Which commissioners being now about to depart from here to False Bay for that purpose, I have furthermore set the muster of the ship De Batavier for the 16th of this month according to Your Honor's proposal; wherefore Your Honor will have to ensure that the note of the provisions supplied to that vessel during its stay there be sent here as soon as possible, so that the expense account can be prepared accordingly. Fals having departed for Batavia, and the return ships Vreedenburg and Beeverwijk having on the same day continued the voyage to the Netherlands, there subsequently appeared successively on the 3rd and 13th thereafter in the said bay the Company's outward-bound vessel Hinlopen with 4 deceased and 12 invalids, and the hooker ship de vlugge trekvogel chartered by the Honorable Company, of which the first mentioned departed from Texel on the 5th of March last and the last mentioned on the 23rd of February prior; the ship Hinlopen being destined for Bengal and de vlugge trekvogel for Ceylon. In our above-mentioned letter of the 23rd of June last, we also brought among other things to the knowledge of Your Right Honorable Nobles that the provision ship de Batavies, after its departure from this roadstead, was forced by heavy storms and disasters at sea suffered by it to enter the bay Fals again on the 3rd of June. Since then, work was carried out with all possible speed on the repair of the damage sustained to the spars, sails, and other rigging of that vessel, and the said ship de Batavies having thereby been put in a state again to undertake the voyage to India's capital with complete confidence, it has accordingly been dispatched for that purpose today, after that vessel was newly provided for that voyage with the necessary victuals and ship's provisions in place of those which, according to the statement of the ship's officers, were lost as well as spoiled in the storm suffered, of which supply of provisions as well as the equipment goods to the said ship de Batavies a further expense account has been drawn up and enclosed herein, accompanied by the aforesaid statement of the ship's officers, properly verified and sworn to here, but to which are also further attached a copy of a resolution taken in the ship's council of that vessel regarding the returning to the bay Fals, with an extract from the journal kept on that vessel, besides a copy of the report of the commissioned seamen who were appointed to the examination of the same journal, to all of which we take the liberty to refer. We also have the honor to present to Your Right Honorable Nobles herein a further requisition for another one hundred lasts of rice in addition to the petitioned 150 lasts in our last dispatched ordinary annual requisition for this government, because it is anticipated that due to the existing and, upon the arrival of the Württemberg regiment destined for this government by the High and Mighty Lords Majors, forthcoming further increase of the garrison here and thus the increasing provisions for the same, the aforesaid requested quantity of 150 lasts of rice will not be sufficient, and wherefore we humbly request Your Right Honorable Nobles that this further requisition of 100 lasts of rice may also be fulfilled. There having been found on the ship Hinlopen 28 barrels of copper duiten which were shipped into that vessel in the Fatherland and, according to the bill of lading and invoice received thereof, are destined for Batavia in order to be forwarded thither with the first available shipping opportunity, we have caused the said 28 barrels of duiten to be unloaded from the aforesaid ship Hinlopen in accordance therewith, in order to forward them to India's capital. However, as we were informed that some of the barrels in which the above-mentioned duiten were packed had become completely damaged due to their poor condition on the voyage hither, an express commission was thereupon immediately appointed by the undersigned Governor, in order, assisted by the resident of the bay, to open the aforesaid barrels in the presence of the captain of the ship Hinlopen, Isaak de Vries, and to inspect the bags of duiten contained therein, and having found them in conformity with the bill of lading, to seal them again with the Company's seal and hand them over to the aforesaid resident under his supervision and custody until there should be an opportunity to forward the aforesaid barrels of duiten further from here. We now take the liberty regarding the outcome of the proceedings held up to now against the aforementioned soldier, as well as three other common military men of this garrison who have rendered themselves suspects as accomplices, as submitted to us by the aforementioned senior merchant Lesueur, from which it appears that the suspected persons themselves, in the proceedings held against them, persisted in a stubborn denial, having submitted such a report as we have the honor to offer Your Honorable Grand Nobilities herewith in authentic copy, and from which it appears that upon a close investigation into this altogether intricate and dark matter, so many vehement presumptions and probable indications nevertheless came to manifest themselves against three of the aforementioned persons that, since they could not be brought to any voluntary confession despite all those strong proofs, but had sought to save themselves with all sorts of far-fetched and futile evasions, he, senior merchant Lesueur in office, on grounds of law had deemed it proper to proceed to sharper examination against them, and which claim the Council of Justice here had also granted to such extent that the aforementioned three persons were brought to a certain degree to the rack; but that these delinquents persisted in the stubborn continuation of their denial, and the complete execution of the claim was suspended pursuant to the further disposition of the aforementioned judicial council, until further indications should be added. He, senior merchant Lesueur, in the absence of others who appeared sufficiently qualified to him to make a claim for torture, had found himself compelled, as this matter seemed to him so constituted that in time discoveries might present themselves that could bring it into full daylight, to address the aforementioned Council of Justice by representation, requesting that the aforementioned three tortured persons might remain confined for the time being on Robben Island, while the fourth, by decision of the said council, was sent to Batavia. To which report taking the liberty to refer, we shall not fail to transmit the judicial documents relating to the aforementioned proceedings to Your Honorable Grand Nobilities by further shipping opportunity. And whereas in the beginning of last year, when it had been perceived that an attempt had been made by means of a false key to open the front door of the Company's small money room, but this enterprise having failed, the key had remained stuck in the lock, the undersigned governor had immediately given orders, besides a sentinel who, standing at the inner gate of the Castle, watched both over that small money room and over the shed in which the money chests from the Company's ships are stored, to deliberately have another sentry placed directly in front of the adjoining doors of these two rooms, yet notwithstanding these precautions taken, it has now been experienced that, very apparently through the corruption of this sentinel and the employment of false keys, the theft was committed from the aforementioned money shed here at the Castle, nothing having been able to be perceived on either of the locks of its door when the said money shed was examined by us in person. bringing ashore and storing away, as well as upon the re-embarkation of the money chests, they shall have to deliver their report in writing both to the governor and to the chief administrator, so that it may thus also be verified with greater ease whether the aforementioned established order has been observed and complied with in all parts by them in this regard, to the end that the commissioners can be held fully responsible should any harm regarding the aforementioned money chests arise through their negligence. Upon the proposal of the undersigned governor, the necessity being understood that the state of the artillery and ammunition of war under this government be kept secret at all times, and that this objective could in no way be achieved so long as that state, alongside the supply of ammunition, as currently happens in its various entries in the ordinary trade books, was made public, the undersigned Second and Chief Administrator Johannes Isaac Rhenius, together with the Senior Merchant and Storekeeper Tobias Christian Ronnenkamp, were commissioned for this purpose to investigate and report on the manner in which that state, in order to remain secret, could best be separated from the trade books without thereby losing the connection which it, in so far as unavoidable, must have with the same books. Which commissioners submitted at our meeting of the 14th of July last their considerations regarding the manner in which the state of the artillery and ammunition of war, in order to remain secret, could best be separated in its various entries from the ordinary trade books in such a way that the connection which that state ought to have with the same books would by no means be lost, just as this was set forth in writing by the said commissioners, of which we take the liberty to present to Your Right Honourable a certified copy herewith. Hereupon the resolution was taken by us to confirm to this, and that accordingly, upon the closing of the trade books under the ultimate of this month of August, the three accounts which show the aforementioned state shall be brought into one principal entry, to subsequently continue running under the denomination of account of ammunition; and that upon the drawing up of the new trade books, with the 1st of September next, a beginning must be made to keep the entire state of the artillery and ammunition of war separate in such manner as the second clause of the aforementioned considerations dictates, for which purpose we have subsequently qualified and appointed one of the ordinary clerks of the trade office named George Fredrik Goets, and, having placed him under an oath of secrecy, a separate room at the said office has also been assigned to him for that work, yet in such manner that, in accordance with the third clause of the more-mentioned consideration, all this remains under the supervision and direction of the trade transferor, who has also been qualified for that purpose, without the aforementioned appointed ordinary clerk being excused thereby from the common office duties; and that finally, also in accordance with the fourth article of the aforementioned considerations, a secret committee shall henceforth be appointed annually at the closing of the books to report on the finding of the balances, so we hope that this our conducted arrangement and appointment, for the reasons alleged, may obtain Your Right Honourable's esteemed approval. in place of the former secretary, to also dutifully give notice that, instead of the repatriated Upper Merchant Titular and Dispenser Adriaan van Schoor, subject to the honored approval of the Lords Majors in the Fatherland, the secretary of the Orphan Chamber, Tobias Christiaan Rounenkamp, had provisionally been appointed again as a fellow member of our assembly and as dispenser with the title and rank of Upper Merchant; and that in his place as secretary of that Board, as well as a member of the Council of Justice with the title and rank of Merchant, the secretary of the said Judicial Council, Christiaan Ladolph Neethling, had been appointed. However, since it has appeared from the very revered missive of the aforementioned Lords Majors, dated 28 December of the past year, received by the aforementioned ship Hinlopen, that the aforesaid appointments of the aforementioned Ronnenkamp as dispenser with the granting of a seat in our council, as well as that of the aforementioned Neethling as a member of the Council of Justice, could in no way carry their highest approval, as these appointments were deemed to be contrary to the explicit orders received from Their Right Honorable Worships, without Their Honors being able to consider sufficient the reasons adduced by us to justify the step taken. Thus, upon resumption of the aforementioned honored missive of the Lords Majors in our assembly of the 14th of the past month of July, after the aforesaid dispenser Ronnenkamp had stepped out of the same and was excused from this, in dutiful obedience to the repeatedly mentioned, highly respected intention of the missive of Their Right Honorable Worships, the said Ronnenkamp was immediately dismissed as a member of our council. However, taking at the same time into consideration the sensible pain which the same Ronnenkamp, on account of his long and faithful services rendered to the Honorable Company, would come to suffer thereby, and who would feel so much the more aggrieved if that dismissal were also to be accompanied by his dismissal as dispenser and the loss of the rank which he has already enjoyed as a member of the council, under a very humiliating return to his former post as secretary of the Orphan Chamber, which could not be understood to be the will and intention of the highest mentioned Lords Majors, since from the aforementioned missive it is to be understood that their highest true and principal aim only entails causing persons not being of the Reformed religion to remain excluded from the Council of Policy as well as from that of Justice. We have therefore resolved provisionally to allow the repeatedly mentioned Ronnenkamp to continue in his administration of the dispensary, as well as in the rank of former Member of our council, and that in the meantime the repeatedly mentioned Lords Majors shall be very humbly requested to be favorably pleased to approve this, in consideration of the zeal and fidelity with which he has incessantly attended to the service of the Company for a series of consecutive years. And since Their Right Honorable Worships, along with the disapproval of the hereinbefore mentioned Secretary of the Orphan Chamber Neethling as a Member of the Council of Justice, have also pleased further to manifest their absolute will and intention regarding the denomination to which alone the persons forming that council must belong, and that from this it naturally follows that the Pay Bookkeeper Clement Matthiessen Junior and the Burgher Councillor Johannes Matthias Bletterman could also no longer retain a seat in the said Council of Justice, as both are incorporated into the Lutheran church congregation, and who were afterwards, on 19 September and 27 December of the past year, respectively, appointed as Members of the said council for the reasons made known in the resolution adopted at that time. Therefore, in obedient execution of the very revered order of the highest mentioned Lords Majors, the aforementioned Masters Neethling, Matthiessen, and Bletterman have been dismissed from their further seat in the repeatedly mentioned Council of Justice, and this subject to Their Right Honorable Worships' highly favorable approval, retaining their rank as former members of the said council.

to the provision now made in the filling of the vacant places in the Court of Justice, which obstacles were encountered. After which we took into consideration the necessity that the seats of the aforesaid three members, especially on account of the numerous criminal proceedings currently pending before the Court of Justice, should be filled as soon as possible by other competent persons; for which, since the titular merchants and junior merchants serving outside the Cape can in no way assist in that court, recourse was had to the junior merchants present here, of whom some belong to the Lutheran congregation, and others again have most urgently requested, with well-founded reasons, to remain excused therefrom; so that the provisions one now had to observe caused no small impediment in the election of competent members to the aforesaid Court of Justice, since on the other hand savings for the Honorable Company are so earnestly recommended by the high-commanding Lords Majores, and the promotion to the said court of members from among persons not holding the rank of junior merchant would bring a new difficulty, on the grounds that such persons would not fail to aspire and for what reason Carel Mappa was provisionally appointed member of Justice, to aspire to the aforesaid rank of junior merchant with the rank of merchant, as has been granted by their Noble High Mightinesses to the members of the Court of Justice, because it would be very improper to allow someone to occupy a seat in that court under a lesser rank than that held by the other members; and considering the confidential clerk of the undersigned Governor, Carel Mappa, on whose request made to the highest Lords Majores under favorable recommendation from us, a favorable disposition toward his promotion to junior merchant is indeed hoped for and expected, and from the proofs of competence in the service hitherto given by him it is to be expected that he will be a useful member in the said Court of Justice, we have likewise, subject to favorable approval of their said Noble High Mightinesses, appointed the said confidential clerk Mappa provisionally as member of Justice, with the rank thereto appertaining. while the filling of the remaining vacant seat in that court will be further considered, the appointment of the same also having been disapproved by the Lords Masters, the administration of that post has been entrusted to Captain Voltelen until their Noble High Mightinesses shall have further disposed thereon. while with this still one seat of the Company's servants in the said court remained provisionally vacant, the chair of the aforementioned retired burgher councillor Blesterman was also left unfilled, until after further and more mature reflection on this matter some possibility shall have been found to have them both replaced. And since the aforesaid deeply revered letter of the Noble High Lords Seventeen also conveys a disapproval concerning the nomination of the Sea Captain Francois Duminy as Master of the Equipage at this government, and their Lordships have resolved to appoint another person to that post and to do so on a further occasion, with orders that in the meantime the necessary provision should be made for the proper administration of that post, we have, in dutiful obedience thereto, discharged the said Captain Duminy from the office of Master of the Equipage, and until the time that the person who shall have been nominated and appointed thereto by their Noble High Mightinesses shall have arrived at this place, to perform the said office pro interim, commissioned and qualified the Sea Captain Jan Arnoud Voltelen who has remained here. whereupon the said minister Serrurier, for the reasons mentioned above and concerning the communication received by His Reverence, submitted to our aforementioned meeting of 14 July a petition containing the declaration that the aforementioned request for discharge had been made contrary to his intention and purpose; and for these and further reasons set forth therein, made the further request that the aforementioned resolution of the Lords Majores might provisionally be left without effect, and that he be permitted to continue in his service as before until further instructions from their High Mightinesses; and furthermore, that such favorable recommendations might be made to Their Right Honorable Excellencies so that, if in the course of time a change of circumstances should allow him to return to the fatherland, he might then enjoy the favorable disposition regarding the liberty to transfer his funds through the Company's treasury; and taking into consideration, on the one hand, that it could not be deduced otherwise than that the granted discharge of the aforementioned minister Serrurier was purely and solely based on the request made on his behalf, which request, however, had occurred contrary to his existing intention; and on the other hand, that during an exceptionally long period of service in the ministry at this capital, both through an advantageous conduct in every respect and particularly through the zealous pursuit of his calling, he has given the most outstanding proofs of complete dedication on his part, and from the love and esteem that the congregation holds for him, the desired fruits may increasingly be hoped for and expected with the continuation of his labors, without there having arisen or being known even the slightest reason why one should desire that his post here be filled by another; we have thereupon resolved to allow the said minister Serrurier provisionally to continue in his service until such time as further orders from the high-commanding Lords Masters shall have been received concerning this; and that meanwhile, sending a copy of the aforementioned petition presented by him, favorable recommendations will be made to Their Right Honorable Excellencies, both to the end that he may obtain the further positive continuation in the service, and that the permission regarding the acceptance of his money into the Company's treasury for remittance to the fatherland, whenever he might subsequently be in a position to return thither, may remain unimpaired. We have found ourselves obliged to inform Your Right Honorable Excellencies of all the foregoing in relation to the honored disposition of the Lords Majores, with the arrangement flowing therefrom for this government; and we also take the liberty to add the report that we have received, both from Their Right Honorable Excellencies the Lords Seventeen by their aforementioned communication of 20 December of last year, and by a letter from the Honorable Directors of the Presidial Chamber of Amsterdam dated 6 January of this year, concerning the concluded capitulation with the Duke of Württemberg for the raising of a regiment 1800 men strong for the service of the Company; and that the vessels with which the first battalion of that regiment, consisting of 900 men, are to be brought hither, will here take on board and transport to Ceylon the regiment of Meuron to serve as relief for that of Luxembourg; as well as that the departure of those vessels was so regulated that they could enter this Table Bay, and that consequently we would already have to make such arrangements by the middle of this month of August as would here be deemed most convenient for the reception of the Württemberg troops and the further embarkation of the Meuron troops. Likewise, we must not fail to inform Your Right Honorable Excellencies that Mr. Hendrik Lieve Crap, who according to reports arrived here with the small French ship La Venus, having made a request to us by petition to depart from here for Bengal as a passenger on the ship Hinlopen, we granted that request to the said Crap, provided he pay the transport and board fees stipulated therefor. Our last letters of the 12th of said month having preceded this to your Honour with the ships De Leviathan and Pollux, which sailed from here to Ceylon on the 19th of May last; Noble, Valiant, Gallant, Wise, Foreseeing, Very Discreet Lord and Friends: On the 23rd of the just past month of July, the hooker ship De Vlugge Trekvogel, chartered by the Company, appeared in False Bay, which departed from Texel on the 23rd of February last and, being destined for your Honour's government, now lies ready to sail in the roadstead for the further prosecution of its voyage. This serves to accompany that vessel, in which is shipped from this place a small case with 20 bars, which was brought here from the Fatherland with the ship Hinloopen, in order to be forwarded with one of the return ships departing for your Honour's government, the bills of lading whereof are enclosed herein. The Illustrious Assembly of Seventeen was pleased to write to us in their most venerated letter of the 20th of December last, that a capitulation has been concluded with His Highness the Lord Duke of Württemberg for the raising of a regiment for the service of the Honourable Company, and that the First Battalion of that regiment, consisting of 900 men, would be sent hither with ships which will also take on board the Regiment de Meuron, garrisoned here, in order to transfer the same to your Honour's government for the relief of that of Luxembourg. Therewith, the Right Honourable the Lord Directors of the Presidial Chamber of Amsterdam, by virtue of the authorization of the aforementioned Lords Seventeen, have written to us in their dispatch of the 6th of January of this year, that the departure of the vessels for the transport of the aforementioned Württemberg Battalion has been further arranged so that the same will be able to put into Table Bay here, and that we must make the necessary arrangements which would be deemed most convenient by us for the reception of the Württemberg troops and the re-embarkation of the Meuron troops, with further recommendation for the cleaning of the vessels which will serve for that transport before the Meuron regiment is transferred into them, further adding thereto that: with the time of departure of the vessels which will convey the Regiment de Meuron to Ceylon, it will turn out such that those vessels will have to direct their course to Trincomalee, as their Right Honours also inform your Honour in their dispatch accompanying this. Completely obeying the aforementioned very respected instructions, we have already made the necessary orders here, both to receive the Württemberg troops and to re-embark those of Meuron, and to have the latter properly provisioned for the voyage to your Honour's government. However, since the number or the size of the vessels which will be assigned for the aforementioned transport is not known to us, and the Meuron regiment consists of 1,239 heads, whereas the Württemberg battalion arriving with those vessels, on the contrary, is only 900 men strong, we cannot inform your Honour with certainty whether the entire regiment

regiment will be embarked again upon the vessels, although we flatter ourselves that, with the distribution of the greater number over all the vessels, we shall be able to arrange this properly. The well-mentioned Noble and Right Honourable Lords Directors of the Presidial Chamber Amsterdam having also been pleased to order us to have the necessary copies made of their most highly honoured aforesaid missive to Your Honours, and to send the same as soon as possible to Ceylon, and therewith leaving the freedom to add thereto such remarks as we, according to the circumstances of time and affairs, might deem to serve best the service of the Company, and thus the advancement of their Noble and Right Honourable purpose in this matter; to which end the same missive of their Noble and High Honours had been enclosed to us under flying seal; we, since the aforesaid missive only arrived here on the 3rd of this month, have found ourselves entirely destitute of the opportunity to provide Your Honours with information, and can now only add thereto that the aforesaid regiment of Meuron, during the time of its garrison here, has conducted itself in all propriety, and that military discipline has also constantly been well maintained among them; to this being annexed the capitulation of the same regiment, and the further papers belonging thereto. Regarding now the prolongation requested by Your Honours of the furlough granted to Lieutenant de Goupilliere, belonging to the aforesaid regiment of Meuron, it further serves for Your Honours' information that, upon receipt of Your Honours' letter of the 20th October of the past year, with delivery of an extract from the same, communication thereof was given to Major de Meuron, as currently, in the absence of Colonel de Meuron, holding the command of that regiment here; who, however, upon a missive addressed to us, of which a copy is also annexed, declared that, since the expiration of the aforesaid furlough of Lieutenant de Goupilliere without the same having rejoined the regiment, he, the Major, had given notice thereof to the aforementioned Colonel, and having asked for his orders in this regard, could not enter into the requested prolongation. Whereupon by the undersigned Governor, in our meeting of the 18th May past, it was made known that not only the mentioned Lieutenant de Goupilliere, who had appeared to His Honour to be a person of great skill in engineering, had been encouraged by His Honour to cross over to that Government for some time, on account of the lack of people of that science in Ceylon and the utility that might consequently be enjoyed from the same for the service of the Company there; but also that it had appeared most clearly to His Honour, from the received plans of the mentioned island—upon which that Lieutenant, according to information that the Lord Governor had received from the Lord Governor of Ceylon, had worked alongside others—and from what was further to happen there, besides that which Your Honours had declared thereof, that the oft-mentioned Lieutenant de Goupilliere would still be needed there for the service of the Honourable Company for some time. Whereupon, it being taken into consideration by us that the number of officers of the aforesaid regiment here was still large enough to perform the service in the same in proportion to the privates, and that the interest of the Honourable Company, without causing any prejudice to the regiment, could derive much more utility from the service of the mentioned de Goupilliere on the island of Ceylon than here, we had already, before the receipt of the news of the departure of the same regiment to Your Honours' Government, taken such a resolution whereby the furlough for the same de Goupilliere has been prolonged for another two years since the time it expired; and of which notice has then also already been given to the Lords Major, and their approval of the same furlough has been requested. In Table Bay: On 9 September, de Vreede, chartered ship, which, after its departure from the Netherlands, having fallen off toward the Brazilian coasts, subsequently stayed at the island of Tenerife from 4 April to 16 May last. Of which three vessels the Surcheance, having continued its journey to Batavia on the date of 14 August last, the ship St. Laurens, which on account of its numerous sick brought along has had to stay for a considerable time in the aforementioned False Bay, is now to be dismissed from there one of these days as well; just as we shall not fail to allow the ship de Vreede to proceed on its journey as soon as possible, as soon as it has been discharged of its cargo brought for this government. And we have had the honor, with the last-mentioned two vessels, to receive Your Noble Grand Reverences' most respected letters of 24 August and 28 December of the past year 1786, with the first-mentioned of which, among other things, there being sent to the undersigned governor a plan and three profiles of the city and fortress at Galle, with the documents relative thereto, the aforementioned governor shall have the honor to dutifully furnish his respectful reply regarding this.
