paid here since the Year 1781, the undersigned Commander of the Honorable Company's Militia has reflected and requested us to make known to Your Right Honorable Excellencies, that that, not as the commission appointed by Governor van de Graaff has erroneously posed, those payments were introduced at his request or proposal, but indeed upon the proposal of the repatriated Governor Mr. Joachim van Plettenberg, as this is fully evident from the resolution taken in the Council of Policy on 2 April 1781, whereby it was merely demanded of him to provide a statement of what had been drawn monthly by the officers, non-commissioned officers, and privates for Pass- or mess allowance prior to the receipt of the news of war, which commission was then dutifully fulfilled by him, by submitting the requested statement in the meeting on the 27th of the said month, respectfully referring to reports of the regents of the Hospital submitted to us. whereupon it was then resolved by the council to have the amount of the Pass- or mess allowances paid monthly from the Treasury of the Honorable Company. Paragraph 3 Respectfully referring to all that which we have taken the liberty to propose to Your Right Honorable Excellencies regarding the Hospital in the 33rd, 34th, 35th, and 36th paragraphs of our humble letter of 9 May last, we shall now have the honor to present to Your Right Honorable Excellencies in authentic copy: Firstly, A report from the regents of the Hospital addressed to us under date of 4 March 1788, containing the result of the investigation demanded of them, which Your Right Honorable Excellencies, by your Missive of 23 November 1785 to the High Indian Government, desired to be made, whether all the orders framed with regard to the Hospital were duly observed; which report by the aforementioned regents, a few days after its signing, was handed over to the repatriated Governor van de Graaff, but never brought by His Honor to the deliberation of the council. Secondly, A report, likewise drawn up by the Regents of the Hospital under date of 5 April of this Year, in order to comply with the Council Resolution whereby we handed over to them the the Plan left behind here by the Gentlemen of the military Commission, with orders to introduce the same, and if any difficulties should arise in its execution, to propose them to the council, which report as well as Thirdly, The Report addressed to us by the repeatedly mentioned Regents under date of 30 April of this Year, accompanied by the defense of the former upper Surgeon Pieter Domus (already sent to Your Right Honorable Excellencies with our Humble Letter of 9 May last), were brought to the table of our council by the repatriated Governor on 10 May last, and then circulated for reading, without Paragraph 5 we, adopting the plan of management and administration of the sick, aforementioned report proposed by them, His Honor further making any point of deliberation concerning the same reports. Paragraph 4 We hope and trust that Your Right Honorable Excellencies, both from the aforementioned reports and from that which we have set down concerning this, will find proof that the so weighty point of the care of the sick and the good administration of the Hospital has always been considered by the Regents of that house as highly worthy of their particular attention, but that they, as little as we, are the cause that what has been proposed by them from time to time, both for the well-being of the Honorable Company and that of its servants, has remained without execution. As according to this arrangement there will only remain the few head of livestock of Outeniquasland and the oxen, breeding cattle, and horses of the Zoetemelksvallei, we have resolved to let that livestock remain on those two posts until Your Right Honorable Excellencies, upon our submissive proposal, shall be pleased to designate those same Posts for sale. Having in Paragraph 28 and following paragraphs of our respectful letter of the 29th of July last reported to Your Right Honorable Excellencies on our proceedings concerning the Timber Forests and fields, and that we had taken the resolution to publicly sell the Post the Schuur with its entire equipment on the 5th of this month, we shall, as a sequel thereto, inform Your Right Honorable Excellencies that this sale took place on the appointed day by the undersigned Cellar Master and Purveyor, in such manner as the vendue roll, an authentic copy of which we take the liberty to offer to Your Right Honorable Excellencies, demonstrates, and from which we have observed with heartfelt pleasure that besides an important sum of 53000 Cape guilders which the place itself fetched against everyone's expectations, the loose goods and further effects were also paid for so dearly that the total purchase moneys show a pleasing amount of 31765. 6. 2 Rixdollars, and in which we hope that Your Right Honorable Excellencies will be pleased to find satisfaction. Respectfully submitted to Your Right Honorable Excellencies by the undersigned Cashier and Dispenser concerning the horse fodder submitted by the Landdrost. will be able to see that the place in question has in no way answered to the good expectation that the Landdrost and Heemraden had of it, and we therefore, in order to free that colony from an expenditure from which it can enjoy no benefit, and if possible not to let the Honorable Company miss the recognition fee thereof, have decided to give out the aforementioned place in loan to the first person making a request for it. § 34 We also have this accompanied by the report submitted to our meeting by the undersigned Cashier and Dispenser, containing the arrangements made by them with the Landdrost of Stellenbosch and Drakenstein in order to maintain in all respects the required horses for the orderly riders, with which report we have fully conformed ourselves, and we shall therefore allow the aforesaid Landdrost to enjoy annually a sum of 275 rixdollars to procure the required horses and to maintain them in everything, while we shall await Your Right Honorable Excellencies' revered orders regarding the proposal made by the Landdrost in his report also accompanying this in authentic copy, to be compensated, instead of enjoying the aforesaid payment, with the use of one of the specified loan places; and we believe we ought not to refrain from proposing this measure to Your Right Honorable Excellencies as being very advantageous. We shall on the adjacent mentioned point continue to await the very same orders. The report thereon delivered by the Landdrost of Swellendam and accompanying this being likewise placed for the aforesaid purpose into the hands of the said commissioners. Respectful notification of how we have decided to draw up the requisitions of needs for this Government henceforth. § 35 Since the Landdrost of Swellendam has now also complied with the statement required of him as to how many horses he needs and what their maintenance costs annually, we take the liberty of also offering the same in authentic copy to Your Right Honorable Excellencies, with the respectful communication that we have likewise placed that statement into the hands of the undersigned Cashier and Dispenser, in order also to make equitable arrangements with the said Landdrost and submit them to us for approval. § 36 Since in our humble letter of 29 July last we laid open to Your Right Honorable Excellencies the reasons that have prevented us from sending the requisitions for this Government to Batavia as expeditiously as we might have wished, and that we had commissioned the undersigned Commander and Dispenser to make an estimate of how those requisitions ought to be drawn up, we have this accompanied in authentic copy by the report submitted by him in that regard, from which we have adopted and converted into a resolution of our council the following points, namely: § 37 To fix the quantity, with regard to required floor tiles and timber, at one-fourth of the ordinary petitions. With regard to the rice, at two-thirds. To the sugar and cotton yarn, wax, wax candles, rattans, and arrack, at three-fourths. To the spices, pepper, and coffee, to leave their quantities in full, or even to increase them insofar as will be required to adequately accommodate the inhabitants with these exclusive articles of the Honorable Company's trade, and of which they have had a great shortage for some time owing to the lack of a sufficient stock. with respectful report concerning the salt pans highly favorable interpretation of Your Right Honorable Nobles, decided to allow these provisions to continue for the present, pending further honored orders from Your Right Honorable Nobles, for which we most humbly supplicate the same in this regard. Paragraph 41. With respectful reference to all that we have taken the liberty of reporting to Your Right Honorable Nobles concerning the salt pans, mills, lime and brick kilns, we shall, with regard to the first point, respectfully bring to your knowledge that however much we had thought that the price of the salt fixed for the community in the lease conditions, which we dutifully caused to reach Your Right Honorable Nobles, would be acknowledged as fair in all respects; we were nevertheless compelled, by the repeated complaints of the inhabitants and residents, most of whom have always gathered the salt they required themselves without giving any payment or acknowledgment for it, to reduce the fixed price and to alter the lease conditions to the extent that the lessees are thereby placed under the obligation not to sell the salt to the inhabitants, even in times of scarcity, for more than the price that will be paid to them for it on behalf of the Honorable Company, while at the same time they shall not demand from such residents who wish to have the salt they require collected at their own expense from the salt pans situated in the Groene kloof, and from the inhabitants of with the prices for which the same were sold False Bay who wish to load the same at the pan behind the Steenbergen, more than one-third part of the prices paid to them by the Honorable Company and the inhabitants of the Cape village. Paragraph 42. This change has, however, had no influence upon the leasing of the salt pans, as the same have yielded more than we dared promise ourselves, those situated on the Cape Flats and behind the Steenbergen having been leased for the term of three years for a sum of 11300 guilders, and those situated in the Groene Kloof for 12700 guilders Cape value. with transmission of a report submitted by the undersigned council members regarding the salt to be delivered to the Honorable Company. Seventhly, the arrangements which, subject to the approval of Your Right Honourable, still need to be made with the Landdrost of Zwellendam concerning the maintenance in everything of the horses required for the orderly riders. Eighthly, the use that could be made of the convicts who are on Robben Island and who have been employed in gathering limestone. Ninthly, the statement of taxes that are levied here, and regarding which no statements have yet been provided to us by the Landdrosts of the remote districts. And which will be submissively answered by separate dispatch. Tenthly, the compensation demanded by Your Right Honourable regarding that which, in the financial year of 1786, was paid for the purchased horses in excess of rd 50.- apiece, which compensation we shall cause to be made as soon as we are in a position to judge by whom the same must be made. We shall, as soon as this is in any way possible for us, respectfully bring to the knowledge of Your Right Honourable by a separate dispatch what will have been accomplished by us in this matter, and flatter ourselves that thereby the frequently mentioned, venerated letters from Your Right Honourable will have been completely answered. Reflections of the Chief of the Honourable Company's Militia regarding two resolutions adopted in our meeting. Section 48. Upon comparing the contents of Your Right Honourable's repeatedly mentioned venerated letters against the respectful rescripts issued by us in response, there having been resumed once more Your Right Honourable's orders for the abolition of the service allowances paid here since the recent war and the reintroduction of the work passes as was the practice prior to the year 1781, and also having read that part of the resolution adopted in our meeting on the 15th of February of this year which contains our respectful reply to the orders, and it being posited therein that the Council had already in the year 1788 allowed its deliberations to proceed toward abolishing the aforesaid service allowances, but that this had at the time been advised against by the undersigned Chief of the Militia, the latter declared that this dissuasion took place in the following manner: namely, that a resolution was adopted by the Council to appoint the undersigned Acting Commander, then Secunde, him the Chief of the Militia, and Colonels Gilquin and von Hughel as a committee in order to investigate, pursuant to the esteemed requisition of the High Government of the Indies, whether the garrison could once again be placed on the old footing; that this committee having convened, it was deemed proper that each should submit his opinion separately in writing in order to draft a general report therefrom; that at a subsequent meeting it was found that the High Government of the Indies, in its demands made, had by no means intended the garrison, but only the craftsmen, and that thereupon this committee was dissolved and the requested investigation was entrusted to the Secunde Rhenius and Colonel Gilquin; that on that occasion, he, the Chief of the Militia, brought his written opinion to that appointed committee, which remained lying there, and of which it seems use was intended to be made in the aforesaid resolution of the 15th of February of this year as of a document that had been submitted in the Council, although no trace of it is to be found in the resolutions. Upon resumption of that part of Your Right Honourable's repeatedly mentioned venerated letters, whereby Your Most Honourable holds each member of the Council responsible for the decisions taken therein, at the same time ordering that none of them may be disputed, much less refused, from having their advice inserted into the minutes, or from making any notes against what was resolved, and after reading that which was declared on that account by the repatriated Lord Governor at the session of the 13th of May last, according to the extract resolution respectfully accompanying this, the undersigned Chief of the Militia has caused it to be noted in our resolutions that he protests in the strongest terms against that declaration, intending to demonstrate to Your Right Honourable in his justification that resolutions adopted concerning the same matter are not in accord with one another and are both contrary to what actually occurred, and also to prove that even when written notes were delivered, the same were completely corrupted at the secretariat and framed in a different sense; that also, if one acted uprightly with the
