Partly because of the remoteness of the ship d'Eenparigheyd and partly as a precaution against the contagion of the smallpox, the muster of the crew of that vessel could not be performed by the ordinary commission serving that purpose; therefore you are hereby qualified to cause the muster to take place the day after tomorrow, the 3rd of this month. Placed as a passenger on the aforementioned ship is the former Captain Lieutenant in the Swiss Regiment de Meuron, Dominique Antoine van Riet, while the further persons returning home from this government with the aforementioned vessel shall cross over on this occasion, as all this appears from the muster rolls passed to you herewith, which will have to be sent back hither immediately after the muster has been performed. The provisions and whatever was needed for the further voyage of the vessel under your command having been sent to you successively from here with the country boats, you are hereby ordered to keep yourselves ready in order to undertake the voyage under God's guidance together with the three return ships lying in the roadstead here, de Schelde, 't Zeepaard and de Diamant, which are to be mustered tomorrow, the 3rd of this month. You shall consequently, as soon as the aforementioned three hulls set sail from here and approach the vessel under your command, join them in order to proceed with the voyage to the Netherlands combined under the flag of the Right Honourable, Highly Esteemed Lord Adriaan Boesses, as Admiral of the return fleet, who will be on the aforementioned ship de Schelde, taking good care, in accordance with the orders of the High Commanding Lords Masters, to stay together at all times during the voyage, as well as always to keep your ship in a state of defence against all enemy attacks, and to that end to keep the artillery and small arms ready as required, so that the necessary use may be made thereof on all occasions. And there is to be handed to you by the aforementioned Lord Admiral a lead box with secret papers, from whose contents and inscriptions shall appear the orders which you are to observe both on the voyage and upon arrival in the Fatherland, among which there will also be an enclosed packet, which from the superscription will show that it must only be opened and its contents noted immediately after arriving at sea. Furthermore, there have been placed aboard the aforementioned ship 't Zeepaard the following two convicts, who are being sent over to the Netherlands with that vessel to serve as ship's hands: the former Sub-Lieutenant on the outward-bound ship de Neptunus, Jan Fredrik Gertelaar, who by sentence of the Council of Justice here has been dismissed from his aforesaid post; the soldier Jean Baptist du Pui, in order, pursuant to the sentence of the just-mentioned Council of Justice, to remain banished forever from these lands and its jurisdiction. Besides which, on the said ship 't Zeepaard there also travels over a certain soldier of the regiment de Meuron stationed in garrison here, named Jean Baptist Toenrij, who has been discharged from the same regiment. With the aforementioned ship 't Zeepaard having arrived here from Batavia three chests with the original papers for your Right Honourable Worships' Chamber, the same, pursuant to received instructions from the Lords of the High Indian Government, have been transferred from that vessel to the previously mentioned ship de Schelde, while on the other hand a chest with the duplicates brought by the ship de Diamant has again been placed aboard the ship 't Zeepaard, with which vessel now likewise departs a packet addressed to your Right Honourable Worships and received here with the last returned flute ship Rhijnoord, with orders from the well-aforementioned Lords of the High Indian Government to send over the same packet to the Netherlands with another direct shipping opportunity. Respectfully referring to the letter dispatched to Your Right Honourable and Worshipful Court with the advanced return ship de Twee Gezusters, which departed from here for the Netherlands, we shall now dutifully advise your Honours that since then, on the 22nd of the just-mentioned month of February, the chartered ship de Vrouw Johanna safely arrived in this Government with 7 dead and 50 sick, and with which Your Right Honourable and Worshipful Court's venerated letters of 18 September of the past year were honorably brought to us; we shall not fail to keep in dutiful observance what was written therein concerning the common soldiers of the Swiss Regiment de Meuron stationed here in garrison who, after serving their contracted term, will return to the Netherlands, and to continue to take care that upon the issued passports it is properly noted which of them have served their full five years and on that basis may be entitled to the granted premium, or in the contrary case, also to note such upon their passports; just as we shall also not fail, by the next shipping opportunity, to send Your Right Honourable and Worshipful Court the report on the forwarded claim of a certain Brunet against the three officers of the aforementioned Swiss regiment, Messrs. Henri, Piachaud, and Du Bois, and how matters stand with those claims. The bearer hereof, the return ship de Diamant projected in the heading mentioned for Your Right Honourable and Worshipful Court's Chamber, having been dispatched today to the Netherlands, there have been laden into the same at this place: 10 leggers of ordinary white wine aums of red Constantia anno whereof 6 by the suppliers Hendrik Cloete and and to prevent suspicions in that regard, someone might be qualified to have both the aums and the aforesaid sample bottles filled in his presence, and to execute a declaration thereof; that furthermore, regarding the poor quality of their wines, the same owners had seriously testified to having always delivered of the best sorts to the Honourable Company, while the same owners on that occasion had also repeated their last request—submitted in our humble letter of 9 April 1785 to the Most Noble Lords Seventeen—to be allowed to enjoy their allocated share in the profits that were made on their delivered wines, of which they had been deprived for a considerable time. Upon which report and proposal, the aforementioned cellar master Lesueur having been qualified to be present each time at the filling of the aums and bottles with Constantia wines, in order to have the aforesaid instructions observed in that regard and to pass a certificate thereof each time, the oft-mentioned cellar master Lesueur, pursuant to that qualification, when the aforementioned Constantia wines were about to be delivered for shipment to the mother country, again proceeded to both estates at Constantia to be present there at the filling of the casks and sample bottles of those wines. And Your Right Honourable and Worshipful Court will, from the report submitted to us hereupon by the said cellar master Lesueur, and which we have the honour to offer to your Honours alongside this in an authentic copy, be pleased to see that not only the aums intended for those wines, but also the two sample bottles for each aum, were filled in the presence of the said cellar master from the same casks from which the wines for the aums were taken; that the said aums were properly bunged and provided with lead seals, the bottles sealed by his own hand with the Company's mark, and subsequently the filled aums transported with the Company's wagons and the sample bottles packed in cases carried by Company slaves, and thus transported hither under proper supervision. Thus, having acted in accordance with the respected order and intention regarding the receipt and shipment of the aforesaid Constantia wines, we hope that the same wines may be found to your satisfaction. And since both suppliers of the Constantia wines have urgently requested on this occasion that it might be submitted: that should difficulties continue to be raised regarding the request made by the aforesaid suppliers in the aforementioned year 1785, namely to send the aums of Constantia wine from here to the Mother Country packed henceforth in cases, Your Right Honourable and Worshipful Court might nevertheless please grant the second part of that same request, tending to the effect that the aums upon arrival in the mother country may not be topped up, but left closed until the day of sale, both because they believe they can state that the wines, owing to their richness, suffer little or no ullage, and most especially because according to their opinion and the experience of the undersigned, it is certain that by the topping up of those aums that might have acquired more or less ullage, the wine loses much of its aroma and so-called bouquet, not only to the noticeable prejudice of the suppliers themselves, but also to no small detriment of the Honourable Company. We further take the liberty, pursuant to the orders of the Honorable Gentlemen Seventeen and of the gentlemen of the High Indian Government at Batavia, to transmit to Your Right Honorable Worships herewith copies of the reports concerning the draft of the aforementioned ship the Diamant, currently lying in the roads ready to sail, both upon its departure from the said Indian capital, upon arrival here, and again upon departure for the Netherlands; along with which are also forwarded such muster rolls as are specified on the accompanying separate register of the pay bookkeeper, as well as the lists of persons who departed with the aforementioned ship the Diamant from here for the Netherlands, among whom is found the Second Lieutenant Jacobus van de Graaff, who, having remained behind at this place as an invalid from the private ship Eik en Woude, was granted the requested passage to the Netherlands. There is also placed on the said ship the Diamant a certain sailor named Elias de Kosta, who by sentence of the Court of Justice was banished forever from this government and its jurisdiction, and was therefore sent up to the Netherlands. Likewise found on the said ship the Diamant is a certain Jean Pierre Bouset of Paris, who was assigned as a soldier to the Swiss Regiment de Meuron stationed here in garrison, but having obtained his discharge is traveling over to the Netherlands as unfit. Furthermore, there is also transmitted herewith a packet addressed to Your Right Honorable Worships, which was brought from Batavia by the ship 't Zeepaard and, pursuant to the written orders of the gentlemen of the High Indian Government, was placed on the bearer of this, the ship the Diamant. The Captain Lieutenant of the aforementioned Swiss Regiment de Meuron, Dominique Antoine von Riet, as he continually gave no satisfaction in his service with that corps, has according to decision received his discharge to depart for the Netherlands, whither the said Lieutenant von Riet is traveling over on the ship the Eenparigheid, now also lying ready to sail and returning for the Chamber of Delft, of which we have likewise found ourselves obliged to inform Your Right Honorable Worships herewith. to lie to return to the Netherlands for your Right Honorable Chamber, and this thus serving to accompany that vessel, we must, regarding the same, as in duty bound, bring to the knowledge of your Right Honorable that on the said ship d'Eenparigheijd during the voyage from Batavia hither smallpox prevailed, and upon arrival here among those who were found to have been attacked by it, there were still some remaining who were found not yet fully recovered; we therefore, in order under God's assistance to preserve the inhabitants from the infection and the lamentable consequences here of the disease not native to this country, immediately applied all precautions in order to prevent communication with the said ship d'Eenparigheijd, for which purpose, as soon as one was informed of this, a military guard on one of the country's boats was posted by that vessel with strict orders to allow no craft to sail to or from it in the meantime, the said ship de Eenparigheijd being for security shown to fill the sample bottles from the same cask and thus with the very same wines as those which would be put into the aams for shipment, with the request nevertheless that in order to prevent all doubts or suspicions in that regard someone might be authorized, so that in his presence both the aams and the aforesaid sample bottles might be filled and a declaration passed thereof; that furthermore also regarding the poor quality of their wines the same owners had seriously testified always to have delivered the best sorts to the Honorable Company, while the same owners on that occasion had also repeated their request made in the year 1785 to be allowed to enjoy their allotted share in the advances that were obtained on their delivered wines, of which they had been deprived for a considerable time; upon which report and proposal for cellarmaster Mr. Johannes Jacobus Lesueur, Lesueur having been authorized to be present each time at the filling of the aams and bottles with Constantia wine, in order to have the aforesaid written instructions observed in that regard and each time to pass a certificate; the more-mentioned cellarmaster Lesueur, pursuant to that authorization, when the aforementioned Constantia wines were to be delivered for shipment to the fatherland, again betook himself to those two places at Constantia, in order to be present there at the filling of the casks and sample bottles of those wines. And your Right Honorable will, from the report of the said cellarmaster Lesueur submitted hereupon to us, and which we have the honor to offer to the very same herewith in authentic copy, be pleased to see that not only the aams suited for those wines, but also the two sample bottles for each aam, in the presence of the said cellarmaster, were filled from the same casks from which the wine for the aams was taken, that the said aams were well bunged and provided with tins, the bottles sealed by him with his own hand with the Honorable Company's mark, and subsequently the filled aams transported hither by the Honorable Company's wagons and the sample bottles packed in cases carried by the Honorable Company's slaves, and thus under proper supervision. Under date of the 12th of February last past, we had the honor to consign our last humble writing to your Right Noble Great-Worshipfuls with the retour ship de Twee Gezusters, which stood out from here toward the Netherlands on the 26th of the same month, to which we refer in all humility. Right Noble, Respected, Great-Worshipful, Right Wise, Prudent, Most Generous Lords. Since, on the 26th of the said month, your Right Noble Great-Worshipfuls' Chamber ship Canton likewise proceeded on its voyage from here to Batavia, we take the liberty of presenting to you, together with this, the muster rolls of that vessel, along with authentic copies of the declarations concerning both the handling and navigation as well as the cleansing and keeping clean of that hull on the voyage hither, and also regarding the provisioning and supplying of victuals to the sick. However, the Captain of the aforementioned ship Canton, Cornelis de Wit, although having been admonished thereto on various occasions, has failed to deliver here, according to custom, the journal kept on that vessel during the outward voyage, in order that it might be transmitted to your Right Noble Great-Worshipfuls along with the declarations just mentioned. And since it has happened before that the officers of the ships coming out for your Right Noble Great-Worshipfuls' Chamber, under the contention that they are not bound thereto, or that it would be useless, have neglected to deliver here their kept journal; so we take the liberty, for the prevention of all exceptions in the future, most respectfully to request your Right Noble Great-Worshipfuls that the ship's officers may, by a written order and under a certain penalty in the event of non-compliance, be instructed to deliver to this Government, within three to four days after their arrival here, a copy of their kept journal, in order that it may subsequently be supplied to your Right Noble Great-Worshipfuls. The bearer of this, the ship d'Eenparigheid, returning for the Chamber of Delft, now lying ready to sail in the roadstead, there have been laden in that vessel for your Right Noble Great-Worshipfuls here... ...resolution it appears that regarding the quality of those wines given for some time past, and that concerning the said order and instructions, the aforementioned owners had shown themselves prepared to draw the sample bottles from the very same cask and thus with the exact same wines as would be put into the aams for shipment, requesting nonetheless that, in order to prevent all doubts or suspicions in that regard, someone might be qualified to have both the aams and the aforesaid sample bottles filled in his presence and to pass a declaration thereof. Furthermore, that regarding the poor quality of their wines, the same owners had seriously affirmed that they had always delivered the best sorts to the Honorable Company, while the same owners on that occasion had also repeated their request, made in the year 1785, to be allowed the enjoyment of their allotted share in the advance obtained on the wines they delivered, of which they had been deprived for a considerable time. Upon which report and proposition the aforementioned Cellar Master Lesueur, having been qualified to be present on each occasion at the filling of the aams and bottles with Constantia wines, in order to cause the aforesaid instructions to be observed in that regard and to pass a certificate thereof each time, the said Mr. Cellar Master, pursuant to that authorization, when the Constantia wines mentioned hereinbefore were about to be delivered for shipment to the fatherland, again proceeded to both estates at Constantia, to be present there at the filling of the casks and sample bottles of those wines. of the Constantia wines on this occasion have most urgently requested that it might be proposed that, if one should continue to raise difficulties regarding the request made by the said suppliers in the year 1788, namely to send the aams of Constantia wine from here to the Fatherland packed in crates henceforth, your Most Noble and Most Worshipful Authorities would nevertheless be pleased to grant the second part of that same request, tending to the effect that the aams, upon arrival in the Fatherland, may not be topped up, but left tightly closed until the day of the sale; both because they believe they may firmly state that not only does the wine, through its richness, suffer little or no leakage, and indeed principally because, according to their opinion and experience, it is certain that by the topping up of those aams, which might have incurred more or less ullage, the wine loses much of its aroma and so-called bouquet, not only to the noticeable prejudice of the suppliers themselves, but also to no small disadvantage of the Honorable Company; we therefore take the liberty to submit most respectfully to your Most Noble and Most Worshipful Authorities the aforementioned further petition of the suppliers, both regarding the enjoyment of their allotted share in the advances on the Constantia wines, and the non-topping up of the casks with those wines; requesting that it may be of your highest pleasure to bestow favorable regard upon it. had lasted more than a century, and naturally for this cultivation the most fertile tracts in all places were chosen first, it is easy to understand that later on the harvests from them could not occur as in the beginning. And this is all the less so because in proportion as one took away more of the land which formerly served solely for the grazing of cattle, and also brought it under the plough for grain cultivation in order to let the old land rest, so also those pastures for the cattle had to decrease, and in proportion as a farmer was thereby able to keep less cattle at his place, so also the opportunity became less to obtain the manure so necessary for fertilizing the sandy soils. Paragraph 12. Besides that, since it is natural to the lands here that, having been sown for three or four consecutive years, they become choked with all kinds of weeds, the same land that has been under the plough produces no more grass as feed for the beasts afterwards, as it becomes covered with shrubs or bushes that are here called rhenosterbosjes, which stifle the grass underneath them. Paragraph 13. Just as now, in order to gain the same quantity of grain that formerly could be harvested from a smaller portion of land, so much larger an expanse of land currently used, it speaks for itself that the farmer must apply more labor, for which more ploughs, more draft oxen, more slaves, and in general more outlay is required, he now also being obliged, for the draft oxen which he needs for the ploughs and the wagons to bring up his produce, and which he cannot allow to remain on his farm after this their labor due to the lack of pastures there, to keep another place or else to enter into an agreement for the grazing and restoring of the same with someone who possesses such a cattle farm, so that what comes from these oxen in that short time is all the manure he can gather for his lands. Paragraph 14. From this statement, which is generally and abundantly well known to everyone who has even the slightest experience of agriculture and knowledge of the country here, it will then be deduced that now, in order to harvest from a larger expanse of ground a quantity of wheat proportionate to what he formerly could harvest, the farmer must also use more seed, and that he needs so much more bread for a greater number of laborers, which leaves him less to sell. Paragraph 15. In order now also to deduce from this how it is possible that, notwithstanding such a great abundance as Your Right Honourable Worships rightly care to observe previously took place, there is now found such a considerable decrease of the crops that there has even been a shortage for own necessities, we must note beforehand that the experience of this colony for fully forty years has also had the same shortage as that of the past year, arising from a total failure of the grain crops, and that against this, as depending on the failure of timely rains, no other means can be used than to ensure that a year's supply remains on hand, either by gathering such a supply in the Company's warehouses, or by preventing too much from being exported from the country. Paragraph 16. The decrease of the crops, which nowadays has generally increased in contrast to earlier years, must furthermore not be attributed so much to the harvests of the grain themselves, as also and principally to the aforementioned and other concomitant circumstances, which have prevented that abundance from coming into the Company's warehouses over the past few years, with which formerly, in single instances when the harvest was very opulent, one even found oneself glutted. Paragraph 17. And when one compares with each other the epochs in which abundance or scarcity prevailed, fatal vicissitudes will reveal themselves, which, through their influence on the blossoming and prosperity of this Colony, may also have been able to cause such abundance or scarcity in the grains. Paragraph 18. When in the year 1755 thousands of people, inhabitants and slaves, were carried off by the smallpox and those who dwelt inland were spared from the contagion of this disease, it was seen that, while on the one hand agriculture had suffered nothing and the seasons concurred with it in the most favorable manner, on the other hand not only was the number of inhabitants diminished, but there was also no external trade; the stock of wheat multiplied so greatly that everything yielded by an exceedingly blessed crop of the year 1758 was so superfluous in the following year 1759 that the farmer could not relieve himself of it, and was obliged to sell his wheat at 6 rixdollars for the 10 mudden or, since this did not compensate him for the costs of his freight, to let the remainder perish in the stack or feed it to his livestock, until at the end of the same year 1759 a French naval squadron from the Indies appeared here, which, lacking everything, in an incredible shortness of time, and notwithstanding a successful grain harvest again in the following year thereafter, brought the wheat again above its usual price, and even thereafter caused it to fluctuate, now above, and then again below it.

Following upon this, the destructive smallpox occurred once again in this Colony in the year 1767, whereby a further multitude of inhabitants and slaves was destroyed, so that the stock increased once more. But an opened, extraordinary annual outlet to the fatherland then prevented the farmer from remaining unrewarded for his labor, as had previously been the case; so that the surplus ceased to carry over from one year to the next and to depress the price of what was to follow. § 20. This price having since always remained in a regular proportion, so that one was even able, up to the year 1781, to supply the Indies with the required wheat, one has nevertheless from that time on not been permitted to experience such a blessed year regarding the grain crop as formerly and at present. § 21. From all of this it further appears that, however blessed the crop may turn out to be in the future upon the lands that have previously been sown, the multitude of the laborers themselves and others who must now be fed from it, compared with what was formerly needed, will in all probability prevent the harvests from those lands from extending to a surplus in the future; all the more so since, from the time that that extraordinary outlet for that surplus was opened to Europe, the farmer, having found all anxiety removed regarding the disposal of his grain products, applied himself continuously and without fear of the expenses as heavily to the cultivation thereof as he could manage, whereby his lands have consequently for the most part become exhausted. § 23. As one now finds at this juncture that, notwithstanding a very blessed grain harvest this year, it would be very difficult to obtain the required ordinary supply for this government for a full year in the Company's warehouses if one were not enabled to do so by the undertaken new cultivation around Mossel Bay, this will thus not only serve as further proof that the aforementioned circumstances have caused the collections for the Honorable Company to decrease, but also as a demonstration that the aforesaid encouraged cultivation inland has become utterly necessary. § 24. The reasons and causes of the lesser crops in such a short time, which must certainly cause astonishment at first sight, having been further elucidated by what has been said and, as we flatter ourselves, clearly demonstrated, it will now be easier to investigate whether any fruit might be expected from employing a commission of knowledgeable Cape burghers and farmers to propose the means by which cultivation could once again be revived and promoted. § 25. Certainly one must expect from such a commission that it will cite the aforementioned extent of the land which must now be employed to harvest that same quantity of wheat that could formerly be gained from a smaller tract of land, the increase of the working equipment required for that purpose, and consequently also the heavier expenses resulting therefrom for the farmer; but one must by no means doubt that this commission, coming from a body that has always shown itself to care little about the burdens of the Company when its own interest would suffer thereby, will take occasion from this to demonstrate, with all the reasons that one will ever be able to produce, that, the expenses having become heavier along with the labor, the price of wheat ought also to be raised if one wishes to enable the farmer to purchase and maintain the working equipment that he needs for the cultivation. § 26. But against this it ought to be considered that this increase of the working equipment did not arise so much from any necessity then existing on the part of the Company (from which one would now desire an increase of the price in order to make the grain farming increase and exhaust the lands), but rather from the desire whereby the farmer himself, through the certainty of being able to sell his wheat, felt stimulated to multiply his harvests, and thereby to become able to enlarge his working equipment and, in order to obtain greater profits, to sow so much more land, as one has seen happen. § 27. It being furthermore not necessary to have the improvement of agriculture investigated by a commission, since every farmer who owns a farm always applies himself to getting to know his lands and to treating them according to the knowledge acquired, both with bringing the seed into them earlier or later, as well as fallowing and manuring, depending on whether the land is heavier, lighter, sandier, moister, and situated higher or lower. Even if it were now possible, as however under assurance cannot be admitted, that some burghers and farmers could suggest other plausible means for the encouragement and improvement of cultivation, it would still be the question whether one could rely on that, and if so, whether those improvements could indeed be introduced, since one must expect that farmers, who always apply themselves to gaining more than others their equals, and who calculate their greater advantage from the lesser harvest of others, will not show themselves very willing to share with others that in which they, if this might be a secret, excel; and that in addition the farmers here in the country having been brought up in that profession from youth onward, each of them prefers to follow the knowledge he has obtained from the trials made by himself, and is distrustful, if not averse, to adopting novelties invented by others, unless a lengthy experience has convinced him or cured him of the prejudice. Paragraph 30. For all these reasons, and the appearance one has that grain cultivation will find itself encouraged further inland by the navigation to Mosselbaai, and which, having the power to keep the grains harvested there solely for the Company, we maintain, subject to correction, that it would be superfluous, indeed unadvisable, to effect the aforementioned commission. Paragraph 31. These considerations against the appointment of such a commission having been supplied to the first-undersigned Commissioner, he has examined them in particular with all possible attention and confronted them with the circumstances of this colony; and since these were found by him to be entirely correct and well-founded, so that he completely conforms with them. imputation consisted solely in a statement by the person of Philippus du Bos, who had meddled in the case of the aforementioned Cruijzelbergen and had also rendered himself suspect, who during his examination altered that statement and made known that he had heard this without naming the person who was supposed to have said this to him, and whereby the same du Bos, who had demonstrated with what zeal he exerted himself for the interests of the Captain at sea Ian Sierevelt, had become suspected of having been himself the original contriver of that statement, so that, in default of evidence to the contrary, which could not be doubted, the calumny inflicted by that false statement upon a chief commander of this place should have incumbent upon him a punishment, from which which the frequently mentioned Governor himself, however, sought to excuse the said du Bos on account of his youth as well as ill-considered and misapplied zeal, so that it was thought that on those grounds the oath of purgation, which was then about to be taken by the aforementioned Equipage Master de Minij, would be sufficient against it. Section 40. Hereupon the frequently mentioned Governor declared that, in order to clear himself against such a vile imputation and to remove all erroneous perceptions to his detriment which, as he saw to his regret, the aforementioned statement was capable of raising or leaving behind despite the presented opinion of the members, however much it affected the Governor to the innermost of his soul to find himself compelled, without regard to his character which had to be compromised thereby, to act against the statement of a person regarding whom, notwithstanding his low and bad conduct, all means of excusal had been employed, he, the Governor, had therefore caused the strictest points of interrogation relating to that matter to be drawn up, which he handed over to the first undersigned Commissioner with the request that the aforementioned Equipage Master de Minij, who had been expressly summoned before the Council Chamber for that purpose, might be called in and examined upon the same under solemn oath before the entire assembly. Section 41. Which request having been complied with, and the aforesaid points of interrogation having been answered by the frequently mentioned Equipage Master, as well as his answers having been confirmed by solemn oath, we take the liberty, upon further express request of the frequently mentioned undersigned Governor, to append a copy thereof hereto, and consequently also very respectfully to request that, by virtue of the now clearly established innocence of him, the Governor, and thus also of the notorious falsehood of the aforesaid imputation, it may please Your Right Honourable Worships to recognize the delicate nature of this matter and to cause the person who shall be found to be the contriver of the imputation to be punished according to his deserts for his calumny committed therein against the character of a Governor of this Colony. Section 42. By the merchant and former Pro Interim Chief of Kassimbazar Leonard Verspijk, who, having arrived here from Bengal under an obligation contracted there to await Your Right Honourable Worships disposition concerning his person at this place, and having remained here retaining rank and quality, it having been made known by petition that he had addressed himself by supplication to Your Right Honourable Worships and had requested his direct release, with the request to us that, since he flattered himself that the necessary qualification for granting his departure would have arrived here, permission might be granted to him to continue the voyage to the Netherlands together with his wife on one of the return ships, with the resumption of his salary, as well as taking the ordinary baggage with him, and this because he had already served twice the contracted time as a merchant. Section 43. In which interest the first undersigned Commissioner over this Government has communicated to us that, pursuant to the concession granted thereto by the Right Honourable Lords Seventeen, it was provisionally decided by Your Right Honourable Worships, until the further pleasure of the highest mentioned Lords Masters should be learned, to allow the servants destined west of India to sail home under the posting of double bail, besides such precautions as the ministers should judge according to each person's status. Section 44. Thus, in conformity with the preliminary advice of the well-mentioned first undersigned Commissioner, the request of the mentioned Merchant Verspijk was granted, in so far as he should demonstrate having posted the required double bail in Bengal prior to his departure from there, or, in default of any proof in that regard, should still post the same bail here. Which latter condition having since been fulfilled by him with a bail bond executed here for the sum of twenty-one thousand guilders Holland Current, in duplication of an equal bail already posted in Bengal.

The undersigned Secunde Johannes Isaack Rhenius, having entered into marriage shortly after his arrival at this place with the daughter of the Cashier and Member of the Council of Justice here, Gerhardus Hendrik Cruijwagen, and the relationship by marriage arising therefrom having had the consequence that the said Secunde Rhenius, as President of the aforementioned Council of Justice, could not simultaneously hold a seat with and alongside the aforementioned Cruijwagen as his father-in-law, it was thereupon taken into consideration that the said Cruijwagen, who was the senior member among the Company's servants in that College, being excused therefrom, would have to yield his rank to the youngest member thereof, although, when the said kinship, pursuant to the orders and instructions of the High Governing Lords Seventeen of 15 July 1717, did not hinder him from being brought into the body of the government here, he ought to come first into consideration for it upon an occurring opportunity; for which reasons a request was then also made by the frequently mentioned Cruijwagen that regard might be paid to these matters by us, and such disposition be taken with respect to him as, on account of his long-lasting and demonstrated faithful services to the Honorable Company, might cause him the least prejudice through the accidental intervening marriage of his daughter. And we have the honor to present enclosed herewith to Your Right Honorable authentic copies of the reports concerning the condition of the aforementioned return ships the Schelde, 't Zeepaard, and the Diamant, as well as those of the outward-bound ship the Twee Gezusters, as found upon their arrival here in the roads and when lying ready for departure to the Netherlands; which examination, however, could not take place regarding the ship D'Eenparigheid, for the reasons that, as reported in our humble letter of 26 January past, as soon as that vessel appeared here in the outer roads and one was informed that the smallpox had been rampant on board, it was sent to Robben Island; and since then all possible precautions have had to be used to prevent communication with that ship, it being nevertheless provided with all necessities there by means of the country's boats and thus enabled to continue the voyage to the Netherlands; and the authorities of that vessel have been ordered that as soon as the ships the Schelde, 't Zeepaard, and the Diamant shall have left these roads and have approached Robben Island, to set sail from there as well and join under the flag of the Lord Admiral, so as thus to undertake the voyage to the fatherland together.
