the 14th of August 2 the ship the Vlugge Trekveugel, having continued its projected voyage from False Bay to Ceylon on the 26th of the aforementioned month of August, the chartered private ship Berkshoven, departed from Your Right Honourable Headquarter, entered the aforementioned bay in the meantime on the 13th of the same month, of which the master Hans Matthijssen among others had also deceased on the voyage hither, and which vessel stood out on the 29th of that month for the Netherlands. Having in the meantime arrived here at the Cape roads on the dates mentioned below, the following three chartered private return ships, likewise dispatched by Your Right Honourable Lordships, namely the Jonge Frank Wijnanda Luberta Dapperheid now also lying ready to sail to proceed thither at the first fitting opportunity. Your Right Honourable Lordships' esteemed letters dated 27 April and 29 May last received with the aforementioned private return ships, under a favourable construction requiring no specific reply, we shall in the meantime pay as much attention as possible to Your Right Honourable Lordships' recommendation and respecting the Captain Charles Louis Sergeans, who has served here under the Regiment de Meuron, we have permitted him to cross over hither with the ship the Jonge Frank in order to await the opportunity for his departure to Europe; while we express our due thanks to Your Right Honourable Lordships for the forwarding of the packet with the letter for us from the Honourable Directors of the Rotterdam Chamber and its enclosures, which was mistakenly addressed to Your Right Honourable Lordships on the ship Houtlust. There have also arrived here safely from the Motherland at the times noted in the margin: 23 August the Company's vessel the Slot Capelle with 3 deceased and 2 disabled persons. Constantia with 10 deceased and 0 disabled persons. having sailed together from Goeree on 16 May. 5 September the Goede Verwagting, a chartered flute ship, which sailed from the Texel on the 7th of the month of May and is laden for this place. 9 September the flute ship the Vreede, likewise chartered and destined for Your Right Honourable Lordships' Headquarter, which had already departed from the Middelburg roads on 24 October of last year, and having first fallen upon the Brazilian coasts, subsequently lay at the island of Tenerife from 4 April to 16 May last: where the Company's aforementioned vessel the Slot Capelle, having subsequently also tarried from 8 to 12 July, encountered there on the roads of Santa Cruz an English convoy of thirteen ships, which, being destined for the transport of a colony for the newly discovered islands of Otaheite, had already continued the voyage from Santa Cruz to the Indies on the 10th of the aforementioned month of June; furthermore, it was also reported by the officers of the aforementioned ship the Slot Capelle that four days after their departure from Goeree they had met the sailing return ship the Twee Gezusters in good condition in the Channel. Of which arrived outbound vessels, the ship the Slot Capelle having received its dispatch for Batavia as of today's date, is to be followed within a few days by the ship Constantia: while the ship St. Laurens, still tarrying in False Bay, which has had to be detained so long beyond the ordinary time for the recovery of such a considerable number of disabled persons brought in, who have still daily increased since its arrival, has only awaited the arrival of the frigate the Meermin, in which the provisions for the aforementioned ship St. Laurens were unloaded; which frigate the Meermin having come hither with goods from False Bay, was already dispatched thither again on the 4th of this month for the aforementioned purpose, and having arrived there on the 14th thereafter, the aforementioned ship St. Laurens has thus also been dispatched today, in order to be able to proceed on its voyage at the first suitable opportunity. The ship Veere, which is also partially laden for this government, will likewise be dispatched to Batavia as soon as it shall be discharged of those goods; we further take the liberty dutifully to advise Your Right Honourable Lordships concerning the flute ship the Goede Verwagting sent out for this government, that since there are presently no goods on hand here with which the aforementioned flute, after discharging the goods brought here, could be laden again for the return to the Netherlands, we have therefore, in accordance with the terms of the charter-party, judged it best and thus resolved for the best service of the Honourable Company to send the aforementioned flute ship the Goede Verwagting on to Batavia as well; and in case the supply of grain in the Company's warehouses, as we hope, shall then permit it, to have the aforementioned flute laden, besides a quantity of wines against the expected requisition, also with as much wheat as can conveniently be spared from our supply, in order to serve as a partial fulfillment of the received requisition of 640 lasts for the Indies Headquarter, which, however, has been reduced by Your Right Honourable Lordships by 150 lasts. And Your Right Honorable and Grand Worships will further be able to ascertain, if you please, from the following specification, the number of men with which the bearer of this, the ship 't Slot Capelle, sailed from the Netherlands, together with how many dead and sick it brought here, item how many of those must remain in the hospital as invalids, and finally the strength of the crew with which it is to depart from here, namely: Sailed from the Netherlands with 227 men, arrived at the Cape with 3 dead and 12 sick, left behind and staying at the Cape through illness as well as otherwise 39 men, departure with 227 men. The undersigned Governor having received a report from the burgher Jacobus Loubscher, residing at St. Helena Bay, that on 29 July last an English merchant ship had again arrived in the aforementioned bay, without however mentioning the name of that ship, and that he, Loubscher, having spoken to the captain of the said vessel and notified him that he had to depart from there, the said captain had nevertheless given him as an answer that he had not come out of necessity or to do harm, but as a friend, with the intention of fishing for right whales, and that once he had his cargo, he would immediately depart to kill seals on one of the islands lying in those parts, called by him Pikouino. Communication regarding this was given by the aforementioned Governor in our meeting of 25 August last, and thereupon taken into consideration that when in the month of March of this year two ships had likewise appeared in the aforesaid bay, which were suspected to be of the English nation, and which had stayed there for some time, from whose maneuvers it was deduced that they had no other design than the whale fishery, it was indeed understood at that time to let the matter rest for the present with the orders already given by the Governor to the aforementioned Loubscher and subsequently also communicated for his guidance to the nearest burgher field cornet in those parts, to allow no one from the ships that might arrive there to proceed inland, as well as to prevent any provisions from being brought to them, so that they might obtain nothing other than drinking water; and that furthermore, following the report thereof given to the High and Mighty Lords Mayors, the orders and instructions requested from their High Mightinesses ought to be awaited as to what extent or not the aforesaid fishery, as long as it might still be undertaken by foreigners outside the enclosed and occupied bays, should also be prevented in the future, just as I had the honor dutifully to inform Your Right Honorable and Grand Worships of all this in our letter of 12 May last; but since it was to be gathered from the aforesaid report that they were undertaking the fishery with the said ship inside the bay, which at least ought not to be permitted, and that communication was also taking place between it and the inhabitants, from which many kinds of irregularities might arise, besides the report itself being very deficient; we have therefore, upon the proposal of the repeatedly mentioned Governor, deemed it best and consequently resolved, pending the arrival of the aforesaid respected orders and instructions of the Lords Mayors, to dispatch a military officer with some men immediately to the aforesaid bay, and due to the lack of other accommodation there, to have them take up their quarters at the house of the aforementioned burgher Jacobus Loubscher, to whom will also be paid in all fairness whatever shall be supplied by him for victuals to the said officer and men. And that officer has furthermore been instructed in writing that upon the arrival of any ship there, or also if the aforementioned ship should still remain in the said bay, and any crew from it comes ashore, the officer will have to warn them in a friendly manner that it is not permitted for them to come into the bay to refresh, much less to fish; that whenever any provisions or refreshments are desired by them, they will have to betake themselves for that purpose to this Cape roadstead or to False Bay, furthermore admonishing them to depart from the bay as quickly as possible. Yet that in so far as any ship arriving there, and having no intention for the whale fishery, might lack drinking water in order to be able to leave the bay again, the officer, under close supervision of the military, shall only allow them to bring a small number of water casks ashore and fill them, and meanwhile cut off all communication by which, beyond that most necessary drinking water, they might provide themselves with the slightest provisions; that therefore the officer shall also first tell them in an amicable manner that it is not permitted for them to come ashore there, and if they should nevertheless venture to do so, then to prevent the same, yet acting as much as possible with caution so as to employ extreme force for that purpose only as a last resort; and that the repeatedly mentioned officer finally shall, in the best possible manner, report as quickly as possible to the Governor on everything that occurs there. various points contained therein, it was then deemed best to postpone the decision on the establishment of a third company of dragoons at Graaff-Reinet, since the enrolled burghers were too strong for two companies, until such time and season when there should have been received here the census roll of your aforesaid district alongside the positive strength of the burgher force, and that one thus from the latter might have been able to ascertain with certainty to what extent the establishment of a third company would come to be necessary, in order also then to take into consideration your recommendation for the promotion of Lieutenant Daniel Willem Kuhne. We also at the same time took into consideration that it is not possible to have the exercise of the burgher force in your district take place without the principal time being lost for marching out against the Bushmen Hottentots, and that the latter inevitably ought to be done, since their nuisance is constantly oppressive to the inhabitants, and therefore, pursuant to the request made thereto by you, the said exercise is excused for this year, though it shall nevertheless not be permitted to neglect properly administering the oath to the young men. The chartered private return ship De Jonge Frank, with which we had the honor of consigning our last humble letters of the 11th of the recently passed month of September to Your Right Honorable Lords, having sailed from here to the Netherlands on the 21st of the same month, and the ship St. Laurens, which had come out for Your Right Honorable Lords' Chamber, having sailed forth from the bay toward Batavia on the aforesaid date of 24 September, since then, on the 25th of the recently elapsed month of October, the ship Josephus de Tweede, chartered by Your Right Honorable Lords, arrived safely at this roadstead. It carried a detachment belonging to the first battalion of the Württemberg Regiment, of which men a total of four common soldiers passed away during the voyage hither. With the said vessel Josephus de Tweede, having honorably come to hand, Your Right Honorable Lords' respected letters dated 23 and 26 June of this year, with some enclosures pertaining thereto, just as we had also previously received by the chartered private ship De Vrouwe Sara Hendrina, which arrived here on the 2nd of the said month of October, having sailed out for the Presidial Chamber of Amsterdam, Your High Esteems' much-valued letters of 29 March previous, accompanied by a dispatch for the government of the island of Ceylon. We shall not fail, in all respects dutifully and with the utmost accuracy, to observe and carry out everything that Your Right Honorable Lords have been pleased to write and order us in the aforesaid various letters, both with regard to the aforementioned Württemberg Corps and the Regiment de Meuron now projected for Ceylon, and in particular with respect to Your High Esteems' arrangements concerning some officers of the latter mentioned regiment. Meanwhile, our various actions and everything further that should be brought to the knowledge of Your Right Honorable Lords in this matter will subsequently be reported with all respect. On the 19th of the aforesaid month of September, there arrived from Batavia the chartered private ship Den Onzekeren, returning for Your Right Honorable Lords' Chamber, which departed from that headquarters on the previous date of 30 June and thereafter left the Sunda Strait on 17 July. As this vessel now lies ready to sail for the continuation of its further voyage, we have the honor to present these our humble letters to Your Right Honorable Lords therewith and to let the same be accompanied by the original brief invoice of its cargo, which was brought here from the aforesaid Indian headquarters. And whereas both the skipper and the chief mate who were stationed on the said vessel Den Onzekeren passed away on the voyage hither, and whereas the person of Francois Heamonet, who was commanding on the same as captain upon arrival here, no less than Hendrik Tillemans, who at that time had performed the duty of chief mate, according to the own declaration of the same Heamonet, had neither taken a maritime examination before Your Right Honorable Lords nor taken the oath to the Honorable Company, it was considered by us that, although the charter-party of the said ship only states that the skipper and mates must be to the satisfaction of the charterers and submit to their instructions, regarding the said deceased skipper and chief mate, however, also according to the testimony of the said captain Heamonet, it had been observed in the manner usual for such officers on others chartered by the Honorable Company and the taking of the oath to the same, and that therefore it was of the utmost necessity, in order to be able to entrust the cargo that is located on behalf of the Company in the aforementioned ship Den Onzekeren to those who would command it in place of the deceased skipper and chief mate, that they were also obliged to possess the requirements under which the Honorable Company has deferred that trust to such officers; wherefore we thought it proper to have the aforesaid Francois Heamonet and Hendrik Tillemans take a maritime examination before specially appointed commissioners, so that if they were then found to possess the required knowledge and competence to command the said vessel, to allow them to continue therein, and to let them thereupon also take the oath to the Honorable Company. Good Friend, It has caused me no little astonishment to learn from your letter of the 16th of July last that from the census of the inhabitants under the district of Graaffe Rijnet no more than an income of f3000 was brought in to the colony there, whereas one should certainly have expected that more would be brought in to the colony there, as it is certain that the principal revenues of the Stellenbosch and Swellendam colonies derive from cattle, and having now more than ever the opportunity to estimate everyone's possessions very closely, the awareness of this should also have spurred those who previously used too much concealment to a higher declaration, which should have brought a much greater income to the colony. Having meanwhile been disappointed in this expectation, one will subsequently have to proceed to that which has been customary in the other outer magistracies: that when one is fully convinced that the declaration of this or that person is not equal or proportionate to that of others who show more reasonableness, in such case, with the agreement of the commissioners present at the declaration, in order to avoid the extreme measures decreed by the proclamation, to increase the number of livestock to what comes closer to equity and must bring about the proportion in which they ought to stand equal alongside others. I hope therefore that, this being observed in the future, an increase of that principal branch of the colony's revenues may thereby be brought about, the more so because I am not yet sufficiently informed of the grounds upon which, to the prejudice of the Stellenbosch and Swellendam colonies, a reduction could be caused in that which those of Graaffe Rijnet should have contributed to them. Indeed, the last-mentioned colony having previously already been so straitened in its revenues that from time to time it has fallen more and more into arrears, and that of Stellenbosch having also had to suffer a considerable disadvantage in its financial condition, so that its resources will have to be managed with thrift in the future in order not to fall into a similar case with that of Swellendam, it will always prove difficult, if not impossible, to take anything from the latter and allow it to serve for the improvement of the resources of Graaffe Rijnet. Necessity further requires, therefore, that an extremely frugal expenditure regarding the resources of the colony of Graaffe Rijnet be observed, and that one also regulate oneself accordingly in the erection of the buildings, such that those buildings can subsequently be maintained or improved and expanded as one will find in the future that the revenues will permit it. I will always very gladly contribute my small part to improve the revenues of the colony, but besides the difficulties that are obvious even to you in making the points submitted by you serve for that purpose, one must constantly keep in mind that the Lords Masters, in view of the present condition of the Company and the increasingly rising burdens for the necessary fortifications of this establishment, will have to consider bringing the inhabitants, in a least oppressive manner, to share in bearing those burdens and supporting the Company; so that if once in favor of the colony the inhabitants were to be subjected to all the taxes that could possibly be devised, there will subsequently be no means to find the necessary funds for the Honourable Company. the Goede Verwagting having departed, the aforementioned vessel having undertaken the journey from here to India's capital on the 6th following, the ship also chartered by the Honorable Company named Het Drietal Handelaars, skipper Cornelis de Vries, arrived at this roadstead on the following day. Having sailed from Texel on the 11th of July and being destined for Batavia, the pleasant news was obtained through the same that the Company's return ships the Schelde and the Zeepaard, which alongside the Diamant under the flag of the Lord Admiral Boesjes departed from here to the Netherlands on 13 March of this year, had safely entered Texel on 27 June. And that the ships Stavenisse and the Phoeniciër had already sailed from the same harbor towards this place at the end of that month, while the private ships the Geertruijda and Eijkenlinden lay ready at the departure of the aforementioned vessel Het Drietal Handelaars and were about to follow shortly. We have therefore, on the assumption that the aforementioned State ship the Beschermer could not yet be expected here shortly, allowed the aforementioned cable for that vessel, shipped in the bearer of this, the ship Belvliet, to remain therein, while the accompanying letter to Captain Trykenius has already been forwarded from here under address of Your Right Honorable with the ship Constantia, following our humble advisory letter of 7 October last. The Noble Directors of the Chamber of Middelburg having written to us by a letter of 23 June, likewise accompanying this in copy, received with the previously arrived private ship Josephus the Tweede, that since no Company crew was placed on that vessel, and consequently no chief surgeon, who was most strictly required for the illnesses that might occur along the way among the Wurttemberg military, one had for that reason been obliged to place on behalf of the Company on that vessel as chief surgeon Jan Casper Lesser of Brodrode; and that when upon arrival at this government that chief surgeon should no longer be deemed necessary on the said ship Josephus the Tweede, the same should then be employed wherever necessary and should serve out his engagement with the Honorable Company; the said chief surgeon Lesser has at his request been placed on the ship Belvliet, currently lying ready to sail, in place of the chief surgeon of that vessel who died here, Christiaan Jacob Hoeling, in order to cross with it to Batavia. From which aforementioned ship Belvliet, on the other hand, in accordance with the honored directives of the Lords Majors for the garrison here, fifteen common soldiers with their uniforms and weapons have been discharged, the said discharged men being properly entered and registered on the muster roll of this vessel Belvliet. Meerenberg, in accordance with what was advised in our respectful letter of the 14th of this month sent via the ship Belvliet to Your Right Honourable Excellencies, being likewise dispatched from these roads, we take the liberty to let this serve as an escort thereto, most respectfully offering to the same herewith by the ship De Zeevaard the duplicate of our aforementioned last dispatch, whilst the aforementioned ship Belvliet, since its dispatch, has been prevented for the present from pursuing its voyage by the continuous strong southeasterly winds. Pursuant to the orders of the high-commanding Lords Majors, fifteen military men from the Zeevaart and three military men from the Meerenberg, the latter with their muskets and sidearms, having been drafted for the garrison here, the men have been entered on the muster-rolls of both ships according to the regulations. Your Right Honourable Excellencies having in the year 1772 sent to this government some printed copies of the journal which the commanding officers of the Company's ships destined for Batavia are obliged, according to Your Right Honourable Excellencies' orders, to draw up immediately after their departure from this Cape roadstead and to continue until their arrival before or in the Sunda Strait; which copies have since been successively issued to the skippers and captains on the aforementioned Company's vessels, and finding none of them left in stock, we take the liberty respectfully to request Your Right Honourable Excellencies to be pleased to send us by the first opportunity another supply of those printed copies of the journal. In the chartered fluyt ship Meerenberg, now lying ready to sail, among other goods from the cargo of the Company's vessel Meerenberg at Crookhaven, there were also taken over 23 spars, which nevertheless, owing to the lack of the necessary space, had to be stowed outboard on both sides of the said fluyt ship, whereby they would not only remain exposed to decay, but would also greatly tend to hinder the ship itself in sailing as otherwise; the said spars, at the request of the skipper of the said fluyt ship Meerenberg, Claas End, have been taken out of the same and transshipped into the ship De Vreede, also present here, in order to be transported by that vessel to Your Right Honourable Excellencies' capital.
