Finding ourselves furthermore obliged to express our gratitude in particular to the Noble Lord Governor van de Graaff for the favorable regard Your Honour has shown in the promotion of the Corporal in the Luxembourg regiment Claude Andriën to Sergeant, upon our letter and the good testimony given by us regarding him, we have communicated to the Commander of the Swiss regiment garrisoned here Your Honour's request to grant the Lieutenant of that regiment, the Lord de Goupilliere, presently residing on Ceylon, an extension of furlough for another one or two years, on which subject we shall have the honour to inform Your Honour further. Besides informing Your Honour further, we have also received, along with the letters mentioned above, the papers relating to the investigation conducted concerning the missing slaves of the local burghers Wideman and Smid, and as soon as the Rasoir mentioned therein, whom we have learned is on the still expected ship de Draak, will have arrived here, we shall have the required investigation concerning him instituted, in order subsequently to be able to provide Your Honour with the requested report on the outcome thereof. The officers of the aforementioned outward-bound ship 'T Hof ter Linde have handed over to us a printed Instruction framed by the High Indian Government on 30 September 1786, whereby the officers of the return ships of the second consignment, or those which turn their prows from Batavia, from Punto Gale, from the Ganges and from Canton toward Europe after the first of January, were not only permitted to sail past this corner without touching at any of its bays, but were even expressly forbidden, except in cases of unavoidable necessity for the preservation of crew and ship, to seek any more of these ports, but rather, according to the sailing orders provided therewith, to set their courses so as to be able to call at the island of St Helena when tacking, if necessary. With the addition that whoever might dare to act contrary to these absolute orders in any way would be punished accordingly after an examination of the case; and that furthermore, whenever extreme necessity should have required calling at this corner, the compelling reasons must be evident and mentioned not only in the ship's journals, but also in a resolution that must be taken in that regard by the broad council or, in its absence, by the ship's council. Thus, in order to achieve all these beneficial objectives and ends, we have deemed it necessary to accept the offer of the aforementioned Surgeon-Major de Maraval, and therefore, in the certain confidence that this will be received favourably and as well done by the High Governing Lords Masters, have granted to the said Surgeon-Major de Maraval permission to remain here with his family, retaining his salary of ƒ 60 per month, for several months or until the first shipping opportunity of the coming year, of which we could not fail to give Your Honour communication herewith. There has also been granted to the Galen equipment master Laurens de Zille, upon his request, on account of the indisposition of his wife caused by the fatigues of the voyage, permission to remain here for some time together with her and the child under his care, with suspension of salary, and to await a further shipping opportunity. Having been established that from the ships successively arriving in this roadstead from the fatherland, some men would have to be drafted, both to serve in the garrison here and to form from them the depot for the Indies, whilst we found ourselves here destitute of the required stock of muskets and further arms to equip and drill those men, we have therefore had to take the resolution to henceforth also take from the ships, along with the men who according to the explicit muster rolls of the outgoing ships must remain here, an equal number of muskets and their further arms, as has been done with regard to the men who were sent out for this place with the bearers of this, the Leviathan and Pollux, which muskets and arms have been entered on the accompanying invoice and credited to your Honour's government. With the Zeeland outward-bound ship Barbestein, currently present in the roadstead, there has arrived here the Captain-Lieutenant in the Luxembourg Regiment, Jean André Mauras, with orders from the Noble Directors of the Chamber of Middelburg that he shall have to remain here at the Cape provisionally and until further orders, to have supervision and command over the recruits of that same regiment successively arriving here, of whom a number of 27 men, among them one sergeant and two corporals, were brought with the aforesaid ship Barbestein. Of these, there have been placed on the ship Pollux: 1 sergeant 2 corporals 10 common soldiers to depart therewith for Ceylon, to which recruits, pursuant to the further orders written by the aforementioned Noble Directors, a sum of 130 Rixdollars was provided as advance pay, which has likewise been charged to your Honour's government by invoice. On the previously mentioned return ship 't Hof ter Linde, which was already dispatched again on the 9th of this month and thus lies ready to sail to steer for the Netherlands, having been found a young Cingalese, named Nandu van Gala according to his statement, who arrived here with that vessel as a stowaway, we have had him placed on the ship the Leviathan to be sent back to Ceylon therewith. We have furthermore, at the request of Captain-Lieutenant Theodorus Keijzer, appointed to the aforesaid vessel the Leviathan, permitted him to exchange vessels back and forth with the Captain-Lieutenant of the Batavier, currently present in the roadstead, Johannes van der Plas; thus the aforementioned Captain-Lieutenant van der Plas has been placed in that capacity on the ship the Leviathan, whilst Captain-Lieutenant Keijzer is to depart with the aforesaid provision ship the Batavier for Batavia. Finally, there are also dispatched on the aforementioned two ships the Leviathan and Pollux, divided over four packets, received here from the Patria and addressed to your Honours, as well as our requisition of necessities for this government for the coming year 1788, the fulfillment of which we most kindly solicit from your Honours; and likewise that the enclosed small packet addressed to the Director and Council at Surat, accompanying our requisition from the aforementioned directorate, may be forwarded thither with the utmost dispatch, since their Excellencies, the High Government of the Indies, have written and ordered us henceforth to send our requisition of goods from the aforesaid directorate directly to Ceylon, in order to be dispatched from there at the earliest opportunity to Surat. from the aforementioned vessel De Paarl, Cornelis in 't Anker, addressed to the undersigned Lord Governor Van de Graaff, in which he reports on his disastrous voyage, and that on the 27th of December of the past year, having been overtaken by a severe hurricane, during which the mainmast and mizzenmast as well as the foretopmast, foresail and topsail yards had suffered, by which they had been forced to throw overboard some cannon and likewise all the goods which were located between decks, the gunner's cabin, and the hold, in order thus to reach the heaviest leak and stop it; that the said ship De Paarl, having arrived hereupon on the 13th of January following at the aforementioned land of Mauritius, it was found upon discharging the cargo there that the linens had all stood under water, which however, not yet being rotten, were washed out in fresh water; that of the cinnamon on board only 200 bales had become wet, as also half of the pepper, which however they had caused to be dried again as much as possible, and that half of the cardamom and the cotton yarns also remained dry, and furthermore the sappanwood and the cowries being salvaged, all the coffee beans however having become spoiled and the saltpetre melted; that furthermore the packed linens on board and other goods for this government, except for four packs, had all gone overboard in that severe hurricane and distress at sea; that he, the Captain, in those fatal circumstances, in order to be able to put his ship into condition again to put to sea, had found the means to purchase one of the ships which, in that same hurricane that had struck the island of Mauritius a few days earlier, had run aground there, which was well provided with a complete rig and sails as well as other equipment goods, since otherwise a new rig could only have been obtained with great difficulty; that the said ship De Paarl, lying also to be repaired, upon unrigging the foremast, it was found that the same was also cracked and rotten at the top; and that he, the Captain, finally could not determine the time of his departure, since that would mostly depend on the carpenters, who were very scarce to be obtained there; having arrived with the aforementioned ship La Cléomène from Mauritius here, some passengers from the ship De Paarl, namely the chief surgeon Du Pié with his family, the ensign Dobligt, and the young son of the Lord Dessave Pillenk; but since, as it appears, it was not certain whether the said French ship La Cléomène would touch at this corner of the land, we consequently received therewith no Company papers from the repeatedly mentioned ship De Paarl. With the aforementioned ship 't Hof ter Linde being also brought the long and short invoices of the cargo for that vessel for the Netherlands, we have, pursuant to Your Honour's request, already forwarded the former with the return ship Schoonderloo that departed from here for thither, while the aforementioned ship 't Hof ter Linde, having been dispatched on the 9th of this month, now lies ready to sail to proceed likewise to the fatherland; the Master of Equipage, Mr De Sille, on account of the indisposition of his wife, caused by the fatigue of the voyage, having remained behind here to await a further opportunity by ship. Regarding the chief surgeon Johan George Bode mentioned in your letter, who came over here from Canton in the year 1786 with the ship Barbesteyn, and to whom we then, upon your recommendation, permitted to remain here for some time for his recovery, we must inform you that the same chief surgeon Bode made a further request to us in the past month of February to depart for Batavia on the ship Neerlands Welvaaren, which was then ready to sail. We granted this to him, and he has consequently crossed over to that place on that vessel. having been informed by private reports that, through the favorable disposition of the Lords Majors, he had been favored with the status of junior merchant to await employment in Batavia accordingly, and that he, the petitioner, had since also found himself listed as such in the general register of the Company's qualified servants there, with the accompanying request, therefore, that on this account permission might be granted to him, in order to enjoy the benefit of that favorable disposition of the highest-mentioned Lords Majors, to cross over to India's capital on one of the ships lying in the roads here, together with his wife married here, Helena Wilhelmina Aspeling, and their nursing infant daughter named Johanna Louisa; We have, for the alleged reasons, granted that request to the aforementioned Van der Woordt, and have further, in consideration of his modest and straitened circumstances, subject to Your Honorable Grand Mights' favorable interpretation, excused him from the payment of the ordinary transport and board money for his wife and child, he being due to depart with the bearer of this, the supply ship De Batavier. We have furthermore, subject to Your Honorable Grand Mights' favorable interpretation, permitted the Captain Lieutenant of the aforementioned supply ship De Batavier, Johannes van der Plas, at his request, to exchange vessels reciprocally with the Captain Lieutenant of the present ship De Leviathan, destined for Ceylon, Theodorus Keijzer, pursuant to which the same-mentioned Captain Lieutenant Keijzer will return in that capacity on De Batavier to India's capital. The seven Chinese who were discharged here by the officers of the Ceylon ship De Vrouwe Catharina Johanna, and of whom in our humble letter of the 12th of this month... 76 pieces were delivered in excess of what the invoice states; 73 mill planks of 2 inches out of 200 pieces, namely: 23 pieces broken, 50 short, as broken; 235 jolly planks out of 1000 pieces broken. Regarding which, it having been considered by us that the crates in which the porcelain was packed were received unopened at Batavia and were likewise delivered here according to the letter of advice, and that the breaking of the floor tiles was principally caused by the heavy laboring of the ship, together with their brittle substance and their own weight as they lay upon one another, and that the spoiling of the rice was brought about by leakage that occurred, we have therefore had to decide to pass both matters and have them written off in the trade books of this government. While with respect to the woodwork found broken, since it does not appear that this was caused by neglect or carelessness of the ship's officers, we likewise had to pass this and resolve to have the same woodwork, as well as the aforesaid broken floor tiles, sold by public auction for whatever they will fetch. Without, however, paying any regard to this, because it could not be ascertained here what had transpired during the pack- ing of the boxes, which ex- ternally had been well-conditioned, we have, as has already been noted, charged the ship's officers according to the order to their account for the entire shortfall of the delivered wax candles, and left it to them to address themselves to Your Right Honorable, in order that, insofar as it might further come to appear what might have oc- curred in this matter toward their exculpation, to obtain your most favorable decision, by which that charge might again graciously be relieved. By the return ship Schoonderloo, which set sail from here for the Netherlands on the 2nd of this month, we had the honour last to write to Your Noble Great Right Honourables under date of the 24th of April prior; taking the liberty to refer thereto, we will now, in relation to the ship Hoorn mentioned therein, further note herewith that this vessel also departed from this roadstead the day before yesterday for the main seat of India. The fluyt ship the Vrouwe Catharina Johanna, returning from the main seat of Batavia mentioned in the heading and consigned to Your Noble Great Right Honourables' Chamber, having been overtaken on its voyage hither from the said Indian main seat on the 20th of February last, at south latitude 25 degrees and longitude 80 degrees 39 minutes, by a severe storm, wherein its entire upper rigging, sails and tackle went overboard and were lost, the said ship consequently had to be provided here at this place with such other spars, sails, and equipage goods as were stated and specified in the report of the Master of Equipage here and the seamen commissioned alongside him, of which report an authentic copy is annexed hereto. The said fluyt ship the Vrouwe Catharina Johanna having been brought by these repairs into a condition to resume its voyage again and having been dispatched today, that vessel now lies ready to sail in order to turn its prow from here toward the beloved Fatherland at the first favourable opportunity; there having been shipped in the same here at this place 3 leggers of ordinary Cape wine, according to the bill of lading and invoice also transmitted herewith. The Senior Merchant and Secunde of this Government, Pieter Hacker, following his obtained discharge, now repatriating with his family on the aforementioned fluyt ship the Vrouwe Catharina Johanna, we have, subject to Your Noble Great Right Honourables' esteemed approval, granted to the said Secunde Hacker at his request permission to carry over with him, in addition to his permitted baggage allowed him by the regulations, a burnt chest, 4 feet long, [illegible] high, and 1½ feet wide, in which some porcelains are packed; as well as to transport to the Netherlands for the service of himself and the family accompanying him a free woman, for whom, for the outward and return voyage up to this place, payment for the slave boy has been made into the Company's treasury. There are also travelling as passengers on the aforementioned fluyt ship the Vrouwe Catharina Johanna: the former Chief Surgeon at Cochin, Joseph du Puits, along with his wife and a young girl under their care named Josepha Christina Zeijzer; the military Ensign Salomon Dobbrecht; and the little son of the Senior Merchant and Dessave at Colombo Frederik Jacob Billing, named Jan Gerhard. Which five persons, according to the writing of the Galle ministers, were appointed to the return ship the Paarl and departed from Ceylon on that vessel, but because the said vessel, due to maritime disasters suffered, was obliged to call at the island of Mauritius, they crossed over from there to this place on a French ship. sailors from the warships Goes and Juno, left behind here as invalids to perform shipboard duties in return for their board, which crew members are further listed on the muster rolls of the bearer of this letter, the repeatedly mentioned flute ship De Vrouwe Catharina Johanna, which we have the honour to present herewith to Your Noble Grand Reverences, together with a copy of the reports concerning the condition of the said flute ship, both upon its departure from Batavia and upon its arrival and subsequent dispatch from here. On the provision ship De Batavier, which had been laden at Batavia for this government, in addition to Sea Captain Jan Janse Louits, who commands the said vessel, there were also assigned from the said principal place of the Indies, retaining their rank and pay and along with their permitted baggage, fellow Sea Captains Jan Arnoud Voltelen and Paulus Bast. This was done clearly with the intention of the High Indian Government to allow the two said Captains, Voltelen and Bast, owing to a lack of space on the return ships that were about to depart directly from Batavia, to find passage from here to the Fatherland on one of the return ships that would call at this outer corner. However, the said Captain Bast having died on the voyage here, the aforementioned fellow Captains Louits and Voltelen, in their capacity as administrators of the estate left on board the said vessel De Batavier by the said Captain Bast, addressed themselves to us by petition. Explaining the purpose of the placement of the same Captain Bast on that vessel, namely to enable him to secure his further journey home from here on one of the return ships, they requested that the four chests of goods, such as are permitted by the regulations to homeward-bound servants of that rank and which were found among the estate of the repeatedly mentioned Captain Bast, might be branded here and loaded onto one of the homeward-bound ships on behalf of the surviving widow and heirs of the repeatedly mentioned Captain Bast, since these chests, as was very well known to them and which they were also willing to confirm under oath if necessary, had already been filled with his goods at Batavia, and that the branding of these chests could not have taken place there solely because it could not be known on which vessel they, along with their owner, would be placed here. Whereupon, having taken into consideration the aforementioned circumstances presented by the petitioners, and particularly that if a lack of space on the return ships at Batavia had not prevented the said Captain Bast from being repatriated on one of them, he would, on the contrary, have been placed on such a ship, and upon dying on the voyage here, his aforementioned chests, which in such a case would also have already been branded at Batavia, would have had to remain aboard the vessel on which he had embarked there, we judged that we could not refuse the aforementioned reasonable request of the petitioners. Subject to Your Noble Grand Reverences' favourable interpretation, we permitted that the aforementioned chests, after the petitioners had declared under oath that the goods contained therein belonged to the repeatedly mentioned deceased Captain Bast and to no one else, and provided also that the said goods were not found to consist of contraband articles, should be branded on behalf of the widow and heirs of the said Captain Bast or other rightful claimants, and placed aboard one of the return ships present. Consequently, following the oath taken by the petitioners, they were branded and loaded into the bearer of this letter, the ship De Vrouwe Catharina Johanna, which is now ready to sail, the said chests being addressed to Messrs Nicolaas Hinlopen, former Alderman, and P. Pass Theunisz, merchant at Hoorn. The precautions taken by you in the meantime to prevent all communication with that vessel, which can be nothing other than very useful, you will have to continue therewith, adding all that can further be done within possibility for that purpose, until the chief surgeon of that ship, who must proceed hither for that purpose as soon as possible, has sworn his given statement before commissioners from the Court of Justice here, as this has appeared to me to be inevitably useful in a matter of such import for this Colony; and that after his oath has been taken, further instructions will be issued to you in this regard. With regard to the premises of that petition, we have taken into consideration that, although it cannot be denied that the prices of both wagons and [illegible], both being indispensable for agriculture and especially for the transport of their grain hither, have increased over a few years, this cannot, however, be attributed to any causes that have arisen on the part of the Honourable Company, seeing that the reasonable prices of iron and blacksmith's coal, even in the midst of the war when everything had become extremely expensive, have remained unchangeably so on the part of the Company.

are, as those at which these materials for the making of wagons and other implements useful for agriculture have already been fixed for many years; and that, although the scarcity only of certain types of iron, which were desired more at one time and less at another, was indeed chiefly caused by what the Company itself suffered in the last war regarding its shipping, nevertheless, from what was represented and requested in that respect to the High Commanding Lords Majores in the Fatherland, a good supply of both one and the other, and especially mostly of ploughshares according to a model expressly sent over, may soon be expected; that concerning the wood for the making of wagons, which for some years has become scarcer to obtain and thus more expensive in proportion as the number of wagons in use has increased, also through the planned navigation to the Plettenbergsbaaij and the conveyance of the timber to be cut in the forests thereabouts, an increase in supply in this matter can likewise be anticipated with very great probability; and all this, if only the diligence of private laborers might come to be paired with it, must within a few years necessarily bring about a reduction in the exorbitant price of wagons; that furthermore concerning the draft oxen, since the high price thereof must be attributed to the war and the lack of slaughter cattle at the time of the same, through which high prices the Company, along with, indeed above all the combined inhabitants, has had to suffer considerably and is still under the necessity of paying excessively high prices for a large part of the draft oxen, how much soever it cannot in any way be required of it on those considerations, any less than for the aforesaid other reasons, to pay even higher prices for the grains above that; presently, however, both through the ending of the war and through the measures taken to counter with greater effect the cattle robbery of the Bushmen Hottentots, along with other means that are continually being employed to cause the aforementioned high price of cattle, which is especially detrimental to agriculture, to cease, these having in view a good effect that may more closely be hoped for and expected from it. And since the reasons alleged in the aforesaid petition, and upon which the same was grounded, have been judged by us not to be of such weight as to raise on that account the price of wheat, as it has existed until now outside of extraordinary times of want or scarcity and has always become utterly equitable and reasonable as well as sufficient for the livelihood of the farmer, so we have also resolved that the request made thereto by the said farmers in the aforesaid petition cannot for the present be granted in any way. And we have thought fit to give notice of this our resolution hereby, in order to give proper information and elucidation regarding the same to such of the aforementioned petitioners as might appear before you on this or that occasion. Whereas due to the aforementioned decease of Captain Willem Kerkhoff, upon the request of the fellow sea captain Nicolaas Achker, who arrived here from Batavia with the ship de Diamant and with our consent stayed here for some time, regarding whom the well-mentioned High Indian Government by resolution of 27 October of the previous year was pleased to approve that upon a vacancy on one of the return ships he should be appointed to the command; the authority over the said vessel het Duijfje was conferred here upon the same Captain Nicolaas Acker, and that keel was accordingly transferred by special commissioners pursuant to the order. But since, by a written declaration subsequently given by the chief surgeon Lambertus Ploeg van der [illegible] stationed thereon, collated here and certified under oath by him, that since 22 February, and thus already shortly after the departure from Canton, no further contagion had manifested itself on the ship, and that all the goods of the persons deceased of the smallpox had been thrown overboard into the sea to prevent contagion, and the ship had thus been cleansed in all respects, whereby one could accordingly with greater certainty be without fear of the distress of so dreaded a contagion for this country; therefore, upon this declaration given by the aforementioned chief surgeon, the order which had meanwhile been issued to prevent all communication with the said ship de Gouverneur Generaal de Klerk was revoked again, and it was permitted to provide the same as usual with all conveniences.

to bring conveniences, with this exception nevertheless, that the captain of that vessel has remained enjoined on his word of honor to take care that no dirty linen whatsoever to be washed would be brought ashore, by which taken measures and precautions under the favorable disposal and care of Providence we hope that this colony may remain preserved from the dangers of an infection. The aforementioned ship the Gouverneur Generaal de Klerk, having thus been provided with all necessities for the further voyage, has on this date obtained its dispatch and lies in the roadstead ready to sail to leave False Bay at the first favorable opportunity and to continue the voyage to the Netherlands. Transmitted herewith are the muster roll of that vessel, along with a list of the persons who are also departing from this government therewith, among whom is also found the person of Fredrik Gerritsen Lijons, who was stationed as third mate on the return ship the Vlissinger, known on the muster roll of that vessel under the name of I. G. Heijmers, who first, on account of his bad behavior on the voyage hither, was degraded to sailor and afterwards, since he had shown no improvement thereby, was put in irons, but subsequently, upon the arrival of the said ship the Vlissinger at this roadstead, having been released again by the skipper upon his prayer, nevertheless immediately adopted such insolent behavior that a request was made to the said skipper Willem Fredrikse by the officers of that vessel, as well for themselves as for the whole crew, that the aforementioned Lijons might be put ashore here. Whereupon, the same Lijons having been handed over into arrest to the government here by the aforementioned skipper Fredriks, we, upon the proposal of the undersigned Governor, have thought fit, as a subject of whom this colony ought to be relieved, to send the said Lijons to the Netherlands in his last-mentioned capacity as sailor, performing ship's duty for his board, with the aforementioned return ship the Gouverneur Generaal de Clercq; the memorial submitted by the aforementioned skipper Fredriks regarding the aforesaid Lijons, addressed to the undersigned Governor, being transmitted herewith in authentic copy. It having appeared from a resolution delivered to us by the officers of the said ship the Gouverneur Generaal de Clercq, taken on the 6th of March last in the ship's council of that vessel, that by the same officers, when they were then lying under the North Island, on account of the weakness of their crew, four persons from the ship cruising there who had offered themselves for that purpose were provisionally engaged into the service of the Honorable Company as sailors, subject to the approval of Your Right Worshipfuls, or, touching at this corner, to the approval of the government here; we, craving Your Right Worshipfuls' esteemed and favorable interpretation, not only on account of the aforementioned weakness of the crew of that vessel, but also since the officers have declared themselves to be destitute of sufficient capable seamen due to damage suffered off China, in order to be able to complete the voyage with complete tranquility, have allowed the aforementioned four persons, named Johan Morge, Daniel Seloven, George Spoulen, and Thomas Thrijé, of New York, to continue in their service as sailors on the aforementioned ship the Gouverneur Generaal de Klerk, and that subject to the esteemed approval of Your Right Worshipfuls as well as to such wages and emoluments as it shall please the same to grant to the persons. The frequently mentioned ship the Gouverneur Generaal de Klerk, having touched at this outer corner contrary to orders, there was delivered to us upon arrival here by the officers of the same a resolution taken in the ship's council, wherein are stated the reasons why they were forced to have to do so for the preservation of the ship and the crew, and which resolution we have the honor to present to Your Right Worshipfuls in authentic copy herewith. Furthermore, in place of the lieutenant who died on the voyage hither on the aforementioned ship the Gouverneur Generaal de Klerk, the sous-lieutenant Bruijn Ockerse Hogerzeijl has been promoted, and in his place again appointed as sous-lieutenant the cadet Anthonij van Wijmeren, who came over from the ship Beverwijk, both without increase of pay. The Company's ministers at Ceylon having informed us by a letter of the 20th of November of the past year, attached hereto in extract, that it is necessary for the Company's service that a certain Lieutenant de Goupeliere, belonging to the Swiss regiment De Meuron stationed in garrison here, who crossed over thither in the year 1785 on leave, should remain there another year, and which that officer had also agreed to do at the request of the gentleman the Governor of Ceylon, with insistence, however, that on this condition his leave might be prolonged for another one, and if possible for two years, and which was requested of us by the aforementioned Ceylon government might be done, communication was thereupon given, with the presentation of an extract from the aforementioned letter of the Ceylon government, of its proposal and request to Major De Meuron as presently commanding that regiment here in the absence of Colonel De Meuron, who, however, thereupon declared by a letter addressed to us, and also accompanying this in copy, that because of the expiration of the aforesaid leave of Lieutenant de Goupeliere, without his having rejoined the regiment

addressed, he had given notice thereof to the major, who mentioned this to the said Lord Colonel and his orders concerning it, with which he could not enter into the requested extension; upon which it was given to understand by the undersigned Governor in our meeting of the 18th of May last that not only the said Lieutenant de Goupilliere, who had appeared to His Honour to be a person of much skill in medicine, had been encouraged by His Honour to cross over for some time to the aforesaid government because of the lack of people of that science in Ceylon and the utility that consequently could be enjoyed from him there for the service of the Company; but also that it had appeared most clearly to His Honour, from the received plans of the said island upon which that lieutenant (according to information the Lord Governor had received from the Ceylon Governor) had worked alongside others, and from what further was to happen there, besides what the said Governor has declared thereof, that the more-mentioned Lieutenant de Goupilliere would indeed be needed there for the service of the Honourable Company for some time yet; whereupon, it being taken into consideration by us that the number of officers of the aforesaid regiment here at present appeared still to be large enough to obtain the service of the said de Goupilliere at the island of Ceylon as well as here in proportion to the common soldiers, we have prolonged the leave for the said de Goupilliere for another two years since the time that the same expired. government must sail on board with the Master of the Equipage to conduct a careful investigation as to whether any crew members might be afflicted with the aforementioned or other contagious diseases, or whether such a disease might have prevailed on board during the voyage. And the appropriate further precautions taken in that work, according as the circumstances required upon the discovery made in this way on ships that would otherwise have introduced the smallpox anew into this place, as occurred only a few months ago regarding the ship de Eenparigheijd, have kept the Colony preserved from the contagion of this disease for twenty years past. Yet, since the dangerousness of this disease for the inhabitants of this country is fully known to the entire seafaring personnel of the Honorable Company as well as to that of foreign nations who visit this corner of the world, and every single one among them gladly cooperates to preserve his fellow men from the miseries that would otherwise be poured out upon them thereby, we could not but be utterly astonished that the Captain of the ship Horssen, Jan Jacobus van der Berg, could bring himself, upon his arrival at this place, deliberately and contrary to his obligations, to know better, as well as the Chief Surgeon of the bay, Jan Godlieb Mader, who had the commission here and for that purpose went on board with the Master of the Equipage, as appears from his declaration annexed hereto, upon his express inquiry whether there had been no contagious disease, and in particular the smallpox, on board, to testify that during the voyage from China to this place they had had no sick persons of importance and had not heard the slightest of the smallpox. And that notwithstanding that, as was discovered after their departure, on that ship as well as on the Gouverneur Generaal de Klerk at their departure from China the smallpox had prevailed on board, and also on the said ship Horssen the provisional under-surgeon along with others of the crew had died of that disease during the voyage hither. As further appears from one and the other, from a notarial declaration passed here concerning this by the Chief Surgeon of the aforementioned vessel Horssen, Jan Christiaan Niellen, who, having been left behind at the Northern Island, is now repatriating on the ship Beverwijk. However fortunate it may now be on the one hand that, owing to the late arrival here of the aforementioned ship Horssen, so that it was immediately dispatched again to leave this roadstead a few days thereafter alongside the ships 't Hof ter Linde and Zoutman, which were then lying ready, the crew may have found themselves prevented from having their soiled linen brought ashore and washed; yet one can by no means be certain whether something else may not have been left behind here by one person or another from the ship in which the contagion could reside, which still causes apprehension that this disease might manifest itself here in that manner through the neglect of the required precautions. So it is meanwhile also certain on the other hand that, even if through God's goodness one should now remain preserved from the contagion, from such conduct of the said Captain van den Berg and the under-surgeon, which has become notorious enough, both among foreign nations and in our own navigation, an occasion might be taken, if this were passed over with connivance, to practice that very same withholding with less fear, in order not to miss any of the common freedom and communication with the inhabitants, and thus to expose the entire Colony to the most lamentable consequences that one can easily imagine among so many young people who have arrived in the last twenty years, alongside others of more advanced years who in former times fortunately managed to escape the contagion; just as this disease is considered here little less than the plague in other countries. The ship De Goede Intentie, having lain at one of the Canary Islands from the 16th to the 21st of February, took on French passengers there from a certain shipwrecked vessel of that nation named Le Normand and brought them here to the roadstead. According to letters received from the aforementioned Honorable Directors, the ship Meerenberg, having sailed from Texel on the 13th of October of the previous year, was forced by severe leaks to put into Crookhaven, 15 miles from Cork in Ireland, on the 1st of November. For the transport of its cargo and crew, the flute ship Eijkenwoude was chartered, which was to depart shortly thereafter. brought several feet of water into the ship, the main and fore masts being furthermore cracked and all the sails torn to pieces, on which account the officers, for the preservation of the ship and crew, were compelled to resolve to put back into the said False Bay. Wherefore the Master of Equipage of this government, together with two captains of the Company's return ships present in the bay, were instructed by a written commission not only to examine thoroughly the journals kept by the officers of the aforementioned ship the Batavier, in order to learn therefrom the reasons and causes why the officers found themselves necessitated to put back into False Bay, but beyond that also carefully to inspect and survey in what condition the aforesaid ship the Batavier happens to find itself, and what damage it has sustained to its spars and rigging. Whereupon, following the investigation carried out, it was reported by the aforesaid commissioners that upon examination of the journals of the ship's officers of the said ship the Batavier it had appeared that, both during the storm they endured and in making for False Bay again, all possible efforts had been made by the said officers that in both cases could have been necessary and serviceable for the preservation of the ship and crew, and thus all good seamanship had been practiced in that regard; that furthermore, upon inspection of the masts, the damage to the mainmast was found to be of no great consequence, but the foremast, on the contrary, to be cracked in six different places, in such manner that the ship ought indeed to have been provided with a new foremast, but since the necessary spars for this purpose were not at hand in False Bay, the commissioners found no difficulty in proposing that the defects of the foremast could be remedied by fitting two sufficient fish-pieces to such an extent that the said ship the Batavier would thereby be put back into a state to resume the voyage to Batavia. We shall therefore not fail to have the required repair to that vessel accomplished with all possible speed, and upon its departure to transmit to Your Right Honourable Worships the report of the aforementioned seafaring commissioners with the extract from the journal, together with the ship's resolution and declaration delivered to us by the officers of that ship. The mentioned three China return ships, the Gouverneur Generaal de Klerk, Beverwijk, and Rheedenburg, as well as the previously arrived Batavian return ship 't Duifje, having touched at this corner contrary to orders, there have been delivered to us upon their arrival here by the officers of the first-mentioned three ships the resolutions taken in the ship's councils of those vessels, wherein are stated the reasons why they were necessitated to do this for the preservation of the ships and their crews; of which ship's resolutions we have the honour to send herewith authentic copies. And although the officers of 't Duifje have delivered no written justification in this regard, since the captain of that vessel, Willem Kerkhoff, found himself hindered therein by his illness, and this was also left undone owing to his death which followed shortly thereafter, the circumstances have nevertheless clearly demonstrated that the said Captain Kerkhoff—both by his own debilitated condition and a lack of capable officers, as well as the weak and sickly state of the crew—in order to avoid the extreme consequences that must have arisen therefrom, was by no means able to avoid making for this corner and putting into the aforementioned bay. Having received by the ships the Vrouwe Catharina Johanna and 't Duifje Your Right Honourable Worships' revered missives dated 8 and 15 December of the past year, as well as 2 February of this year, in accordance with the accompanying small invoice of charges, the Captain and Captain-Lieutenant of the Ceylon return ship 't Hof ter Linde that passed through here, Arij Sijlhort and Frans Verschuur, have been debited here according to orders on their pay accounts for the timber delivered in short measure at Batavia. Meanwhile we express our obliged thanks for Your Right Honourable Worships' favourable decision, pursuant to our request, no longer to send Indian exiles hither with the return ships. In our aforementioned latest letters of 29 May last, Your Right Honorables having been informed, among other things, of the news received here concerning a Dutch ship coming from Ceylon that had lost all its masts and was encountered in that state by the English ship The Valentine; we subsequently learned regarding that account, upon the arrival of the China return ship De Gouverneur Generaal de Klerk, from the captain commanding it, Ian Arendse, that on the 13th of the past month of April, in 27 degrees South Latitude and [illegible] Longitude, having encountered the aforementioned English ship The Valentine commanded by Captain Wall, the latter reported to him that the Dutch ship met by him had been the return ship De [illegible], and that that vessel had lost all its masts in a severe storm on 26 March and had 11 feet of water in the ship, whereby all its provisions were spoiled and the cargo, consisting mostly of saltpetre, was washed away; that he, Captain Wall, had fitted that ship with a main topmast and yard and had further assisted it so far that when he parted from it, there was only three feet of water at the pumps, in which state that ship was to proceed to Mauritius to undergo further repairs there.
