Since the new crop will serve to replenish the required stock in the Company's warehouses, to supply the Indies, and to nourish the inhabitants, without at first imprudently exposing oneself to inconvenience in the event of a new shortage, it cannot in any way be calculated whether the entire quantity requested in the aforementioned letter will be spared. However, as Mr. Trublet has orally insisted on this point, a determination must necessarily be made in this regard so that the said government might not uselessly deploy hither a ship or ships which they might otherwise send elsewhere for that purpose. Therefore, it has been approved to inform the aforementioned government by reply, in polite terms and as much as necessary from the aforesaid circumstances, that the firm promise regarding the requested muids of wheat could not be set closer than to half thereof, or 1500 mudden, which will then also be delivered from the Company's warehouses here to the ship or vessel that shall be designated for that purpose; and that furthermore, upon the arrival of the said supply hither, one will attempt to add the remainder from the Company's warehouses or else to favor a purchase from private individuals, through which the required quantity may be supplemented. It is understood that Mr. Trublet is also to be informed of this. Regarding the letters dispatched from here containing the general report of affairs of this government, it is resolved, in accordance with the desire of Their High Mightinesses, besides the arrangement by paragraphs, to provide them in future also with marginal notes. Concerning ships and vessels, under which matter in the first place appears their highest given order to henceforth exempt the mess allowances to the Lord Captains of the national ships returning from the Indies, one will dutifully obey this order as well as those subsequently included in the same directives. Likewise, we shall not fail to exert all efforts so that the drafting of the military personnel from the incoming ships, taking place according to the order established by the High Commanding Lords Masters, may fulfill the purpose intended therewith. And likewise to observe, together with observing Their High Mightinesses' recommendation not to remove any goods from the ships destined for Batavia except in case of urgent necessity, along with the assurance that the requisitions from here are always arranged so as to remain without inconvenience to the service of the Honorable Company; but that by the delay or non-fulfillment of the same [illegible].

Most respectfully thanking Their High Noble Indulgences for the renewed placcaat against the transportation of eastern male slaves and the devised signals in case childhood diseases should occur, and dutifully complying with the orders regarding the corner that may not be touched at, one was obliged, in order particularly regarding the Company's or the country's ships to be relieved from the embarrassment, to proceed with the lightening that was carried out. Furthermore, Their High Noble Indulgences shall be very respectfully thanked, both for the renewal and expansion of the placcaat issued against the transportation hither of eastern male slaves, and for the devised orders and signals with respect to the return ships within which childhood diseases might come to prevail on the voyage hither, or if anyone should still be found suffering from this illness. And since from the information which Their High Noble Indulgences have further been pleased to provide regarding the order for the return ships that may not touch at this corner, it has appeared that this order, which was recently assumed with respect to the vessel 't Hof ter Linde as if it had been drafted on 30 September 1786, was on the contrary already drawn up on 4 May 1767, and that the same order or instruction is only limited by further provisions, one shall in the future dutifully behave accordingly. And Their High Noble Indulgences shall be informed, under a plea of forgiveness for the neglect committed through multiplicity of business, for proper notification concerning the outcome of the investigation conducted into the accident which befell the ship Bredenrode in anno 1785 off Cape Agulhas, for which an identical respectful report, with the documents belonging thereto, is transmitted, as was dispatched to the High Noble Lords Seventeen under date of 23 August 1785. Meanwhile, regarding the remark made by Their High Noble Indulgences under the main heading of Products, about its appearing strange to employ the Commissioners from the Court of Justice instead of officers from the Burgher militia or knowledgeable Cape Burghers, for the devising of measures and of provision and relief in the extreme shortage that prevailed here, with the aim of making use of this remark upon the unexpected occurrence of similar cases, it is humbly hoped that it will be elucidated that Commissioners from the Court of Justice, according to the latest arrangement which the High Ruling Gentlemen, following the present state of this Colony, have been pleased to make for this Government, are combined from an equal number of Company servants and Burgher Councillors, to whom according to the same disposition now belongs the management of the affairs that previously stood under the Burgher Councillors alone; and that among the latter there are especially also persons with the reasons why one believed that an investigation of that nature should be demanded of that body who possess thorough knowledge concerning this Country and the Inhabitants, and who from their youth onward, through experience in Agriculture, have applied themselves with study for their livelihood, one therefore could never have entertained any other thoughts than that an investigation of that nature ought to be demanded of a body which, moreover, is composed in such a manner that one could expect from it an equal attention to the interests of the burgher inhabitants as well as of the Company's servants, just as their duty also extends thereto; so that the employment of Burgher officers or other knowledgeable burghers in such a case would rather have caused a suspicion of this Government's mistrust toward that body to be presumed, for which however no reason had appeared, since even now in retrospect it was found that one could devise no better measures for relief than those put into practice. However, since Their High Noble Indulgences have not found sufficiently demonstrated and grounded the considerations and reflections on the causes whereby the harvests of grains have now for some years been less than before, for which reason Their High Noble Indulgences, wishing to be informed with more accuracy and certainty concerning the actual causes of the rapid decay, and what means for recovery and upliftment could be applied and put into practice with every prospect of success, would well have wished that the suggested Commission of knowledgeable and moderate Inhabitants and Burghers for the intended investigation had been put into execution; adding further that, a Commission having been required, Their High Noble Indulgences, because of the attached considerations, are obliged to recommend to us to still allow that Commission to proceed, unless one nevertheless, on good grounds arising from the complicated state of affairs here, should judge that some unforeseen and serious consequences could result therefrom at this time, and that necessity thus required temporizing for the present with the Commission, in which case Their High Noble Indulgences authorize this Government to do so. the order to carry out the aforementioned commission not being positive, and therefore the intended success could never be expected, to show that, due to the increased costs and harder labor, the price of wheat ought also to be raised; Thus, it was resolved to represent respectfully to Their High Excellencies that, upon closer inspection, their previous missive, as well as the aforementioned, by no means contains a positive order to carry out the repeatedly cited commission, but that Their High Excellencies were pleased to leave this beforehand to the consideration of this Government. Consequently, since no such success could ever be expected from it by us as Their High Excellencies intended, one could not fail, before proceeding to the execution of this commission, to submit to Their High Excellencies the true and fundamental reasons and causes for the decrease in collections on the one hand, and on the other hand the circumstances through which one has been rendered unable to obtain the required amount of wheat for the Company; along with the adverse consequences which, in our opinion, were to be expected for the inhabitants as well as for the Company from appointing such a commission. And after this had now been further deliberated, and taking into view the aforementioned authorization of Their High Excellencies to temporize for the time being with the intended commission upon anticipating the difficulties suggested by Their High Excellencies, it was taken into consideration in this regard: That since one must presently be assured of an extraordinarily blessed grain harvest, and in order to be able to employ the necessary means and measures in time to provide for the Indies, notices have been posted so that, as far as possible before the middle of coming January, a statement may be made by the inhabitants of the wheat they are inclined to deliver to the Company; That grain cultivation in the region of Mossel Bay, according to the information obtained thereof, having been pursued with greater diligence, a considerable quantity can likewise be obtained from there in the coming year; That from all this it can be hoped and expected that the high cost of provisions, which has prevailed for some time to the oppression of the inhabitants as well as to the great burden of the Honorable Company, will finally come to an end; That one will thereby also be enabled to place a year's supply in store for the Honorable Company in its magazines. Yet this not precluding that circumstances will then more clearly demonstrate whether the execution of the aforementioned commission will be expedient and proper; That such a commission could be detrimental to achieving the aforementioned objective, because if, as must certainly be expected, only a demand for the increase of the price were to result from it and one were not immediately to proceed to this increase, as this could not occur without the authorization of the High Indian Government, the corn farmers might use this as a pretext to hold back the delivery to the Honorable Company, or might take occasion from it to stipulate that for the delivered corn the price must be paid which they will claim to be able to prove must necessarily be set upon it; which under present circumstances may cause difficulty, if one judged not to be allowed to enter into this, in avoiding the murmuring that would arise among those inhabitants against the Government; whereas on the contrary, by conceding to it, one would have to fear the same from the other inhabitants, who, expecting an end to the high cost of provisions from the present blessed harvest and being disappointed in such a manner, would blame the cause of this disappointment on this Government, as having caused this through the said commission at a time that was least suitable for it; And that through the present fall in horned cattle, compared to the height to which the price thereof had risen only last year, as well as from the measures undertaken to have the timber, required among other things primarily for agriculture, brought hither from Plettenberg Bay at reasonable prices, it may be anticipated in the future that this will more and more clear away the heavy expenses for agriculture that have increased for some years past; so that, these means having been contributed thereto, the inhabitants will have no further reasons to pursue an increase in the price of wheat; whereas from the agreement with the inhabitants it has been shown that grain cultivation was undertaken and continued there during the worst dearness of the requisites needed for it, with contentment with Rds 18 for the 10 mudden of wheat, whenever this may remain to them upon the regulation of the annual price by commissioners from the Council of Justice after deduction of the tithe for dues and another tithe for freight and sea risk.

supplied to soldiers, as well as the ships for the transport of the troops properly provisioned; a number of forty-two shall be deemed sufficient, provided that these forty-two chests must be manufactured for this purpose at the Company's Artisans' Quarter. That for extraordinary provisions for the soldiers on board ship, upon the question proposed in Article 4, a quantity of 300 lb of tobacco shall be delivered free of charge from the Company's trade warehouse here. That for guidance and information regarding the fifth article, the aforementioned transport ships for the benefit of the officers and men of the more-mentioned Regiment, after this can be agreed upon with the present circumstances, shall be provisioned in the same manner and arrangement as was done at the departure of the Luxembourg Regiment from here to Ceylon in the service of the same; of which the execution is requested to be entrusted to the Chief Administrator Johannes Isaac Rhenius. That also, in compliance with the sixth article, the list of victuals and provisions, which as just mentioned will be loaded aboard each of the transport ships, shall be handed over to the more-mentioned Colonel Commandant; the claims made in the 7th and 8th Articles of that statement not having been able to be satisfied. However, since with regard to that which the aforementioned Commandant believes he can claim and demand in the seventh and eighth articles, it is unanimously understood that here one possesses no authority nor has obtained any qualification to acquiesce to this, and that the order in this regard must therefore also still be awaited and expected from the Most Noble Grand Honorable Directors of the Zeeland Chamber, or rather from the High Noble Lords Seventeen themselves, along with the reasons and considerations for this. In the meantime, the very same shall be informed of the demands made in this matter by the aforementioned Colonel Commandant, with the reasons presented by his Honor regarding this, and on the other hand also of the grounds and reasons upon which one was confident not to be able nor allowed to comply with this in any way. Being, in the first place, the order of the Most Noble Grand Honorable Directors of the Zeeland Chamber, contained in the dispatch of 18 December 1786; which said Colonel considers to be too precise regarding the matter, rather than that, as his Honor expresses himself, he, the Colonel, would have needed to obtain another in particular regarding what must be observed so that the soldiers of the Luxembourg and Meuron Regiments who have fully served their time, returning to Europe, can enjoy the bounty of one hundred guilders. Whereas this order regarding the bounty originated with the well-mentioned Directors out of the consideration that both said Regiments, pursuant to their respective Capitulations, being entitled to all the emoluments and advantages that the other troops of the Company enjoy, would also without doubt demand the payment of the said bounty, as it is paid to soldiers after serving their contract upon their return to the Netherlands; without the more well-mentioned Directors, although the entitlement to the bounty for the discharged and returning soldiers is much more closely derived from the 18th article of the Capitulation of the Meuron Regiment than that any right could be inferred from the same article to demand an increase of the monthly pay for the soldiers, which by the 6th article was fixed at 9 per month to be paid at 20 stivers from the Company's treasury, have nevertheless deemed fit to give any special instruction for the payment of the claimed 45 stivers per month for each soldier above their stipulated pay; notwithstanding the said Colonel, in the reasons submitted to support this claim, declares that complaints were made in the Fatherland on this account by the Colonel-Proprietor of the regiment, and that the Company had also received compensation in that regard. the said 14th article of the Capitulation, and which Capitulation was ordered to be strictly observed, but also wholly suited to stir up murmurs among the other troops, whenever they thus, being under a lesser pay, were to find themselves unequal to the others, or indeed, as has repeatedly occurred, among the soldiers of the regiment itself, when this increase being granted to them, the Colonel Commandant, as his Honour claims in his submitted arguments to be able to do, regards the same increase as not being intended to let the soldiers of the Regiment enjoy more money than those of the Battalion, but rather to indemnify the Colonel Proprietor in a precise and reasonable manner, without the argument brought forward by the said Colonel Commandant in his aforementioned submitted reasons being able to be taken into any consideration in this matter, as if the soldiers of the Battalion receive their wages in the Netherlands and enjoy the guilder there at 20 stuivers; because in general the soldiers of the Battalion receive their pay here, and are then, as stated, paid at 15 stuivers per guilder; while very few are to be found among the Battalion who, intending to return to Europe in time, through extraordinary frugality, performing extra guard duties for their comrades, or through other small earnings, obtain the possibility of leaving their wages standing and receiving them in the Netherlands, whereby, conversely, such men must go without their monthly pay for all that time or at least one to two years and undergo certain deductions upon receipt, which thus never permits them to reckon the guilder to themselves at 20 stuivers. Furthermore, in the third place, that with regard to the payment of the R 1940. 1. 3 which the frequently mentioned Colonel Commandant likewise still comes to demand, a disbursement from the Company's treasury can by no means be claimed with even the slightest semblance of reason, since the said sum arises on account of the said repair of the soldiers' rifles over a certain space of time, namely from 26 June 1786, when, after representations had been made several times to the Governor, both by the head of the militia, Colonel Gordon in his capacity, and by most Captains of the Regiment, to please issue the necessary orders that the soldier should be treated according to the Capitulation; and after all the Members of the Council as well as his Honour himself had believed that, from the wording of the Capitulation, nothing else could be understood than that the repairing of the rifles was not to be charged to the soldier but had to be paid from the sum of money enjoyed by the Chief Proprietor according to the same article, in such manner as had also previously been understood by the Commission summoned to investigate the administration of the said Regiment, pursuant to its report delivered to the meeting of 19 June 1784; and as the said Chief Proprietor of the Regiment had himself admitted in his Memorial Justificatif dated 29 April of the immediately preceding year, since moreover, regarding several points and among others concerning the maintenance of the rifles, there was far-reaching murmuring among the soldiers and they were continually prone to desertion, and as the most highly mentioned Lords Directors of the Chamber of Zeeland by missive of [illegible] had, as stated above, given orders to watch closely that the aforementioned Capitulation was strictly observed, the Governor, consequently with the communication of the Members of this Council, had believed they could nor should no longer delay altering certain points according to the best judgment, by his Honour's order of the repeatedly mentioned date of 26 June 1786, in the internal management of that Regiment and executing them exactly. That also, since the complaints regarding the administration in general brought directly to the Lords Directors by the former Lieutenant Colonel de Sandol Roy, and constantly expecting the orders and further explanation of their High Mightinesses concerning all the aforesaid points, it was believed that one had to acquiesce therein provisionally. That likewise the most highly mentioned Lords Directors of the Chamber of Zeeland, by their missive dated 21 June of this year addressed in particular to the well-mentioned Governor, have been pleased to make a declaration that the entire arrangement of Colonel de Meuron with regard to the account of the non-commissioned officers and soldiers as it was before the date of 26 June 1786, was fully approved as being most in accordance with the meaning of his Capitulation and the customs of the Swiss Regiments in France and the Netherlands, and that the Commanding Officer of the Regiment was permitted to restore the same arrangement to the former footing, which the well-mentioned Governor also declared to have put into effect immediately after the arrival of the said missive, without their Noble Great Mightinesses adding anything further thereto; and it presenting itself naturally, it having been decided that the repair shall always have to be done by the soldier, that at least the said sum should never be at the expense of the Company, but rather in due course from those soldiers whose rifles were repaired during the aforesaid time at the expense of the Chief, it should be recovered from their pay from time to time.

Summary of a letter from the government of the city of Hildburghausen concerning the estate here of the burgher Thomas Kempf. A copy of which will be delivered to the Orphan Chamber in order to make inquiries there. Furthermore, upon the written request submitted by the Lord of Hugel, Colonel Commandant of the Wurtemberg Regiment garrisoned here, permission has been granted to His Honour to re-engage for a period of five years under the said Wurtemberg Regiment, following their voluntary offer made for this purpose, the two soldiers named Wilhelmus Jonker of Berlin, from the Luxembourg Regiment, and Johan Hendrik Scholtz of Stettin, who, having served out their contracted time on their return to Europe, the first arrived here with the Parel and the other with the Jonge Frank from Ceylon. Subsequently, after reading and resuming an incoming letter from the Government of the City of Hildburghausen in the Duchy of Saxony, dated 16 November 1786, and accompanied by two enclosures, concerning the share bequeathed in his will by the deceased local burgher Johan Andreas Thomas Kempff to his blood relatives there, which letter has now been brought from Batavia by the ship the Jonge Jacob, it was deemed best to deliver a copy of the aforementioned letter and enclosures to the Orphan Chamber of this city, and to authorise the same chamber not only to watch and ensure that proper security is obtained for that which is due to the aforementioned blood relatives of the said Kempf from his estate, and that the same be remitted to them, but also, after having inquired closely into the size and condition of this estate, to send the possible and necessary elucidation and report regarding this matter to the aforementioned Government of the City of Hildburghausen. On the proposal of the Lord Governor, for the filling of the position of Adjutant in the Corps of Colonel Gordon, in place of Captain Lieutenant and Adjutant Bernardus van Balen, who obtained permission at the most recent meeting and is consequently about to repatriate from here with the ship the Jonge Jacob, Sergeant Jacob Tieleman was appointed anew as Ensign and Adjutant, at the request of the said Lord Gordon.
