To the Honorable High Mighty Lords Directors Commissioned to the Illustrious Assembly of Seventeen, representing the General United Chartered East India Company in the presiding Chamber, Honorable, Valiant, High Mighty, Highly Wise, Prudent, and very Generous Lords, High Ruling Lords. Amsterdam. We have with the Return vessels that have successively departed from here dutifully brought to the knowledge of Your Honorable High Mightinesses everything that has occurred, been performed, or transacted in this Government since our respectful general letter of 15 July of the past year, and of which the latest is contained in our humble Letters of 27 September last, and we shall respectfully let this serve to bring before the eyes of Your Honorable High Mightinesses the general report of the remaining affairs that still have regard to this Government, 82. We let the same be accompanied by the duplicate of our Latest Letters dispatched with the aforementioned packet boats, the Copies of dispatched letters also accompanying these, 83. and thereby under the Main section of Letters and Papers, first state that the mentioned our latest respectful Letters, of which we take the liberty to offer the duplicate to Your Honorable High Mightinesses, were placed on the Packet boats the Luchtbol and the Zeemeeuw, which departed with them from here on 28 September for the Netherlands. for set-aside reasons, we have not appended the resolutions. departed from here that year, to which according to custom should have been added the resolutions taken in our assembly in the course of that year, concerning which interest the undersigned Commander indicated to us that the Secretary of our Council had asked him for his orders on how to act both with those resolutions and with those taken from the beginning of this current year until the departure of the Governor van de Graaf, of which most are signed by the said Governor with the repatriated Independent Fiscal van Sijnden, without any of us, however, having confirmed those decisions with our signatures, or underneath them being found the signature of the deceased Secretary van Aerssen or of his repatriated Deputy Mappa; and when reflecting how often during the resumption of those resolutions the fiercest debates, nay even formal disavowals took place regarding their content, because they were almost always drafted according to the liking and pleasure of him, the Governor, but just as much contrary to the intention of the Council members as conflicting with the positive orders of Your Right Honourable Excellencies; nay, that in the year 1790 one even dared to proceed to send off authenticated copies of such resolutions that had never or ever received their sanction through a full signature, in which they are presented as having been avowed and signed by all the members of the Council; on that account, it was deemed most prudent for the present to send off none of all these same resolutions, up to the day of the departure of the aforementioned Governor van de Graaf to the Netherlands, neither to Your Right Honourable Excellencies nor to the High Indian Government, but to suspend doing so until the forthcoming arrival of the expected Right Honourable Gentlemen Representatives of His Serene Highness and Your Right Honourable Excellencies as Commissioners-General over this Government, or at least until such time as we shall have had the time and opportunity to examine the voluminous tomes that constitute those resolutions, in order to add to each resolution those remarks that were made during the deliberations on the day they were dictated by the Governor van de Graaf; against which, however, we have ordered all such proceedings and resolutions as have been held and taken by us after the departure of the Governor to be prepared with the greatest haste so that, once signed, they may subsequently be transcribed at once, in order to be dispatched upon occurring occasions both to the Netherlands and to Batavia, in accordance with Your Right Honourable Excellencies' venerated orders. The ships that were laden for this Government with all such goods as were sent hither by Your Right Honourable Excellencies upon the requisition made from here, having been duly unloaded here, the delivery of the goods took place entirely in accordance with the invoices received thereof, except the following, which was found short, spoiled, or damaged in the respective cargoes of the following ships, as appears from the declarations of the commissioners who were present at the unloading, namely: From the ship Leide: 112 1/10 cans of olive oil, on 15 half aums, found upon gauging to be wanting, being 7 of 4 and 8 of 3 inches; 147 1/10 cans of rapeseed oil, on 15 half aums, wanting upon gauging, being 12 of 4 and 3 of 5 inches; 116 1/10 cans of linseed oil, on 12 half aums; 649 cans of beer on 50 casks, upon gauging less by 34 of 3, 9 of 4, 4 of 5, 1 of 6, 1 of 8, and 1 of 10 inches; 6770 pieces of grey moppen bricks on 15000 pieces broken; 5875 pieces of klinker bricks on 20000 pieces broken; 4470 pieces of grey Vecht bricks on 15000 pieces broken; 298 lb of iron on 2500 lb in 865 bars short upon re-weighing; 1 piece of heavy rope of 18 inches and 110 fathoms chafed in several places and various yarns broken on the outer strands due to shifting upon the bolts in the ship; which, however, could be supplied to the Company's ships; 7 1/2 lb of camel yarn on 114 lb, in a case No. 331, short; 2 powder sieves with drums broken; 19 Amsterdam grain shovels on 75 pieces broken. having pleased to order that some barrels and cases of goods, sent hither by their Right Honorable Lordships on the ship 't Meeuwtje, be sold to the greatest advantage of the Honorable Company, the undersigned Commander made a proposal at our meeting to set fixed prices on those goods so as to subsequently sell them off from the Trade warehouse; however, the other undersigned were, on the contrary, the same were sold by us publicly. unanimously of the opinion that a disposal at public auction would turn out more advantageous for the Honorable Company; wherefore those goods were indeed sold in public, and we shall not fail, in accordance with the desire of the aforementioned Gentlemen Directors of the Chamber Hoorn, to send the proceeds of that sale to their Right Honorable Lordships. Approaching the Section of §8. Products Statement of the products exported by us for the account of Your Right Honorable Lordships. Products, we shall, as is customary, dutifully inform Your Right Honorable Lordships that, besides some garden seeds, pickled vegetables, and other trifles, there were shipped from here during the past year, both to the Fatherland and to the Indies, the following products, namely: 442 Leaguers of Cape wine, 48 Aams of red Constantia wine, 64 Ditto white, 14000 lb Aloe Succotrina, 2728½ Mud of wheat, 33½ Ditto rye, 57½ Mud of beans, Reasons why we have ordered the Fiscal's office to guard against the private export of aloe. 59 Mud of peas, 20105 lb Tallow, 22686 lb Butter, and 801 lb Elephant tusks. Since, through the creeping in of private exports of aloe, we usually find ourselves unable to meet the demands for that article which are made annually by Your Right Honorable Lordships, and on which the Honorable Company has gained considerable profits, and the latest requisition received at this Government §10. The continuous droughts in the past month of September having made us fear a scarcity of wheat, requisition for that product was made without limit, we have enjoined the Fiscal's office to watch with all possible vigilance that no aloe be exported by private individuals, however or in whatever manner it might occur. Under this Section we shall also take the liberty respectfully to communicate to Your Right Honorable Lordships that, after having flattered ourselves with a very ample upcoming harvest on account of the abundant rains that fell here in the months of May, June, July, and August, we were nevertheless informed toward the end of September by credible reports that, due to the continuous drought and strong southeasterly winds, the standing grain crop in the fields looked so unfavorable that, if it were not further moistened by frequent rains in the future, if not a crop failure, at least we have, to provide therein, provisionally made the arrangements noted in the margin. a great scarcity of wheat was to be feared; and, in order to provide for this as far as depended upon us, we have provisionally and until further notice prohibited and forbidden anyone, whoever he may be, from shipping any wheat onto ships of our own or of foreign nations without having first requested and obtained permission from us for that purpose, in order thereby to enable us to judge whether the declared quantities could be exported without objection or not; those who obtain such permission from us being obliged to show it to the ad interim Fiscal, as well as to Commissioners from the Council of Justice, and to do so before proceeding to the shipment; seeing that those who might attempt to ship any wheat without our permission §11. and may inform Your Right Honorable Lordships that the fruitful rains recently fallen have caused this fear to disappear. shall, upon detection, over and above the confiscation of the detained grain for the benefit of the Honorable Company, furthermore incur a fine of One Thousand Guilders, Indian valuation, to be divided according to custom. which, having already been permitted by Your Right Noble High Worships, was accepted by us above the stipulated five tons of gold, we shall in that regard take the liberty herewith further to inform the very same that by the citizen Carese Bestendig, on the occasion when the moneys for remittance into the Honourable Company treasury were accepted, a written request was made to us to receive from him for that purpose rd 3335: 8:— which it had pleased Your Right Noble High Worships to permit him to count by preference, and we, relying on the highly favourable kind interpretation of Your Right Noble High Worships, accepted from him the aforesaid sum, as we respectfully detail to Your Right Noble High Worships, above the five tons of gold determined by Your Right Noble High Worships to be received from the inhabitants for remittance, and that for the following reasons, which we take the liberty respectfully to submit for the consideration of Your Right Noble High Worships: Namely, that when the number of the inhabitants of this Government, as well as especially of the farmers and their slaves, is taken into consideration, one can easily deduce that an amount of five tons of gold, where more than two and a half million would be required, is therefore far from sufficient for the payment of all necessities required for the clothing of the inhabitants, farmers, and slaves, besides other indispensable foreign articles, even supposing that what is needed in iron, forge coal, and cooperage for the continuation of agriculture and viticulture were brought in sufficient quantity on the Company's behalf in exchange for the circulating paper money, as the currency with which the farmer, now already for a considerable time, has had to be paid for his produce. Section 20. That therefore the remainder that falls short in the payment would have to be supplemented with what the Company's ships and the foreign nations exchange against the refreshments they enjoy and the produce they export, but the refreshments being of no great importance, and the local wines, in times of peace, being little sought after by foreigners, whilst the export of grain, as the principal produce of this country, cannot always and even then mostly only under strict stipulations be permitted to them, nay, we on the contrary, as we have respectfully reported to Your Right Noble High Worships, were compelled in the past year to oblige the farmer for some months to bring half of the grain he brought from the country into the Company's magazines, and also to pay only in paper money for everything delivered to the Honourable Company, this supplementation is so slight that throughout the entire colony people bitterly complain about the impossibility of remitting to the Netherlands what is owed there for goods received, or what must be transferred to obtain necessary requirements, to say nothing of the fact that those who are in Europe and still have funds outstanding here remain for a large part deprived of the enjoyment of the interest on their capital, much less that they see these capitals coming their way there, and anyone who might be inclined to seek his residence in the fatherland has the prospect of attaining that objective entirely cut off by the impossibility of remitting his means thither. Section 21. That thus the debts of this colony to the fatherland gradually climb to such a height that at last, in the absence of suitable provision, there will be no outcome or possibility of paying them. Section 22. That, since cash specie is now also lacking in the payment both of the garrison and of the produce delivered to the Honourable Company, as another means which had to be employed to supplement what the five tons of gold by draft fell short in the payment of the necessary requirements, and the wines that have hitherto been dispatched on freight are in this respect to be considered of little importance, this will shortly have the consequence that, there being no means to pay for or exchange the foreign requirements for the inhabitants, and in particular those required for agriculture, whose supply on the Company's behalf remains defective and ever insufficient, they will fall into the uttermost destitution of all that must come from abroad, and will have to pay the highest price for the little that can be obtained, which in the first place will cause agriculture to languish. Section 23. That the farmer then, no less than the other inhabitants, having no other use for paper money than solely insofar as it can serve for payment within the colony, and being unable to serve the least use either with foreign nations, or at the Company's other establishments, nor in the Netherlands, people will seek, even more than currently happens all too much, to exchange it against the few cash coins that may have remained, which exchange will cause the value of cash to climb higher and higher, and must necessarily cause that of paper money to decline more and more, and at last fall into a great and oppressive discredit. Section 24. And humble request that this may be provided for by Your Right Noble High Worships. We trust that Your Right Noble High Worships are penetrated by all the preceding compelling reasons.

Regarding the Section of Fortifications, § 25. The Section of Fortifications yielding nothing for discussion. we shall respectfully refer to that which we have taken the liberty to submit to Your Right Honorable Worships in our successive rescripts, in reply to your respected Secret Letter of 2 October of the past year. under that of Carpentry, we report to Your Right Honorable Worships the contracting out of the repairs to a wing of the New Hospital. § 26. And with respect to that of Carpentry, solely to bring to the knowledge of Your Right Honorable Worships that an estimate was submitted to us by the Overseer of the Artisans' Quarter, Captain of Artillery George Coenraad Kuchler, regarding the materials required to repair the wing on the NW side of the New Hospital, in order to be able to use the same as a dressing house or actual infirmary; and we respectfully present to Your Right Honorable Worships an authentic copy of the said estimate, which we have placed in the hands of the Director of Fortifications, Colonel Gilquin, in order to investigate and to report to us in what manner the repairs to the aforesaid building could be contracted out in the easiest and, for the Honorable Company, least expensive manner; wherewith has been properly complied by him through the drafting of such contract specifications as we also take the liberty to offer to Your Right Honorable Worships in authentic copy; pursuant to which specifications we approved the contracting, which then also took place on 5 September last, on which occasion, of the repairs stipulated in the aforesaid specifications, the contractor remained the discharged master mason from the service of the Honorable Company, Anthonij Schoonhuijsen, for a sum of f 5800. Under this Section we shall nevertheless dutifully communicate to Your Right Honorable Worships that the keeper of the books in which the statement of munitions of war has been kept separate from the trade books and secret since the year 1737, having requested of us his discharge from the service, we consented to that request and ordered the trade bookkeeper to include that statement specifically again, as before, under the last day of August last, into the trade books and to cause it to be continued therein. the pay books having already also been sent to Your Right Honorable Worships. we present to the same the Report of Colonel Gilquin on the debiting of small uniform items. according to the orders of the High Government of the Indies. § 30. The pay books having also been sent to Your Right Honorable Worships with its report, we shall, pursuant to our respectful letter of 29 July last, now present to Your Right Honorable Worships in authentic copy the report submitted to us by the Colonel and Chief of Artillery Gilquin concerning the debiting of the small uniform items, from which Your Right Honorable Worships may be pleased to see that the said Colonel considers it to be entirely to the benefit of the common artilleryman to have the debiting thereof take place on the footing as introduced by him; and our conduct herein has been that since the orders given to us on this matter by the High Government of the Indies are too strict and too binding for us to enter into the proposals made by the said Colonel Gilquin, we have simply persisted in the resolution whereby the Pay Bookkeeper is ordered to conduct himself strictly according to those orders in debiting the uniform items. the Annual Requisition of requirements for this Government having already been sent from here, we humbly request its fulfillment § 31. Equipage goods, the great lack of which has put us in no small embarrassment. — especially regarding equipage goods, the more so because the undersigned Commander, at our meeting of 5 August last, made known that for a long time there had already been a lack at this Government of the most necessary sorts of ropes and sailcloth; that they had constantly flattered themselves with the hope of being provided therewith upon the arrival at this remote corner of the ship Zaanstroom, laden for this Government, but that through the long delay and forced to make purchases at very high prices, and afterwards to lighten the most necessary goods from the outgoing ships. delay of that vessel, ropes had already had to be purchased several times at very high prices in order to make seaworthy the ships from the Indies arriving here, mostly in poor condition, and that the hope of being provided therewith in short order had entirely and completely vanished through the stranding of the aforesaid ship Zaanstroom, on which account he made the proposal, and we subsequently unanimously decided, to lighten from the cargo of the outgoing ship Zeeland as much ropework of to which we have had to proceed repeatedly, in such quantities as are made known in the accompanying list. — ropework and sailcloth as could not possibly be dispensed with, in order to have a small stock on hand. — Section 32 This lack of the most necessary articles to dispatch Your Right Honorable Noble Highnesses' ships from here having constantly increased more and more, we have also repeatedly been placed under the necessity of proceeding to the lightening of what was unavoidably required for that purpose, and we enclose and present to Your Right Honorable Noble Highnesses a list wherein all the lightened and dutifully gave notice thereof to the High Indian Government, with the assurance that, upon relief to this Government, an equal quantity to that now lightened will be sent back to Batavia. - lightened equipage goods are specifically specified. - Section 33 We have not failed dutifully to inform the High Indian Government of these decisions, as well as of the necessity that caused us to proceed thereto, and have respectfully assured the very same that proper care will be taken by us, whenever an assortment of the now lightened ropes and sailcloth shall be brought from the Fatherland for this Government, then to send back to the Indian capital at the first opportunity an equal quantity Obstacles caused by this shortage in dispatching Your Right Honorable Noble Highnesses' ships, and humble request that the very same may provide for this. — quantity as we were necessitated to lighten. We dutifully accompany this with the accounts of the poor relief funds of the respective Reformed churches, whereof those at the Cape, Stellenbosch and Drakenstein are in credit, but those in the Land of Waveren and in the Zwartland are in arrears. § 41 We shall furthermore take the liberty to present to Your Right Honourable Worships herewith the copies of the accounts of the five Reformed churches present here in this country, consisting of the receipts and expenditures of the past year 1790, from which it appears that with the Cape church as of the end of December last, in outstanding debts, bonds, as well as securities and cash, there remained a sum of ƒ307206.3.-, and that the following two country churches were in credit by the amounts below, namely: that of Stellenbosch: ƒ7863.12.- Drakenstein: 602.4.- whereas on the other hand, from the accounts of the other two country churches it is shown that the same on the last-mentioned date were still in arrears by the following, namely: that of the Land of Waveren: ƒ18608.1.- Zwartland: 19488.2.- The financial statement of the Lutheran church here also accompanying this, noted in the margin, as well as the capital which according to the account of the Orphan Chamber here is administered. § 42 While furthermore also the Lutheran church here, as appears from the account of the same, accompanying this in authentic copy, was on the aforesaid date in credit by a sum of ƒ164572.13.-, all in Dutch currency. § 43 To these accounts we also add, as usual, the account of the Orphan Chamber, closed at the end of December last, and whereby Your Right Honourable Worships, if pleased to do so, will be able to see that the capital of the orphans which is administered there comes to amount to 795222 rixdollars and 39 stivers. The permanent vessels mentioned in the margin having been dispatched respectively to Mossel Bay and Plettenberg Bay, the bills of lading for the grain and timber brought therewith are respectfully presented to Your Right Honourable Worships. § 44 We cannot refrain from respectfully reporting to Your Right Honourable Worships that this year we have again dispatched the ships de Meermin and Sterrenschans respectively to Mossel Bay and Plettenberg Bay, in order to load there and transport hither the grains and timber purchased for the account of the Honourable Company; and we present enclosed to Your Right Honourable Worships the bills of lading of their cargoes, and we shall furthermore not fail to transmit to Your Right Honourable Worships as soon as possible the return of the timber delivered, in such manner as Your Worships have been pleased to require of us. The titular Merchant Constant Since we have not been able to dispose upon the request of the titular merchant Onkruijdt concerning his salary and emoluments Constant van Nuldt Onkruijdt having submitted a petition to our meeting of 23 September of last year, whereby he came to request the enjoyment of his salary since the day he sailed from Texel, and alongside the same also the emoluments pertaining to his rank since the day he arrived here. During the deliberations over that petition, the repatriated Lord Governor van de Graaff submitted to our consideration whether one would not best satisfy the intention of Your Right Honourable Worships by endowing the said Onkruijdt, as the most senior junior merchant out of employment, with the vacant place among the servants of the Honourable Company in the Council of Justice, and then letting his salary take its course. Duplicate of this lease is, which has also resulted in the aforesaid lease having risen in a few years to such a high price to the benefit of the Honorable Company, and whereby he, the petitioner, with flattering prospects, purchased a quantity of circa sixteen hundred leggers of wine, and moreover, for the management of his lease, was obliged daily to bear heavy expenses, both for required slave storehouses and European servants, regardless of the amount for the indispensable cooperage. But that since the aforesaid month of August, to general astonishment in this Government, an unexpected, precipitous, and great change has occurred, such as: 1st. the dispatch of the entire Regiment of Wurttemberg to the capital of the Indies, 2nd. of the Pignerolles, 3rd. most artisans, 4th. the withdrawal of the service money from the National garrison, 5th. the departure of numerous military passengers, 6th. the dismissal of many hundreds of burger slaves who worked on the Company's works, fortification workers, stone breakers, etc. etc. Thus the petitioner, to his inner sorrow, has not only had to content himself with the very slightest sales, but moreover constantly finds that he remains stuck with completely full warehouses of wines from the year 1790, whose harvest was indeed not good, which in these moneyless and impoverished times inevitably will cause the petitioner's ruin, both through the constantly approaching new season and the decline in price that the wines this year must indisputably undergo. Wherefore he hereby takes the liberty to pour out with all submission his bitter and soul-grieving complaints into the lap of Your Right Honorable and Honorable Sirs, to whom the protection of all subjects of this settlement is commended, in the reasonable expectation that the universally known generous and philanthropic disposition residing in the bosom of Your Right Honorable and Honorable Sirs will by no means permit that a resident burger, who already since his presence here to date has made untiring efforts in favor of the Honorable Company, through no fault of his own should be plunged into a pool of ruin by so rapid and unforeseen a change in the conjunction of times, but that Your Right Honorable and Honorable Sirs will kindly cast an eye of pity upon the sad fate of the petitioner. Art 11. On the door of the stocks under the stairs, the contractor shall have a lock made. Art 12. Likewise, on the doors of the 2 small rooms in the lower hall, he shall place 2 latches and 2 keys. Art: 13. On the stair door, he shall be required to make a latch and a key. Art 14. He shall also make the necessary hinges and latches on the new rattan frames, as well as on the two wooden shutters, on one of which he shall place a hinge and shutter bolt; furthermore, 6 pieces of latches on 6 windows, and all other ironmongery that may be in any way defective he shall cause to be restored again to good condition. Art 15. In the lower room, the contractor shall lay in lime an entirely new floor of klinkers or Leiden stones, which shall be provided to him on behalf of the Company, observing to lay the intact False Bay stones in and before the tambour or entrance hall and from there to the stairs, as far as they will reach; furthermore, in laying the new klinkers, to stay six feet away from the front and back wall, where the bunks are to stand, under which these klinkers shall be spared on account of the small supply thereof, and shall then be supplemented here with the remaining best floor tiles that shall come out of the old floor. The baked Cape bricks that might be required for repairs under the floor of the upper room, the contractor shall purchase at his own expense. However, all floor tiles and klinkers required for this work shall be provided to him from the Company's warehouses according to the specifications of the supervising Engineers. Art 16. The required panes for the glass windows, both for the new ones and those that must serve for repairing the old ones, shall be provided to him on behalf of the Company according to the specifications of the Engineers. Copy To the Right Honorable Johannes Isaac Rhenius, Governor of this Colony, and the remaining members thereof, as well as the Honorable Policy Board. Right Honorable Sir and Honorable Gentlemen! Having been ordered once again by Policy Board Resolution of the 8th of this month to serve the Honorable Board with advice and considerations on the extract resolution of 4 May 1740 sent to me, concerning the currently prevailing method of debiting the small uniform items of the National Artillerymen, as well as regarding the manner of payment of the common soldiers in general; I have the honor, before complying with this, to ask the Right Honorable Board for pardon that this did not occur sooner, having been prevented therein by the manifold vexing occupations of recent times, to which I respectfully trust Your Honors will favorably please to attribute this involuntary delay. Now, as regards the debiting of the small uniform items to the pay accounts of the said Artillerymen, this was done with the approval of the Lords Directors at the time, primarily in order to look after the advantage of the common man. If one had had to deduct this from his wages or emoluments here, he would necessarily have had to pay 25 percent more than if this were placed on his pay account, because he would have had to bear the loss of the exchange rate, which is 25 percent. Thus, far from losing by this charge, he enjoys an essential and important advantage on his necessary small uniform items. The convenience caused hereby to the Chief to liquidate his debts with the Honorable Company will, as I respectfully trust, when properly understood, not be regarded by Your Honors as too great a compensation for the continuous damage he alone must suffer through the decay and storage of the large and small uniform items in general, not to mention the trouble attached thereto and the danger of being stolen from, of which the undersigned can speak from experience. This opportunity to settle with the Honorable Company has, however, become necessary for the Chief, because the common man, whose income has recently been so notably reduced, could not well pay the aforementioned 25 percent, especially now, without a new and certain intolerable hardship. Furthermore, the bearing of this loss, which largely arises from the reduced intrinsic value of the money with which one pays here, can in no fairness be charged to the Chief. Yet, if contrary to expectation any doubts regarding this should continue to exist with Your Honors, and this should unexpectedly have the consequence that the provisional orders given to the pay bookkeeper should remain in effect, then the undersigned will find himself obliged, however reluctantly, as convincing proof of the truth of his assertion, to request Your Honors to have the delivery of the small uniform items done on behalf of the Company, and, for example, to order the Warehouse Master to furnish the same to the common man for a reasonable price. Yet, trusting in the equitable way of thinking of Your Honors, he has every reason to hope that after reading this Your Honors of your own accord will please to give a further order to the Pay Bookkeeper of this government, which will better correspond with the interests of the Chief and his subordinate men. This digression having diverted me a little from the subject of this report, I return to the matter. The reasons why the debiting of small uniform items occurs more frequently among the Artillerymen than among the National Infantry must be sought: 1. In their heavier service, as since my presence here they have seldom had more than one day free when the weather permitted them to work, and often coming off guard duty have had to go straight to work; whereby the small uniform items particularly suffer greatly, and therefore must be renewed sooner than if they had had to perform a lighter service; for which reason the common artillerymen in all countries of the world, the Cape alone excepted, draw a much higher pay than the common infantrymen. 2. In the continuous augmentation of the Artillery, which has successively increased and been brought from 24 men to the strength of 400, whereby it naturally had to happen that there was practically always a considerable number of recruits in this Corps who had to be provided with everything in order to be clothed and able to perform duty; it being for the rest a known matter

matter, that no common soldier will request new uniform items as long as he can manage with the old ones. Having thus brought, in a simple and, as I hope, satisfactory manner, under the discerning eye of Your Honorable Nobilities the reasons why these debits were made, and that they serve not to the detriment of the common soldier, but indeed to his advantage, I shall, subject to the favorable construction of Your Honorable Nobilities, observe that the loss which the Honorable Company might suffer in the event of the sudden demise of an artilleryman who was recently charged with uniform items and thus has not yet had an opportunity to pay for them, is not very significant, and that such is amply compensated, firstly, from the estates of those who leave their wages behind or are owed something at their death, since the Honorable Company commonly profits therefrom. Secondly, from the customary manner of payment of the Honorable Company, which pays here only 15 stivers for a guilder, that is to say, when the common man can wait until he has earned a month’s wages. Thirdly, from the reduced intrinsic value of the money itself, since he is paid with light money, of which not the least mention was made at his enlistment. Now, as regards the buyers of transport debts: those people make such enormous profits on each transport debt that they can easily bear a few occasional losses. It even appears that our Lords and Masters have regarded these profits as abuses, or at the very least have not considered them necessary for the existence of the Honorable Company, since They, wishing to cut off or entirely prevent the inconveniences arising therefrom, no longer send out any military personnel with any transport debt, so that the concern for the losses of the transport buyers thereby loses its object, and thus must cease of itself. Having thus answered, as briefly as was feasible for me, the article regarding the debiting of the uniform items, I shall proceed to the manner of payment itself, as I also find myself instructed to serve Your Honorable Nobilities with advice and considerations in this regard. It appears to me then (under respectful correction) that if the common man will have to wait for four months before he can receive anything of his salary, such would certainly cause some convenience in the keeping of the pay books and in the making of deductions; however, when I fix my eye upon the utility and well-being of the common soldier, and compare this alleged convenience against it, then humanity, over and above my duty as Chief of a Corps of Troops, urges me to deem their better subsistence far more important, and to prefer it far above that, even could I foresee that my efforts thereto would be in vain. The common artilleryman cannot possibly subsist for so long without running into debt, for his emoluments now amounting to no more than at most 4 schellingen service money and twenty-eight stivers short money per month, he can with this barely pay for the mess, into which he must put 12 schellingen monthly, and then practically nothing remains for him in the morning, when consuming a slice of dry bread, to buy a dram or a small bowl of coffee, and in the evening he must likewise make do with a draught of water; his hair powder, grease, queue tallow, combs, brushes, shoe wax, soap, thread, and needles for repairing his small uniform items, stockings, shoes, and shirts, etc., must remain unpaid for so long, to his great detriment. Therefore, I believe that the period of one month, fixed for his payment in accordance with the Resolution of the Council of Policy of 10 April 1781, certainly accords better with the interest of the soldier than if he should have to wait four months. The monthly payment also accords better with the orders left behind by the Honorable Military Commission, sent hither by Their High Mightinesses the Lords States General of the United Netherlands. Meanwhile, since the order of the High Government of the Indies of 19 June 1789 dictates that the payment of the military must again be brought back to the old footing, and the sentiments of Your Honorable Nobilities also seem to tend in that direction, the undersigned does not doubt in the least that Your Honorable Nobilities, to whom the well-being of the military establishment here is so close at heart, will surely be able to devise some means or expedient to make this tolerable to the common man, without burdening the Chief; and it is in reliance upon this that, since by high command the salaries and emoluments of the common soldiers have recently been curtailed as significantly as possible, the undersigned takes the liberty, with all due respect, to solicit Your Honorable Nobilities’ continued paternal cares and favors for these men, who, being well maintained, are better able to perform their duties, and will be all the readier, in unhoped-for events, when the commands of Your Honorable Nobilities shall require it, to sacrifice their life and health for the welfare and preservation of the Honorable Company, and thus for the essential interests of Your Honorable Nobilities.
