Batavia To the Right Honourable, Valiant Lord, Mr. Willem Arnold Alting, Governor-General, and the Honourable Councillors of the Netherlands Indies. Per the ship den Arend. Right Honourable, Respected, Highly Esteemed, Valiant, Most Wise, Provident, Very Generous Lord and Noble Lords, Our last respectful letter to your Right Honourable Highnesses having departed on the 18th of the recently passed month of December with the ship de resolutie, we take the liberty to present the duplicate thereof to your High Lordships herewith. The said ship de resolutie having departed on the 24th of that month for Batavia, and likewise the ship veere having departed on the very same day for Ceijlon, and on the contrary, the day after, the Dutch private ship rhijnoort having appeared here at the anchorage from the headquarters of India. With which we have had the honour to receive your Right Honourable Highnesses' esteemed letter dated 22 August and 7 September of the previous year, alongside the packet and a small case addressed to the Noble Directors at the presiding Chamber of Amsterdam, which will be dealt with in accordance with the orders; we furthermore find ourselves obliged to express our most respectful thanks to your Right Honourable Highnesses for the preliminary information given regarding the appointment of the repatriating Councillor Extraordinary of India, Mr. Adriaan Boesses, as admiral over this year's first return fleet, and that his Honour is also provided with your Right Honourable Highnesses' open commission as Commissioner for this Government, wherefore we shall not fail, upon the arrival of the said Lord Commissioner Boesses, to observe the orders which your Right Honourable Highnesses have transmitted to us in that regard. Also, on the dates mentioned in the margin, the following two outbound ships arrived here safely: 28 December 1786: the Company ship Gouda, with only 3 invalids, which vessel is destined for Ceijlon and departed from Texel on 20 September last with the ships Berkhout and Voorberg, from which, however, it had already become separated on the evening of that very day; while the ships Huijsduijn, Neerlands Vrijheijd, and Dordrecht were also due to follow shortly. 2 January 1787: the Maria, being a chartered fluyt ship destined for Batavia, which had already sailed from Texel on 13 July and called at St. Jago from 31 August to 8 September. The officers of the ship Gouda have furthermore informed us that the Honourable Company's return ships Voorschooten, Constantia, Hinlopen, Barbenstein, Stavenisse, and Pollux, which departed from here on 10 May, had all safely put into the Dutch ports. With the aforementioned ship Gouda we have likewise received a letter from the Noble Directors at the presiding Chamber of Amsterdam, stating that, since their Right Honourable Highnesses had seen, among other things, from the successive reports received from here the condition in which this Cape Colony was brought by a failure of the corn harvest, their High Lordships, pursuant to the qualification obtained from the respective Chambers, had thought fit to send two hundred lasts of wheat to us, of which one hundred lasts were shipped in the aforementioned ship Dordrecht. To which we can still add the cheerful report that, following the gathering of the grains, while they are now busy threshing the same, it appears that the yield thereof, by the arrangement of bountiful Providence according to the joyful expectation one had thereof, will be as abundant and blessed as has not been seen here in many years; wherefore wheat is already being sold again to private persons for 30 rixdollars and barley for 20 rixdollars per 10 muds more or less, and likewise the price of wheat for the Honourable Company has been fixed on the old footing of 80 guilders per freight after deduction of the legal tithes, and thus the further products of rye, barley, peas, and beans have also been brought to their former prices. The bearer of this, the ship den Arend, having been dispatched today and thus lying ready to sail in order to continue the voyage to Batavia with the first serviceable opportunity, your Right Honourable Highnesses will be able to observe from the following specification

Graaff-Reinet To the titular merchant and Landdrost Maurits Herman Otto Woeke Good Friend, Both the killing of the Kaffir and the satisfaction demanded on account thereof by that nation, as well as the dispersion of many of them with a number of cattle for barter among the inhabitants on this side of the Great Fish River, as has appeared to me from your reports of 9 November and 8 December of the past year, being matters that require an altogether circumspect handling, I am very pleased with the provisional conduct held therein by you, and trust at the same time that matters shall be further proceeded with in like manner; whereupon I also flatter myself that a conviction, to which one must attempt to bring the inhabitants, of the danger to which they expose themselves by the cattle trade with those Kaffirs, and particularly also, as must be assumed, by giving them occasion to come with their cattle to this side of the limits, will bring them to a more prudent behavior, and likewise, that the Kaffirs will arrive at no lesser conviction of the disastrous consequences to which, as experience has taught them in a deplorable manner a few years ago, they likewise expose themselves, and thus will indeed return, and further refrain from coming to this side of the boundary line, toward which it may be particularly fruitful to persuade their captains thereof and bring them to prevent and punish those of their nation who make themselves guilty thereof, as the manner best suited to maintain friendship and good mutual understanding permanently. Swellendam To the titular merchant and Landdrost Constant van Nuld Onkruijd Good Friend, Enclosed you receive eight copies of publications and eight ditto notifications, both regarding the return at the secretariat of Swellendam of the grain to be delivered to the Honorable Company by the inhabitants around Mossel Bay, as well as regarding the cutting of timber by the inhabitants in the vicinity of Plettenberg Bay, according to the agreement entered into with the delegates. You shall have to take care that the aforesaid notices are properly and as quickly as possible posted around the above-mentioned bays and at such other places as appears from the same. had left the Sunda Strait late; seeing the aforementioned forerunner anchor astern near Anjer, presumably to take in water, he subsequently sighted a ship on the 9th of December at the South latitude of 25 degrees and 7 minutes, which was taken for the aforementioned forerunner, and which remained in sight, though at a great distance, until the 19th of the same month, externally showing good condition, but on the latter-mentioned date was lost to sight again; that with the aforementioned vessel De Schelde he approached within sight of the African coast on the 2nd of this month at the South latitude of 33 degrees and 58 minutes, but being forced by contrary winds to turn out to sea again, he encountered various storms that night and also subsequently on the 6th, 8th, and 16th thereafter, without, however, any leak or damage being caused to the ship by the same; not having approached this roadstead until the 17th of this month, and thus after a voyage of two months and 21 days during which 6 persons of the crew, including the head surgeon and under-surgeon, died, on which outer roadstead he was forced by contrary wind to drop anchor, to drop anchor, but from where in the afternoon at five o'clock he was fetched by two committee members from the council with the shore boat, and half an hour later arrived in good health on land along with his family. And with regard to this voyage of his, he must add here that the Chinese conducted themselves very well during the same, although he has seen by experience that it always takes effort to keep that crew on deck at night in rainy weather. The first undersigned having thus been received with the ceremonial fitting the character with which he has the honor to be invested by Your Right Honorable Worships, both as Admiral of the return fleet and Commissioner over this government, and also having been recognized by everyone in that dignity, immediately took his place in the council, where, after preceding reciprocal compliments, Your Right Honorable Worships' highly venerated missive of 20 October of the past year, which arrived with him, was immediately read, together with the accompanying enclosures, which we shall not fail to answer in due time as obligated. And presently lying in readiness to proceed on its voyage to the capital of the Indies is the ship De Maria, with which this letter also serves as a convoy, enclosing copies of our letters dispatched from here to the Most Honorable Lords Seventeen dated 3 October and 10 November of the past year by the private ships Oudenaarde and De Trouwe Jacoba Maria Lucia Theresia, and likewise of a packet with one original and six filled-in copies of the secret signal flags for the coming year 1788, alongside a similar packet for the island of Ceylon, which we respectfully request may be forwarded thither. Meanwhile, duplicates of our latest humble letters dated the 5th and 8th of this month of January, which we had the honor to consign to Your Right Honorable Worships with the ship De Arend that departed from here on the 10th thereafter, being likewise enclosed herewith, we shall take the liberty to refer to them. In addition to which is also enclosed herewith the report of the master of equipment here and two commissioned sea captains, who, pursuant to orders upon the arrival of the aforementioned return ship De Schelde, surveyed the draft of that vessel and gave report thereof, from which it is evident that the aforementioned ship De Schelde was found to draw 3 feet forward and 2 feet aft below the marks as stated upon departure from the capital. to demand an altogether speedy and accurate investigation into this matter, for which the Adjunct Gabriel Exter, acting in the office of the fiscal, found himself prevented by illness: wherefore the undersigned Senior Merchant and Member of our Council, Mr. Jacobus Johannes Leséceur, was expressly qualified by us to act in this matter as the fiscal officer and to observe everything in that regard that is consistent with the duty of that office; in order either to recover the missing chest and the money again, or to indemnify the Honorable Company, as well as in any case to prosecute according to merit those who might be guilty thereof through intent, neglect, or carelessness; yet from the course of the proceedings advanced thus far, one cannot deduce otherwise than that it is very possible that the missing money chest was mistakenly shipped off among those of the ships De Wijnanda Luberta or De Dapperheid, which stood at the same time in the same room with the money chests of the aforementioned vessel Den Arend. In our meeting of the 17th of this month of January, among other things, consideration was taken of the order of the Noble, Right Honorable the Lords Majors in the Fatherland by respected letter of 29 April of the previous year, namely that, until further notice, under the terms of a transmitted extract from Their High Honors' Resolution made under that same date, some men should be drafted from the ships arriving here in the roadstead from the Fatherland, both to serve for the garrison here and to form from them the reservoir of personnel for the Indies; while here one found oneself devoid of a required supply of muskets and other weapons for arming and drilling those men, and at the same time it also being taken into account that previously, with the men who remained here from the passing ships due to indisposition or otherwise until their departure, the same muskets and other weapons were also brought ashore, but that Your Noble, Right Honorable, by their highly venerated missive dated 20 October 1765 on the proposal made thereto from here, were pleased to approve that, to prevent the abuses committed in the handing over of military weapons to the officers of the outward-bound ships, and which constantly had to be rectified only through much correspondence back and forth, the muskets and other weapons of all the military personnel remaining at this place should be left on board ship, as has since always been observed; yet since, by retaining the aforementioned men, one must now necessarily be provided with muskets and weapons for them, we have therefore had to decide henceforth to take from those ships an equal number of muskets and their further weapons, along with the men who according to the express muster-roll of the outward-bound ships must remain here; and for which decision we therefore, on the grounds of the cited reasons, request Your Noble, Right Honorable's respected approval. By our respectful letter of 19 October of last year per the ship Roosenburg, we also informed Your Right Honorable Worships, among other matters, of the reasons why it had been necessary to decide to detain here the First Lieutenant Fredrik Andriessen assigned to that vessel. However, since the said Lieutenant Andriessen addressed us by petition and most urgently requested that he might once again be employed in his service, under the strongest assurances and promises that he would conduct himself in the future in such a manner that no complaints whatsoever would ever arise on that account; And since, as far as could indeed be ascertained, the conduct of the said Lieutenant Fredrik Andriessen during his stay here was such that improvement could be expected therefrom; We have for those reasons taken the decision to employ the aforementioned Lieutenant Andriessen again upon an opportunity presenting itself. Likewise, as the ship De Resolutie was lacking a lieutenant, he was subsequently placed on that vessel in his aforementioned capacity, with the resumption of his suspended wages, and has departed with it for Batavia; Yet in such a manner that it will depend upon the pleasure of Your Right Honorable Worships, whenever from the testimony of the officers of the said ship De Resolutie the continuous good conduct of the said Lieutenant Andriessen shall appear, to approve that appointment, as having been made provisionally, or otherwise to deal further with him as Your Worships shall deem fit. On the 24th of this month, besides the provisions ship De Batavier sent hither by Your Right Honorable Worships, which suffered 5 dead and 18 sick during the voyage, the Company's return ships safely arrived at this roadstead: the two d'Eenparigheijd on which aforesaid vessel, d'Eenparigheijd, the smallpox having raged, and of those who were afflicted by it there being still some remaining who were not fully recovered: we have therefore, in order under God's assistance to preserve the inhabitants here from the infection and the lamentable consequences of the aforementioned disease not native to this country, immediately taken all precautions to prevent communication with the said ship De Eenparigheid. For which purpose, as soon as we were informed of this, a military guard was stationed near that vessel on one of the government boats with strict orders to permit no craft in the meantime to approach or board. private ship De Vrouwe Jacoba Maria and Lucia Theresia, which vessel having sailed onward from here to the Netherlands on the 21st thereof, the ships mentioned in the aforesaid letter, namely the Triton, the Jonge Frank, and the Onzekere, successively departed for Batavia on the 19th of November aforesaid, as well as the 2nd, 5th, and 10th of December. And on the contrary, on the 22nd of the frequently mentioned month of November, with only 1 deceased and 3 sick persons, there arrived safely here the ship Veere, equipped by your Right Honorable Worships; which vessel, after the goods brought for Batavia from the cargo of the ship Oud Haarlem were transferred at St. Croix, were transshipped from it into the provisioning ship De Resolutie, also present here at that time, likewise continued the voyage to Ceylon on the 24th of the aforesaid month of December. Your Right Honorable Worships' esteemed letter of the 1st of June of the past year received with the ship Den Onzekeren, having served solely as escort for that vessel, thus, under honored kind interpretation, requiring no reply, we shall now, in response to your same venerated instructions of the 18th of April of the same year with relation to the recruits sent out with the ship Zeeland for the Luxembourg regiment in Ceylon, have the honor to report: That since, from what the latest successively received letters from the administration there had conveyed, the events concerning the aforesaid regiment had appeared by no means of such consequence that any ground of difficulty could be deduced therefrom to make any objection, according to your Right Honorable Worships' suppositions, regarding the reinforcement of the aforesaid Luxembourg Corps, one has therefore not hesitated for a moment to let the aforesaid Luxembourg recruits depart for Ceylon with the aforesaid ship Zeelandia. As also for that reason the recruits for the same regiment brought here from the Fatherland with the ship De Jonge Frank have been sent onward per the ship Veere to the aforesaid Ceylon government; there having been provided here to the non-commissioned officers of those recruits two months' pay each, and to the common soldiers one month's pay each, on account of salary, whereof the Company's ministers at Colombo have been notified by us. As by the above-mentioned most recent respectful letter of the 10th of November, your Right Honorable Worships were among other things also informed of the mutiny that, during the voyage of the ship De Jonge Frank, was begun by some of the detachment of the aforementioned Luxembourg recruits, but was yet timely and happily suppressed, we must now take the liberty to add thereto: That since a certain soldier belonging to the aforesaid Corps and having also been on the said ship De Jonge Frank, named Louis Rooy van Boule, who is one of those through whom the mutiny mentioned here above on that vessel was yet happily discovered, came to request that, in order to escape the persecutions to which he feared to find himself exposed among the Corps by the ill-disposed because of the said discovery, permission might be granted to him to remain under the Regiment de Meuron stationed here in garrison, while the Major and Commander of the same Meuron regiment was found willing to yield another soldier, named François Boissot, in his place to that of Luxembourg, one has, for the aforesaid entirely reasonable grounds, consented to the said request of the aforementioned soldier Louis Rooy, and accordingly let the cited François Boissot depart per the ship Veere to Ceylon instead of the same, and given notice of those changes to the ministers there, in the hope that this may be approved by your Right Honorable Worships. It having been made known to the government here by the master of the above-mentioned private ship Den Onzekeren, Claas Swart, in the authentic copy of the petition accompanying this: That with his vessel under his command on the voyage hither, notwithstanding all applied endeavors to complete the same swiftly, and although that ship otherwise had the respective properties of being a good sailer, he had been obliged to delay considerably, and thus, after the lapse of about five months since his departure from Middelburg, came to arrive at this roadstead, and that he, the petitioner, had to attribute this successfully completed voyage solely to a miraculous preservation of Providence, in view of the all too heavy lower cargo of the said ship, which was such that he could answer for it neither to his own conscience nor to the shipowners, his principals, if no efforts were made by him to obtain redress therein; requesting therefore that, since this redress could only be brought about by lightening that vessel to a sufficient amount of its excessive cargo, some part or other of the aforesaid lower cargo might be unloaded therefrom, so that he, Master Swart, would thus not be exposed to the prospect and a legitimate fear of continuing the further voyage with great danger. Stellenbosch To the Reverend Emeritus Minister Petrus van der Spuij The Honorable, Rigorous Lord Governor has today presented in our meeting a letter addressed most recently by Your Reverence to His Honor, dated the 29th of the last-passed month of January, whereby Your Reverence comes with all earnestness to request to obtain satisfaction in the matter that occurred between Your Reverence and the citizen D. Muller. The aforementioned Lord Governor has moreover successively communicated to us other previous letters on that subject exchanged between Your Reverence and His Honor, and has thereby indicated what trouble and efforts he has made, were it possible, to find a means whereby that matter between the said citizen D. Muller and Your Reverence might be cleared up in such a manner that no new consequences would arise therefrom which must inevitably have their influence upon the peace in the Colony or upon the church congregations; but that His Honor, notwithstanding all those employed efforts, has not been able to achieve anything further than to obtain from the repeatedly mentioned D. Muller an offer to declare himself before the church council at Stellenbosch and Drakensteijn that on Sunday the 26th of March of the last-departed year he had gone from his residence to Stellenbosch in order to have his child baptized in the church there, without having had the intention to disturb the public service of God or the congregation. We have therefore thought it necessary, before having that declaration by the mentioned Muller put into effect, to learn from Your Reverence whether you would be satisfied therewith and whether that matter would thereby be held as terminated; and as we cannot conceal how much it is to be feared that a calm and peace, now enjoyed for only a short time in the church at Drakensteijn and in this Colony, might once again be disturbed if punishments were imposed, which we as rulers, on account of their dreadful consequences, find ourselves obliged to avoid; so we also gladly wish to declare that nothing will be more pleasant to us than to hear from Your Reverence that you, likewise foreseeing those consequences, out of a heartfelt sentiment thereof on the one hand and out of a readiness to forgive on the other hand, in order that from the deeds of one or some alone, the proceedings creating unrest and bitterness may not spread over the whole, will also be satisfied with the aforesaid declaration of the repeatedly mentioned Muller, and that the matter might thereby be concluded. Should it unexpectedly be the case that after a calm consideration of this our proposal, you could not resolve to be satisfied with it and acquiesce in it, we expect from you a full representation of your objections in the aforementioned matter, so that after having closely examined them and having deliberated further upon them with the required attention, we may then take such measures as we shall judge to be consistent with our solemn obligations. And we must thus submit for your Honor's consideration whether the service of the State might not require that your departure, along with that of the other officers, to the Netherlands aboard these return ships be accelerated, or rather whether it would not be more appropriate for your Honor to await here the arrival of the aforementioned vessel, or further news of the same, in order to render the required service to it if necessary. While we must at the same time declare that we find ourselves, with great difficulty, barely in a position to man the Company's return ships, and consequently, upon the arrival of the aforementioned warship, there will be no opportunity here at this government to assist it with the necessary men for the return voyage; and we therefore very urgently request your Honor that the aforementioned ratings in the service of the State may remain designated for that vessel. We take the liberty of letting this serve as an escort to that vessel, in which there have been loaded at this place: 5 leaguers of ordinary Cape wine, as further mentioned in the bill of lading annexed hereto. Alongside this, we also take the liberty, pursuant to the orders of the High Noble Lords Seventeen and those of the Lords of the Supreme Government of the Indies at Batavia, of conveying to Your Right Noble High Mightinesses the reports concerning the draught of the said ship De Twee Gezusters, both upon departure from the said capital of the Indies and upon arrival here in the roads, as well as how it has now been found upon departure from here. Likewise, by that vessel is sent a bag containing the original papers for Your Right Noble High Mightinesses' Chamber and addressed to the same, which were brought here from Batavia with the return ship De Diamant and, in accordance with the orders of the aforementioned Supreme Government of the Indies, placed aboard the bearer of this letter. By our humble letter of 10 November of the past year, dispatched with the Dutch private ship De Vrouwe Jacoba Maria en Lucia Theresia, we informed Your Right Noble High Mightinesses, among other matters regarding the mutiny that occurred on the ship De Jonge Frank, that seven of those mutineers, who had been handed over by the officers of that ship to the captain of the National Squadron and were subsequently brought here and delivered to this Government, were thereupon placed as prisoners into the hands of the Fiscal Pro Interim in order to be brought to trial on the charges preferred. We now take the liberty of further informing Your Right Noble High Mightinesses with regard to that case that, several charges having been brought a few days before his departure by the master of the aforementioned ship De Jonge Frank, Jacob Veer, to the charge of the commander of the military stationed aboard that vessel, Casimir Lemper, alleging that the same, according to the master's assertion, had somewhat favored the first signs of the mutiny and had not maintained proper discipline over the soldiers under his command, the said Commander Lemper is to depart for Batavia at the first opportunity. During the course of the proceedings against the aforementioned seven detainees left behind here, by name: Franciscus Verbrugge, Michiel Princenraad, Tobias Blas, Jan Grebel, Elias de Kosta, Jan van Kruijsen, and Jan Baptist du Puij, the first four mentioned among them died here in custody, and the other three remaining were subsequently sentenced by decree of the aforementioned Court of Justice to remain banished from this country and its jurisdiction forever; and of which three condemned persons, Christiaan Janssen, who was stationed here as a boatswain, has also undergone a similar sentence of banishment. the chart sent to us having been indicated by knowledgeable persons, should as soon and as exactly as possible be surveyed with the lead, and by cross-bearings from the land be noted down as accurately as feasible, the rocks or reefs that might be found within the area marked with red lines on the chart sent to us, with the condition that the result of this work should be sent over to the Presidial Chamber, in order to enable them to make the necessary corrections in the charts thereafter, we, in order to be better able to comply with this order and intention of the Lords Masters and in consideration that the perilousness of the fairway at and around the aforementioned Cape required that this ordered investigation be undertaken and executed with all possible circumspection, have previously demanded from the Captain and Master of Equipage here, Francois Duminij, as having the greatest experience thereof through the several voyages made in the fairway along these coasts, together with such other maritime experts as he, the Master of Equipage, would judge most capable to choose, their reports and considerations as to what time of year and in what manner the aforementioned order of the Lords Majors could be executed with the greatest security and peace of mind, and for which purpose there was also handed to the said Master of Equipage the aforementioned received chart on which the above-mentioned received area is marked out. Whereupon a written report was submitted to us by the repeatedly mentioned Master of Equipage, in which he proposed that, having taken the advice of the commander on the permanent frigate here, De Meermin, Hans Barendse, who, according to the testimony of him, the Master of Equipage, is a sea officer of proven skill and activity and who had already made various voyages along the fairway where the expedition had to take place, and to whom the commission thereof could thus with peace of mind be entrusted, he, the Master of Equipage, was of the opinion that the month of December being the best season for such a cruising voyage, the aforementioned ship De Meermin could thus be dispatched from here at once and at the latest by the 20th of the aforementioned past month of December, with orders to the aforementioned commander Hans Barends and the other officers appointed to the aforementioned frigate, among whom were principally both Lieutenants Johan Nöthling and Johan David Sluijter, who, through the distinct voyages made with him, the Master of Equipage, were very well acquainted with and instructed about the depths and sea beds along these coasts, to steer from here to Cape Agulhas and there on the spot according to the order to survey as exactly as possible by means of the deep-sea lead and cross-bearings the fairway outside the southern point of that Cape, up to the distance indicated on the chart, and to keep an accurate and precise record of their findings. Upon which advice of the Master of Equipage, the aforementioned frigate De Meermin having at once been made ready for that expedition, the appointed commander Barendsen and the other officers were ordered to proceed to the aforementioned fairway at Cape Agulhas in order to survey there with the lead, in accordance with what was written by their Right Honorable Worships, with all possible exactitude within the area indicated by red lines on the chart expressly given to them for that purpose; and by cross-bearings from the land to note down as accurately as feasible the rocks or reefs that might be discovered within the aforementioned area, furthermore upon their return here to deliver such a report and account of their findings as would be necessary to inform their Right Honorable Worships with certainty regarding that which they have been pleased to require, for the prevention of such fatal accidents as befell the aforementioned China return-ship Breederode there. The aforementioned frigate De Meermin having departed from here on the twenty-fourth of the aforementioned month of December for that expedition and returned from the same on the 7th of this month of February without the least discovery of the alleged reef having occurred on that voyage. In our humble letter of 19 October of the past year, we, among other things, also brought to the notice of Your Right Honorable Worships the stranding of the hooker Catwijk aan Rhijn in Simons Bay, and that after an investigation had been conducted into how far that accident might perhaps have been caused by any neglect of duty, either on the part of the ship's officers or the common crew, further notice thereof would then be given to Your Right Honorable Worships; which investigation having been demanded of the Fiscal Pro Interim and two memorials having thereupon been submitted to us by the same, from the first of which and the annexes submitted alongside it, it has come to appear that not only the common seamen who were appointed to the aforementioned vessel were in no way guilty of any neglect of duty, but that they on the contrary had applied all their power to the preservation and rescue of the ship, as by their

through their zeal, the largest part of the goods that had been laden in that hooker was subsequently salvaged, and those men having thus continued with their labor just as if they were still actually in the service, the aforesaid common seafarers who had been assigned to the hooker Catwijk aan Rhijn were again declared employable in the service of the Honorable Company, with the resumption of their wages from 8 October, being the day after the stranding of the repeatedly mentioned hooker. And whereas from the second remonstrance and the annexed report of the master of the repeatedly mentioned hooker ship Catwijk aan Rhijn, Christiaan de Cerf, as well as from a deposition of two third-mates who had also been assigned to the same, and an examination of nautical experts, all passed before commissioners from the Council of Justice, it has appeared: that, the aforementioned master de Cerf excepted, not the least fault was to be imputed to any of the other senior officers of this ship for that from which the misfortune that befell that vessel had arisen; but that, notwithstanding the aforementioned declaratory statement of the nautical experts made at the end of the aforesaid examination in favor of the said master, and the resulting opinion of the interim fiscal mentioned hereinbefore, namely that with no foundation could any action be instituted against the authorities of that shipwrecked vessel, the said master could nevertheless not be cleared of a carelessness that arose in him due to the exceptional safety of Simon's Bay in which that ship lay at anchor, in failing properly and timely to apply himself to the precautions that he ought to have taken so that, in the event an unruly wind or sea might arise whereby the ship could get into danger—even though one previously had no example or memory of such as that by which the misfortune was caused—the ship would then be secured by suitable anchors, for which purpose he could also well have made use of the anchor that was at hand in the aforesaid bay; so have we thought fit to send the aforementioned master de Cerf to the Netherlands at the disposal of the Lords Directors, with suspension of wages, under transmission of the aforementioned documents; and on the other hand, according to the regulations, likewise to declare the other officers of the repeatedly mentioned hooker Catwijk aan Rhijn employable again, as well as to have their wages resume from the 14th of this month of February, when this resolution was accordingly taken by us. Among other advices in our last humble letter of the 26th of January last, mentioned hereinbefore, we also gave your Right Honorable Worships notice of the arrival of the return ship d'Eenparigheijd, and what means of precaution had been employed to preserve this place from the lamentable consequences of a contagion of the smallpox that had raged on that vessel. In this regard, it has come under our further consideration that so long as the ship authorities are not specifically informed of the precautions which they have to take upon their appearance here, in case the aforesaid smallpox might have manifested itself on board during the voyage hither, one will always find this colony exposed to the grievous consequences that can arise from a neglect by those authorities to take immediate precautions on their part upon arrival here, since weather or wind can sometimes prevent giving the order to cut off communication with such a ship at once. For those reasons, we have thought it our duty most respectfully to request your Right Honorable Worships that a standing order may be given to all return ships, that whenever the smallpox, so dangerous to this colony, might have reigned on board during the voyage hither, or that someone still suffering from that disease might be found thereon, they shall, when weather and wind might permit such, under the display of a signal to be devised for that purpose, instead of coming to anchor in this roadstead, repair to Robben Island in order to be provided there with all necessities; but the wind and weather not permitting them to reach the said island, and thus having to anchor in the ordinary roadstead, they shall, under the display of the same signal, anchor just outside the ships that might be lying in the roadstead, and let no fishermen or yawls come on board nor themselves go off board, but also keep the boats and skiff of the same inboard, until orders shall have been given from here to be able to supply the ship with necessities under the proper precautions against the contagion. And as we have also had to presume from this that the letter from the Noble Directors of the aforementioned Chamber of Rotterdam written to this government will certainly be found in one of the envelopes addressed to Your Right Honourable, yet the fear of perhaps encountering a wrong packet having restrained us, to send the one that was still on the aforementioned ship Houtlust to Your Right Honourable with a humble request that, upon arriving in Batavia, the letter from the Noble Directors aforementioned addressed to this government may be sent back here. We also have the honour to present herewith once again to Your Right Honourable the second packet containing the original and six filled-in copies of secret signals calculated for the return ships of the forthcoming year 1738, as well as a similar packet for the island of Ceylon, which we humbly request may be forwarded thither. On this accompanying list of foreign nations' ships which have successively called at this government, Your Right Honourable will among others also find made known the arrival here of a Spanish vessel named La Pepita on the 6th of this month of February, and which according to the statement of the Captain commanding her, Nicolaas Bandin, departed on 24 October last from St. Domingo and was destined for Mozambique. Which Captain Bandin upon his arrival having requested that, since his ship required necessary repairs and the crew needed some refreshment, he might therefore be permitted to stay here a few days in order to be provided with both, and hereupon it being pointed out to the aforementioned Captain that as the navigation of the Spaniards past this corner was contrary to the treaties existing between the Crown of Spain and our Republic, he would therefore have to depart again immediately without lingering here; but the said Captain thereupon made known the impossibility in which he found himself of going to sea again without exposing the ship and crew to the utmost danger, unless at least some respite were granted to repair the principal defects from which his ship suffered, and he were provided with some necessities strictly indispensable for his voyage. Regard having been paid to this in accordance with the circular order recently received from Your Right Honourable, we, for a strict compliance with the same order on that subject, demanded from the said Captain a list of the necessities required to be able to depart again, and made such arrangements thereupon that the repeatedly mentioned Captain, while cutting off all private trade that one might have wished to conduct from this ship here, was supplied as speedily as possible with everything that was unavoidably necessary for his prompt departure, with the result that the aforementioned Spanish vessel also departed from here again on the 18th of this month. We have, in our humble letter of 27 November of the past year sent by the ship De Jonge Frank to Your Right Honourable, among others dutifully given notice that since some points of grievance were drawn up by the Captain of the said ship De Jonge Frank, Jacob [illegible], against the Commander of the Military, Casimer Lemper, stationed on that vessel, and were handed over here, the said Commander was for that reason taken off that ship and detained here, so that the least judicial action against the repeatedly mentioned Commander Lemper might be instituted with some good foundation by the Fiscal Pro Interim upon the accusations brought forward against him; the same was thereupon, by decision of the aforementioned Court of Justice, absolved from all further action and judicial proceedings regarding the aforementioned matter; so the said Commander Lemper in that capacity is now about to depart with the ship Houtlust for Batavia, while we take the liberty of presenting herewith to Your Right Honourable authentic copies of the aforementioned representation of the Fiscal Pro Interim with the documents annexed thereto. In the past year 1736, having arrived here with the China return ship Barbesteijn, the Chief Surgeon Johan George Bode, who was stationed in the same capacity at the Dutch factory in Canton, with a letter from the Company's Ministers there stating that the said Chief Surgeon Bode, upon his petition presented for that purpose and declaration shown, had been permitted, while retaining his employment with suspension of salary, to make a short excursion hither, in order that, if possible, through the change of air he might recover from the incurable disease with which he was afflicted there; with the request to grant the said Johan George Bode permission to remain in this government, and in case he recovered and should choose to return to Canton again, then to grant him passage on one of the Company's ships destined for Batavia or directly for China, or else on that of another nation, we have, upon this recommendation and the request of the aforementioned Chief Surgeon Bode, upon his arrival permitted him to stay here for some time for his recovery, and
