Deurink Lock n 2 Aer 12 No. 118 No. 10 6 e To the Noble, Honorable Directors of the General Chartered Dutch East India Company at the Presidial Chamber of Amsterdam By the Dutch private ship Jonge Jacob Patria Noble, Honorable, Stern, Most Worshipful, Most Wise, Provident, and Most Generous Gentlemen, Commanding Lords. With the Dutch private ship Den Onzekeren, returned from Batavia and dispatched from here to the Netherlands around November 10 last, we had the honor to write to Your Noble Worships last under the 2nd of the same month preceding. In that letter, among other things, the arrival of the ships Vrouwe Sara Hendrina and the Zeevaard was reported, and that the former had already departed for Batavia and was shortly to be followed by the Goede Verwagting and the Zeevaard. We can now further inform you that the said two ships, having resumed their voyage successively on the 6th and 24th of the aforementioned month of November, there subsequently arrived in this roadstead on the dates noted alongside the following ships also dispatched by Your Noble Worships, namely: November 6: the private ship Het Drietal Handelaars November 24: Stavenisse, with 38 dead, 124 sick De Phoenicier, with 22 dead, 33 sick; which lay at the island of St. Jago from August 18 to 26 for refreshment December 7: Leyden, with 11 dead, 75 sick Of which vessels, the private ship Het Drietal Handelaars having already sailed from here for Batavia on December 16, the other three ships, Stavenisse, De Phoenicier, and Leyden, yesterday received their dispatches and thus also lie ready to sail to undertake their further voyage to India's capital at the first favorable opportunity. Likewise, on November 25, December 3, 8, and 20 last, the chartered private ships Josephus de Tweede, De Vrouwe Johanna, De Drie Gebroeders, and Het Fortuin safely appeared at this government, with which were brought here the detached troops of the Württemberg Regiment. In accordance with the orders received, all necessary preparations are now being made to put those ships in condition to take on as many troops of the Regiment de Meuron stationed in garrison here as can properly be accommodated on them, in order to be transported to Ceylon. Furthermore, on the 12th of the aforementioned month of November, the Ceylon return ship De Paarl, which vessel was designated for Your Noble Worships' Chamber, appeared very unexpectedly near Robben Island and from there in this roadstead. According to the report and the account given by its officers, having departed from Ceylon on November 25 of the year 1786, it was overtaken on December 26 thereafter, at the latitude of 17 degrees and longitude of 93 degrees, by a violent hurricane, in which the main and mizzen masts were lost overboard, and the ship became considerably leaky and in such a helpless condition that its officers had to resolve to make for the island of Mauritius. There, upon inspection of the cargo, it was found that all the saltpeter had dissolved, and the coffee beans and a large part of the pepper had completely rotted and spoiled due to the leakage, the seawater shipped, and the fermentation in the ship, which therefore had to be thrown into the sea. The linen packs were wet and mildewed, but were immediately washed out in fresh water, bleached, and dried. As there was no possibility on the aforementioned Mauritius to obtain the masts, spars, rigging, etc., required for the repair of the ship De Paarl, the officers had consequently been obliged to purchase an entire ship outright from private shipowners. After the said ship De Paarl had been repaired from the damage suffered as much as possible, and the remaining cargo had been re-embarked, that vessel departed from the roadstead of Port Louis on April 15 and set its course toward this corner of the earth. But being overtaken on May 15 by a heavy storm from the west, the seams were worked open again through heavy laboring and the ship became considerably leaky, to such an extent that besides three pumps that were kept steadily running, the main pump also had to be put to work. with a weak and leaky ship and a crew exhausted by fresh disasters, to struggle on seeking at sea before one might obtain an opportunity to make for one or another safe port under the Company's jurisdiction, the officers had therefore, for all these cited reasons, taken the decision on 8 June, for the preservation of ship, cargo, and souls, to bear away toward Rio de la Goa, in order to be able to caulk the ship there as much as possible and to provide themselves with the lacking provisions. That pursuant to that decision having arrived at Rio delagoa on 30 June, they had departed from there again on 12 October. As Your Right Honorable Worships will be able to observe more circumstantially from the statement executed and sworn to here by the officers of the aforementioned ship de Paarl, and of which we have the honor to transmit to Your Right Honorable Worships an original copy herewith. Upon the aforesaid obtained report of the officers, a committee of mariners and shipwrights having been immediately appointed by us, not only to examine the logbooks kept on the said ship de Paarl, but also to inspect and investigate, as far as could then be ascertained, the condition of that vessel and its contents of cargo; and it having appeared from the report made concerning this, among other things, that although without a complete stripping of the ship the defects and the condition of the repeatedly mentioned ship de Paarl could not be exactly stated, it was nevertheless very probable that that vessel could not be repaired again here. We have therefore judged it best for the interests of the Company, and consequently resolved, to make use of the private ship de vreede, chartered by the Chamber of Zeeland and presently still here, to convey the remaining cargo of the ship de Paarl to the Netherlands. Pursuant to which that cargo, still consisting of 198,399 lb. pepper 16,650 lb. sapanwood 147,837 lb. cowries 418 packages of linens 67 bales of cotton yarns 1,600 lb. cinnamon 76 lb. cardamom 1 small chest with 12 lb. cinnamon oil except for 27 packages of linens which were found wet, mildewed, and rotten, and had to be detained here until further instructions, was discharged from that vessel and transshipped into the aforementioned private ship de Vreede; to which has also been added the quantity of 654 bags of coffee beans, which, according to what was already reported to the Right Honorable Gentlemen Seventeen by letter of 2 November past, were purchased from the French ship l'Auguste for the Honorable Company; while furthermore, of the best and various sorts of wines that are presently on hand in the Company's wine cellar, there will be dispatched with the ship de Vreede by invoice to the fatherland as much as can conveniently be done to fill up the space remaining in that vessel. And upon the dispatch of the aforementioned ship de Vreede with the cargo of the Paarl, we shall not fail to supply Your Right Honorable Worships also with all the papers which were surrendered to us by the officers of the said vessel for their accounting, and at the same time, upon the arrival of further reports on the condition of the said ship de Paarl, to transmit the same as well. On the 3rd of the recently past month of December, there likewise appeared here in the roadstead the Ceylon return ship de Draak, also laden for Your Right Honorable Worships' Chamber, which departed on 21 February of the past year from the Bay of Punto Gale; having, according to the report of the officers, likewise through enduring many disasters in a violent storm and fierce hurricane—which was encountered on 25 March at the south latitude of 22 degrees 22 minutes and longitude of 84 degrees 48 minutes—with the loss of all its masts, been forced to put in at the aforementioned island of Mauritius, where upon inspection of the cargo all the saltpeter was found to have melted, the coffee beans and a large quantity of the pepper wet and totally spoiled and rotten by fermentation, a parcel of cinnamon and all the bales of rice for provisions likewise totally spoiled, so that these spoiled parts of the cargo could not be re-embarked, and after an inspection thereof had been made by a committee on behalf of the royal court at Mauritius, they were cast into the sea outside the harbor in the presence and witness of that committee, while the linens found to be wet were washed out on land in fresh water, bleached, and dried. That for the same reasons as those of the ship de Paarl, the officers had been forced, in order to be able to put their assigned vessel the Draak into condition to navigate the sea again, likewise to purchase a private ship, and the masts and spars taken from the same were used for the repair of the ship the Draak, by which repair that vessel, according to what the officers have reported thereof, was in a condition to continue the voyage to the Netherlands. We have nevertheless judged it necessary, just and in the same manner as was done regarding the ship de Paarl, to appoint a committee of mariners and shipwrights for the examination and inspection of the said ship the Draak and the cargo contained therein, as far as can be ascertained; and when a report thereof has been received, we shall not fail to transmit the same likewise to Your Right Honorable Worships, with the statement that shall be executed and sworn to by the officers of the repeatedly mentioned ship de Draak, and with which we shall also not fail

Wherein are furthermore enclosed, besides two copy reports concerning the inquiry made into the invalids on the outbound ships Bebvliet and the Zeevaard, two Ceylon packets addressed to your Right Honorable Worships and delivered here by the officers of the ship the Paarl. And concluding herewith, we commend your Right Honorable Worships' esteemed persons and the weighty interests of the Honorable Company to the protection of the Almighty, remaining with due respect, Right Honorable, Valiant, Most Worshipful, Most Wise, Prudent, and Very Generous Lords, your Right Honorable Worships' very humble and obedient servants. The outbound chartered ship the Geertruyda having anchored near Dassen Island on the 30th of December last, today, the 5th of January aforementioned, in the afternoon, the junior merchant Oosterzee, stationed on that vessel, arrived here from there by the ship's boat, reporting that the said ship had departed from the Fatherland on the 5th of August last and had suffered 67 deaths en route, that another 74 men were lying sick in their hammocks, and the remaining crew was in a very weak and miserable condition: which condition was primarily attributed to the bad water. Whereupon a government boat was immediately dispatched to the said ship with 35 able seamen, as well as provided with water and refreshments, sent to assist it in reaching this roadstead, from which we hope to experience a good effect upon the arising of a favorable northwesterly wind. Furthermore, upon the closing of this letter, yesterday, the 6th of January, your Right Honorable Worships' Chamber ship the Schelde arrived safely here, with 4 dead and 51 sick. Fatherland. Under the date of the 2nd of November last, we had the honor to write to your Right Honorable Worships for the last time via the ship the Onzekeren, which having sailed forth from this roadstead to the Netherlands on the 10th thereafter, the following ships dispatched by your Right Honorable Worships subsequently appeared at this government on the dates listed below, namely: 2 December: Oud Haarlem, with 11 dead, 88 sick 4 December: de Vrouwe Johanna, with 8 dead 4 December: de Drie Gebroeders, with 20 dead 4 December: het Fortuijn With which three ships a portion of the troops belonging to the first battalion of Wurttemberg Troops destined for this place was brought here, of which troops, as well as those who were embarked on the previously arrived ship Josephus de Tweede, a total of 110 men have died during the voyage hither, among whom 76 alone from the ship de Drie Gebroeders: so the total number of those troops brought here has consisted of 674 men, both officers, non-commissioned officers, and common soldiers. And pursuant to the orders received, all necessary preparations are already being made to enable those four aforementioned ships, Josephus de Tweede, de Vrouwe Johanna, de Drie Gebroeders, and het Fortuijn, to take aboard within a few days as many men from the Regiment of Meuron garrisoned here as can conveniently be placed on those ships, in order to be transported to Ceylon. The aforementioned ship Oud Haarlem having already received its dispatches yesterday and thus lying ready to sail for the further continuation of its voyage to Batavia, we find ourselves furthermore obliged, with respect to the private ship de Vreede chartered by your Right Honorable Worships, to bring to your high knowledge that, since the Ceylon return ship the Paarl appeared very unexpectedly off Robben Island on the 12th of November last and subsequently here at the roadstead, and that in such a crippled condition that, as far as could be determined beforehand, that vessel was not in a state to make the further voyage to the Netherlands and therefore had to be unloaded here; we therefore deemed it serviceable and necessary for the best interest of the Company—since the said ship de Vreede had been almost entirely loaded for this government, was then unloaded, and lay in readiness with the little that still remained in it to continue the voyage further to Batavia pursuant to the charter party—to make use of the frequently mentioned vessel de Vreede for the transport of the cargo of the aforementioned ship the Paarl; so that, the said cargo having already been transshipped into de Vreede, that vessel is thus to return with it from here for the presiding Chamber of Amsterdam, to which the aforementioned cargo was consigned with the ship the Paarl, and we hope that our conduct and arrangements in this regard may obtain your Right Honorable Worships' honored approval.

Likewise, grain cultivation in the vicinity of Mossel Bay having been pursued with greater vigour according to the information obtained thereof, through the precautions taken for the delivery, receipt, and storage of the grains there, and if by the favourable arrangement of the High Commanding Lords Majores we may be provided in time with the requested vessels required for the transport of the grains hither, without which it will otherwise be and remain an impossibility to bring the products already delivered and yet to be received hither, a considerable quantity of wheat can likewise be obtained from there this year. And thus from the one and the other we can hope and expect that the scarcity and dearness of provisions, which for some time has prevailed to the distress of the inhabitants as well as to the great disadvantage of the Honourable Company, will finally cease. Whereby one will also endeavour to achieve the objective of storing a year's supply in the warehouses for the Honourable Company. The aforementioned ship Het Drietal Handelaars having sailed from here to Batavia on 16 December last, there arrived safely here on the 20th thereafter the private ship 't Fortuijn, likewise hired by the Honourable Company, which similarly served for the transport of a portion of the Württemberg Troops; and which vessel, as well as the ships Josephus the Second, the Vrouw Johanna, and the Drie Gebroeders that arrived here previously with the same troops, pursuant to orders received from the Lords Majores, are already being put in a state to be able to take on board within a few days as many men of the Regiment de Meuron garrisoned here as can properly be accommodated on those ships, in order to be transported to Ceylon. And since we have been informed here by private reports that a severe and most violent hurricane is said to have raged along the Coast of Coromandel and on the said Island of Ceylon, by which, besides other significant damage caused by the inundation of the sea, and which cannot yet be stated with certainty, mainly the rice crop on Ceylon is said to have been entirely destroyed, this news, although indeed requiring further confirmation, was nevertheless considered by us of such great importance that it caused us to resolve immediately to ship to Ceylon, with the aforementioned four ships, as much wheat upon the demand expected from there as we can in any way spare from our present small stock in the Company's warehouses and can conveniently be stored in those ships. Presently lying ready to sail for the continuation of their voyage to Batavia are the outward-bound ships the Phoenicie, Phoenicier, and Oud Haarlem, into which latter mentioned vessel, out of the ship De Rheede, because of the employment of that vessel for the transport of the remaining cargo of the Ceylon return ship De Paarl to the Netherlands, as we had the honor to advise in our aforementioned last humble letter of 3 December, has been transshipped: One case with leather shavings having belonged to the cargo of the ship De Vreede, as well as another 25 pieces of spars, which according to our previous letter of 16 November had been discharged from the ship Meerenberg and placed on De Vreede. And since complaints were lodged upon arrival here by the captain of the aforementioned ship Oud Haarlem, Cornelis Haringman, against the lieutenants assigned to that vessel, Arnoldus Kasteleyn de Keulenaar and Johannes Cornelis de Buissine, concerning their insolent and bad behavior on the outward voyage; they were properly prosecuted on that account by the pro interim fiscal before the Council of Justice here, prosecuted, but the proceedings concerning this not having come to an end yet, we therefore, at the request of the said pro interim fiscal, had to cause the aforementioned officers to remain here. With the Dutch private ship de Jonge Jacob, which departed from here for the Netherlands on the 7th of this month of January, we had the honor to supply to Your Noble High Mightinesses our humble dispatch of the 5th prior, whereby among other matters there was also brought to the knowledge of Your Noble High Mightinesses To the Noble Lords Directors of the General Dutch Chartered East India Company at the Presidial Chamber at [illegible] the safe arrival here in the Roadstead of their Chamber ships Stavenisse, de Phoenicier, and Leyden. Which vessels having resumed their voyages to Batavia on the 9th thereafter, there subsequently appeared here on the 20th the Dutch private ship de Zusanna, chartered by Your Noble High Mightinesses and dispatched by the Chamber of Zeeland, with one deceased and 6 invalids, having lain at St. Jago from the 12th to the 16th of November; and the remaining troops of the first Battalion of Württemberg having been brought with it, we immediately had all necessary preparations made following the disembarkation of the same, in accordance with the honored instructions received from Your Noble High Mightinesses, in order to put that vessel likewise into condition as quickly as possible to transport thither the remaining troops of the Regiment de Meuron, the greatest part of which, consisting of 800 to 900 men, are to be dispatched from here to Ceylon in the beginning of the upcoming month of February with the previously arrived ships Josephus de Tweede, de Vrouwe Johanna, de Drie Gebroeders, and het Fortuijn. ship the Jonge Jacob, that vessel set sail from here for the Netherlands on the 7th following, so that we hope that our aforementioned writing will have already achieved a safe delivery prior to the appearance of this one; the ship Oud Haarlem, mentioned therein, having continued its voyage from here to Batavia on the [illegible] of that month. Having, among other things, also announced as a precursor in our aforementioned latest humble letters to Your Right Honorable Excellencies that the Captains under the regiment de Meuron present here, the Chevalier de Sandol Roy and de Bonstetten, pursuant to Your Right Honorable Excellencies' revered order and disposition, having requested and obtained their discharge from the aforementioned Regiment, had once again been employed as such in the garrison here: we shall now have the honor to inform Your Excellencies further That the undersigned Governor communicated in our meeting of the 6th of November of the aforementioned year, that when His Honor, in accordance with the intention and instructions of Your Right Honorable Excellencies, had presented Your Excellencies' displeasure to the aforementioned Captains Sandol Roy and de Bonstetten, and had simultaneously brought to their attention the reasons for which they were to request their discharge from the aforementioned regiment, with the addition that the Governor was left the freedom to subsequently place them as Captains in the Cape garrison, and further also how and in what cases, on the grounds set forth in the letter written to us concerning this by Your Right Honorable Excellencies, Your Excellencies had judged that a court-martial could be granted to them, the Captains, for the investigation of their case, with the orders written in that regard for that purpose. The aforementioned Captains had thereupon made known to him, the Governor, their painful regret over the aspect that their conduct had assumed with Your Right Honorable Excellencies; and that, however fully persuaded they were in their own minds of the justice of their case, and therefore could calmly await and look forward to the outcome of the case itself before a court-martial, they were nevertheless completely ready and inclined to submit to and obey the arrangement and order of Your Right Honorable Excellencies, and would by no means hesitate to request their discharge from the Regiment accordingly, were it not that the consideration had occurred to them whether the obligation under which they were placed to do so might not cause some notions among the public that must offend the character of an honest man and thus might bring about unpleasant reproaches in the Corps among which they might subsequently be placed; this consideration having produced a scruple in them regarding the step they had to choose, whether to request their aforementioned discharge or to request a court-martial. That he, the Governor, had made no difficulty in declaring to the aforementioned two Captains thereupon that, since it had pleased Your Right Honorable Excellencies, for the end and purpose intended by Your Excellencies, to order them, the Captains, to request their discharge from the Regiment, yet in the reasons that had given rise thereto, Your Excellencies had found no incompatibility with employing them as Captains again in the service of the Honorable Company in the garrison here, but on the contrary Your Excellencies had granted authorization for this, such a view by the Lords Masters themselves must notoriously also remove all contrary notions that might be fabricated by others, adding that His Honor would therefore also feel obliged to grant them his protection against this at all times. That since, notwithstanding this declaration made by him, the Governor, to the aforementioned two Captains, the aforementioned difficulty had nevertheless remained residing with them, His Honor had given them the freedom to address themselves further to us regarding this matter. Whereupon the aforementioned two Captains Sandol Roy and de Bonstetten addressed themselves to us by letter, and therein represented how the consideration that most people are accustomed to judge solely by the outward appearance of events had caused the fear to arise in them that the public might judge their conduct incorrectly, whereas it was important to a man of honor not to leave any offensive feelings against him in anyone: that therefore, although they were otherwise entirely resolved to request their discharge from the aforementioned Regiment in accordance with the orders of the Lords Masters, since the same had nevertheless left them the choice to request a court-martial, they, on account of the delicate nature that this difficulty entailed, left to the undersigned Governor and to us the judgment whether requesting a court-martial was necessary for them or not. And this point having been taken into consideration, we thereupon judged that, since the undersigned Governor and the Colonel and Chief of the Militia in particular, as well as all of us in general, bear witness that the aforementioned two Captains Sandolroy and de Bonstetten have not only conducted themselves obediently in every way and to our good satisfaction in their garrison service, and that there is also nothing to be said against their other civil conduct; such a testimony ought to serve the aforementioned Captains as sufficient security against the incorrect and prejudicial notions that ill-intentioned persons might wish to make or inspire concerning them, the more so since Your Right Honorable Excellencies yourselves found no difficulty in having them, the Captains, after obtaining their discharge, at

to declare them employable again with the Regiment, with the garrison here, nor could anyone conceive any notion that might oppose or hinder the good success of this intention of Your Right Honourable Grand Worships. Wherefore, having in all respects conformed ourselves with the aforesaid declaration of the undersigned Governor, an extract of our resolution taken in this regard has been handed over to the repeatedly mentioned Captains Sandolroi and de Bonstetten, both to serve for their guidance and so that they may make use of it at such times and occasions when assistance might be required: While we have the honour hereby to present to Your Right Honourable Grand Worships an authentic copy of the letters addressed to us by the aforementioned two Captains. Furthermore, Your Right Honourable Grand Worships, having also willed among other things by your esteemed letter of 21 June of the preceding year that, that in order to bring the aforementioned Regiment de Meuron onto the footing on which it ought to be according to the 3rd article of the Capitulation, and that all interference of foreign officers be purged, henceforth no other officers than Swiss, Dutch, and Germans shall be promoted to higher ranks in that regiment than those they presently hold; and this order having been communicated to the Chief of that regiment, four of the same officers, named de Querenet, Chevalier de Froger, Bisardon, and Valmenie, have submitted their grievances regarding this in writing; whereupon no other resolution could be taken by us than to transmit the said petition of those four officers, just as it lies, to Your Right Honourable Grand Worships, we accordingly take the liberty of sending the same enclosed herewith likewise in authentic copy. There having also arrived here on the return ship de Paarl a Cadet and seven incapacitated soldiers of the Luxembourg regiment, who were placed on Ceylon onto the said ship de Paarl in order to sail over with it to the Netherlands, and a written request having been made in the interest of the said persons by Captain-Lieutenant Jean André de Maurras, who is present here and has oversight of the incoming recruits of that regiment, stating that, since the aforementioned Cadet and seven military men had also had to endure all the disasters and perils with the said ship de Paarl, over and above the throwing overboard and loss of all their goods, so that they found themselves stripped of even the most necessary clothing, and that therefore our favourable regard might be cast upon their aforesaid unfortunate circumstances; we, taking into consideration the the long-lasting voyage of the aforementioned eight persons and their just-cited circumstances, as well as the services which they had to perform on board in the utmost distress of the aforementioned ship, could not avoid granting each of the said persons three months' pay and having it paid out from the Company's treasury, which we hope will be most favourably approved by Your Right Honourable Grand Worships for the reasons alleged, the written representation of the aforementioned Captain Maurras submitted to us in this regard being enclosed herewith in copy. A request having been made to us in writing—also attached hereto in authentic copy—by the Lieutenant-Colonel of the aforementioned Swiss Regiment de Meuron, the Chevalier de Meuron Bullot, to be permitted to enjoy the payment of his monthly wages and further emoluments as Lieutenant-Colonel since the day of his appointment to the said capacity, being 7 November 1785, when, according to his statement, the commission as Lieutenant-Colonel was expedited; but it having been taken into consideration in this regard that the increased pay of the servants promoted in the Fatherland, whether of the police, militia, or seafaring service, according to a constant order and custom, is always calculated to run from the day that the notifications of their advancement or increase in monthly wages are received here, unless it were specially ordered otherwise therein; We have therefore, in the absence of such a special notification deviating from that usual order concerning the monthly wages due to the aforementioned Lieutenant-Colonel de Meuron Bullot, been able to proceed only on the usual determined footing, and thus have not been able to proceed to grant the request of the said Lieutenant-Colonel, but have had to present this to Your Right Honourable Grand Worships, transmitting an authentic copy of the aforementioned petition, so that he may or might obtain the said increase from the time expressed therein. Furthermore, in the interest of the requested testimony concerning the conduct maintained by the repeatedly mentioned Lieutenant-Colonel de Meuron during his stay here, and especially during the interim when, in the absence of the Colonel-Proprietor, the command over the same Regiment was exercised by him, it has been attested by the undersigned Governor and Colonel Gordon, as Chief of the militia, that the aforementioned Lieutenant-Colonel de Meuron de Bullot had maintained very strict order and discipline to their satisfaction within that regiment, and had acted with all zeal for the common cause, with which we generally have

Suzanna were dispatched, the highly respected Gentlemen Seventeen having been pleased to write to us that the aforementioned Meuron Regiment would have to be transported to Trincomalee, as it had been thought that the said four ships would arrive in False Bay, and that they thus could have departed from here to Ceylon again at the beginning of the month of September last. And also the Most Noble High and Mighty Lord Directors of the Amsterdam Chamber, in a further communication, stating that the said ships would have to take on the Meuron troops for the said transport not in False Bay, but in this Table Bay, assuming that it would nevertheless turn out with the time of their departure from here in such a way that those vessels would have to turn their prow toward the said Bay of Trincomalee; as well as from the letter written by the said Most Noble High and Mighty Lord Directors of the Amsterdam Chamber under date of 6 January 1787 to Your Honour and enclosed to us under flying seal. Of which we had the opportunity with the fast Trekvogel to send one to Your Honour, and the two others received are enclosed herewith, having perceived that Your Honour will also be expecting those ships in the Bay of Trincomalee. We have therefore required from the Naval Captain and acting Master of Equipage here, Johan Arnold Voltelen, and other Naval Captains who are acquainted with the fairways and bays of Ceylon, their report and opinions as to whether the current season of the year still permitted that the aforesaid ships would be able to touch at the Bay of Trincomalee. And it having been stated by them that the Bay of Trincomalee can indeed still be touched at, and what needs to be observed regarding the procurement of pilots, but that, on account of the inconveniences and uncertainty accompanying it, it was considered by them better and necessary that these ships first touch at Tuticorin in order to receive the pilots there and Your Honour's orders where the troops ought to be disembarked, a copy of this report has been handed to each skipper of the aforesaid four ships, so that it may serve for their guidance upon touching at Ceylon. Since the Most Noble High and Mighty Lord Directors of the Amsterdam Chamber furthermore, because the soldiers in the Meuron Regiment who have been enlisted for no longer period than that of three years might demand their discharge instead of willingly letting themselves be transported to Ceylon, have likewise desired that some time prior to the embarkation it should be made known to them very explicitly that those who demanded their discharge on account of their expired term would be able to obtain it, but that they would then at the same time be bound to depart for Europe at the very first opportunity, which measure Their Most Noble High and Mightinesses hoped could be implemented with success in order to make these men, who were only enlisted for three years, enter into a new engagement of five or at least three years, the undersigned Governor also dispatched on 31 December last a written order to the Colonel or Commanding Officer of that Regiment to bring the aforesaid order to the knowledge of the soldiers of the Regiment in the appropriate manner, so clearly and plainly that they would not be able to claim ignorance thereof. Whereby, on the occasion of some requests made by the Colonel of that Regiment at our meeting of the 8th of this past month of January, we required from His Honour a pertinent list of all the men who would not be able to cross on the aforesaid four ships, with the addition of the time of their engagement and its expiration, in order to be able, pursuant to the aforesaid instructions, to send to the Fatherland by the first ship's opportunity those of them whose bound time having expired did not re-engage with the regiment, and thus to prevent them from remaining wandering about here in the colony. The said Colonel, however, having not yet complied with this requisition, we are unable to state to Your Honour to what extent the regiment might be reduced thereby, and also how many men will consequently remain to be embarked on the ship the Susanna; however, if the report comes in in time, we shall forward it to Your Honour alongside this. Furthermore, it having been ordered to us by the Most Noble High and Mighty Lord Directors of the Middelburg Chamber, upon the departure of the Meuron Regiment to Ceylon, to give Your Honours the necessary notice of the instructions successively given to us concerning the same regiment, insofar as this must serve for Your Honours' guidance in the future, we have, in compliance therewith, not only attached hereto the copies and extracts of all the said highly respected instructions, but also extracts from our resolutions taken from time to time concerning the same regiment, in case something might appear therein that Your Honours might think could serve for their elucidation, as the said copies are listed in the register accompanying this. Wherewith also now go forward the seven sealed packets that we received here from the Fatherland for further forwarding to Your Honours. having also to send Your Honour some wheat on the previous as well as now received requisitions, we have therefore, availing ourselves of this opportunity, had laden. In the ship Josephus de Tweede 185 mudden of wheat In the ship De Drie Gebroeders 370 mudden of wheat In the ship De Vrouwe Johanna 740 mudden of wheat Besides which there has also been shipped in the aforementioned ship De Drie Gebroeders 12156 pounds of Cape butter on the last received requisition 11039 lb. of tallow of which 10000 lb. on the previous year's and 1039 lb. on the last received requisition. As also per the ship 't Fortuyn were sent from here fifteen barrels of copper duiten brought here from the fatherland with the ship Belvliet. Of which one and other the bill of lading invoice enclosed herein is transferred, there are also added thereto an invoice of account closed under the ultimate of August regarding undercharged pay charges of the advanced good months to some recruits of the Luxemburg Regiment who passed through here, as well as another invoice by which Your Honour's Government has been charged for the monthly allowances advanced here to some of the aforesaid recruits now crossing over to Ceylon with the ship De Drie Gebroeders. Having safely arrived here in the roads on the 23rd of the just past month of January with 2 deceased and 7 invalids, the return ship Doggersbank dispatched by Your Honour, with which we have received your kind letter of 12 November of the past year, we thank Your Honour for the dispatch both of the letter for the Commander of the National Squadron Mr. Silvester to Batavia, and of the letters and goods for the Malabar Government and for the Ministers at Surat; while postponing the reply to the further contents of Your Honour's aforementioned letter until a further shipping opportunity, we must meanwhile communicate to you the following in relation to the Company's return ships De Paarl and De Draak. The first-mentioned ship De Paarl having appeared very unexpectedly under Robben Island and from there here in the roads on the aforesaid 12 November. Which vessel, according to the report given thereof by the officers, after the departure from Ceylon on 26 December following was overtaken in the South latitude of 17 degrees and longitude of 93 degrees by a fierce hurricane, in which the main and mizzen masts were carried overboard and lost, and the ship became considerably leaky and in such a helpless condition that the officers were obliged to resolve to touch at the island of Mauritius, where upon inspection of the cargo it was found that all the saltpetre had melted, the coffee beans and a large part of the pepper due to the leakage, the sea water taken in and fermentation in the ship had become completely rotten and spoiled, which therefore had to be thrown into the sea, while the packages of linen were also somewhat damaged, but were immediately washed out again in fresh water, bleached, and dried. Whereupon the officers, by purchasing one of the ships stranded in the same hurricane at the island of Mauritius, having refitted the said ship De Paarl with spars and repaired the damage sustained, the same departed from Port Louis on 15 April of the past year, turning the bow toward this corner, but on 15 May was overtaken by a severe storm from the west and the body and seam seams having worked open again through heavy labouring and the ship having become considerably leaky, while the stormy weather with contrary winds continued, whereby the crew was exhausted and the victuals almost entirely consumed, the officers were compelled on 8 June following to bear away for Rio de la Goa, in order to be able to caulk the ship there as much as possible and provide themselves with the missing provisions. Pursuant to that resolution having arrived at Rio de la Goa on 30 June and the ship having been caulked and repaired inside and outboard, the same departed from there again on 12 October. The ship thereupon having been found here upon examination by nautical experts and shipwrights that it could with no possibility be put in a state again to leave this bay, much less to transport the cargo contained therein further to the Netherlands. We have therefore deemed best for the interests of the Company and consequently resolved to make use of the private flute ship De Vreede presently present here, chartered by the Chamber of Zeeland, to convey the remaining cargo of that vessel destined for the presiding chamber to the Netherlands, that cargo still consisting of 198399 lb. of pepper 16650 lb. of sapanwood 147937 lb. of cowries 419 packages of linen 67 bales of cotton yarn 1600 bales of cinnamon 76 bales of cardamom 1 small case with 12 lb. of cinnamon oil, besides 27 packages of linens which, having been found wet, damaged, and rotten, had to be sold here by public auction, while Captain Cornelis in 't Anker, who had been appointed to the frequently mentioned vessel De Paarl, is to repatriate with the aforesaid flute ship De Vreede, retaining his rank and wages, in order to account in Europe for the cargo sent over therewith, and above all for the packages of linen that were washed out on Mauritius and remained unmarked. The ship De Draak having also appeared here in the roads on the 3rd of December last, which according to the report of the officers, through enduring many disasters, in a flying gale and fierce hurricane by which it was overtaken on 25 March at the South latitude of 22 degrees 22 minutes and longitude of 84 degrees 48 minutes with the loss of all its masts, was obliged to touch at the aforementioned island of Mauritius, where upon inspection of the

Het eerstgem: Schip de Paarl op voorsz: 12 novr seer onverwagt onder 't Robben hilad en van daar hier ter Rheeden verscheenen zijn Welken bodem volgens het daarvan gegeven relaas der overheeden na het depart van Ceilon den 26 Dec:r daar aan op de Z. of the cargo, all the saltpetre had melted, the coffee beans and a large quantity of the pepper were found to be wet and entirely spoiled and rotten through fermentation, a lot of bales of cinnamon and all the provisions of rice likewise entirely spoiled and rotten, so that, as all these spoiled parts of the cargo could not be re-embarked, after an inspection thereof was conducted by a commission on behalf of the royal court of justice at Mauritius, they were thrown overboard into the sea in the presence of that commission; the linens that were found wet were washed on shore in fresh water, bleached, and dried. The officers of the vessel de Draak, just like those of the ship de Paerl, in order to put themselves once again in a state to put to sea, having likewise purchased one of the stranded ships and employed the masts, spars, etc. for that purpose, that vessel, through this repair, now finds itself in a state to continue the voyage to the Netherlands. As this has been confirmed by a commission of nautical experts and shipwrights, whom we deemed necessary, just and in the same manner as was done concerning the ship de Paerl, to appoint for the examination of the ship. The High-Ruling Lords Masters in the Fatherland having sent to us, alongside Their Honours' esteemed missive dated 28 December of the year 1786, a memorandum containing some points regarding which Their Honours, with reference to the use made in French service during the late war of this and that of the Company's ships, still require such clarifications as that memorandum indicates; and in which memorandum, among others, was also found a point concerning the chaloup d'Elisabeth, which was here in the year 1782 from Your Honour's Government, as Your Honours will further perceive from the aforementioned writing of the Most Esteemed Lords Majores and the attached memorandum, extracts of which are transmitted herewith. Thus we request Your Honours, whether to this government in answer to that point or to Their Honours directly, to be pleased to elucidate the conditions under which the aforementioned chaloup d'Elisabeth, as appeared to us from Your Honours' missive of 12 February 1782, was in French service. Per the ships Jozephus de Tweede de Vrouwe Johanna With the arrival of the Ceylon return ship Doggersbank on the 23rd of the past month of January, we received Your Honour's friendly letter of 14 November of the aforementioned year, in which Your Honour, among other things, also makes mention of the disastrous voyage of the return ship de Paarl dispatched by Your Honour in the year 1786, of which we have given Your Honour prior notice, as well as that a similar misfortune of the second return ship, de Draak, had since also come to Your Honour's knowledge. We can now inform Your Honour more fully with relation to those two ships, that the ship de Paarl, on 12 November Noble, Valiant, Martial, Wise, Prudent, Very Discreet Sir and Friends of the aforementioned year, very unexpectedly appeared off Robben Island, and from there here in the roadstead, which vessel, according to the report given thereof by the officers, after departing from Ceylon on 26 December, was overtaken on south latitude of 17 degrees and longitude 93 degrees by a fierce hurricane, in which the main and mizzen masts were lost overboard, and the ship became considerably leaky and in such a helpless condition that the officers were obliged to resolve to call at the island of Mauritius, where, upon inspection of the cargo, it was found that all the saltpetre had melted, the coffee beans and a large portion of the pepper, through the leakage, the sea water taken on, and a fermentation in the ship, were entirely rotten and spoiled, which therefore had to be thrown into the sea, while the bales of linen were also wet and damaged, but were immediately washed out again in fresh water, bleached, and dried. Having provided the mentioned ship the Paarl once again with spars and repaired it from the damages suffered, the same departed on 15 April of the previous year from Port Louis, directing its prow toward this corner. However, on 15 May, it was overtaken by a severe storm from the west, and due to heavy laboring, the hull and the seams were worked open again, and the ship became considerably leaky. Moreover, as the stormy weather with contrary winds continued, whereby the crew was exhausted and the victuals almost entirely consumed, the officers were forced on 8 June following to bear away for Rio de la Goa, in order to caulk the ship there as much as possible and provide themselves with the missing provisions. Pursuant to that decision, having arrived at Rio de la Goa on 30 June, and the ship having been caulked and repaired inside and outboard, the same departed from there again on 12 October. The ship, upon examination here by nautical experts and shipwrights, having thereupon been found that with no possibility it could again be brought into a condition to leave this bay, much less to transport the cargo contained therein further to the Netherlands, We have therefore judged it best for the interests of the Company, and consequently decided to make use of the private flute ship the Vreede, presently here and chartered by the Chamber of Zeeland, to convey the remaining cargo of that vessel to the Netherlands for the presiding Chamber for which it was destined, that cargo still consisting of: 198399 lb. Ceylon Pepper 16650 lb. Sapanwood 147837 lb. Cowries 418 packs of Linens 67 bales of Cotton yarn 1600 bales of ditto Cinnamon 76 bales of Cardamom 1 small case with 12 lb. of Cinnamon Oil Except for 27 packs of Linens which, having been found wet, mouldy, and rotten, had to be sold here at public auction; while Captain Cornelis in 't Anker, who was appointed to the frequently mentioned vessel the Paarl, is to repatriate retaining his rank and wages on the aforementioned flute ship the Vreede, in order to account in Europe for the cargo being sent over with it, and especially the packs of Linens that were washed out and left unmarked at Mauritius. The ship the Draak having also appeared here at the Roads on 3 December last, which, according to the report of the officers, having endured many disasters in a violent gale and fierce hurricane with which it was overtaken on 25 March at the latitude of 22 degrees 22 minutes and longitude of 84 degrees 48 minutes, with the loss of all its masts was forced to put into the aforementioned island of Mauritius, where upon inspection of the cargo it was found that all the saltpetre had dissolved, the coffee beans and a large quantity of the pepper were wet, and completely spoiled and rotten by fermentation, a quantity of bales of Cinnamon and all the rice for provisions likewise completely spoiled, so that all these spoiled parts of the cargo, not being able to be reshipped, after an inspection thereof was made by a commission on behalf of the Royal Court of Justice at Mauritius, were thrown into the sea outside the harbor in the presence and before the commission; the Linens found wet being washed out on land in fresh water, bleached, and dried. As this was confirmed by a commission of nautical experts and shipwrights, whom we deemed necessary to appoint to examine the ship, just and in the same manner as was done regarding the ship the Paerl. Expressing our gratitude for the good delivery of the goods received for this Government with the aforementioned ship Doggersbank, and postponing further reply to your aforementioned letters until a later opportunity, it serves further for your information that there are now being dispatched from here the private ships chartered by the Honorable Company, Josephus the Second, the Vrouw Johanna, the Drie Gebroeders, and the Fortuijn, which, having served for the transport of the first battalion of the Württemberg troops for this government, after the disembarkation of those men, have taken over again the largest part of the troops of the Regiment de Meuron formerly garrisoned here, in order to convey them to Ceylon; the remaining men of that Regiment being expected shortly to follow likewise on the chartered private ship the Susanna, which to that end was also sent hither with a transport of some Württemberg troops. Good Friends, As it has appeared to us from the received further accounting of the state of the district treasury that the principal cause of the deficit of the said treasury and state arises from the entry included therein of 2897 rixdollars and 44 stivers concerning the erection of the new buildings, without there being inserted in the said accounting, or appended separately thereto, a specific specification of that which was expended for the actual construction of those buildings; we have deemed it necessary, before qualifying you further pursuant to the request made to negotiate any capital, to demand from you such missing specific specification and account, and therewith to write to you that the collective Heemraden shall have to review and investigate whether everything that the said account shall contain was genuinely applied to the aforementioned buildings; as well as whether the possible and required frugality was observed therein, and whether the aforementioned buildings were consequently manufactured in accordance with these costs; adding in what condition the same presently appear, of all of which we expect an accurate statement as soon as possible. Regarding the dispute between you and the Graaff-Reinet colony with respect to the payment of the persons who have transferred from one district to the other, we refer to that which was written to you on this matter in our letter under date of 20 November last.
