South point of the said cape up to such a distance as was indicated on the chart attached to the said missive and received here, by knowledgeable persons, should be surveyed as quickly and as exactly as possible with the lead, and by cross-bearings of the land be noted down as accurately as feasible, the rocks and reefs which might be discovered within the section marked off with red lines on the chart, and that the result of these operations should be sent over to your Right Honourable Worships in order to enable the same to have the necessary corrections made to the charts thereafter. In order to comply all the better with that order and intention of the Most Noble Lords Seventeen, and considering that the dangerousness of the fairway near and around the said Cape demanded that this ordered request be undertaken and carried out with all possible caution, we have beforehand consulted the Captain at Sea and Master Attendant here Francois du Bini, as having the most experience thereof through several voyages made in the fairway along these coasts, together with such other maritime experts as he, the Master Attendant, could consider most competent for this purpose, and to which end the chart received here, on which the aforementioned section is marked off, was also handed to the said Master Attendant. Whereupon a written report was submitted to us by the said Master Attendant, in which he proposed that, having taken the advice of the commander on the frigate ship stationed here permanently, De Meermin, Hans Barends, being according to the testimony of him, the Master Attendant, a sea officer of proven skill and activity, who had already made various voyages along the fairway where the expedition had to take place, and to whom this commission could thus be entrusted with confidence, he, the Master Attendant, was of the opinion that the time in the month of December last, being the best season for such a cruise, the aforementioned frigate De Meermin could thus be dispatched from here at the earliest and at the latest around the 20th of that month, with orders to the aforementioned Commander Hans Barentsz and the other officers appointed to the said frigate, among whom were principally the two Lieutenants Johan Nothlung and Johan David Sluijter, who through various voyages made with him, the Master Attendant, were very well acquainted with and instructed in the depths and soundings along these coasts, to steer from here to Caab Auguillas, and there at that place, according to the orders, to survey the fairway outside the south point of that cape up to the distance indicated on the chart as exactly as possible by means of the lead and cross-bearings, and to keep an accurate and precise record of their findings. Upon which advice of the Master Attendant Du Minij, the aforementioned frigate De Meermin having been made ready at once for that expedition, the Commander Barends and other officers appointed thereto were ordered to proceed to the aforementioned Caab Anguilleir, in order to survey there, in accordance with what was written by the aforementioned Lords Seventeen, within the section which is indicated by red lines on the chart expressly given to them for that purpose, with all possible exactness with the lead, and to note down by cross-bearings of the land as accurately as possible the rocks or reefs that might be discovered within the section marked off on the chart, and subsequently, upon their return here, to deliver such a report and account of their findings as would be necessary to inform your Right Honourable Worships with certainty in accordance with the order, to prevent such fatal accidents as befell the aforementioned China return ship Breederoode there. The aforementioned frigate De Meermin having thereupon departed from here on the 24th of the aforementioned month of December for that expedition, and returned here on the 7th of the past month of February, whereupon the officers of that ship submitted the following report concerning the outcome of the expedition, principally containing: That the aforementioned frigate De Meermin, having departed from this roadstead on the 24th of December as stated, and having had to remain lying under Robben Island for a few days due to contrary winds, arrived afterwards on the 1st of January under Caab Anguillas, the estimated latitude then being 35 degrees 1 minute, longitude 36 1/5 minutes, and the observed latitude 34 degrees 50 minutes; That they had then cruised back and forth and to and fro for two days, and had surveyed the fairway everywhere outside, to the west, south, and east of the aforesaid Caab Anguilhas, at the place or the entire section marked N: B: C: on the chart, with all possible accuracy, both by cross-bearings and with the lead, without having been able to discover anything other than what has already been generally known thereof to navigation beforehand, wherefore the aforementioned officers had resolved, upon a favourable opportunity, to return again to this roadstead; As your Right Honourable Worships may observe all of this in more detail from the report itself, by way of a daily journal, kept by the officers of the aforementioned frigate De Meermin.

handed over to us on their return, and which we have the honour to present herewith to Your Noble and Grand Lordships in authentic copy, together with an extract from the journal of those authorities kept on that expedition. And this further serves to accompany our humble general missive of today's date, consigned to the aforementioned Illustrious College of the Lords Seventeen, to which we most respectfully refer; while by the return ship Texelstroom we send to Your Noble and Grand Lordships the second set of paybooks for the years 1785/86, of which the first set is transmitted with the bearer of this, the ship Straalen; accompanied by the muster roll mentioned on the separate register of the Pay Bookkeeper, as also by the lists of persons who have now departed from here for the Netherlands on the aforementioned ship Straalen, and among whom is also to be found the minister Johannes Abraham Kuijs, who had been stationed with the congregation in the Land van Waveren, and who repatriates from here upon expiration of time, together with his wife Maria Henrica Heijning and their four children named Arnoldus Philipus, Maria Isabella, Aletta Martina, and Daniel Johannes Kuijs. While to the said minister Kuijs, upon his request, it has furthermore been permitted, for the service and attendance of his said wife and children, to take with him a free maid named Christina van de Caap, for whom the customary transport and board money has been paid here. Likewise to Isabella Agnita Heijning, widow of the late sea captain and equipage master here Willem Vrugt, together with her sister Geertruijde Johanna Heijning, permission has been granted to sail over to the Netherlands with the aforementioned ship Straalen, they both having also paid the transport and board money here. We have also granted to the merchant and former chief at Cazimbazar, Leonard Verspijk, who arrived and stayed here last year from Bengal, upon his request, to proceed on the further voyage to the Netherlands with his wife Johanna Sara Swanevelder on the aforementioned ship Straalen; and further permitted the said merchant Verspijk to take with him two free boys named Heur and Job, alongside two slave maids, Amanille and Lolia, upon payment of the ordinary transport and board money fixed for this purpose. While in like manner, to the sub-merchant and former second at Patna, Gosewijn Willem Hendrik de Vries, repatriating on the aforementioned ship Straalen, the taking along of a woman from here named Anna Maria, to attend his wife who is with him, has been granted; as also to the captain of the said ship Straalen, Jan Paardekooper, a slave boy named Philip Leander of Mozambique. Shipped from this place on the said ship Straalen are five leggers of ordinary Cape wine; the bill of lading and invoice drawn up for this are transmitted herewith, accompanied by the copies of reports concerning the draught of the aforementioned ship Straalen, as found upon departure from Bengal, as well as upon arrival here, and now lying ready to depart, which reports we have the honour to send to Your Noble and Grand Lordships pursuant to the order. To the captain of the wrecked country's ship Holland who remained behind here, the Noble Master A. F. Steffers, it having been granted upon his request to depart for the Netherlands with his officers and common crewmen still with him on the return ships now lying ready to sail, there have consequently, to that end, been placed on the bearer of this, the ship Straalen, of the said crew: the boatswain skipper gunner's mate 6th steward's mate cook's mate sailmaker a boy and three soldiers, who are all further identified on the muster roll of the aforementioned ship Straalen. Since our last humble letter of 6 March last, sent with the return ship De Diamant, we had among other things the honor of advising Your Noble Right Honorable Worships of the arrival in this roadstead of the chartered private ship De Vrouw Johanna, which vessel having sailed on to Batavia on the 19th of the said month of March, there arrived safely here the following day, or on the 20th of the same, the private ship De Mentor, also chartered by Your Noble Right Honorable Worships, which subsequently on the 19th of this month continued its journey to India's capital. to reply, that the mentioned consignment never originated from the aforesaid portion of these inhabitants, and also in no way, as your Right Honourable Worships maintain, had its origin out of an acknowledgment for the favour of employing, for the service of the Company ships, Cape instead of French wine, because the Constantia wines, originating from two estates situated adjacent to each other which belong to two private persons, these persons in their private capacity would not have been able to contribute such an acknowledgment on behalf of all wine farmers; but that this consignment, having had a beginning under one or another of the former Governors of this Colony alongside the Secunde of his time without one being able to trace the true reason for it, their successors had continued therewith; which at that time and long thereafter, when the said wine could be obtained by private individuals even for a low price of 12 rixdollars for the half-aam, could be carried out from their revenues—which then also were considerably more ample than at present—to the pleasure of the Lords Masters without any burden; that nevertheless the present undersigned Governor and Secunde must humbly testify that, however gladly they, as a particular honour, would wish to resume and continue the mentioned consignment, such must nonetheless be omitted because of the all too pressing burden arising therefrom; since on the one hand the Constantia wine is presently paid at up to 70 Spanish dollars for the half-aam by private individuals, and on the other hand the revenues both of the Governor and Secunde have so greatly decreased, and on the contrary the expensiveness of all necessities of life has climbed so high, that such is found to be sufficient for no more than a mediocre existence here, much less that the Governor could longer make good therefrom the costs for the maintenance of the dignity and the state of his character; since moreover all meals, which are given not only to the foreign nations and persons of distinction who now more than ever and even daily visit this place, but which are also given on many other occasions, and from which a Governor cannot dispense himself, since by instructions from the Lords of the High Indian Government the costs thereof may no longer be charged to the Company, must be paid to his pressing burden out of his private purse. To the Captain of the wrecked state ship Holland who remained here, the Right Honourable Sir N. P. Steffers, having been granted at his request, to return from here to the Netherlands with the Company return ships alongside the officers and common crewmen of that ship still with him, the said Captain Steffers, together with the Lieutenant Olkhousen and two midshipmen, as well as the Writer, five sailors, five soldiers, are to depart from here with the bearer of this, the ship Texelstroom currently lying ready to sail, the same persons having been further entered and made known on the muster roll of that ship; with which vessel also further depart from here: the Master Grocer here, Johan Fredrik Lange, who repatiates by reason of the expiration of his contract term, and to whom we have permitted to take along with him his young son named Johan Hendrik Lange, for whom the passage and board money for lodging on the orlop has been duly paid here; the Sergeant with the Meuron Swiss regiment garrisoned here, Jean Matthieu de Maël, who having obtained his discharge from that regiment in order to depart for Europe, to whom at his request it has also been granted to take along his wife married here, named Dina Huijsheer, alongside a child also named Jean Matthieu and 20 months old, he being excused from the payment of passage and board moneys by reason of his impoverished condition; furthermore two soldiers of the mentioned Swiss regiment, by names Jacques Boudin and Jean Baptiste Hamand, who likewise depart for Europe upon permission obtained. The ship Schoonderloo State warship Holland, for the cost. intending to perform the ordinary ship duties, I have, at the express request of Mr. Steffens, after the closing of this, with your Honorable Grand Esteemed's favorable indulgence, deemed it impossible to avoid handing to Captain Paulus Kroon a written order to treat His Honor according to his designated distinction in rank as Extraordinary Councillor of the Indies, and to handle him with all civility, as further contained in that order, of which we take the liberty to attach a copy hereto. The burgher Johannes Lambregts having obtained on license, dated 23 March 1783, a farm named De Sand Drift situated on this side of the Berg River in the Swartland, which farm had previously been granted in loan on 23 December 1780 to the burgher Johannes Hobbart Janz, but was by him on the aforesaid 23 March 1783 renounced and vacated; regarding which it was furthermore found recorded at the Secretariat of Policy under the date of 9 April 1784 that, upon representation made to the then Governor by the burgher Hendrik Brand Florisz in the name of his father, the former burgher Lieutenant Floris Brand, that the aforesaid farm, according to the declaration of the field cornet and the neighbors living in that vicinity, would lie too close to the farm which the aforementioned Floris Brand had obtained on license on 10 September 1744, the said Governor at the time had approved that, at the first renewal of the license of the farm De Sand Drift, the said burgher Lambregts should be informed of those complaints and notified that he must vacate this cattle farm again, and that the license should subsequently be canceled and that place should not afterwards be granted out again. However, since the said burgher Lambregts, having been informed of this note, strongly complains thereof and maintained that he would be able to show that the cancellation was obtained unjustly, and that if he found himself compelled to obey the same and thus to vacate the frequently mentioned farm, he would be greatly disadvantaged. While the declarations mentioned here above, forming the foundation upon which the said notes and cancellation occurred, can now no longer be found at the Secretariat. For which reason I also lack sufficient certainty to know whether the situation of the aforementioned farm of Johannes Lambregts is such that the farm of Floris Brand, presently held in loan by the burgher Cornelis Brink, is disadvantaged thereby, and should therefore remain revoked, without it being possible in this regard to rely fully on the private declarations that might be produced by one side or the other, because of the reasons that frequently arise for their refutation. Thus, in order to proceed in this matter with the best certainty, I have thought fit to refer the frequently mentioned Johannes Lambregts to you, so that he may make such complaints and request as he shall find useful and proper in the matter; and I hereby qualify you, after the parties have been heard on this matter and an inspection of the location of the disputed farm has been made by a commission, to decide and pronounce judgment legally and fully in this regard, whether that judgment entails a declaration of the feasibility of the frequently mentioned farm with condemnation of the other party to tolerate the grant thereof, or, the unfeasibility thereof being found, to a declaration and dismissal in conformity therewith, or as you shall otherwise find to be proper according to right and equity. Whereby the said officers of the ship 'T hof ter Linden likewise have exhibited a resolution of the ship's council dated 22 April last containing the reasons which they had to put in at this corner, among which it predominantly appears that the crew was severely plagued with scurvy and other illnesses, that the ship, on account of the deflection of the wales, the breaking of some knees, the opening of the bottom and other seams, alongside other defects arisen from the heavy working on the reef of Anguilhas, required a repair of the same, as well as that sufficient provisions for the further voyage were lacking and the drinking water had become foul. But although this government for the present was not mindful of any missives of the High Indian Government with respect to the aforesaid circumstances of ship and crew and the consequences which experience has shown may arise therefrom at the end of the voyage, it deemed the reasons alleged by the ship's officers in their said resolution of which, as well as of the aforementioned further order, we take the liberty to enclose copies herewith to be considered so entirely urgent, in order to preserve ship, crew and cargo, to put in at this corner, that we, subject to your Right Noble Great Worshipful's favorable interpretation, could rest content therein. The aforesaid return ship 'T hoff ter Linde now lying in readiness for the continuation of the voyage to the Netherlands, there have been shipped aboard the same at this place leagers of ordinary ballast, as shown by the bill of lading and invoice drawn up thereof and transmitted herewith, to which are also added such muster rolls of various ships as are specified on the accompanying separate register of the pay bookkeeper, accompanied by a list of the persons who are departing from this government with the aforementioned ship 'T hof ter Linde, among whom, besides five soldiers of the Swiss regiment De Meuron stationed in garrison here who have obtained their discharge from the same, is also found the naval cadet Gerhard Rijnier Tijssen, who arrived here from the Homeland with the ship Berkhout and, having remained here due to indisposition, upon his request submitted here by petition, after having been found to be incurable according to the handed-over certificate, has obtained permission to return to the Netherlands with written-off wages. as well as the number of men remaining in the hospital here, and finally the strength of the crews with which they are currently due to depart from here, namely: sailed from the Netherlands with [illegible] landed at the Cape with [illegible] arrived at the Cape by departure with dead and sick [illegible] lost [illegible] Heads 11 47 714 237 362 5 5:3 72 172 2.61 38 V7 247 49 33.0 25: 43: 16:2: JG G 5 9 To Batavia Voorschoten Barbesteijn To Ceylon de Zeriathan Pollux The officers of the aforementioned Ceylon return ship Hof ter Linde have handed over to us a printed Instruction framed by Your Noble Grand Reverences on 30 September 1786, whereby the officers of the return ships of the second shipment, or those who after primo January set course from Batavia, from Punto Gale, from the Ganges, and from Canton to Europe, are not only permitted to sail past this corner without touching at any of its bays, but are even expressly forbidden, except in cases of unavoidable necessity for the preservation of crew or ship, to seek any of these ports any longer, but in accordance with the accompanying appended orders to set their courses so as to be able to touch at that island of St. Helena if necessary while tacking; adding that whoever might presume in one way or another to go against these absolute orders would be punished for it according to the findings of the case, and that furthermore, whenever high necessity might have forced them to touch at this corner, the pressing reason should be shown and mentioned not only in the ship's journals, but also in a Resolution that would have to be taken in this regard in the broad council or, in its absence, in the ship's council, in order to then be delivered upon arrival here to the Governor and Council. Paragraph 14. Whereby the said officers of the ship 't Hof ter Linden exhibited a resolution of the ship's council dated 22 April last, containing the reasons they had to touch at this corner, among which it prominently appears that the crew was severely afflicted with scurvy and other illnesses; that for the ship, due to the yielding of the wales, the breaking of some knees, the opening of the sheer strake and other seams, alongside other defects arisen from the heavy working on the reef of Agulhas, a repair of all the same was required, as well as that sufficient provisions were lacking for the further voyage, and the drinking water had become foul. Paragraph 17. However, although this government still finds itself lacking any notification from Your Noble Grand Reverences regarding the aforementioned further established order, we nevertheless believed, with respect to the ships that might already be provided with it, that we should conduct ourselves according to that order, and therefore, having taken into consideration the aforementioned circumstances of ship and crew, and the consequences which experience has taught, to hold on to the doing of the voyage hither, with the accompanying request that the aforementioned seven Chinese be removed again from that vessel here locally and sent back to Batavia; therefore, the aforementioned 7 Chinese convicts were detained here and placed on the aforementioned provision ship De Batavier to return with the same to Batavia, whilst we take the liberty of presenting herewith to Your Noble Grand Reverences an authentic copy of the aforementioned resolution taken in the ship's council of the ship De Vrouwe Catharina Johanna. Paragraph 18. The return of the frigate De Meermin from the completed expedition to survey the fairway near Cape Agulhas having been dutifully brought to the knowledge of Your Noble Grand Reverences in our humble dispatch of 23 February past, we take the liberty on this occasion to send to the same an authentic copy of the report made to us by the officers of the said frigate regarding the outcome of this expedition, which mainly contains: that the aforementioned frigate De Meermin, as we have already advised, departed from this roadstead on 24 December, and having had to remain lying off Robben Island for some days due to contrary winds, subsequently arrived off Cape Agulhas on 1 January, the estimated latitude being then 33 degrees 1 minute, longitude 36 degrees 18 minutes, as well as the observed latitude 34 degrees 58 minutes. Paragraph 15. That they had then cruised back and forth, to and fro, for two days, and had surveyed the fairway everywhere outside, to the west, to the south, and to the east of the aforementioned Cape Agulhas at the place or the entire section A, B, C, D indicated on the chart with all possible accuracy, both by cross bearings and with the lead line, without having been able to discover anything else or further than that which was already generally known thereof in navigation before; wherefore the aforementioned officers had resolved to return again to this roadstead at a favorable opportunity. With relation to the following main section of the Products §17 Referring ourselves in all respect to that which concerning the grains has been brought to the knowledge of Your Right Honourable Grand Noblenesses by our humble letter of the 3rd of March last, we now take the liberty to report further regarding this matter: §18 that afterwards, from a register drawn up at the secretariat of Swellendam and received here, of the wheat for whose declaration the inhabitants in the vicinity of Mossel Bay had previously been warned by the posting of notices, it appeared that only nine distinct persons had registered to deliver in that bay a quantity of 340 mudden of wheat, and that thus by far the most of those inhabitants had made no registrations; §19 one however in that regard had been informed by several persons, and specifically by the Landdrost of the aforesaid Swellendam colony, Constant van Nuld Onkruijd himself, that the great distance of the Swellendam drostdy from those who could deliver their grains in Mossel Bay had hindered them from betaking themselves to the aforesaid drostdy for the said registrations; the letters that some had sent for that purpose had not been delivered, while others had completely lacked the opportunity for the required declaration; but that notwithstanding the said small registration caused thereby, one could nevertheless rely on receiving from the other farmers in that district a much larger quantity of grain in Mossel Bay, even though, because the cultivation there had only just begun, it could not be of that importance which one may expect for the future, when everyone shall have been able to establish themselves better in it. §20 And since the aforesaid declaration thus did not answer the expectation, but one still remains in uncertainty as to how much will actually be received here for the Company's provisions from the aforesaid Mossel Bay, whereby even the quantity of 12000 mudden of grain, which is required merely for the turnover of this government for a single round year, could not be fulfilled, as that which had been received from nearby overland up to the first of the past month of March, with the wheat brought from the fatherland by the ships De Jonge Jacob, Dordrecht and Oost-Zaanland, amounted to no more than 11000 mudden, let alone that one would be able to lay by the intended provision for another year in advance; which made it in every way impossible to determine whether anything thereof could be spared to be shipped with the present supply ship De Batavier to Batavia to satisfy the demand, although it was to be hoped that in the autumn a good portion of wheat would still be brought up from the country into the Company's magazines, which transport had had to cease due to the poor condition of the livestock. §21 Thus, after having deliberated upon this in our meeting of the 7th of the aforesaid month of March, and taken into consideration that the unloading of the said supply ship was at the time hindered by the other ships loaded from Europe for this government, we thought it best for the present still to suspend the decision to answer the Batavian demand, until one in the meantime upon the receipt of the wheat in Mossel Bay, which was then about to begin, could further calculate whether anything could still be spared for dispatch to the capital of the Indies. §22 However much one had flattered oneself with that hope, that our expectation in this matter would in some measure be answered, and one thereby would have been enabled to send some wheat to the capital of the Indies with the aforesaid supply ship De Batavier, there has nevertheless been no possibility of this, considering that since the aforesaid resolution taken by us, no quantity of wheat worth mentioning has been brought into the Company's magazines; and on the contrary, the aforesaid stock of 11000 mudden, according to a precise return from the undersigned dispense-master Tobias Christiaan Rönnenkamp, dated the 7th of the aforesaid month of April, had already decreased to 9780 mudden, in which was also included 5400 mudden received from the Fatherland, which, far from being able to provide a stock in advance for the coming year, will only just be sufficient, according to the ordinary consumption for the turnover of this government, until a subsequent harvest; so that, without very imprudently and irresponsibly exposing oneself anew to such disastrous and dangerous circumstances as were experienced in the past year, not the least thing could be set apart for shipment with the aforesaid supply ship, however much on the other hand, partly to meet the clearly evident desire of Your

Your Right Honourable Worships would have wished, in order to meet the demand for wheat for the Indies in the customary manner once again, and to preserve the colony through the favour enclosed therein for the same, and partly also not to let the Honourable Company's costly keels make the voyage for that purpose in vain, that the zealous efforts made to that end might have succeeded; whereas the poor condition of the draught oxen and the plowing season now at hand left no further hope of obtaining any significant quantity of grain over land from this vicinity into the Honourable Company's warehouses; besides which, since some time will apparently still elapse before any report can be received as to how much will be received from the inhabitants, the approaching season for the breaking through of the north-westerly winds did not permit exposing the frequently mentioned provisioning ship to danger here in the roads to wait for such, since moreover the quantity of what can be expected from there, as already stated, cannot yet be so large for this season but that, should any of it happen to be spared, sufficient opportunity will still be found for its conveyance with the Honourable Company's incoming ships that are expected. All of which having been taken into closer consideration by us, we thought it best to let the frequently mentioned provisioning ship the Batavier, laden with what is otherwise on hand of the products of this country for the capital of the Indies, depart thither. While we assure Your Right Honourable Worships, with expressions of our regret over the poor success of the efforts made to satisfy the demand for wheat thus far for the winter, that we shall furthermore not fail to be vigilant, as much as possible, that it is prevented from being exported privately from the country, as the only means by which one ultimately hopes to bring matters so far that an ample supply will arise among the inhabitants, and the farmer will again out of necessity and preference deliver his grains to the Honourable Company; and that whenever in the meantime any wheat of importance must be obtained from Mossel Bay, and that in the autumn, as is still hoped with great reason, some quantity may also be brought up over land for the Honourable Company, as much thereof as can with any possibility be spared shall then be sent off to Batavia with the incoming ships that must call for this government; with a humble request to Your Right Honourable Worships kindly to cast a benevolent eye upon so many unfortunate circumstances that have converged from time to time, which have caused the impossibility of making any dispatch, and upon the clearing away of which one has a more favourable outlook for the future, and that it may thus please the same to continue ever to promote the durability of the prosperity and welfare of this colony. Fortifications. Paragraph 25. This main heading now dutifully affords a discussion of the proposal made by the undersigned Governor in our meeting of the 10th of October of the past year. Namely, that it had appeared from the very venerable letter from the Lords Major dated 28 July of that same year, how it had pleased them, upon the pertinent remarks of Colonel and Director Gilquin, to grant that so many more slaves be allocated to him for the advancement of the fortification works in hand as would, after good deliberation, be judged absolutely necessary for the Honourable Company's service; and that accordingly, as the work came to require such, that number had also been increased from time to time; he, the Governor, had nevertheless observed that, whether with the present number of slaves or a further increase thereof, the intention and the interest of the Company would be little served if care were not taken at the same time that these slaves were both continually and properly kept at work, and the number of European fortification workers was proportioned accordingly. From which it appeared most clearly that the aforementioned ships had no other intention than the whale fishery, just as one had also, during the presence of the aforementioned ship Romulus here in the roadstead, coming from St. Helena Domingo, found the entire outfitting of that vessel very conveniently arranged for that purpose, and that the second ship was very presumably to be taken for another likewise belonging to the English nation, named Triomph of London, which had sailed from Torbay on 18 September, and on 30 December last past was fitted out for the whale fishery up to the lands here present from this roadstead. Paragraph 40. And it having been taken into consideration with what difficulty it might be accompanied if one, whenever there were any possibility of it after the whale fishery, attempted to prevent the mentioned or other ships that should wish to undertake such along these coasts, and that it was also to be expected that even those who finance the selfsame expedition thereto will find it very difficult to make their account by the same, and therefore in the future will certainly come to abandon it, considering the danger with which that fishery is accompanied here, as was already represented to the High and Mighty Lords Majores in previous letters from here of 25 January 1724; but also that the fishes along these coasts by far do not yield such a quantity of train oil as in the north, for which reason it has also even after the aforementioned time been found better and less dangerous on the Company's behalf to draw the train oil from the seals on Dassen Island and other islands that are situated around Saldanha Bay. Whereas when the skipper of the aforementioned ship Romulus, during his presence in this roadstead, had requested the undersigned Governor to be allowed to go out after the whales which he had discovered in the bay, he was not only refused this, but was also notified that he must be careful not to undertake the fishery in any bays along these coasts. Paragraph 41. It was thought best for the present to let the matter rest here, and to give notice of this occurrence, with the addition of our previously cited considerations, to the aforementioned Lords Majores, as was done in our last dispatched notification of 24 April past to their Noble High Mightinesses, and requested that we might be informed to what extent the aforementioned fishery, so long as it might still be undertaken by foreigners outside the enclosed and occupied bays, will have to be prevented in the future, whereupon we shall await their Most High Honors' disposition and orders. Paragraph 42. Now proceeding to the transaction of all such matters as appear under the main section of Servants Paragraph 43. We have in our humble letter of 30 August of the past year given notice to Your Noble Great Mightinesses of the arrival here of the undersigned Secunde and Chief Administrator Johannes Isaak Rhenius, who, pursuant to letters received from the Noble Directors of the Presidial Chamber of Amsterdam dated 27 January of the same year, having been appointed to the fulfillment of both offices by the High and Mighty Lords Majores, after having first taken the oath as Member of Policy and likewise as sitting President in the Court of Justice, took his seat in our assembly on the 25th of the aforementioned month of August. And as the said Secunde Rhenius on that occasion made known that, whereas he had arrived pursuant to the aforementioned election to assume the said office, and this brought with it a full competence to claim that by the co-signed Secunde Hacker, having obtained his discharge from the service from the Most High Lords Majores, a transfer of his administration should be made to him as soon as possible, however much he would not otherwise wish to deprive the mentioned outgoing Secunde Hacker of enjoying the income for the present, he, Secunde Rhenius, would have to find himself deprived thereof, since the same income was mainly limited solely to the fees that were enjoyed from the wines delivered to the Honorable Company, in which delivery for a subsequent year a beginning was to be made with the upcoming first of September, and which would end precisely at a time when the said outgoing Secunde Hacker could make preparations to depart from here to the Fatherland at the suitable and customary time of the year; he, Secunde Rhenius, in order not to fall into the hardship of thus occupying the Secunde's office for a whole year without enjoying the income thereof, and in the meantime, in order to maintain a state in all decency belonging to that office, having to consume his own means, saw himself for all these reasons brought under the necessity of requesting that the often-mentioned outgoing Secunde Hacker should immediately make transfer of his administration, and consequently also relinquish to him the aforementioned fees arising therefrom. their Most Noble and High Honorable Lords Majors, having taken a favorable view of that request and granted the discharge while preserving his rank and quality, had expressly seen fit to write that the said discharge would take no effect before he should have transferred his administration to his replacement; and the extent of that administration did not allow that transfer to be made in such a short time that his replacement could thereby be put in the enjoyment of the revenues, without subjecting him to the hardship of laying down his service in a rather disgraceful manner, meanwhile before a suitable season for his departure to the fatherland would have expired; whereas he was nevertheless informed from good sources that it was customary at all the Company's offices in India that someone arriving at another office as a replacement in any directorship or administration did not enter into the function or the profits of that office before and until the person as whose replacement he had been appointed had handed over and vacated the office or administration, as was also practiced in this very government when the Secunde Sergius Swellengrebel arrived here in the month of August of the year 1750, having entered into the complete exercise of that same office and the enjoyment of the benefits no earlier than in the month of March of the following year, and that after the then Governor Hendrik Swellengrebel, through his departure, had provided the opportunity for the Honorable Rijk Tulbagh to step forward as elected Governor, and for the latter to hand over the post of Secunde to his replacement; he, Secunde Hacker, was therefore in no way inclined to resign the revenues due from that office for the aforesaid reasons and until he shall have made the proper transfer of his administration; also declaring that he could not expect that we, being well aware of the one and the other matter presented, would subject him to such a hardship, and thereby also deprive him of the table money which, in the present dearness of foodstuffs and according to his circumstances, he ought in fairness to continue to enjoy from the aforesaid revenues until his impending departure. Section 46. Thus, after the said Secundes Hacker and Rhenius had left the meeting for the time being, we took all the foregoing under careful consideration and deliberation, and it being perceived upon deliberation that, although on the one hand the aforesaid claim made by the said Secunde Rhenius could not be considered groundless, as he was now present here in the Council in order to assume his post and to replace the outgoing Secunde Hacker, to whom his requested discharge had been granted, and through the delay of the actual handover the said Secunde Rhenius would find himself deprived of the aforesaid principal official revenues for an entire year, at a time when they would be of the greatest service to him, both on account of the present oppressive dearness of foodstuffs and to purchase the principal necessities, which are presently very costly here, in order to live in accordance with the customary state and dignity of a Secunde; on the other hand, it would however involve a great hardship for the outgoing Secunde Hacker if he were ordered to immediately lay down the exercise of his office, even before he had the opportunity, as a consequence of the obtained discharge, to depart from here for Europe at a favorable time of year—to which there is no known precedent that someone who has not failed in any part of his duty has been forced; in order to avoid the unpleasantness of a decision by the difficulty of which a hardship would be caused to one side or the other, we must decide, subject to the favorable approval both of the high-commanding Lords Majors and of your Most Noble and Great Honorable Lordships, to leave to the said outgoing Secunde Hacker the enjoyment of the aforesaid revenues of the mines until the time that he shall have made the transfer of his administration in good order and in a proper manner, and at the same time to allow the Secunde Rhenius to enjoy from the Company's treasury an equal amount as would accrue to the said outgoing Secunde Hacker from the first of September aforesaid until that time from the aforesaid revenues of the mines, both nevertheless under promise of restitution in case, and so far as, it might not please the highly mentioned Lords Majors or your Most Noble and Great Honorable Lordships to approve the aforesaid arrangement, and this in accordance with the disposition or pleasure to be learned from them at that time. Section 47. to remove from that service those in whom the least confidence can be placed, and that the remainder should subsequently and successively likewise be exchanged and replaced with only such robust and capable Company slaves or other Blacks as would best adapt themselves to that service. Thus, in consideration of the urgent necessity presented here, we have increased the number of European servants at the Court of Justice on the same footing by another six, and further taken the resolution that for the removal of the remaining Eastern exiles from that service, they shall be replaced with such persons, whether slaves or other Blacks, as time and opportunity may afford, which arrangements, for the reasons alleged, we hope may obtain Your Right Honorable Esteemed approval. Further, it was made known by the undersigned Governor in the meeting of the 24th of the aforementioned month of November that the disparity which took place in the emoluments enjoyed by the Company work bosses and common craftsmen of one and the same trade who were employed in the different departments caused many daily complaints and troubles, and the craftsmen receiving lesser emoluments in their employment could with difficulty be brought to the labor which those of their kind, who are under greater emoluments, performed in other works, and that this caused all the more grumbling and despondency among that workforce due to the increased cost of living. 50. That he, the Governor, seeing the necessity of effecting a suitable redress in this matter and bringing the craftsmen in this regard onto an equal footing, as well as proportionally increasing the board money of the bosses, who until now were placed on an equal footing with the common craftsman in their board money, had ordered the pay-bookkeeper here, Clement Matthiesen, to investigate and report on what could best be done in this regard; and that the said pay-bookkeeper, in accordance with the further intention, having entered into conference on that subject with Colonel Gilquin, as Director of Buildings, and with the Artillery Lieutenants Rutz and Kuchter, as having the oversight over the work, the one in the shop at Battery Imhoff and the other at the craftsmen's quarters, had delivered a report regarding this to him, the Governor, which was produced in the meeting, and whereby the aforementioned pay-bookkeeper reported: 51. That the bosses of the craftsmen's quarters enjoyed the same board money as a common craftsman, namely 3 Rixdollars 1 Schein 2 Pennies. 52. That the common craftsmen at Battery Imhoff enjoyed, besides their ration, 2 Rixdollars in service money, whereas on the contrary, those who were appointed for the construction of the Company new hospital, but were now employed at the artillery and on the fortification works, enjoyed only a ration and no service money. 53. That if the latter craftsmen, who nevertheless have to perform the same duties as the former, were likewise granted 2 Rixdollars service money and equal rations, regarding which there was little difference, everything could thereby be brought onto an equal footing. 54. And that, since the workmen at the craftsmen's quarters could not well be placed on rations for the time being due to the scarcity and lack of provisions, he, the pay-bookkeeper, therefore proposed to continue their board money until such time as there should be a greater abundance of provisions, in order then to cause the said board money to cease again and to grant them service money like the others, whereby the receipt of emoluments among all the Company craftsmen would then be equally arranged. 55. That further, with regard to the master craftsmen, who were not included in the resolution taken by us on 14 June of the past year, whereby the board money of the common craftsmen was doubled for the period of one year, if the board money of those bosses were also doubled to 6 Rixdollars 2 Scheins 1 Penny, they, according to the opinion of him, the pay-bookkeeper, could be content with that, likewise until one should enjoy greater abundance in provisions, and the common craftsmen, instead of enjoying doubled board money, could then be placed on rations again as before. 56. While the repeatedly mentioned pay-bookkeeper Matthiesen, at the end of his aforesaid report, proposed that it had been requested by Colonel Gilquin to also submit to us in the same report that, since the mandoors, among the Europeans as well as the slaves, enjoyed nothing other than their board money, service money might also be granted to them, the former receiving 5½ Rixdollars, equal to the non-commissioned officers among the fortification workers and quarrymen. 57. In our humble letters of the 3rd of March of this year, we have among other things also brought to the knowledge of Your Right Honorable Honors that we had granted to the merchant and former provisional head of Cassimbazar, Leonard Verspijk, who was still here at this time, permission to sail across from here further to the Netherlands under a doubling of the ordered security posted by him upon his departure from Bengal. Paragraph 60. The said Verspijk having departed from here upon the Bengal return ship Straalen, one has meanwhile obtained notice from the Company's Bengal ministers by letter that the batch of silk that was still under his responsibility had since been sold, and that up to now there was nothing to his debit, except a small compensation of ƒ406:7— which was however not yet decided whether it should have to be borne by him or by the Cassimbazar head Herklots; wherefore, concerning the security posted here by the aforementioned Verspijk, we remain awaiting Your Right Honorable Honors' respected orders. The aforementioned ship Gouda having sailed from here on the 28th of the cited month of January for the Coast of Malabar, there has since, on the 23rd of the past month of April, safely arrived here in the roads the return ship 't Hof ten Linde dispatched by Your Honors, with which were delivered to us Your Honor's friendly letters dated the 13th and 20th of November past, as well as the 30th of January of this year, in reply to which we express Your Honors thanks for what was communicated regarding the safe arrival at Ponnecail of the ship de Draak, which in the preceding year sailed past this corner; and however much we ourselves here were in embarrassment, suffering a shortage primarily of the goods which were detained over there by Your Honor from the cargo of the mentioned ship de Draak, being destined for this government; nevertheless, seeing the reasons given by Your Honors why you were under the necessity of that detention, we have willingly accommodated this, and likewise with respect to the specie, as the inconvenience thereof for this government—given the impossibility of keeping the paper currency in that credit there as can still take place with this government—does not outweigh the detriment that the Company would otherwise come to suffer from lack of specie. Then concerning the ship de Paarl, in which, according to Your Honor's missive, both the required goods from Ceylon and the remainder of the cargo from the ship de Draak were shipped for this government, we must inform Your Honors that on the 13th of March past there appeared here in the roads from the Island of Mauritius a French ship named La Cleomene, with which was brought a missive written by the Captain of the mentioned ship de Paarl, Cornelis in 't Anker, addressed to the undersigned Lord Governor van de Graaff, wherein he gives an account of his disastrous voyage, and that on the 27th of December past, having been overtaken by a severe hurricane, in which they had lost the main and mizzen masts, as well as the bowsprit, fore and top-gallant yards, the ship moreover had become so leaky that on the 29th thereafter they already had 11 feet of water in the same, by which one was necessitated to have to throw overboard some cannon and likewise all the goods which were between decks, in the gunner's room and the cable tier, in order thus to be able to reach the severe leakage and stop it; that the mentioned ship de Paarl hereupon, on the 13th of January thereafter, having made harbor at the aforementioned Island of Mauritius, it was found upon the discharging of the cargo there that the linens had all stood under water, which, however, not yet being rotted, were washed out in fresh water; that of the contained cinnamon only 200 bales had become wet, as well as half of the pepper, which they had nevertheless caused to be dried again as much as possible, and that half of the cardamom and the cotton yarn had also still remained dry, together with the sappanwood and the cowries having been salvaged; all the coffee beans, however, had become spoiled and the saltpeter was melted; that furthermore the linen packages and other goods on board for this government, except for four packages, had all gone overboard in sea-distress in that severe hurricane; that the mentioned ship de Paarl, lying in the harbor to be repaired, upon the unrigging of the foremast, the same was found to be also damaged and rotten at the top, and that he, the Captain, finally could not determine his departure, since such would mostly depend on the shipwrights, who were very scarcely to be had there; there having crossed over hither from Mauritius on the aforementioned ship La Cleomene some passengers from the ship de Paarl, namely the head surgeon Du Pree with his family, the Ensigns D'Obligt and the young son of the Lord of Have Billink; but since one, as it seems, was not assured whether the mentioned French ship La Cleomene would call at this corner, no Company papers of the ship de Paarl were sent to us with it, for which reason we are then also for the present incapacitated from being able to send Your Honors the requested elucidations regarding the missing men from the Galle garrison, specified in Your Honor's letter of 29 November.
